Election to the deputy speaker will be held on the first day of Assembly session scheduled from March 19. MOKOKCHUNG, MAR 17 (NPN): Nagaland governor Prof Jagdish Mukhi lauded the people of Nagaland for protecting and preserving their traditional knowledge and value system manifest in their languages, folk dances, food habits, art and culture, etc. Addressing the 5th convocation of Nagaland University (NU) as the chief guest, held at the university’s auditorium (I Ihoshe Hall) on Thursday with vice-

chancellor of Rajiv Gandhi University, Itanagar as a special guest, Mukhi said it was the responsibility of NU to create an enabling ecology through relevant centres of knowledge to promote and preserve the ancient wisdom of Naga people. Mukhi, who is also chief rector of NU, said the convocation was an occasion for graduates and research scholars to receive their degrees and certificates, which they had earned by dint of their hard work. At the same time, he

stressed that it was also a time for them to introspect and ponder over the utility of their degrees and certificates in meeting the challenges of the outside world and grabbing the existing opportunities for bettering their own lives and of those living around them. He asked the graduates if they have acquired out-of-box thinking ability to successfully deal with the contemporary challenges being faced by humanity today. The Governor advised the gathering not to go after those who are not on the right path, even if they are in large number but to learn to walk alone, if they think and feel it will take them to the right destination. (ANI): Assam Police along with the troops of Assam Rifles recovered weapons and warlike stores from a Mon-bound passenger bus in Karbi Anglong district on Thursday. “During the search, security personnel had recovered two factory-made .32 pistols, two magazines, and two sets of walkie talkie from a wooden apple box kept in a black colour bag,” John Das, Sub Divisional Police Officer (SDPO), Bokajan told ANI “We had set a Naka checking at around 4:30 AM and recovered the weapons from a passenger bus. The owner of the bag had not boarded the bus. The bus was destined to Mon district of Nagaland,” the SDPO added.

DIMAPUR, MAR 17 (NPN): Power department has informed the pre-paid electricity consumers that the vending station (pre-paid recharge centre) located at Customer Care Centre (CCC) Burma Camp, and Prepaid Recharge Centre, Jain Temple Road, Marwari Patti will be operating from 9:30 a.m. to 4:30 p.m. from Monday-Friday and from 9:30 a.m. to 1 p.m. on Saturdays. In a press release, Dimapur electrical division executive engineer Y Akito Sema informed that the counter will remain closed on Sundays and all national holidays. The department has also reminded prepaid consumers that, after the installation of the meters, it was mandatory to obtain no objection certificate (NOC) for the subsequent recharge. It stated that initial recharge worth Rs. 500 will be provided in

order to allow the consumers to get ample time to obtain NOC and update it in the prepaid portal for subsequent recharge. NOC will be issued to those consumers who have cleared all the outstanding arrears, if any, of the post-paid meters, it added. GBUD (S) opposes pre-paid metering DIMAPUR, MAR 17 (NPN): Reiterating its resolution to oppose the new electricity billing system, the GB Union Dimapur (Sadar) stated that the proposed pre-paid electricity meter lacked “adequate information on the system and its advantages.” In a press release, GBUD (S) president M Y Ngullie, vice president W Kholie Kapfo and general secretary T Onen Jamir stated that the citizens from different colonies were apprehensive about the billing pattern “which seems to have discrepancy.” Therefore, until the power department initiates proper sensitization programmes in all the colonies and make the consumers understand the pros and cons of pre-paid billing system, the GBUD affirmed not to cooperate with the installation of pre-paid meter.

The building, constructed under the Integrated Housing and Slum Development Programme (IHSDP), has one community hall, 70 dwelling units in two blocks (North & South - 35 dwelling units each), approach road, footpath, drainage, water supply,

Constructed under 90:10 funding pattern (90% Central share and 10% State), the cost of the project was Rs.498.92 lakh out (Rs 449.03 lakh central share and Rs 49.89 lakh State Share. DIMAPUR: A review meeting of the Banuo Jamir Committee on Communitisation of Public Institutions & Services (CPI&S) Act, 2002 was held with chief secretary of Nagaland, J Alam in the Nagaland Civil Secretariat conference hall, Kohima on Thursday. According to a DIPR report, Banuo said that the committee was set up via a government notification dated July 10, 2020 to study the strength and weaknesses of the Act, to study existing gap in the functioning of stakeholder departments in implementation of the Act, to identify areas of concern and to suggest remedial

measures for improvement in the delivery of public services and omission of services from preview of the Act. She stated that extensive study in the field had been conducted with engagement of all stakeholders and departments concerned. The committee has made various observations and has flagged areas of concern and make recommendations for the way forward, she further informed. The chief secretary hoped that the final report of the committee would help the government implement the Act successfully and benefit the people of the state.

Mock drill exercise conducted in Wokha

DIMAPUR: District Disaster Management Authority (DDMA), Wokha along with Nagaland State Disaster Management Authority (NSDMA) conducted a mock drill exercise in Wokha on March 16. According to a DIPR report, during the mock drill exercise, a simulating earthquake scenario was conducted at police point for high rise rescue exercise; Mt. Tiyi College for building collapse, fire incident, search and rescue operations and evacuation; Wokha Town Council (WTC) building for fire incident; District Hospital for serious patient treat-

ment; District Emergency Operation Centre (DEOC) in the conference hall of the deputy commissioner (DC) and Staging Area at local ground. The mock drill exercise was conducted as a preparedness measure and was jointly organised by DDMA Wokha in collaboration with Home guards and Civil Defense and SDRF Wokha, 12 BN NDRF (Force), Fire & Emergency Ser vices (F&ES) Wokha and District Executive Force (DEF) Wokha personnel. The main staging area was held at Wokha local ground, where NDRF, SDRF, BSG and

other line departments and stake holders reported at the area after emergency siren was sounded. During the drill, the DEOC was set up in the conference hall of the DC. The search and rescue team involved 34 personnel of SDRF, 33 NDRF and 20 personnel of Fire & Emergency Service. Later, incident commander & ADC Wokha, Lankonsen Tsanglao while debriefing the programme acknowledged all the personnel of SDRF and NDRF, F&ES, other line departments, stakeholders, Mt. Tiyi College and others for making the drill a success.

Mmhonlumo Kikon inaugurates GHS Akuk new building

DIMAPUR: Advisor, information technology and communication, science and technology and new and renewable energy, Mmhonlumo Kikon on March 10 inaugurated the newly constructed building of Government High School (GHS) Akuk funded by Samagra Shiksha, department of school education, government of Nagaland. In a press release, Akuk village council chairman, Mhatung Odyuo informed that in his speech, Kikon encouraged and exhorted the students and parents to avail and utilize the best facilities provided by the government for development of human resources. Assessment camp for CwSN conducted in Dimapur DIMAPUR: Samagra Shiksha Dimapur, IED (Inclusive Education) Block level Assessment Camp for Children with Special Needs (CwSN) in the age group of 6-18 years was conducted on Thursday in UBRC Kuda, Nagarjan for UBRC Kuda and Kushiabill blocks. In a press release, senior SDEO Dimapur, Zhutovi S. Chophy informed that out of 48 in attendance under Dimapur urban block, 13 were identified for spectacles, three were identified for hearing aids and eight for appliances while under Kushiabill block, 13 were identified for spectacles, five were identified for hearing aids and

four for appliances. Altogether, 48 Children with Special Needs, both school going and nonschool going from Urban and Kushiabill blocks attended the camp. Hearing aids were provided to 12 children during the camp with other appliances to be provided at the earliest. The assessment team was led by Dr. Chumbeni Kikon, JMD, team leader and special officer IED, SMO Samagra Shiksha Nagaland, Vilvino. The team also included Soundbeatz Pvt Ltd, Delhi for hearing aids, TPORC Imphal for Locomotor and Ophthalmic Opticians from

Sechü-Zubza hall. Categories for assessment includes visually impaired, hearing impaired and locomotor impaired. CwSN in the age group of 6-18 would be assessed for both school enrolled and home based. CwSN have been informed to produce copies of Aadhar card, bank passbook and disability certificate (if available) on the day of assessment. For severely disabled CwSN, parents or guardians may produce disability certificate/photograph. CwSN have been requested to come with their parents or guardians for the assessment.

DIMAPUR: In view of the eleventh session of the 13th Nagaland Legislative Assembly from March 19-to25, Kohima police have issued traffic regulations as part of the security arrangement. In a press release, Kohima police PRO informed that only vehicles with the following car passes would be allowed entry to the assembly secretariat: ‘X’ white letter with blue background for legislators; ‘Y’ black letter with green background for AHoDs/ HoDs; ‘Assembly Logo’ for assembly staff; ‘LH’ black letter with white background for police personnel and P.S/P.A; ‘O’ black letter with yellow background for IPR/media and other department and ‘On Assembly Duty’ white letter with red background for staff bus/pool & dak vehicles. The police have informed that no vehicle would be allowed to be parked by the roadside from 6 a.m., onwards during as-

sembly sessions in the following locations: from BSNL telephone exchange till Classic Island; from Raj Bhavan till M.S Classic Island; from Classic Island to assembly secretariat via Razhü point and High School and from New CM official residence, Phezoucha to Assembly Secretariat. Meanwhile, heavy vehicles would not be allowed to ply in Kohima town during assembly session from 6 a.m., till the session was over. Further, it informed that all loading and unloading of goods in Kohima town should be completed by 6 a.m. during assembly session and heavy vehicles would not be allowed to be parked along ‘D’ block road. While anticipating positive co-operation from the public, the police will tow away the defaulting vehicles and the charges will be borne by the vehicles owners.

DoSE informs DEOs, SDEOs & school heads

DIMAPUR: Department of School Education (DoSE) has reminded all District Education Officers (DEOs), Sub-Divisional Education Officers (SDEOs) and school heads of Government Elementary Schools (GES) that the department has changed uniform for GES children. According to DIPR report, DoSE said it has received reports that some school heads are still forcing their students to procure and wear old school uniforms contradicting departmental notification, which the department has viewed seriously. Therefore, the department has directed all school heads to strictly implement school uniforms introduced by the department. DoSE has also stated that no children should be asked to purchase school uniforms at any cost, as

it is the responsibility of the central and the state government to provide free school uniform to all the children studying in government schools or till completion of elementary education. It cautioned to initiate disciplinary action against those who violate the notification. I t m ay b e n o t e d that the department has

changed school uniform for boys from grey trousers to navy blue trousers for boys, grey skirts to navy blue skirts for girls and white shirt to long-sleeve sky blue shirt for both boys and girls to improve the standard of school uniform being worn by the students and also to ensure the students are dressed appropriately and with dignity.

Correspondent KOHIMA, MAR 17 (NPN): Governor of Nagaland, Prof. Jagdish Mukhi, Thursday said that conservation of nature and environment should become a people’s movement and called upon the local bodies, civil society groups and NGOs to participate. Speaking at the ceremony for the Governor’s Award and State Level Essay Competition at Raj Bhavan, Kohima, the governor stressed on the importance of climate change and environmental degradation. He said there was an increasing number of global forums where environment protection, biodiversity conservation, carbon sinks and green growth were being discussed.

Prof. Jagdish, however said that despite knowledge on the subjects, people were witnessing “receding forests area and shrinking of biodiversity to rapidly melting glaciers and ice caps, extreme weather events”. He suggested for more efforts on spreading awareness and for people to contribute to conservation of nature and environment which he said should be “a people’s movement” where local bodies, civil society organisations and NGOs should participate. The gover nor also highlighted the National Environment Policy adopted in 2006 which promotes adoption of cleaner technology and bio-friendly disposal of waste and proposal to launch a massive afforestation project.

The Governor’s Award was conferred to three individuals under essay competition and winners under different categories- The Tizu Valley Biodiversity Conservation and Livelihood Network Zunheboto for their outstanding contribution to conservation and protection. He said the awards were instituted to honour and recognise the individuals for their exemplary initiatives and contribution to the society besides encouraging the public to achieve their aspirations. Correspondent KIPHIRE, MAR 16 (NPN): Tired of waiting for government funds, the public of Longya ward under Kiphire district constructed a room at Government Middle School (GMS) Longya ward in Kiphire town for caretaker of the school on Thursday. The room was constructed voluntarily by ward union, staff and SMC of GMS Longya ward. The school authority requested the concerned ward officials for this initiative where they collectively agreed to build a room for a person

to live in and look after the school. Members of the ward constructed the house from their own contributions and would be initiating footsteps construction for the school in the future. It may be mentioned that GMS Longya ward is located far from the Town area where there are no fences, water connectivity, sufficient rooms and other facilities. The school was also burgled by unknown miscreants on several occasions where school properties including computer, printer, gas stove, books and science lab instruments etc., went missing.

NNC (PB) calls for ‘Naga National unity’

DIMAPUR: Naga National Council (Parent Body) has appealed to all the political groups and leaders to come forward for “Naga national unity” for political solution. NNC (PB) through its information & publicity wing stated that the group had serious deliberation on the Naga political issues confronting “all the National workers at present and the people in the Homeland at this critical juncture”. It stated that political differences in ideologies, stands and approaches towards political solution were immensely affecting all in the homeland, adding that it would be dangerous also “if it goes wrong at this critical and sensitive point for the Naga people.” NNC (PB) has, therefore, appealed to all the Naga national workers and groups to sit across the table and thrash out all the differences and obstacles facing the leaders, and to bring about “an honourable, acceptable and concrete political solution” for peace and prosperity in the region. “This is the only way forward to bring political solution in the Homeland…” NNC (PB) stated. The group has requested the Naga Club, Forum for Naga Reconciliation (FNR) and Global Naga Forum (GNF) to jointly initiate and bring all the groups and leaders across the table for talk in the best interest of all the people and peace in the homeland.

While touching upon alcohol and drug abuse, he said Nagaland had its share of alcoholism, drug abuse and issues of people living with HIV (PLHIV). He said the percentage of substance abuse and burden of HIV in the state was one of the highest and reducing the problem of substance abuse, rehabilitation of victims, social stigma, reducing discrimination and helping PLHIV to live a normal life were contributions of Kripa Foundation. DIMAPUR: Suruhuto Range Students Union (SRSU) conducted an educational tour on March 14 and 15 covering all the governmental schools across Suruhuto. In a press release, SRSU said the main objective of the tour was “to identify major loopholes in the education institutions.” As per the directives of the All Sumi Students’ Union (SKK), The union stated that it has issued an order to the teaching staff of the educational institutions to remain at their respective place of posting and “avoid any kind of proxy.” During the tour, SRSU said it learnt that there were 13 GPS, five GMS and two GHS, making it a total of 20 governmental schools altogether with 1033 students. As per the statistical report of annual conference, Suruhuto has over 6500 students pursuing various courses and professions, the union informed.The union claimed that many loopholes were found during the tour such as most schools having less teachers. It questioned the educational department as to how six teachers could teach in eight classrooms at one go? SRSU said lack of sufficient and qualified teachers threatened students’ ability to learn and “high teacher turnover consumes economic resources that could be better deployed elsewhere.” It claimed that the privilege of “Midday meals are being misused” and “not providing proper mid-day meal” was a “gross infringement of fundamental rights of children.” The union also said “lack of monitoring and huge corruption and misuse of funds had destroyed the scheme”. While claiming that most teachers were being transferred “from political backgrounds without the concern of incharge, head master, school management committee or any higher authority”, the

union said such kind of practices should completely be abolished and if any teacher was found guilty, the act would be “taken care” of by the union. While appealing to the Education department to deploy the teachers in the area without any delay, it said classroom strength being more than that of the teachers was a major concern. During a discussion with teachers of various institutions, the union

decided that on September 5 every year (from 2023), a general Teachers’ Day programme would be conducted where All Suruhuto Area Teachers would come together along with its students to celebrate the day and coordinate for the betterment of the educational institutions. Meanwhile, SRSU president, Hipito Achumi stated that the union from here on would “take action against any government employee in SDEO, Zunheboto” if they failed

to be punctual with their time during the visit of the teachers for various school duties. Further, the union also appealed to the public, MLA, village elders, STH and students of Suruhuto to continue rendering their support and cooperation to bring equitable justice to the student community. The union affirmed to fight for the rights of students and ensure better functioning of schools and institutions.

SHILLONG, MAR 17: The Meghalaya Assembly on Thursday rejected a privilege notice moved by lone Khun Hynñiewtrep National Awakening Movement (KHNAM) legislator Adelbert Nongrum against Speaker Metbah Lyngdoh. The notice was rejected through voice vote when the Speaker put it to vote. Moving the privilege notice, Nongrum pointed out the action of the Speaker of committing breach of privilege against him by moving away from the ‘rule book’ on March 8. The KHNAM legislator told members of the House that he had come prepared for introduction of the Meghalaya Agriculture Land Regulation Bill, 2022 and was ready to move a motion for leave as per rule for consideration of the house. It was listed as item No 4 (a). “Why did you (Speaker) move away from the rule book and asked me to beg leave to introduce, why did you not ask me to move a motion for leave to introduce. I consider your action against me that day a breach of privilege,” Nongrum asked. “You Mr Speaker Sir have curtailed my right. It doesn’t take much to understand that there is a big difference between beg leave to introduce and move a motion for leave to introduce. Responding to a Zero Hour discussion brought in the Assembly by senior Congress MLA Ninong Ering on amendment of the Article 371 (H) to enable Arunachal to get all Constitutional provisions in line with Nagaland, Khandu assured to re-send the resolution adopted in the State Assembly during August 28, 2020, to the Centre as a reminder. Stating that there is lack of Constitutional provisions for the State as it comes under the purview of Article 371 (H), the Chief Minister informed that the State Assembly, on August 28, 2020, adopted a resolution to persuade the Centre to amend Article 371(H), to protect the rights of its indigenous population. The Assembly resolved that the special provision with respect to the State be further strengthened by amending Article 371(H) by inserting provisions for protection of religious or social practices of the tribes of the State, customary law and procedure of the

AGARTALA, MAR 17 (PTI): Tripura Deputy Chief Minister Jishnu Dev Varma on Thursday presented a Rs 26,893-crore budget for the 2022-23 fiscal in the assembly without proposing any new tax while emphasising on development of infrastructure, industries and social sector. The budgetary outlay is 18.34 per cent more than that of the 2021-22 financial year. D e v Va r m a , w h o holds the finance portfolio, estimated a deficit of Rs 569.52 crore with the total expenditure exceeding the aggregate receipts of Rs 26,323.15 crore for the next fiscal. The total budgetary outlay is pegged at Rs 26,892.67 crore for the 2022-23 financial year (FY23). The deputy chief minister tabled the annual financial statement for FY23 on the first day of the budget session of the House. The gross state domestic production is estimated to grow at 13.28 per cent in the next financial year. DEHRADUN, MAR 17 (PTI): Prime Minister Narendra Modi on Thursday asked trainee officers at Mussoorie’s Lal Bahadur Shastri National Academy of Administration to never lose sight of the biggest goal of evolving India into a modern and self-reliant country. Besides developing itself, India has to play a bigger role in the new world order emerging post-Covid pandemic, he said at the valedictory session of the 96th Common Foundation Course of the institute. “I have interacted with several batches of civil services trainees but your batch

The prime minister advised the trainee officers to pick five to seven challenges faced by people in their areas when they go out in the field and try to find a solution to those so that they are remembered long after they leave the place. He also asked them to write an article before they leave the academy summing up what they want to do as officers and administrators. “When you complete 25 years of service you can revisit your article and find out whether or not you succeeded in achieving what you had set out to achieve,” Modi said. Sometimes, doing too many things cannot give one the satisfaction of doing just a couple of things one had targeted to achieve, he said. “You are going to be part of a positive social change. So try to develop leadership quality and a team spirit. It is mandatory for bringing about any major change,” Modi added. If anyone demands a bribe from you, do not refuse it. Record a video or audio of it and send it to this number. BENGALURU, MARCH 17 (IANS): Even as Muslim traders supported the bandh call given by community organisations in Karnataka and closed their shops in few pockets, it did not have any impact on the day to day life in the state. The ruling BJP and opposition Congress, meanwhile, locked horns in the assembly over the bandh. The BJP sought action against those who are going against court verdict and the Congress maintained that they have the right to protest. Responding to bandh call, the shoppers, businessmen and traders closed their shops in Shivajinagar, K.G. Halli, D.J. Halli, Padarayanapura and few other pockets in Bengaluru. Police Commissioner Kamal Pant said that the bandh has been observed in many places but there is no impact. The police conducted flag marches in sensitive locations in the capital. In Mysuru, Chamarajanagar, Udupi, Dakshina Kannada, Kalaburagi districts, Muslim businessmen closed their shops to support the bandh. However, the

normal life was not affected at all. Meanwhile, BJP MLA Raghupathy Bhat in the assembly demanded that legal action has to be initiated against those who have given bandh call questioning the court verdict. He said, the verdict can be challenged in the Supreme Court. Calling bandh will make no difference, action has to be initiated against them. Jagadish Shettar, former Chief Minister supported Raghupathy Bhat and said that observing bandh is not a good development. “Is there no value of the court judgment?” Shettar questioned. “Protest against the government is different. But, if they observe bandh against court order, it will lead to anarchy in the society. No one should support it and strict action must be initiated,” he said. Opposition leader Siddaramaiah, however, supported the bandh saying that there is a provision to appeal in the Supreme Court. Observing bandh peacefully and protesting is their constitutional right. How can it

be stopped? They should be allowed to observe bandh, he said. Deputy Opposition leader U.T. Khader maintained that the bandh call is given not to disrespect the court order but to express their dissatisfaction over judgment. BJP National General Secretary and MLA C.T. Ravi intervened and said that vote bank politics over the issue is wrong. “Why should there be uniform in schools? Court had given verdict after detailed inquiry, how is it ok to protest and call for bandh against court order?” Ravi questioned. Meanwhile, Home Minister Araga Jnanendra reacting to the bandh call said that this is a peculiar situation. The law of the land would not apply to them, they don’t follow the court order. This is a special case. If anyone violates court order and carry out activities like this, stern action would be initiated. There is a provision for an appeal in the Supreme Court. But, these activities will lead to law and order situation in the state and this is wrong, he stated.

ive states Pradesh Congress Committee (PCC) presidents have been asked to resign by Congress president Sonia Gandhi for the recent poll debacle of the party at the Chintan Shivir held in Delhi on March 15. Such a serious matter was dispensed with within four-and-half hours. The five were accused, judged and executed and not given any opportunity to explain the circumstances or the reasons for the party’s debacle at UP, Punjab, Uttarakhand, Goa and Manipur. The Congress Working Committee (CWC) took the momentous decision to find scapegoats instead of honest appraisal for losing Punjab, failing to regain Uttarakhand, Goa and Manipur where the party was largely expected to do well. A broad look into the probable factors for the debacle will indicate that all the state PCCs were appointed by the Gandhis and most did not have the general acceptance of the party rank and file. In UP, Priyanka Gandhi Vadra who is AICC general secretary overall in-charge of UP had chosen Ajay Kumar Lallu as the PCC chief as reward for his “good job” in 2019. As Priyanka was the sole in-charge of UP, all decisions were taken by her. Priyanka had earlier been given joint responsibility of UP with then Congress leader Jyotiraditya Scindia. However, Scindia felt snubbed as Priyanka began taking decisions arbitrarily without consulting him and which ultimately led to his exit from the party to the BJP. In Punjab Priyanka and Rahul chose Navjyot Singh Sidhu as PCC chief and replaced Sunil Kumar Jakhar. Ultimately Amarinder was himself booted out unceremoniously and though Sidhu hoped Priyanka would make him the chief minister, it was Charanjit Channi who ultimately got the job. Sidhu wanted to decide who gets tickets and when the Gandhis countered, he sulked and threatened to quit. In Uttarakhand Ganesh Godiyal was appointed as new Uttarakhand Congress chief by Sonia Gandhi. In Goa Girish Chodankar was retained as PCC chief through the good offices/influence of Gandhi loyalist P.C. Chidambaram despite many party stalwarts opposing his appointment. Chodankar has in the past also been accused of causing divisions within the party. After he was appointed in 2021, several Congress MLAs defected to BJP. In Manipur, PCC chief Nameirakpam Loken Singh was appointed as full time president after Govindas Konthoujam quit office to join the BJP in 2021. Except for Manipur, all PCC chiefs were appointed through direct intervention of the Gandhis. How can PCC chiefs be held solely responsible for the debacle when the CWC courtiers have always boasted about doing things through democratic consensus? The sacking of the PCC chiefs is nothing but a desperate effort to deflect blame from the Gandhis. In UP, Priyanka conducted a solo campaign all by herself in her new avatar as the Indira look-alike. Unbelievably and in an arbitrary manner, Priyanka set up candidates in 399 constituencies and ended up winning only two seats. Congress candidates in Uttar Pradesh lost their security deposit in 387 of the 399 seats contested under Priyanka solo campaign. Congress got just 2.4% of the total votes, lower than RLD’s 2.9% from just 33 seats it contested. In 2017 Congress in alliance with SP contested 105 seats and won seven. The Gandhis are responsible for choosing pliant PCC chiefs and so have to honestly accept responsibility for the downslide since 2014.

It means holding ourselves to the highest priority year in and year out; not making our first priority to win souls, or to establish churches, or to have revivals, but seeking only “to be well pleasing to Him.” It is not a lack of spiritual experience that leads to failure, but a lack of working to keep our eyes focused and on the right goal. At least once a week examine yourself before God to see if your life is measuring up to the standard He has for you. Paul was like a musician who gives no thought to audience approval, if he can only catch a look of approval from his Conductor. Any goal we have that diverts us even to the slightest degree from the central goal of being “approved to God” (2 Timothy 2:15) may result in our rejection from further service for Him. n the midst of Russia’s invasion of Ukraine, India is trying to emerge as the champion of peace on fallacious claim that India had no history of invading any nation in her neighbourhood or anywhere in the world. The statements of Indian Vice President, Prime Minister and Defense Minister in recent times on this line were blatant lies. Started from October 1955, India invaded Nagaland and continued her war in Nagaland up to 1964. But an International Ceasefire Agreement was signed between the Government of India and the Federal Government of Nagaland which was officially effected on 6th September, 1964. However, even after the Peace Pact, India is continuing her forced occupation of Nagaland. Nagaland has clear history of a nation as real as other nations in the world. On August 14, 1947, the Naga National Council (NNC) formally declared

the independence of Nagaland as a nation. On the same day NNC informed India by Telegram, and Cabled to HMG and UNO for information and record. The Naga independence declaration preceded both India and Burma’s independence declarations. It remains a living testament that Nagas neither joined Indian Union nor the Union of Burma. In the very independence declaration, NNC explicitly stated that Nagas did not accept the constitution of India. When all efforts to integrate Naga territories into the Union of India fail, Pandit Jawaharlal Nehru, the first Prime Minister of India sent thousands of Indian troops into Nagaland in 1955. To this, B.N. Mulik, Chief of Indian Intelligence, in his Book “My years with Nehru, 1948-1964” unequivocally said, “Troops moved into Tuensang (Nagaland) by October 1955, and the war with the Nagas started from then”.

It was a naked aggression on the sovereign Nagaland. It was a war and there is nothing else to claim by India. In the decades long Indo-Naga conflict in Nagaland, the Indian troops attempted extermination of the Nagas from the face of the earth but failed. Over a hundred thousand Nagas were killed by the occupational Armed Forces of India and is still continuing till recent times. India has blood-stained hands. As long as Indian occupation of Nagaland continues, she has no right to stand up as peace broker. India should clean her mess in Nagaland first before projecting herself as a champion of peace. Nagaland is not Indian territory and Nagas are not Indians. India should withdraw her occupational forces from Nagaland so as to restore the honor of the sovereignty of Nagaland. China’s Covid 2022 crisis is world-changing in a different way from 2020

t’s March. Major Chinese cities are in lockdown, manufacturing is idled, shares are plummeting, and the supply chain is scrambling to make sense of it all. It is a disturbing kind of Deja vu. Today’s Covid-19 surge in China appears to mirror the Wuhan outbreak that paralyzed the world in 2020. We have the southern city of Shenzhen in lockdown, forcing iPhone supplier Foxconn Technology Co. Ltd. to shutter plants in the Longhua and Guanlan districts while electric vehicle and battery maker BYD Co. said operations have been impacted. The entire province of Jilin (population 24 million), on the northern border with Russia, has been sequestered and that’s halted production at Toyota Motor Co. and Volkswagen AG plants. The iShares China Large-Cap fund is down 26% for the year. After Wuhan, it had plunged 22%.

But there’s a difference between now and two years ago when it comes to semiconductor and big tech supply chains. And that could be crucial to understanding how 2022 plays out — and why a closure of the so-called factory floor of the world may not be so apocalyptic. Manufacturers don’t like to talk about it too much because doing so may annoy Beijing, but Foxconn, Wistron Corp. and Pegatron Corp. have shifted away from China to locales including India, the Americas, Europe and Southeast Asia. At the end of 2020, Foxconn’s Hon Hai Precision Industry Co. had recorded its lowest ratio of long-term assets in China for at least four years. Investment in the Americas grew 10-fold between 2017 and 2020, according to its balance sheet. Western clients, such as Apple, are also becoming more nimble at working

around the challenges of flying into and working within China. When the borders were shut in 2020, design and development teams were put on the backfoot trying to prepare a new iPhone while being unable to visit the factories where they’d be made. Production of that year’s devices was delayed by up to two months. While today’s shutdowns in Shenzhen will be an inconvenience, iPhone assemblers now have more capacity overseas, especially in India. Yes, there’s a major war going on. And one concern is that a Ukraine under attack won’t be able to provide some of the noble gases crucial to semiconductor manufacturing. That prospect was chilling for an industry just starting to emerge from 18 months of crippling chip shortages. But it turns out that major players were already

prepared and neon can be procured from other places anyway. There’s no doubt that years of supply chain challenges forced companies to be better prepared. Taiwan Semiconductor Manufacturing Co., for example, now holds double the stock piles of raw materials that it did five years ago. In many ways, the rest of the world has prepared to work around China. A similar thing may be happening with the stock market meltdown. The biggest pain is in Chinese technology stocks, especially those listed in the U.S. Analysts at JPMorgan Chase & Co. on Monday summed up a sentiment shared by many when it declared China Internet stocks as “uninvestable” over the next six to 12 months. They downgraded 28 Chinese names listed in the U.S. and Hong Kong. The NASDAQ Golden Dragon China in-

dex, which is heavily weight toward tech, fell 10% last Friday, 10.2% on Monday and is down 71% over the past year. A catalyst for the latest selloff was the U.S. Securities and Exchange Commission last week naming five Chinese stocks that might be delisted from American bourses if they fail to comply with auditing requirements. This announcement reminded investors of the ethos that divides the two countries: U.S. regulators require any business listed in the country to be subject to audit, but Beijing forbids Chinese firms from opening up to such inspections. So two separate financial worlds are being shaped. All that might work out just fine for President Xi Jinping and his administration. Plunging prices of Chinese companies on overseas bourses coupled with

increased regulatory pressure from Washington could accelerate their delisting from the U.S. and subsequent relisting back home. More than $1.25 trillion has been wiped off the market value of U.S.-listed Chinese stocks over the past year, according to Bloomberg Opinion calculations. Yet these lower valuations would make them more accessible to domestic Chinese institutional and retail investors, who may then enjoy any upside when the economic picture stabilizes and Beijing’s crackdowns on various sectors start to ease. The result of all this geopolitical tension may end up being a massive redistribution of wealth from the U.S. to China, and it’s playing out amid the fog of war, a pandemic, and economic slowdown. Our weak educational outcomes have a wide set of societal causes

T

he education sector suffers such neglect that we may need to recalibrate our expectations from it In my last three columns, I asked, ‘Why are children not learning what they should in school?’ and explored the basics: the reasons relating to children, teachers, and then to the education system. This week, we similarly explore the range of causes that are societal. Needless to say, many of these causes are intertwined in complex ways. Let’s start with the overall governance and administrative culture in India, which is embedded in and shaped by our overall social and political culture. First, education does not get the importance that it deserves. Quick-fire welfare measures or high-visibility infrastructure projects are favoured over education, perhaps in the belief that this is what gets votes or plaudits. This low prioritization of education manifests itself in budget allocations, human resources and more. Second, there is a widespread failure to recognize that education is a matter of deep expertise, even more so than economics. But unlike the economic realm, too often key

decisions on education are taken by people who have almost no background in the field. These are some of our top officials and politicians. The advice of professional educators is undervalued, or worse, ignored. There have been (and are) high-level officers and politicians with deep education sensibilities, but largely as exceptions. Third, improvement in education requires continuity of direction and action. Most educational interventions would take 10 -15 years before they show any sign of real success. However, our governance culture is such that the priorities and directions are changed rapidly. Education, which is a matter of inter-generational change, just can’t improve with this kind of instability. Now let’s consider a broad set of socio-political trends that have pulled back progress in education. First, from the early 1990s, the notion that the private sector will solve all our problems took hold of our public imagination. This is plainly false. Now that over 30% of India’s children in the past 20 odd years have started going to private schools and learning levels have continued to drop, at least that

fixation has eased. However, we have lost two decades at the altar of market fanaticism. Second, the notion that technology will somehow cure all our ills has infected us. With tragic learning losses during the pandemic, even the most enthusiastic votaries of technology and online learning have quietened down. Decades of global experience and research has demonstrated the cul-de-sac that technoholism leads to. But still, too much of our limited resources and energy has got diverted and distracted. Third, the effect of sharp and deep inequalities in India over everything cannot be overestimated. In education, it has a very direct and simple implication. The children of the well-to-do attend elite wellresourced schools, with access to more than enough support at home. They have no problems in learning. But the vast majority of children in our unequal country go to schools that might as well be on a different planet. Thus, the well-off, who control or influence the levers of power, have no personal stake in nor any exposure to the reality of most Indian lives. It is this mental landscape of

those in power that informs decision making and prioritization. This is a very serious limitation. And lastly, there is no escape from poverty in our country. It shackles and limits learning in many ways. Let me just point out three. First, poverty means poor nutrition for children. Not only does it undermine their physical and social development, including their neurological responses, it also has day-today implications. Hungry children, which is unfortunately the state of too many, cannot concentrate in the classroom. A malnourished child falls ill frequently and can’t attend school. Education is not the only casualty of this tragic phenomenon. One has to just observe the wasting of our children because of poor nutrition. We are truly wasting the future of our nation. Second, poverty ensures that children do not have the same kind of adult support and care at home as in middle-class families. Not because their parents and grandparents love them any less, but simply because the adults are struggling to make a livelihood. Such adult care and contact are critical for learning. Third, homes in poverty do

not have resources that support and create an environment for learning. Their adults themselves are often inadequately educated and they are short of books, other learning material and time. The list of such societal factors is much longer—mores that force girls out of school, caste-based discrimination, and so on. But let me stop here by mentioning something that is profoundly ironical. We have become a society where we think that the path to all progress and development is through education. Both of individuals and of overall society. Education has become our panacea. Despite such expectations, we continue to treat education and educators poorly. Without a fundamental transformation of our societal treatment of education, it simply cannot serve even a fraction of the role we expect it to. We need to re-calibrate our expectations from education. Good education is foundational to a strong economy, good society and vibrant democracy. Yet, while good education is a necessary condition for all this, it’s not a sufficient one. Anurag Behar is CEO of Azim Premji Foundation

Why India abstained on UNSC resolution

n the past few days, Eastern Europe has attracted the global media. Almost all the news channels and newspapers are debating on the factors, outcomes, and possible consequences of the ongoing war between Russia and Ukraine. Crude oil and precious metals like gold and silver touched a new high, fear and suspicion among the investors brought the equity market into turmoil and as a result, billions of dollars outflowed from the emerging countries. On 26th February 2022 at UN headquarter, UNSC (United Nations Security Council) took place for the sole purpose of opposing the Russian military operation against Ukraine. Out of the 15 countries, 11 countries favored the resolution of opposing against Russian military drill excluding three countries India, China, and United

Arab Emirates. Along with the exclusion of three votes and the veto power used by Russia no possible solution was achieved. India’s stand for Russia seems unreasonable but there are certain factors that India cannot be ignored. Firstly, Russia shares historic ties with India for almost seven decades. if we look back into history we find that Russia has always been our trusted ally. For an instance, in the 1965 war with Pakistan, the intervention of Russia resulted in a ceasefire. In the 1971 Indo-Pak war, the Soviet Union sent deployed two groups of cruisers and destroyers as well as a submarine armed with nuclear warheads. Furthermore, last year our Defence Minister Rajnath Sinh visited Moscow amid India-China LAC (Line of Action Contro)issues and Russia

had backed India on several issues at the UNSC. Secondly, Russia is India’s biggest and time-tested supplier of defense weapons. Over the years this relationship has been further cemented with a great deal of Russian military equipment being inducted into our arm forces. Moscow has always assigned the highest priority to India’s defense sector. The process of military cooperation started during the Soviet Era, the technology of Mig-21 aircraft was transferred to India, and today we have Mig-23, Mig-27, Sukhoi-30, T-72, T-90 tanks, and S-400(air defense system). These are just a few names on the top of the list. Furthermore, Joint Ventures for Brahmos missiles(mid-range supersonic missile) and upcoming Ak-203 assault rifles will further boost our defense. Recently, India took its first step towards

the goal of exporting defense goods as it has begged the contract of Brahmos missiles from the Philippines. Russia will be the key player in achieving the export worth of 35000 crores in defense goods and services by 2025. Thus, Russia has always backed Indian actions both politically and militarily. So according to my opinion, India’s decision to abstain from the UNSC resolution is worthy. Apart from our strong relationship with Russia, India needs a strong partner because the way China and Pakistan are posing threats to India cannot be ignored. According to DRDO officials, the FCS facility is a building with the plinth area of 1.3 lakh square feet. The FCS Integration facility at ADE, a laboratory of DRDO, was completed in a record 45 days with in-house hybrid technology consisting of conventional, pre-engineered and precast methodology. The technology has been developed by DRDO with the help of Larsen & Toubro (L&T). Design check and technical support was provided by the teams of IIT Madras and IIT Roorkee.

Shah advocates trade, cultural ties with neighbouring countries NEW DELHI, MAR 17 (PTI): Union Home Minister Amit Shah on Thursday advocated enhanced trade, cultural relations and people-to-people contact with the neighbouring countries and said there is bonding among the people as much of these areas were part of India before 1947. NEW DELHI, MAR 17 (PTI): Over 3 lakh children between 12 and 14 years have received their first shot of Covid vaccine taking the total doses administered in the country to over 180.80 crore, according to Union Health Ministry data. The vaccination against COVID-19 in the age group of 12-14 years started on Wednesday with Biological E’s intramuscular vaccine Corbevax, two doses of which are to be administered 28 days apart. As of March 1, 2021, there were 4.7 crore children aged 12 and 13 years in the country. More than 2.15 crore precaution doses of COVID-19 vaccine have been administered to healthcare and frontline workers, and those aged above 60 years. All people aged 60 and above have been made eligible for the precaution dose to Covid vaccine. The

prioritisation and sequencing of the dose would be based on the completion of nine months to 39 weeks from the date of administration of the second dose. The countrywide vaccination drive was rolled out on January 16, 2021, with the healthcare workers getting inoculated in the first phase. Vaccination of the frontline workers started from February 2 last year. The next phase of COVID-19 vaccination commenced on March 1 last year for people over 60 years of age and those aged 45 and above with specified co-morbid conditions. India launched vaccination for all people aged more than 45 years from April 1 last year. The government then decided to expand its vaccination drive by allowing everyone above 18 years of age to be inoculated against the viral disease from May 1 last year.

The ED had claimed that the 34-year-old TMC parliamentarian was a beneficiary of funds obtained from this illegal trade. He has denied all charges.

Man demands Rs 3 cr for Nawab’s release; FIR filed

MUMBAI, MAR 17 (PTI): Mumbai police have registered an FIR against an unidentified person who allegedly demanded Rs 3 crore from the son of Maharashtra minister Nawab Malik to get the latter out on bail, an official said on Thursday. NCP leader Malik was arrested by the Enforcement Directorate (ED) last month in a money laundering case. Following a complaint filed by the minister’s son Amir Malik, the V B Nagar police registered the FIR late Wednesday night, he said. According to the complainant, he received an email in which the sender, who identified himself as Imtiyaaz, allegedly said he will try to get NCP leader Nawab Malik out on bail and demanded Rs 3 crore in Bitcoins. “I have lodged the FIR, but can’t share more about it as it is a confidential matter,” Amir Malik told PTI. A senior police official said, “We have registered the FIR under various Indian Penal Code sections, including 419 (punishment for cheating by personation), 420 (cheating), and provisions of the IT Act. Further investigation is underway.”

NEW DELHI, MAR 17 (PTI): The Enforcement Directorate has issued fresh summons to TMC MP Abhishek Banerjee and his wife for questioning in a money laundering case linked to an alleged coal scam in West Bengal, officials said on Thursday. Banerjee, nephew of West Bengal Chief Minister Mamata Banerjee and the national general secretary of the Trinamool Congress (TMC), and his wife Rujira Banerjee have been asked to depose before the investigation officer here next week, they said. While the MP has been asked to appear on March 21, his wife has been asked to depose the next day. The fresh summons has come in the backdrop of the Delhi High Court order dated March 11 where the court dismissed a plea by the couple challenging these notices issued to them on September 10 last year. Some 54 million people in France have received at least one vaccine dose, while almost 40 million have got their booster shots, according to the latest figures from the Health Ministry. France has also started to administer a fourth vaccine dose to people over the age of 80 who have received their booster shot. Of the country’s 4.1 million people over the age of 80, 3.1 million have already had the booster shot, according to media reports. The crash involved members of the University of the Southwest’s men’s and women’s golf teams from a tournament, Xinhua news agency quoted an NBC report as saying citing university officials. On Wednesday, Texas Department of Public Safety (DPS) Sgt. Steven Blanco said the crash happened around 8.17 p.m. Tuesday on a twolane road about 14 km from the city of Andrews, northwest of MidlandOdessa. “A Dodge 2500 pickup was travelling southbound on FM 1788. A Ford Transit passenger van registered to the University of the Southwest in Hobbs, NM was travelling northbound on FM 1788,” the DPS said in a statement. “For unknown reasons, the Dodge pickup drove into the northbound

lane and struck the Ford passenger van head on,” Blanco said. “Both vehicles caught fire and burned.” “Nine passengers, including the coach, were on the university bus involved in the fatal accident. While the accident investigation is still underway, reports indicate that seven passengers aboard the bus were killed in the crash,” said a statement from the university based in Hobbs, New Mexico. “Two of the passengers are in critical condition undergoing medical treatment in Lubbock, Texas,” the statement added. Smirnova will now join the Dutch National Ballet, reports aceshowbiz.com. “The whole company is thrilled and energized,” Artistic Director Ted Brandsen said on Wednesday by phone from Amsterdam. Chelsea, Villarreal reach Champions League QFs

VILLENEUVE-D’ARC/ TURIN, MAR 17 (IANS): César Azpilicueta and Christian Pulisic were on target as holders Chelsea recovered from a goal deficit to beat French club Lille 2-1 and eased into the quarterfinals of the UEFA Champions League. Spanish club Villarreal rode on some help from the woodwork and a brilliant performance by their goalkeeper Gerónimo Rulli to stun former winner Juventus 3-0 and march into the Champions League quarter-finals for only the third time ever. Chelsea came from behind to wrap up a 4-1 aggregate win and completed the quarter-final lineup for the event, joining Villarreal, Atletico Madrid, Bayern Munich, Benfica, Liverpool, Manchester City and Real Madrid in progressing through their round of 16 ties. Sindhu, the world No 7, defeated Chinese world No 17 Wang Zhi Yi 2118, 21-13 in her first-round match of the BWF Super 1000 tournament. Two-time Olympic medallists began the match strongly and raced to a handy lead after the early exchanges. Wang Zhi Yi tried to pull the game back but Sindhu’s early momentum proved to be the difference.
