Russian forces edge closer to Kyiv

MOSCOW/WASHINGTON, MAR 11 (AGENCIES): Russian troops edged closer to Kyiv on Friday, as officials said the Ukrainian capital was being transformed into a “fortress” and President Volodymyr Zelensky accused Moscow of again targeting humanitarian corridors. Russian forces bearing down on Kyiv are regrouping northwest of the Ukrainian capital, satellite pictures showed, in what Britain said could be preparation for an assault on the city within days. Images released by private U.S. satellite firm Maxar also showed armoured units manoeuvring in and through towns close to an airport on Kyiv’s northwest outskirts, site of intense fighting since Russia landed paratroops there in the first hours of the war. Hundreds of thousands of civilians remain holed up in Ukrainian cities, including besieged Mariupol. The US on Friday informed that the country will revoke Russia’s ‘permanent normal trade relations’ status to punish Moscow over its invasion of Ukraine, news agency Reuters reported.

Meanwhile, as the Russia-Ukraine war persists, it appears that shoulder-fired missiles are proving to be extremely effective for the Ukrainian forces to impede the rapid progress of Russian troops. The man-portable airdefense systems (MANPADS) are playing a vital role in preventing Russian forces from obtaining air supremacy and bulldozing their way into major Ukrainian cities. Infantry anti-armor weapons, both guided and unguided, have also shown to be equally useful for Ukrainian troops. Even though questions have been raised about the Russian Air Force keeping a low profile in the first few days of the war, Moscow has resorted to airstrikes as their soldiers advance towards Kyiv. However, Ukraine’s use of MANPADS seems to be posing a major challenge to this mission. Ukraine has reportedly inflicted massive casualties on Russian forces, capturing 750 pieces of modern military equipment.

Amend Municipal Act before holding ULB polls, says AKMWP Correspondent

KO H I M A , M A R 1 1 (NPN): Association of Kohima Municipal Wards Panchayat (AKMWP) on Friday called for rectifying/ amendment of the Nagaland Municipal Act before holding the Urban Local Body (ULB) elections. AKMWP president Thejao Sekhose said this while speaking at a programme in connection with donation of 200 chairs and 10 tables by 1st Assam Rifles (AR) to Officers’ Hill (Thegabakha) Colony Panchayat here on Friday. Accusing the State government of not consulting the stakeholders before adopting the Municipal Act, Thejao said the Act was a copy of a similar Act in Gujarat and required modification as it infringed Article 371(A) of the Constitution. While clarifying that they were not against holding the ULB polls, Thejao maintained that the Act was

India accidentally fired missile into Pak; govt orders probe CMLOA to continue boycotting ULB polls

NEW DELHI, MAR 11 (PTI): India on Friday said it accidentally fired a missile two days back that landed in Pakistan and that the “deeply regrettable” incident was caused by a technical malfunction in the course of its routine maintenance. The defence ministry said the government has taken a serious view of the incident and ordered a ‘Court of Enquiry’ into it, a day after Pakistan said a high-speed projectile launched from India entered its airspace and fell near Mian Channu in Khanewal district. On Thursday night, Pakistan summoned India’s Charge d’Affaires at in Islamabad and conveyed its

strong protest over the “unprovoked” violation of its airspace by the supersonic “projectile” of Indian origin. “On March 9, in the course of a routine maintenance, a technical malfunction led to the accidental firing of a missile. The government of India has taken a serious view and ordered a high-level Court of Enquiry,” the defence ministry said in a statement. “It is learnt that the missile landed in an area of Pakistan. While the incident is deeply regrettable, it is also a matter of relief that there has been no loss of life due to the accident,” it said. The Pakistan foreign office said the “super-sonic

flying object” entered into Pakistan from India’s Suratgarh at 6:43 pm (PST) on Wednesday and fell to the ground near Mian Channu city at around 6:50 pm, causing damage to civilian property. People familiar with the matter said the probe team will investigate all possible aspects of the incident. Though the statement by the defence ministry did not specify the name of the missile, the description given by the Pakistan military indicated that it could be a Brahmos missile. Maj Gen Babar Iftikhar, the Director-General of the Inter-Service Public Relations (ISPR) of Pakistan, said on Thursday

evening that the unarmed projectile launched from India entered the Pakistani airspace travelling 124 km. “At 6.43 pm, a highspeed flying object was picked up inside the Indian territory by the Air Defence Operation Centre of the Pakistan Air Force. From its initial course, the object suddenly manoeuvred towards the Pakistani territory and violated Pakistan’s airspace ultimately falling near Mian Channu at 6.50 pm,” he told reporters. Pakistan Foreign Office (FO) summoned the Indian Charge d’Affaires and registered its protest over the “unprovoked” violation of its airspace.

It explained that these “valid documents” would include “emergency certificate or certificate of identity or such other document” issued by the foreign country concerned. CTAN serves deadline to terminate ‘illegal’ appts DIMAPUR, MAR 11 (NPN): Combined Technical Association of Nagaland (CTAN), while issuing a final reminder to soil and water conservation department, demanded immediate termination of two Junior Soil Conservation Officers (JSCO) on or before March 30 and make way for educated youths, who believed in the spirit of competition through free and fair examination. In a press note, CTAN through its media cell alleged that the two JSCOs were “illegally” appointed in the scale pay of PB-2 Rs 9300-34800/ and Grade pay Rs 4400/-P.M under soil and water conservation department and had been occupying the posts since June 3, 2016 till date. It said many representations were submitted to stop the regularization process of the two posts, which was clearly under the preview of NPSC having a grade pay

more than 2800. CTAN also pointed out that there were thousands of professional graduates in forestry, agricultural engineering, agriculture science and horticulture who had been passionately waiting for the posts to be advertised. CTAN said that two “illegal appointments” had clearly violated the P&AR rule/notification. Despite several appeals and representation, CTAN alleged that the duo went on perusing political support from the concerned minister, and even to the extent of allegedly getting a recommendation from the chief minister. Hencefor th, CTAN said it resolved to prevent any such illegal activities, irrespective of any department and cautioned that failure to act on or before March 30 would compel all its associates (10 technical associations) to take up every necessary measure to bring justice for the aspirants.

Responding to the findings, the Union Health ministry on Friday termed

The study takes into account different methodologies for different countries, the ministry said in a statement. For India, for example, data sources used by the study appear to have been taken from newspaper reports and non-peer reviewed studies, it said. “This model uses data of all cause excess mor-

tality (created by another non-peer reviewed model) as an input and this raises serious concerns about the accuracy of the results of this statistical exercise,” the ministry said. The Lancet reported on Thursday that excess mortality rates due to Covid among Indian states are not the highest in the world, because of India’s large population, but the country accounted for around 22.3 per cent of global excess deaths as of December 31, 2021.

The paper estimates excess mortality from the COVID-19 pandemic in 191 countries and territories from January 1, 2020, to December 31, 2021. Although re por ted COVID-19 deaths in that period totalled 5.94 million worldwide, the Lancet paper estimates that 18.2 million people died worldwide because of the COVID-19 pandemic, as measured by excess mortality, over that period. NEW DELHI, MAR 11 (PTI): Central Board of Secondary Education (CBSE) Friday announced that the term-II board exams for Class 10 and 12 will commence from April 26, as it released the schedule for the papers. The board said that it has kept a considerable gap between any two papers in the term-II exams owing to the prolonged school closure due to the pandemic. Pukhayi chairs Zbto DPDB meeting

DIMAPUR: Zunheboto District Planning and Development Board (DPDB) monthly meeting was held on March 10 under the chairmanship of Advisor, Food & Civil supplies, LMCP, Taxes and chairman DPDB Zunheboto, Pukhayi Sumi. According to DIPR report, while speaking on Covid situation at the district, deputy Chief Medical Officer (CMO) Zunheboto, Dr. Akaho Sema said that countering the virus with intensive vaccination was working as key and only factor in mitigating the hazardous effects of the deadly virus. The district can safely say that, more than 80% of eligible beneficiaries have been vaccinated so far, he added.

DIMAPUR: Assam Rifles (AR) conducted various activities under the aegis of HQ IGAR (North) for the welfare of the local populace. Dimapur battalion of AR facilitated construction of waiting shed at Toshezu village, Dimapur, under AR civic action programme and handed over to village authority on March 4. In Jalukie, AR conducted an awareness lecture on the theme “Oral hygiene & care” as a part of National dentist’s day celebration at ARPS (H), Jalukie, Peren on March 7. The aim was to encourage people to have proper oral health, inculcate good dental habits and adhere to dental care and also to spread awareness so that people don’t avoid regular dental check-ups. A total of 151 students and 11 teachers from the school attended the awareness lecture. Meanwhile, Jalukie battalion also organized annual sports and games on March 3 to 5, at St Xavier College, Jalukie, Peren. The battalion also distributed gift and sports material to outstanding sportsperson during the event. A total of 300 students participated in various sports.

DIMAPUR: As part of the “World Hearing Day”, an awareness-cum-screening camp was carried out at Government Middle School (GMS) Zion Colony Phek town on March 10 on the theme, “To hear for life, listen with care”. In a press release, the department informed that ENT specialist from District Hospital Phek, Dr. Zhimatho said as per World Health Organisation (WHO) report 2021, one in every five people has hearing impairment. He said some of the common risk factors associated with hearing loss are use of earpiece or personal audio devices with smart phones, noise pollution and exposure to high pitch sound and disease factors such as chronic ear infection, diabetes, hypertension, stroke and other conditions like head injury, obesity, and smoking habits. Altogether 30 students were examined and treated with necessary medicine.

During the tour, the IRCSN team held a thorough discussion and deliberation with the district Red Cross officials in all the districts. Discussion on issues of implementation and scaling up the Red Cross activities including junior and youth Red Cross was deliberated. The IRCSN said it has decided to reactivate junior Red Cross at schools and youth Red Cross at the colleges.

Covid-19 vaccination drive at Longkhim

DIMAPUR: A total of 67 beneficiaries were vaccinated with Covid-19 vaccine during the medical camp-cum-Covid-19 vaccination drive held at two villages- Angangba and Holongba under Longkhim block on March 6. The camp was organised by Chief medical officer (CMO) office Tuensang in collaboration with district task force Tuensang. In a press release from DMO (NHM) Tuensang, Apheang, the medical team was led by CMO Dr. Keveduyi Theyo, accompanied by DIO (RCH & UIP) Tuensang Dr. Thungchanbeni and six other medical officers, three GNMs, two ANMs, two labtechnicians, two DEO and DPMU (NHM) K Y M C

staffs. The team was divided into two groups, team-1 at Angangba village and team -2 at Holongba village. During the camp, the team also distributed nutritional supplements and bathing soaps under RCH programme and 26 PMJAY health cards were also generated. At Angangba village, altogether 307 OPD including six (6) ANCs were registered and 26 beneficiaries were vaccinated with Covid-19 vaccine. At Holongba village, 41 beneficiaries were vaccinated with Covid-19 vaccine and around 120 OPD were registered. During the health camp, patients were diagnosed mostly with general check up and no high risk cases were observed.

DIMAPUR: Minister of Environment, Forests and Climate Change, Y.M. Yollow undertook an aerial survey in Singphan Wildlife Sanctuary on March 10 to get an assessment of the damages caused by the forest fire. A press release by divisional forest officer Mon division, Rajesh Kumar stated the forest fire was reportedly caused by jhum burning in the neighbouring area of the sanctuary and has been spreading since the first week of March 2022. The division informed that the affected area was now estimated to cover more than two square kilometres in different patches inside the sanctuary. After the aerial survey, the minister assured all possible government support for containing the forest fires within Singphan wildlife sanctuary. He also directed the district administration Mon to extend all assistance to the department. In order to contain the spread of the forest fire, on March 10 three

different teams consisting of around 163 personnel including 40 personnel from Indian Reserve Battalions (IRB), 20 personnel from Nagaland Armed Police (NAP), 26 village guards from Upper Tire, 30 personnel from Lower Tire including 20 village guards, 15 personnel from State Disaster Response Force, six police personnel from Naginimora and around 26 forest personnel from Singphan Wildlife Sanctuary Forest division initiated the process of creating fire line around the fire-spot areas. The release informed that as per the leader of the operation, Tokaho, there was no active fire within the sanctuary and the forest fire was contained. Biren resigns, to serve as caretaker CM of Mnp

IMPHAL, MAR 11: A day after the BJP stormed back to power in Manipur with an absolute majority in the just-concluded Assembly election, bagging 32 seats in the house of 60, chief minister N. Biren Singh Friday met Governor La Ganesan and resigned from his post and was made the caretaker chief minister. The governor has accepted the resignation and asked Singh to continue as the caretaker chief minister till the new government was formed, officials said. A Raj Bhavan official said that the chief minister accompanied by three legislators met the Governor and submitted his resignation letter. Later, Singh tweeted: “Called on Hon’ble Governor of Manipur at the Raj Bhavan to tender my resignation from the post of chief minister today. I will now be serving as the caretaker chief minister.” Singh said the new ministry formation will be done after holding consultations with the Central BJP leaders, who will be arriving in the state in the next few days.

PTI adds: The new government in Manipur will be formed before March 19 when the current state assembly term ends and a decision on who will lead is expected to be decided in the next couple days, outgoing Chief Minister N Biren Singh said on Friday. National People’s Party, a partner in the existing government which won seven seats in the just concluded state poll, will not be a part of the new dispensation, Singh told reporters at

his residence. The decision on the new government and overall alliance would be taken by central observers of BJP who will come to Manipur. The decision on the alliance will be taken by the observers in consultation with state unit authorities, he said. Replying to queries on probable alliances, he said BJP has won the majority in the House and does not need support from other parties. “But we have the coalition dharma and won’t say no to those who want to support us from outside.” BJP won the majority

When asked about a possible alliance with JD(U), a member of NDA at the Centre, Singh said,”We don’t have any understanding in the state.” About the repeal of the controversial Armed Forces Special Power Act (AFSPA) from the state, Singh said the new government would approach the union home ministry to lift it from the state except in the areas bordering Myanmar. “We cannot compromise on national security. We have 394 km long unfenced border with Myanmar,” he said.

12 bills introduced in Arunachal Pradesh Assembly

Chief Minister Pema Khandu introduced the Arunachal Pradesh (Obsolete and Redundant Regulations) Repeal Bill 2022 along with another bill – Arunachal Pradesh (Re-organization of Districts), bill in its amended form. Deputy Chief Minister Chowna Mein, who is also the Finance and Tax, Excise and Narcotics minister, introduced the Arunachal Pradesh Fiscal Responsibility and Budget Management and Arunachal Pradesh Goods and Services Tax bills in their amended forms. Education Minister Taba Tedir introduced a total of eight bills relating to eight private universities in the state including, Indira Gandhi Technological and Medical Sciences University and other universities.

Arunchal mulls menstrual leave

ITANAGAR, MAR 11 (PTI): Arunachal Pradesh women and child development minister Alo Libang on Friday told the Assembly on Friday that a decision on granting a one-day menstrual leave to women would be taken in the state after a discussion in the matter was held with stakeholders. Responding to a private member resolution moved in the Assembly by Congress legislator Ninong Ering, Libang said her department, in coordination with the health and education officials, would discuss the matter with the Arunachal Pradesh State Commission

for Women (APSCW) and other organisations. He also said that women legislators would also be consulted before a decision was arrived at. Ering, on his part, pointed out that countries such as Italy and Japan and the Indian states of Kerala and Bihar have made such provisions for women. “It could be very annoying for women to work and girls during menstruation, especially on the first day. If they are granted a one-day leave, they can discharge their duties with more dedication,” Ering pointed out. Referring to the assem-

NORTH LAKHIMPUR/ GUWAHATI, MAR 11 (PTI): At least three accused persons were injured in police firing when they allegedly tried to snatch a service weapon and flee from custody in Kokrajhar and Lakhimpur districts of Assam, a police official said on Friday. The first incident took place near Banderdewa town in Lakhimpur district on Thursday night when two drug peddlers were caught by the police and after interrogation were leading a team of police to recover

All 157 Assam students stranded in war-torn Ukraine evacuated

GUWAHATI, MAR 11 (PTI): Forty-three more students from Assam landed in New Delhi on Friday, completing the evacuation exercise of all the 157 Assamese who were stranded in war-ravaged Ukraine, a state government official said. Chief Minister Himanta Biswa Sarma tweeted that 19 students of Sumy State University returned to the country on Friday morning. During the day, students arrived in the national capital in batches, the official said. The students will be accommodated in Assam Bhawan and Assam House, where they will stay till the time arrangements are made to take them to Guwahati. Of the 157 students, 151 arrived in New Delhi and six in Mumbai. The returnees include 88 students from Kamrup Metropolitan, 17 from Morigaon and 10 from Kamrup, officials said.

11 UP ministers fail to win their seats

LUCKNOW, MAR 11 (PTI): As many as 11 ministers in the Yogi Adityanath government failed to win in the 2022 assembly elections, despite the BJP registering an impressive victory. According to the Election Commission website, of the 402 seats the result of which were declared, BJP won 255. Its alliance partners Apna Dal (Sonelal) bagged 12 and NISHAD Party six. Samajwadi Party has won 110 seats and was leading on one seat. Its ally RLD bagged eight seats and SBSP six. The Congress and Jansatta Dal Loktantrik led by Raghuraj Pratap Singh won one seat each and BSP got one. Among the ministers who lost is outgoing deputy chief minister Keshav Prasad Maurya who lost to the Samajwadi Party’s Pallavi Patel by 7,337 votes in the Sirathu seat. Patel is the vice-president of Apna Dal (K), a Samajwadi Party ally. Sugarcane minister Suresh Rana lost the Thana Bhawan seat in Shamli district to the RLD’s Ashraf Ali Khan by over 10,000 votes. Karnataka BJP President Nalin Kumar Kateel has said a cabinet expansion would be taken up soon by the party. BJP National General Secretary C.T. Ravi has said the party is ready to give a tonic to overcome its drawbacks in Karnataka ahead of the 2023 state elections. The leaders, who have been demanding their inclusion in the cabinet are now preparing to board flights to New Delhi for consultation with their political mentors there. At present, four cabinet berths are vacant in the Chief Minister Basavaraj Bommai-led government. Senior BJP leaders have openly demanded a cabinet expansion and some of them have asked the party to drop other veteran leaders from the cabinet to give them a chance. Former Chief Minister B.S. Yediyurappa expects a prominent cabinet berth for his son B.Y. Vijayendra.

or the ruling BJP, the results of elections held in five states recently would be another confirmation that opposition parties are incapable of getting their act “together” when it matters and that should be enough comfort when voters in India go to the polls in 2024 to choose who should rule them. The BJP retained four states such as: UP with an impressive margin of 255 in a house of 403 while seeing off a challenge from the Samajwadi Party(SP). The party also retained Uttarakhand with 47 seats in a house of 70 and saw off Congress(wining 19 seats)under former chief minister Harish Rawat. In Goa, despite strong indications of a hung house the BJP managed to get 20 in a house of 40 and also got written support from three newly elected members to comfortably get the nod to form the next government. In Manipur, the BJP is no longer going to depend on support as it alone won 32 in a house of 60 and has already obtained written support from NPF(5) and JDU(6). The NPP came second winning only seven seats. In Punjab, the Congress lost a safe state because it shot itself in the leg and offered the state on a platter to the AAP. The Congress won 18 and AAP won 92 of the 117 seats in the assembly. The Congress had the opportunity to retain the state but the Gandhi siblings, particularly Priyanka, mishandled the issue by having Amarinder hounded out as chief minister barely three months before elections. Priyanka was impressed with the antics of Sidhu who got what he asked forPunjab PCC chief. The chief wrecker that he was, Navjyot Singh SIdhu publicly attacked Amarinder first and next his successor Charanjit Channi. Sidhu actually wanted to be the CM face of the Congress but when it did not happen, he chose to sulk. The BJP used everything within its means to win power –money, muscle power and most important, Modi magic. Unlike the TMC in West Bengal, the SP in UP could not match the BJP as it rested its hopes that the spate of atrocities on minorities, mismanagement by the Yogi government on Covid and communalism will pay dividends. Even before the din and dust of the recent elections have settled, the BJP juggernaut under Modi, is ready for the next fight in Himachal Pradesh, Gujarat and J&K where elections are to take place by November-December 2022. The Congress was the biggest loser in the recent elections mainly due to the incapability of the Gandhi leadership especially the Gandhi siblings who are proving to be politically immature and naive. This has given the TMC, which is ruling in Bengal and AAP now ruling in Delhi and Punjab, projecting themselves as national alternative. The Congress has a pan-India presence and ruling in Chhattisgarh, Rajasthan, and in a coalition in Maharashtra. The BJP is looking ahead to 2024 when it seeks a repeat win to remain in power. All elections in India after 2014 have become presidential with Modi as the perpetual campaigning candidate who has not challenger. If the opposition parties want to survive then they have act fast in forging a national alliance by 2023 to face Modi. However, the billion dollar question is whether egos would come in the way of finding a consensus leader.

If we lose “the heavenly vision” God has given us, we alone are responsible— not God. We lose the vision because of our own lack of spiritual growth. If we do not apply our beliefs about God to the issues of everyday life, the vision God has given us will never be fulfilled. The only way to be obedient to “the heavenly vision” is to give our utmost for His highest— our best for His glory. This can be accomplished only when we make a determination to continually remember God’s vision. But the acid test is obedience to the vision in the details of our everyday life— sixty seconds out of every minute, and sixty minutes out of every hour, not just during times of personal prayer or public meetings. “Though it tarries, wait for it…” (Habakkuk 2:3). We cannot bring the vision to fulfillment through our own efforts, but must live under its inspiration until it fulfills itself. We try to be so practical that we forget the vision. At the very beginning we saw the vision but did not wait for it. We rushed off to do our practical work, and once the vision was fulfilled we could no longer even see it. Waiting for a vision that “tarries” is the true test of our faithfulness to God. It is at the risk of our own soul’s welfare that we get caught up in practical busy-work, only to miss the fulfillment of the vision. Watch for the storms of God. The only way God plants His saints is through the whirlwind of His storms. Will you be proven to be an empty pod with no seed inside? That will depend on whether or not you are actually living in the light of the vision you have seen. Let God send you out through His storm, and don’t go until He does. If you select your own spot to be planted, you will prove yourself to be an unproductive, empty pod. However, if you allow God to plant you, you will “bear much fruit” (John 15:8). It is essential that we live and “walk in the light” of God’s vision for us (1 John 1:7).

What India can learn from the Russia-Ukraine crisis A s the US-EU combine came out with a slew of sanctions against Russia and big tech companies followed suit enthusiastically, the stark reality hit home. The West can use financial and social media platforms as weapons against any country that falls foul of it. The steps taken by most big-tech platforms, such as Meta, Twitter, Google and Microsoft, and the financial institutions against Russia in the wake of its invasion of Ukraine exposes the vulnerability of non-western countries. The question that looms over us is: What if the West feels that something is not going as per its calculations, and then, can it simply switch off the platforms and create mayhem? This can be as devastating as a physical war. The fact is that financial and social media platforms can be used as weapons by the West, which has created them and made, all except for a few nations, completely dependent on them. Third World countries such as India have seen an explosive growth in

the reach and business of these big-tech blocs. The dependency on these of a majority of individuals living in these countries, whether for information, entertainment, financial transactions, or for other reasons, has reached a level where even a minor glitch in the services can lead to chaos. The owners and managers of these companies, which are entirely private entities, know this fully. But when it comes to taking sides, they do not hesitate to follow the lead of the western nations, as has been evident in the RussiaUkraine conflict. Several global tech companies have decided to stop the sales of their products and services in Russia. These include Intel, Apple, Microsoft, Google (though users in Russia can still use its search engine, the company has suspended its advertising business in that country). Snapchat and Samsung too have stopped services for Russia. Visa and Mastercard have also announced to suspend all operations and so has other payment company PayPal. Big enter tainment

companies such as Disney, Sony, Warner Bros, Paramount and Universal have decided to suspend releases in Russia. Netflix too has paused its services in Vladimir Putin’s country. Providers of gaming software such as Nintendo and Electronic Arts have also stopped their services for Russia. Several automakers -- BMW, Ford, GM and Honda -- have scaled back their operations in Russia. Even Airbnb has suspended its activities in Russia and Belarus. The Russian media has not been spared either. The EU last week declared a ban on several Russianfunded media outlets, including Russia Today and Sputnik. “They will no longer be able to spread their lies to justify Putin’s war and sow divisions in our Union,” European Commission President Ursula von der Leyen said after announcing the ban. Online discussion forum Reddit has also banned its users globally from posting links to Russian state-sponsored media outlets, including RT and Sputnik, as well as Russian advertisements on its

platform. Apple, Google, Meta, Microsoft, Twitter, YouTube and several other tech platforms have also banned RT and Sputnik. In retaliation, Russian President Vladimir Putin on Friday (March 4) blocked access to Facebook and restricted that to Twitter. Russia passed a law that criminalises the dissemination of what Moscow deems to be “fake” news. As the big tech and financial private companies take political sides in the ongoing Russia-Ukraine War, some lessons need to be learnt. And central to the learning is the mantra of self-sufficiency and selfreliance or Atmanirbhar Bharat / Make in India. India has been entirely dependent on foreign nations for its arms supplies. The chief supplier has been Russia, followed by the US, France and Israel. Though in line with the philosophy of Atmanirbhar Bharat, the Narendra Modi government has placed emphasis on improving the country’s self-reliance and defence preparedness. The Russian invasion of Ukraine has made it clear that India cannot be dependent on any country

for defence supplies. India has to augment its own arsenal, whether tanks, missiles, fighter jets and now drones, with its own resources and talent. Along with military needs, India has to have very active and vibrant indigenous social media platforms with in-country headquarters. In comparison to West-owned social media platforms, the Indian ones are few and not as popular as their other counterparts. Homegrown micro-blogging platform Koo is in direct competition with Twitter. Founded in 2019, Koo’s user base is growing steadily. Other local platforms include shareChat, Chingari and Josh. After the Galwan Valley incident India banned several Chinese apps and thus created room for indigenous apps. There is a need, though, to make these local apps and platforms more popular, especially among young people, most of whom are not aware of homegrown apps and still prefer WhatsApp, Twitter, Instagram, Facebook, YouTube, and so on. In 2021, the Government shared the statistics

about the usage of social media in the country. The number of WhatsApp users in India is around 53 crore and it is followed by YouTube (44.8 crore) and Facebook (41 crore). Instagram has 21 crore users and Twitter, around 1.5 crore. In comparison to these numbers, the local platforms are lagging and need to be given a leg up. The 21st century wars are being fought as much with missiles and drones, as with mechanisms of information dissemination. We may perceive China as an enemy country but a lot needs to be learnt from them. China has been able to create its own pillars, whether in defence or general business or social media. Its indigenisation of these pillars has made it a world power today. It is time for us to learn lessons from the Russia-Ukraine conflict and redesign strategies, at the core of which should be the mantra of ‘self-help’. arkets were nervous and highly volatile on the back of global tensions between Ukraine and Russia. There has been an unprecedented rise in prices of crude and gas and many other commodities. Some of the Middle East countries are worried about food supplies as they import wheat from these two countries. They fear that they will run out of stock in the next two months if nothing is done. BSESENSEX lost 1,524.71 points or 2.73 per cent to close at 54,333.81 points. NIFTY lost 413.05 points or 2.48 per cent to close at 16,245.35 points. In the process both benchmark indices made new lows, breaking those made on the previous Thursday (24th February) when hostilities broke out. The new lows were 53,887.72 points on BSESENSEX and 16,133.80 points on NIFTY. The broader markets saw BSE100, BSE200 and BSE500 lose 2.27 per cent, 2.22 per cent and 2.06 per cent respectively. BSEMIDCAP lost 2.35 per cent while BSESMALLCAP lost 0.62 per cent. The Indian Rupee was volatile and under pressure and lost 87 paisa or 1.16 per cent to close at Rs 76.16 to the US Dollar. Dow Jones ended the week with losses of 443.95 points or 1.30 per cent to close at 33,614.80 points. Markets have seen many of the leading stocks register 52-week lows in last weeks trading. The top losers in the week were stocks from the auto sector with Maruti losing Rs 1,111 or 13.30 per cent to close at Rs 7,244. On the gaining side were the metal sector and the metal stocks

Many of the PSU stocks also gained as it is expected that they would declare hefty dividends in the remaining period of the financial year and help some of the deficit to be covered from the delayed sale of LIC stake. The DIPAM secretary had highlighted that the stake sale of 5 per cent could get delayed as global conditions are not the best. Its not just a delay of a few weeks as the DRHP would have to be updated as the same is currently reflecting numbers for the half year ended September 2021. One should expect the company to come with numbers for the period ended December 2021 so that they get a couple of months to bring the issue. This should probably also include a new valuation report of the ‘embedded value’ as on December 31, 2021. While this should give IPO bound companies and waiting on the side-lines to tap the markets some relief, the fall in markets has hit their valuations equally badly as well. Further new rules on IPO subscription would kick in from 1st April which would make IPO’s a little more difficult to subscribe in the HNI segment. The new rules would ensure that for the first fortnight of April, everybody would wait for the first brave heart who taps the market under the new rules. The conflict between Ukraine and Russia has entered the 11th day and one is not sure how long it will continue. Assuming that things quieten down on this front hopefully in the next couple of days, are we to assume that global

markets would be on the rampage? Knee jerk reaction maybe, beyond that not sure. The US is seeing new jobs being created and the number of people getting employed is rising rapidly. This is also fuelling inflation quite rapidly and one is not sure what kind of interest hike the FED would do later this month. As far as inflation is concerned it’s not just a matter with the US but global. The war is not helping matters either and the rise in global fuel prices whether it be crude or natural gas is another cause of concern. The resolution of matters post Ukraine and Russia settling down will be a tricky affair and need a lot of diplomacy and time to resolve. Further, FII’s continue to remain sellers and have been selling aggressively even on days when the markets make new lows. While domestic institutions have been aggressive buyers and seem to be matching to some extent the selling of FII’s, one wonders why? When one knows the intent of the seller, allow him to sell and when it appears that he is more or less done, start buying. I am not a fund manager but I am trying to give my two bits. Some data points, FII’s sold on a net basis Rs 45,720 crore in the month of February while DIIs bought Rs 42,084 crore. In the current month, FII’s sold Rs 18,614 crore while DIIs bought Rs 12,599 crore. Allow them to sell for a couple of days or maybe a week without matching their sales, and probably they will have completed their sale or get tired selling at such low levels.

Besides the global tension we have national news where elections to the five states will have exit polls being announced on Monday evening. Results will begin from Thursday the 10th March morning onwards. If the results favour the ruling government of the day, there would be some movement in the benchmark indices on the positive side. This event could provide some relief to our markets from global cues. Coming to what an investor should do in the markets currently. We are overshadowed by global cues and they do not seem to be disappearing in a hurry. While there will be volatile moves based on the events of the day, markets have their hands full with concerns on a variety of fronts. In such a scenario it is best to remain largely on the side lines. Safety would remain by trading only in the large cap stocks where the volatility is less and the comfort much higher. While FII’s have been selling and on selling a particular stock, prices do fall, there is a tendency for the stock to move up once the selling subsides. In other words, buy large cap stocks on large dips and continue to sell on rallies. The financial year ending in just about three weeks away and towards the year-end, expect domestic funds to indulge in NAV propping. In short, trade light and more importantly trade cautiously. Analyse NCRB data properly to control crimes: Shah to states

Pilot killed in Army chopper crash in north Kashmir

SRINAGAR, MAR 11 (PTI): An Army Cheetah helicopter on its way to pick up sick BSF personnel crashed near the Line of Control (LoC) in north Kashmir’s Gurez Sector on Friday, resulting in the killing of its pilot and injuries to the co-pilot, officials said. The injured co-pilot has been rushed to a medical facility, they said. The helicopter was about to land but “drifted away” because of the weather conditions, an official told PTI. The crash took place near Gujran Nallah in Gurez Sector in north Kashmir’s Bandipora district. Rescue teams have been despatched on foot while air reconnaissance teams are looking for survivors, the officials said. Further details are awaited.

The crime record data should be properly analysed by the NCRB and Bureau of Police Research and Development (BPR&D) so that these analyses can be utilised by the police to intervene in societal issues,” he said. The Home Minister appreciated the successful completion of the CCTNS, an online database of the crime and criminals, connecting all police stations in the country but expressed his displeasure that the central police agencies have not been so far connected to CCTNS.

Students evacuated from Sumy, Ukraine

NEW DELHI, MAR 11 (PTI): An Air India flight from Poland’s Rzeszow carrying students evacuated from northeastern Ukrainian city Sumy, landed in Delhi on Friday morning, officials said. The flight had taken off from Rzeszow around 11.30 pm (IST) on Thursday and landed in Delhi at 5.45 am on Friday, they said. India has sent three flights to Poland to bring back 600 students evacuated from Sumy. Another flight is expected to land in Delhi around 8.40 am, officials said. According to the details shared by the students with PTI, the first flight was for first, second and thirdyear students. The second flight is for fourth and fifth-year students and the third is for those with pets, fifth and sixth-year students and for any other who may have been left behind, they said. The Indian government is carrying out a challenging evacuation exercise under Operation Ganga to help stranded Indians leave Ukraine.

Arms, ammunition recovered near border in Punjab FEROZEPUR, MAR 11 (PTI): A huge cache of arms and ammunition was recovered near a border out post in Abohar sector during a joint operation carried out by BSF troops and Punjab Police Special Task Force, officials said on Friday. Following intelligence inputs, STF troops along with BSF carried out a search operation ahead of the fencing area on Thursday evening during which firearms including five semi-automatic AK 47 rifles (Pakistan made), 3 Colt rifles (US made), five pistols (China made) were recovered. Besides these firearms, 10 magazines (AK 47), six magazines (Colt rifle) and ten magazines (pistols) were also recovered along with 49 cartridges (7.65 mm), 29 cartridges (7.62 mm) and 50 cartridges (5.56 mm). Sources in the BSF said the consignment was recovered around 10 metres from the International Border.

Covering hundreds of miles across Ukraine using multiple means of transport, the students were evacuated from the war-hit east European country after their two weeks of excruciating stay in beleaguered Sumy. After having endured a strenuous journey to escape the war-hit region, they were evacuated in the second attempt from Sumy, which has been witnessing a heavy shelling and intense gunfire ever since the Russian offensive on Ukraine began last month. Another medical student in Sumy, Mahima Rathi, a native of Muzaffarnagar in Uttar Pradesh, said they had to run to the bunkers every time the si-

rens blew. “Whenever the siren blew, we had to take shelter in bunkers. We were all very terrified as we never knew whether we will be able to survive and return safely. SC to hear on March 15 plea against bail to Ashish Misra NEW DELHI, MARCH 11 (IANS): The Supreme Court on Friday agreed to list on March 15 a plea filed by the family members of the farmers, mowed by a car belonging to Ashish Misra, in Lakhimpur Kheri challenging bail granted to him by the Allahabad High Court. Misra is the son of Union Minister and BJP MP Ajay Kumar Misra. Advocate Prashant Bhushan, representing the family members, mentioned the plea before a bench headed by Chief Justice N.V. Ramana and comprising Justices A.S. Bopanna and Hima Kohli. Bhushan said the matter was supposed to be listed on Friday for hearing, but it was not on the list. The Chief Justice said: “listing it on Tuesday”. Bhushan, insisting on an urgent hearing on the plea, said: “there was an attack on a prime-witness in the case”. Nageswaran, who joined as the CEA days ahead of the budget presentation, said the assumptions on growth and revenue mop-up are prudent because they internalise the prevailing uncertainties. “... Barring prolonged uncertainties with respect to the oil price and geopolitical developments, the macro-fundamentals should be able to withstand the near-term shocks emanating from these developments,” Nageswaran said at an event. In the international market, gold was trading lower at USD 1,990 per ounce and silver was flat at USD 25.84 per ounce. “Gold traded down with spot prices at COMEX trading 0.40 per cent lower at USD 1,990 per ounce on Friday. Gold prices witnessed selling on mixed global cues over inflation worries awaiting US FOMC decision next week,” Tapan Patel, senior analyst (commodities) of HDFC Securities, said.

This will ensure that the policy document is institutionalised and will get upgraded on a rolling basis each five years towards the vision 2047 with a quarterly review and feedback mechanism of what is working what is not. Tourism as a National Priority sector: Like agriculture has been a national priority of all successive governments and gets vital focus of the PM & the CMs, tourism too can get due national domestic priority if it is declared as such in the NTP. It’s impact, its footprint across the country is far reaching and is deep rooted in our geographical and cultural fabric across the length and breadth of our country. If recognised as a national priority sector, it

will ensure tourism with focused channelised domestic investments as such, more so needed post this worst 24 months ever. Classification of Concurrent status: The constitution rightfully needs to recognise tourism as a joint and collectible responsibility of centre & states to ensure a shared national vision and development, marketing & skilling synergies among all our individual tourism portfolios across states and segments. Thus, a stated goal of the NTP should be as such to get that status. Treatment at par with merchandise exports: Till today tourism forex contribution to our current account has not been fully recognised in letter despite tourism catering to foreign buyers and foreign exchange earnings. Just as a sample over the past 5 years pre- covid tourism may have contributed to more than $ 100 bn earnings and on a cumulative basis multiple times over since the past many years.

The EU’s top diplomat, Josep Borrell, said the 27 officials taking part at two-day summit outside Paris will agree to inject an extra €500 million euros into the fund for military aid to Ukraine, as Russia widens its military offensive. On Friday, Russia struck near airports in the

west of the country for the first time as troops kept up pressure on the capital, Kyiv. “I made the proposal to double our contribution,” Borrell said. The EU had previously agreed to spend 450 million euros ($500 million) on military supplies for Ukrainian forces in an unprecedented step of collectively supplying weapons to a country under attack. Since the war started last month, the EU has adopted massive sanctions targeting Russian president Vladimir Putin, Russia’s financial system and its

high-maintenance oligarchs. Earlier this week, the bloc’s nations agreed to slap further sanctions on 160 individuals and added new restrictions on the export of maritime navigation and radio communication technology. They also decided to exclude three Belarusian banks from SWIFT, the dominant system for global financial transactions. Altogether, EU restrictive measures now apply to a total of 862 individuals and 53 entities. Borrell said the EU will continue elaborating new sanctions targeting oligarchs and Russia’s economy.

According to an EU official with direct knowledge of the talks at the Versailles Palace, the idea is to have sanctions ready that can be activated if Putin’s war escalates further. The person was not authorized to speak publicly because of the sensitivity of discussions. Possible new sanctions against Russia and its ally Belarus could include cutting all their banks from SWIFT, but a total embargo on fossil fuels imports from Russia similar to the one imposed by Washington is not on the table for now.

At the end of his last press conference, Li left with a wave and a simple “thank you, everybody” without leaving any farewell message. BEIJING, MAR 11 (AP): China on Friday ordered a lockdown of the 9 million residents of the northeastern city of Changchun amid a new spike in COVID-19 cases in the area. Residents are required to remain home and undergo three rounds of mass testing, while non-essential businesses have been closed and transport links suspended. China reported another 397 cases of local transmission nationwide on Friday, 98 of them in Jilin province that surrounds Changchun. Just two cases were detected within the city itself, although authorities have repeatedly pledged to lock down any community where one or more cases are found under China’s “zero tolerance” approach to the pandemic.

MOUNT MAUNGANUI (NEW ZEALAND), MAR 11 (IANS): South African right-arm pace bowler Shabnim Ismail held her nerve while bowling the crucial last over, conceding just four runs to help her team win a thriller against Pakistan Women by six runs, in the ICC Women’s World Cup at the Bay Oval here on Friday. Defending 223/9, the Proteas bundled out Pakistan for 217 runs in 49.5 overs to keep South Africa’s perfect record intact in the World Cup. During the three day-long meet, badminton, volleyball, carom and football were conducted. In badminton men’s doubles, Er.K. Hukato Shohe and Zuchamo Yanthan of Engineering wing defeated SDO (C) T.Sulanthung Lotha and Shancho of Administration and Police whereas in mixed double, Shancho and Arhoni of administration and police defeated Mhabemo K. Humtsoe and Thechano Lotha. In carom singles, Yopwang Konyak of 7th NAP emerged as the champion by defeating Subenthung Tungoe of Veterinary department and in doubles, 7th NAP defeated Veterinary won the title. In women’s volleyball, IPR and Agri & Allied team won the championship by defeating Education team. In men’s football, ADC XI of Civil administration and Police team defeated IPR and Agri & Allied team 1-0. The closing ceremony was chaired by Dr. Rena Kithan, Medical Officer Bhandari. Altogether 22 departments participated in the sports meet.
