NLA passes `24239 cr Budget for 2022-23

KO H I M A , M A R 2 4 (NPN): Nagaland Legislative Assembly (NLA) on Thursday passed the Rs 24,239.96 crore budget for the financial year 2022-2023 by a voice vote on the concluding day of the ongoing 11th session of the 13th Assembly. Leader of the House and chief minister Neiphiu Rio, who also holds the finance portfolio, had said that though the 2022-23 transactions were estimated to result in a positive balance of Rs 150.30 crore, the fiscal was estimated to close with a negative balance of Rs 2,212.74 crore due to the negative opening balance of Rs 2,363.04 crore. There were no cut motions or clarifications sought by any of the members while passing the budget. Rio also moved the Nagaland Fiscal Responsibility and Budget Management (Fifth Amendment) Bill, 2022, which was passed by the House.
Finance department clarifies on Budget
DIMAPUR, MAR 24 (NPN): State Finance department has clarified that there was a general misconception that the fiscal year 2022-23 was projected to close with a deficit of Rs. 2,212.74 crores. The department, rather said that the budget for the year 2022-23, projected a positive balance of Rs. 150.30 crores, a DIPR report stated. This was the first time that the government was able to present a budget with a positive balance after years of passing deficit budgets. The department said that the deficit figure of Rs. 2,212.74 crore was the level of deficit accumulated over the years.
NSDMA issues weather alert
DIMAPUR, MAR 24 (NPN): Nagaland State Disaster Management Authority (NSDMA) has predicted light to heavy rainfall in the coming days. NSDMA joint CEO Johnny Ruangmei informed that the weather could be partly cloudy with light rainfall activities during March 26 & 27 all over the state. However, thunderstorm with lightning and gusty winds was very likely in certain pockets in Peren, Dimapur, Kohima, Wokha, Mokokchung, Mon and Longleng during this period. During this time, the minimum and maximum temperature of the state will vary between 9°C and 32°C respectively.

He also moved the Nagaland Appropriation (No. 1) Bill, 2022 (Supplementary 2021-2022) and the Nagaland Appropriation (No. 2) Bill 2022 (Budget 2022-2023). The Bills were introduced and taken into consideration. Both the Bills were passed by the House. The Supplementary Demand for Grant for 20212022 was also passed by the House, along with voting on the Demand for Grants for the Year 2022-2023. In his closing remark, the chief minister appreciated the members for actively taking part in the budget discussion and lauded the
positive and constructive suggestions raised by them. He exuded confidence that AHoDs, HoDs and all concerned had taken note of the suggestions and would work together to serve the people. Earlier, responding to some queries raised by the members, Rio claimed that the ‘Chief Minister’s Micro Finance Initiative’ would make credit more affordable and available to individuals, self-help groups and farmer producer organisations. This, he said would give a big boost to entrepreneurs and farmers and that Rs 65 crore was ear-
marked for this scheme, while the SARFAESI Act had been implemented due to which aspiring entrepreneurs could avail loans from banks. He said the ‘Chief Minister’s Health Insurance Scheme’ would provide every citizen with hospitalisation insurance cover of up to Rs 5 lakh per annum irrespective of family income and would be implemented by September 2022. To a query raised by NPF legislator Amenba Yaden on customary laws, Rio said their compilation was underway and, upon completion, would be printed in local dialects. And if any amendment was required, that too could be done in line with Article 371(A), he added. On the power issue raised by multiple members, he said the shortfall between power purchase and revenue collected was Rs 237.12 crore. However, he claimed that the Power Department was vigorously putting all efforts to im-
prove revenue collection. He informed the members that 10,000 smart meters were installed in Dimapur and another 10,000 were being currently installed, while 10,000 meters were installed in Kohima, which had resulted in improvement in revenue collection. He said the department was also cracking down hard on power theft and assured the members that rearranging of technical staff would also be looked into. He claimed that within three to five years the State would generate more than 300 MW, of which 200 MW would be used by the State, while the rest 100 MW surplus could be sold. Manipur govt urges Nagaland govt to stop SAPO’s indefinite bandh Correspondent
IMPHAL, MAR 24: Manipur government has urged Nagaland government to intervene and withdraw Southern Angami Public Organization (SAPO)’s indefinite bandh that was affecting normal vehicular movement along NH-2, the lifeline of Manipur. In a letter addressed to the Nagaland chief secretary, the special secretary (home), government of Manipur, H Gyan Prakash urged the Nagaland government to take the matter with the representatives of SAPO for immediate withdrawal of the indefinite bandh for the welfare of the general public and maintenance of peace tranquillity in the area. Manipur government stated that the permanent structure and armed personnel were being deployed within the territorial jurisdiction of Manipur state as opposed to the claim by
Southern Angami Public Organization. “This could also be seen from the satellite map,” it added. Stating that NH-39 was the main lifeline of the state, the Manipur government appealed for coexistence of the people of both the states. It added that the issue relating to territories and boundaries of the states were to be settled and resolved amicably through negotiations between the concerned state governments.
WMC dismayed over bandh extension
World Meetei Council (WMC) central executive committee (CEC) has expressed dismay over the Southern Angami Public Organisation (SAPO)’s decision to extend the ongoing bandh along NH-2 stretch in Southern Angami areas indefinitely. In a press release,
WMC CEC secretary general Yambem Arun Meetei said WMC understands the sentiment of SAPO, but maintained that the organisation must also understand that it “cannot take the people of the region into ransom” while they demand something from the government. WMC stated that the three-day bandh had already put the people into much trouble, adding that extending the bandh indefinitely was “extremely unjustified.” The council also maintained that blocking NH (a national property) as a means to protest at the cost of innocent people, who had nothing to do with the issue, was a serious violation of human rights. WMC has, therefore, appealed to the SAPO to end the road blockade. WMC also urged the state governments of Manipur and Nagaland to settle the issue at the earliest before it creates more problems.

KO H I M A , M A R 2 4 (NPN): Initiating the discussion on the budget for 2022-23 presented by the chief minister who also holds the crucial finance portfolio, Minister for Planning and Coordination, Land Revenue & Parliamentary Affairs, Neiba Kronu, described it as something new and a shot in the for the youths and the intellectuals who have been waiting in expectation for quite some time. Kronu said the key features of the budget like micro financing offered opportunity that had not reached the youth until now.
He said prior to this, youths could not start any substantial business under PMEGP, CMCF, SDF etc since the schemes did provide enough fund. He said under micro financing, interested individuals could start their business by availing money from the banks where village councils or village development boards (VDB) can be guarantors even if there were land issues in particular cases. Kronu said application forms for these schemes will be distributed at the Deputy Commissioner’s office level in all the districts. He also pointed out that alongside generating
income, the budget 2022-23 was also designed to protect environment as the government had plans to provide money to the Forest department so as to initiate tree planting projects. He said “trees would be our wealth”. On power projects, Kronu said for years Nagaland had been waiting for clearances for big power projects. Kronu said for the 126 MW power project at Dikhu, the land issue that had been obstructing the project has been settled through the initiative of the Chief Minister. He said smaller projects like 24 MW at Zungki, 42 MW at lower Tizu would be funded by ADB while 24
MW power project at Tizu valley was also underway. These projects would enable the State to generate power for meeting its requirements instead of having to buy power from neighbouring States as being done presently, Kronu said. Participating in the discussion, NPF legislator, Dr Chumben Murry, termed the budget as “the most way forward budget in short needs as well as long term concept.” He added that it offered a very synergistic window for discussion of good financial management while at the same time providing for the mass during the fiscal year.
‘strip-searched’ at Guwahati airport
GUWAHATI, MAR 24 (PTI/AGENCIES): An 80-year-old wheelchairbound woman from Nagaland was on Thursday allegedly strip-searched during the security check at the airport here, while the authorities said she was asked to go through a mandatory screening as a metal plate was attached to her hip bone. In a press release, chief electoral officer (CEO) Nagaland, V Shashank Shekhar, informed that only one nomination was received by the returning officer till the last date of nomination on March 21, 2022. The nomination paper was taken up for scrutiny on March 22, 2022 and found valid. The election commission announced the schedule for holding biennial election to Rajya Sabha on March 7, 2022 and fixed March 31, 2022 as the date of poll.

Tuccu said that the ongoing IndoNaga political talks, that has entered a critical stage, was being watched with much curiosity by the people around the world “because it matters how the Naga people rise up to the occasion to defend their political identity as symbolized by
the Naga national flag and the constitution (Yehzabo).” Asserting that no one could afford to waver in this crucial stage, Tuccu said “We have to take our stand no matter what the heat of the pressure that may come”. IBM expands ‘STEM For Girls’ program in Nagaland DIMAPUR, MAR 24 (NPN): American tech giant IBM Thursday announced a collaboration with the State department of school education to introduce the IBM STEM (science, technology, engineering and mathematics) For Girls program in more than 250 secondary and higher secondary schools across 15 districts in Nagaland. In a press note , IBM India informed that the program will help enable more than 12,000 girls studying between 8th to 10th grade
Aims to provide 21st-century skills to over 12,000 girls in 15 districts with access to digital fluency, coding skills training, 21st-century skills, including life and career skills. It stated that the curriculum will align and supplement the State’s efforts towards quality education. The collaboration is part of a three-year program
between IBM and Nagaland government, with the QUEST Alliance and YouthNet as an implementation partner, to increase the participation of girl children and women in STEM careers. The programme will also aim to empower nearly 1,400 teachers in the par-
ticipating schools to engage and train students on computational thinking, STEM, and agency development for girls. Educators will use IBM SkillsBuild (skillsbuild.org)- a program that includes online coursework and tools to engage with students. CISF suspends official
CISF later tweeted that the security and dignity of passengers had to go hand in hand. MHA extends validity of FCRA registered NGOs NEW DELHI, MAR 24 (PTI): Home ministry on Thursday extended till June 30 the validity of all FCRA registered NGOs whose licences were to expire by March end and those whose applications are pending for approval. According to the home ministry, the validity of the registration certificates of such entities whose validity was extended till March 31 and whose renewal application is pending will stand extended till June 30 or till the date of disposal of renewal application, whichever is earlier.
