BJP MLAs along with other newly elected legislators of the NPP and NPF call on Manipur Governor Najma Heptulla to stake claim on Sunday night.

Correspondent

Imphal, Mar 12: Manipur is all set to have its first-ever BJP coalition government after the party managed to steal a march over the Congress by netting the lone All India Trinamool Congress (AITC)member and defection of a Congress legislator and expecting the lone independent MLA Ashab Uddin from Jiribam to be brought to its camp. The independent candidate, Ashab Uddin, who won from Jiribam A/C turned was the target of both the Congress and BJP upon arrival at Imphal Airport Sunday afternoon.

JCC reminds govt Staff Reporter

DIMAPUR, MAR 12 (NPN): Joint Coordination Committee (JCC) on Sunday reiterated the demands put forth by Nagaland Tribes Action Committee (NTAC) and the JCC to amend/ repeal the Nagaland Municipal Act, 2001 by constituting a committee/law commission to recommend amendment or repeal of the above Act within three months and during which, no election to ULBs in Nagaland be held “in the best interest of all concerned.” This was stated in the joint memorandum signed by NTAC convenor K.T Vilie and and JCC convenor Supu Jamir, which was submitted to the chief minister on Thursday. Meanwhile, JCC has clarified that the demand for suspension of former Dimapur Commissioner of Police, DC Longleng and erring IRB/police personnel was made since it was the norm, as per government service rules, to suspend an official(s) to show that a fair and impartial inquiry is conducted. In this regard, JCC further made it clear that they were not against any particular official/personnel, but for the government to deliver justice to the bereaved family members of the two slain youths.

Ashab arrived at Imphal Airport from Silcher of Assam this afternoon, around 1 pm along with state agriculture minister Md Nasir who was reelected from Lilong A/C of Thoubal district. However, he was taken to Guwahati by a special flight after a chaotic situation erupted between the BJP and Congress leaders which include elected legislators at the airport over taking the elected independent legislator in their camp. Reports said that he has to confine himself in the lobby room of the airport as he was not in a position to out from the airport

where large numbers of Congress and BJP leaders were there. The BJP won 21 seats while Congress won 28 seats in the 60member house. However with North East Democratic Alliance (NEDA) partners, the BJP tally rose 21+ NPP 4 + NPF 4+ LJP 1+AITC 1+ Ind 1+ 32 legislators. With the BJP already executed its plan of ‘mukt Congress’ with a combination of resources, power and planning, the worse was in store for the Congress when its legislator T Shyam Kumar pledged his loyalty to the BJP on Sunday. This has only livened up the prospects of forming a BJP-led government in Manipur. The resignation of rival party MLAs who then contest on BJP tickets is an old BJP strategy which it carried out with success in Karnataka. Shyam Kumar, the Congress MLA from Andro constituency, will resign and contest on a BJP ticket which means he will be disqualified, bringing down the total number of Manipur Assembly to 59. Thus, the effective majority now will go down to 30, allowing the BJP to form the next government comfortably. Apart from Shyam Kumar, AITMC MLA Rabindro on Sunday also joined the BJP-led alliance. With Rabindro’s joining,

Remarks of MLAs slammed DIMAPUR, MAR 12 (NPN): ‘The Citizen Believers’ (TCB), a recently formed body comprising of Christian professionals from various fields, at a meeting on Sunday, deliberated on matters of both public and spiritual concerns with regard to the situation in Nagaland. In a press note issued by its media cell, TCB drew attention to statements made by NPF legislators which it described as shocking and blasphemous. It pointed to recent statement made by minister of Rural Development, CL John (as quoted by NPF media & press bureau) that the “NPF would continue till the second coming of Christ.” TCB said it was shocking that the minister could make such a “blasphemous statement” equating the NPF party with the second coming of Christ. TCB has therefore asked CL John to make an “unqualified apology to the

people of Nagaland and the Church and also urged upon his Church authorities to take note of this issue.” TCB also took serious note of the statement made by parliamentary secretary for Housing, Er. Levi Rengma on July 9, 2016 at the get-together cum picnic organized by Jalukie Valley Youth Organization at the JSU’s Central Park when he said: “It is God’s decision to make T.R. Zeliang the chief minister and to go against him would be going against the will of God.” Such “cheap statements” that shamelessly used God in political speeches, were utterly blasphemous and which ought to be condemned by all, it said. TCB further questioned the silence of the Church to such remarks. It vowed to remain vigilant against anyone who indulges in making a mockery of Christian tenets in order to place facts before public for scrutiny.

the strength of BJP has gone up to 32 (31+1). The formation of BJP led coalition government in the state will be decided after BJP national leader and Union human resource development minister Prakash Javadekar arrived at Imphal. He will be arriving tomorrow (Monday), he added. Earlier, state BJP today extended red carpet to party’s elected candidates in a function held in Imphal’s Hotel Grande in which Ram Madhav, NEDA convener Himanta Biswa Sarma and state president K Bhabananda also attended.

NPP, LJP extend support

BJP, which won 21 seats in the assembly elections held earlier this month, achieved the vaunted 31-seat mark earlier in the day with the support of its ally Naga People’s Front (NPF) (4 seats), and the NPP (4 seats), LJP (1) and one Independent. On Sunday, the BJP-led alliance meet Manipur Governor Najma Heptulla to stake claim to form the new government in the state with the support of the NPP and the LJP. The Number Game: The ruling Congress finished as the singlelargest party, but three short of a majority while the BJP with 21 seats was 9 short of a majority in a hung Manipur Assembly.

Parrikar chosen as new Goa CM

PANAJI, MAR 12 (AGENCIES): BJP on Sunday staked claim to form the next government in Goa with the support of the NCP, smaller outfits and Independents. The saffron party has announced that Union defence minister, Manohar Parrikar will be the chief minister of the coalition government. Parrikar will resign from the post before taking oath as the Goa CM. This was also confirmed by Union minister and the BJP’s election in-charge for Goa, Nitin Gadkari. “Parrikar will resign as the Defence Minister before taking oath as Chief Minister of Goa,” Gadkari said. Parrikar earlier today met Goa Governor Mridula Sinha in evening with the letters of support from three members each of the Goa Forward Party (GFP), the Maharashtrawadi Gomkantak Party (MGP), two Independents and lone NCP MLA, taking the tally of the coalition to 22. With this, the BJP which has won 13 seats has cobbled up the requisite number needed to reach the magic figure in the 40-member House which

Manohar Parrikar

had thrown up a hung verdict, though the Congress has emerged the single largest party with 17 seats. Goa Governor Mridula Sinha on Sunday appointed Defence Minister Manohar Parrikar as the new Chief Minister of Goa. Parrikar has been asked to prove majority on the floor of the Goa Legislative Assembly “15 days after administration of oath of office and secrecy”, a letter issued by Secretary to the Governor Rupesh Kumar Thakur said. While addressing a press conference soon after his meeting with the Governor, Parrikar said that the date of swearingin ceremony will be announced shortly.

NPA reminds govt to implement NJWS

Acharya and chief minister Dr. Shrühozelie Liezietsu on Sunday greeted the Hindu community in the state and the country on the occasion of Holi. Governor called upon the people to let this festival strengthen the secular fabric of the nation and foster unity, fraternity, joy and togetherness among the people. He also hoped that joyous spirits of Holi would rejuvenate and strengthen the age old bond of love, harmony and understanding in the society and keep all sections of the people united. In his message, Shrühozelie said, “Holi is one of the major festivals in Hindu culture but the warmth, fun and togetherness makes this festival transcend the boundaries of culture and religion”. He expressed hoped that the festival celebrated with traditional fervor and gaiety will bring peace, happiness and prosperity to all.

DIMAPUR, MAR 12 (NPN): Nagaland Press Association (NPA) has once again reminded the state government to “fully implement and operationalize the Nagaland Journalist Welfare Scheme (NJWS) effective from 2017-2018 financial year. This was resolved at the meeting of the NPA executive body and members on March 11 held at hotel Saramati. In this regard, NPA has asked the government to demonstrate its political will towards this end by allocating the financial requirements during the upcoming Budget Session. Among several resolutions adopted by the house, NPA general secretary Along Longkumer said house also revisited the issue regarding accreditation policy. The house urged upon the government to empower media persons in the state with accommoda-

tive spirit. It also suggested that the government initiate a “consultation process with the media fraternity” in order to come out with an acceptable policy. Further, the house took serious note of the rising intimidation and threats made against media houses in Nagaland. “While, the NPA resolves to be a responsible and accountable medium in upholding the freedom of speech and expression, it affirms to be resolute against forces that threaten to reduce the democratic space of media houses, and will not be pressured into publishing press statements/articles/news,” the house affirmed. In order to further strengthen the media fraternity of the state, the house also proposed that a consultation meeting of Nagaland’s media fraternity be held at the earliest.

In this regard, NPA’s interim executive body was entrusted to formulate a plan to organize the consultation meeting of all sections of the state media fraternity. The house also resolved to appeal all media houses/newspapers to encourage their staff-working journalists and non-journalists, including technical staff, to actively take part in strengthening the NPA. In order to keep the media fraternity informed and updated with new learning, NPA has also decided to organize an orientation program for journalists in Nagaland this year. Lastly, the NPA, which is currently being managed by the interim body, has decided to hold the general body elections at the earliest possible time.

We will back any non-Cong party in Manipur: NPF KOHIMA, MAR 12: The Naga People’s Front (NPF) will support any non-Congress party to form the new government in Manipur, an NPF official said on Sunday. The Naga People’s Front bagged four seats yesterday in Manipur elections, which threw up a hung assembly with the ruling Congress bagging 28 of the 60 seats and the BJP making giant strides to muster 21. “We are an alliance of NDA and therefore we will support the North East Democratic Alliance, which comprises non-Congress parties even in Manipur,” NPF spokesperson Achumbemo Kikon told PTI. Achumbemo asserted that NPF will not join the Congress even if approached to form the government in the state, maintaining the party’s earlier stance to rid the region of Congress. The candidates who from NPF ticket include-K Leishiyo, Khashim Vashum, Losii Dikho and Awangbow Newmai.

BJP subverting democracy: Cong NEW DELHI, MAR 12 (IANS): As BJP staked claim to forming a new government in Manipur, Congress on Sunday accused it of “playing a dangerous game of subverting democracy” and abducting an Independent MLA from Manipur by misusing the Central Industrial Security Force (CISF) at Imphal airport. “BJP is now misusing CISF and airport authorities to detain and abduct independent MLA Asab Uddin at Imphal airport and take him to Kolkata,” Congress spokesperson Randeep Singh Surjewala tweeted. Surjewala said: “Asab Uddin is travelling with minister Sh. Nasir. Federalism and rule of law being murdered in broad daylight by Modi government.” He said that according to the Constitution and norms, the singlelargest party is always invited to form the government.

Assembly poll results make Prez race easy for BJP UNTABA wants restoration LUCKNOW MAR 12 (PTI): The BJP’s decisive victory in Uttar Pradesh and Uttarkhand assembly polls will empower the saffron party in the selection of the next presidential candidate when Pranab Mukherjee retires in July. The BJP, which has a thumping majority in the Lok Sabha, having 281 MPs in the House of 543, needed extra numbers to have the candidate of its choice in Raisina Hills when the incumbent demits office on 25 July, 2017. Pranab Mukherjee’s successor will be elected by an electoral college comprising members of both houses of Parliament and elected members of the assemblies of 29 states plus the national capital territory of Delhi and the Union Territory of Puducherry. BJP is already in power in Maharashtra, Gujarat, Haryana, Chhattis-

garh, Jharkhand, Madhya Pradesh and Assam and in coalition with the PDP in Jammu and Kashmir and with TDP in Andhra Pradesh. Now with Uttar Pradesh and Uttarakhand in its kitty with a huge majority, the BJP is now in a better position to see its candidate through to the office of president. Having a person of its choice in Rashtrapati Bhavan will be helpful to the party if it needs support in complicated political situations besides getting formal assent to laws passed by Parliament. The win in UP is especially significant because UP Assembly members carry the maximum value of votes in a presidential election, given the fact that the state is India’s most populous. The value of a vote of an elected state legislator is

equivalent to the population of the state divided by the number of elected legislators divided–yet again–by 1,000. Also falling vacant in August is the vice president’s office with incumbent Mohammed Hamid Ansari completing his second fiveyear term. While the BJP will be certain to nominate one of their own candidates for the post of president, the post of vice president could go to an ally. The BJP in 2002 got its nominee—former Rajasthan chief minister Bhairon Singh Shekhawat—elected to the post of Vice President. The BJP hopes that the good show in the elections will also help it on the Goods and Services Tax (GST) Bill. The Goods and Services Tax, considered to be country’s biggest reform

measure in two decades has been pending since 2015 because for lack of cooperation from Congress in the Upper House of Parliament where the BJP is short in numbers. For passage of the bill in the Rajya Sabha, there is a need that the number of MPs opposing it comes down. Now, with the massive majority in UP and Uttarakhand, BJP hopes to send maximum number of its candidates to Rajya Sabha during the biennial elections to the Upper House. The changed scenario will pave way for more BJP Member of Parliaments in the Rajya Sabha by the end of July with upcoming retirements. Initial discussions in the BJP had catapulted veteran party leader Murli Manohar Joshi and External Affairs Minister Sushma Swaraj as top favourites.

Infor med sources, however, say the names of two other women politicians are also doing the rounds -- Lok Sabha Speaker Sumitra Mahajan and Jharkhand Governor Draupadi Murmu. Interestingly, L.K. Advani, once a staunch backer of the man who is today Prime Minister, is not being considered for the post of head of state that will fall vacant in July. The electoral college which elects the President is made up of 4,896 legislators-- 776 Lok Sabha and Rajya Sabha members and 4,120 MLAs. All MPs have an equal vote value of 708 while that of MLAs depends on the population of the state. The BJP-led National Democratic Alliance would require around 75,000 more votes to ensure that its nominee wins the presidential poste.
