EVM challenge today NEW DELHI, JUN 2 (IANS); The EVM challenge to be conducted by the Election Commission will be held as scheduled on Saturday, the poll panel said on Friday. The announcement came after the Uttarakhand High Court rejected a petition for staying the EVM challenge in which the Nationalist Congress Party (NCP) and the CPI-M have consented to participate. “The EVM challenge is on as scheduled. It will start at 10 a.m. The NCP and CPI-M have nominated three representatives each. The challenge will happen in two separate halls simultaneously,” an EC spokesperson said. For the purpose of the challenge, 14 voting machines have been brought from three states.

CBSE Cl-X results today NEW DELHI, JUN 2 (PTI): Central Board of Secondary Education (CBSE) will announce results for the class X examination on Saturday. “The results will be announced on June 3 at forenoon,” a CBSE official said. A total of 16,67,573 candidates appeared for the exam this year. On May 28, the board had declared class XII which had seen a dip of over one per cent in the pass percentage.

US quits Paris climate deal

WASHINGTON, JUN 2 (IANS): President Donald Trump announced the US withdrawal from the Paris climate deal calling it “draconian”, triggering widespread condemnation at home and abroad. Trump particularly targeted India. In a speech from White House’s Rose Garden on Thursday, Trump said the landmark 2015 pact imposed wildly unfair environmental standards on American businesses and workers. “Compliance to the deal could cost 2.7 million lost jobs by 2025... Believe me, this is not what we need.” Trump vowed to stand with the American people and said the accord imposed “draconian financial and economic burdens” on the US. “I was elected to represent the citizens of Pittsburgh, not Paris,” the President said, drawing support from members of his Republican Party but trenchant criticism from world leaders, business executives and greens. Trump said he wanted to negotiate a better deal for the US or re-enter the accord on improved terms. He said he had explained his decision to the leaders

I-T warns against cash dealings of `2 lakh or more, seeks tip-off

DIMAPUR, JUN 2 (NPN): Reacting to the statement made by three suspended BJP members, the State BJP unit has issued a clarification to “rectify any misconceptions on the party’s issues and procedures that may have been caused” by the statement. In a press note, BJP unit general secretary (media), Jaangsillung Gonmei pointed out that “seniority is determined by the years and contribution to the party’s development, growth and expansion and not by any achievements or age outside the party.” BJP said the suspension of three members “were not in flagrant violation of the party constitution as claimed”, but according to the party’s constitutional provision under Rules Articles XXV: Disciplinary Action clause 3...” As such, BJP unit said disciplinary actions could be initiated under “Rules Breach of Discipline” for carrying pro-

paganda against any party unit or its office bearers. Accordingly, BJP said the three suspended members were issued show cause notice. BJP unit further clarified that I.K. Sema was appointed by the state president following the state office bearers meeting and that he was bound to serve at the pleasure of the president. Therefore, BJP unit said the suspension order served on him by the state president stands constitutionally valid. It reminded that all party officials in the state unit are appointed by the state president except that of the state president and the general secretary (Organisation). Meanwhile, BJP unit said as per office records, the party had not suspended nine office bearers but had only issued show cause notices or relieved them from their official assignments and reallocated them other responsibilities.

“Contravention of Section 269ST would entail levy of 100 per cent penalty on receiver of the amount,” the tax department said in a public advertisement in leading dailies. In the 2017-18 budget, finance minister Arun Jaitley had proposed to ban cash transaction of over Rs 3 lakh. This limit was lowered to Rs 2 lakh as an amendment to the Finance Bill, which was passed by the Lok Sabha in March. The restriction is not applicable to any receipt by government, banking company, post office savings bank or co- operative bank, the tax department said. The move to ban cash transaction above a threshold was aimed at curbing black money by discouraging cash transaction and promoting digital economy.

The tax department had started the email address ‘blackmoneyinfo@ incometax.gov.in’ in December last year post the demonetisation of 500 and 1000 rupee notes. It had then asked people having knowledge about conversion of black money into black/white to inform the government through this mail id. The government had come out with a tax amnesty scheme PMGKY (Pradhan Mantri Garib Kalyan Yojana) under which people holding unaccounted cash could come clean by declaring their wealth and pay 50 per cent as tax and penalty. Also, a mandatory deposit of 25 per cent of the black money was to be made in a zero-interest bearing account for four years.

NEW DELHI, Jun 2 (IANS): Arunachal Pradesh government can’t brush aside the need to establish an Autonomous District Council (ADC) in the Nagadominated areas of Tirap, Changlang and Longding, said various bodies associated with the movement for a Patkai Autonomous Council for the three areas. They said a Patkai Autonomous Council for Tirap, Changlang and Longding (TCL) is the only solution for the region, alleging it has been ignored by the state government and the Centre for decades in terms of its socio-economic development. The proposal to form an autonomous council to develop the Naga-inhabited areas was cleared by the Cabinet in 2013 and has been pending with the Home Ministry since 2014. NEW DELHI, Jun 2 (PTI): Income Tax department on Friday warned people against indulging in cash transaction of Rs 2 lakh or more saying that the receiver of the amount will have to cough up an equal amount as penalty. It also advised people having knowledge of such dealings to tip-off the tax department by sending an email to ‘blackmoneyinfo@ incometax.gov.in’. The government has banned cash transactions of Rs 2 lakh or more from April 1, 2017, through the Finance Act 2017. The newly inserted section 269ST in the Income Tax Act bans such cash dealings on a single day, in respect of a single transaction or transactions relating to one event or occasion from an individual.

Demand District Council and the TCL Students Federation have threatened to hold an indefinite bandh in the three districts if the Centre and the state continue to pay no heed to the matter. “The successive Chief Ministers of Arunanchal Pradesh hardly have any knowledge about the people of the Patkai region which has Tirap, Changlang and Longding districts. They neither know the way of life nor do they have any basic knowledge about the topography of the region. Based on these historical reasons, people of the three districts have demanded Patkai Autonomous Council,” said a statement issued by TCL Students Federation. Earlier, the bodies had also sought the intervention of Prime Minister Narendra Modi on formation of the autonomous council. Patkai hills is also known as the

home of Wancho, Nocte, Tangsa, Tutsa Ollo - recognised as Naga by the Constitution. In 1914 they were part of North East Frontier Tract, which was later renamed North East Frontier Agency. The Arunachal Pradesh government data states that areas falling under Patkai region are the most resourcerich but not even one per cent has been tapped. “In the absence of any proper infrastructure we have also failed to develop the human resources. This has led to many unemployed youths taking to drugs, insurgency and many anti-social activities. Even after 30 years of association with the state we have not seen any tangible change in the Patkai region,” said the statement. According to records, the demand for formation of Patkai Autonomous Council was passed by the Assembly in 2004 and 2007 and the Cabinet approved it in 2013.

Framework Agreement final solution, says NSCN (I-M) DIMAPUR, JUN 2 (NPN): NSCN(I-M) through its MIP reaffirmed that the August 3,2015 Framework Agreement signed with the Government of India has restored the God given sovereign rights of the Nagas after by which India “recognised the sovereign rights of the Nagas and had agreed to coexist with shared sovereignty”. MIP pointed out that during the decades of struggle, “many thousands and lakhs of Nagas have sacrificed their lives for the nation” and after decades of “prolonged selfless struggles, sovereignty has dawned upon the Nagas.” It said Nagas accepted the invitation of the government of India for political negotiation after more than 50 years of armed resistance and struggle when the government of India admitted that solution was only through negotiations and not through the barrel of guns. MIP gave credit to Naga mass-based organisations, civil societies, tribal organisations, churches and scores of individuals who had worked for the last many decades for the common Naga cause. It put on record their immense contribution and supreme sacrifices level “in the midst of Indian army atrocities” that steered the Naga political issue to the present highest as the final inking of the agreement was awaited. MIP reiterated that the Framework Agreement was reached after a series of political negotiations spanning 20 years, under six succes-

sive prime ministers of India where both “India and the Nagas” have come closer to understand each other’s problems by signing of the historic Agreement. MIP said the government of India “finally recognised and had accepted, that Nagas are not Indians but a different entity with equal status, having separate and distinct identity with unique history and cultures.” MIP condemned “the treacherous Shillong Accord” of November 1975 and the 16 Point Agreement of July 1960, which it said, spelt doom for Naga aspirations for sovereignty and charged the signatories with having “embraced the Indian constitution at their own volition”. However, it said the selfless sacrifices of Nagas under the “God anointed dynamic and visionary Collective Leaderships of former Yaruiwo Isak Chishi Swu and Ato Kilonser Th. Muivah the GoI and Nagas finally agreed to co-exist with shared sovereignty.” MIP expounded on its concept of “shared sovereignty” between India and the Nagas since the government of India has recognised and accepted that Nagas were a different entity, having equal status. MIP explained that it meant that “India is not above the Nagas nor the Nagas are above India and to live as two different friendly Nations with absolute ownership rights over their own lands and its resources, both beneath and above the earth’s surface.” MIP pointed out that

the Framework Agreement (FA) was a political in nature and a preamble for a detailed final political agreement which was expected to be completed and signed very soon between the two sides. It also claimed that the FA was without any unilateral power, unlike the Shillong Accord and the 16 Point Agreement both of which were “totally under the provisions of the Indian laws and Indian constitution.” MIP said the concept of “shared sovereignty” in the FA signed between India and the Nagas was to have partnership with India for larger economic growth of ‘Nagalim’ since Nagas are still economically backward. To provide a road map to develop a bright future with India and create larger opportunities for Naga generations , it said acceptance of “shared sovereignty” would certainly take Nagas further forward with the “advancement pace of great India, which is rapidly become one of the economic super powers of the World.” In an oblique reference to demands for disclosure of the contents of the FA and to invite other NNPGs for talks, MIP describe these as forces with “their treacherous game plan” to sabotage what has been achieved after 70 years by the Nagas. Likening these forces “Pharoah led organisations” similar to the builders of the Babel tower, MIP accused them of uttering in different tongues by leaving aside Naga common aspiration and slogan for sovereignty. DIMAPUR, JUN 2 (NPN): Jessami Village Council (JVC) on Friday said that the statement by Matikhru Village Council (MVC) alleging that Jessami villagers had fired upon Matikhru villagers was “misleading and baseless.” In a rejoinder, JVC chairman Anizote .M said “not only in our area but in all Naga inhabited area, we have traditional boundaries”. However, JVC said the statement-- “protection of territorial state boundary” was nothing but “exposing their immaturity to the knowledge and reality of Nagas.” While not denying the existing land dispute issue, JVC however said there was no tense situation these days.
