KYIV, MAR 20 (AGENCIES): Amidst the rising tension between Ukraine and Russia, President Volodymyr Zelenskyy stated on Sunday that he is “ready for negotiations” with Russian President Vladimir Putin, but that failure to do so would entail “a third World War,” CNN reported. “I’m ready for negotiations with him. I was ready for the last two years. And I think that without negotiations we cannot end this war,” he was quoted by CNN in its report. “I think that we have to use any format, any chance in order to have a possibility of negotiating, the possibility of talking to Putin. But if these attempts fail, that would mean that this is a third World War,” he added. STKK to take strict action against proxy teachers DIMAPUR, MAR 20 (NPN): In line with the All Sumi Students’ Union (SKK) deadline to eliminate proxy teachers in government schools in Sumi inhabited areas, the Saptiqa Area Students’ Union (STKK) have resolved to take stringent action against those failing to abide by the decision. In a press note, STKK STKK president Jevi Kinni Hesso and general secretary Pito Swu said that the union held a joint meeting with Saptiqa Area Public Organisation, Saptiqa Area GB Federation, Sumi Totimi Hoho, area council and chairman, federating units under STKK, headmaster and colleagues of Saptiqa High School and resolved that “no proxy teacher shall be entertained”. NEW DELHI, MAR 20 (PTI): India’s top body on immunisation NTAGI has recommended administering the second dose of Covid-19 vaccine Covishield between eight and 16 weeks after the first dose, official sources close to PTI said on Sunday. Presently, the second dose of Covishield is given between 12-16 weeks after the first dose under the National Covid-19 Vaccination Strategy. The National Technical Advisory Group on Immunisation (NTAGI) has not yet suggested any change in the schedule of Bharat Biotech’s Covaxin, whose second dose is administered 28 days after the first dose. The recommendation for Covishield is yet to be implemented in the national COVID-19 vaccination programme. “The latest recommendation of NTAGI is based on recent global scientific evidence derived from programmatic data,” said an official source.

He has therefore, written a letter to NPF legislature party leader T.R. Zeliang to enlist the

Experts dwell on localisation of SDGs in NE Over 100 screened DIMAPUR: T h e f i r s t phase of two-week research capacity building programme on Sustainable Development Goals (SDGs) was conducted under the flagship of Research and Information System for Developing Countries (RIS) and North East Training, Research and Advocacy Foundation (NETRA) for young north eastern research scholars from March 14-18 at RIS, New Delhi. 15 research scholars from eight different north eastern states attended the programme. Dr. Rajesh Tandon, chairman of FIDC and president of PRIA in his inaugural speech discussed about the Localization of SDGs: Perspectives from North Eastern States of India. GUWAHATI, MAR 20 (AGENCIES): For those who could not get a chance to see the state bird of Assam – White-Winged Wood Duck – in the wild, Assam State Zoo now welcomes you all. And interestingly, Assam got its state bird from Zlin Zoo in Czech Republic. The birds arrived Sunday from Prague via a Qatar Airways flight with a stopover at Doha, reports The Sentinel Assam. Two captive bred pairs have arrived at the Zoo. The birds have been kept under strict quarantine for 45 days and would take some time before the public is allowed. The process to get the bird started in 2019 from the other side of the globe. Ashwini Kumar, divisional forest officer of Assam State Zoo, said this is the only zoo in the country which has white-winged wood ducks. Due to its ghostly calls in the night, it is locally known as “Deo hanh” ( Divine Duck). GUWAHATI, MAR 20 (AGENCIES): The “14th Rhino Population Estimation 2022” at the Orang National Park began on Sunday and shall continue till Monday. The Orang National Park authorities earlier had informed in an order that during the rhino population estimation, the movement of tourists inside the national park is completely banned from March 20 to 21, 2022.

The park will be reopened for tourists on March 22, 2022, after the end of the Rhino population estimation inside the park. It may be mentioned that the Rhino population estimation is a mandatory management practice and suspension of tourism activities during the period is necessary for the interest of the smooth conduct of the estimation.

SHILLONG, MAR 20 (PTI): As many as 877 newborn babies and 61 mothers have died as pregnant women refused to get admitted to hospitals for institutional delivery during the COVID-19 pandemic due to fears of contracting the disease, the Meghalaya government has informed the NHRC. The Meghalaya government has recently submitted the action taken report to the National Human Rights Commission (NHRC) after the latter registered a case over the high number of maternal and newborn deaths in the state during the pandemic. “The causes of the newborn deaths had been looked into and it was found that the fatalities were due to the lack of medical attention and care because pregnant women refused to get themselves admitted to the health institutions due to fear and stigma of contracting COVID-19 and also the refusal to test for COVID-19,” the report said. During the time the

deaths had taken place, it was mandatory to segregate COVID-19 and non-COVID-19 patients, hence testing was done to avoid the spread of the disease, especially in hospital wards, it said. Even though women “abstained” from visiting health facilities, ANMs and ASHAs were regularly monitoring their health through home visits and counselling, urging them to visit hospitals during delivery, the report said. Taking cognisance of the high number of deaths, the state government had launched a “rescue mission” and health teams were constituted to identify all pregnant women and register them on a mobile application to prevent such incidents, the state government said. The state administration said that besides the pandemic, “the underlying and often unaddressed socio-economic and gender dimensions” added to the high number of maternal and child deaths in Meghalaya.

ITANAGAR, MAR 20 (PT): Arunachal Pradesh reported a single COVID-19 case on Sunday, pushing the tally to 64,484, a senior health official said here. As many as 64,179 people have recuperated from the disease thus far in the state including, three on Saturday, the official said. The COVID-19 death toll in the northeastern state remained at 296, as no fresh fatality was reported in the last 24 hours, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The fresh coronavirus case was detected from Lohit district, the official said. The COVID-19 recovery rate remained at 99.53 per cent, he said. Arunachal Pradesh currently has only nine active COVID-19 cases. The Capital Complex Region comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas, has the highest number of active cases at 5, followed by West Kameng, Upper Siang, Lohit and Anjaw districts with one each, the SSO said.

agaland Governor Prof. Jagdish Mukhi, in his maiden address to the 11th session of the 13th Nagaland Legislative Assembly on Friday, did not deviate from past speeches and stuck to expected lines especially with regard to the Naga political issue. The Governor exuded optimism that the long-awaited resolution to the Naga political issue would materialize soon and will usher in a “new era of peace and prosperity” in Nagaland. It should be noted that the “long awaited” solution has defied expectations even after more than 20 years of negotiations between the stakeholders and the government of India’s interlocutor. The speech of former Governor R.N. Ravi had unexpectedly deviated from the expected line when he told the house on February 12,2021 that all formal negotiations with the stakeholders-NSCN (I-M) and WC, NNPGs- had concluded on October 31,2019. Ravi went on to say that since all formal talks have ended, it was time to push towards finalization of the agreement that sought to be a one solution for one political issue. If, on the other hand, the regional parties-NDPP and NPF- still believe that talks have not ended, then someone is lying. If the regional parties have proof or belief that talk are yet to be concluded, then perhaps the government of India’s representative (not interlocutor) A.K. Mishra should be kind enough to tell the state government and in particular the United Democratic Alliance (UDA) which has the NDPP, NPF and BJP as constituents. The UDA came together to form an all-party and opposition-less government to further solution of the Naga political issue by playing their role as “facilitators”. Of course, without coming together, it does not mean there cannot be any solution since neither the government and legislators are part of the negotiating team or consulted at all. Furthermore, irrespective of whether ruling or opposition or whatever ideology, all political parties in Nagaland have been consistent with their stand over solution to the Naga political issue. According resolutions to this effect have been adopted by the assembly on several occasions in the past. This is one of the pre-conditions made prior to hold formal talks. The cry for peace and solution are phrases that has been used too often and too many times in the past even before signing of the cease fire in 1997. The governor’s assertion that the UDA had made every endeavor as facilitator in the peace process so that all negotiating parties were “able to appreciate each other’s position” and arrive at a solution that was “honourable, acceptable and inclusive” to all said much but literally meant little. It was the same language repeated umpteen times. The appeal to negotiating parties to come together to heed the call of the people and come together and work for the common goal of solution, also literally said everything for everybody but that was the same call or appeal made prior to and after signing of the Framework Agreement (2015) and Agreed Position (2017). These agreements are essentially the broad based guidelines for eventual settlement. Since these have been signed years ago, there is no reason for further delay in inking and operationalising these agreements into one broad solution. In all these years after signing of these agreements and also the prime minister Narendra Modi’s utmost desire to end the chapter of conflict in Nagaland and the region; the role of the state government comes here is to bring clarity on the issue and explain to people the status. Instead, the government has been forming legislators’ forum, core committee etc. There is hardly any need to put up a sideshow when the people are fed up with the inordinate delay. The people have spoken on all occasions and their voice is supposed not only to be heard but is supreme.

You are free to make decisions in the light of a perfect and delightful friendship with God, knowing that if your decisions are wrong He will lovingly produce that sense of restraint. Once he does, you must stop immediately. The Difficulties of His Friendship. Why did Abraham stop praying when he did? He stopped because he still was lacking the level of intimacy in his relationship with God, which would enable him boldly to continue on with the Lord in prayer until his desire was granted. Whenever we stop short of our true desire in prayer and say, “Well, I don’t know, maybe this is not God’s will,” then we still have another level to go. It shows that we are not as intimately acquainted with God as Jesus was, and as Jesus would have us to be— “…that they may be one just as We are one…” (John 17:22). Think of the last thing you prayed about— were you devoted to your desire or to God? Was your determination to get some gift of the Spirit for yourself or to get to God? “For your Father knows the things you have need of before you ask Him” (Matthew 6:8). The reason for asking is so you may get to know God better. “Delight yourself also in the Lord, and He shall give you the desires of your heart” (Psalm 37:4). We should keep praying to get a perfect understanding of God Himself.

Death threats to K’taka judges; 2 arrested

BENGALURU, MARCH 20 (IANS): Two people have been arrested in connection with issuing death threats to the Special Bench judges of the Karnataka High Court who dismissed the petitions seeking permission to wear hijab inside the classrooms. While Kovai Rahamathulla was arrested from Tirunelveli, S. Jamal Mohammad Usmani was taken into custody from Thanjaur. Both the arrests took place on Saturday night. The accused are office bearers of the Tamil Nadu Towheed Jamaat (TNTJ). The arrests were made after multiple complaints against the accused in Karnataka and Tamil Nadu. Police sources said that several persons have been booked in this connection. Last week, the special bench comprising Chief Justice of the Karnataka High Court Ritu Raj Awasthi, Justices Krishna S. Dixit and Khaji Jaibunnesa Mohiyuddin, while dismissing the petitions demanding hijab in classrooms, underlined that wearing of hijab is not an essential part of Islam. The police have registered the FIR under IPC Sections 506 (1), 505 (1) (B), 153 A, 109 and 504. Meanwhile, advocate Umapathy has filed a representation with the Registrar General of the Karnataka High Court in this connection. The Advocate’s Association Bengaluru has also condemned the development. The police has beefed up security for the Karnataka High Court judges.

BSF probes drone found in farmland along Indo-Bangla border in West Bengal N E W D E L H I / KO L KATA, MAR 20 (PTI): The Border Security Force (BSF) is probing whether the Chinese drone found by a farmer in his field along the India-Bangladesh international frontier in West Bengal was being “misused” for trans-border crimes. The South Bengal frontier of the border force headquartered in Kolkata issued a statement on Saturday, saying it has approached the local police station in Petrapole, North 24 Parganas district, to take custody of the black quadcopter model ‘S500’ to get it forensically examined. “The drone is manufactured in the Peoples Republic of China and it was found by farmer Pankaj Sarkar in his farmland in Purbapara (North 24 Parganas district) around 6 am on March 19.” “The farmland is about 300 meters from the international border. The farmer picked up the broken drone and handed it over to the officials of the local Petrapole police station,” the BSF said. BSF troops from the nearby border post Kalyani reached the

spot but as they could not gather much details and the drone, the force approached the police. It was found that the drone does not have a camera. No one has claimed it till now, the BSF said. “We are investigating whether the drone was misused as part of a conspiracy to breach border security or for trans-border smuggling,” it said. Govt working on GST classification of cryptos

NEW DELHI, MAR 20 (PTI): The government is working on classification of cryptocurrency as goods or services under the GST law, so that tax can be levied on the entire value of transactions. Currently, 18% Goods and Services Tax (GST) is levied only on service provided by crypto exchanges and is categorised as financial services. GST officers are of the view that cryptos, by nature, are similar to lottery, casinos, betting, gambling, horse racing, which have 28 per cent of GST on the entire value. Besides, GST at 3 per cent is levied on the entire transaction value in case of gold. “There is a clarity needed in regard to levy of GST on cryptocurrencies and whether it has to be levied on the entire value, We are seeing whether cryptocurrencies can be

classified as goods or services and also removing any doubt on whether it can be called an actionable claim,” an official said. Another official said that if the GST is levied on the entire transaction of cryptocurrencies then the rate could be in the range of 0.1 to 1 per cent. “Discussions are in a nascent stage on the rate of tax, whether it would

be 0.1 per cent or 1 per cent. First a decision on classification will have to be finalised and then rate will be discussed,” the official told PTI. The Goods and Services Tax (GST) law does not clearly state about classification of cryptocurrency and in the absence of a law on regulating such virtual digital currencies, the classification has to

take into account whether the legal framework classifies it as actionable claim. An actionable claim is a claim which can be made by a creditor, for any type of debt other than a debt secured by mortgage of immovable property. The 2022-23 Budget has brought in clarity with regard to levy of income tax on crypto assets. From April 1, a 30 per cent I-T plus cess and surcharges, will be levied on such transactions in the same manner as it treats winnings from horse races or other speculative transactions. The Budget 2022-23 also proposed a 1 per cent TDS on payments towards virtual currencies beyond Rs. 10,000 in a year and taxation of such gifts in the hands of the recipient. The threshold limit for TDS would be Rs. 50,000 a year for specified persons,

which include individuals/ HUFs who are required to get their accounts audited under the I-T Act. The provisions related to 1 per cent TDS will come into effect from July 1, 2022, while the gains will be taxed effective April 1. Separately, the government is working on legislation to regulate cryptocurrencies, but no draft has yet been released publicly. SBI lines-up 12 NPA accounts for sale to ARCs NEW DELHI, MAR 20 (PTI): The country’s largest lender SBI has lined-up a dozen non-performing assets (NPAs) on sale to recover loan dues of over Rs 820 crore, as per the bank’s notifications. In terms of the bank’s policy on sale of financial assets, in line with the regulatory guidelines, SBI said it has placed these accounts for sale to asset reconstruction companies (ARCs)/banks/ Non-Banking Financial Companies (NBFCs)/financial institutions (FIs), on the terms and conditions indicated there against. In various notices on its website, State Bank of India (SBI) has put up a total of 12 bad assets for sale during this month to April 13. NPA account Topworth Urja & Metals Ltd, with a loan outstanding of Rs 396.74 crore is to be sold

With reserve price fixed at Rs 85 crore, SBI said the NPA account will be sold on a cash/cash-cum-SR ratio of 50:50. “Bid with highest cash component shall be considered as successful bid,” it said in a notice. A bomb hit a Mariupol theatre with more than 1,300 believed to be inside on Wednesday, local officials said. Ukrainian officials have not given an update on the search of the theatre since Friday, when they said at least 130 had been rescued. The goal of this group is to remove Putin from power as soon as possible and restore economic ties with the West, destroyed by the war in Ukraine. “A part of Russia’s political elite sees Federal Security Service Director Alexander Bortnikov as Putin’s successor. It is Bortnikov who has recently fallen out of favour with the Russian dictator. The official reason for the FSS leader’s downfall is fatal miscalculations in the war against Ukraine”, Ukraine intelligence has said, Ukrayinska Pravda reported. It was Bortnikov and his department who were responsible for analysing the views of the Ukrainian population and the capacity of the Ukrainian army. It is known that Bortnikov and some other in-

JERUSALEM, MAR 20 (PTI): Stressing that IndoIsrael ties are based on mutual “appreciation and meaningful collaboration”, Israeli Prime Minister Naftali Bennett has said he will be visiting India in the first week of April to mark the 30th anniversary of the establishment of diplomatic relations between the two countries. The visit also aims to expand the cooperation between the two countries in the areas of innovation and technology, security and cyber, and agriculture and climate change. “Prime Minister Naftali Bennett will pay his first official visit to India on Saturday, 2 April 2022, at the invitation of Indian Prime Minister Narendra Modi,” the Israeli PM’s Foreign Media Adviser said in a statement.

The two leaders had first met on the sidelines of the UN Climate Change Conference (COP26) in Glasgow last October when PM Modi had invited PM Bennett to pay an official visit to India, the statement said. “This visit will reaffirm the important connection between the countries and the leaders, and will mark the 30th anniversary of the establishment of relations between Israel and India,” it added. Informed sources told PTI that it will be a fourday visit from April 2-April 5. “The purpose of the visit is to advance and strengthen the strategic alliance between the countries, and to expand bilateral ties. In addition, the leaders will discuss the strengthening of cooperation in a variety of areas, including innovation, economy, research and development, agriculture and more”, the media adviser said. Bennett will be meeting his Indian counterpart, senior government officials and also the local Jewish community during his visit. ISLAMABAD, MAR 20 (PTI): Pakistan’s Interior Minister Sheikh Rashid on Sunday warned the opposition leaders not to disrupt the OIC meeting here as he termed it a matter of national security, amid opposition threat to block the high-profile conference. “I declare here that no one can dare to create any sort of hurdle in the holding of the Organisation of Islamic Cooperation (OIC) conference because it is an issue of security of Pakistan,” Rashid said at a press conference. The minister asserted that up to 15,000 security personnel of police and the paramilitary forces would be deployed to provide security to the delegates of Muslim countries coming to participate in the conference. The two-day event at the Parliament will have representatives of more than 50 countries in attendance. “Those due to attend the conference are our guests and the Pakistan Army has taken up the task of providing security to them,” he said earlier, adding that the government would “take care” of the opposition with ease and no one could dare create an obstacle in the way of the meeting.

Astronomers find no signs of Planet Nine HoYeon Jung might return as a twin in Season 2: ‘Squid Game’ director

t e a m o f astronomers who scammed about 87 per cent of the southern sky have found no trace of Planet Nine in our solar system yet. Pluto, discovered in January 1930, was earlier k n ow n a s t h e P l a n e t Nine. However in 2006, astronomers reclassified Pluto as a dwarf planet. While astronomers continue to suspect that there might be a previously unknown Planet 9 in the distant solar system, the new search at millimeter wavelengths has failed to find any convincing candidate. Led by Sigurd Naess of the Institute of Theoretical Astrophysics at the University of Oslo, astronomers traced the planet using data from a 6 metre Atacama Cosmology Telescope (ACT) in Chile. Although ACT was designed to study

the cosmic microwave background radiation, its relatively high angular resolution and sensitivity makes it suitable for this type of search. The astronomers scanned about 87 per cent of the sky accessible from the southern hemisphere over a six year period, and then processed the millimeter images with a variety of techniques including binning and stacking methods that might uncover faint sources but at the expense of losing positional information. “The search found

many tentative candidate sources (about 3,500 of them) but none could be confirmed, and there were no statistically significant detections,” the team said in a statement. “The scientists, however, were able to exclude with 95 per cent confidence a Planet 9 with the above-estimated proper ties within the surveyed area, results that are generally consistent with other null searches for Planet 9,” it added. Astronomers are also of the view that a ninth planet previously

undiscovered must be lurking in the outer reaches of the solar system, perhaps in the giant Oort cloud of objects that begins hundreds of astronomical units (au) from the Sun and extends outward. According to estimates, the speculative “Planet 9,” would be about 5-10 Earth-masses in size and orbit about 400-800 au from the Sun. But, “a planet at this distance would be extremely difficult to spot in normal optical sky searches because of its faintness, even to telescopes like PanSTARRS and LSST”, the team noted. While the new results cover only about 10-20 per cent of the possibilities, other sensitive millimeter facilities are coming online and should be able to complete this search for Planet 9 as hypothesised, the astronomers noted. KO H I M A , M A R 2 0 ( N P N ) : Ko h i m a D i s trict Football Association (KDFA) has shortlisted 26 players to undergo further training and scrutiny for Kohima District Team for the upcoming Dr T Ao Inter-District Tournament 2022. The trial for the selection was held at IG Stadium, Kohima on Saturday. A total of 58 players took part in the trial, out of which 26 were shortlisted. They will now undergo a two-week coaching after which the top 20 players will be selected to make up the final team to represent

the district. The Kohima district team will be led by Vizovor Liezietsu as the team coach, Visakholie Medoze as the assistant coach. While Azho Sophie will be the team manager, Zakietuolie Khrodi-assistant team manager and Zakielatuo Seletsu will be the team physio. BIRMINGHAM, MARCH 20 (IANS): World Championships bronze medallist Lakshya Sen finished as the runner-up at the 2022 All England Open Badminton Championships after losing to world number one Viktor Axelsen in the men’s singles final, here on Sunday. Sen, ranked world No 11, lost 10-21, 15-21 to reigning Olympic champion Viktor Axelsen. The world No 1 was phenomenal in this tournament and didn’t drop a single game on his way to the top of the podium. The world No1 brought his A-game to the final. He found his rhythm early into the match and carried it through the opening game. There were moments of brilliance from Sen but those weren’t enough to challenge the former world champion, who won the first game convincingly.
