UCM warns counter-bandh against Nagaland

IMPHAL, MAR 28: Urging Southern Angami Public Organisation (SAPO) to call off its indefinite bandh on NH-2, the lifeline of Manipur, United Committee Manipur (UCM) on Monday threatened to impose counter-bandh along NH-29 against Nagaland. UCM’s declaration comes a day after the hitherto All Assam Manipuri Youths Association (AAMYA) launched its indefinite bandh along NH-39 (Assam-Nagaland highway section) with effect from midnight of March 27. When contacted, officials said that the AAMYA bandh volunteers on Monday halted some Nagalandbound commercial vehicles. Addressing media persons here, UCM president Joychandra Konthoujam warned that if SAPO failed to heed to the demand for immediate suspension of the indefinite bandh, the apex body would be compelled to impose counter-

that then it should bring up the matter through official channels. As it was an interState matter, it should have brought the matter to the Manipur government’s notice through the Nagaland government. At the same time, he maintained that the demand for resolving the inter-State border dispute with customary law was not logical. “There is no State in the country that is ruled by customary laws,” he quipped. If SAPO was sincere
enough to resolve the dispute, then instead of giving the indefinite bandh targeting the lifeline of the people of Manipur, he said the organisation should have approached the Manipur government through the Nagaland government. He insisted that giving the bandh call was not an option as, instead of resolving the matter, it would create disharmony among the people living in the region. Claiming that UCM had always been calling for a harmonious coexistence among different ethnic groups of the Northeast, he however asserted that it did not mean that the organisation would remain silent when challenges posed a threat to the territorial boundary of Manipur. “UCM stands for the territorial integrity of Manipur and will not compromise it at any cost,” he declared. Nationwide strike hits banks, public transport services NEW DELHI, MAR 28 (PTI): Public dealings at some bank branches were hit and public transport services were thrown out of gear in states like West Bengal, Kerala and Tamil Nadu as thousands of workers on Monday began a two-day nationwide strike to protest against policies of the Union government. However, essential services like healthcare, electricity and fuel supplies remained unaffected. Public offices as well as educational institutions were not impacted by the strike called by nearly a dozen trade unions. Some bank branches, particularly in cities with a strong trade union movement, did very limited overthe-counter public dealings such as cash deposits and withdrawals.
Fuel prices hiked again DIMAPUR, MAR 28 (NPN): For the fourth consecutive day and the sixth increase in a week, the stateowned oil marketing companies (OMCs) increased the prices of petrol and diesel Monday. According to a price notification of state fuel retailers, petrol price hiked by 30 paise per litre and diesel by 35 paise per litre. After the rate revision, petrol price in Dimapur soared to Rs.101.13 a litre and diesel at Rs.87.81 per litre. Similarly, in Kohima, petrol and diesel prices rose to Rs.102.24 per litre and Rs.88.70 a litre respectively.

The joint forum of central trade unions, which has called for the two-day strike that started on Monday, said that bandh-like situation prevailed in at least eight states due to the nationwide strike against various policies of the government. “There is a bandh-like situation in Tamil Nadu, Kerala, Puducherry, Andhra Pradesh, Telangana, Odisha, Assam, Haryana and Jharkhand,” the forum said in a statement. According to the forum, agitations were held in many industrial areas across states like Goa, Karnataka, Maharashtra, Chhattisgarh, Punjab, Bihar, Rajasthan, West Bengal, Meghalaya and Arunachal Pradesh. While giving the counter-blockade call, AAMSU had announced that the strike would continue until SAPO called off its indefinite bandh that affected normal movement of Imphalbound vehicles on NH-2.

Nagaland ranks sixth among Himalayan states DEHRADUN, MAR 28 (AGENCIES): Nagaland has ranked sixth among the nine Himalayan states when it comes to frauds related to bank and crimes conning people through internet banking while Uttarakhand has managed to stay on top. According to Express News Service, total 775 such crimes were committed in last four years in Uttarakhand followed by 284 in Himachal, 188 in Tripura, 101 in Arunachal Pradesh, 77 in Meghalaya, 70 in Nagaland, 48 in Sikkim, 46 in Manipur and 16 in Mizoram. Nagaland reported three such crimes in financial year 2018-19 followed by 32 in 2019-20, 21 in 2020-21 and four in 2021-22. Uttarakhand State government officials said that due to prolific use of internet banking and lack of awareness such crimes have spiked in Uttarakhand.

22nd NERPC meet: Rio urges member states to utilize RDSS

DIMAPUR, MAR 28 (NPN): Nagaland chief minister Neiphiu Rio Monday urged the North East Region (NER) states to utilize the Revamped Distribution Sector Scheme (RDSS) to strengthen the distribution network and capacity building of DISCOMS and power departments. Chairing the 22nd meeting of North Eastern Regional Power Committee (NERPC), in Guwahati on Monday, Rio said that the forum of NERPC was best suited for deliberation and fruitful resolution of interregional power sector issues.
As the chairmanship of the meeting rotates between the states of NER, this time, the meeting was held under the chairmanship and guidance of Nagaland chief minister Neiphiu Rio. Taking to twitter, Rio, on behalf of the NER states, thanked the Centre for its support and implementation of various projects. He said Nagaland government will set up several hydro and solar power projects. Rio also said that new inter and intra state transmission lines will be taken up. The meeting was attended by the power minis-
ters NER states along with the higher management of various central and state power utilities. At the meeting, matters such as North East Region Power System Improvement Project (NERPSIP) of Government of India, expansion of transmission networks, expansion of reliable communication, development of hydro plants etc. were discussed. SC grants four weeks to Centre to respond on PIL for identification of minorities NEW DELHI, MAR 28 (PTI): Supreme Court Monday granted four weeks to the Centre to respond to a plea, which sought directions for framing of guidelines for identification of minorities, contending that Hindus are in minority in 10 states. A bench of justices S K Kaul and M M Sundresh posted the matter for hearing on May 10 and asked the Centre to place its stand on record on a plea filed by advocate Ashwini Kumar Upadhyay. Solicitor General Tushar Mehta sought two weeks time, saying that he had not gone through the
affidavit filed by Ministry of Minority Affairs. The ministry in the affidavit told the court that state governments can declare any religious or linguistic community, including Hindus, as minority within the said state. Responding to Mehta’s submission, the bench said, “The reply appears to be seen in the newspapers.” To this, Mehta said, “In some of the PILs, the pleadings even before coming to the law officers, find their way to the media.” “ … We g r a n t f o u r weeks to the Centre. Rejoinder to be filed two weeks thereafter,” the bench said.
The plea said that denial of benefits to the “real” minorities and “arbitrary and unreasonable” disbursements under schemes meant for them to the absolute majority infringes upon their fundamental right. “In alternative, direct and declare that followers of Judaism, Bahaism and Hinduism, who are minorities in Ladakh, Mizoram, Lakshadweep, Kashmir, Nagaland, Meghalaya, Arunachal Pradesh, Punjab and Manipur, can establish and administer educational institutions of their choice in spirit of the TMA Pai Ruling,” the plea said.
CTAN reacts to S&WC deptt’s clarification New Bill allows biometric data collection on arrest or detention DIMAPUR, MAR 28 (NPN): Reacting to the soil and water conservation (S&WC) department’s clarification that the question of termination (of two JSCOs) did not arise as they were no longer government servants, the Combined Technical Association of Nagaland (CTAN) sought to address the “verbal sleight of hand” that was at play to “deviate the gist of the matter”. CTAN through its media cell admitted that technically the duo was currently not bound from any governmental obligations as their period of contract was on lapse. CTAN, however, said that it did not imply that the
two JSCOs were officially released from the posts as the “machinery behind the process of regularization”, which has been the whole contention, was evident to all. CTAN, therefore, demanded that the whole process of regularization be stopped immediately and vacate the posts for aspirants to compete. It also pointed out that the contract agreement signed on June 3, 2016 conferred no right to claim regularization in any case. Stating that the same has been approved and notified by the principal secretary P&AR department, CTAN said the Gauhati High Court also
restrained the state government from undertaking any regularization of irregular appointment in its judgment and order dated August 3, 2018. Therefore, it said that regularization of the contract service cannot be acknowledged, adding that any attempt to regularize the irregular appointments shall invite contempt of court proceedings. Asserting that its sole motive was to streamline the stated posts to a proper mode of recruitment, the CTAN cautioned that any force working against such approach at the behest of higher authority would be tantamount to corruption.
NEW DELHI, MAR 28 (AGENCIES): The Criminal Procedure (Identification) Bill, 2022, which seeks to authorise taking biometric data-- along with “physical and biological samples”-- of convicts, and those arrested or detained, for the purposes of identification and probe, was introduced in the Lok Sabha Monday. The Bill, introduced by Minister of State for Home Ajay Mishra Teni, was criticised by the Opposition parties, who called it “unconstitutional”. The government, however, said the proposed legislation was just an “improved version” of the Identifica-
tion of Prisoners Act, 1920, to ensure better investigation and conviction rates. The Bill empowers law enforcement agencies to collect biometrics like impressions of fingers, palm, and footprint, scans of iris and retina, signatures, handwriting, and physical, biological samples of those arrested or detained. The scope of the earlier Identification of Prisoners Act, 1920 was limited to the collection of finger and footprints of a limited category of convicts and undertrials after obtaining an order from a magistrate. Under the new Bill, a magistrate can direct those convicted, arrested or de-
tained to give their biometrics. Those who refuse can be charged under Sec. 186 of IPC on charges of obstructing a public servant from discharging their duty. The proposed legislation claims that these biometric data collected from undertrials and convicts by “advanced countries” have helped investigations, and given “credible and reliable results”. “The Act does not provide for taking these body measurements as many of the techniques and technologies had not been developed at that point in time. It is, therefore, essential to make provisions for modern techniques to capture and record
appropriate body measurements in place of existing limited measurements,” the Bill reads. According to the Bill, the NCRB will collect the biometric data from state governments and law enforcement agencies and preserve the record for 75 years. The NCRB will process these records and share the details with any law enforcement agencies. The Bill also states that if a person complies with the demands and is released, discharged or acquitted by the court all the records will be destroyed. This, however, can be done only if a court or a magistrate agrees with it.
