AYUSH ministry to invest over `100 cr in Nagaland

KOHIMA, MAR 4 (NPN): Union Minister of Ports, Shipping & Waterways and AYUSH, Sarbananda Sonowal on Friday announced funding of over Rs. 100 crore to boost AYUSH healthcare in Nagaland. The minister said this while inaugurating the State’s first-ever Integrated Ayush Hospital (IAH) at Razha Chedema, Kohima.

He expressed confidence that the region could become the springboard for AYUSH in the country through creation of an ecosystem to provide health and wellness solutions to people across India, besides the neighbouring countries.

This would benefit the entire community, he added.

Techno-economic study on rivers for waterways

Union Minister Sarbananda Sonowal Friday said that a techno-economic feasibility study of rivers in the State would be carried out very soon. He said this while responding to a query on the detailed project report submitted by state transport minister P Paiwang Konyak on Tizu-Zungki National Waterway-101 on Thursday.

DIMAPUR, MAR 4 (NPN): Working Committee (WC) Naga National Political Groups (NNPGs) has rubbished an allegation levelled against its convenor N.Kitovi Zhimomi by NSCN (I-M) that he (Kitovi) was colluding with Indian Army.

Terming the allegation as “a figment of imagination”, NNPGs through its media cell maintained that the NSCN (I-M) press statement was cast in “deep personal hatred and contempt, spitting venom of intolerance.” Further, WC said

that allegations suggested “a mindset of a debauched leadership” that has sunk into its “lowest ebb, both ideologically and intellectually.”

WC pointed out that in 1994, the 16 Maratha Light Infantry of the Indian army attacked and burnt down N Kitovi Zhimomi’s residence at Mokokchung, where he barely escaped with his life.

WC also termed as “a blatant lie” the NSCN (I-M) claim that Dr. SC Jamir supplied hundreds of arms and ammunition to NSCN (K).

WC said Dr.Jamir was the

chief minister of the Indian state of Nagaland and not a manufacturer of Kalashnikov rifles or ammunition.

It said that there was always sufficient arms and ammunition for Naga Army to fight for Naga political right.

WC said it considered NSCN (I-M)’s “vitriolic, concocted biography” on N Kitovi Zhimomi as “very uncomfortable yet unavoidable acknowledgement of NNPGs political negotiations with the GoI, more so, awareness of the possible outcome.”

DIMAPUR, MAR 4 (NPN): Block level Common School Management Committee (SMC) and School Management and Development Committees (SMDC) training got underway on March 3, at CTC hall, Chumukedima.

The training was organized by district education mission office, Samagra Shiksha, Dimapur.

Delivering keynote address, state mission office-SS, Nagaland deputy mission director, Liyalo Apon said that for the last two years due to pandemic, schools were closed and for which learning has been hindered, thereby SMC/ SMDC needed to work together. The trainers have been divided into six groups covering 11 districts.

As per ministry order “Go back to school” students were asked to attend school with proper guidelines.

SDEO Medziphema Ruby Humtsoe in his brief address asserted that education was an inclusive subject that every citizen was responsible to bring better education to the younger generation.

DIMAPUR: In solidarity with the Oting incident, the Ao Students’ Conference (AKM) visited Mon district on March 2 and met with the stakeholders.

AKM president, Nungdokyanger Ao and general secretary, Nekmi Longkumer in a press release stated that entourage was led by the AKM president where they met the Oting Village Council

and paid homage to the late brothers, the fallen victims of December 4, 2021, in the hands of Indian Security Forces.

During an interaction with the Oting Village Council members, the AKM made a resolute statement stating that the “innocent blood soaked in the land is still fresh” and affirmed to raise its voice until justice is delivered.

AKM also stated that it will continue to stand with the Konyak brothers and Naga in every issue, asserting that “we are being treated like domesticated animals, slaughtering under the pretext of AFSPA”.

In this regard, AKM said it opposed the enforcement of AFSPA and will stand against the removal of AFSPA from the land.

It therefore, urged all Naga people to come forward for a common front to pressure the Government of India to remove AFSPA from “our land”.

Meanwhile, according to the release, the Oting council expressed gratitude to all the organizations, churches, civil societies and NGOs for visiting Oting in the hour of their sorrow in solidarity with them.

Later, during a meeting with Konyak Students’ union (KSU), the AKM stated that the Oting incident reflected the very true inhuman treatment rendered by the Security force to the Naga people.

AKM stated that if India claimed to be the largest democracy in the world, then they should remove the draconian Act (AFSPA) from the entire North East.

Ao Students’ Conference and Konyak Students’ union further appealed to the Naga family to unite as one to fight against atrocity inflicted by the Indian security Force and repeal AFSPA which was against the United Nations- Universal Declaration of Human Rights.

Congratulating the colony council and residents for their support, Moatoshi said that the execution of the road and inauguration have proved that the residents have been using the resources

judiciously.

Pointing out that Nagaland was one of the poorest states in the country, with no resources and factory, he encouraged the gathering them to start working in order to improve the state’s economy.

He lamented that agri production was very low, which was not sufficient to feed the people of Nagaland even for a year, as most of the Nagas stopped going to field.

In this connection, Maotoshi encouraged the gathering to start working by changing their lifestyle.

Workshop on ‘PMFME scheme and creation’ DIMAPUR: Hundreds of local entrepreneurs and SHG members participated in workshop on “PMFME Scheme and Creation, Expansion of Food Processing and Preservation Capacities of Food Processing Industries in North Eastern Region” held in Kiphire on February 25.

The workshop was organised by Federation of Industry & Commerce of North Eastern Region (FINER) and Department of Industry & Commerce, Nagaland with support from Ministry of Food Processing Industries, Government of India. DC Kiphire, T.Wati Aier graced the event as chief guest. Addressing the participants, Aier said that central government was taking initiative in introducing many schemes to uplift people in far flung areas. He urged the self help groups and entrepreneurs to come out and take advantage of the schemes like PMFME. In the technical session executive assistant, Directorate of Industries & Commerce, T. L.A.Neikha gave detailed presentation on CSS - PM-FME Scheme.

IOCL officials informed that every year on March 4, India commemorates National Safety Day to raise awareness and commitment to working

The passing-out parade ceremony, reviewed by Director General of Assam Rifles (DGAR), Lt Gen PC Nair, marked the culmination of 44 weeks of rigorous training. Speaking at the ceremony, DGAR Lt Gen PC Nair said it was a matter of “great pride” for him as the DGAR to oversee the swearing-in ceremony.

He reminded the recruits that following their oathtaking, they would become full-fledged soldiers and start new life.

Highlighting the history of the Assam Rifles, which was raised in 1835, the DGAR said that Assam Rifles was initially engaged in the task of internal security. He added that the Assam Rifles, the oldest paramilitary force of the country, thereafter, came to be known as “protector of the North East” for

Encouraging the recruits, DGAR said their family had high hopes on them and therefore they should take special care of their progress in future and fulfil duty towards their family. “It is the duty of the emblematic soldier that he should take care and honour his battalion

or his force”, adding that in the future, their conduct should not be such that the name of the force or the unit should be affected.

It may be mentioned that a total of 39 recruits f r o m N a g a l a n d we r e amongst those who took the oath today. The newly passed out rifleman will now join their respective Units in all frontline duties.

DIMAPUR: Students of Mount Tiyi College (MTC) carried out a cleanliness drive at local ground Wokha on March 2.

The drive was initiated by the students union and the teaching faculty of the college.

A total of 130 students took part in the cleanliness drive.

The drive was carried out to create awareness on the importance of keeping the public areas clean and to spread the message that as citizens of the district, it was everyone responsibility to keep the town, surroundings and places of public clean and litter free.

by Congress-led Manipur Progressive Secular Alliance (MPSA) in Imphal on Friday called upon the Election Commission of India (ECI) to awaken and initiate prompt action while alleging there were no free and fair polls in Manipur.

Blindfolded leaders and members of five political parties – Congress, CPI, CPI-M, RSP, JD-S and Forward Block – took part in the protest staged in Imphal today.

After a sit-in-protest at Imphal Congress Bhavan, the opposition partners took out a rally on the streets along BT Road and formed a human chain in front of the Western Gate of the Kangla Fort.

“ECI, please open your eyes”, read one of the placards displayed during the protest, while others read, “Save democracy save Manipur”, “Stop poll-violence, restore peace,” “Manipur wants free and fair polling,” etc..

Talking to reporters during the protest, MPSA leaders alleged that the BJP in power both at the Centre and in the state murdered democracy even as the ECI remained a silent spectator.

CPI national executive member, Dr M Nara Singh accused the ECI of acting on the behest of the BJP and criticized the poll conducting authority of not conducting the elections in line with the rules and regulations to be followed.

The BJP was terrorizing the voters while the ECI did nothing to stop the rampant violence and intimidation to the voters by the BJP workers, he alleged.

The CPI leader criticized the BJP governments at the Centre as well as in the state for working against the Constitution of the country and indulging in

activities that undermined the democracy, secularism and socialism structures of the country.

He alleged that the saffron party shouted for free and fair polls only to eyewash the people and to conceal the true face of the party.

He claimed that the BJP invested over Rs 16 crore on militant groups under suspension of operation (SoO) to terrorize voters in Kuki dominated hill districts and intimidate them if they do not cast their votes in favour of BJP candidates.

The BJP utilized all its money and muscle powers so as to ensure capturing power in the state. The party murdered democracy for the sake of power, he added.

It’s ‘normal’ to withdraw consent to CBI probing criminal cases: M’laya CM Correspondent SHILLONG, MAR 4: Meghalaya Chief Minister Conrad Sangma on Friday said its “normal” to withdraw the general consent to the Central Bureau of Investigation (CBI) for investigating criminal cases in the State.

“Most states have done it (and) have taken (such decisions) and we are in line with that. So anybody who wants to come in has to take consent from the state, that’s all. It is a normal procedure,” Sangma told reporters outside the Assembly.

The Chief Minister said the decision to withdraw the decision was taken a long time back which he said, “I can’t remember the date. Therefore, it is a normal thing where the state’s aspect is there and that is a decision that we take,” Meghalaya is only the 9th state, out of the 28,to withdraw general consent to the CBI to investigate criminal cases in their respective states.

Earlier, Mizoram and seven states governed by non-NDA parties -Maharashtra, Punjab, Rajasthan, West Bengal, Jharkhand, Chhattisgarh and Kerala

One of the cases relates to the education scam during the erstwhile Congressruled government in which the CBI has already investigated and in which prima facie evidence was found against legislators who are now with the MDA government or are supporting it.

Then there are allegations of illegal coal mining in which political leaders are said to be involved. The other case relates to the allegation of corruption against then power minister and elder brother of the Chief Minister, James Sangma in the implementation of the centrally sponsored Saubhagya Scheme.

Arunachal logs 5 new COVID cases; tally at 64,458 ITANAGAR, MAR 4 (PTI): Arunachal Pradesh reported five fresh COVID-19 cases on Friday, nine less than the previous day, pushing the virus tally to 64,458, a senior health official said here.

As many as 64,077 people recuperated from the disease thus far in the state, including 12 on Thursday, the official said.

The COVID-19 death toll in the northeastern state remained at 296, as no fresh fatality was reported in the last 24 hours, State Surveillance Officer (SSO) Dr Lobsang Jampa said.

Of the fresh cases, two were reported from the Capital Complex Region and one each from Anjaw, Kamle and Namsai district respectively, the official said.

The COVID-19 recovery rate marginally improved to 99.41 per cent

from 99.40 per cent the previous day, he said.

Arunachal Pradesh currently has 85 active COVID-19 cases.

The Capital Complex Region comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas, has the highest number of active cases at 27, followed

by Tawang at 14, Lower Subansiri (9) East Siang (6) and five each at Upper Siang and Lohit district respectively, the SSO said.

However, a CBI official said that the withdrawal of general consent by the State government cannot stop the premier investigating agency from probing in old cases until specifically taken back by the state government.

“The agency continues to investigate cases that were given to it by a court order.

Moreover, when the CBI does not have a general consent, it can approach a local court for a search warrant and conduct investigation.

There is a provision in the CrPC that allows search and investigation in a state by outside agency but it has to happen through a local court,” the CBI official, who wished not to be named, said.

Two ULFA (I) militants surrender in Assam G U WA H AT I , M A R 4 (PTI): Two militants belonging to the banned United Liberation Front of Asom (Independent) outfit have surrendered with arms and ammunition in separate incidents in Tinsukia and Charaideo districts of Assam, a police release said on Friday.

A militant, identified as Robin Neog alias Dhoni Asom, surrendered with an HK-33 rifle, three magazines, 90 rounds of 5.56 mm cartridges and a grenade at the office of the Tinsukia superintendent of police on Thursday.

Another insurgent, identified as Niloytpal Ta mu l i a l i a s Ja g a r a n Asom, surrendered at the Charaideo SP office on Thursday with a 7.62 mm MQ 81 assault rifle, three magazines, 148 cartridges, 25.7 kg of RDX and eight batteries, it added.

ECI is the same as the blind,” he said, adding that the blindfold protest on Friday was to show the ECI was blind.

He went on to allege that in the Kuki inhabitant hill districts, cadres of armed militants under SoO indulged in booth captures in rampant manner during the first phase of the twophase polls.

In Henglep AC of Churachandpur district, armed militants captured as many as 23 booths. Candidates of most of the political parties in the fray from the AC demanded re-polls in these polling stations.

They have lodged written complaints to the concerned ROs, DEOs and state CEO as well as to the ECI. But no positive response received from the ECI, he said.

Leaders of the other parties in the alliance and AICC Manipur in-charge Bhakta Charan Das also participated in the protest.

Manipur polls: Stage set for final phase of polls in 22 ACs today

IMPHAL, MAR 4: The stage is set for the second and final phase of polls in Manipur voting for which will take place today across 22 Assembly constituencies spread across 10 districts.

A total of 8,38,730 electors including 4,10,020 males, 4,28,679 females and 31 transgender are expected to exercise their franchise to decide the fates 92 candidates from different political parties.

Of these, a total electors 20,511 were 80+ voters, 4849 PwD electors and 480 centenarian voters in the final round voting.

The voting will take place in a total of 1247 polling stations. Of these, a total 223 polling stations will be manned completely by all women polling personnel.

A total of 4988 polling personnel have been deployed and all polling personnel have reached their respective polling stations, the state CEO said, in a statement.

There will be 39 model polling stations, he added.

A total of 92 candidates, including two females, are in fray for the poll scheduled tomorrow.

Among them, 17 candidates

have criminal antecedents.

The ruling Bharatiya Janata Party (BJP) is fielding its candidates in all the 22 seats, Indian National Congress (INC) in 18, Naga People’s Front (NPF) in 10, Nationalist Congress Party (NCP) in two, National People’s Party (NPP) in 11, Janata Dal-United (JD-U) in 10, Republican Party of India-Athawale (RPI-A) in three, Shiv Sena in two, one candidate each from CPI and Rashtriya Janhit Sangharsh Party (RJSP). A total of 12 independent are also in the fray.

Adequate CAPF have been deployed in all polling stations. In addition, micro observers have been deployed in all critical polling stations, the CEO maintained. As in Phase-I elections, adequate arrangements have been made in all polling stations to ensure COVID safe election. All polling stations have been sanitized.

ASHA and Anganwadi workers have been engaged.

Marking of circles with minimum distance has been done to avoid crowding.

Besides, masks, gloves, face shield, thermal scanners, PPE kit etc. have been provided to polling parties.

VID positive or are under quarantine will be allowed to vote at the last hour between 3 PM to 4 PM while the voting hours are from 7 am till 4pm.

In order to ensure free, fair and smooth election, certain restrictions have been imposed on poll day in the polling station premises.

Providing free conveyance to voters to and from the polling stations by a candidate/his agent is a corrupt practice and strictly forbidden. On the other hand, as per an order of the High Court of Manipur passed on March 3 in response to a PIL, verification of dates of birth of all young voters in Heirok Assembly constituency of Thoubal district will be done.

The voters who appear to be in the vicinity of the age of maturity, that is, 18 years by producing two separate documents of proof of date of birth at the polling station on the day of poll. As per court’s order, the documents to be produced by such voters may be a passport, a birth certificate, a Class-10 certificate, an Aadhaar Card, an Election Identity Card, or any other authenticated document certifying date of birth or age.

Satya Pal Malik Correspondent SHILLONG, MAR 4: Governor Satya Pal Malik on Friday said that his government was ‘committed’ to resolve the boundary dispute between Meghalaya and Assam to usher in peace and development of the citizens living along the inter-state boundary between the two neighbouring states.

“Towards this goal and with firm resolve to end this dispute, the chief ministers of both the states have had several meetings in the last six months wherein it was decided to first take up six of the 12 areas of difference – Tarabari, Gizang, Hahin, Boklapara, Khanapara-Pillangkata and Ratacherra,” the governor said in the course of his address in the State legislative assembly on the first day of the budget session on Friday.

“Both the chief ministers of Assam and Meghalaya met the Union home minister on 20th January, 2022 in New Delhi. Further-

more, a memorandum of understanding was signed by both the chief ministers on 29th January, 2022 in Guwahati, which has been sent to the ministry of home affairs for further examination,” the Governor elaborated.

“The Regional Committees headed by cabinet ministers have made field visits and joint inspections for these six areas with their counterpart Regional Committees from Assam.

They also consulted with the people living in the villages, the traditional heads, district councils and all other stakeholders,” he told the house.

The governor iterated that the government was “confident and hopeful” that the boundary issue in the six areas of difference will be resolved soon.

Malik said that the department of border areas development had undertaken several welfare measures and was implementing the Inter-State Border Areas Development Programme to supplement the schemes implemented by other departments in both international and inter-state border villages, adding that various schemes had been and are being implemented under these programmes.

Mishra said that the age-old amity between the people of the two states would be reinforced with the resolving of the issue, a statement said.

Assam Chief Minister Himanta Biswa Sharma, while attending the 36th statehood day celebration of Arunachal Pradesh on February 26, had said that his government was ready to do everything necessary to resolve the issue. He had said that the governmentlevel talks were underway, and appropriate dialogue at ground level will begin in April to reach a logical conclusion.

Petition in Gauhati HC for unlocking blocked biometrics during NRC drafting

G U WA H AT I , F E B 4 (PTI): The Gauhati High Court has admitted a writ petition for issuing directions to both the central and state governments to release blocked biometrics collected during the process of drafting the National Register of Citizens(NRC).

T h e p e t i t i o n e r s, Sanjoy Dey and his son Anoowabh, appealed to the court to ensure that their locked biometrics were released to enable them to apply for their Aadhar cards.

They also appealed for the Court’s intervention to get the NRC rejection slips so that he and four other members of his family can exercise their right to appeal against NRC exclusion in the Court.

Justice Manash Ranjan Pathak after hearing their petition on Wednesday, admitted it and posted the case for hearing on

March 9. The petitioners said that the Aadhar card office had made it clear that they will not be issued the cards in their names to prevent any duplication of their biometrics as their fingerprints are already locked. The matter was mentioned during the hearing of their application for inclusion in the National Register of Citizens.

“This is depriving us from so many basic rights and we appeal to the court to intervene,’’ they told the court.

Biometrics of 27.43 lakh applicants were taken during the claims and objections phase of the NRC exercise before the list was published on August 31,2019. The NRC authority later froze the biometric data collected, following which these applicants cannot apply for their Aadhar card. Five family members of Sanjoy Dey had applied

for inclusion in the NRC on August 27, 2015 but none of them were included in either the draft or the final citizen list.

Supreme Court had directed in November 2018 that for those left out of the draft NRC list published on July 31, 2018, it is mandatory to submit their biometrics during the claim hearings.

Altogether 27.43 lakh people had registered for their biometrics but 19 lakh did not find their names in the final list.

The final NRC, published more than two and a half years ago, has made no further progress. The list is yet to be formally published by the Registrar General of India. Rejection slips have not yet been issued and stakeholders are demanding re-verification of a part of the final list with several petitions pending in the Supreme Court.

“We don’t have an exact number of students belonging to the state stuck in Ukraine due to the war.

I hope the Central government will take all possible steps to ensure the safe return of all of our students at the earliest”, Deb told reporters.

20 more Assam students evacuated from Ukraine

GUWAHATI, MAR 4 (PTI): Twenty more Assam students, stranded in war-torn Ukraine, have arrived in New Delhi, taking the total number of evacuees from the state to 83, officials said here on Friday.

The students arrived in different batches at Indira Gandhi International Airport and Hindon Air Force Station, where they were received by Assam government officials.

Six students arrived late on Thursday night in three separate flights while 12 others arrived by an Air Force flight on Friday morning, and two others at IGI Airport in the afternoon.

All the evacuated students have been accommodated in Assam House and Assam Bhavan in New Delhi, where they will stay till arrangements are made for their onward journey to the state.

The state government has a list of 212 people from Assam stranded in Ukraine, with the highest of 88 from Kamrup Metropolitan district, followed by 17 from Morigaon and 10 from Kamrup.

The list comprises the stranded people whose information the state government has received so far. The numbers, however, may change.

District administrations, as per the direction of Chief Secretary Jishnu Barua, are reaching out to the parents of the students who are still stranded in the war-ravaged east European country. The Assam government is also in constant touch with the Ministry of External Affairs to ensure the safe return of all people from the state.

“Will you vote for those who built 800 or who gave 28,000?” he asked.

“Working hard is not in the dictionary of dynasts.

They do not have time for helping and worrying for the poor. They cannot make the country and UP strong,” he said, adding this is time to stand unitedly.

“Your vote is this time around for making the country capable and realise the dream of a strong UP,” he said. Mentioning the Covid pandemic, he said even big countries appeared helpless, but in India “we provided free ration to 80 crore people”.

VA R A NA S I , M A R 4 (PTI): Senior Congress leader Rahul Gandhi Friday accused Prime Minister Narendra Modi of seeking votes on the basis of “lies”, and said he now does not talk about his poll promises of doubling farmers’ income and generating jobs.

“Hindu religious books nowhere say to speak lies,” Gandhi told an election rally here after offering prayers at the Kashi Vishwanath temple here, during which he was also joined by his sister Priyanka Gandhi Vadra.

He cited the example of fulfilling poll promises of writing off farmers’ loans by the Congress government in Chhattisgarh and also procurement of paddy at the Minimum Support Price of Rs 2,500 a quintal.

“Not in the name of dharma, rather he is winning votes on the basis of lies,” the former Congress chief said, attacking Modi.

Hours later, Prime Minister Narendra Modi also visited the shrine dedicated to Lord Shiva. Varanasi is also Modi’s Lok Sabha constituency. Earlier in the day, Union minister Smriti Irani had visited the temple.

After their temple visit, Rahul Gandhi and Priyanka Gandhi Vadra left for the Pindara assembly constituency on the outskirts of Varanasi where they addressed a rally in favour of Congress leader Ajay Rai who is up against sitting BJP MLA Awdhesh Singh.

Polling will be held in Varanasi in the last phase of the Uttar Pradesh Assembly elections on March 7.

Over 55 per cent voting recorded in SC to hear plea against bail to Ashish Misra in Lakhimpur Kheri case sixth phase of UP assembly polls L U C K N OW, M A R 3 (PTI): More than 55 per cent voting was recorded in the sixth phase of the Uttar Pradesh assembly polls on Thursday.

The prominent faces among the 676 candidates for 57 seats spread across 10 districts in this phase included Chief Minister Yogi Adityanath from Gorakhpur Urban and state Congress president Ajay Kumar Lallu from Tamkuhi Raj. The Election Commission’s app put the turnout at 55.56 per cent at 11.45 pm and the final tally is expected on Friday. The state home department’s election control room had put the tentative turnout at 55.79 per cent. The Election Commission said that in 2017 assembly polls, the turnout was 56.52 per cent in these 57 seats and in 2012 it was 55.19 per cent.

With this phase, voting for 349 of the total 403 assembly seats has ended. The final phase of polling in the remaining 54 seats will be held on March 7.

Around 2.15 crore people were eligible to vote

in this phase. The voting started at 7 am and continued till 6 pm.

The districts where polling was held on Thursday were Ambedkarnagar, B a l r a m p u r, S i d d h a r t h Nagar, Basti, Sant Kabir Nagar, Maharajganj, Gorakhpur, Kushinagar, Deoria and Ballia. In the 2017 assembly polls, the BJP had won 46 of the 57 seats.

Till 5 pm there was about 53.31 per cent polling, according to the Election Commission of India’s Turnout app.

Additional Chief Electoral Officer (ACEO) BDR Tiwari said that polling was held peacefully in the state.

According to data updated in the Election Commission’s app at 11.45 pm, Ambedkarnagar recorded 62.22 per cent voting, Ballia 53.93 per cent, Balrampur 48.73 per cent, Basti 56.81 per cent, Deoria 54.60 per cent, Gorakhpur 56.23 per cent, Kushinagar 57.28 per cent, Mahrajganj 59.63 per cent, Sant Kabir Nagar 54.39 per cent, and Siddharth Nagar 50.19 per cent.

NEW DELHI, MARCH 4 (IANS): The Supreme Court on Friday agreed to hear on March 11 a plea filed by the family members of the farmers, mowed by a car belonging to Ashish Misra, in Lakhimpur Kheri challenging bail granted to him by the Allahabad High Court. Misra is the son of Union Minister and BJP MP Ajay Kumar Misra.

Advocate Prashant Bhushan, representing the family members, mentioned the plea before a bench headed by Chief Justice N.V. Ramana and comprising Justices A.S. Bopanna and Hima Kohli. Bhushan said the other accused in

Ashish Misra the matter are also moving the high court seeking bail, citing the order granting bail to Misra.

The Chief Justice said: “I can list on the 11th only....” Bhushan urged the top court to pass an order against the bail order of the

high court. The bench said the court will take up the matter on March 11.

The plea contended that the family members were forced to move the apex cour t since Uttar Pradesh has failed to file an appeal challenging bail granted to Misra. The plea argued that the high court granted bail without considering the heinous nature of the crime and also in the backdrop of overwhelming evidence against the accused in the charge sheet. N E W D E L H I , M A RC H 4 (IANS): The Ministry of Home Affairs on Friday said that it has extended the modernisation programme of the Central Armed Police Forces (CAPFs) till March 31, 2026, with an allocation of Rs 1,523 crore.

The scheme envisages equipping the CAPFs with modern stateof-the-art weapons and equipment, as per their operational requirement, keeping in view their deployment pattern in different theatres.

Besides, upgraded IT solutions will also be provided to CAPFs, Ministry officials said.

The officials also said that with extension of this scheme for the next five financial years, the paramilitary forces will improve their overall operational efficiency and preparedness, which will positively impact the internal security scenario.

“This would bolster the government’s ability to address the challenges being faced on the

International Border/LoC/LAC as well as in the different theatres, such as areas affected by Left-Wing Extremism, Union Territories of Jammu and Kashmir, Ladakh and insurgency-affected northeastern states,” a Ministry official said.

Recently, the Home Ministry extended the Central governmentsponsored Border Infrastructure and Management (BIM) till 2026 at a cost of Rs 13,020 crore.

PATNA, MARCH 4 (IANS): At least seven persons were killed and seven others injured following a powerful explosion in a house in Bihar’s Bhagalpur district, police said on Friday.

The explosion took place at around 11.30 p.m. on Thursday night in the house in Kajwali Chak village under Tatarpur police station. The explosion was so intense that four houses collapsed and the sound was heard around 15 kms away from the site.

Following the explosion, Bhagalpur range DIG Sujit Kumar, District Magistrate Subrat Kumar Sen, Senior Superintendent of Police (SSP) Babu Ram and other senior officials reached the spot. “The explosion may have taken place during the illegal manufacturing of country-made crude bombs. There

The big fight

ith the last phase of voting due on March 7, the assembly election to 403 seats in Uttar Pradesh is being closely watched as a referendum on Prime Minister Narendra Modi’s eight years in office, during which he and senior leaders of his party have unabashedly pursued a Hindu-first agenda that observers say has empowered his supporters’ polarizing emphasis on religious identity. When election comes and when the battle gets difficult, the BJP has always refocused on religion and on reinforcing new coalitions that have formed around caste. The party is apparently counting on that divisive tactic to resonate in Uttar Pradesh, a bastion of the Hindu right, preserving its hold on power in the state and putting it in a favorable position for a general election in 2024. So far, six phases have been completed with the seventh and final slated on March 7. The BJP has realised that UP is certainly not going to be a pushover as expected in January. It is for this reason, that from March 3, till curtains fall on the 2022 Uttar Pradesh Assembly elections, Prime Minister Narendra Modi will be in Varanasi. Union Home Minister Amit Shah spent several days while Union minister and BJP incharge of UP Dharmendra Pradhan has been camping for over a week. BJP president J P Nadda will also join the biggies of the BJP for unleashing the party’s weapons. Among this is the party’s deployment of well known leaders having influence on caste and community. RSS and senior BJP functionaries are also speaking personally to those unhappy over ticket distribution, some of whom have declared open revolt.

The BJP has pulled out all stops even giving bail to Ashish Mishra, arrested for running over farmers at Lakhimpur with a vehicle belonging to his father and union minister Ajay Mishra. Farmers in UP are angry with the BJP though this has been in a small way, assuaged after Modi did a U-turn by repealing the three farms laws in November 2021. The farm laws had practically led to a nationwide protest by farmers with one of the longest siege since November 2020 at the Singhu border between Haryana and Delhi.

Farmers began a massive protest and were on way to Delhi during end 2020 to hold a rally in Delhi in January 2021 when the government erected walls to prevent Haryana protestors from reaching Delhi. The indication of voters mood could be gauged after fourth phase was held. As per media speculations, the anger of Jat and Gujjar farmers against the BJP turned out to be decisive in the first two. The third phase was held mainly in the ‘Yadav belt’, the Samajwadi Party (SP) strongholds like Mainpuri, Auraiya, Ferozabad, Farukkabad etc. The B.J.P.’s focus on religion and Islamic terrorism may not be enough to take voters’ minds off their economic struggles, political analysts said. There has been a change of political discourse and it’s not . about mandir and masjid. People say that “Economic issues are far more important for people.”

This new focus on the economy among voters in Uttar Pradesh could threaten the B.J.P.’s firm hold on the state. However the BJP is not credulous enough to ignore that and has reminded people about the goonda raj during the rule of the Samajwadi Party(SP) during 2012. The suspicion is that even if BJP does not get majority it will retain power and this has led to the interesting question of how?.

In the past decade and a half, numerous reconciliation, unity and forgiveness meetings were convened and declarations signed among Naga Political leaders and groups before Almighty God, through fasting and prayer, assisted the Church, FNR, Peace Mediators.

At this point, inventing atrocious accusations and presumptions about past and present leaders is an insult to Naga people’s intelligence.

The Press statement of NSCN IM dated 22nd February 2022, beginning with “The National Socialist Council of Nagalim (NSCN) is aware of the Presence of Mr. N Kitovi Zhimomi, convener of Naga National Political Group...” is cast in deep personal hatred and contempt, spitting venom of intolerance. The statement suggests a mindset of a debauched leadership that has sunk into its lowest ebb, both ideologically

and intellectually. Pointing fingers at WC Convener N Kitovi Zhimomi of colluding with Indian Army is simply a figment of imagination. In 1994 the 16 Maratha Light Infantry (MLI) of the Indian military attacked and burnt down N Kitovi Zhimomi’s residence at Mokokchung.

Till date Mr. Th. Muivah is the only leader to publicly admit that Naga sovereignty and integrity is not possible at a present time. Fifty thousand Nagas including Naga delegates from Myanmar, Manipur, Arunachal Pradesh and Assam are the witnesses.

He declared it on the dais of FNR organised Naga consultative meet at Agri expo ground in Dimapur on 29th Feb. 2012. Three years later he signed the Framework Agreement (FA) on 3rd August 2015, inking conclusion of the talks. Shockingly, the IndoNaga political conflict was reduced to a mere six decades, admitting to have understood the intricacies of the Indian system. The questions arise, who mandated Mr. Th Muivah to say that the Indo-Naga political conflict was sixty years? What of memorandum to British Statutory Commission of January 10th, 1929 and Naga plebicite of May 16, 1951?

Under whose authority

did they forfeit the two cornerstones of Naga sovereignty and integration to the Government of India? At a crucial time the WC,NNPGs, after open consultations with Naga Tribes, traditional institutions and guardians, signed an Agreed Position in New Delhi on 17th November 2017. The content of this agreement reaffirmed the legitimacy of 1951 Naga plebiscite.

Since 1997, under the shadow of ceasefire and peace talks with the Government of India, NSCN IM leadership has involved neck deep in the Indian constitutional exercise, as in current Manipur elections, where emotive matters like Naga integration, Naga flag or Naga constitution lay buried deep in Indian election frenzy.

There is clear moral and political degeneration.

Call it obsessive hatred or admiration, NSCN IM has literally exhausted all its weapons on Dr S.C Jamir for the many initiatives, evil or noble, in the political and social life of the Nagas. The sixteen

point agreement signed on 26th July 1960, between the Naga People’s Convention (NPC) and the GoI, which declared Nagaland as a sixteenth state within the union of India on 1st Dec. 1963, was without the knowledge of the real players in the conflict. It was akin to ball boys stealing the trophy on the table.

Politically it was a treacherous act and some of the NPC members paid with their lives.

The Working Committee, Naga National Political Groups, considers NSCN IM’s vitriolic, concocted biography on Ino N Kitovi Zhimomi as very uncomfortable yet unavoidable acknowledgement of NNPGs political negotiations with the GoI, more so, awareness of the possible outcome. WC Convener’s interview to mainland Indian media, citing a clear practical approach to solve Indo-Naga political issue, seems to have rattled the IM leadership. Did the Naga people not give them a quarter of a century to complete their secretive peace talks? There

is no answer from 1997 till 2022 despite announcing the conclusion of negotiations through FA on 3rd Aug. 2015. The insidious narratives blaming Mr. Tom, Dick or Harry for their abject failure only reflect the theatrical drama they have been performing before the Naga people since 1997.

For the sake of political decency in public space, WC, NNPGs will refer only the facts as recorded by history and therefore will not indulge in character assassination and smear campaign against any individual leader.

That said, all merciless killings, sufferings and bitterness perpetrated in Eastern Nagaland and western Nagaland leading to 1988 crisis and in the 1990s, driven by extreme communist tenets, all in the name of Naga freedom and liberty, are chronicled minutely for posterity. WC, NNPGs will refrain from opening personal pages of history that demean Naga polity.

World Cancer Day: Closing the Care Gap

his year, the theme of ‘World Cancer Day’ which is on 4th February, is ‘Close the Care Gap’.

The mere mention of the word ‘cancer’ sends a shiver down the spine. In such a situation, the state of minds of people suffering from cancer and those taking care of cancer patients is indescribable. If there are ‘gaps’ in the various stages of cancer care, such as in diagnosis, surgery , radiotherapy, chemotherapy, and palliative care, then the enhanced despair becomes unimaginable. In this context, this year’s theme is relevant, as it will take a long time for any health system to completely live up to the ideal standards of care. There may be a dearth of medical facilities at times or treatment may be too expensive.

At times, cancer risk factors in people’s lifestyles and environments may be excessive, and the general public’s “health-seeking behavior “may be a challenge also. There is also a great need for provision of palliative care for

It is easier to serve or work for God without a vision and without a call, because then you are not bothered by what He requires. Common sense, covered with a layer of Christian emotion, becomes your guide. What do I count in my life as “dear to myself”?

If I have not been seized by Jesus Christ and have not surrendered myself to Him, I will consider the time I decide to give God and my own ideas of service as dear. I will also consider my own life as “dear to myself.” But Paul said he considered his life dear so that he might fulfill the ministry he had received, and he refused to use his energy on anything else. This verse shows an almost noble annoyance by Paul at being asked to consider himself. He was absolutely indifferent to any consideration other than that of fulfilling the ministry he had received. Our ordinary and reasonable service to God may actually compete against our total surrender to Him. Our reasonable work is based on the following argument which we say to ourselves, “Remember how useful you are here, and think how much value you would be in that particular type of work.” That attitude chooses our own judgment, instead of Jesus Christ, to be our guide as to where we should go and where we could be used the most. Never consider whether or not you are of use— but always consider that “you are not your own” (1 Corinthians 6:19). You are His.

In this context, it is relevant to mention the National Health Policy (2017), Ayushman Bharat Health and Wellness Centres (AB-HWC), Pradhan Mantri- Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri- Swasthya SurakshaYojana (PMSSY) and the special efforts being made in the field of cancer.

AB-HW Cisa well thought out strategy by the Government of India to ensure comprehensive primary healthcare. Our Honorable Prime Minister has given an ambitious target of converting allthe Sub-Health Centres and Primary Health Centres in the country to Health and Wellness Centres(HWCs).Today,there are more than 89,000 HWCs in the country through which preventive, promotive and comprehensive primary healthcare is being provided. ASHAs and ANMs visit door-to-door to identify

early symptoms in people above 30 years of age for five major diseases namely hypertension, diabetes and oral, breast and cervical cancer and share information on lifestyle changes to prevent cancer. In effect, it can be said that a tremendous effort is being made to close the gaps at the initial stage of cancer care,which is also showing positive results.

Efforts are also being made in the country to prevent and control the major causes of cancer through the National Program for Prevention and Control of Cancer, Diabetes, Cardio-vascular diseases and Stroke (NPCDCS). The objective of this program is to spread public awareness about cancer, encourage people to improve their lifestyle and set-up NonCommunicable Disease (NCD) clinics in Community Health Centres and District Hospitals.

By expanding the services of CTScan, MRI, Mammography and Histopathology in district hospitals, the gap in early detection

of cancer is also being bridged.

Through ‘Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana’, cashless health services are being provided to a large section of the population in selected government and private hospitals.

Hon’ble Prime Minister’s vision of setting up new medical colleges in the country and upgradation of district hospitals into medical colleges is also helping strengthen secondary care.

Similarly, 22 AIIMS are being set up in the country in a phased manner to expand tertiary care.

Grants are also given for setting up State Cancer Institutes and Tertiary Cancer Care Centres under the “Tertiary Cancer Care Centres Scheme”, which can be used towards diagnosis and treatment of cancer, conducting tests, research, providing palliative care and for participation in cancer registry programs. 700 bedded National Cancer Institute at Jhajjar (Haryana) and 460 bed Chittaranjan National Cancer Institute in Kolkata have also

been started. All these initiatives are proving useful in closing the gap in the areas of surgery, radiotherapy, chemotherapy etc. in cancer care.

I think the actions being taken in the country to control cancer are historic. While there will always be scope for improvement in these initiatives, a huge responsibility also lies with the people of the country, specially the youth, to adopt lifestyles in a manner that the possibility of getting cancer is reduced to the minimum. Lifestyle changes like eating a balanced diet, practicing yoga and exercise, eschewing consumption of tobacco and alcohol will go a long way in achieving this objective. Such efforts will not only save them from chances of cancer, but will also help preserve quality and timely services for needy cancer patients and in turn help in truly realizing this year’s theme of ‘Close the Care Gap’. NPCC reacts to GNF’s rejoinder to Dr. S. C. Jamir

The Global Naga Forum’s rejoinder to Dr. S. C. Jamir is indecent. Global Naga Forum is a big name and the name indicates it is an association of the intelligentsia.

No one is stopping anyone else from achieving greater political spectrum than that of the 16 Point Agreement but without doing so, rebuking the 16 Point Agreement without achieving any improvement is unacceptable. We expect the intelligentsia to understand. Everyone is enjoying the benefits out of it.

Making such pre-meditated statement against an individual and against Statehood exhibits a mindset of hatred. Dr. S. C. Jamir may not be Ezekiel but Global Naga Forum’s rejoinder is hateful.

It is common knowledge that in the process of negotiation, both parties have made clear that the issue of Sovereignty and

Integration are not negotiable. Further, the Framework Agreement according to the 213th Report of the Parliamentary Standing Committee on Home Affairs (30 Members of Parliament, represented by all parties) is interpreted as follows, that: 1. Settlement will be within the Union of India 2. Interstate boundaries shall not be changed 3. Generous economic package was recommended.

The inter pretation of Parliament cannot be wrong. The Framework Agreement was signed between the Interlocutor representing India and by General Secretary of the NSCN(IM) in the presence of Hon’ble Prime Minister and many more dignitaries from both sides.

We have wasted one generation in negotiation.

For GOI, they can wait for 100 years and they have nothing to lose. But for stakeholders, we want peace and better avenues for our children. We understand the ‘peoples government’ does not want solution.

Even after talks have concluded, they want negotiations to resume.

When GOI is pressed for implementation of Agreed Position, GOI says we also have to honour the

“Peoples government”.

Given opportunity, Congress will implement the Agreed Position. We will strengthen the State and provide modern opportunities to our children.

We will facilitate and ensure smooth conduct of interstate economy.

Nagaland Statehood is the result of collective wisdom. Dr. S. C. Jamir is the only living witness with us today. We are fortunate to have him as a witness to historical events. It is God’s providence.

The 16 Point Agreement and Statehood are the treasures of the people of Nagaland. Statehood was born out of the noble political movement that began with the Naga Club.

Between 1918 to 1959 the four decades of strife and struggle, no tangible solution was found. It was the agility of NPC that envisioned the 16 Points for our today.

It is in the line of Naga Hills Memorandum.

16 Point Agreement was one of the greatest outcomes. We owe all to the founding fathers for the noble political movement.

We also owe our today to Dr.ImkonglibaAo, Vizol Angami, J. B. Jasokie, R. C. Chiten Jamir and Dr. S. C. Jamir for their courage and vision. Had we remained under Assam state

as a District, our identity may have been submerged by now.

The issue of integration was dear in their mind. The founding fathers have made enough efforts. Under the 16 Point Agreement a provision was made that contiguous Naga inhabitants may integrate with the new State “if they so desire”. Soon after the agreement, Dr. Imgkongliba was assassinated. Shri P. Shilu Ao was sworn in as the Chief Minister of the Interim Body. He deputed a team representing the Interim Body of Nagaland State under the leadership of R. C. Chiten Jamir who was then Minister of Education, to the public meeting held at Ukrul.

The meeting decided to stay with Manipur Union Territory. Even when Manipur was given Statehood in 1972, Nagas in Manipur joined the state without resistance.

The Interim Body of Nagaland State again constituted Integration Committee under the Chairman of Rev. Savino wherein Rishang Keishing, Solomon N. Theyo, Dr. S. C. Jamir, to name a few, were Members. Integration committee is said to have set up its candidate to contest in the Manipur Election but were all de-

feated.

The Integration committee is said to have submitted a representation to GOI conveying the desire to integrate Naga contiguous inhabited areas.

However GOI replied it can only happen when all states agree. Neighbouring States could not agree.

Further, Manipur Chief Ministers have repeatedly declared that not an inch of land will be parted.

The matter did not lose hope with peace and negotiations which started in 1996. However, the Framework Agreement sealed the fate of Integration once again.

The signatories are responsible for good or bad. When some quarters make wrong allegations against Nagaland leaders over the integration issue, we remember the failures of Nagas outside Nagaland too.

The matter has gone beyond our reach. I think it is best to let the matter rest for now.

Issues are crystal clear now. We cannot continue to live under negotiation indefinitely. It has to end one day. Ceasefire with the Indian forces turned to a nightmare for Nagaland People.

In the matter of AFSPA, there is no evidence that any Naga leaders are

responsible in making AFSPA neither have any advised GOI to empower and impose. After the chilling Oting massacre, the Hon’ble Chief Minister is taking shelter under AFSPA. The Para-Militar y Forces stationed in another state do not have the authority to act in the jurisdiction of Nagaland State without the knowledge of Hon’ble Chief Minister and Hon’ble Home Minister. Law and order is State subject. It is not the subject of the Army. Govt of the day had targeted NSCN(K) to derail the ceasefire. Unfortunately in the mistaken identity, Oting citizens bore the brunt of the chilling massacre while to deliver justice, the State Govt’s demand to remove AFSPA, is nothing but a lame excuse. AFSPA is not the criminal here.

The criminal is the one who has used the armed forces upon unarmed, innocent and defenceless civilians. We have conveyed our view that AFSPA is no more required as all factions are under Ceasefire. If there is any problem, it is law and order and the state police should be assigned to handle the situation.

Alleging that there was delay on the part of the Centre in bringing back students from Ukraine, she urged that adequate number of flights be arranged for the purpose.

“I am very much worried about the lives of Indian students stuck in Ukraine.

Life is very precious. Why is it taking so much time to bring them back? Why were steps not taken earlier?,” Banerjee tweeted. “I urge the central government that an adequate number of flights be arranged immediately and all the students be brought back as soon as possible,” she added.

NEW DELHI, MAR 4 (PTI): As shells rain down from above and armed men roam the streets in Sumy, the northeastern Ukranian border town, amid the ongoing Russian invasion, a bunch of Indian students stranded there took to social media to plead for evacuation.

Staring at fast-depleting food and water supplies, they are posting updates every few hours, and urging the government to rescue them immediately before the situation worsens and they are “reduced to bodies”.

One of them, Mahek Shaikh, shared an eightsecond video clip on Thursday of what appeared to be a blast in the town.

“Complete city blackout, no electricity and water supply and multiple bomb blasts nearby. Slow network,” she wrote in the post.

Another medical student, Radhika Sangwan, said 700-800 students are stranded in Sumy, and there was no confirmed news on their evacuation.

CHANDIGARH, MAR 4 (PTI): The Haryana government on Friday introduced a bill in the state assembly against religious conversion through force or fraud, triggering an opposition uproar.

Speaker Gian Chand Gupta also suspended Congress MLA Raghuvir Singh Kadian for the remaining part of the budget session for tearing a copy of the bill in the House.

The Congress members staged a walkout in protest against Kadian’s suspension.

Home Home minister Anil Vij introduced the Haryana Prevention of Unlawful Conversion of Religion Bill, 2022, on the third day of the budget session.

After the bill was presented, Kadian alleged that it reflects “divisive policies”.

Chief Minister Manohar Lal Khattar said there was no mention of any religion in the bill and it only talks about forcible conversions.

Congress members then rose from their seats, objecting to some remark

by Khattar. Kadian tore the copy of the bill, inviting the wrath of the Speaker.

When Kadian said it was a simple paper, Gupta insisted that the bill was a legal document and asked the Congress member to express regret over his act, saying he will not allow such behaviour in the House.

Gupta then suspended Kadian for the remaining part of the budget session.

The Haryana Prevention of Unlawful Conversion of Religion Bill prohibits religious conversions which are effected through misrepresentation, force, undue influence, coercion, allurement or by any fraudulent means or by marriage by making it an offence.

The bill provides for declaring marriages, which were done solely for the purpose of conversion from one religion to another religion, null and void.

NEW DELHI, MARCH 4 (IANS): Indian national Harjot Singh received bullet injuries while he was attempting to escape from the Ukrainian capital, and is currently in a Kiev hospital, where he is said to be “out of danger”.

Harjot’s brother Prabhjot Singh, who resides in Delhi’s Chhattarpur, told IANS: “The last conversation I had with Harjot was on February 26 at 9 p.m. I haven’t spoken to him since

then. On March 2, at night, he contacted the family and informed them about his injuries.

“He informed that he was hit by three to four bullets while he was trying to leave Kiev. Local people took him to the hospital via ambulance and after four days, when he regained consciousness, he contacted the family with a doctor’s cellphone,” Prabhjot narrated.

“We also went to the embassy, gave them all the documents as Harjot has lost them when he was shot.”

According to information, Harjot was trying to reach the border with his friends and was expected to catch a train from Kiev and reach Lviv somehow. However, he and his companions were not “allowed” to sit in the train.

NEW DELHI/PANAJI, MAR 4 (PTI): General (retd) Sunith Francis Rodrigues, who headed the Indian Army between 1990 and 1993 and served as the governor of Punjab between 2004 and 2010, passed away on Friday, an official statement said. He was 88.

Rodrigues died peacefully at a private hospital near Panaji, Goa around 1.30 pm, family sources said.

He had been admitted to the hospital for the last 15 days.

“General M M Naravane, Chief of Army Staff (COAS), and all ranks of the Indian Army express heartfelt condolences on the sad demise of General Sunith Francis Rodrigues, who passed away today,” the Indian Army said on Twitter.

The conduct of monetary policy has undergone notable changes in India and across the world as economies and markets evolved and policymakers gained greater insights into how economic agents interact in a complex economic system, he said while delivering a lecture at the National Defence College here.

“As monetary policy is an art of managing expectations, central banks have to make continual efforts to shape and anchor market expectations, not just through pronouncements and actions but also through a constant refinement of their communication strategies to ensure the desired societal outcomes,” he said.

Russia ‘seizes’ Europe’s largest nuclear plant

NEW DELHI, MAR 4 (AGENCIES): Russian military forces have entered the site of the Zaporizhzhia nuclear plant in southeastern Ukraine that caught fire overnight during heavy fighting. Reuters reported that forces had “seized” the power plant, Europe’s largest with 15 reactors.

Ukraine’s State Nuclear Regulatory Inspectorate said in a statement: “Currently, the site of the Zaporizhzhia NPP is occupied by the military forces of the Russian Federation.”

Ukraine’s nuclear power operator Energoatom said via Telegram that “the administrative building and the checkpoint at the station are under occupiers’ control”.

The statement said there were dead and wounded among Ukrainian defenders, but “the plant’s staff continues to work on power units, ensuring the stable operation of nuclear facilities”.

The blast occurred at an Imambargah located near the Qissa Khwani Bazaar area of Peshawar when the worshippers were offering Friday prayers.

Britain gets first ‘smart’ prison with no window bars, gadgets LONDON, MAR 4 (PTI): Britain’s first “smart” prison designed with smart technology and with no bars on windows opened on Friday, as a project expected to drive down crime and more offenders into jobs.

The cells at Her Majesty’s Prison (HMP) Five Wells at Wellingborough in Northamptonshire, central England, will be called “rooms” and inmates “residents” by prison staff as part of the rehabilitation process.

The 1,700-capacity prison will also feature a gym, snooker table, table tennis table and a computer tablet to help prisoners gain new qualifications. The UK’s Department of Justice (DoJ) said it is the first jail in the country to have been designed with education, training and jobs for prisoners on release as its main purposes – factors it says are proven to cut crime and reduce reoffending.

“HMP Five Wells is a flagship example of this government’s plan to create secure and modern prisons that cut crime and protect the public,” said Dominic Raab, UK Deputy Prime Minister and Justice Secretary.

“From drug-recovery centres that employ abstinence-based treatment to world-class prisoner training

courses, this smart prison is designed to tackle the key obstacles to cutting reoffending and making our streets safer,” he said.

The new prison has been under construction since May 2019, with the first inmates or “residents” arriving there last month.

The prison’s smart design involves offenders being housed in X-shaped blocks, with wider, shorter corridors and fewer prisoners on each wing so prison staff can see all cells and offenders quickly at any one time.

Cells will have ultrasecure, bar-less windows to put an end to drones bringing illegal drugs, phones and weapons into jails, the DoJ said.

“Prisoners will have in-cell tablets to access education and learning from inside their cell, kitted out with stringent and robust security to ensure they are not abused, and cutting-edge body scanners will prevent contraband from wreaking havoc on the wings,” the DoJ said.

The government said that it is working in direct partnership with local employers to offer 500 on-thejob training places through release on temporary license, leading to readymade jobs for ex-offenders once back in the community.

BRICS bank put all new transactions on hold in Russia due to Ukraine crisis BEIJING, MAR 4 (PTI): The New Development Bank (NDB) of the BRICS bloc has put all new transactions in Russia on hold citing the “unfolding uncertainties and restrictions”, amidst the Ukraine crisis.

The NDB’s move came a day after the Asian Infrastructure Investment Bank (AIIB) put on hold all its projects in Russia and its ally Belarus.

“The New Development Bank (NDB) applies sound banking principles in all its operations, as stated in its Articles of Agreement”, a statement by the bank posted on its website on Thursday said.

“In light of unfolding uncertainties and restrictions, NDB has put new transactions in Russia on hold”, it said. “NDB will continue to conduct business in full conformity with the highest compliance standards as an international institution”, it said.

The NDB was established by Brazil, Russia, India, China and South Africa (BRICS) to mobilise

resources for infrastructure and sustainable development projects in BRICS and other emerging economies and developing countries.

On Thursday, the China-based AIIB put on hold all its projects in Russia and its ally Belarus.

The bank’s decision was regarded as noteworthy considering that Russia is its third-largest shareholder.

India is the second-largest shareholder after China.

Former RBI Governor Urjit Patel is the Vice President for Investment Operations of Beijing headquartered in AIIB. The bank is headed by former Chinese Vice Minister for Finance, Jin Liqun.

“Our Bank is actively monitoring the situation and assessing its impact on AIIB’s operations and our members’ economies” as the Ukraine war unfolded, a press release posted on the bank’s website said.

Correspondent KOHIMA, MAR 4 (NPN): A new team of executives for Kohima District Football Association (KDFA) for the tenure 2022-25 headed by Mathew Yhome was inducted during a change of guard ceremony at 2K Hotel, here on Friday.

Outgoing president, Neibou Sekhose, who is also the president of Nagaland Football Association (NFA), in his remark congratulated the new team at the same time urged them to give their best for the upliftment of the game and also the players.

While sharing his experiences heading the associations, Neibou said it should always maintain neutrality among sportspersons especially during its participation in football events or organising one.

He challenged the team to strive to unite players through the sport not just in

the district but even in the whole State.

Neibou pointed out that since KDFA was based in the State capital, the team members should be broadminded and modest while conducting events or providing platform to sportspersons.

He suggested that football events should be conducted with standards at par with the rest of the country without any compromise on the welfare of the upcoming players.

Neibou further encouraged KDFA to be a sturdy pillar for NFA as the latter strives for the growth of the game in the State.

Incoming president, Matthew Yhome in his short remark vouched for reformation of the association. He assured that the new team would do it’s best to promote the sport and also look into the wellbeing of the players.

Spin legend Shane Warne dies of 1st Test: Pant misses ton; India 357/6 on day 1 suspected heart attack in Thailand

MOHALI, MAR 4 (IANS): Half-centuries hit in contrasting styles by Rishabh Pant (96 off 97 balls) and Hanuma Vihari (58 off 128 balls) powered India to a formidable 357/6 against Sri Lanka on day one of the opening Test at the IS Bindra PCA Stadium on Friday.

It was a day where all the Indian batters got starts after Rohit Sharma won the toss and elected to bat first, but could not translate into big scores, except Pant and Vihari. Sri Lanka stopped Virat Kohli from reaching a fifty in his landmark 100th Test but couldn’t stop Vihari and Pant from making a big impact with the bat.

Their bowling attack, which had three seamers and one specialist spinner, was in complete contrast to the three spinners and two pacers picked by India on a pitch that had grass all over except the full-length area.

India were quick in racing to 62/1 at the end of the first hour in a totally dominant show by the opening pair of Rohit Sharma and Mayank Agarwal. The

duo made the most of the wayward line and length from Sri Lanka bowlers, who struggled with keeping the run-flow and no-balls in check.

But Sharma fell while trying to pull off Lahiru Kumara to fine leg, falling yet again while trying to unfurl his favourite shot after doing so twice in the over.

Vihari, coming in at number three for the first time in Tests, began well with delightful shots on both sides of the wicket.

Vihari continued to grow comfortable at number three while seeing Agarwal prod forward and be beaten on the inner edge off Lasith Embuldeniya.

Losing two wickets in quick succession pushed India on the back-foot. But Pant, promoted to five in order to counter Embuldeniya, walloped the left-arm spinner over long-on and added a 53-run partnership with Shreyas Iyer to take India

out of a tricky situation. Sri Lanka’s troubles increased when Kumara walked off the field without completing his over. B ut part-time off-spinner Dhananjaya de Silva separated the duo by getting one to spin back in from round the wicket and beat Iyer’s inside edge to trap him plumb lbw in front of stumps.

Pant then got support from Ravindra Jadeja, who stole boundaries off de Silva and Embuldeniya. The lefthander was unafraid to play the waiting game while showing signs of aggression to get boundaries in order to reach his fifty in 73 balls.

From there, Pant shifted gears in blazing fashion, dancing down the pitch and lofting twice over long-on and deep mid-wicket for back-to-back sixes. Pant then cut Embuldeniya twice through cover and point to take 22 runs off the over.

MELBOURNE, MAR 4 (PTI): Former Australia spinner Shane Warne, who redefined the art of spin bowling to become one of the greatest in international cricket, has died of a suspected heart attack in Thailand, his management said on Friday. He was 52 and is survived by two daughters and a son.

Warne’s management released a brief statement to the Australian media, saying that he passed away in Koh Samui, Thailand and the reason could be a suspected heart attack. Koh Samui is popular among tourists and is the second largest island in Thailand.

“Shane was found unresponsive in his villa and despite the best efforts of medical staff, he could not be revived,” the statement reported by various media outlets here said.

“The family requests privacy at this time and will provide further details in due course.”
