ULB polls only after amendment of NMA 2001: JCC

DIMAPUR, MAR 25 (NPN): In a significant development the Joint Co-ordination Committee (JCC) has declared that it would support holding elections to urban local bodies (ULBs) only after amendment to the Nagaland Municipal Act, 2001. This was resolved at a consultative meeting of the committee with several tribal hohos and student bodies at Naga Council Dimapur (NCD) office here on Friday. Addressing media, JCC general secretary Rainbow Ngullie said the meeting unanimously resolved that JCC would spearhead the movement vis-à-vis ULB and submit a memorandum to the State government to reconsider the March 9 resolution. Ngullie clarified that JCC was not against holding of ULB elections, but pointed out that the election would be against some provisions of the Nagaland Municipal Act. Therefore, he said JCC demanded review
Dimapur police set speed limit DIMAPUR, MAR 25 (NPN): Dimapur police have set the maximum speed limit for all types of motor vehicles in Dimapur. In an order, commissioner of police (CP) Dimapur, Rothihu Tetso, stated that the speed limit was being set in the interest of public safety and convenience, and in view of the increasing number of traffic accidents due to over speeding. Therefore, CP stated that maximum speed limit from Zion hospital junction to Chümoukedima has been set at 50 km/hr and 30 km/hr within Dimapur town area. CP informed that the speed limit would be enforced for a period of one month with effect from April 1-30, 2022. CP cautioned that driving at excessive speed was punishable under section 183 of Motor Vehicles Act.

DIMAPUR, MAR 25 (NPN): Nagaland on Friday recorded three fresh Covid-19 positive cases while no deaths were reported in the last 24 hours. Of the fresh cases, one each were reported in Dimapur, Kiphire and Wokha, taking the total caseload to 35470. PTI: With 1,685 new cases being reported in a day, India’s total Covid tally climbed to 4,30,16,372, while the death toll stood at 5,16,755 with 83 fatalities.

Tikhir Tribal Council to join ENPO the 14 Tribal Hohos of Nagaland (14THN) has “withdrawn” as a functionary of 14THN. In an order Yimkhiung Tribal Council president Throngso Yimkhiung and general secretary S. Tsuyihba stated that as per ENPO resolution No. 3 dated November 9, 2021 adopted at Hotel Saramati and reaffirmation of the same during the ENPO central executive council (CEC) meeting held on March 25 at Tuensang, Laji Luyanba has withdrawn from 14THN as secretary with immediate effect. However, the order stated that YTC shall continue to support and participate for early settlement of Naga political issue.
YTC likely to re-join ENPO: Meanwhile, it was learnt that Yimkhiung Tribal Council, which had dissociated from ENPO was likely to re-join the organization. It may be mentioned that YTC had recalled its representatives from ENPO and its frontal organizations on December 28, 2021 expressing dissatisfaction with ENPO over certain issues regarding Yimkhiung tribe. Sources said that the matter was also deliberated during the CEC meeting on Friday and unanimously agreed to forgive and forget the issue and move forward together in the interest of peace and unity of Eastern Nagaland.
There is no NSCN Akato, says WC DIMAPUR, MAR 25 (NPN): Working Committee of NNPGs has asserted that there was no NSCN Akato and only those under ceasefire with the Centre and having conducted transparent political negotiations deserved people’s benevolence and contribution to take the issue to a logical conclusion. In a statement, WC said that NSCN (R) led by its chairman Y Wangtin Naga and general secretary Ino P Tikhak was partnering WC in the political talks with the Centre. WC said they had severed all ties with Akato Chophy for his “insatiable appetite for position, fame and money.” WC clarified that his termination from Naga national service was officially declared and therefore using NSCN nomenclature to
collect tax forcefully was a crime and he did not deserve a penny. WC assured that it would co-ordinate with Dimapur tribal bodies and aggrieved local and non-local entrepreneurs to apprehend the criminals in the garb of Naga national workers. “As a people-endorsed platform, WC will severely punish those forcefully squeezing the business outlets. They will be caught and be dealt with,” the statement warned. WC also claimed that the business community in and around Dimapur town had appealed verbally and through writing to WC, NNPGs to identify and round up dubious characters demanding tax and financial assistance in the name of Akato Chophy.
Fuel prices hiked by 80 paise a litre DIMAPUR, MAR 25 (NPN): After a one-day hiatus, the state-owned oil marketing companies on Friday hiked the petrol and diesel prices by 80 paise a litre each across the country. According to IOCL, price of petrol in Dimapur soared to Rs.99.44 a litre and diesel price rose to Rs.86.10 following the rate revision. In the Kohima, petrol price breached Rs.100-mark taking the price to Rs.100.57 per litre while diesel was retailing at Rs.87.01 per litre. According to PTI, the increases are the steepest single-day rise since the daily price revision was started in June 2017.
CM urges citizens to observe ‘Earth Hour’ DIMAPUR, MAR 25 (NPN): State chief minister Neiphiu Rio has urged the citizens of Nagaland to observe ‘Earth Hour’ on Saturday by turning off non-essential electric lights from 8:30 p.m to 9:30 p.m. along with the rest of the world. Taking to twitter, Rio said “Everyone can help conserve energy to avoid dire impacts of climate change. Let us practice mindfulness every day.” ‘Earth Hour’ is an endeavour of the World Wide Fund for Nature (WWF) to raise awareness of nature loss and climate change.

KOHIMA, MAR 25 (NPN): Southern Angami Youth Organization (SAYO) Friday affirmed that there was no question of lifting the ongoing indefinite bandh along NH-2 under its jurisdiction till Manipur government withdraw its security personnel stationed at Kezoltsa. Addressing media persons at Kimipfuphe ground, Kigwema, here on Friday, SAYO president Metekhrielie Mejura said the decision to call off the bandh now solely rests on the move of Manipur government. Me-
jura questioned as to why Manipur government was hesitant to take “a simple step” of recalling its troops, who were illegally occupying Kezoltsa forest. He pointed out that the claims put forward by Manipur were baseless and their occupation was “clearly a case of encroachment.” Citing instances where armed personnel asked visitors to stay away from the forest claiming it was disputed land, Mejura said the political boundary that was put in place was just an imaginary demarcation made without the consent
of the actual land owners. He stated that the matter was with Tenyimi Public Organization (TPO) and suggested the State government not to intervene. Stating that Nagas were unique in their traditional rights and cultural values, Mejura said the Southern Angamis would abide and uphold the traditional decision making body. Mejura said despite all humble and polite approaches made to Manipur government asking it to withdraw its troops, the latter failed to pay any heed to their requests. He said this was the reason why the people brought the issue to the streets and initiated the indefinite bandh. He disclosed that SAPO was ready to lift the bandh any time if Manipur government withdrew its armed personnel from Kezoltsa. NHRC files case against harassment of 80-year-old Naga woman at Ghy airport DIMAPUR, MAR 25 (NPN): National Human Rights Commission (NHRC) has registered a case on in connection with the harassment and misbehaviour meted out to an 80-year-old woman from Nagaland at Lokapriya Gopinath Bordoloi International Airport, Guwahati by Central Industrial Security Force (CISF) personnel on Thursday. The case was registered on the basis of a complaint filed by human rights activist Yibeni Humtsoe. In a press note, Yibeni said that the 80-year-old lady was forced to remove all her clothes, including her underwear and
diaper, by a CISF personnel at the airport and subjected to mental and physical harassment because of negligence and procedural irregularities by the personnel. She sought the intervention of the commission for violation of Right to Life, Right to Liberty and Right to Dignity and sought compensation. Based on her complaint, NHRC registered a case (no.4597/ IN/2022) and has start investigation on the matter. NMA condemns: Naga Mothers’ Association president Abeiu Meru and secretary Lochumbeni Humtsoe said that the incident was not
only complete violation of the rights of a senior citizen with a titanium hip implant by forcing her to undress, but also indicated total disrespect and racist attitude towards a tribal woman. Also, the harassment of the young grand-daughter by CISF, in refusing to give her a photocopy of her written complaint had shown the malafide intention of the personnel. NMA therefore demanded public disclosure of the rank and name of the CISF airport security personnel involved and also a copy of the investigation report and the names of personnel who have been suspended.

ERP envisages transparency, efficiency and accountability in the department and will allow faster decision-making by utilising data and reporting tools through sharing of a single data source with all units in
the organisation. It will also help in tracking every transaction in the department from the start till the end and keep track of supplies of materials in real time. Further, the system will also provide synchronised information transfer between different functional areas and help in decision-making by providing real-time data even while on the move. DIMAPUR, MAR 25 (NPN): After thorough deliberation on the statement issued by Chakro Angami Kuda Union (CAKU), the Naga Council Dimapur (NCD) said it decided to clarify on the matter. In a press note, vice president (CB) G.K Rengma and vice president (Admn) Holuto Aye said that the NCD had issued a notice to all constituent civil societies and organization under NCD to nominate their respective members to be appointed as councillors. After
being nominated, it said a member takes oath of allegiance to the constitution of NCD and “once a person is nominated by his/her tribal hoho/union as representative to the Naga Council, he/she has to complete the full term, i.e 5 years,” NCD stated. were very unique. DIMAPUR: One day training on the Standard of Operating Procedure for Care and Protection of Children in Street Situation (SOP.2.0) on identification, rescue and rehabilitation of children in street situation was held on Friday at Hotel Acacia, Dimapur. In a press release, State Child Protection Society (SCPS) informed that the training was organised by SCPS, Child Protection Services, department of Social Welfare in collaboration with National Insti-
tute of Public Cooperation and Child Development (NIPCCD) Regional Centre, Guwahati, Assam. At the session, the main resource person, assistant director, Regional Centre, Guwahati Assam, Thangzamawi Guite emphasized on the role and importance of open shelter home which are unique shelter homes, specifically for street children. Guite familiarized the participants on the SOP.2.0 developed by National Commission for Protection
of Child Rights (NCPCR). The open shelter run by Community Education Centre (CEC) Dimapur shared their experiences on working with these children at Dimapur district. Director Child Protection Services (CPS) Nokcharenla Longchar informed the participants that as per the directives of Supreme Court all the states and union territories are to implement the SOP at the earliest. However, Longchar said there was no clear understanding on the definition among the
stakeholders and hoped that this training would not only enlighten the stakeholders on these issues but also help them to work together in better coordination. The programme was chaired by protection officer, NIC, DCPU, Dimapur, Esther Sumi; welcome address was delivered by district child protection officer Dimapur, Pikato Tuccu and programme officer IEC and training SCPS, Rokokhriele Seuno delivered the concluding remark. DIMAPUR: Sumi Aphuyemi Kiphimi Kuqhakulu (SAKK) has condemned the alleged assassination attempt on Natsumi village GB, Sheni Swu on March 15 at highway near Botsa town. DIMAPUR: As part of “Azadi Ka Amrit Mahotsav” initiative, Kohima Municipal Council (KMC) organised a workshop-cumawareness programme on “plastic waste management and segregation of waste” at KMC officeon Friday. According to a DIPR report, speaking on the occasion, KMC administrator, Lanusenla Longkumer said that plastic waste had worsened since the pandemic. She said the waste was polluting Kohima town which would create ill effect for the environment and every individual.
PAPO resolves boundary dispute DIMAPUR: Phek Area Public Organisation (PAPO) on Friday informed that it has settled boundary dispute between Khuzami and Mutsale villages. In a press release, PAPO president Vezhehu Vero and joint secretary Rakhusu Veswu stated that the “century long (1933-2022) conflicts” which dragged the villages into frequent confrontation “drained away resources of both the villages over the years besides victimising a dozen youth till recently.” PAPO said that the organisation took up the dispute with the support of Kuzholuzo (Azo) Nienu, MLA, DC Phek Razouvolie Dozo, SP Phek Vesupra Kezo, WC NNPGs coordinator Alezo Venuh, Zhopra Vero, Kedalo NNC/FGN. It said they assisted PAPO through the trials in resolving the conflicts. The organisation stated that the success of resolving the disputed demarcation was also because of the cooperation from the two villages supported by village council Chepoketa, Ketsapo, PAPO youth front president for timely deployment of their volunteers on the ground.
Terming this as “a collective failure”, she urged every individual to have a sense of responsibility to manage waste segregation and to sensitise one another before the air becomes unbreathable. Lanusenla also urged upon the public to use single plastic reusable or recycle to keep the city healthy and clean. DIMAPUR: Alleging anomalies in the payment of land compensation, the Aggrieved Landowners’ Adhoc Union (ALAU)—affected by construction of 2 lane from Doyang to Izheto under NH-02—Friday said they have resolved to disallow construction activities within the land of the aggrieved landowners till the responsible authorities rectify the anomalies within one week. In a press release, ALAU chairman Er.KT Hevito Labo and secretary Abel Z Assumi stated that the aggrieved landowners from Mukhami, Phishumi, Maromi, VK Town, Ajiqami and Sastami villages at the general meeting held at VK Town on March 18, 2022, resolved to reject the “so-called damaged compensation” paid by DC Zunheboto in cash, without proper payment receipts. The signatories claimed that they have evidences of too many discrepancies including withdrawing huge amount in cash of more than Rs.29 crore by DC Zunheboto and payments made at his residence. They alleged that “random
payments” were made to many bogus beneficiaries and in the process the names of many genuine beneficiaries were found missing ignoring the original 2017-18 survey & sanctions from the Ministry of Road Transport and Highways. Further, they claimed that submission of revised estimate for damage compensation was done without justifying the original survey report. The signatories cautioned that failure of the responsible authority to rectify the anomalies within the stipulated period would force the union to initiate legal proceedings. They warned that the union would explore all options, including legal process, to obtain the original documents and other evidences in order to redress the grievances of the aggrieved landowners. The union said it would also approach appropriate authorities to initiate actions against concerned officials, who it alleged “openly flouted” all norms and rules regarding withdrawal and payment of cash, manipulation of original documents etc.

DIMAPUR: School of Agricultural Sciences & Rural Development (SASRD), Nagaland University, Medziphema campus on Friday, said that the campus was “facing a number of fires in the recent days”, which had “severely affected” research activities of the school. SCERT conducts MoE’s foundational learning study DIMAPUR: As part of the Ministry of Education (MoE)’s Foundational Learning Study covering all States and UTs from March 23-26, 2022 in sampled schools, the State Council of Educational Research and Training (SCERT) conducted the study on March 24 & 25, 2022. The study seeks to draw a first-hand understanding of the learning levels of the students at the foundational learning stage, or at the end of Class 3. The ministry stated approximately 10000 schools and 1 lakh students are expected to participate in the study, which is first of its kind in the world as it aims to set-up benchmarks for reading with comprehension in 22 Indian languages. According to a DIPR report, a dry-run was tested on March 15, 2022 before the actual study was conducted. This study will enable the States to establish benchmarks in oral reading fluency with comprehension in different Indian languages for children at grade 3 level. It will assess the children’s ability to read age appropriate known as well unknown text at a certain pace, accurately and with comprehension and also the foundational numeracy skills. The study was conducted with the state level sampling covering all categories of schools. Field Investigators were identified to carry out the study. External observers from the MoE were also present to oversee the smooth conduct of the test. Focussing on ‘learning achievement’ in the foundational years, the MoE has launched the national initiative for proficiency in Reading with Understanding and Numeracy (NIPUN-BHARAT) mission to provide the roadmap for straightening the domain of foundational learning at the National level. Amit Shah to meet CMs of M’laya and Assam on Mar 29 Correspondent SHILLONG, MAR 25: Union Home Minister Amit Shah would hold a joint meeting with Meghalaya Chief Minister Conrad Sangma and Assam Chief Minister Himanta Biswa Sarma on the inter-state boundary dispute at New Delhi on March 29. “The Union Home Minister has fixed the date (meeting on inter-state boundary dispute) on March 29, at 4:30 pm. This communication has come from the MHA. So all preparations are being made for the meeting,” Sangma said. The Chief Minister had earlier said that the Union Home Ministry had intimated verbally that the joint meeting would be held on March 27, but the date has been rescheduled. The Meghalaya and Assam governments have signed an MoU, broadly outlining the contours of the agreement reached on six disputed areas. Assam and Meghalaya have agreed to resolve differences at six locations -Tarabari, Hahim, Pilangkata, Khanapara, Ratacheera and Gijang along their border that covers 36 villages. The boundary dispute between the two neighbouring States has lingered for more than five decades. Both the States have
agreed in principle for the exchange and administrative control of these villages under a give and take policy. The proposed meeting on March 29 is significant in the wake of the opposition Trinamool Congress have raised objections on the agreement signed between the two States. Moreover, the Bharatiya Janata Party and United Democratic Party, the alliance partners of the National People’s Party-led Meghalaya Democratic Alliance (MDA) government has also voiced their concerns on the matter following protest the Khasi and Garo tribesmen residing in the border areas. In fact, several villagers have also demanded from the government to review the agreement. However, Chief Minister Sangma said that as far as the agreement is concerned it was shared in detail with the coalition partners of the MDA government and also other political parties. “Nonetheless, it would be the endeavour of the government to find an amicable solution for all with all the concerns addressed,” he said, adding that the government has tried to resolve the dispute in the best possible manner. “We may not be able to resolve all the issues but it will always be our endeavour to resolve all as far as possible,” Sangma said.

A total of 1,200 ‘COVID warrior staff ’ engaged by the state government on contract basis in fight against COVID-19 in the state were terminated by an order. The staff included doctors, nurses, multi-tasking staff (MTS) and drivers. They were engaged since the early part of 2000 to cope with the manpower shortage in the state health department when COVID-19 outbreak in the state. The agitating contractual staff alleged that the order dated March 16, 2022 terminating them from the service was allegedly issued today by back dating and was against a government decision of extending the service for another six months. Besides, their service period was till March 31, 2000 as per an order issued by the state health department, they claimed. Angered by the order, the contractual staff converged at COVID Care Centre at Bal Bhavan of Khuman Lampak Sport Complex, Imphal today where they staged a protest.

Addressing a rally in Khowai district’s Moharcherra, Debbarma said that if the Tiprasa people remain united for the next 10 months, Greater Tipraland demand will be achievable. Tripura is scheduled to go to the polls in early 2023. “Neither Akbar nor Aurangzeb had landed in Tripura nor did British rulers come here and the small territory remained independent. All these have happened after the death of Maharaja Bir Birkram Kishore Manikya,” he said. Calling upon the people for “one fight”, he said that for the last 70 years, the aspirations of the Tiprasa people have not been fulfilled. “The family that had gifted Tripura to India is now branded ‘Jinnah’ or Pakistani, because I am advocating for Greater Tip-

SHILLONG, MAR 25: A special POCSO court has convicted a former Meghalaya police official Nurul Islam for raping two sisters in South West Garo Hills district in 2013, an official said on Friday. Special POCSO Judge – FS Sangma would finalised the quantum of punishment against Islam on Monday (March 28). Islam, who was in-charge of Ampati police station, allegedly raped a 14-year-old at the Ampati police station on March 13, 2013. On March 31, he raped the girl’s sister, 17, at gun point at their home. Public prosecutor POCSO Court of East Khasi Hills district Evalarisha Rynjah, said she has pleaded life imprisonment for the convict. “Life imprisonment is the maximum sentence even as she added that she pleaded the court to also impose fine on him (Islam),” Rynjah said.During the hearing, the public prosecutor sought from the court that fine be imposed on the convict for the crime he committed. Islam has been convicted under POCSO Act, 2012 and other sections of the IPC. The Meghalaya government had dismissed Islam from service because of his involvement in the crime and for absconding after being accused in raping the two sisters.

GUWAHATI, MAR 25 (AGENCIES): Assam and Manipur have moved up in the export preparedness index while other states of the Northeast have slipped in rankings, reports East Mojo. NITI Aayog, in partnership with the Institute of Competitiveness, released the Export Preparedness Index (EPI) 2021 on Friday. In the 2020 report, Assam was ranked 28th and was below states like Tripura, Meghalaya, Mizoram, Nagaland and Arunachal Pradesh. Manipur has moved two places from 31st rank in 2020 to 29th rank this year. The Export Preparedness Index (EPI) aims to examine the export performance and readiness of states and union territories. The idea behind the index is to create a benchmark to rank these states and UTs to help them individually promote a conducive export environment in the region. The index is an essential tool for policymakers and exporters to identify the drivers and obstacles, and examine the same to strategize a viable export map for the state. SHILLONG, MAR 25 (PTI): The Meghalaya Enterprise Architecture (MeghEA) project to improve governance and service delivery at the grassroots level in the state has been nominated for the UN Awards in the World Summit on the Information Society Forum 2022, officials said. Of the 20 projects from countries like Singapore, China, Indonesia, Mexico, Russia, Australia, Saudi Arabia, among others, MeghEA has made it to the top, they said. “The MeghEA has been nominated under the category of ‘The role of governments and all stakeholders in the promotion of ICTs for development’. Five out of the 20 selected projects would be shortlisted for the award,” a senior government official told PTI on Thursday. The MeghEA is a flagship programme of the government that aims towards enabling service delivery from government to citizens, businesses and employees by adopting the whole-ofgovernment approach, he said. This is a first of its kind project which is based on India’s National Enterprise Architecture framework.

IMPHAL, MAR 25: Manipur chief minister N Biren Singh on Friday warned drug peddlers and dealers operating to either surrender or face stringent action. Addressing the media at the Chief Minister’s Secretariat today, Singh continued that any person arrested with illegal drugs, regardless of quantity, would face compulsory jail term of one year which will be extendable upto two years under relevant act. He said that the state police would file a case on any person found with illegal drugs, regardless of quantity possessed. However, uses of drugs for treatment of addicts at rehabilitation centres under the supervision of doctors would be exempted. The chief minister stated that the situation of drug menace in the state was still alarming although police forces had seized many illegal drugs during the last five years under the War on Drugs-I Campaign. As such, the state government will be putting much effort to totally root out drug menace from the state under War on DrugsII. He informed that the state government had re-
intoxicants as per the state health department, Singh said that youths nowadays have started using intoxicants as a fashion. “Such behaviour has posed a question on our future generations,” he added, and warned that person involved in drug trafficking would not be excused even on grounds of earning their living by carrying out such illegal activities. “There are many respectful ways to earn a living other than illegal activities,” he maintained. The chief minister was briefing the media on a massive seizure of narcotics under ‘War on Drugs’ by the police in Imphal East district displayed before the media at CM Secretariat today. A joint team of Imphal East district police and recently formed Anti-Narcotics Task Force (ANTF) arrested one illicit drug dealer identified as Md Mujibur Rahaman from Khergao Awang Leikai under Porompat police station of Imphal East district on Thursday. The joint team recovered 67,900 pieces of SP capsules, 350 pieces of WY tablets, 115 of N10 tablets, 135gm of heroin powder, and eight bottles of banned cough syrup.

Wang said that Beijing was willing to explore “China-India Plus” cooperation in South Asia to forge a cooperation model with a healthy interaction, so as to achieve mutually beneficial and win-win cooperation at a higher level and in a wider range, the agency reported. Wang is in Delhi for two days. He landed in the national capital on Thursday evening. China and India should put their differences on the border issue at a “proper position” in bilateral relations and stick to the “right direction” of bilateral ties, Yi said on Friday. China and India have a thousand-year history of cultural exchanges, and friendly cooperation has always been the mainstream, Wang said. NEW DELHI, MAR 25 (AGENCIES): Few states and union territories have responded to the Centre’s requests to furnish details on COVID-19 mortalities due to oxygen shortage and none of them have reported confirmed deaths due to it, Minister of State for Health Bharati Pravin Pawar informed Parliament said on Friday. The government maintains data of COVID-19 cases and deaths reported by states and union territories. A c c o r d i n g l y, t h e Union government has requested states and union territories to furnish details of suspected deaths due to oxygen shortage, Pawar said in a written reply to a question in Lok Sabha. “Few states and UTs have responded and none of the them has reported confirmed death due to oxygen shortage,” the minister said. The Indian Council of Medical Research (ICMR) had on May 10, 2020, issued ‘Guidance for appropriate recording of COVID-19 related deaths in India’. The health ministry, through a letter dated October 9, 2020, conveyed to states and union territories, WHO and ICMR guidelines on correct recording of COVID-19 related deaths in accordance with the globally accepted ICD-10 classification and also urged them to undertake periodic death audits with an aim to improve the quality of healthcare services by taking suitable cor-

NEW DELHI, MAR 25 (PTI): The Supreme Court Friday refused to entertain a plea seeking a direction to the Centre to disclose accounts, activity and expenditure details of the PMCARES Fund and make it open for audit by the Comptroller and Auditor General of India (CAG). A bench of Justices L Nageswara Rao and B R Gavai asked the petitioner to approach the Allahabad high court and file a review petition in the matter. Senior advocate Devadatt Kamat, appearing for the petitioner, submitted that the ambit of relief sought is totally different and validity and disclosure of PMCARES Fund was sought. He said the High Court dismissed the petition relying on CPIL (judgment of the top court) and stated that the HC was not correct in relying solely on the judgment. The bench said: “You might be right in saying that all issues were not considered. We don’t know if you had argued. You go and file a review. Budget ladder
nlike in other states where economists or freelance budget specialists appraise a particular budget and point out the good and bad of it, apparently, the budget presented to the Nagaland Legislative Assembly on March 22 and which was later passed smoothly on March 24 went largely un-scanned as crucial misses were not pointed out. State chief minister Neiphiu Rio who also holds the crucial finance portfolio, presented his Rs.24,239.96 crore budget for 2022-23 which projected a positive balance of Rs.150.30 crore. The term “positive balance” was last heard sometime in 2003 and it sounded great. However, the fleeting moment of elation was brought to rude reality when the accumulated deficit of Rs.2,363.04 was to prevail upon the budget which would close with a negative balance of Rs.2,212.74 crore. This time, as with 2016 till 2018, the assembly was without any opposition and so the budget escaped the customary demand of the opposition for a cut-motion. Platitudes flowed through the aisle of the house as the tongues of members spoke with the same tenor. The budget is effusive and full of fresh ideas and initiatives, but these increasingly look like post-dated cheques. It falls far short of addressing crucial issues such as corruption, economy, employment among others. What is a worry about the budget, not only this time but also since the past many decades, is the spectre of widening deficit. It does not mean that deficits are necessarily bad since budgets can be negative on account of investments to earn revenue. The problem with unmanageable budget deficits is that they tend to eat away the succeeding budget unless the figure is reduced to manageable limit. Budgetary figures are mostly continuation of the previous budget with some changes. Like most budgets, it is long on intent and short on content. This may be seen in how deficit continues to soar. According to the budget figures, out of the total expenditure estimated at Rs.24,239.50 crore, a huge amount of Rs.8014.18 crore comes from servicing of debt (including ways and means advance). This amount alone makes up a hefty 42 per cent of the entire expenditure. It may also be reminded that the runaway deficit in almost all budgets also deprive the state of means to fund projects as state share. This only leads to the obvious that expenditure should not exceed the income beyond a certain manageable limit. However, there is no political will at enforcing fiscal discipline and so even the fiscal responsibility act remains only on paper. The political will needed to effect meaningful austerity was also buried when, despite mounting financial crisis, successive governments continued to focus on spending with an overdrive on construction projects. It may be recalled that then opposition leader T.R.Zeliang described the 2021-22 budget as “contract-oriented” as a substantial portion included allocations for construction of office buildings and other infrastructural projects. Huge funds have been allocated or borrowed to construct palatial office buildings for creating “an ambient environment” so that the government servants can work more efficiently. However, the budgeted amount for projects invariably shoot up even up to over 100% the original estimates. There are no avenues for raising taxes especially when the entire nation is grappling with rising fuel prices, dwindling internal revenue collection, unemployment and inflation etc. Budgetary visions without addressing the core issues, have not contributed anything much or justified the huge expenditures incurred, if the past serve as indications.

A person who is a beautiful saint can be a hindrance in leading people to the Lord by presenting only what Christ has done for him, instead of presenting Jesus Christ Himself. Others will be left with this thought— “What a fine person that man is!” That is not being a true “friend of the bridegroom”— I am increasing all the time; He is not. To maintain this friendship and faithfulness to the Bridegroom, we have to be more careful to have the moral and vital relationship to Him above everything else, including obedience. Sometimes there is nothing to obey and our only task is to maintain a vital connection with Jesus Christ, seeing that nothing interferes with it. Only occasionally is it a matter of obedience. At those times when a crisis arises, we have to find out what God’s will is. Yet most of our life is not spent in trying to be consciously obedient, but in maintaining this relationship— being the “friend of the bridegroom.” Christian work can actually be a means of diverting a person’s focus away from Jesus Christ. Instead of being friends “of the bridegroom,” we may become amateur providences of God to someone else, working against Him while we use His weapons.

idden painful reality of the domestic workers in India: Overworked, underpaid and abused Domestic workers’, as their work mostly centres around cooking, cleaning, washing and other types of care-works, it become invisible and undervalued. Therefore, it is categorized under informal and unskilled job without any constitutional guarantees for which the domestic workers are remain unorganized without proper acknowledgement or reward. Problems faced by domestic workers in Nagaland Many of the Domestic Workers are migrants belonging to Bengal, Bihar, Nepal, Manipur, Tripura, Assam, Mizoram and the Indigenous Domestic workers mostly from the Eastern Nagaland region and a few other tribes. The domestic workers are looked down upon and treated as mere a servant that is why many Naga Domestic Workers do not like to say openly that they are domestic workers. Secondly, Nagas don’t get Domestic Works due to demand of high wage whereas migrants are easily accepted by the employers because they are willing to work for cheaper rate. Non local employers prefer mostly non local workers whereas local employers accept any Domestic workers without discrimination. To this, some serious issues that the domestic workers have to confront on almost daily basis are; • Violation of
Rights • Low rate of payments • No leave • No fixed Minimum Wage • Verbal, sexual and all types of abuse at workplace • Delay in payment • Withholding of the payment • Sudden dismissal of work without prior information or notification to the worker. • Due to such stressful and pressing conditions, numerous number of working women and girls who are most wanted by the rich and middle class people are suffering and struggling for their rights, dignity, justice and recognition. • Domestic Workers suffer from discrimination. Many homes have a separate set of utensils and toilet as if they are untouchable. • They are denied of fair wage and minimum wages because in Nagaland Domestic Workers are not enrolled under the schedule of employment and Minimum wages Act even today. • There is no specific contract based work, working hours, wage leave facilities, medical benefit and rest time, all these benefits totally depends upon on mercy of employers. Adding to their miseries, the Christian Domestic Worker do not get holiday even on Sunday, Good Friday and on Christmas. • They are usually the victims of suspicion. If anything is missing in the house they are accused with threats, physical violence,
police conviction and even dismissal from the work. The very sad part of it all is that the government of Nagaland failed to recognize domestic worker as workers. Unless and until the comprehensive registration for domestic worker is constituted that domestic worker who are our sisters, aunties and mothers on whose sweat and blood we survive will continue to face grim reality. Region are approaching the policy makers on behalf of the domestic workers of the state and the country as part of the National Platform for Domestic Workers (NPDW). This is a platform of different unions of domestic workers from around the country which was created in 2012. Ever since then this platform has been focusing on the rights of domestic workers and demanding a Comprehensive legislation for them. To give you a little background: In 2011 the ILO adopted ‘Convention 189’ – Decent Work for Domestic Workers. The GOI was also one of signatories to this Convention. But subsequently the GOI has neither ratified this Convention nor has it put legislation in place to see that domestic workers obtain rights like all other workers. As you know, domestic workers are in great demand all over the country as they render indispensable service to keep households operational. With no access to other employment a large number of women and men engage in domestic work, with women being the majority. These numbers have been growing as jobs even in rural areas become more scarce. Hence it is of utmost necessity that such workers get their fair share of wages and social protection. Since they work in specific conditions, in private homes, they need to be considered specifically as well. It is for this reason that the NPDW
has been seeking Comprehensive Legislation for Domestic Workers. With the new Labour Codes that the GOI has now put in place, these workers as well as a large number of other workers in the informal sector have been forgotten. With the different ways establishments and employees are defined in the different Codes, even a large number of construction workers will be ignored by the Social Security and Code on Occupational Health and Safety. Informal workers make up more than 90% of the present workforce of which 50% are women. Little or no attention has been paid to women workers in general and the equal pay for equal wages too has been invisibilised. These were all rights that workers had gained through incessant struggles over the last four decades. The Second Labour Commission had specifically proposed Umbrella Legislation for these workers. But with the new Labour Codes, they are again left by the way side. We are indeed happy that the government has launched a survey on Migrant Workers and on domestic workers around the country. We understand that the various Labour Bureaus around the country are charged with this task. Nevertheless, the collection of data has been contracted to private agencies. With reference to the domestic workers, there has been no information to the organizations of domestic
workers who could surely assist in better qualitative data collection as several domestic workers may not even report themselves as workers because of the nature of their work. We are also worried that the GOI has included all kinds of household service within the realm of domestic works namely; drivers and tuition teachers for instance. We think this is incorrect as those workers have their own protective legislation that the people who do cooking, cleaning and care in households do not. Hence these factors have to be kept in mind. You are also probably aware that the GOI launched the E-shram Portal where all informal workers have been asked to register. Even here too, registering online is inaccessible to thousands of workers and the categorization of workers is also misleading as informal workers may work in several kinds of jobs. There is very little information regarding this Portal and under which department jurisdiction it falls. Moreover, for states where workers have already registered in various Labour Welfare Boards, there is no clarity regarding which registration holds validity. Hence there is need for greater transparency on this subject as Labour has been a concurrent subject till now. Winning the “hearts and minds” of the people watching as non-belligerents is therefore vitally important to the warring parties. At the moment, Ukraine’s president, Volodymyr Zelenskyy, is doing an exceptional job of influencing the watching world’s expectations and framing what the invasion of Ukraine is about. He needs that global support to help set the terms of any peace negotiations with Russia. Historians of warfare almost always fixate on the actions of those actually doing the fighting or falling victim to the violence of a war. Today, too, we seem fixated on understanding Russia and Putin and on explaining why Ukraine is so important. But it’s as important to ask questions about the responsibilities and actions of the neutral and non-belligerent world – those of us watching the war unfold in real time – as it is to interrogate those of any warring parties. Just as in the 19th century, neutral parties have a massive role to play in the conduct, outcome and terms of this war. Their assessments will help to determine how we understand the conflict in years to come. Alongside asking serious questions about why Russia invaded Ukraine, we should therefore also train our mirrors on ourselves as non-belligerents. How are we shaping the contours of this conflict? n March 25, 2020, India entered a national lockdown with four hours’ notice. Deemed to be one of the world’s strictest and largest, it exposed old fissures in Indian society. Wealthy individuals could socially distance themselves in their homes, gated compounds and apartments, while India’s migrant population, one of the world’s biggest, and its poor, were cut off from work, sustenance and home overnight. The effectiveness of the government’s response to COVID-19 has been debated in multiple forums. What factors led to the collapse of the state’s capacity to prepare for and adequately respond to the pandemic? Is the state ready to deal with an increasingly unequal, unhealthy, and unhappy society? As we approach the second anniversary of the lockdown, the weaknesses of the Indian state must be assessed to ensure it does not collapse during another crisis. The pandemic reflected the centralising tendencies of the state. The lockdown was unilaterally imposed by the Union without consulting the states, undermining Schedule VII, which lists health as a state subject. The free movement of people, an essential feature of our democracy, was suspended overnight. Indians living abroad were unable to come home because flights were suspended, while those in the country were left stranded without fiscal or material support. Containment measures are necessary to curtail epidemics, but so are citizen’s rights and welfare. The Indian state’s tendency to centralise power in response to a crisis tilts the balance between these tradeoffs against citizens’ rights. The Indian state has a long way to go to becoming more effective at supporting the needs of the 135 crore people that it administers. Firstly, state and local governments need to be fiscally empowered to raise funds and administer containment measures. States with strong local government bodies were more effective in responding to the virus, as seen in Kerala and Mumbai – and in Tokyo and Manchester. The ambit of view of this newspaper nor that
the 93rd and 94th Constitutional amendments should be widened to provide fiscal autonomy to LGBs. Secondly, India’s poor data protection policies need to be revamped to protect citizens’ rights. The Aarogya Setu app was created using ambiguous provisions of the Disaster Management Act, forcing citizens to share their personal data to access essential locations such as residences and grocery stores. Patients’ testing and health data were leaked, including addresses, phone numbers and medical history, because of unclear data storage and processing policies. The Personal Data Protection Bill (PDPB) has not been introduced for discussion in Parliament yet, and it does not seem to cover public health data. Finally, it is time that the backbone of India’s health and education systems such as ASHA workers, schoolteachers and Anganwadi workers, graveyard and sanatorium workers, and other ‘essential workers’ are treated as integral to the country’s functioning. Such workers were critical in responding to the pandemic, but are still not treated as full-time employees in many states. Lack of job security, compounded with risky work and low pay, highlight a potential shortage of such workers in the future, just when India would need a far more reactive, responsive and accessible public health system. The pandemic has devastated the country, and it is estimated that 3-5 million Indians died. The lack of a nationwide safety net pushed an estimated 46 million into extreme poverty, and unemployment has risen to around 8% since 2020. To prepare for the challenges that the pandemic left behind, the Indian state must be reformed. It must be reformed to support citizens’ rights and welfare by prioritising job creation, social safety nets and long-term investments in public health and education – over its centralising tendencies. The court, which registered a suo motu petition in the case on Wednesday, said that facts and circumstances demand that the investigation be handed over to the CBI in the interest of justice and also to instil confidence in the society. He hoped that with the implementation of ERP, smooth functioning in the department could be expected as it would encourage a competitive spirit and take the department to a higher level. Miscreants had on March 21 set 10 houses on fire in Bogtui village in Birbhum district, killing at least eight people including women and children, in a suspected fallout of the murder of a ruling Trinamool Congress leader and ‘upapradhan’ (deputy chief) of the local panchayat. “We direct the CBI to forthwith take over the investigation in the case and submit the progress report before us on the next date of hearing,” a division bench headed by Chief Justice Prakash Shrivastava said in
its order. The matter will be heard again on April 7. Noting that the incident had a “nationwide ramification”, the court asked the state government to extend full cooperation to the central agency. Directing the state police or the governmentappointed SIT not to hold any further investigation into the matter, the bench ordered that all documents as well as the accused and suspects arrested in the case be handed over to the central probe agency. The bench said that after minutely examining the case diary of the matter, it found that though the SIT was constituted on March 22, “till now there is no effective contribution of the SIT in the investigation”. The court, however, did not divulge details of the shortcomings in the SIT probe. Apart from the suo motu case, five PILs seeking an order for investigation by an independent agency were heard by the court.
The bench had on Wednesday directed Central Forensic Sciences Laboratory (CFSL), Delhi, to collect samples for forensic examination from the place of occurrence. (From p-1) SAPO says Manipur govt claims provocative: A day after the Manipur government urged the Nagaland government to intervene and withdraw SAPOimposed indefinite bandh along NH-2 stretch, the Southern Angami Public Organisation (SAPO) Friday said the claims made by Manipur government was “provocative” and threatens the peaceful coexistence within the communities. In a press release, SAPO president Kevipodi Sophie and general secretary Swelul Pucho stated that Manipur government mentioning “political boundaries” was “totally unacceptable”. SAPO said that their traditional land and boundaries were well defined and the people have been coexisting since time immemorial. SAPO stated that it still upholds and abide by the collective undertaking amongst Tenyimi Public Organization (TPO), board of arbitrators, Mao Council, Maram Khullen and SAPO. The organisation also affirmed that it will continue to enforce the memorandum submitted to the Manipur chief minister on November 20, 2020 to withdraw and cease all developmental activities within “our traditional land” by Manipur government. Manipur govt’s ill-motive provoked SAPO: Tenyimi Peoples’ Organisation (TPO) has said that Manipur government’s total disregard and ill-motive had provoked the SAPO to show resentment
and call for the bandh. In a press release, TPO president Timikha Koza and vice president Tsela Thupitor said that it has been more than five years since the “Arbitration Undertaking” was signed in 2017 by the three contending parties [Southern Angami Public Organization (SAPO), Mao Council (MC) and Maram Khullen] in the land dispute of Kezoltsa/Koziirii/ Kazing/Dziikou area. TPO in the undertaking it was unambiguously agreed that the dispute shall be resolved by Naga customary way and on traditional ownership. The signatories said that since then, TPO and its boards of arbitrators (BOA) constituted to adjudicate the dispute had, through various communications, made emphatically clear to the concerned governments that it has no intention to “meddle in the affairs of the states and its boundaries but only trying to resolve the misunderstanding and
dispute within the Tenyimi family.” As such, TPO said when the Manipur government stationed its armed personnel and constructed permanent RCC barracks in the heart of the disputed land apart from various development activities, TPO wrote various representations and also met Manipur chief minister appealing for cessation of activities in the disputed areas till such time the issue was resolved. Similarly, TPO said the three contending parties (land owners) had also written to Manipur chief minister on Nov 20, 2021, a joint representation by the TPO and all the contending parties was sent to the Manipur chief minister. TPO said they appealed for immediate withdrawal of police forces from the area and cautioned that Manipur government would be solely held responsible if any untoward situation arises. In spite of all those ap-
peals and communications, TPO said Manipur government remained “hell-bent on defying the good intentions of the people” working towards amicable resolution of the dispute and restoration of healthy relationship amongst all concerned. TPO asked the Manipur government to understand that Naga people were arbitrarily divided into various states and administrative units, whereby tribes and even village/clan lands were divided. It said there were tribes of Manipur whose lands were put under Nagaland state jurisdiction and viceversa. Therefore, TPO said the best way to maintain peace and social harmony was to respect the traditional ownership and adjudicate disputes by trying to bring about understanding “without harping so much on the state boundaries” so that “we can all march together as people and not as varied citizens of states.”

HYDERABAD, MAR 25 (IANS): India, the fastest growing civil aviation market in the world, intends to add 100-120 aircraft every year to meet the growing demand, Civil Aviation Minister Jyotiraditya Scindia said on Friday. After examining the matter and relevant provisions of NCD Constitution, NCD said it replied on March 31, 2021 and observed that, “a councillor once taken an oath to serve NCD cannot be removed or replaced without serving full term unless otherwise found violative of NCD Constitution…” Subsequently, NCD said CAKU office submitted another letter on April 13, 2021 stating that “Loula-O Usou became physically disabled due to the injuries he sustained in a road traffic accident and therefore, his name should be replaced.” NCD, in its reply, said that upon careful examination of health issue and performance, it was observed that Usou was effectively discharging his duties and responsibilities as treasurer of the NCD. The council members, citing the Constitution, said that since a member had to complete its five-year terms, it was unlikely to replace Usou since he was actively and effectively performing his assigned responsibilities without any impediment. NCD once again urged CAKU officials extend cooperation and active participation in the NCD for the larger interest of the member units and effective administration of NCD.

NEW DELHI, MAR 25 (AGENCIES): As prices of crude and other commodities trend upwards and inflation prints remain above the monetary policy committee’s (MPC) tolerance level, the central bank’s rate-setting panel may have to raise its inflation projection substantially. Economists that FE spoke to see the inflation forecast of 4.5% for FY23 being raised by anywhere in the range of 20-100 basis points (bps) during the April policy review. The government has raised prices of petrol and diesel earlier this week and in the absence of a cut in excise duties, consumer prices in India may trend further up. Consumer price index (CPI) inflation rose to 6.07% in February 2022 from 6.01% in January. Under the circumstances, economists are expecting the MPC to move away from dovishness and start laying the ground for an eventual change in stance, even as they continue to remain supportive of growth. The road to policy normalisation is expected to be a long one and the MPC may

BRUSSELS, MAR 25 (AP): The US and European Union on Friday announced a new partnership to reduce the continent’s reliance on Russian energy, the start of a years-long initiative to further isolate Moscow after its invasion of Ukraine. As part of the plan, the US and other nations will increase liquified natural gas exports to Europe by 15 billion cubic metres this year, the White House said, adding that even larger shipments would be delivered in the future. At the same time, they will try to keep their climate goals on track by powering gas infrastructure with clean energy and reducing methane leaks that can worsen global warming. Although the initiative will likely require new facilities for importing liquified natural gas, the partnership is also geared toward reducing reliance on fossil fuels in the long run through energy efficiency and alternative sources of energy, according to the White House.

BEIJING, MAR 25 (PTI): The second black box of the crashed Chinese passenger plane has yet to be found, official media reported on Friday, retracting an earlier announcement that it has been recovered from the crash site. The state-run China Daily had reported earlier quoting the Civil Aviation Administration of China (CAAC) that the second black box has been recovered. However, the daily quoted a report by the state-run news agency Xinhua that the second black box had not been found. The black box could offer vital clues about the crash in which 132 people are feared to have died. The first black box, stated to be the Cockpit
Voice Recorder (CVR) which was recovered earlier, is being decoded at a laboratory in Beijing and the data downloading and analysis work is underway, officials said. The second black box located in the back of the plane was stated to be the flight data recorder (FDR). The flight data recorder stores information about speed, altitude and direction, as well as pilot actions and performance of important systems. Talent behind recent K-pop hit moves is a 20-year-old Japanese dancer
South Korea’s distinctive K-pop music genre has swept the world in recent years, its catchy tunes and flashy dance videos making international stars of its top performers. But not every element of the global phenomenon is made in Korea. Some of the genre’s dance moves are being created in neighbouring Japan, by 20-year-old dancer and choreographer Reina Kaneko. The talent behind recent K-pop viral dance videos, Kaneko has choreographed for top groups GOT the Beat and NCT 127, the winner of the grand prize at the Seoul Music Awards in January. Kaneko, known online as ReiNa, began dance lessons at five years old, created her first original choreography for a competition a few years later and by middle school was teaching hip hop dance workshops. Her 176,000 followers on Instagram, where she posts dance videos, now

Kaneko said she was shocked when two years ago she opened her email to find job offers from entertainment agencies to choreograph for the K-pop groups. “They (Korean boy bands) were so big and it (choreographing for them) was well over the pressure I could take,” Kaneko told Reuters. “But I tried to put everything I’ve got (into the choreography). Also if
I was going to choreograph for an artist, I wanted to produce a choreography where they would outshine others.” SM Entertainment confirmed they had hired Kaneko to choreograph for NCT 127’s “Favorite(Vampire), NCT U’s “Universe(Let’s play ball) and “Make a wish”, and GOT the Beat’s “Step back”. The agency declined an interview request. The coronavirus pandemic made the task a little trickier by ruling out travel,
forcing Kaneko to record a series of videos, including one of her explaining the choreography while dancing very slowly and another of her performing in formation with others. “She’s working internationally and choreographing for big stars at a young age,” said 22-yearold dance student, Shoya Yamada, who was attending a hip hop class in a Tokyo studio. “I’m so proud and happy for her because she’s my teacher.” As well as teaching in Tokyo, Kaneko holds online classes for dancers abroad and choreographs stage performances for Japanese artists. For dancing inspiration, she likes to go shopping in the Tokyo fashion district of Harajuku, and says that while her resume hits new heights, she will always be the girl-next-door who genuinely just loves to dance. “My goal at the moment is to show the world how amazing dance truly is,” she said. The actor, who has portrayed Ethan Hunt since the first film, reportedly plots ‘Mission: Impossible 8’ as the final installment of the franchise. According to The Hollywood Reporter, Cruise, who also serves as producer, has begun working on the eighth and possibly last “M:I” movie, with Christopher McQuarrie returning as writer and director, reports aceshowbiz.com. This detail comes as part of the outlet’s report about Cruise’s dispute with Paramount over the release strategy of ‘Mission: Impossible VII’. According to the website, the Cruise has lawyered up as he cannot agree with the studio’s plan to give the seventh installment a
45-day theatrical window, far shorter than his usual three-month run, before streaming on Paramount+. “For (Cruise), 45 days is like going day-and-date,” a Paramount source told THR. “He also felt that setting a date when the movie could be seen on the service would discourage people from going to the theatre.” The issue has arisen since the movie was still in production, but it remains unsolved as both parties
reportedly agreed to postpone it until the film is finished. Cruise, however, keeps holding out the completion of the film until he hammers out a great deal for ‘M:I 8’. According to the outlet, “by holding on to the film as a work in progress while working on the eighth, Cruise and his writer-director, Christopher McQuarrie, ensure t h a t Pa r a m o u n t won’t have much luck imposing budget restrictions on what is allegedly the final installment in the franchise.” Such strategy also gives Cruise, who has creative control, flexibility with respect to the cliffhanger ending of ‘M:I 7’. ‘M:I 7’ has been delayed several times, with the initial release date on July 23, 2021. The two are now set to head to Cadiz and Jerez in Spain where they will wrap up the schedule on March 27. A trade source reveals, “’Pathaan’ is the first film to be shot in Mallorca, Spain. Its expensive, exquisite and luxurious setting makes it one of the best tourist destinations of the world and Siddharth Anand and YRF definitely wanted to film ‘Pathaan’ over here to achieve a level of scale that has not been seen before in Hindi cinema.” Talking about the next leg of shooting in the Spain schedule, the source further says that the final part of

Correspondent/PTI KOHIMA/GUWAHATI, MAR 25 (NPN): The first international level sporting event- South Asian Cross Country Championship (SACCC) hosted by Nagaland at IG Stadium will be held on March 26, Saturday. Along with the second SACCC, the 56th National Cross Country Athletics Championship will also be conducted. The event will kick off at 7 am where more than 600 athletes will participate from all the AFI affiliated states and union territories of the country and also South Asian countries. Participants from five countries- Maldives, Sri Lanka, Bangladesh, Nepal and India have already arrived Kohima for the cham-
pionship. Initially scheduled for January 15 this year, the Championship was postponed due to surge in Covid-19 cases during that period. Addressing media persons at Hotel Vivor on Friday, Athletics Federation of India (AFI) president, Adile J. Surmiwala said North East India has a tremendous amount of sporting talents and expressed gratitude to chief minister, Neiphiu Rio and Associate VP of AFI, Abu Metha for the way the event is being organized. He exuded confidence that from the event, the upcoming sportspersons will get enthused by witnessing the event adding that AFI was trying to do talent identification in Nagaland and provide high-performance coaches to train the Naga-
land team. Surmiwala also stressed on the need to create a full sports ecosystem with proper infrastructure, coaches, athletes, officials etc and said it took 15 years for AFI to secure an Olympic medal in athletics. He informed that AFI has two-pronged strategy: one was grass-root level and the other was elite level with foreign coaches for the elite strategy and said that AFI will try to identify events for the North East where coaches are already in place. Surmiwala also informed that close to 50 Athletes will take part in the international section while at national level 34 states and boards will be participating with 378 men and 296 women. SAAF president, Dr.
Lalit Bhanot said this was the second edition of the SAAF competition and the first edition held in Bhutan had to be postponed due to Covid-19 pandemic. He informed that SAAF will train more district-level coaches from Nagaland and conduct various technical examinations so that they will become independent and conduct the events on their own and the athletes can avail training in-house. Associate Vice President Athletics Federation of India, Abu Metha informed that physical infrastructure was of great importance and that the federation was strengthening the ecosystem of human resources and to upgrade the ecosystem of sports in the State and North East.
To a query, Metha said the state government was giving tremendous efforts to improve sports infrastructure in Nagaland and said the budget for the event was Rs. 4.6 crore out of which the state government has sanctioned Rs. 2.3 crore while Bank of Baroda has invested Rs. 18 lakh. To another query, Surmiwala said there was a “new kids” athletic programme coming up in world athletics and India was selected as one of the first countries for the pilot project. He said it was an intense programme, fun-oriented to bring children into the athletic stream through fun and games and by the end of 2022 it will be launched. Other officials from AFI also attended the press conference.
Assam Chief Minister Himanta Biswa Sarma has extended his best wishes to neighbouring state Nagaland as it prepares to host its first international level sporting event. In a message by Sarma, shared by Nagaland Athletics Association through Twitter, he wrote, “It is a matter of great pride and honour that India is hosting such a prestigious athletics meet.” “North-East region is increasingly getting into the limelight as a top sports centre in the country and hosting of South Asian Cross Country Championship by Nagaland is another testimony to the fact,” Sarma added. He said the Championship will provide aspiring players from the region to watch top athletes from the South Asian countries in action and will inspire the youth to take up sports. Sarma expressed his happiness at the Championship being organised in Kohima, under the aegis of South Asian Athletics Federation and The Athletics Federation of India (AFI) with active cooperation of the local state government.
IWL 2021-22 to start on April 15 in Bhubaneswar NEW DELHI, MAR 25 (IANS): The Hero Indian Women’s League is all set for a return in the 2021-22 season, as it will be held in Bhubaneswar from April 15. GUWAHATI, MAR 25 (IAMS): Assam Chief Minister Himanta Biswa Sarma was re-elected unopposed as the President of Badminton Association of India (BAI) for another four years from 2022 to 2026 at the General Body Meeting held here on Friday. Sarma, who took over the reins of BAI in 2017, had been instrumental in raising substantial funds for the development of the game. He is also the Badminton Asia vice-president and a member of the Badminton World Federation Executive Council. Former junior national coach Sanjay Mishra would be the new General Secretary with incumbent Ajay Kumar Singhania becoming vice-president in the new Executive Council. Chief National Coach Pullela Gopichand made a foray into BAI administration after being elected as vice-president along with Anbumani Ramadoss and nine others. The Indian duo of Sathiyan and Batra, ranked world No 7 lost to the world No 1 pair of Cheng I-Ching and Lin Yun-Ju of Chinese Taipei 3-0 (4-11, 5-11, 3-11) in the mixed doubles final at the Lusail Sports Arena. Sathiyan and Batra were playing in their third final since their reunion after the Tokyo Olympics.
