K Y I V, M A R 1 5 ( A P / AGENCIES): Russia stepped up its bombardment of Kyiv on Tuesday, smashing apartments and a subway station, while civilians in around 2,000 cars fled Mariupol along a humanitarian corridor in what was believed to be the biggest evacuation yet from the desperately besieged seaport. On the diplomatic front, another round of talks began between Russia and Ukraine via video, and the leaders of three European Union countries-- including Poland, a NATO member on Ukraine’s doorstep -- planned a visit to the embattled capital in a bold show of support. RoW encroachment: DC Dimapur warns

DIMAPUR, MAR 15 (NPN): Deputy Commissioner (DC) Dimapur has informed the general public to refrain from encroaching into the acquired land/RoW along the Dimapur bypass highway and Dimapur-Kohima four-lane NH-29. In a public notice, DC Dimapur R Soundararajan noted that some individuals have illegally encroached and set up sand/brick stockyard, construction of temporary/ permanent structures etc. along the roadside within the land acquired by government for 4-lane construction and reserved as RoW along Dimapur bypass 4-lane highway and Dimapur-Kohima 4-lane NH-29. DC reminded that such encroachments within the acquired land/ RoW were unauthorized and liable to be evicted as per Nagaland Eviction of persons in unauthorized occupation of Public Land Act, 1971 and others laws.

S&WC dept clarifies

DIMAPUR, MAR 15 (NPN): Reacting to the Combined Technical Association of Nagaland (CTAN)’s demand for immediate termination of two junior soil conservation officers (JSCOs) on or before March 30, the secretary soil and water conservation (S&WC), K Libanthung Lotha, has clarified that the question/issue of termination does not arise “as they are no longer government servants”.

Tied grants are released to RLBs for improving two services-- Sanitation and maintenance of opendefecation free (ODF) status

and supply of drinking water, rainwater harvesting and water recycling. The States are required to transfer the grants to the RLBs within 10 working days of their receipt from the Centre without any deduction. Any delay beyond 10 working days requires the State governments to release the grants with interest.

China reported 5,280 new Covid-19 cases on Tuesday, more than double the previous day’s tally, as the highly transmissible Omicron variant spreads across a country that has tethered tightly to a “zero-Covid” strategy. Speaking in Rajya Sabha, Kenye said the original intent and objectives of having NEC, that came into being in 1972 as per an Act of Parliament, needed to be relooked and revisited. While recollecting the visionary objectives of leaders of successive governments and Prime Ministers and their wisdom in creat-

ing the council, he said the original factors that had motivated them should be taken into account and acknowledged. Surrounded by five countries, he underlined that the Northeast was a very strategic region geopolitically. Kenye recalled that when NEC was constituted, it had governors and chief ministers of the eight States of the region as members and where governors held the position of chairman on a rotation basis. Now, since they were all from

the region, they understood the needs of the indigenous people of the region, which were deliberated and considered, and schemes/projects taken up on priority for implementation. That was the reason NEC came into being, he added. He said after about two and half decades it was branched out as department of DoNER under the ministry of Home Affairs.
