Russia warns of ‘high-precision strikes’, asks Kyiv residents to leave Russia-Ukraine second round talks scheduled today KYIV, MAR 1 (REUTERS/ AP): Russia warned Kyiv residents to flee their homes on Tuesday and rained rockets down on Kharkiv, as Russian commanders who have failed to achieve a quick victory shifted their tactics to intensify the bombardment of Ukrainian cities. Russia’s defence ministry said its forces were planning “high-precision strikes” against Security Service of Ukraine (SBU) and the 72nd Center for Information and Psychological Operations (PSO). “We urge Ukrainian citizens involved by Ukrainian nationalists in provocations against Russia, as well as Kiev residents living near relay stations, to leave their homes,” The Guardian quoted Russian news agency Tass as saying, while giving no

information about where in the city of 3 million people those targets were located. The warning comes even as both sides are scheduled to meet for the second round of talks on Wednesday (March 2). The first round of talks, on Monday, had failed to produce any tangible results. Ukrainian foreign minister Dmytro Kuleba said Kyiv was ready to talk but would not just follow Russian ultimatums. On Tuesday, Russian strikes pounded the central square in Ukraine's second-
largest city, Kharkiv, and other civilian targets and a 40-mile convoy of tanks and other vehicles threatened the capital. With the Kremlin increasingly isolated by tough economic sanctions that have tanked the ruble currency, Russian troops advanced on Ukraine's two biggest cities on Day 6 of an invasion that has shaken the 21st century world order. In Kharkiv, a strategic eastern city with a population of about 1.5 million, explosions tore through the
region's Soviet-era administrative building and residential areas. Ukrainian President Vo l o d y my r Z e l e n s k y y called the targeted attack on Kharkiv’s main square “frank, undisguised terror”, blaming a Russian missile and calling it a war crime. “Nobody will forgive. Nobody will forget...This is state terrorism of the Russian Federation.” Ro c k e t s t r i k e s o n Kharkiv killed at least 11 people and wounded 35, Ukrainian Interior Ministry
NPCC attacks state govt on NLTP Act
DIMAPUR, MAR 1 (NPN): While opposing the move of the state government to lift the Nagaland Liquor Total Prohibition (NLTP) Act, Nagaland Pradesh Congress Committee (NPCC) has said that the government of the day for its failed to enforce the Act. As the Act had failed in its objective, NPCC president K Therie however alleged that the present leadership had always wanted to repeal it and hence had deliberately allowed mafias to transport alcohol all across the State in connivance with check-gates. He said though the mafias supply liquor in truckloads, it was the small entrepreneurs, who ply the trade for their livelihood, that get caught. He mentioned that if the government tracked movement of liquor through
the check-gates for every seized consignment, then the involvement of those that facilitated its travel would be proved. Therie explained that the objective of NLTP was not to just cancel permits and transportation, but to stop the growing alcohol addiction that impacted personal health, future, family, children, society and economy. He assured that, given an opportunity, Congress would correct the addicts through reformatory schools and rehabilitation centres. “We need decent and disciplined living with responsibilities. Children 18 years and above should earn their daily needs. They should not depend upon old parents. Irresponsible children kill their parents through mental torture. Mental health suffer-
ing has no medicine. It only shortens life. Happiness is the only medicine that can cure mental health issues. I wish children remember this and give long life to their parents,” he stated. Mentioning that drugs was a bigger threat, Therie accused BJP of being friendly with drug traffickers, adding that drugs were caught many a times mostly in Gujarat. He said 3,000 kg of heroine was caught at Adani Group-owned Mundra Port in Gujarat that had an estimated value of Rs 23,000 core. He alleged that BJP had a plan to drug those whom it could not win over and was successful in Punjab. Mentioning that the party’s other target would be minorities, he cautioned that the danger could not be ignored.
adviser Anton Herashchenko said. Similar strikes had killed and wounded dozens in the city the previous day. In addition to the strikes on cities, reports have emerged that Moscow has used cluster bombs on three populated areas. If confirmed, that would represent a worrying new level of brutality in the war — and could lead to even further isolation in Russia. The Kremlin denied Tuesday that it has used such munitions and insisted again that its forces only
Will initiate talks with all UG groups in Manipur: Shah IMPHAL, MAR 1 (AGENCIES): Union Home Minister Amit Shah Tuesday pledged to establish peace in Manipur by initiating talks with all underground groups operating in the state. Addressing a poll rally at Heirok in Thoubal district, Shah said “We have shown in Assam and Tripura… where 9,500 youths laid down their weapons and joined the mainstream”, and added that “no youth will go to jail, none will have weapons in their hands, but will join the mainstream.” (Read more on p-4)
have struck military targets — despite evidence documented by AP reporters of shelling of homes, schools and hospitals. Unbowed by Western condemnation, Russian upped their threats of escalation-- days after raising the specter of a nuclear attack. The Russian defence minister vowed Tuesday to press the offensive until it achieves its goals, while a top Kremlin official warned
that the West's “economic war” against Russia could turn into a “real one”. 5,000 Russian soldiers dead or captured: A senior Western intelligence official briefed by multiple intelligence agencies estimated that more than 5,000 Russian soldiers have been captured or killed so far, and that Ukrainian forces have eliminated significant numbers of Russian aircraft and tanks and air defense systems.

India asked the envoys of both Russia and Ukraine to ensure "urgent safe passage" to Indian nationals who are still in Kharkiv and in other cities in the conflict zones. Church bodies back NLTP Act
DIMAPUR, MAR 1 (NPN): Phom Baptist Christian Association and Christian Forum Dimapur have appealed to the government to strictly implement the Nagaland Liquor Total Prohibition Act (NLTP) in letter and spirit. PBCA: Describing the NLTP Act as “a Spiritual Law”, the Phom Baptist Christian Association (PBCA) said that “spiritual law is always virtuous for the citizens.” In a press note, PBCA executive secretary N Tialemba Phom stated that the government and NGO leaders, therefore, needed to respect, value, embrace and preserve “this Spiritual Law (Act) to truly protect us from all harms.” PBCA said that Nagaland state was unique be-
cause of its history, culture, tradition, identity, land and belief system. In the process of emerging Nagaland as unique state, PBCA said Christianity has contributed so much. PBCA said that it was Christianity that introduced “us an era of civilisation in all spheres of life”. The church also said that alcoholism had no place in “our Naga Christian’s belief system”, adding that “this is the way we made ourselves as Christians before God and before the world.” Further, PBCA said that Naga church leaders and all believers have condemned the rise of alcoholism and swore to God that Nagaland would be a dry state. “Swearing No to Alcoholism and declaring Nagaland as a dry State in
the context of multi-religious country is the Unique Spiritual Covenant made between God and Naga believers,” PBCA said. PBCA, therefore, said that nobody should “boldly touch and infringe this Covenant”. Rather, it said that Naga Churches should urge the government to “actively implement NLTP, Act 1989 in Good faith.” CFD: Christian Forum Dimapur (CFD) has resolved to appeal to the state government to implement the NLTP Act, 1989 in letter and spirit. This was decided at a meeting of the forum’s advisers and office bearers here on Monday, CFD chairman Rev. Moses Murry and secretary Rev Fr CP Anto secretary stated in a press note. (Cont’d on p-8)

NEW DELHI, MAR 1 (PTI): Price of commercial LPG, used by hotels and other commercial establishments, was on Tuesday hiked by Rs 105 to its secondhighest level but rates of subsidised gas sold to households remained on freeze. The price of a 19-kg commercial cylinder has been hiked to Rs 2,012 from Rs 1,907, according to price notification from state-owned fuel retailers. This is the second-highest rate, after Rs 2,101 per cylinder in December 2021. LPG rates are revised on the 1st of every month based on the price of benchmark fuel in
the previous month. However, the price of domestic cooking gas LPG, sold to households, has not been changed since October when it rose to Rs 899.50 per 14.2-kg cylinder. The hiatus in those rates came after criticism from the Opposition over prices being hiked by Rs 90 in the previous six months. Just like LPG, petrol and diesel prices too have been on a freeze since early November 2021. It is being speculated that fuel prices will be hiked once assembly elections in Uttar Pradesh and four other states end next week.
DIMAPUR, MAR 1 (NPN): Responding to the recent statements of the NSCN (I-M) accusing its convenor N. Kitovi Zhimomi, of “reediting” the 16-Point Agreement, Working Committee (WC) of Naga National Political Groups (NNPGs) highlighted the role of late Ralengnao Khathing Tangkhul, also called Major Bob Khathing, as the real architect of 16-point agreement that led to formation of Nagaland state. WC, NNPGs through its media cell stated that Bob Khathing possessed
an “out and out Indian military strategist's mindset” although a Naga by blood and who exhibited “a very strong” anti-Naga nationalist stance as a bureaucrat. WC said Bob Khathing was also instrumental in the demarcation of Nagaland state boundary, and also he did all he could to minimize the physical boundary and segregate Nagas in order to fulfil “a new plan taking shape in his mind” after Nagaland statehood. “History clearly says he was a primary member in the committee who finalized
the draft of 16-point Agreement,” WC said, adding that he played a key role in dividing Naga ancestral land into Nagaland, Manipur, Assam, Arunachal Pradesh and Burma. It said Khathing was inspired by the creation of Nagaland state within the Indian union, carved out from the ancestral land of sixteen indigenous Naga tribes. As the chief secretary of Nagaland in 1967, WC said he was instrumental in the formation of Nagaland Armed Police (NAP) and Naga Regiment. (Full text on p-6)
