KO H I M A , M A R 2 2 (NPN): Nagaland chief minister Neiphiu Rio on Tuesday presented a tax-free deficit budget of Rs. 2212.74 crore for the financial year 2022-23, even as the current year’s transaction for the year 2022-23 was estimated to result in a positive balance of Rs. 150.30 crore. Rio, who holds the finance portfolio, presented the State Budget with gross receipts estimated at Rs 24,389.80 crore and gross expenditure at Rs 24,239.50 crore for the financial year 2022-23 on the third day of the Budget Session. Though transactions for the year 2022-23 were estimated to result in a positive balance of Rs 150.30 crore, Rio said the fiscal was estimated to close with a negative balance of Rs 2,212.74 crore due to the negative opening balance of Rs 2,363.04 crore. Facing such difficult circumstances, he mentioned that the State government was compelled to resort to drastic measures to avert a financial collapse and took steps like pro-rata cuts of both developmental and non-developmental expenditure, put a halt on filling up of retirement vacancies and banned purchase of vehicles. He claimed that these measures had enabled the State to continue functioning and fulfilled most of the budgetary commitments, adding that improvement in the finances was witnessed due to these austerity measures, coupled with increased receipts in the share of Central taxes and improvements in its own revenue receipts. Rio also pointed out that the government had held several consultative meetings with all stakeholders and several resolutions had been passed during the process. However, he said political settlement could not be arrived at. Rio said it was for this very reason that all 60 legislators had come together for early realization of a solution. Nonetheless, Rio said Naga political resolution remains the top agenda of the state government, which was why the state government had been playing an active role as facilitators. where people could come together, Rio called upon the church leaders and civil societies to give a clarion call and make their voice loud and clear, and that settlement should be taken. Since the basis of the Naga issue had been duly recognized by Government of India as a political issue and the then Prime Minister, AB Vajpayee declaring it as unique, Rio stated that the elected members, Naga leaders, churches and even the youth needed to be included. Rio therefore appealed to all negotiating parties to actively work for a settlement that is honourable, just, and acceptable to the people.

Imchen seeks Central rule for Naga solution

Earlier, initiating the discussion, NPF legislator Imkong L. Imchen said that the continuous delay in coming towards a negotiated settlement has resulted in frustration among the Nagas and that the people were slowly losing faith in the ongoing peace process. Imkong, therefore suggested that the House can be kept under animated suspension or even dissolved and President’s Rule imposed so as to conduct speedy negotiation in order to bring about a settlement at the earliest.

(NPN): Power department has reminded that the department would disconnect power supply of the defaulting consumers. In a press release, Dimapur electrical division executive engineer Y Akito Sema stated that the department had on many occasions informed about disconnection of power supply for all kinds of defaulting consumers (non-payment, tampering of meters, hooking etc.) irrespective of the category of consumers. The EE stated that government consumers were also served 15-day notice for payment of bills. Therefore, the department has cautioned that it would disconnect power supply of defaulting consumers without further notice.

DIMAPUR/NEW DELHI, MAR 22 (NPN/PTI): Petrol and diesel prices were on Tuesday hiked by 80 paise a litre each while domestic cooking gas LPG rates were increased by Rs 50 per cylinder as state oil firms ended an over four-and-half month election-related hiatus in rate revision, fanning inflation fears. According to a IOCL website, petrol price in Dimapur rose to Rs. 97.75 per litre and diesel rate climbed to 84.49 per litre. KO H I M A , M A R 2 2 (NPN): State government lost a total of Rs.207.25 crore in the last fiscal year ending March 31, 2020 in 26 different misappropriation cases involving 12 different departments, according to data provided in the Comptroller and Auditor General of India (C&AG) report, which was furnished during the ongoing 11th session of the 13th Legislative Assembly on Tuesday. Leading the highest

amount of misappropriation cases was the department of school education with a total of Rs.82.79 crore in two different cases. However, one of the cases is awaiting departmental and criminal investigation for a sum of Rs.70 crore. Next in the list was the power department with a sum of Rs.25.28 crore in one case, which is currently awaiting departmental and criminal investigation. In the Public Works Department (Road & Bridges), three misappropriation

He also added that the Government will keep working to reduce the deficit steadily to bring it to more manageable levels in the coming years.
