EC concludes EVM hackathon CEC rules out going back to paper ballot system
NEW DELHI, JUN 3 (AGENCIES): Chief Election Commissioner Nasim Zaidi on Saturday ruled out going back to the paper ballot system, saying paper trail machines will usher in more transparency in future elections. “Once the EVMs are used with VVPATs (or paper trail machines) where a voter can see (cross check) the vote he has cast, it will usher in more transparency. Then there is no scope of going back to ballot (paper) system,” he told reporters here, on a day when no opposition party took part in the EVM challenge held by the Election Commission to allow parties to try and hack the electronic voting machines. Addressing the press after its 4-hour “challenge” in which only two parties — the Nationalist Congress Party and the Communist Party of India (Marxist) — had participated, Zaidi claimed that it had disproved suspicions over tampering of voting machines, although he added that he could only speak of the commission’s
SCC to assist Election deptt DIMAPUR, JUN 3 (NPN): State Core Committee (SCC) comprising of the several government departments has been constituted to assist the election department in informing the people on all aspects of electoral participation. The SCC members include director (higher education), director (technical education), director (school education), director (youth resources & sports), director (information & public relations), general manager (Nagaland State Transport), DPS (postal service department), director (municipal affairs), convenor (State level Bankers’ Transport), station director (All India Radio), station director (Doordarshan Kendra), state organization commissioner (Bharat Scouts & Guides, Nagaland), group commander (NCC Nagaland), state liaison officer (National Service Scheme, Nagaland) and youth coordinator (Nehru Yuva Kendra Sangatham, Nagaland). The first meeting of the SCC members would be held on June 14, 2017 at 11am in the Conference Hall, Hotel Japfu Kohima. Therefore, all above members have been asked to come prepared with their action plan to develop and promote the fidelity of
machines. Zaidi also claimed that both parties did not want to actively participate in the event but only expressed academic interest. He claimed that while the CPI (M) said they were satisfied with the demonstration, the NCP said it would not challenge the EVMs again provided it was assured that the commission evolved a mechanism that clearly distinguished the national commission’s machines from those used by the state. The “challenge” was organised after several major opposition parties had claimed that the faith of people in the machines has eroded due to allegations of tampering. The EC has maintained that EVMs are tamper-proof. The BSP and the AAP had alleged that the machines used in the recent assembly elections were tampered with and favoured the BJP. Later, several other parties had joined the chorus and wanted the EC to revert to paper ballots. The commission has pulled out from its strong
rooms in Uttar Pradesh, Punjab and Uttarakhand electronic voting machines used in the recent assembly polls there for the challenge. The voters see voterverifiable paper audit trail (VVPAT) slip for seven seconds. The slip then drops in a box but the voter cannot carry it away. Parties want the slip to be visible for 15 seconds. Zaidi said the EC has already announced that in all future elections to Lok Sabha and state assemblies, VVPAT machines would be attached to all EVMs. The process would begin with Himachal Pradesh and Gujarat polls later this year. With the Centre releasing Rs 3,173 crore for acquiring 16.15 lakh VVPAT machines, these will be used in all polling stations in the 2019 Lok Sabha polls. The production will start in August and delivery would be made in September, 2018. Over a dozen opposition parties, including the Congress, the BSP, SP, the Left, DMK, and JD-U, had urged the EC in April to revert to the paper ballot system in future elections,

The Communist Party of India meanwhile, criticised the Election Commission’s decision to deny the permission to witness the “EVM challenge” and questioned the “approach of secrecy”. The EC informed it about its decision against allowing the party to witness “the EVM challenge” on Friday, the CPI said. “Being a national party we wanted to witness the challenge. But surprisingly, it told us we could not take part in the process, but only those parties which took part in the challenge. This is deplorable,” CPI General Secretary S Sudhakar Reddy said on phone. In his letter to the Commission on Friday, Reddy said the CPI wanted to witness the process “in the interest of transparency for the healthy traditions of democracy”.

Meanwhile, Kiruphema Youth Organization (KYO) volunteers were assisting the passengers and traffic movement at Peducha (Lalmati). KYO volunteers were also engaged in widening of the road by conducting mass social work at their own expense. One KYO member informed this correspondent that the landslide could continue through the rainy days and if rains stop, vehicular movement would return to normal along the national highway.
DIMAPUR, JUN 3 (NPN): In pursuance of the decision of the Cabinet, the state government has withdrawn the recognition of Rongmei tribe as one of the indigenous Naga tribes of Nagaland. In this regard, the government’s notification NO. Home/SCTA-6/2017 (Pt-l)/34 dated 4thAugust, 2012) has been withdrawn with immediate effect, a DIPR report stated. However, it was further made known that the 1,313 people belonging to the Rongmei tribe, already identified by the Nagaland government through special enumeration process as having permanently settled in the present territory of Nagaland prior 01-12 1983, along with their legitimate descendants, would continue to enjoy the status, privileges and entitlements of indigenous inhabitants of Nagaland, similar to the ones being enjoyed by members of other indigenous inhabitants, who had permanently settled in Nagaland prior to 01.12.1963, as notified by the state government vide notification no. APPT16/6/67 elated 06-07-1973 and No AR- 8/8/76 dated 28-04-1977.
ANSTA lauds govt for introducing local languages in schools DIMAPUR, JUN 3 (NPN): Expressing appreciation to state government and school education department for introduction of three language policy and local languages in schools, All Nagaland School Teachers Association (ANSTA) on Saturday hoped that the initiative would go a long way in preservation and promotion of Naga local languages and identities besides bringing a qualitative change in the education system. In a press release, ANSTA president, Ponchulo Wanth, and general secretary, Visato Koso, opined that influence of western culture, rapid advancement of technologies and urban migration were some factors, which easily makes children forget their mother tongue and drift them away from their roots and identities.
GST council clears rules; states agree to July 1 rollout NEW DELHI, JUN 3 (AGENCIES): The GST Council on Saturday cleared the pending rules, including transition provisions and returns, with all the states agreeing to July 1 roll out of the Goods and Services Tax (GST). “We were discussing the rules and (they) have been completed. Transition rules have been cleared and everybody has agreed for July 1 roll out,” Kerala Finance Minister Thomas Isaac said. The GST Council had last month fitted over 1,200 goods and 500 services in the tax brackets of 5, 12, 18 and 28%. Finance Minister Arun Jaitley chaired the 15th meeting of the GST Council which is scheduled to decide on tax rate of 6 items, including gold, textiles and footwear. Isaac’s statement of all states agreeing to the July 1 rollout assumes significance as West Bengal Chief Minister Mamata Banerjee had said that her state will not roll out the new indirect tax regime in its present form. However, Bengal Finance Minister Amit Mitra is attending today’s meeting.

On Friday, Banerjee had said that her government would not support the new GST system in its present form and that her government would write to Jaitley for making changes to make it suitable for all the sections of the society. “We will not support the GST in its present form. In its present form, it doesn’t suit every section, especially the unorganised sector. They (Centre) have to rectify it... We have to continue with our fight to bring down the tax rates on certain products. Unless the rates are reduced, they will adversely impact the state’s economy and
employment,” she had said. As for the transition rules approved by Council, the industry had been demanding some relaxation of the provision of deemed credit. The draft transition law provided that once GST is implemented a company can claim credit of up to 40% of their Central GST dues for excise duty paid on stock held by businesses prior to the rollout. Several dealers are choosing to wait and watch rather than buy and hold on to inventories. They have lobbied with the government seeking an increase in the credit limit.
Insurgency incidents have come down in NE: HM NEW DELHI, JUN 3 (PTI): Home Minister Rajnath Singh today said the backbone of Bodo insurgent group NDFB(S) has been broken by security forces which has resulted in less number of violent incidents in the Northeast region during the three-year rule of Modi Government. As many as 911 NDFB operatives were arrested, 52 were neutralised a huge cache of arms and ammunition were recovered, he said.
“We have taken effective action against National Democratic Front of Bodoland/ Saoraigwra or NDRB(S). There have been sustained counter-insurgency operations against them. Their back-bone has been broken,” he said during a presser. Singh said sustained security initiatives during the last three years have brought peace and stability to the Northeastern region of the country after decades of insurgency.

Govt withdraws recognition of Rongmei tribe
KOHIMA, JUN 3 (NPN): With the aim of promoting unity and understanding amongst the villages in Wozhuro range under Wokha district, a common platform under the name and style of “Wozhuro Range Public Organization (WRPO)” was launched today at Wozhuro. The range comprises of five villages -- Shaki, Phiro, Sankiton, Meriyan, Totsü. WRPO aims to uplift the area through developmental works and
programmes, mobilize resources to improvise the living standard and eradicate problems, organize sense of awareness for promotion and progress of the community and to preserve, protect the culture and traditions. Releasing the WRPO constitution, the commissioner secretary home, Woben Lotha, said the five villages have struggled in many ways owing to non-existence of the common platform. He expressed hope that the launching of WRPO would prevent unwanted
elements, which the villagers have come across in the past. Lotha appealed to the gathering to understand the responsibilities of forming the organization and also requested them extend full cooperation to strengthen WPRO. Speaking on behalf of five villages and three towns, WWRU chairman, Myingthungo Khuvung, appealed to all to set aside personal differences and extend full support to the newly launched WPRO. Newly elected chairman of WRPO, Yanrenthung Patton, in his acceptance speech, sought cooperation and support from the five villages. Phiro Baptist church Pastor Thungjanshio Odyuo dedicated the new team of office bearers headed by Yanrenthung Patton as chairman, Pisamo Ovung as secretary general, one vice-president each from Wokha, Wozhuro, Kohima and Dimapur, Lanthamo Tsopoe as treasurer, Bichamo Khuvung as finance secretary, Thungarhomo Thungoe as cultural secretary and Zubemo Tsanglao as press secretary.
