DIMAPUR, JUN 4 (NPN): Nagaland government’s ‘Vision 2030’ document and website would be released by the Parliamentary Secretary for Planning & Coordination, Evaluation & Monitoring Cell and Taxes, Neiba Kronu on June 6, 2016, 11 a.m. at chief secretary’s conference hall. According to an official bulletin, all the government officials and press fraternity have been invited to the event. On May 5, Nagaland chief minister T.R. Zeliang announced that the state government would come up with its exclusive “Vision Document” for the state in line with Centre’s ‘North East Vision 2020 and Act East Policy’ within twothree months.

AG A RTA L A , J U N 4 (IANS): The peace talks between the Centre and several militant outfits in the North Eastern region are moving positively and peace would be restored in the whole region soon, a top official of the Ministry of Home Affairs said on Friday. “The Central government has been holding peace talks with several militant outfits in the North Eastern region. The talks are progressing positively,” Satyendra Garg, MHA’s joint secretary in-charge of NE told reporters. After meeting Tripura chief secretary Yashpal Singh and state police chief K Nagaraj, he said: “Peace talks are going on with the NSCN (I-M), ULFA and many other militant outfits of several North Eastern states.” The official said the government is hopeful that with the positive outcome of the on-going peace talks with the extremists’ groups, absolute peace would be restored in the entire NE region soon. “Government’s policy is to hold talks with the militant groups that shun violent activities. The Centre is closely observing the situation in the northeast and bordering areas,” Garg said. “Tripura and Mizoram are the most peaceful states in

the Northeast,” he said, adding that North Eastern states are in a strategic location adjoining five countries– China, Myanmar, Bangladesh, Nepal and Bhutan. “India’s strategies for China, Myanmar, Bangladesh and other neighbours are different. For India, Myanmar is located in a significant position,” said Garg. On Saturday Garg would scheduled hold tripartite meeting at north Tripura’s Kanchanpur with tribal refugee leader and officials of Mizoram government. About 31,300 Reang tribals, who call themselves “Bru”, have been living in seven makeshift camps in northern Tripura’s Kanchanpur areas adjoining Mizoram for the past 18 years.

demand supposedly put forward by the NSCN (I-M) The crux of the demand pertained to setting the condition leading to the final agreement between the government of India and the NSCN (I-M). Among the points (no. 6) was the creation of three states reportedly under ‘NIA’ such as (a) present Nagaland state having six districts; (b) ENPO covering four districts including Konyaks in Arunchal Pradesh and Myanmar (c) United Naga Council in Manipur. The demand also envisages having three MPs representing the above territories. Others include mandatory rules for recognition of a village and requirement for residency in Kohima or Dimapur. The demand also includes ban on road shows and also on the practise of ‘chief guest’ system. Such speculative reports had appeared in the past but only to be dismissed outright by the NSCN (I-M). There are also reports that political activity has been on the increase with one faction reportedly sending signal to the Government of India about its preparedness to hold talks for bringing about a broad-based solution.

DUCCF reminds on issuance of NOC DIMAPUR, JUN 4 (NPN): Dimapur Urban Councils Chairmen Federation (DUCCF) has reminded chairmen of all colonies and councils under the municipal wards area of Dimapur district (74 colonies) not to issue any NOC and residential certificates to non-Nagas without proper authentication of their place of origins. In a press release, media cell, DUCCF stated that nonNagas from main land India must produce proper and valid documents of their Indian citizenship in order to get any NOC from the colony chairman. Asking the chairmen of colonies and councils to adhere to the DUCCF general meeting resolution adopted on June 24, 2015, the DUCCF said that the resolution was adopted specifically to check the suspected illegal Bangladeshis immigrants (IBIs) from procuring any legal documents. The federation cautioned that if any colony chairman violated this resolution, DUCCF would take action and the same certificate would be cancelled. Further, DUCCF has appealed to Dimapur district administration, ADHAAR registration cell, DMC, agencies issuing birth certificates, DTO and Banks not to entertain any certificates issued by colonies, which suspected IBIs may produce. It urged the above departments and agencies to contact DUCCF (9862660296) for verification of all colonies resident certificate produced by suspected IBIs.

RH to begin NH-2 indefinite blockade

Kohima, Jun 4 (NPN): Expressing resentment over the inaction of the government despite repeated appeals to repair the National Highway-2 that was left unattended for 13 years; the Rengma Hoho (RH) on Saturday announced that they would launch indefinite total bandh along NH-2 starting June 10. Speaking at a press conference in Riga Thong Memorial Hall at Tseminyu town, the Rengma Hoho president Kenyuseng Tep said the bandh, which was being jointly called

with Lotha Hoho, would be imposed within their respective jurisdictions. The hoho president said on numerous occasions in the last three years, the Rengma Hoho and Lotha Hoho were assured by the department that the work would start, however, nothing took place on the ground. He said during 2015-16 the central ministry of road transport and highways sanctioned Rs.338.88 crore for this road, but the department of state highway failed to prepare DPR to get that money released. In a joint press release, NSSFOF convenor Mezhuu Hozoyeh, ANSTA treasurer Temjenyapang and core committee member Kekuolhouthie said the assurance was made at a joint meeting with Nagaland chief minister on June 3, 2016 at the residence of chief minister. DIMAPUR, JUN 4 (NPN): To protest against the PHE department’s failure to respond to its 15-day ultimatum, the public of Peren town on Saturday reportedly closed down the office of the executive engineer PHED, Peren at DC Complex, Peren New HQ and office of the SDO PHED at Peren town. The irate public asserted that closing down of offices was not the end of their agitation, adding that the next phase campaign for permanent restoration of water supply would be taken up. They also cautioned that PHE department would be held solely responsible in the event of any untoward incidents, arising out of the situation. As part of their phase-I campaign against the department, the public of Peren town carried put a ‘Silent Public procession’ from Peren Main Bazaar to the office of the ADC, Peren on May 20 and submitted a 15-day ultimatum to the department of PHE to set up a ‘Special Investigation Team’ for restoration of water supply to Peren town. The district administration reportedly assured to look into the matter. However, they said the department had ignored the issue except for temporary repair works and issuing a press statement through chief engineer, PHED, which was published in local dailies. Earlier, some miscreants taking advantage of the ongoing “land dispute” between Peren Village and Tesen Village damaged the PHE Pipelines at Tesangki source.

Inter-state kidney racket: Police conduct raids to nab kingpin NEW DELHI, JUN 4 (PTI): After Delhi Police busted an interstate kidney racket on Thursday, police teams conducted raids in Kolkata and Chennai in search of the kingpin of the kidney trading racket, and other members in connection with which five persons, including two personal secretaries of a Nephrologist in Apollo Hospital Delhi, were arrested. While three of the arrested persons have been sent to judicial custody, two were today produced before a court which sent them on two days’ police remand, a senior official said. A 25-member special investigation team has been formed to crack the entire nexus. The team is looking out for other members and the racket’s kingpin Rajukumar Rao, for which raids were today conducted at Kolkata and Chennai, a senior police official said. Meanwhile, two more prominent private hospitals in the national capital and some more staff in Apollo hospital have come under police scanner. It is suspected that the racket had operated with the same

modus operandi at two other hospitals here, which is being probed, the senior official said adding that no clean chit has so far been given to others in Apollo Hospital, which includes some prominent doctors. From interrogation of the arrested persons, it has emerged that the racket was involved in at least 10 kidney transplants last year in Coimbatore alone. The racket is believed to be active in Punjab and Tamil Nadu, operating in prominent private hospitals there. Five persons have been arrested on charges of running the kidney racket bringing donors from different parts of the country to the national capital. The arrest of the five accused has also led to recovery of fake ID proofs such as voter photo identity cards, Aadhaar cards and laptops. The entire documentation and verification process for organ transplant was bypassed by using forged papers related with agreement of donor, relationship with donor, id and address proofs, proof of marriage and clearance of case by Hospital Internal Au-

thorisation Committee. All the necessary documents were made fraudulently by affixing donor’s photo showing the person as recipient’s relative using documents of a genuine relative. Apollo Hospital denied involvement in the kidney racket emphasising that it was a “victim” of a well-orchestrated operation by the accused. “The police in their investigation have identified secretarial staff of some doctors, who have been accused of being involved in the alleged racket. We reiterate that these are not employees of the hospital. While all due precautions were conducted, fake and forged documents were used for this racket with a criminal intent. The hospital has been a victim of a well-orchestrated operation to cheat patients and the hospital,” the statement by hospital stated. The hospital also claimed that in order to ensure compliance with the law and diligence in process, it has an independent body with external members also for according consent for any transplant surgery.

Money trail to trace kingpin Police are investigating a money trail which can lead them to Rajukumar Rao, the alleged kingpin of the international kidney trading racket busted here, who was last traced at Agartala in Tripura. An official privy to the investigation said that they have got vital leads from the two bank accounts of accused Aseem Sikdar and transactions to the tune of several lakhs can potentially lead them to Rao. The middlemen arrested in connection with the racket have disclosed that Rao never met them at Apollo hospital. He always preferred meetings at a prominent five-star hotel in the city and at times at a place opposite to the Jasola-Apollo metro station, the official said. Rao, who is believed to be associated with several other kidney rackets in Nepal, Sri Lanka and Indonesia, was named in two similar rackets at Coimbatore and Jalandhar in 2013 and 2015 respectively. Initially he himself lured slum dwellers, pavement dwell-

ers and vagabonds into selling off their kidneys for a price close to Rs 1 lakh, until he employed middlemen for the purpose and expanded his racket, the official said. Rao is a native of Andhra Pradesh but shifted to Kolkata around 20 years back. He was last traced in Tripura’s capital Agartala, the senior official said, adding that he has switched off his phone. Earlier today, teams were sent to conduct raids at Kolkata and Chennai to nab Rao and some of its associates. A team is also likely to be rushed to Agartala tonight for more input on Rao’s movements. With the arrest of five persons, including the personal secretaries of a doctor in Apollo hospital here, Delhi Police had yesterday busted the kidney trading racket. Rao, who is at large, emerged as its alleged kingpin. RSZ action committee convenor Zentilo said that as per the police report 46 persons have lost their lives following road accidents in the last 12 years (2004-16) on this particular road. On Saturday, the RSZ began poster campaign along the road some of which read “welcome to no concer n zone”, “please repair NH-2 to save lives”, “do not travel NH-2 if you do not know how to swim”, “road money for roads, not for palatial private residences” etc.

MP’s degree row: Hearing on June 26 DIMAPUR, JUN 4 (NPN): Human Rights Law Network co-ordinator, Dr. Rosemary Dzüvichu has informed that the hearing of the case pertaining to former chief minister and current Lok Sabha MP, Neiphiu Rio’s educational degree issue has been set for June 26 next. Meanwhile, in a press note, Dzüvichu said she was constraint to react to the “misinformation given by Rio”, purportedly during a meeting in Delhi on June 3. She claimed that Rio “had alleged that the legal case filed on the fake certificate issue has been done to equate him with the graduate degree controversy on the sitting chief minister, T.R. Zeliang”. She clarified that the complaint filed against Rio, with regard to his educational degree issue, “has not been done with any vested interest on the political scenario, but as an academic and social activist”. AR nabs NSCN (K) def secy DIMAPUR, JUN 4 (NPN): A joint team of 37 & 33 Assam Rifles busted an NSCN (K) extortion racket and apprehended its defense secretary identified as Kughato Chishi, in an operation at Molvom area in Dimapur district on June 1, PRO IGAR (N) stated. Based on specific inputs, PRO said the joint team launched an operation along Jharnapani-Molvom Road. Kughato Chishi The NSCN (K) functionary was intercepted and upon identification/interrogation, PTO said Kughato confessed that he was an active member of the civil wing. During search, several extortion documents were also recovered. PRO said Kughato had also confessed that he had moved to Kohima from Dimapur (in Mar 2016) on orders of NSCN (K) finance secretary ‘brig.’ Akaho. PRO said Kughato was tasked to carry out extortion from government departments based at Kohima. He had distributed around 20 extortion notes to various government departments, demanding payment of 24% tax of employees, within two weeks, PRO stated. PRO further claimed that Chishi was “directed to deposit the extorted money in an account which was to be informed by Khenlie Jumah w/o ‘brig.’Akaho Jumah”. Phizo Hill to medical college site Kohima with the theme “go green – advocating better environment” in commemoration with world environment day on Saturday. Liezietsu kicked off the tree plantation drive by planting the first tree followed by Kohima village chairman, Medoselhou Keretsii More than 2000 tree sapling were planted along the road leading to medical site at the stretch of 3km with the participation of hundreds of people from Kohima village. Minister for forest Dr. Nicky Kire in his address at the medical site stressed the importance of planting trees and also nurturing till it grows up. He encouraged the gathering to plant trees every year. Dr. Kire also launched the new KVYO vehicles’ sticker on the occasion. SHAMATOR: The Nehru Yuva Kendra Tuensang with the collaboration of Shamator town students union has organized a tree plantation drive on the eve of “World Environment Day” here at Christian high school campus Shamator town on Saturday. Truck recovered by GPRN/NSCN (I-M) DIMAPUR: One Tata truckAS01-GC-8897 (12 wheels)loaded with 700 bags of Star cement, has been caught by STF Battalion of GPRN/ NSCN (I-M) while conducting check on illegal activities at Singrijan, Dimapur. In this regard, the rightful owner has been directed to contact- 8413811220- and claim the vehicle by producing the original documents in person within 15 days of this press release.

DIMAPUR: Police personnel of Chiephobozou Police Station on June 3 seized 345 bottles of IMFL from a Hyundai Santro- NL 07-3210 which was abandoned by the bootleggers after a hot chase including personnel from both Chiephobozou Police Station and Tseminyu Police Station. In a press note, SDPO and PRO, Kohima Police, informed that during routine frisking and checking of vehicles, personnel of Chiephobozou Police Station signaled the said vehicle to stop, however, the vehicle sped away towards Tseminyu ignoring the order of Police. This was reportedly followed by a hot pursuit and the information was relayed to Tseminyu Police Station to intercept the vehicle on approaching Tseminyu. The police team

NNC Yimchungrii region clarifies

DIMAPUR: Yimchungrii Region NNC clarifies to all concerned about Kiumukum NNC N/A, as per the news items appearing in the newspapers. A press note by Naga Army NNC, ‘brig.’ Kiusangth Yimchungrii and ‘raju peyu’ Jepang Yimchungrii stated that Kiumukum was officially expelled from the region since he had betrayed his own NNC members and jailed them just because of money and many other unwanted issues. DIMAPUR: Training -cumworkshop on “Participatory Springshed Development� under the aegis of land resources department Nagaland in collaboration with People’s Science Institute (PSI) Dehradun was held at Ziphenyu village under Tseminyu sub division of Kohima district on June 3. Representative from 11 districts of the state attended the workshop. Field visit was also part of the workshop.

The workshop will culminate on June 4. Parliamentary secretary for PWD (housing), Er. Levi Rengma who visited the training programme along with the government officials of Tseminyu sub-division appreciated the initiative and optimistic that the concept of springshed development would be very helpful to the state. He said due to random deforestation and increase

in human habitation, water scarcity has been one of the worse affected and water scarcity has been reported in every districts of the state. He stressed on the urgent need to conserve water by developing natural water sources and rain water harvesting structures. He was optimistic that the concept of springshed

development would fetch a huge impact to the declaration of the year 2016 as the “Year of rain water conservation� under Tseminyu division. Topics being covered at the ongoing workshop at Ziphenyu includes; groundwater and its significance, basis scientific concepts of springs, ground water storage, hydrogeological mapping, community mobilization and participation, participatory planning process and principles, springshed planning & management, water quality testing etc. etc. The resource persons of the workshop were water quality expert, Aukit Saxena-, Vargish Bamola, geologist, Sreedip Ghosh- geologist, all from People’s Science Institute (PSI) Dehradun. At least two attempts should be made to arrest the accused. If they fail, the court should issue a public notice and 3 to 6 months should be given before declaring a person a proclaimed offender.” In Ratan’s case the matter was settled within 24 hours even though the accused was not fleeing the law but addressing press conferences, he said. “This arbitrary and discriminatory step could be challenged in a law court, Romenkumar said. Bharatiya Janata Party (BJP) legislator Khumukcham Joykishan said the police must substantiate the charge against Ratan within seven days or he would launch an agitation. Many people are of the view that the intention of the government is not to arrest Ratan who is very much around but to deflect the anti-migrant campaign. The Chief Minister said this while chairing a meeting with the top brass of the BSF led by its Director General K.K. Sharma. Sonowal asked the BSF to ensure erection of fencing expeditiously for a safe border with the neighbouring country. The chief minister asked the BSF to make use of ‘smart technological solutions’ like laser walls and surveillance gadgets to maintain security at

the frontiers. “Erection of fencing along the border including riverine areas has to be dealt with resolutely if we want to make our borders safe. It is a part of our pledge that we will completely seal international border with Bangladesh in order to keep infiltration and smuggling from across the border at bay,” he said. Sonowal said the government would give all help to the BSF in carrying out the job, particularly along the 42 km stretch in Dhubri sector which the BSF described as challenging.

Stolen JCB recovered at Khatkhati BOKAJAN, JUN 4 (AGENCIES): In continuation of the series of operations, Khatkhati Police foiled a bid to smuggle a stolen JCB and arrested four persons late Friday evening. The protestors under the banner of recently-formed College Student Council of Manipur (CSCM) had threatened to boycott the BA, BSc and B Com 4th semester examinations conducted by Manipur University which began from Saturday. The CSCM has also forced to close down of administrative blocks of colleges since Friday as part of intensification of their agitations demanding unconditional release of the student leaders. The agitating students even snatched and destroyed mobile phones of the teachers on duty before targeting the administrative block at GP Women’s College, Imphal. They destroyed computers sets and other belongings of the college even as some section of students who wished to appear the exam opposed the move.

General secretary of GP Women’s College Student Union, Sarjulata Yumnam appealed to the agitating body to desist from disturbing the examination for the remaining papers. The crucial meeting, which took place in Kanchanpur in North Tripura, came amid the Supreme Court’s directives favouring repatriation of the refugees and the Mizoram government submitting a proposal to the central government on how it plans to rehabilitate the displaced people. Garg told reporters in Agartala that the Supreme Court had asked the Union Home Ministry and the Mizoram and Tripura governments to jointly work for the return of the tribal refugees to their homes in Mizoram. The Mizoram government was represented in the meeting by Principal Secretary (Home) Renu Sharma, other home department officials and Deputy Commissioner (Mamit district) Lalbiaksangi. The Tripura government was represented by District Magistrate (North Tripura) Sandeep Mahatame, Superintendent of Police Manik Lal Das and Sub-Divisional Magistrate (Kanchanpur) Nantu Ranjan Das. About 31,300 Reang tribals, who call themselves ‘Bru’, have been living in seven makeshift camps in North Tripura’s Kanchanpur areas adjoining Mizoram since October 1997. They had fled ethnic violence in western Mizoram following the killing of a Mizo forest officer at the Dampa Tiger Reserve. Despite several initiatives by the Mizoram government to bring them back, the refugees have been reluctant to go back to their villages unless their demands for food and security are met.

GUWAHATI, JUN 4 (AGENCIES): Assam Finance Minister Himanta Biswa Sarma today said that the new Government at Dispur has inherited a committed outstanding liability of over Rs 10,000 crore (approx) from its predecessor. This includes committed liabilities of Rs 1,359.29 crore of Chief Minister Special Packages and Rs 1,039 crore (till May 2016) of Public Works Department. Sarma, while laying the ‘White Paper on Assam State Finances’ on the floor of the State Assembly this afternoon, highlighted that the internal resource generation growth, which stood at 24 per cent in 2005-06, came down to a mere 1.39 per cent in 2014-15. “The 1.39 per cent growth was the lowest in the history,” Sarma told the House. The situation, as per the White Paper, improved to 3.39 per cent (percentage increase over previous year),” he added. The Minister, however, assured the House that the new Government will effect a turnaround within a few months. “We have taken it as a challenge. The thatched house that we have inherited will soon be improved substantially,” the minister said. The Minister also said that compared to what the State had got during the last five years of Dr Manmohan Singh Government at the Centre, the Modi Government has already surpassed the rate of increase in just two years. The White Paper also revealed that of the total budget of Rs 72,572.9 crore (Plan and non-Plan budget) in the year 2015-16, the State Government could spend only 49.80 per cent of it.

Girl charred to death in AP ITANAGAR, JUN 4 (PTI): A four-year-old girl was charred to death in a fire that gutted her home in West Siang district of Arunachal Pradesh today, police said. Kristina Yasak Tati was burnt alive in the fire that broke out in her home at Basar at around 6.30 AM, an official report said. The cause of the fire is yet to be ascertained, it added. Chief Minister Kalikho Pul has expressed sorrow over the death of the girl announced ex-gratia of Rs 4 lakh to her next of kin and Rs 1,01,900 to the house owner as per norms and instructed West Siang authorities to immediately initiate the process. Mnp lawyers protest police action against ILP supporters IMPHAL, JUN 4 (IANS): Manipur Police acted illegally in declaring anti-migrant campaigner Khomdram Ratan an “absconder” within hours of a supposedly incriminating picture appearing and when it could easily have arrested him, lawyers here said. “It’s bizarre. While the police were issuing the public notice declaring him an absconder, he was very much in office addressing reporters and attending to official work. Where’s the question of absconding,” Khaidem Mani, a high court lawyer and former president of the All Manipur Bar Association, told IANS. He said Ratan has been booked as a criminal on the basis of a Facebook photograph which is a “mockery of law”. The picture, which went viral on Wednesday, purportedly shows Ratan taking an oath of allegiance with the flag of the United National Liberation Front (UNLF), a banned insurgent group that has been fighting for an “independent” Manipur. Ratan, who has been the convener of the Joint Committee on Inner Line Permit System (JCILPS), said on Friday that the picture was doctored and was meant to sabotage the movement for enactment of a constitutional safeguard for protection of the indigenous people of Manipur. He said he never took part in any gathering where he held the UNLF’s flag and pledged allegiance to the outfit. Ratan also resigned on Friday as the convener of JCILPS which has been demanding the enactment of three antimigrant bills passed by the Manipur Assembly on August 31,

HERAT (AFGHANISTAN), JUN 4 (IANS): India’s development assistance in Afghanistan scaled a new high on Saturday with the inauguration of the Salma Dam in Herat province, as Prime Minister Narendra Modi and Afghan President Ashraf Ghani pressed a button to open the sluice gates of the Rs 1,700 crore mega dam built by India. Modi, who arrived in Herat on Saturday, reiterated India’s commitment to the development of Afghanistan. Mercedes hit-and-run: Teen to face trial NEW DELHI, JUN 4 (PTI): In a first, a teenager, who allegedly ran over a 32-year-old marketing executive while driving his father’s Mercedes, will now face trial as an adult after the Juvenile Justice Board (JJB) Saturday said the offence allegedly committed by him was “heinous”. The Presiding Officer of the JJB passed the order on the application of Delhi Police which had sought transfer of the case to trial court to try as adult the accused who turned major just four days after the April 4 incident. It is the first of its kind case since the amendment in the Juvenile Justice (Care and Protection of Children) Act, 2015, which allowed the Board to transfer cases of heinous offences by children to Sessions court. As per section 2(33) of the Act, “heinous offences” include the offences for which minimum punishment under IPC or any other law for the time

being in force is imprisonment for seven years or more. The police had on May 26 chargesheeted the juvenile in the JJB for the offence of culpable homicide not amounting to murder. The offence of culpable homicide not amounting to murder entails a maximum of 10 years jail. The JJB had reserved its order yesterday after hearing for over an hour arguments by Special Public Prosecutor Atul Shrivastava who had said the boy belongs to the age group of 16-18 years and this offence comes under definition of “heinous crimes” so his case should be transferred to the trial court. The JJB today accepted the argument and allowed the plea of Delhi Police, Shrivastava said. Initially, a case under IPC sections 304 A (causing death by rash or negligent act) was lodged against the teenager but later on he was booked for the alleged offence of culpable homicide not amounting to

Mathura violence: Sect chief among dead: UP police MATHURA, JUN 4 (PTI): Ram Vriksh Yadav, the chief of the violent encroachers in Jawahar Bagh, is among those killed in the clashes, police said today as the toll mounted to 27 with three more persons succumbing to injuries. Uttar Pradesh DGP Javed Ahmed said on twitter that the body of Yadav and some others have been identified by his associates and his family has been intimated for confirmation. 60-year-old Yadav was the leader of Azad Bharat Vidhik Vaicharik Kranti Satyagrahi, an outfit claiming to owe allegiance to Netaji Subhash Chandra Bose whose members had encroached on Jawahar Bagh area for two years and clashed with police on Thursday when they tried to evict them. IG (Law and Order) H R Sharma said Yadav was among the 11 charred to death in the fire that was caused by gas cylinder explosions set off by the encroachers. The death toll has risen to 27 with three more among the injured encroachers succumbing, IG (Agra) Durga Chandra Mishra said. Chief Medical Officer Vivek Mishra said several other bodies have not been identified

The bodies have to be kept for 72 hours in the mortuary, which will end tomorrow evening, and later post mortem will be done, he said. 18 bodies are in Mathura district centre and seven in Agra, he said. Jat stir: 48 companies of paramilitary forces deployed Chandigarh, Jun 4 (PTI): Ahead of the proposed Jat quota agitation from tomorrow, security arrangements in Haryana have been tightened with the deployment of 4,800 paramilitary personnel and the administration is on high alert. “Besides adequate deployment of police personnel, as many as 48 companies of paramilitary forces have been deployed at various places in the state keeping in view the stir call from tomorrow. We have asked for 15 more companies from the Centre,” Haryana Additional Chief Secretary (Home), Ram Niwas said to-

day. He said, “we are not taking any chance,” even though only one group was going ahead with the dharna. He also said that police and paramilitary forces have been deployed to guard the Western Yamuna Canal in Sonipat district. Protesters had disrupted water supply to the national capital by damaging the Carrier-Lined Channel (CLC) of Munak Canal during the earlier Jat agitation in February. The administration has specified one spot in each district where people can peacefully hold dharna, officials said. However, officials said

they were wary of the fact that protesters may attempt to block national highways and rail tracks, like in February, and therefore they have put maximum security to prevent a repeat of the situation. Haryana Police has cancelled leave of all personnel except in emergency cases till further orders. Prohibitory orders under Section 144 of the CrPc have already been imposed in seven sensitive districts of Haryana barring gathering of five or more persons and paramilitary forces have been conducting flag marches during the past few days .

SINGAPORE, JUN 4 (PTI): India Saturday called for a regional framework for security management to peacefully resolve disputes, threat and use of force in the Indo-Pacific region, amid China flexing its muscles in the area to advance its maritime claims against its Asian neighbours. “Regional framework for security management must enshrine a commitment to the peaceful resolution of disputes, the threat or use of force,” said Defence Minister Manohar Parrikar in his address at the 15th Shangri-La Dialogue here. He also called for collective efforts to tackle terrorism which remains the foremost challenge to the region. “The security framework in our region still do not give enough attention to terrorism. This must change,” Parrikar said. “Collective action and cooperation is the way forward to deal with the maritime threat, like terrorism, piracy and natural disaster,” said the minister, adding that such cooperation will build trust and confidence. “We need to oppose terrorism resolutely everywhere,” said Parrikar, calling for resolute efforts by all to destroy the terrorism. Terrorism remains the foremost challenge to the region. Networks of radicalism

uccessive losses in important states has already started the rumblings within the 131 year-old political party, which became louder after losses in Assam and Kerala-leaving it with only six states including Karnataka in its kitty. By next election even Himachal and Uttarkhand are expected to fall. No political party is expected to win all elections as much as ace cricketers Mahendra Singh Dhoni and Virat Kohli are not expected to hit a six with each ball or score a century in every inning. However, it would be a great concern, if Kohli and Dhoni continue to be out for ducks in a series of cricket matches. There is also no denying the fact, like experienced captains and coaches, which is a pre-requisite for a cricket team; political parties also need capable leadership. When there is lack of capability of leadership, it is not surprising, that India’s oldest political party is under attack from its own cadres but in hushed tones. After the humiliating defeat in the 2014 Lok Sabha elections, the ‘high command’ ordered a post-mortem and promised to do the needful in order to correct the drift and revive the organisation at all levels. For reasons best known, the revamp never happened and instead, the condition worsened. The woes of the Gandhi family appear to be mounting and severely testing the family in their worst ever crisis, after the brutal assassination of Rajiv Gandhi. After the poor performance of the party in the recent assembly elections, some senior leaders seem to be looking at Congress vice president Rahul Gandhi as the saviour and believe he should be given the mantle and power to bring changes and lead the party to ‘victory’. That the Congress continues to look at Rahul Gandhi as the saviour of the party when he hasn’t proved himself as expected is hardly much to talk about. Rahul is like a reluctant heir apparent, who would be more happy doing some NGO work or leading an ordinary life. The so-called surgery is too late now as the party has lost that opportunity when large-scale desertions have hit it in various states. Therefore, merely appointing some people now cannot help since it should begin afresh through a nationwide membership drive. Again, there are those who believe that Priyanka can revive the Congress and galvanise the dejected rank and file because the party faithful believe she has the looks that translates into qualities of her late grandmother Indira Gandhi. Rahul and Sonia have been tied down to the National Herald case by the acerbic Subramaniam Swamy. If ever, Priyanka were to lead the party’s campaign in UP, the alleged Vadra scams would certainly get the unwanted negative publicity. A national fortnightly, in a recent feature listed several plus and minuses that the Congress faces vis-à-vis its very survival as a national alternative to the BJP. The magazine had pitched for a lesser role for the Gandhis who could still play the role of guide to the party. Unfortunately, the Congress like the ostrich, does not seem to see that its leaders without followers is a futility. All these only lead to the conclusion that the bankruptcy of credible leadership qualities and relevancy in the Congress is only going to hasten the process fulfilling the ‘Congress-mukt Bharat’ vow of the RSS/BJP.

World Environment Day 2016 (Go wild for life) O

rganized illegal wildlife across the world has undoubtedly threatened the existence of many wild species across the globe, and many animal species are pushed to the brink of extinction due to uncontrolled human greed. The menace of illegal hunting, poaching and trade of animal products is not confined to few countries alone; it is an international phenomenon, as such collective global efforts are necessary to curb the menace. The preamble to Convention on International Trade in Endangered Species of Wild fauna and Flora (CITES) of which India is a party states that “wild fauna and flora in their many beautiful and varied forms are an irreplaceable part of the natural systems of the earth which must be protected for this and the generations to come;and that peoples and States are and should be the best protectors of their own wild fauna and flora.” India has a comprehensive legal and policy framework to regulate and restrict illegal wildlife trade and activities. The Wildlife (Protection) Act, 1972 amended in 2013 prohibits trade in over 1800 species of wild animals, plants and their derivatives. However, despite having such strong regulations, poaching and illegal trade are found widespread across many wild species including ivory, Rhino horn, deer antlers, skin, bones and claws of big cats, mongoose hair, snake skins, turtle shells, bear gallbladder, birds of different kinds, medicinal plants, timber and high value wood like sandalwood, rosewood etc. All these wildlife crime endangers many iconic animals like tiger, elephants, rhinos etc. all over the world. Against such backdrop, “Go wild for Life” the theme for this year world environment day (WED) conveys message of zero tolerance for the illegal wildlife trade across the world. The theme alsoencourages citizens across the globe to take action and safeguard all species that are under threat due to habitat loss, ecological imbalances, territorial conflicts with humans, poaching, illegal trade, hunting for food etc. The Red List of threatened species published by the international union for conservation of nature (IUCN) reveals that 41 percent of amphibians, 33 percent of reef building corals, 34 percent of conifers, 25 percent of mammals and 13 percent of birds are threatened with extinction. The WED 2016 campaign, therefore, aims to raise awareness and encourages people to change their habits to reduce demand for illegal wildlife products, and to press friends, colleagues and officials to do what they can to stop the trade. The UNEP-WED campaign observed that the booming illegal trade in wildlife products is eroding Earth’s precious biodiversity, robbing us of our natural heritage and pushing whole species toward extinction. The killing and smuggling activities are also undermining economies, fuelling organized crime, and feeding corruption and insecurity across the globe. The instant case of the fake and false certificate of BA Honours used by the Honble MP is a Criminal Complaint filed by me through my lawyers A. Zhimomi and other Advocates against Mr. N.Rio, the accused/respondent under sections 417,463/465/466/468/471 of the Indian Penal Code, read with section 125 A of the Representation of People’s Act, 1951,issue of process thereon and punishment of the accused /respondent in accordance with law. The complaint is filed against Mr. Neiphiu Rio on the ground that he had filed false statements in the affidavit along with the nomination papers during the Election to the Lok Sabha which took place on 9.4.2014. It is stated that that he had obtained the fake educational certificate from Kohima College and used it to enhance his image in the public record and before the people of the state,thereby committing offences under sections 417,463/465/466/468/471 and 174 of the IPC ,r/w the section 125 A of the Representation of People’s Act ,1951. An application for condonation of delay has also been filed to meet the ends of Justice. Notice has been issued to the respondent and he has asked for time twice, which has been granted. This case has not been filed with any vested interest on the political scenario, but as an academic and social activist, it is a case of the law being applicable to everyone, irrespective of status, as far as false and fake educational certificates are concerned. Illegal trade in wildlife is estimated to worth around $15-20 billion annually. Many majestic animals have become victim of illegal traders and poachers. Study shows that World tiger population has fallen by 97 percent from 1,00,000 to 3900 in the last century. As per the tiger census report released on March 2011 by the National Tiger Conservation Authority, India is home to around half of the world tiger population estimated at around1700.Orangutan numbers has also declined by 50 percent in the last 60 years, mainly because of habitat loss. Orangutans are born with natural ability to reason and think. This large, gentle red Ape is one of human closest relatives, sharing nearly 97% of the same DNA. Another close relative of humans, Chimpanzees, is now extinct in Gambia, Burkina Faso and Togo. Chimpanzees are the most social of all the apes and they are among the largest-brained, and most intelligent of primates. Around 6,000 chimpanzees are being killed and eaten by humans every year. Rhino is another animal that is facing extremethreat due to illegal poaching. According to the IUCN,Poachers in Africa killed at least 1,338 rhinos in 2015. In Kaziranga National park Assam alone, 123 Rhinos have been killed by poachers between 2006 and 2015. The sanctuary, which hosts two-thirds of the world’s great one-horned rhinoceroses, is a World Heritage Site, and is abode to some 2400 Rhinos. Another majestic giant, the African Elephants, are under constant threat from illegal poachers and estimates shows that some 100,000 African elephants are killed between 2010 and 2012 out of a population estimate of 500,000. This enormous mammal is targeted mainly because both sexes are tusk bearing and its two elongated tusks can grow up to 9 feet in length. Back home, the Intangki wild life sanctuary has been in the news recently with the Morung Express reporting that the Park in Peren district is fast diminishing under the axe of illegal logging. Several syndicate groups having nexus with underground factions are said to be operating the lucrative illegal logging activities which has reportedly denuded major parts of the forests. Rangapahar reserve forest of Nagaland has been reduced to a mere 300 acres from the original 21,768 acres, reports the editorial of Nagaland Oost in its June 4th edition. The shrinking of the reserve forests has been attributed to illegal encroachment by nearby villagers and citizens, weak and corrupt governance etc. And despite the blanket ban on selling of wildlife products in the state, varieties of wildlife products are being sold in the streets and markets across the state. Kohima and Dimapur have become the haven for illegal trade of

wildlife products where wildlife products are sold at an exorbitant rate affordable only to the elite few. However, a behavioral change is also in the offing with the educated and concerned citizens choosing to act differently and to live sustainably. The state government Ministers and MLAs have also decided not to accept wildlife gifts and presents. A small start but it certainly sends strong message to the general populace to keep the wild in the wild. Walking the talk, Er. Levi Rengma, the then deputy Speaker of NLA has donated two endangered civet cats and a barking deer, he received as a gift, to the Nagaland Zoological Park, as he feared that the endangered species could be killed for consumption had it land somewhere else. Such noble acts are being emulated and the conservation efforts in the state are gaining momentum day by day. Amur Falcons, the honored guest of the state, were once slaughtered, killed, hunted and trapped in thousands. But for three years in a row since 2013, the birds can soar high in the state without the fear of being hit by a catapult or an air rifle, due to the conservation efforts of the state, NGOs and the villagers of nearby Doyang and Pangti. The success story of Amur Falcon conservation in the state testify to the fact that people have the power to change and to change for good, provided proper awareness are created under the control of the rule of law. The Nagaland Baptist Churches Association has made three resolutions in February 2011 to initiate climate change adaptation strategies, and work closely with the community leaders for addressing the environment alarm; Abstain from using jungle meat during NBCC and churches gatherings. These resolutions bears significance as Nagaland is a Christian predominant state and Churches in Nagaland have ample opportunity and the platform to educate its members on numerous environmental issues. Pope Francis, the current Pope, has alsosend strong voice to the global community that “Climate change is a problem which can no longer be left to a future generation,” and further adds that “any harm done to the environment, therefore, is harm done to humanity,” Therefore, as the world celebrates world environment day,let us all celebrate the richness of the bio and species diversity which are the building blocks of nature and life. Growth versus environment

ndustrial civilization polluted the world and environment has become anti-human beings. Trees were eliminated one by one. Not even a single tree under which we played tirelessly could escape the axe of humans. Today, there is no tree for the children to play under, nor dies any child want to play under a tree. Trees and plants and birds and squirrels and winds have no place in the lives of children. Humans and non-humans shared the fruits of the trees and it was a more or less sustainable way of living. We have completely alienated ourselves from our surroundings, from the natural world. Rains play truant, temperature soars higher and higher, clean water supply depletes further and further and fresh air becomes a rarity. The world’s practice today is exactly the opposite for many to Gandhi famous quote, “The earth, the air, the land and the water are not an inheritance from our forefathers but on loan from our children. So we have to hand over to them at least as it was handed over to us.” Due to human beings’ antienvironment activities drought, low precipitation, high temperatures, melting glaciers, increasing warm nights and rising sea levels are some of the consequences which are frequently occurring in the world. The universal drive for higher incomes in the face of mounting environmental destruction has heightened the expressed tension between fast growth and environmental protection. The perception of a trade-off between the two goals rests on the view often held- wronglythat environmental protection, not environmental degradation, is the obstacle to rapid growth. The reality, however, is that it will not be possible to sustain high growth in the coming years without environmental care. The reason is that we are facing a twin crisis- economic and environmental – and the two are highly interlinked. The spike in food prices, signals in good measure, pressures on production that are exacerbated by the deleterious effects of environmental devastation and climate change. While some may set aside the global risks of climate change as being distant, recent extreme weather events point to changes that may already be upon us. To be clear, sustained growth has been the most powerful means to reduce poverty, especially in China, India and elsewhere in Asia. China’s growth averaged 10 per cent yearly for the past 25 years, lifting some 400 million people out of poverty. Developing countries need to a grow deal: their average income are onefourth that of rich nations.

That said, climate change presents the greatest threat to sustaining high growth. In the past 100 years, the world economy expanded sevenfold, the global population increased from 1.6 billion to 6.5 billion and the world lost half of its tropical forests. Consequently, atmospheric corbon dioxide levels are now 385 parts per million (ppm) and rising fast National economies are already seeing the effects of climate on local agriculture. Natural disasters are on the rise: remarkably it is the hydro-meteorological events, notthe geological ones that have shot up, suggesting the ominious link to global warming. The proximate reason for the doubling of wheat prices over the past year is the collapse of production in the former Soviet Union and elsewhere linked to unprecedented heat waves and floods. The economic costs, including the losses caused by air pollution, water contamination and solid wastes as well as deforestation are estimated to amount to some three per cent of GNP in China as well as India, Argentina, Turkey and elsewhere. Climate experts found that burning of carbon and its other products by industries and in vehicles injects huge amount of heat into the environment and in turn, affects weather pattern. They said the cyclical pattern of EI Nino and La Nina, have changed due to global warming. Can we decide to switch off the refrigerators in our house for one hour a day? Can we make a conscious effort to make the maximum use of sunlight by switching off lights during the day? Can we sacrifice the air-conditioners in the car for at least two days a week (excluding Saturday/Sunday)? Can we walk when we can walk and not drive? Could we be nice enough to ask neighbour to pool car for work? Can we be bold enough to use the public conveyance for work once a week? Can we stick to the good old landing telephone and use mobiles only when absolutely necessary? Can we keep the same mobiles for longer years, thereby reducing E-waste? Can we switch off the computer when we leave the table? The list could go on.... but, the question is whether we can. If you cannot, please do not expect that environmental degradation will get checked. Should we do? (From previous issue) (vi) Watch towers: Though it is very common to provide watch towers in all the corners of the jail campus their proper utilization has not been ensured. The security persons manning such watch towers are not provided with high tech gadgets, such as walkie-talkies, security alarms and DVR monitors etc. Providing all these equipments in the watch towers will help in controlling any untoward incident inside the jail campus. (vii) Riot control equipments: The incident of March 5, 2015 could have been prevented had there been sufficient number of water cannons, tear gas, grenade guns, rubber bullet guns, protective shields, helmets, bullet proof vehicles and batons with security personnel. From the evidence of the witnesses it appears that only one water cannon was available under Dimapur DEF but the said water cannon could not be sent to the site as the roads were blocked by the protestors. Similarly, the security personnel were also short of riot control equipments and non-use of available equipments for want of orders from senior police and executive officers. It is different issue as to why there was no order for heavy lathi charge, continues bursting of tear gas shells and firing upon the crowd. Hence, storage of all varieties of “Riot control equipments” in limited number in all the police stations and also inside the jail campus is advisable for use in emergency. Such equipments may be used by jail staff and also by the security personnel to prevent sudden riot in public places and also in the jail campus. B-Training Training to the government officers is as important as formal education to run the administration. Without continuous training the officers become weapons without ammunition. In such training courses and seminars the officers get an exposure to know how difficult situations can be dealt with. The officers also get the opportunity of viewing visual of riot control techniques adopted at other places and sometime practical demonstrations are also given. As a whole, training gives different ideas to the officers to deal with violent mob/ crowd, which has become every day’s affair. Involving officers in the conferences and seminars boost the confidence and authority level of the officers and also educate them about the use of science and new technologies. Along with the training the officers can also be sent on deputation to other states, who can import new ideas for their home state.

During their oral evidence before the commission many officers admitted that they had on occasion to attend training and conferences and more particularly in the field of “crowd management”. The incident that took place at the central jail at Dimapur on March 5, 2015 could have been dealt with more professionally had the police and executive officers were given the opportunity to undergo correctional courses with regard to controlling mob violence. In comparison to large scale mob violence seen in other parts of the country the violent protest that took place at Dimapur March 5, 2015 can be termed as mini size protest, comprising of few thousand students of whom majority were girl students. Despite this fact, both civil and police administration of Nagaland failed to maintain law and order and despite availability of security forces in adequate strength they could not prevent the crowd in abducting the rape accused Sarif Khan from inside the jail. The executive officers and security forces appear to have surrendered before the small crowd for no valid reasons. They could not muster the requisite courage to exercise powers vested with them under the law. Had the officers given outside exposure they could faced the situation more professionally and efficiently. Hence, the commission recommends that both executive and police officers should be given regular training to apprise them the development of law, technology, skills of crowd management, their powers and limitations to use force to disperse crowd in particular and also to get knowledge of high-tech gadgets and their effective use to deal with changing scenario in the form of organized and unorganized mob violence. It is disturbing that the problems simmering in the School education department is assuming ugly proportion. The ANSTA and NSSFOF may have some genuine grievances which need to be looked into but opposing the composite school policy and resorting to personal attack on the school education minister is, to me unfair. Composite schools policy is going to solve the biggest problem faced by government schools in Nagaland that is the shortage of teachers. The minister has a clear vision on this and he has put his weight behind it knowing fully well it is not going to be popular with some section but it is clear that there is no politic here. He should be appreciated for taking a bold step. Composite schools system has worked well in rural areas throughout the country and it has worked so well in all CBSE and ICSE schools and many NBSE schools in Nagaland. To my limited knowledge, the National school education policy there is elementary education for 6 to 14 years or class 1 to VIII and secondary education for 12 to 18 years or class IX to XII and if any bifurcation is to be effected it has to be in that linebut right now the time is not just right. Modalities need to be worked out first according to our situation and it is not a thing to be done under pressure. Forsure, bifurcation is not the answer to the ills that is afflicting the government schools ratherit will deprive the students their right of good education. Moreover it will create more chaos as more schools are upgraded because the number of schools will not remain static.The students in government schools have suffered enough for no fault of their own and by infighting we are rubbing salt into their wounds which they don’t deserve at all from the teachers. The school is there because of the students and not because teachers are appointed.The composite school system whether it is up to class X or XII is the best bet available at the moment which will improve the dismal performance of government schools. The advantage of composite school system is that the teachers in the secondary section can cover the lapse in the primary section and even vice versa and this should not be considered as interference. There is no turf war here but the interest of the student is paramount.It appears that there are some serious flaw in the service rules pertaining to promotion and cadre management as pointed out by ANSTA on 25th issue of Nagaland Page and also by NGHSSE on 3rd June issue of Eastern Mirror. The deparment should be able to address these issues short of bifurcation. I feel that it is high time that the NSF and other tribal students unions take a stand on the composite school policy before this important initiative become politicised. Dr. C. Meren Yaden and secretary Shekishe Achumi stated that the forum while taking a serious note over the raid conducted at the residence of a responsible GB who was also a social worker has questioned the manner in which the raid was carried out. It stated that the joint council in the course of discussion reminded the concern that Akashe K. Zhimomi GB was a banker of a forum whose healthy contribution towards the society was beyond immeasurable. It further adopted a resolution condemning the ruckus/raid while also wondered as to how a responsible law enforcing agency without any warrant could behave in such an inhuman way by forcefully entering the house and searching for a responsible person who does not have any adverse remark or criminal records. DEEHA has vehemently condemned the act of law enforcing agency in carrying out the raid in the absence of Akashe k. Zhimomi and his wife thereby creating fear psychosis in the

minds of the family members and the general public at large. The joint council further appealed to the government to take appropriate action/suspend the responsible officer under whose command the raid was carried out without delay in order to prevent any further untoward incident. EVC: Eralibill Village Council (EVC) has condemned the “high handedness” of the personnel of East Police Station and IRB jawans involved in raiding the house of GB Eralibill, Akashe K. Zhimomi, on June 3 without warrant and without any information to the village authority. In a condemnation note, EVC stated that Akashe was a respectable and law abiding citizen with a clean image in society, and demanded to know the reason behind the raid and under whose command it was carried out. Maintaining that the raid had defamed the GB and the image of Eralibill village in general, the council voiced its concern over the safety of general public when the GB’s residence could be raided in such manner. Further, EVC demanded from the concern authority to suspend the responsible officer immediately to avoid untoward incident for sending wrong message to the general public and for causing unnecessary harassment. “Such action of law abiding agency

should be condemned by every right thinking citizens,” EVC maintained. HRUD: Hoshepu Range Union Dimapur (HRUD) has condemned the police raid on its chairman’s, Akashe K. Zhimomi, residence at Eralibill village Dimapur. In a condemnation note, the union demanded from the Government to clarify the informer and position of the personnel of East Police Station who raided the house in the owner’s absence. The union also questioned the motive of the law enforcement agency who carried out the raid without a warrant. Further, the Union appealed to the concerned authority to take necessary action without delay. AAUD:Aghunato areami union (A.A.U.D) has condemned the action of a police officer and his jawans from east police for barging in and ransacking the residence of one of its bonafide member and banker of AAUD, GB Eralibill, Akashe Zhimo, on June 3 around 5 p.m. In a condemnation note, The AAUD questioned the officer as to who gave the search order without any search warrant and also barging in the absence of the both the parents. In this regard, AAUD appealed the higher authority to give befitting and stern punishment to officer involved.

Digitalization of cable TV- internet broadband launched in Mkg DIMAPUR: Digital Cable TV and internet broadband service was formally launched in Mokokchung Town on June 3, thereby bringing Mokokchung District into the map of Cable TV digitalization in the country. According to DIPR report, even though the schedule for phase III digitization of Cable TV networks in all urban areas in the country was set on December 31, 2015 as the last date, yet the mammoth exercise could not be completed on schedule. In a press note, advisor, CAPF, Wongdong, and general secretary, k.keyoungkhum, stated that despite persistent appeals through media representation, DoSE did not take any action to their demands. Stating that the institution was facing acute shortage of teachers for a long time owing to “immense transfer”, retirement, and non-deployment of teachers thus far, CAPF claimed students’ career were at stake as not even a single chapter has been started for maths and science for the forthcoming midterm exam. “The lackadaisical attitude of DoSE has a great impact on the HSLC poor result of GHSC,” CAPF added. In this regard, the forum reiterated its appeal to the concern authority for immediate deployment of required teachers and further cautioned that in the event of failure to fulfil their appeal, the concern authority would be solely responsible for depriving the students of their right to education.

NEW DELHI, JUN 4 (PTI): Environment activist Sunita Narain Saturday questioned the government’s smart city project, saying it is being implemented in areas which are already developed and argued that people are becoming increasingly intolerant due to enormous differences created between places. Accra, Jun 4 (IANS): Africa’s $1 trillion agriculture sector is seeking suitors and a report has already been drawn up on how India can benefit. “The agricultural sector is regarded as one of the most critical industries for the African continent due to economic potential and is projected to become a $1 trillion industry in sub-Saharan Africa (SSA) by 2030,” a Price Waterhouse Coopers (PwC) report said. It came following a survey of respondents, 58.8 per cent of whom consider “investment in Africa as an opportunity for their businesses to expand”. They named the top four countries they are planning to invest in as Zambia, Botswana, Tanzania and South Africa which all fall in the Southern African Development Community (SADC) region. And, as the Exim Bank of India is keen to direct more Indian investment to the SADC region, it looks like more emphasis would have to be put on agriculture and agribusiness. The study has also identified natural resources, agriculture, manufacturing and infrastructure as holding potential for Indian investors in the SADC region.

Washington, Jun 4 (AFP): The head of the World Health Organisation (WHO) has asked a panel of experts to consider whether the Rio Summer Olympics should be held as scheduled due to concerns it could spread the Zika virus. The WHO sent teams of senior scientists to Brazil four times “to gather first-hand data on the current situation and assess the level of risk to the large number of athletes and spectators expected to attend the Olympic Summer Games,” Director-General Margaret Chan wrote in a letter dated June 1. She was responding to a request by US Senator Jeanne Shaheen to evaluate the public health hazards of holding the Games in August. Shaheen posted Chan’s letter online yesterday. “Given the current level of international concern, I have decided to ask members of the Zika Emergency Committee to examine the risks of holding the Olympic Summer Games as currently scheduled,” Chan said. As a shy graduate student struggling to secure his Ph.D., Mainak Sarkar had bristled at the doubts expressed by professors at UCLA’s engineering department. Obama proclaims June 2016 AfricanAmerican Music Appreciation Month

n an official document published on May 31, Barack Obama proclaimed June 2016 African-American Music Appreciation Month. In the proclamation, Obama calls African-American music a “vital part” of America’s heritage and declares June a month to honour artists who, through their music, “bring us together, show us a true reflection of ourselves, and inspire us to reach for the harmony that lies beyond our toughest struggles”. Back in 1979, the 39th US president Jimmy Carter dubbed June Black Music Month. With the more up-to-date moniker, Obama hopes June will be a month of celebration and a chance for people to “recognise the performers behind this incredible music, which has compelled us to stand up — to dance, to express our faith through song, to march against injustice,

Thungjamo Humtsoe elected as VDB Secretary of Old Aree Village without the knowledge of the 4 (Four) GBS out of 9 (Nine) and the other intending VDB Secretary? And how election of VDB Secretary has conducted without the presence of VDB Management Committee representative and not even finalized the VDB Women Management Committee representative? Such actions are unethical and undemocratic acted by respected Hd GB of Old Aree Village “habitual liar never say I am a liar”. As per VDB Model Rules 4 (a), Shri. Thungjamo Humtsoe is not a VDB member because he pays “”NO HOUSE TAX” to the Government. Respected Hd GB do not be too fool, check 2015 & 2016 Old Aree Village resolution passed Sl. No.2 (two) stated that any bonafide member of Old Aree residing within and outside the Village has the right to participate in VCM and other communitised and local bodies. IOC announces refugee team for Rio Olympics Judoka Avtar Rio de Janeiro, Jun 4 (IANS): Ten refugees will participate at this year’s Olympic Games in Rio de Janeiro by representing a new flag for athletes who have fled conflict-riven countries and regions, the International Olympic Committee has said. “They will form a team unlike any other that has competed in the Olympic Game before... giving hope to people displaced by war and social unrest all over the world,” the official Rio2016 website said on Friday, Xinhua news agency reported. The team includes five runners from South Sudan,

two swimmers from Syria, two judokas from the Democratic Republic of Congo and a marathon runner from Ethiopia. They will be a part of the first ever Refugee Olympic Team (ROT). Former marathon world record-holder Tegla Loroupe of Kenya will be the team’s chef de mission, while Brazilian Isabela Mazao will be her deputy. The ROT delegation will also include five coaches and five other officials. IOC President Thomas Bach said the initiative would send a powerful message of hope to asylum seekers around

the world. “It is a signal to the international community that refugees are our fellow human beings and are an enrichment to society,” he said. UEFA fine Barca for Catalan separatist flags

Catalonia, Jun 4 (Agencies): Spanish champions Barcelona said Friday they have been fined 150,000 euros ($170,000) by UEFA after separatist flags were flown in the Camp Nou during Champions League games last season. will be suspended if there is no repeat offence in the next two years. European football`s governing body considers it a political symbol and fined Barcelona 40,000 euros after it was flown during a Champions League group game against Bayer Leverkusen last September. The club was also fined 30,000 euros in July 2015 after it was flown during the Champions League final.

qualifies for Rio

New Delhi, Jun 4 (PTI): Top Indian judoka Avtar Singh has qualified for the 2016 Rio Olympics in under90kg weight category, the national federation said on Saturday. As per the list released by the International Judo Federation, Avtar has qualified for the Rio Olympic under the continental quota, Judo Federation of India President Mukesh Kumar said in a release. Avtar, who hails from Gurdaspur in Punjab, is presently working with the Punjab Armed Police. Avtar won a gold in South Asian Games held in Shillong in February and a bronze medal in Asian Junior Judo Championships in 2011. He also won gold medals in Senior National Judo Championships in 2013-14 and 2014-15. In the Asian Judo Championships in April in Uzbekistan, Avtar finished fifth after beating judokas from China and Iran.
