Agencies/Spl. Correspondent
NEW DELHI, MAR 9 (NPN): The exit poll results for the recently concluded assembly elections have projected Uttar Pradesh to be heading towards a hung assembly with BJP in lead. Punjab is the predicted to have given Aam Aadmi Party a clear majority in the state. However, some political pundits say that BJP could emerge as the singlelargest party in three of five states, including Uttar Pradesh, which voted to elect new assemblies over the past month. On the other hand Congress and Aam Aadmi Party were locked in a tight race in Punjab and the country’s principal opposition party was battling with the BJP to retain power in Manipur and Uttarakhand. Some political pundits in Manipur have given a clear mandate to O. Ibobi, coming to power with a thumping majority. But polls were split over Manipur, with one giving a majority to the BJP and the other to the ruling Congress. The results, officially out on Saturday,

would be seen as a referendum on Prime Minister Narendra Modi’s policies, including the shock recall of Rs.500 and Rs.1000 rupee notes – a decision that opposition parties slammed as anti-poor and turned into a poll plank. The five state polls are also billed as a virtual semi-final to the Parliamentary Elections in two years (2019), and the results are likely to shape both upcoming presidential elections and policy formation. the forecasts come true on March 11, the BJP-led central government could give a fresh impetus to politically unpalatable economic reforms, especially those in the labour sector. Exit polls have frequently gone wrong in the past, including in Bihar and Delhi in 2015. Analysts say states with diverse populations and complex caste, community and religious affiliations tend to throw pollsters off. Some of the polls pre-
dicted ranges of seats while others gave absolute numbers without mentioning any error margin. In UP, where the BJP is seeking to regain power after 14 years, all exit polls forecast a hung assembly. Two gave the BJP a clear advantage over its nearest rival, the Samajwadi PartyCongress alliance, while two others predicted a close fight between them. The Bahujan Samaj Party (BSP) was seen as a distant third in all four exit polls available for the 403member house. In the event of the polls throwing a hung assembly in UP, post-poll re-alignments of political forces could not be ruled out. In a Facebook Live conversation with BBC Hindi on Thursday, UP chief minister Akhilesh Yadav was ambiguous about the possibility of the SP joining hands with the BSP to keep the BJP out of power. “No one will want President’s Rule in UP and that the BJP governs the state through a remote control,” he said in a cryptic reply to a query about the possibility of a post-poll ar-
rangement with the BSP. The BJP was seen as surging ahead of the rivals in Goa and Uttarakhand as well. In Punjab, all exit polls unanimously predicted a drubbing for the ruling Shiromani Akali Dal-BJP combine. But the polls were divided on whether the Congress or the Aam Aadmi Party, which is fighting its debut assembly election in the state, will form the next government. Two exit polls predicted a photo-finish while two others were split between the Congress and the AAP in the 117-member assembly. The halfway mark is 59. In Uttarakhand, the BJP looked set to dislodge the Congress as four out of five exit polls gave a clear majority to the saffron party. One poll forecast a close fight in the 70-member legislature. Three exit polls suggested that the BJP could retain power in Goa. The AAP, which ran a highvoltage campaign in its debut outing in the state, was seen as failing to have had an impact in the 40-member assembly.
‘Initiate separate talks with NNPGs’
Leaders of the NNPGs and NGBF after the joint meeting on Thursday.
DIMAPUR, MAR 9 (NPN): Nagaland GB Federation (NGBF) has pitched for initiating a separate political dialogue between the Government of India (GoI)and Naga National Political Groups (NNPGs) of present Nagaland state. This was contained in a joint statement issued to the media after a joint meeting between ‘Working Group’ of Naga National Political Groups and NGBF held at Dimapur on March 9, 2017. The signatories said NGBF, after having understood the official position of the GoI that integration was
not possible, maintained that “Naga nation rebuilding must begin earnestly.” In this regard, NGBF had come to a conclusion that “a separate political dialogue must be initiated between GoI and NNPGs of present Nagaland state for an acceptable and honourable political solution for mainland Nagas,” they said. The house also pointed out that the ultimate desire of the Naga people was to live and progress as free independent people and until such time arrives, solution for mainland Nagas will go a long way in strengthening
the Naga identity, preserve and promote emotional integration among Nagas in India and Myanmar.” The statement was signed by NGBF president, I. Shanlem Konyak and general secretary Shikuto Zalipu and NNPGs represented by GPRN/NSCN ato kilonser and convenor WG, N. Kitovi Zhimomi; NNC parent body general secretary & co-convenor, V Nagi; NSCN (R) president & co-convenor, Wangtin Naga; NNC/NPGN & coconvenor, Hozheto Chophy and NNC/GDRN & coconvenor, Kiumukam Yimchunger.
power CM invites NTAC, JCC for dialogue Amend, repeal NM Act; revoke NLA Unscheduled interruption: Deptt Says, issues can be resolved only resolution: JCC and NTAC demand through free & frank deliberations D imapur , M ar 10 (NPN): Nagaland chief minister Dr. Shürhozelie Liezietsü has invited members of the Joint Coordination Committee (JCC) and Nagaland Tribes Action Committee (NTAC) for a free and frank dialogue to remove whatever misunderstanding between the government and the apex tribe bodies over ULB elections. Media cell in the CM’s Office informed that the chief minister extended the invitation on Thursday, when a four-member delegation of NTAC/JCC led by NTAC co-convenor Neivor Rutsa and JCC co-convenor Vekhosayi Nyekha called on him to submit a memorandum. Against the backdrop of recent events, the chief
minister told the 4-member delegation that at times, mistakes could be made while trying to do things with the best of intentions. He however said all these can be resolved through free and frank discussion among all stake holders in the best interest of society at large. Dr. Shürhozelie reiterated that problems could be solved together and leaders need to be more patient and steady to resolve differences. He assured that the government would do whatever best in the interest of the people as nobody gained from the recent unpleasant developments. Dr. Shürhozelie said the government exercised maximum restraint as confrontations with people
benefitted no one. He also urged upon the NTAC/JCC leaders not to harbour negative feelings but “come forward for more discussions” on what was good for Naga society. The chief minister said population of Nagaland was hardly the size of even a single colony in major metropolitan city so Nagas should live together as a people and family, rather than segregating themselves in to communities and organisations. He said while politics could be dirty at times and where some take advantage of situations, yet leaders should be reminded that problems should be solved by them and not by others. The NTAC/JCC delegation congratulated Dr. Dr. Shürhozelie on assuming office of the highest political position and also wished him well.
Dimapur, Mar 9 (NPN): Nagaland Tribes Action Committee (NTAC) and Joint Co-ordination Committee (JCC) have urged upon chief minister Dr. Shürhozelie Liezietsü to amend/ repeal the Nagaland Municipal Act, 2001 by constituting a committee/law commission to recommend amendment or repeal of the above Act within three months and during which, no election to ULBs in Nagaland be held “in the best interest of all concerned.” The joint memorandum signed by NTAC convenor K.T Vilie and and JCC convenor Supu Jamir was submitted to the chief minister on Thursday. The memorandum reminded that the recent unrest and turmoil arose because of holding elections to Urban and Local Bodies (ULBs) resulting in loss of lives and huge loss to government. They said all these happened because holding of ULB elections was against the wishes of the people. NTAC and JCC pointed out that the Nagaland Municipal Act 2001 was “nothing but a bag of borrowings from other
municipal laws, which do not suit the cultural and social practices of the Nagas.” Therefore, they said that remedies were needed in order to have a sound and comprehensive legislation to suit its applicability in Nagaland. In this regard, they pointed out that both were formed at a coordination meeting of all apex tribe hohos on February 7,2017 at APO Hall Kohima and where it was resolved that ULB election in the state should not be held “until and unless a thorough amendment” is made to the Nagaland Municipal Act 2001 which would safeguard the powers and privileges conferred under Article 371A of the constitution of India. They further pointed out that at the March 3,2017 joint co-ordination meeting of tribal hohos endorsed the NTAC and JCC to pursue the above objective. It was also resolved that the resolution of the Nagaland legislative assembly on November 24,2016 in connection with ULB elections be revoked lest it has far reaching adverse consequences for Nagaland in the long run.
CMO slams NPCC’s statement; NPF clarifies on legislators’ speeches DIMAPUR, MAR 9 (NPN): Drawing attention to the recent statement of the Nagaland Pradesh Congress Committee (NPCC), the Chief Minister’s Office (CMO) media cell said NPCC had made “a mountain out of a molehill” while referring to the statements made by legislators who had expressed their sympathies with the former chief minister for vacating the CM’s seat. CMO said chief minister Dr. Shürhozelie Liezietsu was of the view that “no individuals/ political parties should try to create misunderstanding and confusion in the minds of the general public” when there was complete understanding and harmony amongst NPF and DAN Legislature parties. It said unlike the Congress, which used to have someone calling the shots from behind the Prime Minister as the world witnessed in the UPA regimes, the DAN government was clear who the chief minister was and what his roles and responsibilities are. “And there is no question
of a dual chief minister in the state,” CMO stated. Reacting to comment on “bankruptcy of leaders in the NPF party,” CMO said NPCC should “look into its own party organization, which was now devoid of most of the party stalwarts who had deserted the sinking ship and have now formed a new political party.” Much to the disappointment of few Congress leaders, having nowhere else to go, CMO said they were still clinging to the last straw that is the Congress party. CMO said Congress’s reaction to one of the legislators comment that ‘the NPF party will remain till the second coming of Christ’, “could either be an indication of their insecurity of being reduced to a moribund and almost defunct political party throughout the country, or a public display of their utter lack of issues which are in the public interest.” It further advised Congress that “as national political party, at least in name,” should exhibit maturity in their statements in future.
NPF defends MLAs Correspondent
KOHIMA, MAR 9 (NPN): In an attempt at damage control on recent statements made by ministers and parliamentary secretaries at a function in Ngalwa, Peren district, NPF spokesperson Achumbemo Kikon alleged that the speeches were quoted out of context since they spoke in Nagamese for the benefit of the audience. Addressing media at hotel Japfu Thursday evening, Kikon denied that were was any leadership crisis within the ruling NPF. He said the legislators had only expressed the high regard for former chief minister T.R Zeliang as his political career has not ended but still a long way to go. Kikon said Zeliang’s sacrifice should be recognized and respected. On the proposal for formation of an organisation for Nagas of Nagaland, the former NSF president said as for the NPF, its constitution had clear aims and objectives which covered all contagious Naga inhabited areas and stood for the
entire Nagas wherever they are. Kikon reminded that Nagas were divided by artificial boundaries without their consent with a major chunk in Myanmar. Nagas in India were educated and able to progress whereas Nagas in Myanmar lived in pathetic conditions. In this regard, he said Nagas in north east India were collectively responsible in not forgetting about their brethren in Myanmar. Therefore, he opined that by articulating about Nagas of Nagaland “it is unfair and we are going backward” and that a wider perspective was needed. He also said Nagas of Nagaland were far ahead of other Nagas in the north east from a political point of view and therefore, they had to uplifted otherwise the “purpose the purpose of Naga movement would be defeated”. Hitting out at the recent event, Kikon lamented that yesterday Nagas/individuals were demanding that underground should not threaten people but the movement of the civil societies were becoming more violent than the undergrounds and should be discouraged.
He maintained that NPF party strived to uphold the inherent rights of the Nagas and also the provision of the article 371 (A) and at the same time also promote and uphold women’s rights. He added “we have to go along with the change of time”. Kikon expressed optimism, that in the days to come, Nagas as a whole, would come to terms and will be able to sail through. On the demands made NTAC and JCC, Kikon said they ought to be reasonable and not to judge any till proven guilty while referring to demands that forced T.R. Zeliang to resign. Kikon said it was regretful and discouraging to see that civil societies acting in an uncivilized way and reiterated on the need to act in a democratic way. On NPCC’s statement, hitting out at “all NPF legislators” for supporting T.R.Zeliang even if he were to return as chief minister, Kikon said every citizen has the right to criticize yet “they hold no water”. Kikon also assured to take up the matter with the highest office, the issue of Kohima Press Club office, which was burned during the February 2 incident.
