Cabinet seeks total e-roll revision before ULB polls

KOHIMA, MAR 18 (NPN): The State Cabinet, at its meeting on March 17, decided to effect a total revision of the electoral roll (e-roll) before conducting elections to Urban Local Bodies (ULBs). This was disclosed to Nagaland Post by planning & coordination, land revenue and parliamentary affairs minister Neiba Kronu. He said that the cabinet has asked the State Election department to conduct the e-roll revision as it was required. Kronu also said it would take some time to prepare the e-roll revision after which the ULB polls would be held as per the notification to be issued. State logs 1 fresh Covid-19 case DIMAPUR, MAR 18 (NPN): Nagaland on Friday recorded one fresh Covid-19 positive case while no deaths were reported in the last 24 hours. One fresh case was reported from Dimapur, taking the total caseload to 35459. Meanwhile, the death toll remained unchanged at 758 (including 4 non-Covid deaths but with positivity).

Further, a total of 27 children in the age group of 12-14 years received their first dose of Corbevax vaccine and in the age group of 14-18, 90120 (61706 first dose and 28404 second dose) received their vaccine. Further to expedite the work to be completed at the earliest. Centre asks states to restart monitoring ILI, SARI cases NEW DELHI, MAR 18 (PTI): Citing the resurgence of Covid-19 cases in southeast Asia and parts of Europe, the Centre has asked the states to restart monitoring influenza-like illness and severe acute respiratory infections so that no early warning signals are missed and Covid is controlled. Testing for influenzalike illness (ILI) and severe acute respiratory infections (SARI) cases has been the pillars of Covid management for the government. However, the testings were stopped recently as India has been recording a

steady decline in COVID-19 cases. As part of intensified surveillance, patients being hospitalised with ILI and SARI will again be tested for Covid-19 and positive samples will be sent for genome sequencing. I n a l e t t e r, U n i o n Health Secretary Rajesh Bhushan asked all states and UTs to ensure adequate number of samples are submitted to the INSACOG network for timely detection of new Covid variants. He also stressed on maintaining testing according to protocols, observing all precautions and not let-

ting the guard down while resuming economic and social activities. “Effective surveillance by monitoring of emerging clusters of new cases, if any, testing as per norms and monitoring of ILI and SARI cases shall be taken up on a continued basis to ensure no early warning signals are missed and spread of infection can be controlled,” he said. DIMAPUR: A two-day training programme of breeder family under Fostering Climate Resilient Upland Farming System in North East- International Fund for Agricultural Development (FOCUSIFAD) was held in the conference hall of Hotel Hornbill Wokha on March 15 and 16. A press release from CVO office Wokha informed that during the training, deputy director Dr. E. Mhonlumi Lotha in her welcome address highlighted the activities of the Animal Husbandry & Veterinary Services (AH&VS) department under FOCUS-IFAD project. She briefed the gathering that out of 100 villages under FOCUS-IFAD project in Wokha district, 15 villages were adopted as breeder villages. From each of the15 villages, one family was chosen as the breeder family and informed that in order to qualify as a breeder family, one had to fulfil many criteria. LFI collaborates with CSIR- JIGYASA prog DIMAPUR: Livingstone Foundation International (LFI) has collaborated with the Central Government’s Council of Scientific & Industrial Research (CSIR)-JIGYASA program. In a press release, LFI informed that a team of experts and officials from CSIR-North East Institute of Science and Technology (NEIST) Jorhat, Assam visited the school on March 17. During the visit the team had a formal interaction with the students, faculty members and the school management led by the chairman, Dr. Andrew Ahoto Sema. During the interactive session with the students, Anshuman Goswami from Team JIGYASA explained the various aspects of the program whereby the students would be aided in communicating with Scientists from across the country through online platforms. He also mentioned that the primary objective of the program was to create a scientific temperament among the student community of India, especially the north-eastern students. DIMAPUR: Two days livelihood training was organised by Canaan Hands C-Edge College in partnership with Life Ministry

Learning Centre (LMLC) on March 11-12. In a press release, the college informed that the objective of the training

was to let the students understand and learn various approaches on livelihood promotion and to experience working with the

soil and learn methods of organic farming. During the two days training, skills on organic farming methods hand-

made soap making, basic first aid and confectionery products were taught to the students. The training commenced with introductory session where the resource persons, Samuel and Alemla from LMLC spoke about the life skills and its importance in one’s life. They also highlighted that the aim of the livelihood training was to obtain knowledge based on management skills through handmade and small skills on agro based methods and healthy farming with the Canaan hands of CEdge College. The release informed that Canaan Hands is a voluntary group of students and faculty whose main motto was to work, to sacrifice and to gain selfreliance.

DIMAPUR: Konyak Students’ Union (KSU) observed “17th Martyrs’ Day” on March 18 at KSU Martyrs’ Park in Mon Town, in remembrance of late. Panglem and late Chahtai. KSU reiterated that the union would take forward the legacy of sacrifice made by the brothers and would continue to fight for eternal peace in “our land”. KSU said the incident was an

“urgent reminder” to all concerned that Nagas cannot afford another innocent life for any cause and that any groups and organizations that claim to represent the voice of the people must uphold peace and protection as their top priority. AGARTALA, MAR 18 (PTI): The ruling BJP in Tripura and the opposition CPI(M) on Friday announced names of candidates for the upcoming Rajya Sabha election to the state’s lone seat in the Upper House of Parliament. While the saffron party nominated its state president Dr Manik Saha as the contestant, the Left Front fielded senior CPI(M) leader and former Tripura finance minister Bhanu Lal Saha as the candidate. Bhanu Lal Saha, aged 75, is now a party MLA from Bishalgarh seat in Sepahijala district. CPI(M) state secretary Jitendra Chowdhury said the party nominated him considering his contribution to the democratic movement. “The Central leadership today cleared the name of Dr Manik Saha who is the party’s state president

as Rajya Sabha nominee,” said BJP chief spokesperson Subrata Chakraborty. Mainak Saha, who quit the Congress and joined the BJP in 2016, was made the party’s state president in 2020. He had replaced Biplab Kumar Deb who had led the saffron party to a phenomenal victory in the 2018 Assembly elections ending a 25-year-old Communist rule. The Rajya Sabha poll will be held on March 31, and votes will be counted on the same day. The tenure of incumbent Rajya Sabha MP from Tripura, Jharna Das Baidya, will expire on April 2. The last date for filing nominations for the upcoming election is March 21, while scrutiny of papers will take place the next day. The last date for withdrawal of nominations is March 24, according to a notification issued by the Elec-

tion Commission of India. MLAs in the 60-member Tripura assembly will participate in the Rajya Sabha elections as members of the Upper House of Parliament are elected by legislators in state assemblies. 3 Tripura teens drown in rivulet after Holi celebrations

Tripura BJP govt didn’t fulfil promises: CPI(M) AGARTALA, MAR 18 (PTI): The opposition CPI(M) in Tripura slammed the state Budget for 2022-23 fiscal on Friday, claiming that the Biplab Kumar Deb government did not fulfil the promises made by the BJP before the Assembly election in 2018. Deputy Chief Minister Jishnu Dev Varma on Thursday presented a Rs 26,893-crore budget for 2022-23 fiscal in the assembly without proposing any new tax while emphasising on development of infrastructure, industries and social sector. “It was the last Budget of the present government. People were eagerly waiting for big announcements that will fulfil the promises made in the BJP’s vision document unveiled before the 2018 Assembly elections. We saw there was no effort to meet the people’s aspirations”, CPI(M) state secretary Jitendra Chowdhury told a press conference. Chowdhury alleged that the Budget has not made it clear from where funds will come to meet the

expenditure. He also claimed there is nothing for the government employees who were hoping to get the pay package as per the 7th Central Pay Commission recommendations as promised in the vision document. “Earlier, government employees used to get dearness allowance or dearness relief twice a year but this tradition has been changed in the BJP era,” the CPI(M) leader said. In the Budget, the finance minister said social pension will be hiked for the poor people from Rs 1,000 to Rs 2,000. But the BJP had declared in 2018 that it would be enhanced in the first cabinet meeting if the party is voted to power, Chowdhury said. “ T h e g ove r n m e n t should implement it from March 2018,” he said. Biplab Kumar Deb had on March 9, 2018, taken oath as the chief minister of Tripura, after the BJP ended the 25-year rule of the CPI(M)-led Left Front. Referring to Union Home Minister Amit Shah’s

announcement here earlier this month that 33 per cent of government jobs will be reserved for women in Tripura, Chowdhury claimed that it is not a big deal as the state administration has virtually stopped new recruitments. “Amit Shah-ji visited the state to repair the damage that the party has suffered after two BJP MLAs resigned and another was disqualified,” the CPI(M)

‘The Kashmir Files’: ‘Y’ category security for Vivek

NEW DELHI/ PATNA, MAR 18 (PTI): Film director Vivek Agnihotri, who has kicked up a political storm with his movie ‘The Kashmir Files’ based on the exodus of Kashmiri Pandits from the Kashmir Valley due to terrorism, has been given ‘Y’ category security with CRPF commando cover. Official sources said the ‘Y’ category security has been given to Agnihotri because of his increased threat perception after the release of the film ‘The Kashmir Files’. Seven to eight commandos of the CRPF will guard Agnihotri round the clock across India. The decision to provide Agnihotri with the fourth-highest category security in the country has been taken by the Ministry of Home Affairs, the sources said. This move came weeks after Agnihotri claimed a threat to his life over the release of his film. The film is being actively pushed by several BJP-ruled state governments by either offering tax concessions or giving government employees special leave to watch it. The Opposition has, however, termed the film one-sided and too violent. Prime Minister Narendra Modi, referring to

The Bihar government has decided to arrange a special screening of ‘The Kashmir Files’ movie for MLAs and MLCs of the state on March 25. The movie, directed by Vivek Agnihotri, will be screened at a theatre in the state capital at 6.30 PM on March 25. “The movie is based on the plight of Kashmiri Pandits, inspired by true events. This is the reason the government has decided to arrange a special screening for members of the legislative assembly and the council. The film needs to be watched by more and more people,” Deputy Chief Minister Tarkishore Prasad told reporters on Thursday. The Bihar government has already made the movie tax-free. The film, starring Anupam Kher, Darshan Kumar, Mithun Chakraborty, and Pallavi Joshi in lead roles, depicts the exodus of Kashmiri Pandits from the Valley in the 1990s.

Omar Abdullah SRINAGAR, MAR 18 (PTI): The National Conference on Friday broke its silence on ‘The Kashmir Files’ and said the movie was far from the truth as the movie makers have ignored the sacrifices of the Muslims and Sikhs who had also suffered from militancy. Vice President of the party and former chief minister of Jammu and Kashmir Omar Abdullah said that if ‘The Kashmir Files’ was a commercial movie, no one has an issue, but if the film makers claim that it is based on reality, then the facts are the other way round. “When the unfortunate incident of Kashmiri Pandit migration took place, Farooq Abdullah was not the chief minister. Jagmohan was the governor. It was V P Singh’s government at the Centre which was supported by the BJP from outside,”

Abdullah told reporters in Damal Hanji Pora of Kulgam district of South Kashmir. Abdullah wondered why this fact was kept away from the movie. “Don’t manipulate the truth. It’s not the right thing. “If Kashmiri Pandits have fallen victims to terrorism, we have utmost regret about that, but let us not forget the sacrifices of Muslims and Sikhs who were also targeted by the same gun,” he said. Abdullah said that some of those from the majority community were yet to return. “Today, there is a need to create an atmosphere where we could bring back all those who had left their homes and not create a communal divide,” he said. The former chief minister said an atmosphere would be created for the return of Kashmiri Pandits. “But I do not think that those people who have made this movie, want them (Kashmiri Pandits) to return. Through this picture, they want Pandits to remain outside always,” he said. Earlier, in his address, Abdullah said attempts were being made to defame a community across the world.

New Punjab cabinet to take oath on Saturday: Officials CHANDIGARH, MAR 18 (PTI): The Bhagwant Mann-led government in Punjab will induct ministers into the cabinet on March 19, officials said on Friday. The swearing-in ceremony of Mann’s cabinet will be held at Punjab Raj Bhawan on Saturday at 11 am, they said. Names of Harpal Singh Cheema, Aman Arora, Kultar Sandhwan, Saravjit Kaur Manuke, Gurmeet Singh Meet Hayer, Baljinder Kaur, all of whom were legislators in the previous assembly, besides the first-time MLAs Kunwar Vijay Pratap Singh, Jeevanjot Kaur and Dr. Charanjit Singh, are doing the rounds for ministerial positions. There are 18 berths in the cabinet, including the chief minister. After their oath-taking, the newly inducted ministers will assume charge in the Punjab Civil Secretariat and the first cabinet meeting of the AAP dispensation will be held in the afternoon, sources said. NEW DELHI, MAR 17 (PTI): After a brother of slain IB officer Ankit Sharma was given a job in the Delhi government, the AAP stepped up its attack on the BJP on Thursday, saying it does politics in the name of Hindus but did not do anything for the community members who suffered due to the 2020 riots. The party alleged that the large-scale violence in northeast Delhi was “a well-thought-out plan and a conspiracy” of the BJP, but it did not come forward to provide “any help” to the Hindus who fell victims to the riots. “We had a feeling that the BJP, which would certainly not help Muslims as it hates them, would help the Hindu society. But it is very unfortunate that the BJP, which only plays politics in the name of Hindus, did not come forward to help any of the Hindu families who were victims of the riots,” Durgesh Pathak, a member of the Aam Aadmi Party’s (AAP) political affairs committee and na-

tional executive told a press conference here. He said it was the Arvind Kejriwal government that helped the riot victims “in all possible ways”. Chief Minister Kejriwal handed over the appointment letter to the brother of Sharma, an Intelligence Bureau (IB) officer who was killed during the riots. The Chief Minister’s Office said Kejriwal had last year handed over a cheque for Rs 1 crore to Sharma’s family. Pathak said, “Why didn’t the BJP government at the Centre do anything for his family when the IB comes under it? Ankit Sharma was a Hindu.” “Everybody knows that behind the Delhi riots, there was a well-thoughtout plan. The entire conspiracy was hatched by the BJP so that it can reap political dividends,” he said. The AAP leader demanded that the Bharatiya Janata Party (BJP) and its leaders apologise to the Hindu society for not helping any of the victims of

the Delhi riots. He appealed to the “Hindu society” to ask the BJP leaders seeking their votes why did they not do anything for the family of Sharma. “This is an eye-opener for everybody,” Pathak said, while alleging that “the BJP and its leaders are not just against Muslims, but against Hindus as well”. Hitting back, the BJP accused Kejriwal and Pathak of playing politics after extending a “compensation package” to the family of the slain IB official and said it was the constitutional duty of the Delhi government to extend a “relief package” to the riot victims’ families without disclosing their religion or caste. “It is also so sad that the Delhi government and the AAP are talking about the victim’s religion after extending the relief package after a delay of two years,” Delhi BJP spokesperson Praveen Shankar Kapoor said in a statement.

MUMBAI, MAR 17 (PTI): The NCP has decided to “temporarily” give charge of portfolios held by jailed Maharashtra Minister Nawab Malik to his cabinet colleagues from the party, but the ruling coalition partner will not seek his resignation, Water Resources Minister Jayant Patil said on Thursday. Patil, who is also the NCP’s Maharashtra unit president, said the party’s decision will be conveyed to Chief Minister Uddhav Thackeray who, he added, will take the final call in this regard. Interacting with media persons here after attending a meeting called by NCP president Sharad Pawar to discuss the issue, Patil maintained the party will not take Malik’s resignation as the latter “was arrested in a wrong manner”. The meeting took place at Sharad Pawar’s residence here. It was attended by Maharashtra Deputy Chief Minister Ajit Pawar, ministers Chhagan Bhujbal and Dilip Walse Patil and party’s senior

Malik, a senior NCP leader, is a cabinet minister who holds minority affairs and skill development portfolios in the Shiv Sena-led MVA government. The 62-year-old NCP leader, arrested in late February by the Enforcement Directorate (ED) in connection with an alleged money laundering case, is currently in jail under judicial custody. Malik, who heads the NCP’s Mumbai unit, is also the guardian minister for Parbhani and Gondia districts. “His bail plea was rejected once again (recently). Hence, the charge of his responsibilities (portfolios) will be given to others in the next two to four days. We have decided to make this alternate temporary arrangement until he is available again,” Patil said. He said the details as to who will get charge of Malik’s portfolios will be declared after the same is informed to the chief minister first.

Shah reached Jammu Friday evening on a twoday tour and tweeted pictures of him handing over the appointment orders on compassionate grounds to the next of kin of the slain policemen. “…the entire nation is proud of the dedication and valour (of the policemen) to keep Jammu and Kashmir safe. The Modi government is committed for the welfare of all the policemen and their families,” he said in a tweet in Hindi. The minister also interacted with family members of the slain personnel,

MVA govt in Maha will complete term, retain power: Raut MUMBAI, MAR 18 (PTI): The Maha Vikas Aghadi (MVA) coalition government in Maharashtra will last a full term and retain power in the 2024 Assembly elections, Shiv Sena MP Sanjay Raut said here on Friday. Raut’s comments came a day after former chief minister Devendra Fadnavis said that as in neighbouring Goa, the BJP will return to power in Maharashtra on its own in the next elections. The MVA is made up of the Shiv Sena, Nationalist Congress Party and Congress. “The Uddhav Thackeray government has completed two-and-half years. Another two-and-half years will pass. Elections will be held again (in 2024) and we will retain power,” Raut told reporters here. Asked about Fadnavis’s comment, Raut said Fadnavis had been the BJP’s in-charge for the Goa Assembly polls and the victory in that state has emboldened him to make such a prediction.

W

hile the opposition political parties grapple with what to do in order to put up a joint front to stop the advancing BJP juggernaut, questions are being asked on what could eventually befall India by 2024 when the nation goes to elect the next parliament with prime minister Narendra Modi already working in earnest to win his third consecutive innings in power. There are many issues facing India with regard to how democracy is being practiced. There are also issues that have dominated the nation even before 2014 with regard to the ideology of what India is and where it is heading to? Politics is no longer a simple matter of winning and being in power and bringing far reaching changes. After the complete rout of the dominion Congress party in 2014, there is no other political party that fits the size to take on the BJP. However, if the BJP has been winning, it is largely because the party is determined to win at all and at any cost and use whatever means whether fair or foul to destroy its political opponents. Steps like demonetization in 2016 also referred to ironically as ‘surgical strike’ to add some nationalistic flavor to an otherwise plain and simple questionable means whose objective was only meant to seize cash in the hands of opposition political parties just around three months ahead of the crucial UP state assembly elections; is one example. Of course, the other examples are of packing the Election Commission, Enforcement Directorate, CBI, NIA etc. with pliant bureaucrats willing to execute the wishes of the high command. Mamata Banerjee has been at the receiving end of the central agencies mainly because she has been the most vocal critic of the BJP government. Her one-time trusted lieutenant Mukul Roy was harassed and arrested for alleged scam. However, all these stopped once he joined the BJP and began training his guns at Mamata. BJP also pulled Suvendu Adhikari, Mamata’s virtual number two in the TMC hierarchy. However, the Roy re-defected back to TMC before last year’s March general election since he felt ignored with the limelight going to his junior Suvendu Adhikari. Mamata’s cup of woe continues as her nephew and heir apparent Abhishek Banerjee has now been targeted by the central probe agencies over alleged coal scam. In Maharashtra the ruling coalition Maha Vikas Aghadi (MVA) is also feeling the heat. Its minister from NCP Nawab Malik has been taken to custody for alleged money laundering. These are few instances where central agencies are not used but have become instruments to be used against political opponents or critics. Even the Indian media has become the worst perpetrator of half truths and tragically, has even decided on the national narrative. It is not about opposition parties joining hands to fight the BJP but about the citizens raising their voices to protect democracy and freedom. Political parties are the same and none can do justice as could be seen from their rule in various states. They come to power because voters get swayed by emotive issues and ignore the crucial issues that are supposed to be the foundation of their future.

For example, do I realize that my “body is the temple of the Holy Spirit,” or am I condoning some habit in my body which clearly could not withstand the light of God on it? (1 Corinthians 6:19). God formed His Son in me through sanctification, setting me apart from sin and making me holy in His sight (see Galatians 4:19). But I must begin to transform my natural life into spiritual life by obedience to Him. God instructs us even in the smallest details of life. And when He brings you conviction of sin, do not “confer with flesh and blood,” but cleanse yourself from it at once (Galatians 1:16). Keep yourself cleansed in your daily walk. ndian voters, the most powerful players in India’s democracy, have spoken out yet again and very clearly. Their verdict is loud and unambiguous; and we must celebrate it while also acknowledging the connotations. I say this not only because I am a dedicated BJP foot soldier, but as an individual and a Naga citizen, who upholds democracy. In the recent Manipur polls, the voters which included our Christian brothers, Naga citizens and other tribal people have cogently declared their choice. The polls in Manipur were very vital and I am more than glad that the BJP party has done well. For the first time, we will have an absolute BJP government in Manipur and this will be a defining point for the party in the North

East Region. Due credit must be given to the leaders at the centre who steered the course of the party because at present we are riding the ‘Modi wave’ which only strengthened Chief Minister Shri N Biren Singh. The BJP in Manipur has used this advantage, translating it into concrete election results which is no small feat in itself. During these elections I travelled to Delhi and other states, meeting with BJP leaders and intellectuals from Uttar Pradesh, Mumbai and West Bengal. Many of them argued that while there will be a tough fight in Uttar Pradesh, the BJP would have easysail in Manipur and Goa. For Uttarakhand, the reactions have been mixed. But one common point emerged from all the dis-

cussions that voters seem to be inclined to back Prime Minister Shri Narendra Modiji’s ‘Double Engine’ concept, because there is no better strategy than to repose faith in the governance that is at the helm in Delhi. I learned that voters often questioned, “Why should they not vote for Yogi Adityanath and N Biren Singh when they have delivered?” The voters are aware of the benefits of having central leaders like PM Modi himself and Home Minister Amit Shah backing these state governments and monitoring the entire process of governance. The election period also witnessed the ongoing war between Russia and Ukraine which only drove home the fact that we need strong leaders for a nation

and who better than our own Prime Minister Shri Modiji? But having said these, as a politician from northeast, I am aware that the poll battles are never easy. The Congress and even other opposition parties are well versed in the art of election management. Therefore, time and again, the Prime Minister and other central ministers, and our National President J P Nadda have stressed on the importance of dedication and hard work by our ‘karyakartas’. A n d a s e ve r yo n e would agree - they have toiled hard and delivered. I think this very concept of dedication and hard work of BJP workers - hundreds of men and women – actually makes BJP a different party. Look at the manner how Congress

failed especially in Punjab. Of course it is internal matter of the Congress party, but a very big message from the elections of 2022 is that nothing matters most in democracy than sincere works and performance. Dynasty and big names cannot salvage parties. During the last five years, we saw our opponents continuously attacking even Yogi Adityanathji over simple things like his attire and mannerism, deviating attention from his achievements of ensuring better law and order situation while reducing corruption in the administrative machinery. The people’s mandate proved his detractors wrong as voters were aware about his welfare works such as rations for every eligible citizen and better roads for his state which

has painted a new picture altogether for the region. Good work never goes unrewarded as has been confirmed in Manipur. We really need to emulate the successes across border in Nagaland, and work towards strengthening the party. In Manipur, the BJP delivered on their promise to improve governance, law and order situation and usher in economic development. Their delivery ensured their victory. Thus, it is time for people to reflect upon what really matters in governance, the real work and not mere rhetoric simply during election time. Will a just transition be the silver bullet for India’s climate action?

A

t the climate conference COP26, held in November 2021 at Glasgow, for the first time a “Just Transition Declaration” was agreed and signed by some of the participating countries. The objective was to leave no one behind in the transition to net-zero economies. Even though India has not signed the declaration yet, it will have to sooner or later. In this regard, the Indian Prime Minister Narendra Modi has put forth a five-pronged climate strategy in the form of immediate targets for 2030 and a net-zero commitment by 2070 at COP26. The recent developments including the climate centricity of Union Budget 2022 and the Green Hydrogen Policy 2022, are clear indications of the intent with which the Government of India is working to realise the vision of the five-pronged climate action agenda. However, the recently released 6th Assessment Report by Working Group II of IPCC provides a critical reality check. The report suggests that approximately 3.3 billion to 3.6 billion people live in contexts of extreme vulnerability, with the number expected to rise in the absence of anticipatory adaptation efforts. Thus, an already uphill task of achieving mitigation-linked targets, becomes even more complicated with the rising need for addressing the vulnerabilities of communities at the centre of India’s climate agenda. Globally, and in the national context, the term “just transition” is gaining traction and is poised as a tool that solves the

complicated puzzles of mitigation and adaptation. It alludes importance to climate justice, which implies accounting for the needs of the people at the margins of vulnerability as a procedural element of any transition and not merely as a co-benefit or secondary objective. Questions that need to be answered in the just transition to clean energy The clarion call by IPCC for immediate efforts to realise the 1.5°C scenario, implies that it is high time we institutionalise the concept of just transition in our thinking, planning, policy, and implementation. In the path to achieving that, some pertinent questions remain unanswered and require deep assessment. Are we mapping the scope of transition appropriately? How prepared are India’s existing institutions to tackle the developments pertaining to the energy transition? Will the livelihood concerns be addressed by the mere substitution of coal jobs with renewables? How do we actually go about implementing a just transition strategy? “What’s measured can be effectively managed,” holds true for public policy decisions. In the context of the energy transition, the measurement pertains to gauging the various systems that will be impacted by a shift away from a fossil-dependent energy generation scenario towards a low-carbon scenario. These systems include coalbased regions, local economies, communities, mining companies, power generation plants, and the entire economic ecosystem that develops to cater to such

enterprises. These systems provide the necessary support for survival and livelihood to various workers and communities dependent on such coal-fired plants thus creating an economic ecosystem in and around the plant. For instance, the brick-kiln industries, which use fly-ash as the raw material for bricks, employ workers from the nearby villages. Most of these workers are women. The work is considered as unskilled, but it provides them with a source of revenue. Induced employment that is generated, needs to be captured in this ambit of the transition. In order to effectively manage the transition and ensure that it is just, it is vital to map the systems that exist, interact and function with a degree of linkage to the conventional fossil-based ecosystem. An interactive framework that accommodates interaction between biodiversity systems, the human society, and climate change, has been advocated as the way forward, by the IPCC in its latest report. Another fallout of managing thermal power plants emanates from the lack of institutional and regulatory clarity in governing the transition away from coal. It has been observed that the relevant authorities act in an ad-hoc manner when it comes to decommissioning coal-based plants. While the closure of the NTPC Badarpur plant was driven by EPCA with a push from the Supreme Court, the decommissioning of the Durgapur Thermal Station was implemented by power utility (DVC) under

the aegis of Central Electricity Authority ­­­­(CEA). Recently, efforts have been made to chart out a framework for decommissioning of coal-fired thermal plants. These stemmed from the National Green Tribunal (NGT) when in “Dharmesh Shah vs Union of India”, it directed Central Pollution Control Board (CPCB) to prepare the guidelines for decommissioning of coal/ lignite powered thermal power plants. However, the guidelines seem like a snapshot from the 2004 industry-funded report by the US-based Electric Power Research Institute (EPRI), titled “Decommissioning Handbook for Coal-Fired Power Plants­­­­­­­­­­­”, which sums up the argument against preparedness of policy regime to manage the energy transition underway. Will green jobs address the existing inequalities in the sector? There is a misconceived notion regarding the employment aspect of the clean energy transition. While numerical gameplay projects clean energy as a resort for creating green jobs, there are more important challenges that remain unnoticed in the public domain. These pertain to the subjective and qualitative attributes of the jobs hanging by a thread owing to transition and the jobs that are likely to fill in for the soon-to-be-irrelevant ones in conventional sectors. The discourse is green-plated and largely ignores core structural issues with employment in general. It has frequently been highlighted that most of the industrial work in India is of

below optimal quality, does not support sustainable livelihoods, and is exploitative in many ways. Without structurally addressing these historically prevalent and deeply rooted concerns, the new jobs are more likely to be plagued with the same issues in one way or the other. It is disheartening to note that the aspirations of the most marginal communities associated with, say, a thermal power plant, are mostly constrained to minuscule increments in their wages. This is rigidified by the daunting reality which seems to be guiding the popular opinion that “any job is better than no job”. The ideal scenario where jobs are sought to avail a dignified life and have a sense of purpose seems to be beyond the imagination of a major chunk of these workers because even bare survival has become a luxury for them. Can new jobs in renewable energy space address this? The answer seems to be missing, if not a no. Policymakers need to do more to hear the actual voices of people that are likely to be hard hit because of this clean energy shift. Steering clear of any debates concerning coal phaseout is not an option anymore. The challenges of the existing regime of policy, planning, and livelihoods are structural and behavioural in nature, and addressing them is much needed for ensuring climate justice. Electric vehicles can’t go too far in reducing our use of fossil fuel

O

ne of the effects of Russia’s invasion of Ukraine has been a jump in the price of crude oil. The high price of oil has led to renewed calls for the use of electric vehicles (EVs) to lower the human dependence on fossil fuels which pollute the environment. Expressivism, which Steven Rhoads defines in his book The Economist’s View of the World as “the tendency of many to support all environmental initiatives (or to oppose them) so as to show their values” has been on display. People who already own EVs have been talking about how they don’t get impacted by rising fuel prices and at the same time are doing their bit for the environment. Individuals in the business of managing other people’s money have also used this opportunity to talk up the investing potential of companies making EVs and other inputs that go into their making. Electric vehicles don’t run on fossil fuels like petrol, diesel or CNG for that matter. Hence, first-order analysis suggests that every new EV means less fossil fuel being burnt and that being good for the global cause of

climate action. Of course, EVs are powered by electricity, which is primarily generated from coal, natural gas, water flows, nuclear fission, solar energy and wind. Of this, coal and natural gas are fossil fuels. Hence, while more people driving EVs seems like a good thing, if the electricity being used to drive these vehicles is produced by fossil fuels, we are just moving the problem elsewhere. In the Indian case, in 2010-11, 65% of our power generation capacity depended on fossil fuels. In 2020-21, this was down to 61.4%. Further, in 2010-11, the country’s generation capacity that depended on coal stood at 54%. It was down to 53% in 2020-21. In absolute terms, coal-based power capacity jumped from 93,918 megawatts to 202,675 megawatts. Clearly, more coal is being burnt to produce power now. In fact, half the electricity across the world is still produced by burning coal and natural gas. Further, in India’s case, the proportion of installed capacity that depends on wind and the sun to produce power has gone up, and now

amounts to a little over onefifth of our overall capacity, against 8% in 2014-15. Nonetheless, as Bill Gates writes in How to Avoid a Climate Disaster: “The wind doesn’t always blow and the sun doesn’t always shine, and we don’t have affordable batteries that can store city sized amounts of energy for long-enough.” Let’s say due to a storm, the city of Tokyo doesn’t have access to power produced from such renewable sources as the wind and sun for three days. To tackle a prospective situation like this, renewable power would have to be stored in batteries for use as and when needed. Gates estimates that more than 14 million batteries would be needed so that Tokyo can have enough power for three days. And “that’s more storage capacity than the world produces in a decade.” Further, as Vaclav Smil writes in How the World Really Works, it is worth remembering that electricity accounts for only 18% of global energy consumption. Indeed, most energy produced is consumed in the production of what Smil calls the four pillars of mod-

ern civilization: cement, steel, plastics and ammonia. As he writes: “In 2019, the world consumed about 4.5 billion tonnes of cement, 1.8 billion tonnes of steel, 370 million tonnes of plastics, and 150 million tonnes of ammonia, and they are not readily replaceable by other materials—certainly not in the near future or on a global scale.” The mass production of these four pillars “depends heavily on the combustion of fossil fuels.” Interestingly, the world needs fossil fuels even to generate renewable power. In his other book Numbers Don’t Lie, Smil writes that if wind power is to supply 25% of global demand for electricity by 2030, it would require around 400 million tonnes of steel. To make this, a fossil fuel equivalent of more than 600 million tonnes of coal would be required. Or take the electric car. In How the World Really Works, Smil writes that a typical lithium car battery weighs 450kg. It has “about 11 kilograms of lithium, nearly 14 kilograms of cobalt, 27 kilograms of nickel, more than 40 kilograms of copper, and 50 kilograms of

graphite—as well as about 181 kilograms of steel, aluminium, and plastics.” Data from Statista.com tells us that around 74.9 million cars were sold in 2019, before the pandemic struck. If electric cars are to become the order of the day, these are the kind of numbers we are looking at. This would mean the need for a massive expansion in the extraction of all the metals that go into the making of car batteries. And that would, in turn, mean massive use of fossil fuels. As Smil puts it: “Generating smoothly rising forecasts of future electric vehicle ownership is one thing; creating

these new material supplies on a mass global scale is quite another.” To conclude, moving the world away from fossil fuels is not just complicated, it’s complex. Of course, the complexity goes out of the window when such an issue goes mass market and people want to show that they are worried about the crisis of global warming. As David Wallace-Wells writes in The Uninhabitable Earth, people are “mesmerized by the threat” of climate change “without ever perceiving it clearly”. India backs ban of biological weapons at UN Security Council

Anchery Baby, who was the Youth Congress Udumbanchola block secretary and INTUC constituency president, was allegedly killed on November 13, 1982. After a controversial speech by Mani on May 25, 2012, mentioning this murder case, the court ordered re-investigation into the matter.

Don’t politicize India’s energy transactions, say govt sources

NEW DELHI, MAR 18 (PTI): India’s legitimate energy transactions should not be politicised and countries self-sufficient in oil or those themselves importing from Russia cannot credibly advocate restrictive trading, government sources said on Friday. The assertion came amid some criticism against India over its position that it is open to buying discounted crude oil from Russia. Sources said the jump in oil prices following the Ukraine conflict added to India’s challenges and pressure for competitive sourcing has naturally increased. They said Russia has been a marginal supplier of crude oil to India and it is less than one per cent of the country’s requirement, adding there is no governmentto-government arrangement for the import. “India has to keep focusing on competitive energy sources. We welcome such offers from all producers. Indian traders too operate in global energy markets to explore best options,” said a source. Russia has offered discounted crude oil in the

wake of the Western sanctions on it following its military aggression against Ukraine. External Affairs Ministry Spokesperson Arindam Bagchi on Thursday did not rule out buying discounted crude oil from Russia saying India looks at all options at all points of time as a major importer of oil. “India does import most of its oil requirements, it’s met by imports. So we are always exploring all possibilities in global energy markets because of this situation that we face of importing our oil requirements,” he said at a media briefing. Bagchi said Russia has not been a major supplier of crude oil for India. “Let me just highlight that a number of countries are doing so, especially in Europe, and for the moment, I will leave it at that. “We are a major oil importer and we are looking at all options at all points, we need the energy,” he said. Asked whether the purchase can be made under the Rupee-Rouble arrangement, Bagchi said he was not aware of the exact details on the offers.

In a letter to the states and UTs, Health Secretary Rajesh Bhushan said: “With a resurgence observed in Covid-19 cases across Southeast Asia and some countries of Europe, a high-level meeting was chaired by Health Minister on March 16, 2022 wherein it was advised that states and UTs should focus on aggressive and sustained genome sequencing and intensified surveillance and keep an overall vigil on the Covid-19 situation”. Bhushan has asked states that there should be a con-

tinued focus on the five-fold strategy, Test-Track-TreatVaccination and adherence to Covid Appropriate Behaviour. States should also ensure that adequate number of samples are submitted to INSACOG network through Sentinel sites as per the protocol issued by National Centre for Disease Control (NCDC), which is the Nodal Agency for INSACOG, to ensure timely detection of new variants while maintaining adequate testing as per the protocols for testing laid by ICMR, the letter reads further. “Effective surveillance by monitoring of emerging clusters of new cases, if any, testing as per norms and monitoring of ILI & SARI cases shall be taken up on a continued basis to ensure that no early warning signals are missed and spread of infection can be controlled”, said Bhushan in the letter. The Centre has also asked stated to ensure that all eligible persons are motivated to get vaccinated against Covid-19 as per the recent expansion of vaccination drive to young adults and precautionary doses.

Development activities, implemented focus on IT parks, and various concessions granted by the government have helped not only to retain the existing entrepreneurs but also attract new groups, he said in a Facebook post in Malayalam. During the COVID period, a total of 181 companies have started operations in the state with IT parks

Russian oil exports to India quadrupled in March

LONDON, MARCH 18 (IANS): Russian oil exports to India have quadrupled this month in a sign of the vast reshaping of global energy flows since Russias invasion of Ukraine, Financial Times reported. India, the world’s third-largest energy cons u m i n g c o u n t r y, h a s snapped up multiple cargoes of Russian oil from traders as buyers in Europe shunned the country’s vast commodities market following western sanctions on Moscow. Russia has exported 360,000 barrels a day of oil to India in March so far, nearly four times the 2021 average. The country is on track to hit 203,000 b/d for the whole month based on current shipment schedules, according to Kpler, a commodities data and analytics firm. ASA’s Artemis 1 mega moon rocket has been rolled out for the first time on Friday and it continues its journey to the launch pad, the US space agency officials said. The rocket and spacecraft for NASA’s Artemis I mission were kept at the Kennedy Space Center’s Vehicle Assembly Building (VAB) and it is on the way to Launch Complex 39B for a wet dress rehearsal test. The integrated SLS and Orion system atop it are being rolled out on a 6.6-million-pound crawlertransporter. The journey, expected to take between six and 12 hours, began at about 5.45 p.m. ET., and the crawlertransporter will move slowly during the trek to the pad with a top cruising speed of .82 mph, NASA said. The test will be the culmination of months of assembly and testing for SLS and Orion, as well as preparations by launch control and engineering teams, and set the stage for the first Artemis launch. Artemis 1 is currently scheduled to launch no earlier than late May 2022. The uncrewed Artemis I mission is the first flight of the SLS rocket and Orion spacecraft together. Future missions will send people to work in lunar orbit and on the Moon’s surface. L O N D O N, M A R 1 8 (AGENCIES): Russia’s request to suspend their ban from competing in the World Cup play-offs has been rejected by the Court of Arbitration for Sport. FIFA suspended Russian national teams from all competitions in February following the invasion of Ukraine. Russia appealed against the decision and wanted to be allowed to play until the court had heard the full appeal, for which no date has yet been set. They were due to play Poland on 24 March in a World Cup qualifier. Poland had previously said they would boycott the play-off game before FIFA banned Russian teams from competing. The Poles have been given a bye to the final on 29 March, where they will play either Sweden or the Czech Republic. “The challenged decision remains in force and all Russian teams and clubs continue to be suspended from participation in FIFA competitions,” a Cas statement read. “The Cas arbitration proceedings continue. No hearing has been fixed yet.”
