6 months to probe corrupt govt employees N E W D E L H I , J une 5(PTI): Changing an over 50-year-old rule, the government has set a deadline of six months to complete probe in corruption cases involving its employees. The decision has been taken to speed up the investigation in such cases, most of them pending for quite a long time. The department of personnel and training (DoPT) has amended Central Civil Services (Classification, Control and Appeal) Rules, 1965, and decided a timeline for critical stages of investigation and inquiry proceedings. The Inquiring Authority should conclude the inquiry and submit its report within a period of six months, says the amended rules. However, an extension for a period not exceeding six months at a time may be allowed for any good and sufficient reason to be recorded in writing by the disciplinary authority, it said. The new rules are applicable to all category of employees excluding those in all-India services--IAS, IPS and IFoS-- and a few other categories of officers.
Climate change led to warmest years in India New Delhi, Jun 5 (PTI): India has witnessed the warmest years in the last fifteen years due to climate change, according to a data released by the Centre for Science and Environment. An analysis which looks at temperature trends in the country, both annual and seasonal, from 1901 till 2017, has found that the country has been getting warmer continuously, consistently and rapidly. Citing the data, CSE Director General Sunita Narain expressed concern over US President Donald Trump pulling his country out of the Paris Agreement on climate change. “With the US exiting the Paris Agreement, controlling emissions and temperature is now a tougher task for the world. With the increasing temperature, we are moving towards a disaster and we appeal to the global community to come together and take strong actions,” Narain said in a Facebook live while releasing the data. According to the report, the annual mean temperature in India has increased by about 1.2 degrees Celsius since the beginning of the 20th century.

Arab nations cut ties with Qatar DUBAI/RIYADH, JUN 5 (IANS/AFP): The price of oil gained over 1 per cent while stock prices in the Gulf retreated across the board after Saudi Arabia, the UAE, Bahrain, Egypt and Yemen cut diplomatic ties with Qatar on Monday. Markets reacted to the escalation of the diplomatic row in the Gulf region and sent the price of oil 1.04 per cent higher to $50.47 per barrel, Xinhua news agency reported. In Doha, the Qatar Exchange Index plummeted 7.94 per cent to hit 9,135, marking an 18-month low. In the UAE, the Dubai financial market DFM dived 1.36 per cent one hour after opening and fell below 3,300. Bank shares in particular posted heavy losses. Media reports indicated that all UAE airlines, including budget flyer FlyDubai and Etihad from Abu Dhabi, will stop flying to Qatar from Tuesday. In Abu Dhabi, the

NEW DELHI, JUN 5 (AGENCIES): The Central Bureau of Investigation on Monday carried out searches at the residence of NDTV founder Prannoy Roy for allegedly concealing a share transaction from the SEBI and causing a loss to a private bank, a move termed by the channel as a “witchhunt” based on “same old” false accusations. The CBI has registered a case against RRPR Holding pvt limited, Pranoy Roy, his wife Radhika and unidentified officials of ICICI Bank of criminal conspiracy, cheating and corruption. RRPR Holdings had allegedly taken a loan of Rs 500 crore from India Bulls Private Limited to purchase 20 per cent shares of NDTV from the public. The CBI has alleged that RRPR Holdings took a loan of Rs 375 crore at the rate of 19 per cent per annum from ICICI Bank to repay the borrowing from India Bulls. The promoters of NDTV pledged their entire shareholding in NDTV as a collateral to ICICI for this loan, it alleged. This pledging of shares

was not reported to the SEBI, stock exchanges and the ministry of information and broadcasting, according to the CBI. Such concealment was allegedly done as a creation of more than 61 per cent voting capital which was in violation of section 19 (2) of the Banking Regulation Act. It should not be more than 30 per cent, the agency said. An interest waiver of 10 per cent was given by ICICI. According to the Act, “No banking company shall hold shares in any company, whether as pledgee, mortgagee or absolute owner, of an amount exceeding thirty per cent. of the paid-up share
capital of that company or thirty per cent of its own paid-up share capital and reserves, whichever is less. “Provided that any banking company which is on the date of the commencement of this Act holding any shares in contravention of the provisions of this sub-section shall not be liable to any penalty therefore if it reports the matter without delay to the Reserve Bank and if it brings its holding of shares into conformity with the said provisions within such period, not exceeding two years, as the Reserve Bank may think fit to allow,” it said. The FIR said that a loss of Rs 48 crore was caused to ICICI Bank and consequent gain by RRPR. The searches took place at two locations in Delhi and one each in Dehradun and
Mussoorie. A CBI team was conducting raids in Dehradun, CBI SP Sujit Kumar said. Information and Broadcasting Minister M Venkaiah Naidu said there was no political interference in the CBI raids on Roy’s properties and the law was taking its course. “If somebody does something wrong simply because they belong to media, you cannot expect the government to keep quiet,” Naidu told reporters. The officials were doing their duty and there is no political interference in this, he said, adding that media was free and independent in the country. “The CBI might have received some information. That is why they have taken action,” Naidu said.
This morning, the CBI stepped up the concerted harassment of NDTV and its promoters based on the same old endless false accusations. NDTV and its promoters will fight tirelessly against this witch-hunt by multiple agencies. We will not succumb to these attempts to blatantly undermine democracy and free speech in India. PSAN ultimatum on 5 erring govt deptts India successfully launches GSAT-19 DIMAPUR, JUN 5 (NPN): Public Service Aspirants of Nagaland (PSAN) has served ultimatum on five government departments –– rural development, social welfare, labour and employment, art & culture (A&C) and treasuries & accounts (T&A) - reiterating a demand for requisition of posts to NPSC for direct recruitment. PSAN through its media cell disclosed that in the directorate of T&A, two posts of STO and four posts of JAO have been kept in abeyance since 2016 though these were forwarded to the secretariat for requisition to NPSC. Again the department on June 1, 2017 declared the result of the examination of ten(10) posts of Assistant Auditor without advertisement in total contravention of the P&AR Notification dated 30.8.2011, which it said, clearly stated the all
posts in the pay band of Rs. 5200-20200/- with grade pay of Rs. 2800/- and above shall be recruited through NPSC. PSAN has therefore raised the question as to “whether the government’s standing order should prevail over department’s order or vice-versa?” PSAN pointed out that the current service rules of DTA stated that 50% of the vacant posts shall be filled by departmental promotion and 50% through direct recruitment i.e through NPSC. It described the response given by the department as “unjustified and uncalled for” and for which it(PSAN) has placed two demands before the department: 1. immediate requisition of STO & JAO posts to NPSC and 2. immediate nullification of Assistant Auditors examination result and requisition of 50% of
the said posts to NPSC without any delay. In A&C department, the PSAN said the post of archivist, assistant archivist and record keeper had fallen vacant in the last 2-3 years because of promotion and resignation of the incumbents. However, it claimed the department had not requisitioned to NPSC any of the above posts till today. PSAN said that vacancy of four posts of record keeper had occurred during the same period but again the department did not requisition any post to NPSC. In the labour commissioner’s office, PSAN said two posts of labour inspector were forwarded to the secretariat by the directorate but only one post was requisitioned to NPSC. In the directorate of rural development, PSAN said despite resultant vacancies due to death, resignation and superannuation, the de-
partment continued to make contractual appointments in total contravention of the P&AR OM dated 30.8.2011. Further, it claimed that at least ten(10 ) posts of BRO/ RDO/APO were being held through deputation instead of the posts being requisitioned to NPSC. In social welfare department, PSAN claimed that as many as 81 supervisors have been appointed without a single post being requisitioned to NPSC in the last few years. It has therefore demanded immediate termination of all contractual appointments and send requisition to NPSC immediately. PSAN claimed that it was in possession of all details in the matter of backdoor appointments in the above named departments and cautioned that those details would be declared in the media if need arises.

future, lifted off at 5.28 pm from the second launch pad at the Satish Dhawan Space Centre here, about 125 km from Chennai. Geosynchronous Satellite Launch Vehicle MarkIII (MkIII D-1) injected the 3,136-kg GSAT-19, the heaviest satellite to be launched from the country yet, into Geosynchronous Transfer Orbit about 16 minutes later. It was a textbook
launch as every stage of the three-stage GSLV MkIII with indegeneous cryogenic engine, performed without any flaw after the powerful rocket blasted off at the end of 25-and-half hour countdown, that began last evening, leaving plumes of smoke and soared into sky. Indian Space Research Organisation (ISRO) scientists broke into thunderous applause as the complex mission was declared a success, brightening chances of India increasing its share in the commercial launch market. GSLV MkIII can orbit payloads or satellites weighing upto 4,000 kgs into the GTO and 10,000 kgs into Low Earth Orbit. A beaming ISRO Chairman A S Kiran Kumar termed it as “a historic day” and said the GSLV MkIII D-1 has successfully demonstrated its capabilities with the injection of GSAT-19 into the desired orbit.
Landslides cut off road access in Kohima, Mon WED observes across state Correspondents
KOHIMA/MON, JUN 5 (NPN): Incessant downpour and random dumping of earth dug out by some individuals have caused massive landslide in Kohima while Mon headquarters remained cut off from the rest of the districts and sub-divisions due to major landslide. The road that connects civil secretariat and medical college site towards BSF camp at Nhachüko, Kohima has been completely cut off since June 2. Around 60 metres of the road including retaining and boundary wall, ring wells, concrete footpaths and plantation of one Vesato Dozo were washed away. lies affected in Mon town. Due to inclement weather, there were reports of damages to around 30-40 houses till late evening. However, DDMA Mon expects more reports of damages. DDMA has asked the families, whose houses were situated/located at high risk zone/area to vacate their house for safety reasons.
DIMAPUR, JUN 5 (NPN): World Environment Day (WED) was observed on Monday at different places across the State. On the occasion, large numbers of saplings were planted and cleanliness drives were carried out. In Kohima, chief minister, Dr. Shürhozelie Liezietsu took part in planting rhododendron saplings at CM’s official residence organized by Kohima Environment and Sanitation (KES), NBCC. In a press statement, chairman of KES, NBCC, K.Seyie said around 300 rhododendron saplings were planted in different locations like Phizo Hill, Census office compound, NBCC headquarters and CM’s official residence. Over 1000 taxus baccata were also been planted along New Secretariat, Phizo Hill, opposite the 3rd Assam Rifles Camp, D.Block, enroute DC office,

Apart from hedgerow plantations, beautification and maintenance of prime traffic islands, cleanliness drives was carried out across the town and along NH 29. Sanitation competitions amongst the schools in Kohima were also organized to mark the day. To enhance cleanliness and sanitation initiatives, the KES has been working with churches and many like -minded organizations, individuals and allied departments such as KMC, KCCI, Kohima Village Council, Angami frontal organizations, PHE, Urban Development departments etc. Further, KES called upon the government agencies, organizations and individuals to plant more trees, particularly this month, as the season was best for plantation.
