Russian forces edge closer to Kyiv

MOSCOW/WASHINGTON, MAR 11 (AGENCIES): Russian troops edged closer to Kyiv on Friday, as officials said the Ukrainian capital was being transformed into a “fortress” and President Volodymyr Zelensky accused Moscow of again targeting humanitarian corridors. Russian forces bearing down on Kyiv are regrouping northwest of the Ukrainian capital, satellite pictures showed, in what Britain said could be preparation for an assault on the city within days. Images released by private U.S. satellite firm Maxar also showed armoured units manoeuvring in and through towns close to an airport on Kyiv’s northwest outskirts, site of intense fighting since Russia landed paratroops there in the first hours of the war. Hundreds of thousands of civilians remain holed up in Ukrainian cities, including besieged Mariupol. The Ukrainian military in a statement warned “the enemy is trying to eliminate the defences of the Ukrai-

During the 11th session of the 13th NLA, the Budget for the year 2022-2023 will be presented on March 22. Besides, government bills will be introduced, annual administrative reports will be tabled and assembly committee reports will be presented. There will be no session on March 20 on account of Sunday while there will be recess on March 23.

Meanwhile, as the Russia-Ukraine war persists, it appears that shoulder-fired missiles are proving to be extremely effective for the Ukrainian forces to impede the rapid progress of Russian troops. The man-portable airdefense systems (MANPADS) are playing a vital role in preventing Russian forces from obtaining air supremacy and bulldozing their way into major Ukrainian cities. Infantry anti-armor weapons, both guided and unguided, have also shown to be equally useful for Ukrainian troops. Even though questions have been raised about the Russian Air Force keeping a low profile in the first few days of the war, Moscow has resorted to airstrikes as their soldiers advance towards Kyiv. However, Ukraine’s use of MANPADS seems to be posing a major challenge to this mission. Ukraine has reportedly inflicted massive casualties on Russian forces, capturing 750 pieces of modern military equipment.

Amend Municipal Act before holding ULB polls, says AKMWP Correspondent

KO H I M A , M A R 1 1 (NPN): Association of Kohima Municipal Wards Panchayat (AKMWP) on Friday called for rectifying/ amendment of the Nagaland Municipal Act before holding the Urban Local Body (ULB) elections. AKMWP president Thejao Sekhose said this while speaking at a programme in connection with donation of 200 chairs and 10 tables by 1st Assam Rifles (AR) to Officers’ Hill (Thegabakha) Colony Panchayat here on Friday. Accusing the State government of not consulting the stakeholders before adopting the Municipal Act, Thejao said the Act was a copy of a similar Act in Gujarat and required modification as it infringed Article 371(A) of the Constitution. While clarifying that they were not against holding the ULB polls, Thejao maintained that the Act was

India accidentally fired missile into Pak; govt orders probe CMLOA to continue boycotting ULB polls

NEW DELHI, MAR 11 (PTI): India on Friday said it accidentally fired a missile two days back that landed in Pakistan and that the “deeply regrettable” incident was caused by a technical malfunction in the course of its routine maintenance. The defence ministry said the government has taken a serious view of the incident and ordered a ‘Court of Enquiry’ into it, a day after Pakistan said a high-speed projectile launched from India entered its airspace and fell near Mian Channu in Khanewal district. On Thursday night, Pakistan summoned India’s Charge d’Affaires at in Islamabad and conveyed its

strong protest over the “unprovoked” violation of its airspace by the supersonic “projectile” of Indian origin. “On March 9, in the course of a routine maintenance, a technical malfunction led to the accidental firing of a missile. The government of India has taken a serious view and ordered a high-level Court of Enquiry,” the defence ministry said in a statement. “It is learnt that the missile landed in an area of Pakistan. While the incident is deeply regrettable, it is also a matter of relief that there has been no loss of life due to the accident,” it said. The Pakistan foreign office said the “super-sonic

flying object” entered into Pakistan from India’s Suratgarh at 6:43 pm (PST) on Wednesday and fell to the ground near Mian Channu city at around 6:50 pm, causing damage to civilian property. People familiar with the matter said the probe team will investigate all possible aspects of the incident. Though the statement by the defence ministry did not specify the name of the missile, the description given by the Pakistan military indicated that it could be a Brahmos missile. NEW DELHI, MAR 11 (AGENCIES): Centre has introduced a new clause in the Foreigners Order, 1948, that requires foreigners to hold a valid passport or travel documents not just while entering India, but also during their entire stay in the country, TIE report stated. It explained that these “valid documents” would include “emergency certificate or certificate of identity or such other document” issued by the foreign country concerned. CTAN serves deadline to terminate ‘illegal’ appts DIMAPUR, MAR 11 (NPN): Combined Technical Association of Nagaland (CTAN), while issuing a final reminder to soil and water conservation department, demanded immediate termination of two Junior Soil Conservation Officers (JSCO) on or before March 30 and make way for educated youths, who believed in the spirit of competition through free and fair examination. In a press note, CTAN through its media cell alleged that the two JSCOs were “illegally” appointed in the scale pay of PB-2 Rs 9300-34800/ and Grade pay Rs 4400/-P.M under soil and water conservation department and had been occupying the posts since June 3, 2016 till date. It said many representations were submitted to stop the regularization process of the two posts, which was clearly under the preview of NPSC having a grade pay

more than 2800. CTAN also pointed out that there were thousands of professional graduates in forestry, agricultural engineering, agriculture science and horticulture who had been passionately waiting for the posts to be advertised. CTAN said that two “illegal appointments” had clearly violated the P&AR rule/notification. Despite several appeals and representation, CTAN alleged that the duo went on perusing political support from the concerned minister, and even to the extent of allegedly getting a recommendation from the chief minister. The study takes into account different methodologies for different countries, the ministry said in a statement. For India, for example, data sources used by the study appear to have been taken from newspaper reports and non-peer reviewed studies, it said. “This model uses data of all cause excess mor-

tality (created by another non-peer reviewed model) as an input and this raises serious concerns about the accuracy of the results of this statistical exercise,” the ministry said. The Lancet reported on Thursday that excess mortality rates due to Covid among Indian states are not the highest in the world, because of India’s large population, but the country accounted for around 22.3 per cent of global excess deaths as of December 31, 2021.

Although re por ted COVID-19 deaths in that period totalled 5.94 million worldwide, the Lancet paper estimates that 18.2 million people died worldwide because of the COVID-19 pandemic, as measured by excess mortality, over that period. This is around three times higher than previously estimated.

NEW DELHI, MAR 11 (PTI): Central Board of Secondary Education (CBSE) Friday announced that the term-II board exams for Class 10 and 12 will commence from April 26, as it released the schedule for the papers. The board said that it has kept a considerable gap between any two papers in the term-II exams owing to the prolonged school closure due to the pandemic.
