UCM warns counter-bandh against Nagaland

IMPHAL, MAR 28: Urging Southern Angami Public Organisation (SAPO) to call off its indefinite bandh on NH-2, the lifeline of Manipur, United Committee Manipur (UCM) on Monday threatened to impose counter-bandh along NH-29 against Nagaland. UCM’s declaration comes a day after the hitherto All Assam Manipuri Youths Association (AAMYA) launched its indefinite bandh along NH-39 (Assam-Nagaland highway section) with effect from midnight of March 27. When contacted, officials said that the AAMYA bandh volunteers on Monday halted some Nagalandbound commercial vehicles. Addressing media persons here, UCM president Joychandra Konthoujam warned that if SAPO failed to heed to the demand for immediate suspension of the indefinite bandh, the apex body would be compelled to impose counter-

He said there was no logic for the indefinite bandh in protest against construction of a security post on the Manipur side of the Manipur-Nagaland border in Kezoltsa area. that then it should bring up the matter through official channels. As it was an interState matter, it should have brought the matter to the Manipur government’s notice through the Nagaland government. At the same time, he maintained that the demand for resolving the inter-State border dispute with customary law was not logical. “There is no State in the country that is ruled by customary laws,” he quipped. If SAPO was sincere

enough to resolve the dispute, then instead of giving the indefinite bandh targeting the lifeline of the people of Manipur, he said the organisation should have approached the Manipur government through the Nagaland government. He insisted that giving the bandh call was not an option as, instead of resolving the matter, it would create disharmony among the people living in the region. Claiming that UCM had always been calling for a harmonious coexistence among different ethnic groups of the Northeast, he however asserted that it did not mean that the organisation would remain silent when challenges posed a threat to the territorial boundary of Manipur. “UCM stands for the territorial integrity of Manipur and will not compromise it at any cost,” he declared. Nationwide strike hits banks, public transport services NEW DELHI, MAR 28 (PTI): Public dealings at some bank branches were hit and public transport services were thrown out of gear in states like West Bengal, Kerala and Tamil Nadu as thousands of workers on Monday began a two-day nationwide strike to protest against policies of the Union government. However, essential services like healthcare, electricity and fuel supplies remained unaffected. Public offices as well as educational institutions were not impacted by the strike called by nearly a dozen trade unions. Some bank branches, particularly in cities with a strong trade union movement, did very limited overthe-counter public dealings such as cash deposits and withdrawals.

Fuel prices hiked again DIMAPUR, MAR 28 (NPN): For the fourth consecutive day and the sixth increase in a week, the stateowned oil marketing companies (OMCs) increased the prices of petrol and diesel Monday. According to a price notification of state fuel retailers, petrol price hiked by 30 paise per litre and diesel by 35 paise per litre. After the rate revision, petrol price in Dimapur soared to Rs.101.13 a litre and diesel at Rs.87.81 per litre. Similarly, in Kohima, petrol and diesel prices rose to Rs.102.24 per litre and Rs.88.70 a litre respectively.

The joint forum of central trade unions, which has called for the two-day strike that started on Monday, said that bandh-like situation prevailed in at least eight states due to the nationwide strike against various policies of the government. “There is a bandh-like situation in Tamil Nadu, Kerala, Puducherry, Andhra Pradesh, Telangana, Odisha, Assam, Haryana and Jharkhand,” the forum said in a statement. Nagaland ranks sixth among Himalayan states DEHRADUN, MAR 28 (AGENCIES): Nagaland has ranked sixth among the nine Himalayan states when it comes to frauds related to bank and crimes conning people through internet banking while Uttarakhand has managed to stay on top. According to Express News Service, total 775 such crimes were committed in last four years in Uttarakhand followed by 284 in Himachal, 188 in Tripura, 101 in Arunachal Pradesh, 77 in Meghalaya, 70 in Nagaland, 48 in Sikkim, 46 in Manipur and 16 in Mizoram. Nagaland reported three such crimes in financial year 2018-19 followed by 32 in 2019-20, 21 in 2020-21 and four in 2021-22. Uttarakhand State government officials said that due to prolific use of internet banking and lack of awareness such crimes have spiked in Uttarakhand.

DIMAPUR, MAR 28 (NPN): Nagaland chief minister Neiphiu Rio Monday urged the North East Region (NER) states to utilize the Revamped Distribution Sector Scheme (RDSS) to strengthen the distribution network and capacity building of DISCOMS and power departments. Chairing the 22nd meeting of North Eastern Regional Power Committee (NERPC), in Guwahati on Monday, Rio said that the forum of NERPC was best suited for deliberation and fruitful resolution of interregional power sector issues.

As the chairmanship of the meeting rotates between the states of NER, this time, the meeting was held under the chairmanship and guidance of Nagaland chief minister Neiphiu Rio. Taking to twitter, Rio, on behalf of the NER states, thanked the Centre for its support and implementation of various projects. He said Nagaland government will set up several hydro and solar power projects. Rio also said that new inter and intra state transmission lines will be taken up. The meeting was attended by the power minis-

ters NER states along with the higher management of various central and state power utilities. At the meeting, matters such as North East Region Power System Improvement Project (NERPSIP) of Government of India, expansion of transmission networks, expansion of reliable communication, development of hydro plants etc. were discussed. SC grants four weeks to Centre to respond on PIL for identification of minorities NEW DELHI, MAR 28 (PTI): Supreme Court Monday granted four weeks to the Centre to respond to a plea, which sought directions for framing of guidelines for identification of minorities, contending that Hindus are in minority in 10 states. A bench of justices S K Kaul and M M Sundresh posted the matter for hearing on May 10 and asked the Centre to place its stand on record on a plea filed by advocate Ashwini Kumar Upadhyay. Solicitor General Tushar Mehta sought two weeks time, saying that he had not gone through the

affidavit filed by Ministry of Minority Affairs. The ministry in the affidavit told the court that state governments can declare any religious or linguistic community, including Hindus, as minority within the said state. Responding to Mehta’s submission, the bench said, “The reply appears to be seen in the newspapers.” To this, Mehta said, “In some of the PILs, the pleadings even before coming to the law officers, find their way to the media.” “ … We g r a n t f o u r weeks to the Centre. Rejoinder to be filed two weeks thereafter,” the bench said.

The plea said that denial of benefits to the “real” minorities and “arbitrary and unreasonable” disbursements under schemes meant for them to the absolute majority infringes upon their fundamental right. “In alternative, direct and declare that followers of Judaism, Bahaism and Hinduism, who are minorities in Ladakh, Mizoram, Lakshadweep, Kashmir, Nagaland, Meghalaya, Arunachal Pradesh, Punjab and Manipur, can establish and administer educational institutions of their choice in spirit of the TMA Pai Ruling,” the plea said.

CTAN reacts to S&WC deptt’s clarification New Bill allows biometric data collection on arrest or detention DIMAPUR, MAR 28 (NPN): Reacting to the soil and water conservation (S&WC) department’s clarification that the question of termination (of two JSCOs) did not arise as they were no longer government servants, the Combined Technical Association of Nagaland (CTAN) sought to address the “verbal sleight of hand” that was at play to “deviate the gist of the matter”. CTAN through its media cell admitted that technically the duo was currently not bound from any governmental obligations as their period of contract was on lapse. CTAN, however, said that it did not imply that the

two JSCOs were officially released from the posts as the “machinery behind the process of regularization”, which has been the whole contention, was evident to all. CTAN, therefore, demanded that the whole process of regularization be stopped immediately and vacate the posts for aspirants to compete. It also pointed out that the contract agreement signed on June 3, 2016 conferred no right to claim regularization in any case. Stating that the same has been approved and notified by the principal secretary P&AR department, CTAN said the Gauhati High Court also

restrained the state government from undertaking any regularization of irregular appointment in its judgment and order dated August 3, 2018. Therefore, it said that regularization of the contract service cannot be acknowledged, adding that any attempt to regularize the irregular appointments shall invite contempt of court proceedings. Asserting that its sole motive was to streamline the stated posts to a proper mode of recruitment, the CTAN cautioned that any force working against such approach at the behest of higher authority would be tantamount to corruption.

NEW DELHI, MAR 28 (AGENCIES): The Criminal Procedure (Identification) Bill, 2022, which seeks to authorise taking biometric data-- along with “physical and biological samples”-- of convicts, and those arrested or detained, for the purposes of identification and probe, was introduced in the Lok Sabha Monday. The Bill, introduced by Minister of State for Home Ajay Mishra Teni, was criticised by the Opposition parties, who called it “unconstitutional”. The government, however, said the proposed legislation was just an “improved version” of the Identifica-

tion of Prisoners Act, 1920, to ensure better investigation and conviction rates. The Bill empowers law enforcement agencies to collect biometrics like impressions of fingers, palm, and footprint, scans of iris and retina, signatures, handwriting, and physical, biological samples of those arrested or detained. The scope of the earlier Identification of Prisoners Act, 1920 was limited to the collection of finger and footprints of a limited category of convicts and undertrials after obtaining an order from a magistrate. Under the new Bill, a magistrate can direct those convicted, arrested or de-

tained to give their biometrics. Those who refuse can be charged under Sec. 186 of IPC on charges of obstructing a public servant from discharging their duty. The proposed legislation claims that these biometric data collected from undertrials and convicts by “advanced countries” have helped investigations, and given “credible and reliable results”. “The Act does not provide for taking these body measurements as many of the techniques and technologies had not been developed at that point in time. It is, therefore, essential to make provisions for modern techniques to capture and record

appropriate body measurements in place of existing limited measurements,” the Bill reads. According to the Bill, the NCRB will collect the biometric data from state governments and law enforcement agencies and preserve the record for 75 years. The NCRB will process these records and share the details with any law enforcement agencies. The Bill also states that if a person complies with the demands and is released, discharged or acquitted by the court all the records will be destroyed. This, however, can be done only if a court or a magistrate agrees with it.

Staff Reporter DIMAPUR, MAR 28 (NPN): Among observation Homes in the state, Observation Home Dimapur (OHD) became the first to house the highest number of children. This was disclosed by social welfare director, A Tosheli Zhimomi on Monday, during the inaugural programme of OHD at Vihoukie Hama road, Keso Shüya near Phom Baptist church, ward-11, Chümoukedima. Tosheli also informed that the home had 96 children through Juvenile Justice Board (JJB). Congratulating the OHD team, she encouraged them to create the home into a friendly environment and to make the place accepting of love and care for the children. DIMAPUR: State Agricultural Management and Extension Training Institute (SAMETI), Medziphema in association with National Institute of Agricultural Extension Management (MANAGE), Hyderabad organised a Skill Training of Rural Youth (STRY) programme on “piggery rearing and management” from March 21-26. In a press release, director SAMETI Medziphema, director SAMETI and principal IETC, Dr. Watimongla Jamir in her keynote address said piggery, despite being one of the most commercially viable livestock in the state faced a large gap in cost-benefit ratio resulting in poor profit margins due to lack of proper technical knowledge. To mitigate these issues, she encouraged participants to take the training programme seriously.

During the programme, resource persons were VAS lecturer Dr. Vinato S. Chishi, boar station in-charge PBC VFATI Medziphema Dr. Yhuntilo Kent and deputy director DMC, Dr. Sentinungla Ao. The training programme covered technical sessions on introduction to piggery rearing, breeds suitable for Nagaland, diseases in pigs and their control measures, pig farm bio-security, feed management, economic sustenance through pig farming, etc. Later, participants visited piggery farm at Veterinary Field Assistant Training Institute (VFATI), Medziphema followed by demonstration on restraining of pigs, handling of piglets, deworming and types of pig feeds, etc. Altogether, 15 participants were trained and certificates were handed.

CYF conducts area tour in Phek KOHIMA: Chakhesang Youth Front (CYF) conducted an area tour-cumcoordination meeting with all its affiliated units within its jurisdiction from March 25-26. During the tour, CYF sensitised the units on strict implementations of Chakhesang Public Organisation (CPO) resolutions on biodiversity conservation and ban on import of pork within its jurisdiction. GUWAHATI/AGARTALA, MAR 28 (IANS): The two-day nationwide strike called by the 10 central trade unions against the central government’s policies and in support of the 12-point demands, partially affected the banking, postal, telecommunication, insurance services and many production sectors in the northeastern region. Banking and postal services are largely affected in the two-day countrywide shut down, called by several trade unions backed by the anti-BJP parties, including the Congress and the Left parties. Transport sectors were also affected due to the strike. After over a monthlong campaign, the striking employees and workers have decided to observe a strike on Monday and Tuesday in support of the their 12-point charter of demands including scrapping of the labour codes, no privatisation of government sector in any form, scrapping of the National Monetisation Pipe-

However, the BJP and its allies which are ruling the eight northeastern states, are opposing the shutdown while the saffron partybacked trade union body Bharatiya Mazdoor Sangh (BMS) opposing the strike launched a campign urging the people not to respond the strike. BJP leader Tinku Roy said that the strike is against the development and the working class people and it badly affected the economy of the country after the Covid-19 pandemic. CPI-M backed Centre of Indian Trade Unions’ leader and former Tripura Minister Manik Dey said in Agartala that the first day of the two-day strike was successful and the people supported it spontaneously.

Over 28,000 suicide cases in Assam since 2012 GUWAHATI, MAR 28 (PTI): As many as 28,056 suicide cases have been registered in Assam since 2012, the Assembly was informed on Monday. In a written reply, Chief Minister Himanta Biswa Sarma, who also holds the Home portfolio, said inquiry into such cases has revealed that individuals have taken their own lives for various reasons, including family dispute, financial crisis or a relationship gone wrong. Sarma also said that in the last 10 years, 12,703 cases of murder, 111 rape and murder, 18,519 rapes and 31,360 molestations have been registered. The CM, to another question, said a total of 1,19,800 cases pertaining to nine types of crimes, including theft, rape, kidnapping, murder and dacoity, have been recorded from 2017 till February 28, 2022. The figure for similar crimes between 2011 and 2016 stood at 85,224, he noted.

Former Sikkim CM BB Gurung dies at age 92

Bhim Bahadur Gurung GANGTOK, MAR 28 (PTI): Former chief minister of Sikkim Bhim Bahadur Gurung died on Monday due to old age-related ailments, his family said. He was 92 and survived by two sons and a daughter. Gurung, the third chief minister of the Himalayan state, breathed his last around 6 am at his residence at Lumsui in Gangtok, his family said. The government announced a seven-day state mourning till April 3 in his honour. Born on October 11, 1929 at Chakung in present-day West Sikkim, Gurung did his schooling at St Roberts School in Darjeeling. He graduated from

the University of Calcutta. He worked for a few days as a teacher, and later became a staff reporter of the now-defunct English daily Amrita Bazar Patrika. He also edited Kanchenjunga, the first news-based Nepali journal of Sikkim. He started his political career as a member of the Sikkim State Congress in 1947 when it was formed, and was appointed its general secretary in 1958. In 1967, he was elected the Executive Councillor in the erstwhile Kingdom of Sikkim. Gurung was elected to the first state assembly in 1977 as a Sikkim National Congress candidate after Sikkim merged with India in 1975. He was also appointed the speaker of the first assembly and served till 1979. In May 1984, Gurung was sworn in as the third chief minister of the state amid political instability. He was the chief minister of the state for two weeks, from May 11 to May 24 -the shortest in the history of Sikkim.

GUWAHATI, MAR 28 (PTI): Asserting that death or injury of suspected criminals as they try to flee custody was “nothing new” in the state, minister Pijush Hazarika told the Assembly on Monday that the police needed to act “tough” to control crime. Assam has witnessed a spurt in “police encounters” since Chief Minister Himanta Biswa Sarma assumed office on May 10, with the opposition alleging that the police has turned “trigger happy”. Defending police action on criminals trying to escape, the parliamentary affairs minister said, “There is no such word as ‘encounter’ in the Assam Police manual. If a criminal tries to escape or attack the police, they may get injured or killed. “Death of criminals due to police action is not something new, it has happened in the past too,” Hazarika said, responding to a question by Opposition MLA Kamalakhya Dey Purkayastha.

He was replying on behalf of Chief Minister Himanta Biswa Sarma, who also holds the Home portfolio The police should always “act tough and ensure that crime is controlled”, the minister stated. Crime rate has decreased by 30 per cent since May last year, when Sarma took charge, he claimed. Hazarika further pointed out that action had been against police personnel, too, if found flouting rules. Purkayastha had raised questions on the recurrence of “encounters” in the state, and sought to know if there were any lacunae in police training that led criminals to routinely attempt an escape from custody. Inde pendent MLA Akhil Gogoi, in a supplementary question, claimed that the official figure of suspected criminals killed in police action since May last year was incorrect. Hazarika, in his reply, said 29 people have been killed and 96 others injured during the period.

Gogoi, however, argued that a count was being kept, and the toll stood at 35. The minister, on his part, noted that 75 have died in police action and two sustained injuries from 2016 to 2021. To yet another question, he said a total of 1,628 Personal Security Officers (PSOs) are currently attached to 941 people -- 836 of them for 316 political leaders. Of the 316 leaders, 14 are from the BJP, he said. Acting on the chief minister’s appeal to leaders to forego PSOs, two BJP legislators, Rupjyoti Kurmi and Paramananda Rajbongshi, have given up their cover, Hazarika said. Lok Sabha MP Rajdeep Roy has also forsaken his PSO cover, he maintained. The chief minister himself has reduced his own security cover substantially, bringing down the number of vehicles in his convoy from 20-25 to 6-7, the minister added.

AIZAWL, MAR 28 (PTI): The state Human Resources Development Board in Mizoram has proposed a common uniform for all government schools in the north-eastern state. In a recent meeting presided over by state Education Minister Lalchandama Ralte, the board suggested introduction of similar school uniforms for all state-run schools, its vicechairman L. Thangmawia said on Sunday. The HRD board would formally submit its proposal to the state education department this week, he said. The main reason for introducing common school uniforms was to bring ‘equality’ in the dresses of the rich and economically weak students in both urban and rural areas, Thangmawia, who is also an MLA, said. A common school uniform is not a new thing and has already been introduced in some states, and in all English medium schools under the Presbyterian Church of Mizoram, the MLA said. “The common uniforms, if introduced, will

help students to join other state-run institutions without purchasing new sets when their parents are transferred from one place to another,” Thangmawia told PTI. He, however, said that the colour of the school uniforms might differ from the lower level to the higher level. “The school uniforms used in primary schools may not be similar to the one used in middle, high and higher secondary levels,” he said. Thangmawia further said that the HRD board meeting had agreed to make an appeal to all schools, both government and private, to sing a patriotic and devotional song ‘Aw nang, kan Lal kan Pathian’ in school assemblies whenever standard operating procedure permits holding of assemblies in the educational institutions. ‘Aw nang, kan Lal kan Pathian is a famous Mizo devotional and patriotic song composed by renowned Mizo writer and composer Rokunga.

In a statement, Defence PRO Lt Col Angom Bobin Singh said that the troops of the Red Shield Division under Spear Corps apprehended two active cadres of the outfit from

Tinsukia railway station on Sunday. “They were involved in a firefight with the Digboi Battalion on Mar 23, 2022 in Longpha, Arunachal Pradesh,” he added. According to PTI, security forces also rescued a civilian from their custody and prevented a “subversive action” in upper Assam and south Arunachal Pradesh by the outfit, Singh said.

“On questioning, the cadres revealed a location... and a search operation was launched which resulted in recovery of two 5.56 mm HK-33 Rifles along with three magazines, 283 rounds, one hand grenade, two IEDs and other war-like stores,” the statement said. After the study, you list out which communities can be included in the SCs and STs,” he said. Pradyut Bordoloi of the Congress said there are many other communities including from Assam who have been demanding inclusion in the SC and the ST categories. He also made a case for caste census so that government has data for inclusion of more communities in the SC and the ST lists. Quoting a parliamentary committee report, Bordoloi said the panel has noted that the National Commission of STs is dysfunctional for the last four years and it has not released a single report.

Petrol price on Monday was hiked by 30 paise a litre and diesel by 35 paise, taking the total increase in rates in the last one week to Rs 4-4.10 per litre. This is the sixth increase in fuel prices since the ending on March 22 of a four-and-half-month-long hiatus in rate revision. In the first four occasions, prices were increased by 80 paise a litre -- the steepest single-day rise since the daily price revision was introduced in June 2017. On Sunday, petrol price went up by 50 paise a litre, and diesel by 55 paise. In all, petrol prices have gone up by Rs 4 per litre and diesel by Rs 4.10. Earlier this month, domestic cooking gas LPG rates were increased by Rs 50 per cylinder.

CHANDIGARH, MAR 28 (PTI): Punjab Chief Minister Bhagwant Mann and Finance Minister Harpal Singh Cheema on Monday slammed Union Home Minister Amit Shah’s announcement to apply the central service rules to the employees of the union territory of Chandigarh, claiming that it went against the Punjab Reorganisation Act. Shah’s announcement has evoked a sharp reaction from some rivals of the BJP, with many leaders saying this was “another big blow to the rights of Punjab” after changes in the Bhakra Beas Management Board (BBMB) rules. “Central Govt has been stepwise imposing officers and personnel from other states and services in the Chandigarh administration. PALLANWALA (JK), MAR 28 (PTI): The Indian Army has inducted the Sako .338 TRG-42 sniper rifles from Finland for soldiers deployed along the Line of Control (LoC) in Jammu and Kashmir, officials said. “The latest sniper rifles have been inducted into the army. They are using it now,” a senior official told PTI. The Sako .338 TRG42 sniper rifles have a better range, firepower, and telescopic sights than those possessed by the adversary, the official said. The move is to make the snipers more lethal amid a change in operational dynamics along the LoC, the official said. Sniping has been a bigger challenge for the troops patrolling forward areas along the LoC and the International Border (IB) in Jammu and Kashmir, said the official. Between 2018 and 2019, there was a sudden increase in the number of sniping incidents along the LoC and IB prompting armed forces to induct better sniper rifles and train its snipers against such attacks. The Sako rifles have replaced the .338 Lapua Magnum Scorpio TGT by Beretta, and the .50 Calibre M95 by Barrett, which were inducted in the Indian army in 2019 and 2020. traight-talking and NGO founder Rev. Chingmak Chang, who has been actively involved with voluntary welfare projects for the poor and needy sections of society has preferred to call a spade a spade while expressing his views about the ineffective Nagaland Total Liquor Prohibition (NLTP) Act 1989. He echoed the views of everybody that Nagaland exhibits a contradiction between intention and achievement of the NTLP Act. The wide view over the NTLP Act is that instead of turning Nagaland dry, it has instead become among the wettest state in the country. In effect what he stated at the programme of the Nagaland Baptist Pastors’ Union (NBPU) in Dimapur was to acknowledge that the Act has failed. Why it has failed to achieve its goal of ‘desertification of alcohol’ has been blamed on lax implementation or enforcement, though the reality is that liquor prohibition is not as easy to effectively implement as desired. Demand for alcohol prohibition in almost every case, whether in India or abroad, has been driven by two factors- women and religion. In the case with Nagaland, the Mothers and NBCC are the two principle proponents. The twin combination of women (mothers) and church (NBCC) see alcohol/liquor as something that destroys the values of the family and a prime cause for committing sin. On the other hand, activists attribute various societal and personal problems to alcohol such as unemployment, absence in the workplace, and abusive homes. Out of 28 states and 8 union territories in India, prohibition is in force in Gujarat, Nagaland, Bihar, Mizoram and Lakshadweep. Prohibition is partial in Manipur when the Ibobi government in 2002 lifted it in the hill districts. The Biren Singh BJP-led government in Manipur in 2021 approved production of alcohol for export. This was objected to by women vigilante groups and activists. During the 2022 election campaign, Biren Singh promised to lift the Act if his party returned to power in the state. Biren Singh will be tested since has returned to power as chief minister. There have been many debates during the past several years in Nagaland over whether the Act should remain and be implemented more strictly or whether to lift it totally or partially. Proponents maintain that alcohol ban is meant to save lives while proponents argue that the ban has only caused more harm through sale of spurious and adulterated liquor. Also the ban only criminalises consumption in six states while it is legal 23 states and 7 Union territories. The issue of huge loss in annual excise revenue cannot be an argument for lifting the Act, as much as the specious plea, that it should be strictly enforced since health is better than wealth. Despite seizures of thousands of cases of IMFL and registration of hundreds of cases every year, more than ten times the quantity of liquor seized find their way to the black market. A growing number of people are convinced that the Act is doomed to fail because it was enacted through arm twisting by invoking religious credo and a matter pitting governance (political) and religion (church). The sad fact is that even if the Act is repealed in order to earn much needed revenue, that money will hardly benefit the common people. Also even if the Act is more strictly enforced, it cannot bring deliverance from many other sins. To be effective in a bigger way, the Act should be enforced throughout India so that the wetness can be controlled.

That is a dangerous view, and it is never right to think that my obedience to God’s directive will bring dishonor to Jesus. The only thing that will bring dishonor is not obeying Him. To put my view of His honor ahead of what He is plainly guiding me to do is never right, even though it may come from a real desire to prevent Him from being put to an open shame. I know when the instructions have come from God because of their quiet persistence. But when I begin to weigh the pros and cons, and doubt and debate enter into my mind, I am bringing in an element that is not of God. This will only result in my concluding that His instructions to me were not right. Many of us are faithful to our ideas about Jesus Christ, but how many of us are faithful to Jesus Himself? Faithfulness to Jesus means that I must step out even when and where I can’t see anything (see Matthew 14:29). But faithfulness to my own ideas means that I first clear the way mentally. Faith, however, is not intellectual understanding; faith is a deliberate commitment to the Person of Jesus Christ, even when I can’t see the way ahead. Later, an announcement was made of a $1 billion credit facility to Sri Lanka on March 17, which is in the midst of a severe economic crisis triggered by a shortage of foreign exchange. In his tweet after the meeting, Jaishankar reiterated importance of India’s “Neighbourhood first” policy. India’s NTPC last week also signed an agreement for setting up a solar plant in Sampur in the eastern province of Trincomalee, while the Adina group has signed up for another wind/ solar project in the Mannar and Ponneryn areas of northern Sri Lanka. Indian Oil’s subsidiary Lanka India Oil Corporation and Ceylon Petroleum have signed an agreement to jointly develop the Trincomalee Oil Tank Farm. Delhi is also pushing for joint development of the Palaly airport and Kankesanthurai harbour in the northern Jaffna peninsula.

The result of all this was that 500,000 people according to the World Bank have fallen below the poverty line, whilst food inflation hit 21 per cent. Political observers say that in just over two years, Sri Lanka’s first family has presided over a series of crises mostly of its own making. Sri Lanka currently is facing its worst economic upheaval in a decade. The badly timed fertiliser ban led to a dramatic fall in yields of crops like rice and tea, added to its failure to deal with a foreign-currency crisis that’s now a humanitarian emergency. Secularism is becoming anathema in India

I

n the evening of 31 October 1984, the day Prime Minister Indira Gandhi was assassinated by her two Sikh bodyguards, parts of New Delhi and many other cities in India saw anti-Sikh riots erupt. It was an era of few landline phones, no internet, no mobile phones and just one state-controlled television channel Doordarshan, so hardly any information of this ghastly genocide was immediately available. My father Major NS Sodhi, a Sikh, posted in Mhow was on leave in New Delhi getting our house constructed. He like many other Sikhs was unaware of the bloodthirsty crowds freely roaming the streets of New Delhi searching for unsuspecting Sikhs so that they could be butchered. Sikhs because of the turban they wear are easily recognisable from afar. On the morning of 1 November as my father was going to the nearby tea stall to have his morning tea, which was located near the house of Mr RK Sharma, a Hindu, where he was staying as a tenant to supervise the construction of our house, a neighbour Mr Goyal, a Hindu, met him. Mr Goyal told my father to get back home immediately as the blood thirsty crowds were near our colony, and pointed to the spiral of black smoke emanating from a house owned by a Sikh that had just been set on fire. My father rushed back home and met Mr RK Sharma. Mr RK Sharma and his wife Mrs Sharma assured my father of his safety and security. Meanwhile my mother and we two siblings who were staying at the army accommodation in Mhow were getting unduly worried as we were unable to communicate with my father. Later that day my mother went to meet the Commandant, Infantry School in Mhow to seek help regarding information about my father. The General Officer immediately called up HQ Delhi Area, an army formation, and on 2 November army troops rescued my father. During this intervening period, Mr and Mrs RK Sharma stood like a rock day and night and protected my father’s life. The reason that I have mentioned the religion of each individual above is to show the respect we Indians have always had for each other for eons, irrespective of the religious faiths we

practise. With the 42nd amendment to the Constitution of India in 1976, the Preamble to the Constitution came to read that India is a secular state. In 1994 the Supreme Court of India in its judgement in the SR Bommai vs Union of India case, pronounced that India was secular since the formation of the republic. The judgment further said that there is separation of state and religion. This means that all religions deserve the same respect and that the state will not give preferential treatment to a person, or discriminate against them, based on their religion. The fact that India with a population of 138 crore people and home to 8 major religions of the world who have coexisted for centuries speaks volumes of the bonds that have existed among its citizens cutting across religious and caste lines. The prior existence of secular states in the subcontinent’s history also attests to this. The fact that of 195 states recognised in the world today, 96 are secular clearly shows that treating all religions equally is an important facet in most nations of the world. So, when a few videos are made to go viral on social media after the release of the recent movie The Kashmir Files, and a few people vent their ire against the people of a whole religion, it does call for introspection. So does the necessity of introspection arise when a few people call the people of Punjab and all Sikhs “antinationals” after the recent election results, or when a few people give calls for the genocide of Muslim Indians at “dharam sansads” in Haridwar and other places, or when Hindu Kashmiris are brutally killed and forced to leave their homes in Kashmir. These few who by their utterances, writings or use of violent means deride the people of other religions should be dealt strictly and swiftly with the laws of the land as they are causing immense and incalculable harm to the social fabric of India. What happened to the Kashmiri Pandits is deplorable and the perpetrators of this heinous crime should be given the strictest punishment, and all efforts be made to settle Pandit Kashmiris back in their homeland. The media’s blowing out of proportion of a few

cinema halls having an electricity disruption during the screening of The Kashmir Files, and a few people giving it a communal overtone is indeed cause for concern. In 1996 the Hindi movie Maachis was released based on the Punjab militancy that existed in the state in the 1980s. The movie ran like any other movie. But now trying to project that the screening of The Kashmir Files was purposely disrupted in a few cinema halls smacks of other intentions. A few days back I had gone to see the movie Gangubai Kathiawadi in an upmarket multiplex. There was an electricity failure for a few minutes during the movie screening, but no chaos or frenzy took place. Even the best of cars and watches have a mechanical failure. So, a few movie halls out of 9,527 registered movie halls in India having an electricity failure is not what should alarm us. Similarly, the illegal and inhuman acts performed by a few people in every religion should not mean that the whole religion is ostracised. Anyone who breaks any Indian law should be punished strictly as per the laws of the land. Secularism is increasingly becoming anathema in India. A few people have taken it upon themselves to deride all religions, apart from their own, on the slightest pretext. The Indian approach in the United Nations General Assembly on 15 March spelt out by India’s Ambassador to the UN, Mr TS Tirumurti expressing deep concern at the rising instances of discrimination, intolerance and violence against members of many religious communities in different parts of the world is the right approach in making the top world body and the world at large aware that respect to each and every religion is of paramount importance. The words of the iconic singer Bharat Ratna Lata Mangeshkar who is no longer with us today but whose words will echo forever - “I believe in one power, and that is the hand of God. I respect all religions” - should reflect and reverberate in each Indian till eternity. ers blame Rajapaksa clan for all this. Gotabaya, who won office in the November 2019 presidential elections, appointed his brother, Mahinda, as Prime Minister. Their eldest brother, Chamal, is a Cabinet minister, while his son is a nonCabinet minister. One of the Prime Minister’s sons is also in the Cabinet, another is his chief of staff, and a nephew is an MP. According to some estimates, about 75 per cent of the budget is under the control of Rajapaksa ministers in government. But the Rajapaksa family has not been able to do what needed to be done to help Sri Lanka out of this mess. Things are so bad that the brothers’ resistance to seek support from the IMF has softened. Sri Lankan officials began talks with the IMF on March 14 and may present policy proposals by early next month. There are increasing demands for the government to clearly articulate some concrete solutions. Sri Lanka has asked both Beijing and New Delhi to consider restructuring its debt repayments.

The country is also seeking to negotiate a new loan with China. The Hambantota Port, part of China’s Belt and Road Initiative, is widely viewed as an example of China’s over-ambitious infrastructure drive. Sri Lanka borrowed heavily to build the port, couldn’t repay the loans, and then gave China a 99-year lease for debt relief. Gotabaya is hardly the unifying figure Sri Lanka needs right now. He’ll continue to be the President till 2024 and the opposition protests are unlikely to loosen his grip on power. Any delay in securing an IMF agreement may bring the country one step closer to being a defaulter, and adding to people’s disenchantment with the Rajapaksas. India, on its part to build more robust and longterm strategic ties with Sri Lanka, needs a soft approach with added measures crucial to securing stability and preventing conflict recurrence over there on ethnic lines. Can data protection framework uphold an individual’s right to privacy?

A

fter two years of deliberations, in December 2021, the joint parliamentary committee (JPC) on personal data protection (PDP) bill, 2019, recommended restricting the scope of the law to only ‘digital privacy’, while expanding its remit to include non-personal data (NPD). Hence, it is pertinent to examine how such a ‘data protection’ framework would support the avowed objective of protecting individual’s ‘right to privacy’, a fundamental right, which was upheld by the Supreme Court in 2017. Traditionally, the concept of privacy was confined within the realm of home, family and private property. In 1890, the Harvard Law Review article ‘The Right to Privacy’, co-authored by Samuel Warren and Louis Brandeis, raised privacy concerns due to undesired disclosure of something truthful yet embarrassing, and advocated for the right to be left alone from the prying eyes even in the public space, for example, by way of gossip in media and pictures taken surreptitiously. Portable cameras were a novelty then, but billions of people carry smartphones with built-in high-resolution digital camera. Use of CCTV for criminal deterrence and investigation is often countered with apprehension of mass surveillance by the state. Likewise, concerns around surveillance capitalism are triggered by intensive and extensive data practices of Big Tech. Need for a comprehensive law: Admittedly, several Indian laws include privacy protection, but only under a specific context. The need for an exclusive and comprehensive law for protection of privacy has been raised over several decades, often triggered by certain events or even government action. The role of the judiciary, in general, and that of the Supreme Court of India, in particular, has been crucial in such developments. For example, its 1996 guidelines on telephone tapping led to Indian Telegraph Rules 419A under the Indian Telegraph Act, 1885 – a law older than the Harvard article cited above. The media is barred from disclosing identities of victims of sexual offences and juveniles in conflict with law. To be sure, the government of India had initiated consultations on a legislative framework for privacy in 2010 even before Aadhaar enrolment had begun. This was followed by the erstwhile Planning Commission convening a group

of experts chaired by Justice A.P. Shah which had recommended a set of nine principles in 2012. Through the long arc of evolution since 2010, legislative focus has undergone a subtle yet substantive shift from ‘privacy protection’ to ‘data protection’, leading to a widely held yet faulty perception equating the two even as the Supreme Court has acknowledged that ‘information privacy is one facet of data protection’. What’s in? What’s out? In 2019, the government had constituted another committee on a data governance framework chaired by Kris Gopalakrishnan. In December 2020, it recommended setting up an NPD authority, as a statutory regulator, distinct from a PDP authority, proposed under PDPB, 2019. However, the JPC made two significant recommendations in the PDB 2021. On one hand, it includes NPD, arguing that the lines between PD and NPD are blurring. On the other hand, it excludes non-digital data from the purview of the law. Incidentally, non-digital data and digital data have always been fungible. Isn’t it odd that there will be protection from harms arising out of data stored in a hard disk, but not if it were printed or written on a register? Way forward: The record of various ministries, departments, agencies, and regulators is rather uneven and inconsistent, even ad hoc and discretionary in implementing the Pre-legislative Consultation Policy of 2014. Certain agencies are relatively more open and willing to undertake public consultations while some regulators do so due to statutory provisions. Incidentally, even the Constitution had incorporated the comments in response to a draft published in 1948. Admittedly, the government had sought comments via public consultation on the draft Personal Data Protection Bill, 2018, proposed by the committee of experts chaired by Justice Srikrishna. However, JPC recommendations have changed the very nature of the bill. Hence, a fresh round of public consultation must be undertaken in view of the fundamental shifts recommended by the JPC. Driving the car at prescribed speed limits is a crucial necessity and nothing is more important than your life and lives of people around your vehicle. We now wait for the district police to bring total ban on tinted vehicle windows since in 2012, Supreme Court has passed the rule which prohibits using tinted glass and other alternatives like sun film. Out of the nine deceased, seven are women and two are children. “The woman, Najema Bibi, had nearly 65 per cent burn injuries. Her condition deteriorated last night following which she was put on ventilation in the Rampurhat Government Medical College and Hospital. She died this morning,” the police officer said. Three persons, including a boy, are still undergoing treatment at the same hospital. The CBI probing the case could not record the statement of Najema on Sunday, when its sleuths visited the hospital, as her condition was critical. “We could not talk to her as her condition was not suitable for that. She could have been a good source of information regarding that night’s attack and the killing,” a CBI officer told PTI when contacted.

NEW DELHI, MAR 28 (PTI): The government on Monday said Rs 95.86 crore has been recovered from 11 cryptocurrency exchanges for evasion of Goods and Services Tax (GST). The total amount includes penalty and interest. Zanmai Labs (WAZIRX), Coin DCX, CoinSwitch Kuber, Buy Ucoin, UnoCoin and Flitpay were among the exchanges that were involved in GST evasion cases. Others were Zeb IT Services, Secure Bitcoin Traders, Giottus Technologies, Awlencan Innovations India (Zebpay) and Discidium Internet Labs, according to the finance ministry. In a written reply to Lok Sabha, Minister of State for Finance Pankaj Chaudhary said 11 cases of evasion of GST by cryptocurrency exchanges have been detected by Central GST formations. Evasion of Rs 81.54 crore was detected and Rs 95.86 crore was recovered (including interest and penalty), he said. As per the reply, Rs 49.18 crore was recovered from Zanmai Labs (WAZIRX), Rs 17.1 crore from Coin DCX, and Rs 16.07 crore from CoinSwitch Kuber.

As per ICRA, the trend will be supported by the resumption of international commercial operations and increase in tariffs. “Resumption of international commercial operations would accelerate the traffic recovery. Southeast Asia, Middle East and Europe are expected to be the major destinations driving the demand. The yield per passenger is much higher for the international sector both from aero and non-aero revenues perspective which is a positive for airport operators,” said Rajeshwar Burla, Group Head, Corporate Ratings, ICRA. “This along with the increase in tariffs at some of the major airports will result in operating income (OI) growth of 49-51 per cent Y-o-Y in FY2023. While operating profitability is expected to improve sequentially in FY2023 to 29-30 per cent from 18-19 per cent in FY2022, it is still likely to remain lower than preCovid level of 40 per cent with full recovery likely in FY2024 only.” According to ICRA estimates, all India

passenger traffic is likely to increase by 68-70 per cent YoY to 317-320 million in FY2023. Besides, domestic passenger traffic is expected to witness 64-66 per cent YoY growth in FY2023 and reach pre-Covid levels. On Sunday, the Centre allowed for resumption of international commercial operations after a gap of two years due to pandemic, international traffic is expected to see healthy growth of 100-105 per cent YoY in FY2023 and recover to preCovid levels in FY2024. “This is factoring in the assumption that the impact of future Covid waves (if any) to be low.” In FY2022, the passenger traffic is estimated to increase by 62-64 per cent YoY (on a lower base) to 187-189 million despite the temporary disruption in the form of Omicron, but supported by healthy pace of vaccination.

Jio is the first in the industry to launch the ‘calendar month validity’ prepaid plan after TRAI’s directive, Business Today reported. NEW DELHI, MAR 28 (PTI): Heightened geopolitical uncertainties will lead the Reserve Bank’s ratesetting panel to opt for a status quo at the next week’s meeting, Axis Bank’s chief economist Saugata Bhattacharya said on Monday. Bhattacharya said he had earlier expected a tightening action at the policy meet scheduled for April 6-8 but the increased uncertainties on the geopolitical front due to the Russian invasion of Ukraine and its impact on commodity prices makes him now think that RBI will defer such an action. Pakistan has been on the edge since Opposition parties on March 8 submitted the no-confidence motion before the National Assembly Secretariat, alleging that the Pakistan Tehreek-e-Insaf (PTI) government led by Prime Minister Khan was responsible for the economic crisis and the spiralling inflation in the country. The Opposition rushed to bring the noconfidence motion against Khan’s “blue-eyed” Buzdar to forestall the PTI government’s possible plan to dissolve the Punjab Assembly in case of the premier’s ouster. he coming-of-age comedy-drama ‘CODA’ (which, incidentally, is the acronym for Child of Deaf Adults) and Denis Villeneuve’s sci-fi epic ‘Dune’ emerged as the biggest winners at the just-concluded 94th Academy Awards held at the Dolby Theater here. ‘Dune’ bagged six awards, all in technical categories; ‘CODA’ made Oscar history by winning the awards in all three categories it was nominated in. hile antiretroviral therapy (ART) is known to limit HIV replication leading to elimination of most infected cells, the virus is never fully eliminated from the human body. It tends to linger in some cells deep in different human tissues where it goes unnoticed by the immune system. Re s e a r c h e r s f r o m the University of Alberta in Canada have revealed a possible answer to the mystery of why infected people can’t get rid of HIV altogether. The team found that in HIV patients, killer T cells -- a type of white blood cells responsible for

infected cells, explained immunologist Shokrollah Elahi at the varsity, in the paper published in the journal PLOS Pathogens. “This mechanism explains one potential reason for why HIV stays in human tissues forever,” he said, adding that the research also shows the

complexity of HIV infection. “This provides us the opportunity to come up with potential new treatments that would help killer T cells migrate better to gain access to the infected cells in different tissues.” Further, Elahi found that the drastic reduction in protein CD73 is partly due to the chronic inflammation that is common among people living with HIV. “Following extensive studies, we discovered that chronic inflammation results in increased levels of a type of RNA found in cells and in blood, called microRNAs,” he explained. “These are very small

The 34-year-old former world no 13, who had won the Dutch Open twice besides finishing runner-up at the Korea Open Super Series in 2015, took to social media to announce his retirement. Jayaram was the front runner to qualify for the London Olympics but a dramatic turn of events saw Parupalli Kashyap surpass him and make it to the showpiece event following a walkover by China’s Chen Jin at the 2012 India Open Super Series. Indian women’s football team to play two friendlies NEW DELHI, MAR 28 (PTI): The Indian women’s team will play two international friendly matches — against Egypt and Jordan — in April, the AIFF said on Monday. The matches will be played in Jordan on April 5 (against Egypt) and 8 (against Jordan). The training camp of the 30-member Indian squad under head coach Thomas Dennerby began in Goa on Monday. The team will leave for Jordan on Saturday. Dennerby was with the national U-18 team which won the SAFF Championships in Jamshedpur last week. Astam Oraon, Apurna Narzary and Martina Thokchom of the U-18 side have joined the senior national camp. MUMBAI, MAR 28 (PTI): Rahul Tewatia blasted an impactful 40 off 24 balls after Mohammad Shami’s sensational new ball spell to set up a five-wicket win for Gujarat Titans against Lucknow Super Giants in the battle of IPL debutants here on Monday. Deepak Hooda (55 off 41 balls) and Ayush Badoni (54 off 41 balls) smashed quick-fire half centuries to help Super Giants recover to a respectable 158/6 after Shami (3/25) blew away their top-order. Needing 68 off the last 30 balls, Titans were up against it but Tewatia (40 not out), David Miller (30 off 21) and IPL debutant Abhinav Manohar (15 not out off 7) pulled off a memorable win for their team with two balls to spare. The 24-year-old javelin thrower received the prestigious award from President Ram Nath Kovind at the Rashtrapati Bhavan during a ceremony. Neeraj Chopra attended the Civil Investiture Ceremony-II at the Rashtrapati Bhavan where he was presented with one of the highest civilian awards. The Padma Shri, which is announced on Republic Day every year, is awarded for distinguished service in any field. Paralympic gold medallist in badminton Pramod Bhagat was also conferred with the honour alongside Chopra. Chopra made history at the Tokyo Olympics by becoming the first Indian to win a gold medal in a track and field event in the Games’ history. He also became only the second Indian to win an individual Olympic gold after shooter Abhinav Bindra.
