Rajnath to review border situation with 4 NE CMs NEW DELHI, JUN 7 (PTI): Home Minister Rajnath Singh will review the security situation and development activities along Myanmar border with the chief ministers of four North Eastern states adjoining the neighbouring country. To be held in Aizawl on June 12, the meeting will be attended by Pema Khandu, Dr. Shürhozelie Liezietsu, N Biren Singh and Lal Thanhawla, the chief ministers of Arunachal Pradesh, Nagaland, Manipur and Mizoram, respectively. Security situation and development activities along the 1,643-km-long India-Myanmar border will be discussed threadbare at the meeting to be chaired by the home minister, an official said. The international border with Mynamar is considered to be porous while cross-border movement of insurgents and smuggling of arms and ammunition are common there. This is for the first time such a meeting has been called to discuss issues concerning Mynamar border and how to improve security along the border with active participation of state governments, the official said.

The ULFA (I) cadres were identified as Bhonenpro (2nd Lieutenant), Bipul Asom (31), Dikam Konwar (26) and the civilian, reportedly an auto driver was identified Rajendra Gupta (50). Sources said that at around 10.40 p.m. Tuesday night, based on a tip-off, a combined team of 164 TA, 12 Para commandos and 35 Assam Rifles trailed the fully armed ULFA cadres who were reportedly travelling in two autorickshaws. The encounter broke out as soon as the joint team
came across the militants. In the ensuing encounter, Major David Manlun of 164 TA was martyred and three jawans of the 12 para commandos sustained injuries. Three ULFA (I) cadres were also killed during the encounter including the autodriver while the other militants reportedly fled from the scene in the other autorickshaw, sources said. The injured army personnel were airlifted to Military Hospital, Jorhat. The vehicle (gypsy) in which the army team was travelling was riddled with bullets while the autorickshaw in which the militants were travelling was seized.
Police sources, however, said that they are yet to confirm the link between the auto driver and the ultras. One AK 47 rifle, two M-69 rifle, nine magazines, 271 rounds of 7.62 mm, six rounds of 5.56 mm, two Chinese make grenades, one knife, four mobile handsets and other personal belongings, including medicines and food items were recovered during the search operation after the encounter. Army sources said that the militants had sneaked in from Myanmar into Mon district to carry out attacks against army personnel. A major search operation has
been launched to nab fleeing militants, army officials said. Meanwhile, the body of Major David Manlum was flown to Shillong for the last rites. P RO I G A R ( N ) claimed that the cadres belonged to a joint group of NSCN (K) and ULFA (I). After receiving inputs, PRO said security forces launched an operation and were in the process of establishing a mobile check post when the armed terrorists travelling in an autorickshaw sped past. On being pursued the militants opened fire on the security forces, PRO added.

KOHIMA, JUN 7 (NPN): Nagaland chief secretary, Pankaj Kumar on Wednesday said that the state was not fully prepared for disasters particularly earthquakes due to poor earthquake resistance structures. Nagaland has a peculiar weather cycle that was associated with different kinds of risk disasters, said Pankaj Kumar, in his keynote address during the two-day programme on
Incident Response System (IRS), organized by Nagaland State Disaster Management Authority (NSDMA) Home Department, at State Capital Convention here on Wednesday. IRS is a mechanism which provides a systematic, proactive approach guiding the concerned departments and agencies at all levels of government, the private sectors and NGOs to work flawlessly in disaster situation. During rainy season, Kumar said Nagaland has problem of landslides and floods while in dry season, there was a drought problem, fire incidents in forest, villages or towns. Besides, he said Nagaland was too vulnerable to earthquakes, which could occur anytime. With such characteristics of the environment and terrain Nagaland was located, the chief secretary said the trained forces team in-
cluding the villagers should be thoroughly trained on how to respond depending on the situation. He said though the state has a dynamic team, which has done many good jobs, progress was still not enough. He reminded that the first job of a being responder should be “first protect yourself ” and be prepared. The chief secretary expressed hope that the two-day programme would impart more knowledge and confidence to help people during disaster. In his opening remark, Brigadier Kuldip Singh, consultant (ME &IRS) NDMA, said any natural or manmade disaster has a potential for immense damages, social and economic havoc, which could have long term effect. He said a large disaster could wipe away decades of developments, infrastructures etc and would seriously impinge upon any commu-
nity, state, district or nation’s sustainable development. Singh therefore said the password for the training should be disaster management accompanied by disaster risk prevention, which both have become politically imperative. He stated that all future infrastructure constructions, whether private or public, should be disaster resistance. He expressed joy that the IRS has been very capably co-opted in Nagaland and has gone beyond coopting IRS. Singh said the community responder’s programme, which has already covered 159 villages and expected to expand to 18 villages by end of 2017, was a classic example how NSDMA had worked on. Addl. Chief Secretary (Home), Temjen Toy also spoke on the occassion while the programme was chaired by commissioner & secretary NSDMA Khrienuo Metha.
NTC expounds on NSCN(I-M) warns against broad-based solution ‘anti-Framework agents’ Dimapur, Jun 7 (NPN): Nagaland Tribes Council (NTC) has come out with a strongly-worded statement over the issue of finding a common ground of all Nagas for an all-encompassing political solution. NTC through its media cell said it was time for Nagas to end internal conflicts, find answers to disputes so as to prepare ground for sustainable settlement of the “protracted political issue”. NTC said despite NSCN (I-M) being one of the influential groups, it had missed the golden opportunity when it opted for “isolation with superiority colour” and distanced itself from the rest. It opined that had the NSCN (I-M) then, taken all Nagas into confidence, without its style of “pick and choose”, then all the unwanted conflicts, paper wars and acrimonies would have been avoided. On condemnations against the 16 Point Agreement of NPC in 1960 and the Shillong Accord of 1975 by the NSCN (I-M), NTC said it was futile to debate over them, since they were under the constitution of India. It however pointed out that parts of the contents of the August 3,2015 Framework was also in the same category as the above two, obviously since the prime minister and home minister of India were present at the signing ceremony that would never allow the country’s leaders to witness an agreement that “supersedes the supremacy of the Indian constitution”. Further NTC debunked the claim that “Framework has restored the sovereignty of the Nagas” saying such a claim was “definitely incoherent, immature and deceptive.” NTC maintained that contemporary Naga politics needed a “realistic perception and practical approaches” to build bridges rather than “illusive rhetoric”. Dimapur, Jun 7 (NPN): NSCN (I-M) through its MIP has reiterated that the August 3 Framework Agreement signed between the Government of India’s Interlocutor and its collective leadership offered “hope for a new era for Nagas” but accused “some elements” of being hell bent and actively working towards exacting “maximum collateral damage to the historic political achievement” even going to the extent of “treacherous hijack and sabotage.” While stating that the government of India “led by the dynamic prime minister Mr Narendra Modi” was selflessly working to solve the protracted Naga issue, NSCN (I-M) cautioned it would be unfortunate if the ongoing political process was compelled to derail due to “some anti peace and anti Framework agents”. Further, MIP said under such circumstances, these will be interpreted as a “sheer wilful act against the peaceful interests of both the government of India and the Naga nation.” NSCN (I-M) MIP said it was “strange” that some organisation were “apparently trying to overtake other leading organisations” as they panicked by realising that the decades-old “Indo Naga political problems” was expected to be “completed sooner than expected.” In the light of the above, NSCN (I-M) appealed to people and all organisations to “come forward in safeguarding the prevailing peace “ and strengthen the path of peace process and an honourable political settlement. 4 elements need change for clean polls: NPCC DIMAPUR, JUN 7 (NPN): NPCC on Wednesday stated that there were four elements that needed to change for clean elections-- village/ urban local bodies, ward and polling station wise administrators, government employees and security forces. In a press note, NPCC
president, K. Therie, suggested that religion and administration must go together while village councils and urban bodies must function with religion as a moral guide. He also said government employees should not fail society any more in enforcing election law.
Further, NPCC president said that the deployed security had their own role to play without being told to do so, adding that they should stop allowing booth capturing and proxy voters to jump queue which disables genuine voters from voting. (Full text on p-6)
Presidential poll on July 17, result on July 20 NEW DELHI, JUN 7 (PTI): Polls to elect the 15th President of India will be held on July 17 for which the nomination process will begin from June 14 with the issuance of a notification, the Election Commission announced today. The counting of votes will take place on July 20 in New Delhi where all the ballot boxes will be brought. Both the ruling NDA and the opposition are yet open their cards on the presidential candidate. While the ruling alliance is likely to announce its nominee in the next few days, the opposition is seeking to unite all nonNDA parties under a common platform to put up a consensus candidate for the presidential election. As per the schedule, June 28 is the last day for nominations, while a candidate can withdraw from the electoral battle till July 1. If there is no consensus between NDA and the opposition, the number of serious candidates in the fray will be clear by July 1 evening. Various opposition parties have already held deliberations and have decided to set up a sub group that is likely to meet within a week to build consensus on a joint candidate. The elector-
ate, comprising elected Lok Sabha and Rajya Sabha members and members of state assemblies, is tilted in favour of the NDA, but the opposition is trying to woo some regional parties to support their candidate. The tenure of the present incumbent, Pranab Mukherjee, comes to an end on July 24. The electoral college which elects the President through the system of proportional representation, comprises MPs and members of state legislative assemblies. A total of 4896 voters --- 4120 MLAs and 776 elected MPs -- are eligible to cast their ballot. MLCs of states with legislative councils are not part of the electoral college. While the Lok Sabha Speaker, an elected member, can vote, the two nominated members in the Lower House from the Anglo-Indian community cannot. 12 nominated members in Rajya Sabha are also ineligible. Since the election is through a secret ballot, the parties cannot issue a whip to their members to vote for a particular candidate, Chief Election Commissioner Nasim Zaidi told a press conference here. Responding to a question, he said
the election to 10 Rajya Sabha seats, postponed earlier due to presidential polls and EVM challenge held last week, would now be held after the Presidential election. He said the 10 members would be retiring after the presidential elections and are entitled to vote in the July 17 poll. When asked whether the 20 AAP MLAs, against whom the EC is hearing a petition seeking their disqualification for allegedly holding office of profit, can vote in the polls, he said “as on today” they can vote. Originally, the case was against 21 MLAs, but one had resigned. A total of 13 vacancies in Lok Sabha and state assemblies will be filled up after the presidential elections, he said. Incidentally, Zaidi is retiring on July 7 and will not be in office when the results are notified by the Commission. In 2012, the election to the President’s office was announced on June 12 and held on July 19. The term of Mukherjee as the President commenced on July 25. This time, the Lok Sabha secretary general will be the returning officer. Last time, it was the secretary general of Rajya Sabha. K Y M C
