IMPHAL, MAR 13: Former congressmen, Nongthongbam Biren Singh, who resigned from the Congress in the run up to the recently concluded elections to 11th Manipur Legislative Assembly, is all set to become the chief minister of Manipur. Biren was on Monday elected as BJP’s legislature party leader after a marathon meeting held at Imphal’s Hotel Grande, which was attended by some national leaders of the party including BJP national vicepresident, Dr. Vinay Sahasrabuddhe, party election incharge of Manipur, Union MHRD minister, Prakash Javadekar, and Union MoS power, Piyush Goyal. After the meeting, Piyush Goyal, who attended the meeting as party observer, announced the election of N Biren as BJP legislator party leader. “Biren would lead the formation of BJP-led government in Manipur. He has been elected unanimously the leader of the newly elected legislators of the BJP,” he announced to the media gathering at the meeting venue late afternoon.

Soon after the meeting, Biren accompanied by national leaders led the legislators of the party to Raj Bhavan where they called on with the Governor to stake majority claim and to form the government. Besides BJP legislators, Biren was accompanied by 10 elected legislators, four each from NPP and NFP and the lone LJP legislator and defected Congress legislator Th Shyamkumar. The elected AITC and independent legislators were not part of the Biren-led team. Biren was a minister

in the first two terms of Ibobi-led Congress government. Not only minister, he was also one of the powerful Congressmen and troubleshooters of Ibobi government until he left the party.

by tomorrow, submitted his resignation papers to the Governor, Deputy Chief Minister Gaikhangam told PTI. Singh has been arguing that Congress being the single largest party with 28 seats, he should be given the first opportunity to form the government. “I am ready for a floor test and I have the numbers with me,” said Singh. Heptullah, however, said earlier that she could only start the process of government formation once the incumbent chief minister resigned as per norms.

In Manipur, the Congress was in power and we were only two seats short of majority and we were the single largest party. The Governor is to be equally blamed for this kind of conspiracy,” Congress leader Veerappa Moily told ANI. He added that the Constitution has been violated. “The Constitution says that even if there is a majority by any one party, the single largest party’s leader is called. That is given the first option to form a government. But here that has not happened in Manipur,” Moily added. He further said that it is incumbent on the part of the Governor to call the Chief Minister and only if he fails to form a government then the option could be given to the next. “This basic convention of

the Constitution and the well tested process has not been adopted by the Governor. She was waiting for the BJP to manufacture,” he asserted. Continuing his tirade against the BJP, Moily said Prime Minister Narendra Modi was expected to be more magnanimous with a success in Uttarakhand and Uttar Pradesh. “But the Prime Minister has demonstrated dirty greediness to capture power. He forgets that Manipur is the most sensitive state and that Congress built the integral part of this state,” he added. He further said that the antidefection law which is the part of the Constitution has been broken and violated. “They think that they can make India free from Congress by misusing law. BJP president Amit Shah said that even if they did not get the majority they will make it through, which means the conspiracy has been designed,” Moily said. Union Power Minister Piyush Goyal said the decision is unanimous and the BJP would soon move to stake claim to form government in the state.

Plea in SC to stop Parrikar from being sworn-in as Goa CM New Delhi, Mar 13 (AGENCIES): The Congress on Monday moved the Supreme Court to stop Manohar Parrikar from taking over as Goa Chief Minister on Tuesday. The Supreme Court has agreed to urgently hear the Congress party’s petition, as per ANI reports. The Congress will also raise the issue of government formation in Goa and Manipur in Parliament tomorrow. The party moved the apex court against Goa Governor’s decision to invite Parrikar to form government in the state, despite the Bharatiya Janata Party (BJP) emerging as the second largest party. The Congress claimed that the Governor should have invited them to form government, as they are the single largest party with 17 seats. The petition for urgent hearing was mentioned before Chief Justice of India J.S. Khehar. Incidentally, Parrikar is slated to take oath as Goa Chief Minister tomorrow. President Pranab Mukherjee, as advised by Prime Minister Narendra Modi, has accepted Parrikar’s resignation from the Council of Ministers, with immediate effect, under clause (2) of Article 75 of the Constitution. The BJP, which failed to cross the half-way mark in the assembly polls with its tally dipping to 13 from 21, pulled off a coup yesterday by enlisting the support of the Goa Forward Party (GFP), Maharastrawadi Gomantak Party (MGP) and two Independents, to reach the magic figure of 21 in the 40-member house.

DIMAPUR, MAR 13 (NPN): Naga People’s Front (NPF) Central has termed as “absolutely false” the purported “rumours and speculations” doing the round that the NPF would not be a part of the non-Congress coalition arrangement in Manipur to provide an alternative government to the Congress party, and that the NPF Manipur unit put forth pre-conditions before joining the BJP-led coalition arrangement in Manipur. NPF central office through its Media & Press Bureau (M&PB) said the rumours were contrary to what the NPF president and Nagaland chief minister, Dr. Shürhozelie Liezietsu had said that the NPF would extend support to any non-Congress coalition arrangement/government in Manipur. M&PB reminded that the party was a major coalition partner of the North East Democratic Alliance (NEDA) formed in May 2016 in Guwahati. It said NEDA was launched with the declared aim of ridding the Congress party from the Northeast and to bring all-round development to the region under the leadership of Prime Minister Narendra Modi. Further, M&PB said the NPF has also been in alliance with the BJP and other non-Congress political parties in Nagaland since 2003 under the banner and nomenclature of Democratic Alliance of Nagaland. M&PB stated that the statement was being issued to clear doubts and rumours going on in Manipur, especially in political and media circles.

NEW DELHI, MAR 13 (AGENCIES): On Holi, the Reserve Bank of India did away with the weekly limits on cash withdrawals for Indians. The limits, imposed after Prime Minister Narendra Modi announced the demonetisation of the old Rs 500 and Rs 1,000 notes, were being gradually eased. Until last week, banks did not allow account holders to withdraw more than Rs 50,000 in a single week. News agency PTI, in a report from January, spoke to bankers who estimated that the cash withdrawal limit would be lifted by February-end. On March 10, Finance Minister Arun Jaitley had said that new currency worth more than Rs 12 lakh crore was in circulation. As a comparison, the total value of banned Rs 500 and Rs 2,000 notes was Rs 15.44 lakh crore on November 8, a day before the banknotes ceased to be legal tender. Meanwhile, the RBI and the Finance Minister

continue to be tight-lipped on the exact value or number of banned notes returned. Last week, answering a question in Parliament, Jaitley said it was difficult to give an exact figure on the number of defunct Rs 500 and Rs 1,000 notes deposited so far. “Every currency note has to be verified - whether it is genuine or fake. Then the genuine and fake notes have to be segregated. It is a very large exercise... Once the RBI completes the exercise, we will inform the House in details,” he said. The note ban, seen as a risky move, came just a couple of months before the five-state Assembly polls. However, the BJP’s swept Uttar Pradesh and Uttarakhand and is also set to form governments in Manipur and Goa, where it finished second-best to Congress. BJP leaders have credited the demonetisation move and last year’s surgical strikes as two of the factors responsible for the party’s performance.

NBBUSS activities banned in Assam Correspondent

Guwahati, Mar 13: Assam Police has ordered a precautionary ban on the Nikhil Bharat Bengali Samannay Samitee (NBBUSS) following acts of violence in Silapathar by Nagpur based group on March 6. The order means that NBBUSS will not be allowed to conduct any public meeting or activities. The public rally scheduled for Friday by NBBUSS has also been cancelled according to Assam DGP Mukesh Sahay. NBBUSS, a Nagpurbased organisation which has been active in Assam for the past two years demanding citizenship for the Hindu Bengalis immigrants of Bangladesh. Although the group maintained low key, only until now, on March 6,

more than hundred members of the NBBUSS ransacked and vandalised the Silapathar unit office of the All Assam Students’ Union (AASU). After protest by the AASU members against the violent attacks of the NBBUSS, the police arrested 27 members of the Bengali group directly involved with the violence. “The Silapathar public rally was the first public program of the NBBUSS. Since it is not a banned group, the authorities had granted permission earlier. Investigation is on to unearth whether the ransacking by the activists of the NBBUSS was preplanned or of it happened in the heat of the moment, ” said Sahay. Taking full precaution, the District police has been reportedly ordered to follow the stan-

dard operating procedure before allowing the holding of any public rally in the future. The police is also probing the funding trail of the group to reportedly ascertain its motives and activities. The police are also interrogating the arrested members of the group to find out more facts. Fearing any possible future incident of violence, as per Special Director General of Police, Kuladhar Saikia said that the Army has been kept on ‘standby’. Saikia said, “Already 14 companies of security forces are in Dhemaji district.” He further added that as at least 20 state police companies are returning after Manipur assembly elections, if required more police forces will be sent to the district.
