Dimapur, Jun 5 (NPN): Nagaland Voluntary Consumers Organisation (NVCO) has revealed that as per RTI information involving appointments under Health & Family Welfare department from 2014 to May 2016, there were 319 who were appointed without any vacancy or approval of the government. Interestingly, NVCO’s press media cell disclosed that earlier the department had terminated over a hundred employees just in one district as they were appointed without vacancy or sanctioned post. However, despite having acted against irregular appointments, NVCO said the same department continued with “the same blunder and illegality” and exploiting the livelihood and career of citizens by providing them with false hopes of regularisation. Fur ther NVCO noted, that the depar tment had appointed 37 Medical Officers(MOs) and three Physiotherapists on the recommendation of the NPSC . However, H&FW appointed 13 MOs through backdoor during 2014-16 such as : six MOs in 2014; four MOs in 2015 and three MOs in 2016 which should have been requisitioned to the NPSC as they were sanctioned posts. NVCO sought clarification from the department as to why it continually practised backdoor appointments by not sending requisition to
NSCN (I-M) terms news report as ‘comic speculation’
DIMAPUR, JUN 5 (NPN): Reacting to the news report of the Imphal Times, which were published in section of the local daily and social media on the so called 18-point demand, NSCN (I-M) MIP in a press note termed it as “comical speculation”. NSCN (-M) has clarified that “no such funny points are discussed at the negotiating table nor have any plan to do so in the future as well”. Therefore, the 18-point demand as stated by Imphal times was nothing but just another “usual speculation”, MIP said. Meanwhile, MIP appealed to all Nagas and well wishers across the world supporting the ongoing peace talks not to be subjected to rumors but to keep the faith in the NSCN leadership, who it said, was representing the sentiments and aspiration of all Nagas.

NVCO also expressed solidarity with the demand of the Nagaland Public Rights Awareness and Action Forum (NPRAAF) for cancellation of all backdoor appointments . It cited government order dated January 13,2010 that al such illegal orders be cancelled and FIR lodged by the State Vigilance Commission. Further, press & media cell also stated that NVCO president Kezhokhoto Savi had filed an RTI application seeking information on the district-wise allocation of Kerosene by AOD and MD during the last five years. NVCO disclosed that kerosene distributorship in Nagaland is allocated to firms owned by local dealers including a top leader of a political party. NVCO maintained that Kerosene is being used for mixing with motor fuels and has caused premature damage to vehicle engines. It cited that adulteration in far flung areas such as Tuensang was so high that most vehicle owners drive all the way up to Mokokchung to buy vehicle fuel despite inconvenience and cost.

Zunheboto: 64 Grade-IV were appointed by five past principle directors (PDs) under CMO, Zunheboto. During February, March and April 2016, one past PD appointed 43 under and out of which 33 without vacancy, two regular posts (M.A & chowkidar) without vacancy and others against retirement. In September and November 2015, nine were appointed out of which two posts were against retirement and seven adhoc with government approval. The department also appointed one without vacancy in July 2015 and from August 2014-January 2015, nine were appointed out of which three were without vacancy and six others against retirement while in March and June 2014, two appointments were made against retirement. Tuensang: In Tuensang, out of 60 appointments, 37 were appointed without vacancy and 23 against vacancy on direct appointments by past five PDs. Peren: 6 were appointed without vacancy (2 adhoc) and five against vacancy by five PDs Wokha: Out of 24, 15 appointed without government approval, seven with government approval and two posts against voluntary retirement by five PDs. Dimapur: Out of 46, 34 were appointed without government approval, eight with government approval and two due to voluntary retirement and one against vacancy due to promotion by five PDs. Kohima: Of the 64 appointments, 47 were appointed against vacancy, 13 adhoc on existing vacancy and four against retired/promotion vacancy by six PDs. Kiphire: Of the 12, nine appointed without vacancy and three against vacancy by four PDs. Mokokchung: Of the 22, nine without government approval, five with government approval and eight against retired vacancy by four PDs. NEW DELHI, JUN 5 (IANS): Nearly half of all heart attacks may not have classic symptoms, such as chest pain, shortness of breath and cold sweats but are likely to be silent , reveals new research. A silent heart attack occurs when blood flow to the heart muscle is severely reduced or cut off completely. “The outcome of a silent heart attack is as bad as a heart attack that is recognised while it is happening,” said Elsayed Z. Soliman, director of the epidemiological cardiology research centre at Wake Forest Baptist Medical Centre, in the US. The findings showed
that silent heart attacks are made up 45 percent of all heart attacks. Also, these are more commonly found in men but are more likely to cause death in women. Further, the risk of dying from heart disease increases by three times in case of a silent heart attack. The chance of dying from all other causes rises by 34%. Silent heart attacks are usually detected when patients undergo an electrocardiogram (ECG) -- a process to check heart’s electrical activity. “Doctors need to help patients who have had a silent heart attack quit smoking, reduce their weight, control cholesterol and blood pressure and get more exercise,” the researchers noted in the paper published in the journal Circulation. For the study, the team analysed the records of 9,498 middle-age adults. For over an average of nine years after the start of the study, 317 participants had silent heart attacks while 386 had heart attacks with clinical symptoms.
DIMAPUR, JUN 5 (NPN): Joint Action Committee on Women Reservation (JACWR) has stated that the clarification issued by the Municipal Affairs Department (MAD), joint director & HoD on women reservation issue was “misleading and misinterpretation” of the Supreme Court’s order on the SLP granted to the petitioners and a stay on the division bench judgment of the Guahati High Court and its implementation. JACWR said that the petitioners appeal in the SLP was granted, seeking for conduct of the civic polls and implementation of the 33% reservation for women. JACWR said that the Supreme Court had admitted the SLP in 2012, while hearings and arguments took place between Nagaland’s advocate general, Balagopal and Dr. Colin Gonsalves, in the court of the chief justice himself. In a veiled attack on the earlier Congress regimes, Modi said: “Today across the world, India’s image has been enhanced and the country is being viewed respectably. Everyone is being attracted to India. You would have noticed the change when people from other countries meet Indians.” The Prime Minister said that despite India facing drought for two consecutive years, it has achieved 7.9 per cent GDP in the last quarter of the fiscal gone by. “World’s economy is in doldrums and the best of the countries are also facing an economic downturn. “(But) India is moving ahead at a fast pace despite a lot of difficulties,” he said, adding that all the credit rating agencies, World Bank and the IMF were unanimous in recognising India as the world’s fastest growing economy. “Despite the problems, the 7.9 per cent growth is testimony to the

Modi added: “Even when you go to faraway Mongolia, an Indian there also feels that times have changed (in India).” Noting that IndiaQatar relations were growing, with the Indians settled here contributing significantly, he said: “When rulers of any country praise Indians, you can imagine how my chest swells with pride.” After the 14th Finance Commission, the situation was reversed with 65% of the country’s revenue going to states and the Centre having to do with only 35%, he said. In his 25-minute speech, the Prime Minister also made a reference to the One Rank One Pension scheme for the retired defence personnel which had been pending for over four decades. “The economic burden may have been big but this cannot be less than the prestige of soldiers dying for the country,” he said.

Keyho has made it clear that the NNC would continue to maintain ‘one government one tax’ and urged all to cooperate. In a press note, Keyho said that the NNC would also uphold the “parliamentary democracy and the principle of one man one post”. It further stated that the NNC “shall not collect any taxes except membership fees/any free and voluntary donations/ contributions”. DOHA, JUN 5 (AGENCIES): Vowing to root out corruption in India, Prime Minister Narendra Modi on Sunday said he has “faced problems” by depriving the “sweets of many” and saved over Rs 36,000 crore annually by stopping leakage and theft in government schemes. Addressing the Indian diaspora at the end of his twoday visit to Qatar, Modi said, “We have only cleaned up the surface (on corruption) and a detailed clean-up remains.” “We have stopped the sweets of many and in doing so, I have also faced problems. But I get the strength to face these problems from the love received from 125 crore Indians,” he said, likening criticism of the government’s action to a child getting angry on being deprived of a sweet by his mother. Modi, who was repeatedly cheered by the Indian community members, said efforts to ensure financial transparency, discipline and efficiency have started yielding good results. “Can you imagine? We have saved Rs 36,000 crore per year by stopping leakage and theft in various government schemes,” he said. Amid concerns expressed by Parliamentarians on air fares going higher during the recent Jat agitation and natural calamities, Civil Aviation Minister Ashok Gajapathi Raju had told the Lok Sabha last month that he would discuss the issue with stakeholders. Raju’s deputy Mahesh Sharma had also said recently that the government would announce a mechanism soon to curb high airfares. “We are in the process of adopting certain measures to cap ticket price. But we are trying to do it by consensus and not by regulation. Our prime minister also envisions that fares be kept under control,” Sharma had said.

MAD jt. director & HoD had earlier pointed out that the directions issued by the single judge were not sustained by the division bench and were replaced by the operative directions issued by the division bench. He said the single judge’s directives were “subsumed and merged with the impugned judgment” passed by the division bench. In this regard, he said that the stay on the implementation of the impugned judgment by SC “does not operate to revive the single judge’s decision and directions”. He said that since there was “no stay of the NLA Resolution” , though the same was challenged in writ petition, it has implied that the resolution continues to hold the field.
DIMAPUR, JUN 5 (NPN): ACAUT Nagaland has lodged an FIR with Mokokchung town police station (1), seeking the arrest of town commander, Mokokchung town NSCN (I-M). Convenor of Public Grievances Cell ACAUT, Hetoi Chishi said that the FIR was filed against the town commander for demanding 24 % deduction of salaries from the office of Chief medical Officer (CMO) Mokokchung and thereafter issuing individual demand letters to all the 70 primary health centres and sub-centres under CMO, Mokokchung district. ACAUT has also demanded that office incharge to probe the matter thoroughly without fear or favour as the matter was “nothing but extortion”. ACAUT alleged that the town commander of Mokokchung town, NSCN (I-M), issued a demand letter to the CMO Mokokchung on 24% deduction of the salaries and when the staff refused to comply, the town commander resorted on issuing individual
demand letters to all the 70 primary health centres and sub-centres. ACAUT also reminded OC, Mokokchung PS, that, both demand and payment of 24% of salary of government employees to NPGs was illegal. Further, ACAUT expressed hope that Mokokchung police will be able to uphold the confidence of the general public.
Deadline to HODs/DDOs
Meanwhile, ACAUT has served one week deadline to all HODs/DDOs to return the deducted 24% amount from the staff salary. It also warned responsible officials that failure to do so, it will lodge FIRs against them irrespective of their reputation. In this regard, ACAUT has appealed to all HoDs/ DDOs at the directorate office and all districts to refrain from deducting salaries of their employees. ACAUT has also filed a FIR with Zunheboto police station against a certain HoD of the district and Zunheboto police was probing the case.
Terrorists using ‘calculator’ to avoid surveillance SRINAGAR/NEW DELHI, JUN 5 (PTI): A new app ‘calculator’ has been found on smart phones of terrorists infiltrating into Jammu and Kashmir which helps them to remain in touch with their handlers in Pakistan-occupiedKashmir (PoK) without being detected by technical surveillance mounted by army. With the number of militants infiltrating from PoK showing a steep rise this year, the Army found that terrorists carried a smart phone with no messages stored in it. The Army’s signal unit, which relies mainly on technical intercepts like usage of wireless and mobile phones by infiltrating terror groups to track them, is burning midnight oil along with National Technical Research Organisation (NTRO) and other agencies to crack this mechanism used by the terrorists. The technology was first used by a US-based company during Hurricane ‘Katrina’ so that the affected residents could remain in touch with each other. During interrogation of
some of the terrorists of Lashker-e-Taiba (LeT), the agencies came to know that the terror outfit had modified it and created an application ‘calculator’ which can be downloaded on smart phones attached to the off-air network created specifically for them. The technology is based on the concept of ‘cognitive digital radio’ that enables users to turn their smartphones into peer-to-peer, off-grid communication tools. The network generates its own signal through proprietary adhoc networking protocols and automatically coordinates with other units within range which enables users to send and receive text messages, share their GPS locations on offline maps regardless of access to WiFi or cellular service. The terrorists apprehended had their phones paired with the radio sets along the border and were receiving instructions about the route and terrain, official sources quoting interrogation details of some apprehended militants said. In a related development, the army is trying to plug the
holes in the anti-infiltration grid and has already started redeployment of troops. The infiltration of terrorists from across the border by end of April this year stands at around 35 in Kashmir area. All the security agencies were unanimous about infiltration from the Jammu side where they claimed militants made three infiltration bids which were foiled by troops. According to the sources, the militants, who infiltrated recently, have already gone to higher reaches of Bandipora from where they have moved towards central and south Kashmir. During winter, infiltration is always low. However, this year, winter did not last long and terrorists are suspected to have taken advantage of the favourable weather conditions, sources said. There were 121 infiltration attempts along the border in Jammu and Kashmir in entire 2015 of which 33 were successful.
