Dimapur, Jun 5 (NPN): Nagaland Voluntary Consumers Organisation (NVCO) has revealed that as per RTI information involving appointments under Health & Family Welfare department from 2014 to May 2016, there were 319 who were appointed without any vacancy or approval of the government. Interestingly, NVCO’s press media cell disclosed that earlier the department had terminated over a hundred employees just in one district as they were appointed without vacancy or sanctioned post. However, despite having acted against irregular appointments, NVCO said the same department continued with “the same blunder and illegality” and exploiting the livelihood and career of citizens by providing them with false hopes of regularisation. Fur ther NVCO noted, that the depar tment had appointed 37 Medical Officers(MOs) and three Physiotherapists on the recommendation of the NPSC . However, H&FW appointed 13 MOs through backdoor during 2014-16 such as : six MOs in 2014; four MOs in 2015 and three MOs in 2016 which should have been requisitioned to the NPSC as they were sanctioned posts. NVCO sought clarification from the department as to why it continually practised backdoor appointments by not sending requisition to

DIMAPUR, JUN 5 (NPN): Reacting to the news report of the Imphal Times, which were published in section of the local daily and social media on the so called 18-point demand, NSCN (I-M) MIP in a press note termed it as “comical speculation”. NSCN (-M) has clarified that “no such funny points are discussed at the negotiating table nor have any plan to do so in the future as well”. Therefore, the 18-point demand as stated by Imphal times was nothing but just another “usual speculation”, MIP said. Meanwhile, MIP appealed to all Nagas and well wishers across the world supporting the ongoing peace talks not to be subjected to rumors but to keep the faith in the NSCN leadership, who it said, was representing the sentiments and aspiration of all Nagas.

NVCO also expressed solidarity with the demand of the Nagaland Public Rights Awareness and Action Forum (NPRAAF) for cancellation of all backdoor appointments . It cited government order dated January 13,2010 that al such illegal orders be cancelled and FIR lodged by the State Vigilance Commission. Further, press & media cell also stated that NVCO president Kezhokhoto Savi had filed an RTI application seeking information on the district-wise allocation of Kerosene by AOD and MD during the last five years. NVCO disclosed that kerosene distributorship in Nagaland is allocated to firms owned by local dealers including a top leader of a political party. NVCO maintained that Kerosene is being used for mixing with motor fuels and has caused premature damage to vehicle engines. It cited that adulteration in far flung areas such as Tuensang was so high that most vehicle owners drive all the way up to Mokokchung to buy vehicle fuel despite inconvenience and cost.

Zunheboto: 64 Grade-IV were appointed by five past principle directors (PDs) under CMO, Zunheboto. During February, March and April 2016, one past PD appointed 43 under and out of which 33 without vacancy, two regular posts (M.A & chowkidar) without vacancy and others against retirement. In September and November 2015, nine were appointed out of which two posts were against retirement and seven adhoc with government approval. NEW DELHI, JUN 5 (IANS): Nearly half of all heart attacks may not have classic symptoms, such as chest pain, shortness of breath and cold sweats but are likely to be silent , reveals new research. A silent heart attack occurs when blood flow to the heart muscle is severely reduced or cut off completely. “The outcome of a silent heart attack is as bad as a heart attack that is recognised while it is happening,” said Elsayed Z. Soliman, director of the epidemiological cardiology research centre at Wake Forest Baptist Medical Centre, in the US. The findings showed
that silent heart attacks are made up 45 percent of all heart attacks. Also, these are more commonly found in men but are more likely to cause death in women. Further, the risk of dying from heart disease increases by three times in case of a silent heart attack. The chance of dying from all other causes rises by 34%. Silent heart attacks are usually detected when patients undergo an electrocardiogram (ECG) -- a process to check heart’s electrical activity. “Doctors need to help patients who have had a silent heart attack quit smoking, reduce their weight, control cholesterol and blood pressure and get more exercise,” the researchers noted in the paper published in the journal Circulation. For the study, the team analysed the records of 9,498 middle-age adults. For over an average of nine years after the start of the study, 317 participants had silent heart attacks while 386 had heart attacks with clinical symptoms.

JACWR said that the petitioners appeal in the SLP was granted, seeking for conduct of the civic polls and implementation of the 33% reservation for women. JACWR said that the Supreme Court had admitted the SLP in 2012, while hearings and arguments took place between Nagaland’s advocate general, Balagopal and Dr. Colin Gonsalves, in the court of the chief justice himself. In a veiled attack on the earlier Congress regimes, Modi said: “Today across the world, India’s image has been enhanced and the country is being viewed respectably. Everyone is being attracted to India. In his 25-minute speech, the Prime Minister also made a reference to the One Rank One Pension scheme for the retired defence personnel which had been pending for over four decades. “The economic burden may have been big but this cannot be less than the prestige of soldiers dying for the country,” he said.

Amid concerns expressed by Parliamentarians on air fares going higher during the recent Jat agitation and natural calamities, Civil Aviation Minister Ashok Gajapathi Raju had told the Lok Sabha last month that he would discuss the issue with stakeholders. Raju’s deputy Mahesh Sharma had also said recently that the government would announce a mechanism soon to curb high airfares. “We are in the process of adopting certain measures to cap ticket price. But we are trying to do it by consensus and not by regulation. Our prime minister also envisions that fares be kept under control,” Sharma had said.

He said the single judge’s directives were “subsumed and merged with the impugned judgment” passed by the division bench. In this regard, he said that the stay on the implementation of the impugned judgment by SC “does not operate to revive the single judge’s decision and directions”. He said that since there was “no stay of the NLA Resolution” , though the same was challenged in writ petition, it has implied that the resolution continues to hold the field.
DIMAPUR, JUN 5 (NPN): ACAUT Nagaland has lodged an FIR with Mokokchung town police station (1), seeking the arrest of town commander, Mokokchung town NSCN (I-M). Convenor of Public Grievances Cell ACAUT, Hetoi Chishi said that the FIR was filed against the town commander for demanding 24 % deduction of salaries from the office of Chief medical Officer (CMO) Mokokchung and thereafter issuing individual demand letters to all the 70 primary health centres and sub-centres under CMO, Mokokchung district. ACAUT has also demanded that office incharge to probe the matter thoroughly without fear or favour as the matter was “nothing but extortion”. ACAUT alleged that the town commander of Mokokchung town, NSCN (I-M), issued a demand letter to the CMO Mokokchung on 24% deduction of the salaries and when the staff refused to comply, the town commander resorted on issuing individual
demand letters to all the 70 primary health centres and sub-centres. ACAUT also reminded OC, Mokokchung PS, that, both demand and payment of 24% of salary of government employees to NPGs was illegal. Further, ACAUT expressed hope that Mokokchung police will be able to uphold the confidence of the general public.
Deadline to HODs/DDOs
Meanwhile, ACAUT has served one week deadline to all HODs/DDOs to return the deducted 24% amount from the staff salary. It also warned responsible officials that failure to do so, it will lodge FIRs against them irrespective of their reputation. In this regard, ACAUT has appealed to all HoDs/ DDOs at the directorate office and all districts to refrain from deducting salaries of their employees. ACAUT has also filed a FIR with Zunheboto police station against a certain HoD of the district and Zunheboto police was probing the case.
Terrorists using ‘calculator’ to avoid surveillance SRINAGAR/NEW DELHI, JUN 5 (PTI): A new app ‘calculator’ has been found on smart phones of terrorists infiltrating into Jammu and Kashmir which helps them to remain in touch with their handlers in Pakistan-occupiedKashmir (PoK) without being detected by technical surveillance mounted by army. With the number of militants infiltrating from PoK showing a steep rise this year, the Army found that terrorists carried a smart phone with no messages stored in it. The Army’s signal unit, which relies mainly on technical intercepts like usage of wireless and mobile phones by infiltrating terror groups to track them, is burning midnight oil along with National Technical Research Organisation (NTRO) and other agencies to crack this mechanism used by the terrorists. The technology was first used by a US-based company during Hurricane ‘Katrina’ so that the affected residents could remain in touch with each other. During interrogation of
some of the terrorists of Lashker-e-Taiba (LeT), the agencies came to know that the terror outfit had modified it and created an application ‘calculator’ which can be downloaded on smart phones attached to the off-air network created specifically for them. The technology is based on the concept of ‘cognitive digital radio’ that enables users to turn their smartphones into peer-to-peer, off-grid communication tools. The network generates its own signal through proprietary adhoc networking protocols and automatically coordinates with other units within range which enables users to send and receive text messages, share their GPS locations on offline maps regardless of access to WiFi or cellular service. The terrorists apprehended had their phones paired with the radio sets along the border and were receiving instructions about the route and terrain, official sources quoting interrogation details of some apprehended militants said. In a related development, the army is trying to plug the
holes in the anti-infiltration grid and has already started redeployment of troops. The infiltration of terrorists from across the border by end of April this year stands at around 35 in Kashmir area. All the security agencies were unanimous about infiltration from the Jammu side where they claimed militants made three infiltration bids which were foiled by troops. According to the sources, the militants, who infiltrated recently, have already gone to higher reaches of Bandipora from where they have moved towards central and south Kashmir. During winter, infiltration is always low. However, this year, winter did not last long and terrorists are suspected to have taken advantage of the favourable weather conditions, sources said. There were 121 infiltration attempts along the border in Jammu and Kashmir in entire 2015 of which 33 were successful. Orgs condemns raid at GB’s residence DIMAPUR: Dubagaon, Ekranipathar, Eralibill DEE) area Sumi community has condemned the raid conducted at the house of GB, Eralibill, Akashe K. Zhimomi, by personnel of East Police Station and IRB jawans. In a condemnation note, the DEE community condemned the law enforcement agency for taking the law into their own hand and raiding the house of a respectable and responsible community leader without search warrant when the owners were not present. In this regard, the DEE community questioned the police personnel as to why the godown was targeted and searched first and whether there was any illegal activity report about the owner or whether the house owner was a smuggler or black marketer that his godown had to be thoroughly searched. The DEE community also demanded from the higher authority the reason behind the raid and on whose authority the search was conducted. It also questioned the used of unofficial vehicles without number plates if the police were on official duty. Further, stating that such high handedness of law enforcement agency was never expected, the DEE community demanded immediate action against the erring police personnel.
DCCI condemns: Meanwhile, Dimapur Chamber of Commerce & Industry (DCCI) has also condemned the unwarranted raid by police in the residence of GB Akashe Z. Zhimomi, who is the convenor of public grievances cell, DCCI. A condemnation note by DCCI secretary, Sanjay Sethi stated that the nature of the police raid coming from three different directions in one police vehicle and two other unregistered vehicles loaded with IRB personnel reflects the way the law enforcing agencies treated bonafide member like Akashe as a hardcore criminal or terrorist. DCCI condemned the detestable action of the police as most unwarranted since the raid took place without any warrant and that too in the absence of the house owner. Such action from the law enforcing agencies only befits terrorists and anti-nationals and not the likes of Akashe Zhimomi who is a respectable GB, a DCCI leader and most importantly a law abiding citizen sincerely working for the welfare of the people, stated the release. DCCI also stoutly supports the demand put forth by the joint council of DEEHA to take strong action, by way of immediate suspension, against the officer under whose command the unwarranted raid took place so as to prevent any untoward situations.

DIMAPUR: District Level Standing Committee (DLSC) meeting was held in relation to the Rationalization of Polling Stations (PS) on June 1 at the DC’s conference hall Dimapur, chaired by ADC, Elizabeth Ngullie and attended by the members of the committee. According to DIPR report the meeting discussed various issues and matters
pertaining to the draft list of polling stations and proposals for new polling stations. The committee deliberated on the complains, suggestions and request for change of polling stations, names, locations etc With regard to proposals for new polling stations, the committee decided that the concerned administrative officers would submit reports after
verification. ADC said that in regard to the issues that had come up, the committee would also ask for more papers in support of the problems from the concerned officers, supervisor or EROs. She also said problems regarding polling stations would be discussed with the district election officer (DEO) and then proper steps would be initiated.

DIMAPUR, JUN 5 (NPN): With fifty years of glorious service to the state, Dimapur Government College (DGC), has emerged today to be one of the best Government Colleges in the state. T h e C o l l e ge w h i c h would be celebrating its Golden Jubilee this year has every reason to be proud of its contribution to provide quality education to the students during the last 50 years. The institution has produced many great academicians, bureaucrats and businessmen both local and non-locals. The College established in the year 1966 initially known as Dimapur College at the initiative of some prominent citizens of the town to provide an opportunity for higher studies functioned at the present Public College of Commerce campus. Later, the College was shifted to its present location after it was taken over by the
Government of Nagaland on February 1, 1989 and renamed as Dimapur Government College. As part of its Golden Jubilee celebration, Alumni Association of Dimapur Government College has initiated various projects and activities. The main celebration programme has been scheduled in the first week of November this year. However, this year being the “jubilee year”, Alumni Association of DGC while acknowledging the service rendered by the College has also decided to construction two gates with the contribution from the alumni and well-wishers. While briefing media person, K. Temjen Jamir, Editor Tir Yim Yim, who was also the product of the College said that they have also decided to construct waiting shed-cum- college canteen near the college gate. In this regard, he said the place which was earlier
used to be a “garbage dumping place” has been cleaned for the proposed site. The site has been cleared by volunteers of NGOs- “Living for Environment” and put up a banners appealing the public not to throw garbage. In fact, we sought the support and contribution from cooperation and well wishers in coming up with the project, Temjen said. He also called for contribution from alumni and well wishers for the success of the jubilee celebration.
DIMAPUR: One-day workshop was conducted by Eastern Nagaland Women Organization (ENWO) at its headquarter Longleng on June 1 at Lempong hall, with the theme “Together we build for change “, The workshop was divided into two sessions for men and women separately. During the men’s workshop and the felicitator was president ENWO, BerilaTokiu, she pointed out the importance of men and women working together in partnership for the growth of society in various aspects, politically, socially and economically. She also stressed on the point that change in society cannot come about when half of it is invited to make policies in the development process and the other half lies totally neglected and ignored. The second session was for women and the facilitator was member JACWR, Temsula Thingchum and Nyathei Pangnyu, who spoke on the topic “Women: architect of society”. The speakers pointed out that time is ripe for Naga women to take up the reins of leadership boldly and courageously by realising that God has created both men and women with equal mental capacity and intellect.

Hongkam D. Ngonyen also spoke on the occasion showing massive appreciation and support to women rights. The workshop held at Longleng was the kick off for the ENWO tour to all the Eastern districts.
The workshop was a big turn out from both men and women including prominent leaders of Longleng district, all showed overwhelming support for women rights especially the women reservation bill.

Ibobi has not sought PM’s appointment, alleges BJP
Leaders of Manipur BJP meeting Union home minister Rajnath Singh in New Delhi on Sunday. Correspondent IMPHAL, JUN 5: Manipur BJP Sunday alleged that no appointments for meeting with Prime Minister and Union home minister was sought by chief minister O Ibobi Singh even as all party delegation was camping in New Delhi since June 3 last to meet with President, Prime Minister, Union Home Minister and other minister to press for giving assent to the three ILPS related bills, pending with Rastrapati Bhavan. Interestingly, chief minister who was supposed to lead the delegation and deputy
chief minister Gaikhangam were yet to join them till Saturday. BJP leaders who were part of the delegation met with Union home minister Rajnath Singh at his official residence at Akbar road New Delhi. During the meeting, the BJP leaders led by its state president Ksh Bhabananda was informed that chief minister has not sought any appointment to his office for meeting with the political party delegation. The delegation was scheduled to visit New Delhi on May 16 last. However, it was postponed till June 3.
The delegation left Imphal on June 3. The state BJP delegation had apprised the Union home minister to get approval of the three bills as the contents is neither anti national nor anti tribal but to protect the indigenous people of a region. The delegation also cited example of the similar legislation being enforce at Shimla and Sikkim. To a query from the Rajnath, state BJP president replied that there was differences of opinion among the political parties in the state to the three bills as no one had given any objection.
northeast Girl students injured in protest IMPHAL, JUN 5 (IANS): Several girl students of a school here were injured when they were allegedly beaten by police during protests on Saturday to press for release of two arrested students. Some of the students of the T.G. Higher Secondary school sustained fractures. Angry students said that though policewomen were present, several policemen beat them. “After scaling the boundary wall, we escaped. However some policemen followed us,” said a student, also adding that police allegedly passed uncalled for remarks at the girl students. The students are demanding the release of two students, Bruce and Vidyalakshmi. Women activists have condemned the beatings of the girl students. Students of C.C. Higher Secondary school also took out a procession and later they burned an effigy of Chief Minister O. Ibobi Singh. There were also sit-in protests condemning the attempts to deflect the people’s movement. Meanwhile, the College Students Council formed by ten colleges in Manipur disrupted the semester and university examinations for the release of the two students. Two groups of students one wanting to sit for the examinations and the other opposed - had come to D.M.College of Arts, and the first group were allowed to begin the exam, under police protection. However within minutes the other students rushed inside, snatched the answer sheets which were then thrown out of windows.

Pul urges Maha CM for CBI probe into Doye’s death ITANAGAR, JUN 5 (PTI): Arunachal Pradesh Chief Minister Kalikho Pul has met his Maharashtra counterpart Devendra Fadnavis and demanded a CBI probe into the death of Marnya Doye, who died under mysterious circumstances on April 26 in Raigad. Pul had called on the Maharashtra Chief Minister in Mumbai yesterday and requested him the case be investigated by CBI, to which Fadnavis readily agreed, an official release said here today. “There is a fear and suspicion of foul play in her death (expressed) by her family and some facts have come to light that suggest Doye may have been a victim of murder,” Pul told Fadnavis. “At the same time, the incident has created a sense of insecurity among people from Arunachal as well as from other states in the northeast. There are also apprehensions about the outcome of the investigations into the case and its neutrality,” Pul stressed. To address the “feeling of alienation” among the people of Arunachal in particular and the northeast in general in Mumbai, the two chief ministers agreed on several confidence building measures, the release said. Fadnavis also agreed to a proposal by Pul for setting up a coordination-cumredressal committee to address the grievances of people from the northeast. The committee would be headed by an officer of northeast origin under the Maharashtra government. The committee would also work in close coordination
with the northeast people in Mumbai, the release said. The Arunachal Pradesh CM also raised the issue of Arunachal Bhavan at Navi Mumbai, which is facing notice for cancellation of allotment being issued by CIDCO. He requested the Maharashtra government for consideration of Arunachal’s case sympathetically, as a number of patients coming to Mumbai, as well as a large number of students, desperately needed the accommodation at the premises. Pul also requested for an additional plot in Mumbai to which Fadnavis agreed to allot a plot of land near the Chhattisgarh government plot, for creation of a new Deputy Resident Commissioner’s establishment. Stressing on confidence building measures, Pul said that the two states of Arunachal and Maharashtra has seen an increase in visitors exchange and time has now come for the states to acknowledge this visits and the fact that we are drawing closer despite the great distance that separates us. To boost such exchanges Pul said that the proposed Liaison Office of the Arunachal Pradesh government at Mumbai, which would be supervised by an officer of the rank of Deputy Resident Commissioner would not only be useful for our people who come to Mumbai for education and healthcare, but would also be of help to tourists and people on business trips for getting information about Arunachal as well as to get the Inner Line Permit (ILP) that is required for travel to Arunachal, Pul added.

More trees need to be planted: Rajkhowa ITANAGAR, JUN 5 (PTI): Arunachal Pradesh Sunday celebrated World Environment Day through various programme throughout the state with Governor J P Rajkhowa planting saplings in the Raj Bhawan complex. Calling the people of the state to plant more trees, the Governor said with the total population of around 16 lakh in the state, if each family planted a tree, there would be increase of three to four lakh plants in year, an official release said. “It is a great day for all as people are taking care to upgrade the environment, which is degrading very fast due to global warming, uncontrolled felling of trees and all kinds of activities,” the Governor said. Rajkhowa advised the people to plant trees in their compounds and public places and called upon NGOs to come forward and plant more trees.

GUWAHATI, JUN 5 (PTI): After a series of protests, Gauhati University has unconditionally revoked the expulsion order of three students who were alleged involved in antiuniversity activities. In a notification by Gauhati University Registrar S K Nath yesterday, the three students - Milton Handique, Rejaul Karim and Writtick Saikia - were allowed to appear in their onging examinations. “As directed by the Vice Chancellor, GU, it is hereby informed to all concerned that the students... who were expelled vide notification, dated May 26, 2016, issued by the office of the Secretary, University Classes, are hereby allowed to appear in the respective forthcoming examinations. “It is hereby also notified that the earlier expulsion notification (Memo No: GU/SUC/ RHDB/Notice/2016/34193508) stands cancelled,” the
order said. Earlier, Handique was expelled permanently, while Karim and Saikia were thrown out of the university for a year. Handique and Karim are students of LLB sixth semester and Saikia is from fourth semester of Communication and Journalism. As soon as the order was handed over to him, Handique fell ill due to shock and started vomiting. His friends admitted him at a private hospital and he was undergoing treatment in the ICU. Following this, student organisations, including SFI, SMSS, AISF and NSUI, jointly launched a series of protests in the University in the last few days. Accordingly, the Residence, Health and Discipline Board (R.H&D), which had earlier conducted the inquiry for the students’ alleged activities “detrimental to the university amounting to indiscipline”, met on June 2 and decided to revoke the order.

This will also be a part of the proposals preceding the setting up of the All India Institute of Medical Sciences (AIIMS) in the State. The introduction of a ‘green corridor’ would mean that ambulances and police escort would move through routes with no traffic movement during medical emergencies. Addressing a press conference here, Gogoi said the document, which was tabled in the Legislative Assembly by Finance Minister Himanta Biswa Sarma yesterday, has failed to provide the complete

The State Government had already offered three plots of land for the proposed AIIMS. The expert clinical service, which will be organised in association with the State Government, is likely to be conducted at the Mahendra Mohan Choudhury Hospital (MMCH), official sources informed.

The Scorpio car which was recovered on Saturday night was registered in the name of one Adarsh Pandey. The chassis number of the vehicle was manually tempered and registered with RTO Mokokchung, Nagaland. However, Pandey is however absconding since the arrest of Gupta. Pandey is also believed to be hand in glove in the illicit trade of car lifters, police said.

IMPHAL, JUN 5 (PTI): Security forces have seized a stockpile of arms and ammunition from Senapati district of Manipur, officials said on Sunday. During a search operation last Thursday by a joint team of Assam Rifles and the Army’s Red Shield Division near Tamphung village, the jawans spotted some bamboos lying on the ground covered with grass in the jungles, they said. After cordoning off the area and searching it, a stockpile of arms and ammunition were recovered which included one AK-47 series rifle with ammunition and one .22 assault rifle, officials said.

Department of Science & Technology KlRAN Division Women Scientist Scheme-B (WOS-B) (S&T Intervention for Societal Benefit) Department of Science & Technology (DST) restructured all its women specific programmes in 2014 and brought them under one umbrella known as "KIRAN" (Knowledge Involvement in Research Advancement through Nurturing). KlRAN endeavours provide various opportunities to women scientists in S&T domain through its various components, for example, in conducting basic research (WOS-A), technology development & demonstration for societal benefit (WOS-B), self/wage employment in Intellectual Property Rights domain (WOS-C), and so on.' DST seeks proposal under "Women Scientists Scherne-B (WOS-B)" from women scientists and technologists who wish to utilize their scientific knowledge and temperament for the benefit of society. NEW DELHI, JUN 5 (PTI): Interpol has sought some “clarifications” from the ED before it issues a global arrest warrant against liquor baron Vijay Mallya wanted by the probe agency in a money laundering case emerging from a Rs 900 crore alleged bank loan fraud. Officials said the global police body had asked agency sleuths to provide to it certain detailed information on the legal processes undertaken by ED in the case before it can notify a red corner notice (RCN) against Mallya, sought by the investigating officer of the case to make the beleaguered businessman join probe in the alleged loan fraud of IDBI Bank, also being probed by CBI. “Interpol has sought certain clarifications that are in the nature of providing additional details of the money laundering case against Mallya. The global police has not said it is denying the ED request to get an arrest warrant against him issued.The clarifications are being responded to,” agency sources said.

Bharti ruled herself out as a possible chief ministerial candidate for Uttar Pradesh assembly polls, but voiced confidence that BJP will be able to form its government in the key Hindi heartland state with Amit Shah at the helm of the party. Social thesis
s there are pessimists, so also there are optimists in any society and the crucial aspect is whether there has been an effort to address various issues of common concern. Like other states, Nagaland has its own social and other problems and when these have not been addressed, they seriously complicate the environment to the extent that today, no one in Nagaland really feels confident enough to say that the future is bright, even though there may be optimists who would like to find the light at the other end of the tunnel. Both pessimists and optimists have a common concern and that is to bring about a collective wisdom the benefits society. For whatever reasons that have made society subject to circumstances, there are political issues in nature which have gotten wedged into society’s growing problems and creating a negative synergy. There are many unaddressed issues that have resulted in inequitable distribution of purchasing power to a few among the politicians and bureaucrats. Social problems continue to mount as society is confronted by extortions, lawlessness, rise in crimes and HIV etc. Unemployment and anti-social crimes are ascending while morality is descending. However, it is only right to remind ourselves that there is practical wisdom in knowing that all those who are rich are not corrupt and neither all those who are poor are honest. It is true that many thinkers have lamented with the question ‘how long can this go on?’ or in other words, how long should people live under these circumstances? It is time for a free and frank examination so as to understand the whereas and whys of how an ideal has metamorphosed into something that has become what it is today. Who can deny that corruption whether by politicians or bureaucrats under whatever nexus under the sky is as rampant as the fact that in the end, silence or inaction is bought with either money or threat? Who can also deny that despite all such talks, everyone (and each) have a vested interest to make some profit out of crimes? It would be uncomfortable for all (except perhaps hardly the few insignificant number) if truth were to expose their true colors as light exposes the darkness. It may be fashion to be anti-establishment, convince oneself that everyone in the government is corrupt or those who are doing well are also corrupt. This cynicism seriously threatens Naga society as it is taking a tribalist color. Everything in Nagaland today has the unsaid yet accepted fact that tribalism has become a deadly and destructive cancer of Naga society. To society’s peril are the cacophony of those who seem to have reserved the prerogative and space to speak along expected lines, drown the voices of reason. Society is hurting and the environment exudes a fissiparous uncertainty. The bond of unity in truth, the first strand of Naga awareness, is slowly giving way to tribal hegemony. These are just a few of the uncharitable facts that seem to indicate, the society in general and the government in particular, have lost a sense of right and wrong and a responsibility to ensure continuance of a just and fearless society and of moral authority. The symptoms are indeed very serious and these would continue unless people change to make the difference.

God says, “I will never leave you,” so that then I “may boldly say, ‘The Lord is my helper; I will not fear’ ” (Hebrews 13:5-6). In other words, I will not be obsessed with apprehension. This does not mean that I will not be tempted to fear, but I will remember God’s words of assurance. I will be full of courage, like a child who strives to reach the standard his father has set for him. The faith of many people begins to falter when apprehensions enter their thinking, and they forget the meaning of God’s assurance— they forget to take a deep spiritual breath. The only way to remove the fear from our lives is to listen to God’s assurance to us. What are you fearing? Whatever it may be, you are not a coward about it— you are determined to face it, yet you still have a feeling of fear. When it seems that there is nothing and no one to help you, say to yourself, “But ‘The Lord is my helper’ this very moment, even in my present circumstance.” Are you learning to listen to God before you speak, or are you saying things and then trying to make God’s Word fit what you have said? Take hold of the Father’s assurance, and then say with strong courage, “I will not fear.” It does not matter what evil or wrong may be in our way, because “He Himself has said, ‘I will never leave you….’ ” Human frailty is another thing that gets between God’s words of assurance and our own words and thoughts. When we realize how feeble we are in facing difficulties, the difficulties become like giants, we become like grasshoppers, and God seems to be nonexistent. But remember God’s assurance to us— “I will never…forsake you.” Have we learned to sing after hearing God’s keynote? Are we continually filled with enough courage to say, “The Lord is my helper,” or are we yielding to fear?

Change course, India will become a massive economy I
ndia has the capacity to be a $ 5 trillion economy from today’s $ 2 trillion. Finance Minister Arun Jaitley is right in his assertion. But we need to change the course. Economic reform is a confusing word. It now means increasing disparity and moving the government away from the problem of the people. Various epithets that describe it may speak of the reality but does not suggest a cohesive path. This is reflected in not so good farm growth though the GDP hovers between 7.6 and 7.9 percent. It also does not state that jobs are growing else firms hiring IIT and IIM graduates would either not “bench” them or cancel their appointments or renegotiate (reduce) the offered wages. Farmers are yet not happy, though, of late, NDA government focus is on them. Disparity and despondency is growing. It is growing at every level – between the super rich and the rich, they and the upper middle class. The gap widens between the upper middle and lower middle and those below that level or on the
fringe of poverty. The complexity of the problem is increasing. The governments and policy planners are looking for ways. Many short-cuts like odd-even road rationing are just not administrative problem but it reflects the psyche of the deprived. There is an envy between those are “little” haves and those do not have that “little” also. The Jat or Patel clamour for government jobs’ reservation and consequent violence are signs of the restlessness. The earlier “haves” and now slipping to be have-nots are in severe social and economic stress. Why those who had earlier refused reservation are now demanding it? It reflects that there is a difference between statistical growth and happiness. The state is unable to address these issues. These are not mere law and order problems. The nation has to go deeper, sink political differences and should keep the society in a cohesive state. That is the first step towards real progress. It has to come out of the mere “growth” syndrome. It is only helping may be one sec-
tion of the populace. They are becoming monopolists. They are trying to be owners of all aspects of the society. It looks good to have a few powerful rich people. It does not solve the problems of the countryside, of deprived, semi-clad, hungry teemShivaji ing millions though they are contributing to the progress of these people and possibly losing more. If an economy improves, one does not understand, why the 80 crore farmers and related people, about 54 percent of the population, live in abysmal conditions. The latest National Sample Survey (NSSO) data on farm debt should be an eye opener. It says that of 9.02 crore families of farmers 52 percent were in debt in 2013, while ten years earlier, in 2003 it was 48.6 percent. Despite Rs 52,000 crore farm loan waiver before 2009 polls nothing has improved. The farm families have an average debt of Rs 47,000. It is a testimony of not only failures of waivers but also for how small sums farmers have
to look for loans. The British rulers were stunned to find that multi-crop Indian agriculture was the foundation for a happy prospering country. Decades of neglect, some started by the British themselves, is causing havoc with the farm sector. ConseSarkar quently, it hits all others and increases discontent in the society. It is no coincidence that be it Jats or Patels or others in Maharashtra, Andhra, Telangana and Karnataka are from the farming communities. This calls for a paradigm shift. The leadership of Narendra Modi has ignited aspirations. As the regime is open to discussion, more suggestions are also coming. The massive mandate to him is the mandate to engineer that necessary change. With years of misguided rule, the path has become too complex. The government cannot abandon the path selected for decades all of a sudden. It also has to look for a new path and method. That is the challenge. The economic pattern in this country has been that
of cooperation from all social groups offering different skills. Still such social group or caste-based skills are not passé. Integrating such skills with the new Skill India is not easy. But the government has to look for avenues for integrating them. It has to go beyond the bureaucratic registration process to make most of Modi’s make in India to stand-up India a success. Many such people do not want to register. They want the benefit but they do not want to be socially seen as seekers of favour. It is a difficult social process. If they do not come forward, they lose and in the process the entire nation its society, economy and even political set-up become losers. There should also be a policy discussion how the social groups which were strong pillars of India’s socio-economic structure can be rejuvenated without creating new problems or divisions. In short, the government has to include the existing skills with the new approach something that was trying to be attempted through the set-ups like master craftsmen.
The 35 percent rise in KVIC is an indicator that village workers can contribute. The village industries segment as a whole registered sale of Rs 36,425 crore during 2015-16 against Rs 31,965 crore during 2014-15. This marks a jump of 14 per cent. The growth in 2014-15 was just 6.29 per cent. The sales in 2013-14 were Rs 30,073 crore. This phenomenon has to be widened to include most of the country which remains out of its ambit. The country also has to look ways to bring down prices and strengthen the rupee. Stronger rupee is a must for a growth that has to be all encompassing. High prices and taxes are bane of the economy. The new economy in the long run cannot be inflationary, discriminatory and exploitative. It should give support to the needy but avoid proffering doles. It must be an open economy with few rules, paper work and virtually setting up path to fast decision making. It is not necessary to expand to $ 5 trillion economy but include all in that process. That is what an Indian pines for.

he Lotha Regional council of NNC parent body would like to clarify to all the Naga people and particularly to the NNC N/A in reference to the article published on 4th June 2016, that Kiumukum Yimchungrii from Government Democratic......of NNC N/A has yet again lied and has become a real disgrace. About the one lakh money taken by Kiumukum from Allied Group in 2011 was based on cheating and manipulation. Everything stated by Kiumukum was a lie and contradicted to what he stated in 2011/2012. I was one of the core committee members at that time and i am well aware of the fact that the money taken was distributed amongst the core committee members and not at all in the regional level. I was also informed by Kiumukum to take an amount of ten thousand rupees which I refused since the decision of whether to take the money or not had to be discussed first in the NNC meeting. I personally expressed to him about the obligation and later informed the general secretary of NNC about this issue of misconduct and misuse of money by Kiumukum. The general secretary had no involvement and was in fact not even aware of this deal in the first place had I not informed him. So the allegation against him as creating an argument for wanting the entire amount does not make sense at all and is indeed absurd because by the time the issue had reached the general secretary the money had already been distributed amongst the core committee members.This is a big sin in front of God and men committed by

Regarding the floating of NNC parent body as mentioned is a complete lie, since the very legitimate name of NNC is “NNC” or “NNC Parent Body” after restoration of NNC into the right track by NNC general meeting held at Mokokchung in 1990 as explained by the NNC office just two weeks back. The very fact is that the name NNC parent body was used prior to and during Kiumukum’s vice presidentship and this is well known to him too. About the RCC building built by one member as stated by them was built on personal sources by selling out personal land and building in Kohima town, I am well aware and is a witness to this fact. The irony is that Kiumukum is the one who has built a private RCC building in Tuesang Town by means of forceful taxation. So the statement against the senior member as mentioned in their article is a false allegation. And lastly but not the least, I Yilow Humtsoe can firmly state as a witness that Kiumukum has been playing around with a Nepalee woman for quite sometime before he abandoned his legitimate wife and children as known to all the senior NNC members from Yimchungrii Region. Rejoinder to Peren water supply issue
T
his is to clarify the PHE department’s position to all concerned aggrieved parties and general public in regard to Peren water supply issue that has been going on for the past few weeks. While acknowledging public grievances of Peren town concerning water scarcity, people also need to know and understand hurdles being faced by the department while rendering its services. The department had admitted that water supply to Peren town had outlived its life span and for which it has been engaging repair works. Accordingly it had restored water supply line to Peren town on May 20, 2016. In addition, to meet water shortage problems the department has also constructed three (3) units of deep tube wells and distribution system connected to it are nearing completion. It is to be made known to all that the department in its endeavour has been making efforts to provide water to all inhabitants whilst making improvemnert works to existing water supply lines where needed. There are more than 52 villages and towns where water supply connection has outlived the 30-year design period and require overhaulting and hence water
supply to Peren town is not an exceptional case. The annual state budgetary allocation to the department is very inadequate for which the deparment could not take up new schemes in all villages and towns. The department received an allocation of non-plan fund of Rs. 115 lakhs till 2014-15 which was enhanced to Rs. 230 lakhs during 2015-16. This maintenance of non-plan fund is allocated to the department to meet an expenses of operation and maintenance (O&M) of water supply in all urban towns and 1530 villages/ habitations of the state, whilst also meeting expenses of department buildings and other assets. The only fund received by the department is under national rural drinking water programme (NRDWP) scheme to provide water supply to rural villages and habitations. It is a central flagship programme funded jointly by the GOI (99%) and the state government (10%). However, the fund for this scheme has been drastically reduced by 70% over the last few years. It is pertinent to mention that apart from NRDWP scheme, the department is not receiving any additional funds from any agencies for urban water supply or its main-
tenance. Augmenting of existing urban water supply or new urban water supply schemes are taken up by the department only when funds are provided by DONER (NLCPR), central government 90:10 (central and state) funding pattern and involves a long process to clear the project sanctioned. Nevertheless, despite financial constraints, the department has been consistently making efforts to improve existing water supply to both rural and urban areas for uninterrupted water supply in every possible way. The department of PHE is only responsible for providing safe drinking water supply to all urban areas, villages and habitations. Whenever disputes arise in the conflicting parties to resolve or lodge complaints to the administration and police. The PHE department is not responsible to lodge complaints or setting up ‘special investigation team’ to resolve issues and disputes arising between different parties. Hence the department appeals to citizens of old Peren to either resolve the issues within the conflicting parties or report the matter to the administration and police. Judicial Inquiry Commission on March 5 incident Take this advice seriously
(From previous issue) In our considered opinion the violence that took place in Dimapur on March 5, 2015 is the result of ineffective and erroneous handling of the situation. This can happen only when the officers in the helm of affairs are either incompetent or lacks will to dedicate themselves to save the democracy and uphold the constitution of India. Hence, we recommend that apart from giving extensive training to the officers, particularly in crowd management, it is also essential that only the officers of high integrity and ability are posted in sensitive places. We are also of the opinion that while selecting officers for posting in sensitive and important places political agenda should be totally left out of consideration. D-Detection and Deportation of foreigners At the outset of this report, we have noted that the incident on March 5, 2015 in the form of central jail breaking at Dimapur was the outcome of people’s governance against the alleged inaction of the civil administration to detect and deport illegally migrated Bangaladeshi in as much as one Syed Sarif Khan (an alleged IBI) has allegedly committed rape upon a Naga girl. Holding protests and demonstrations the people of Nagaland demanded handling over the said accused for giving instant punishment. Having failed to get the custody of the accused, a mob stormed the central jail and forcibly snatched the accused from the lawful custody and finally lynched him on the street. Denizens of the state of Nagaland are living under a fear of being outnumbered by IBIs. To save and protect their identity and culture various organizations are holding democratic protests time and again and submitting memorandum to different authorities. There was a mass movement in the state of Assam in the early eighties against explosion of influx of migrants from Bangladesh. The movement ultimately resulted in signing of “Assam
accord” with the government of India. Several steps were suggested in the “accord” to protect the identity and culture of indigenous people, inter alia, by way of detection and deportation of foreigners. In view of unabated migration of IBIs in the state of Assam the Hon’ble supreme court of India is also monitoring the issue. Apart from establishing good number of tribunals to decide the citizenship of doubtful foreigners the state of Assam has also undertaken the task of updating National Register of Citizens (NRC). This exercise is likely to give clear picture of genuine Indian citizens living in the state of Assam vis-àvis illegally migrated foreign nationals. The state of Nagaland has already adopted the system of inner line permit since British rule. This provision was brought in this state through Bengal Eastern Frontier Regulation, 1873. Despite existence of such stringent legal provision the influx of IBIs is still unabated. Hence, we feel that updating NRC in the state of Nagaland also would go a long way to solve the critical issue of detecting foreign nationals. E-Arming the prison staff Since pre independence government of India has constituted a number of committees and commissions to recommend improvements in the prison. Conference, seminars and meetings are also held at regular intervals to supplement and guide the commissions. It resulted in the enactment of prisons Act, 1894. The said Act is still continuing except minor amendments. The first major step was taken to review the Prisons Act with the appointment of All Jail Committee (1919-1920). It was followed by appointment of various committees at the state and central level. Finally the government of India has published a “National policy on prisons” and has also prepared “Model Prison Manual”. However, it is seen that the amendments suggested in the Prisons Act
centres around reform in the ‘Sentencing policy”, inter alia, to ascertain alternatives of imprisonment rehabilitation of the criminals, reform of the criminals, protection of human rights of the prisoners, separation of male, female and juvenile prisoner, to provide legal-aid to the UTP’s and other prisoners, appointment of development of the prison administration etc. Strangely, no commission or committee appears to have felt the need to examine as to whether time has come to provide arms to the prisons’ staff also or to create an independent armed battalion, specifically to secure safety of the jail campus and jail inmates. Hence, it is recommended that the government of Nagaland shall take up this issue with the National commission on prisons and also with the Bureau of Police Research and Development (BPRND), which is the nodal agency at the national level. F-Sensitization programmes on Human rights Handling down justice on the street by mob and crowd has become order of the day. Thrashing to death Sarif Khan was not the first incident in Nagaland. Earlier also similar incidents have taken place in the state. Truly speaking, Nagaland is not an exception. Examples of giving instant justice by mob can be found in every nook and corner of India. However, abducting an UTP from central jail, Dimapur in presence of armed police personnel and parading him to 8kms and finally hanging his dead body on the railings of the tower in the heart of the city during the period of prohibitory order appears to the first in the country. March 5, 2015 incident of Dimapur shocked the conscience of every law abiding citizen of Nagaland. It shows that those involved in the jail breaking lacked basic knowledge of Rule of law and legal and human rights of the citizens, including that of under trail prisoners. Article 14 of the Con-
stitution of India guarantees equality and equal protection of the laws; Article 15 prohibits discrimination on grounds of religion, race, caste, sex, or place of birth and Article 21 promises protection of life and personal liberty. In a plethora of judicial pronouncements the Hon’ble Supreme Court has held that fundamental rights guaranteed under Article 14 and 21 are also available to UTP’s and convicts. The Apex Court has also held that human rights are inherent in individuals since it is human essence. Human rights were formally documented in the year 1948 in the form of ‘Universal Declaration of Human Rights’ by the United Nation. This International Bill of human rights recognizes not only human ‘right to life, liberty and security’ but also freedom against exploitation, right to privacy, as well as other economic, political, social and cultural rights. India is a signatory of the aforesaid international covenant. Taking legal cognizance of the Universal Declaration and extensive violation of human rights the Government of India has also enacted ‘Protection of Human Rights Act, 1993’. Despite this law, infringement of human rights is unabated and killing of Sarif Khan is an illustration. In the backdrop of the Universal Declaration and Human Rights Act the commission feels that young generation should be adequately sensitized about the value of human rights and rule of law in a democratic country. For this purpose the government can improve school syllabus, if necessary, and also hold awareness camps in the State regularly. Instead of looking for an opportunity to crush mob violence in future with the use of force it is better to mould the mindset of the people for long term solution. We are writing this note to bring everyone’s attention towards the bad condition of roads in Nagaland. It is said that “roads are the new rivers”. We need good roads for better transportation and safer driving. If there is good quality of roads, we won’t need to build up roads again and again. During hornbill season, roads are temporarily repaired by just filling in the pot holes. When the roads are in bad condition the vehicles consume a lot of fuel and also don’t have a long life. It also takes more time to travel and if there is a medical emergency, we are sure the patient will die before he reaches the hospital. We can have toll roads where we charge money for maintaining the roads. We can also build flyovers to reduce the traffic congestion. If we were to have good road connectivity we are sure the face of development of Nagaland would be much more faster. It is therefore requested to you to kindly look after this problem. India, Qatar to share intel to combat hawala, terror financing ranging talks, Prime Minister Narendra Modi, who is on a two-day visit, had with Emir of Qatar Sheikh Tamim bin Hamad Al-Thani and Qatari leadership, the two sides decided to constitute an interministerial high-level joint committee to regularly review all bilateral matters, as well as regional and global issues of mutual interest. “Cr ucial agreements were signed today, which will give new strength to IndiaQatar ties,” said Modi. “Sheikh Tamim and I had wide ranging talks on
how India and Qatar can further expand bilateral ties,” he tweeted. An MoU was signed between the Finance Intelligence Unit -India (FIU) and Qatar Financial Information Unit to share intelligence on illegal movement of money, termed as ‘hawala’. “The two sides further agreed to take action against illegal transfer of money,” a joint statement issued after the talks said. There is a lot of money flow and investment from Qatar. A number of black money investigations have taken Indian authorities
to Qatar’s shores and such an MoU is seen as a move to help combat money offences. Under this pact, the two sides also agreed to exchange financial intelligence to combat terrorism financing and other economic offences. Briefing reporters, Secretary (Economic Relations) Amar Sinha said: “They (Qatari side) also realise that terror does pose a threat to both of us and to our region. “Both the sides felt that time has come that we need to move beyond the trading relationship and get into stra-

Osaka, Jun 5 (PTI): Amid 10 state-run lenders suffering losses of over Rs 15,000 crore in the March quarter, Finance Minister Arun Jaitley has promised greater capital support to banks while warning that defaulters cannot be allowed to “sleep well”, leaving all the worry to bankers. He also rejected suggestions that huge losses being posted by public sector banks (PSBs) were like “skeletons tumbling out”, saying NPAs were mostly due to businessrelated losses in certain sectors, rather than due to frauds, and one must “distinguish between chalk and cheese”. Jaitley, who was on a six-day visit to Japan to attract investments, said the losses were because of provisioning to cover for bad debt and most of the banks including State Bank of India and PNB had good profits at operational level. “Look at the balance sheets of these banks. New Delhi, Jun 5 (PTI): The government’s proposed policy to push 28 million units of decade-old polluting vehicles off the roads would generate steel scrap worth Rs 11,500 crore annually, reducing import burden. The government is eyeing a huge quantity of steel scrap from its proposed Voluntary Vehicle Fleet Modernisation Programme (VVMP) that offers incentives worth 8-12 per cent of the cost of a new vehicle for surrendering the old one. “In addition to environmental and energy efficiency benefits, the V-VMP would be able to generate steel scrap worth Rs 11,500 crore domestically every year with the set-up of organised shredding centres of which 50 per cent would be generated by MHCVs (buses and trucks),” the government has said in its proposed policy. This will help reduce India’s import burden and improve the foreign-exchange reserves, it said. The proposed policy, for which the government has invited comments and views from stakeholders, has been designed to minimise air pollution caused by

New Delhi, Jun 5 (PTI): With retail inflation showing signs of hardening, RBI Governor Raghuram Rajan may maintain status quo in the bi-monthly monetary policy review on Tuesday and wait for the impact of delayed monsoon rains before making the next move, say experts. Rajan, criticised for following hawkish monetary policy for too long before starting to lower rates, has reduced the benchmark interest rate by 1.5 per cent since January last year. Since then, he has been persuading banks to fully transmit the benefit of the policy rate cut to customers. The customary post-policy press briefing by Rajan, whose current 3-year term as the central bank Governor ends in September, will also be closely watched for any cues relating to whether he is being given an extension. “RBI is likely to maintain status quo this time. Although there is consistency in inflation numbers, the last numbers do not give much comfort,” a senior banker said. “Only positive factor is good monsoon. RBI will

The report said that since the Narendra Modi government assumed power there has been a clear step-up in checks around gold transactions and it has become increasingly difficult to park unaccounted cash in the form of jewellery or bullion. Due to various measures taken by the government to tighten the noose around black money, there has been a clear drop in the prices of land and real estate and a decline in the appetite in gold, it said. The crackdown has, however, also resulted in increase in the preference for cash in physical form and notable decline in the usage of formal banking channels as evinced by the decline in bank deposits as well as usage of debit cards. “The combination of heightened interest rates in the black economy as well as the lack of liquidity in the banking system has led to the weighted average cost of debt capital in India rising by 30 bps over the last 12 months even as policy rates were cut by 100 bps,” the report noted.

New Delhi, Jun 5 (PTI): Pegging India’s ‘black economy’ at over Rs 30 lakh crore or about 20 per cent of total GDP, a new study says it has been contracting gradually over the years but still remains bigger than the overall economic size of countries like Thailand and Argentina. Besides, a crackdown on black money has made the cost of capital costlier in the black economy with the lending rates having risen to as high as 34 per cent, from about 24 per cent a year ago, as per the study by Ambit Capital Research. The study said that the crackdown has had some “unintended consequences” in form of an increase in preference for cash in its physical form and a notable decline in the usage of formal banking channels with record low deposit growth - which may keep the GDP growth rate flat this year. Police suspect religious extremists were behind her murder, Home Minister Asaduzzaman Khan Kamal said. She was the wife of Superintendent of Police Babul Aktar, now posted at the police headquarters in Dhaka. Babul has led several raids on militant hideouts and investigated several terrorrelated cases as the additional deputy commissioner with the Detective Branch in Chittagong. Paedophile Vijesh Kooriyil fled to India earlier this week, just a day before his trial was due to commence in Oxford on Tuesday. The 29-year-old business manager boarded a plane to Delhi on Monday night and was unanimously convicted of two rapes and sentenced in absentia to an extended prison term of 18 years at Oxford Crown Court on Friday, ‘Daily Mirror’ reported. Kooriyil, who hails from Kerala, had been charged with repeatedly raping the boy after trapping him in his bedroom in Oxford in 2010 and 2011. He had been permitted to keep his passport under his bail conditions, which were unconditional because he had no previous cautions or convictions. “Vijesh Kooriyil deployed the all too familiar ways of gaining a child’s trust. He would often call the boy to come and play with him. Some of those games were innocent enough, but others took place in the defendant’s bedroom,” Judge Peter Ross said during sentencing. “It was there, having secured the door with string and a nail, that the defendant began to rape a sixyear-old, then-seven-year-old boy,” he added.

Sunil Gomes, 65, was found dead inside his grocery shop at around midday today in northwestern Notore district, police superintendent Shyamal Mukherjee told PTI over phone. The assailants fled the scene immediately after hacking to death Gomes inside his shop at the commercial hub near a church at Banpara village at the outskirts of the district town, he said. “We are yet to know the details of the incident but our policemen are gathering information about the murder,” Mukherjee said. Wa s h i n g to n, J u n 5 (PTI): Prime Minister Narendra Modi’s visit here this week will focus on enhancing Indo-US security and diplomatic cooperation and offers a chance to reflect on how much the strategic partnership has grown during eight years of Obama administration, the State Department has said. “We look forward to Prime Minister Modi’s visit next week, which will include both a bilateral meeting in the Oval Office with President (Barack) Obama and a lunch at the White House,” a State Department spokesman told PTI. Since 2014, there have been six meetings and countless phone calls between Obama and Modi, and this visit “reflects the significance that the two leaders place on the natural alliance between the two largest democratic countries of the world”, the spokesperson said. Puli Alam, Jun 5 (AFP): Taliban gunmen stormed a court complex in a city south of Kabul today, killing at least seven people in the insurgents’ third so-called “revenge” attack for last month’s execution of Taliban-linked prisoners. The attack in Puli-Alam, capital of volatile Logar province, also left 23 prosecutors wounded as they were meeting to decide the fate of six newly arrested Taliban militants. The head of the court was among those killed in the attack, which comes as the Taliban step up their annual spring offensive after naming a new leader late last month. “Three gunmen entered the court building and started shooting people at close range,” Salim Saleh, the provincial governor’s spokesman, told AFP. “Seven people were killed including Mohammad Akram Nejat, the newly appointed head of the court.” Hasib Stanakzai, a member of Logar’s provincial council, confirmed the death toll. The Taliban said the attack was in retaliation for the execution of six Taliban-linked inmates in early May, part of President Ashraf Ghani’s new hardline policy against the insurgents.

Ulan Bator, Jun 5 (AFP): US Secretary of State John Kerry today warned Beijing against setting up an air defence identification zone (ADIZ) over the disputed South China Sea during a visit to Mongolia. Washington would consider the establishment of such a zone - which would require civilian aircraft to identify themselves to military controllers - “a provocative and destabilising act,” Kerry told reporters in Ulan Bator. The remarks came on the eve of a US-China dialogue in Beijing and after a Hong Kong newspaper cited Chinese army sources as saying Beijing was mulling such a zone, similar to one Beijing established over the East China Sea in 2013. China claims nearly all of the strategically vital sea despite competing claims by several Southeast Asian neighbours, and has pressed its claims by rapidly building artificial islands suitable for military use. n a show of solidarity to a campaign against women exploitation, Nagaland Motorcycle Club (NMC) lent a helping hand to woman activist who is on a whole nation tour to propagate the need to rise up against women
exploitation. Shailja Gupta from Mumbai who started a campaign under the banner, “Bikers against women exploitation”, disclosed that as a victim of such treatment herself in a patriarchal society
she felt it very important to create awareness against such treatment towards women. A widowed mother of two grown up children, Shailja exclaimed that after all not everything was lost and that although some sections of
the society was lost to the inhuman treatment against women, there was still hope for changes, she said referring to the huge support from the member of NMC who were all male numbering more than 30.
Nagaland being the third destination since she last started the campaign in Delhi two months back followed by Ahmedabad, Shailja said she was set to tour the whole nation and make loud that people especially the male dominated society should bring around a change where women can live without fear or exploitation. Citing that man make a lot of rules and guidelines for women which suppresses them to a great extend compelling women to retaliate in such situations and eventually becomes a man out of compulsion leading the society to go from bad to worst, Shailja said. Leaving aside their daily chores, more than 30 members of NMC participated in the campaign rally. Sporting the flag where the motto was written, the bikers took a trip to Chumukedima. Hacker blamed for Jack Black ‘death tweets’
O
nline speculation that US actor Jack Black has died appears to be the work of a hacker who posted messages on his rock band’s official Twitter account. Fans expressed dismay after a message on Tenacious D’s Twitter page claimed Black had died at the age of 46. Subsequent messages, however, appeared to suggest the group’s account had been hacked by a prankster. John Konesky, a guitar player with Tenacious D, has also attributed the rumours to a malicious hacking. Calls made to Black and his band’s US and UK representatives have yet to be answered, though some fans were quick to rubbish the alleged claims. One Twitter user said Black was in fact on a plane headed to Los Angeles following his appearance with bandmate Kyle Glass at two music festivals in Germany.
One of those events, Rock am Ring near Frankfurt, has since been cancelled due to bad weather. It has also been speculated that Black and Glass themselves were responsible for the tweets that surfaced on Sunday morning. That theory appears to be discounted, however, by the fact that neither Tenacious D’s official website nor official
Facebook page make any reference to Black’s current condition. It is not the first time Black, whose films include Kung Fu Panda and School of Rock, has been the victim of an online hoax. One in 2012 claimed he had fallen off a cliff in New Zealand, while another in 2014 alleged he had died after a stroke.

uhammad Ali hobnobbed with Bollywood during his visit to Mumbai in 1990. The former boxing champ had attended an awards event at the Holiday Inn hotel in Juhu on December 31, 1990. When he met Rekha, the show’s host Amin Sayani quipped, “He has the punch in the fist and she has the punch in her eyes.” Ali had visited the city on the invitation of the late filmmaker Sultan Ahmed (Ganga Ki Saugand, Daata, Jai Vikraanta) who was hosting an event to felicitate stars who had worked with his production house. NEW DELHI, Jun 5 (PTI): Professional boxing in India is all set to get a massive fillip as the national capital will host an AIBA Pro Boxing (APB) fight night on June 11 featuring former World Championship bronze-medallist Vikas Krishan, who would be assured of an extra shot at Olympic qualification through this. The middleweight World No. 6 in International Boxing Association rankings will square off against Kenya’s Nickson Abaka, a former World Milliary Games bronze-medallist who is now playing his trade in the APB. “This bout has been made possible by Neeraj Goyat (a pro boxer who is a part of the Professional Boxing Organisation of India (PBOI). Competing in this bout would make me eligible for the final Olympic Qualifiers in Venezuela in July, where pro boxers from all over the world would be participating,” Vikas told PTI. Goyat currently holds the WBC Asia Boxing Council’s welterweight title. LONDON: A consortium headed by American businessmen Jason Levien and Steve Kaplan has purchased a controlling stake in Swansea, the Premier League club announced on Sunday. The deal, concluded after lengthy negotiations, will see Huw Jenkins remain in an executive role and charged with the day-to-day running of the club.“Jason and Steve have vast experience in running sporting franchises in America,” Swansea said in an official statement on their website. KOLKATA, Jun 5 (PTI): 104-year-old bodybuilder Manohar Aich , who was once a household name in Bengal after becoming India’s first Mr Universe in 1952, died at his Baguiati residence Sunday afternoon, according to family sources. “Aich was on a liquid died for last 10-15 days and had stopped talking. He breathed his last at 3.50 pm,” his son Khokan Aich told PTI. Aich is survived by two daughters and two sons, one of whom manages a gym and fitness centre to fulfill his father’s dream of making the youth “healthy and strong”. Aich, who turned 104 on March 17, had become India’s first Mr Universe when he won the 1952 National Amateur Body-Builders’ Association Universe Championships. Born in the district of Comilla (now in Bangladesh), Aich, at just four feet and 11

Ali’s relatives will accompany his body from Scottsdale, Arizona to Louisville, his hometown in the southern state of Kentucky. After a private family funeral on Thursday, Ali’s coffin will be transported through
modest childhood home, now a museum, to pay their respects. “Our hearts are literally hurting. But we are happy daddy is free now,” Ali’s daughter Hana Ali wrote on Twitter. Ali was hospitalized in the Phoenix area early this week, but his condition quickly deteriorated. “His final hours were spent with just immediate family,” Gunnell said. “He did not suffer.” Ali had been living in the Phoenix area with Lonnie, his fourth wife whom he married in 1986. He was survived by nine children - seven daughters and two sons. The fighter himself planned much of the memorial events, Gunnell said. The interfaith service is to be conducted at Louisville’s KFC Yum! Center in accordance with “Muslim tradition” and in the presence of an imam. Ali will be buried at Cave Hill Cemetery in Louisville, where he was born in 1942. Outside the family home in Louisville and the hospital in Scottsdale, fans left flowers, letters and mementos.Fans also gathered in Los Angeles to snap photos and leave flowers at Ali’s star on the Hollywood Walk of Fame.

Taking into account the village council/GBs held a meeting and gave a clearance on 1st May 2016 regarding disqualification of one candidate i/e Shri. Peter Kikon as per VDB model Rule 4(a) and Rule 19 of Old Aree Village Council Resolution, since Shri. Peter Kikon is not a permanent resident of Old Aree village. Consequently Shri. Thungjamo Humtsoe was unanimously elected as VDB Secretary of Old Aree village for the tenure w.e.f 2016 to 2019. Further, the Village Council/General Public notify to take stern action to the citizen of Old Aree village who publishes any immaterial articles in media condemning council. Djokovic wins maiden French Open title
Paris, Jun 5 (Agencies): World number one Novak Djokovic beat Britain’s Andy Murray to win his first French Open title and complete the career Grand Slam. The Serb, 29, won 3-6 6-1 6-2 6-4 to win his 12th major title and become the first man since Rod Laver in 1969 to hold all four Grand Slams at once. Murray had hoped to secure the third leg of his own career Slam, having already won Wimbledon and the US Open. The Scot, 29, was Britain’s first male finalist in Paris since 1937. Second seed Murray played superbly to win the first set but could not convert a break point early in the second, and Djokovic took control to win in three hours. Djokovic fell back on the clay in delight and relief after requiring two breaks of serve and four match points in a desperately tense end to the final. With three-time champion Gustavo Kuerten watching from the stands, Djokovic
then emulated the Brazilian by drawing a heart in the clay with his racquet. “It’s a very special moment, the biggest of my career,” said Djokovic. “I felt today something that I never felt before at Roland Garros, I felt the love of the crowd. I drew the heart on the court, like Guga, which he gave me permission to do. My heart will always be with you on this court.” Murray had looked capable of causing an upset with an aggressive display in the opening set. However, Djokovic turned the match around early in the second set and Murray, who had played five hours’ more tennis in reaching the final, could not keep pace. Djokovic looked determined to make up for losing in three previous Paris finals when he broke the Murray serve to love with a brilliant opening game, but the nerves were soon apparent. A beautiful lob saw Murray hit straight back in game two and, playing aggressively at every opportu-
nity, he powered into a 4-1 lead as Djokovic misfired with his forehand. Murray clinched the set at the third opportunity - after a generous overrule that drew boos from a crowd seemingly backing Djokovic - and some stunning defence earned the Scot a break point at the start of the second set. Djokovic needed to turn the tide and he did so with a smash, before grabbing the lead when Murray doublefaulted at break point down. The Serb then began to dictate with his backhand, firing a winner down the line for a decisive second break as Murray’s first-serve percentage slipped below the 50% mark. With a 5-2 lead in the fourth set, and his friends and supporters preparing to celebrate in the stands, Djokovic suffered a tortuous few minutes as Murray refused to give up. The Briton got one of the breaks back and saved two match points, before finally netting a backhand as Djokovic clinched a historic win.

The eight-time winners rested Barcelona forward Neymar, who was watching from the Rose Bowl stands, for the centenary edition of the tournament and they were short of ideas in his absence. David Luiz and Marcelo joined Neymar on the sidelines as they all prepare for the Olympic Games, which start later this summer in Rio.
