IMPHAL, MAR 13: Former congressmen, Nongthongbam Biren Singh, who resigned from the Congress in the run up to the recently concluded elections to 11th Manipur Legislative Assembly, is all set to become the chief minister of Manipur.

Biren was on Monday elected as BJP’s legislature party leader after a marathon meeting held at Imphal’s Hotel Grande, which was attended by some national leaders of the party including BJP national vicepresident, Dr. Vinay Sahasrabuddhe, party election incharge of Manipur, Union MHRD minister, Prakash Javadekar, and Union MoS power, Piyush Goyal.

After the meeting, Piyush Goyal, who attended the meeting as party observer, announced the election of N Biren as BJP legislator party leader. “Biren would lead the formation of BJP-led government in Manipur. He has been elected unanimously the leader of the newly elected legislators of the BJP,” he announced to the media gathering at the meeting venue late afternoon.

Soon after the meeting, Biren accompanied by national leaders led the legislators of the party to Raj Bhavan where they called on with the Governor to stake majority claim and to form the government.

Besides BJP legislators, Biren was accompanied by 10 elected legislators, four each from NPP and NFP and the lone LJP legislator and defected Congress legislator Th Shyamkumar.

The elected AITC and independent legislators were not part of the Biren-led team. Biren was a minister

in the first two terms of Ibobi-led Congress government. Not only minister, he was also one of the powerful Congressmen and troubleshooters of Ibobi government until he left the party.

Outgoing Manipur Chief Minister O Ibobi Singh resigned today after Governor Najma Heptullah said she could not start the process of government formation in the state that has got a hung Assembly, till he quits.

by tomorrow, submitted his resignation papers to the Governor, Deputy Chief Minister Gaikhangam told PTI. Singh has been arguing that Congress being the single largest party with 28 seats, he should be given the first opportunity to form the government.

“I am ready for a floor test and I have the numbers with me,” said Singh. Heptullah, however, said earlier that she could only start the process of government formation once the incumbent chief minister resigned as per norms.

The Governor is to be equally blamed for this kind of conspiracy,” Congress leader Veerappa Moily told ANI. He added that the Constitution has been violated. “The Constitution says that even if there is a majority by any one party, the single largest party’s leader is called. That is given the first option to form a government. But here that has not happened in Manipur,” Moily added.

He further said that it is incumbent on the part of the Governor to call the Chief Minister and only if he fails to form a government then the option could be given to the next.

“This basic convention of

the Constitution and the well tested process has not been adopted by the Governor. She was waiting for the BJP to manufacture,” he asserted.

Continuing his tirade against the BJP, Moily said Prime Minister Narendra Modi was expected to be more magnanimous with a success in Uttarakhand and Uttar Pradesh.

“But the Prime Minister has demonstrated dirty greediness to capture power. He forgets that Manipur is the most sensitive state and that Congress built the integral part of this state,” he added.

He further said that the antidefection law which is the part of the Constitution has been broken and violated.

“They think that they can make India free from Congress by misusing law. BJP president Amit Shah said that even if they did not get the majority they will make it through, which means the conspiracy has been designed,” Moily said.

Union Power Minister Piyush Goyal said the decision is unanimous and the BJP would soon move to stake claim to form government in the state.

Plea in SC to stop Parrikar from being sworn-in as Goa CM New Delhi, Mar 13 (AGENCIES): The Congress on Monday moved the Supreme Court to stop Manohar Parrikar from taking over as Goa Chief Minister on Tuesday.

The Supreme Court has agreed to urgently hear the Congress party’s petition, as per ANI reports.

The Congress will also raise the issue of government formation in Goa and Manipur in Parliament tomorrow.

The party moved the apex court against Goa Governor’s decision to invite Parrikar to form government in the state, despite the Bharatiya Janata Party (BJP) emerging as the second largest party.

The Congress claimed that the Governor should have invited them to form government, as they are the single largest party with 17 seats.

The petition for urgent hearing was mentioned before Chief Justice of India J.S. Khehar.

Incidentally, Parrikar is slated to take oath as Goa Chief Minister tomorrow.

DIMAPUR, MAR 13 (NPN): Naga People’s Front (NPF) Central has termed as “absolutely false” the purported “rumours and speculations” doing the round that the NPF would not be a part of the non-Congress coalition arrangement in Manipur to provide an alternative government to the Congress party, and that the NPF Manipur unit put forth pre-conditions before joining the BJP-led coalition arrangement in Manipur.

NPF central office through its Media & Press Bureau (M&PB) said the rumours were contrary to what the NPF president and Nagaland chief minister, Dr. Shürhozelie Liezietsu had said that the NPF would extend support to any non-Congress coalition arrangement/government in Manipur.

M&PB reminded that the party was a major coalition partner of the North East Democratic Alliance (NEDA) formed in May 2016 in Guwahati. It said NEDA was launched with the declared aim of ridding the Congress party from the Northeast and to bring all-round development to the region under the leadership of Prime Minister Narendra Modi.

Further, M&PB said the NPF has also been in alliance with the BJP and other non-Congress political parties in Nagaland since 2003 under the banner and nomenclature of Democratic Alliance of Nagaland. M&PB stated that the statement was being issued to clear doubts and rumours going on in Manipur, especially in political and media circles.

NEW DELHI, MAR 13 (AGENCIES): On Holi, the Reserve Bank of India did away with the weekly limits on cash withdrawals for Indians. The limits, imposed after Prime Minister Narendra Modi announced the demonetisation of the old Rs 500 and Rs 1,000 notes, were being gradually eased.

Until last week, banks did not allow account holders to withdraw more than Rs 50,000 in a single week. News agency PTI, in a report from January, spoke to bankers who estimated that the cash withdrawal limit would be lifted by February-end.

On March 10, Finance Minister Arun Jaitley had said that new currency worth more than Rs 12 lakh crore was in circulation. As a comparison, the total value of banned Rs 500 and Rs 2,000 notes was Rs 15.44 lakh crore on November 8, a day before the banknotes ceased to be legal tender. Meanwhile, the RBI and the Finance Minister

continue to be tight-lipped on the exact value or number of banned notes returned. Last week, answering a question in Parliament, Jaitley said it was difficult to give an exact figure on the number of defunct Rs 500 and Rs 1,000 notes deposited so far. “Every currency note has to be verified - whether it is genuine or fake. Then the genuine and fake notes have to be segregated.

It is a very large exercise... Once the RBI completes the exercise, we will inform the House in details,” he said. The note ban, seen as a risky move, came just a couple of months before the five-state Assembly polls.

However, the BJP’s swept Uttar Pradesh and Uttarakhand and is also set to form governments in Manipur and Goa, where it finished second-best to Congress.

BJP leaders have credited the demonetisation move and last year’s surgical strikes as two of the factors responsible for the party’s performance.

NBBUSS activities banned in Assam Correspondent

Guwahati, Mar 13: Assam Police has ordered a precautionary ban on the Nikhil Bharat Bengali Samannay Samitee (NBBUSS) following acts of violence in Silapathar

The public rally scheduled for Friday by NBBUSS has also been cancelled according to Assam DGP Mukesh Sahay.

NBBUSS, a Nagpurbased organisation which has been active in Assam for the past two years demanding citizenship for the Hindu Bengalis immigrants of Bangladesh.

Although the group maintained low key, only until now, on March 6,

more than hundred members of the NBBUSS ransacked and vandalised the Silapathar unit office of the All Assam Students’ Union (AASU). After protest by the AASU members against the violent attacks of the NBBUSS, the police arrested 27 members of the Bengali group directly involved with the violence.

“The Silapathar public rally was the first public program of the NBBUSS. Since it is not a banned group, the authorities had granted permission earlier. Investigation is on to unearth whether the ransacking by the activists of the NBBUSS was preplanned or of it happened in the heat of the moment, ” said Sahay.

Taking full precaution, the District police has been reportedly ordered to follow the stan-

dard operating procedure before allowing the holding of any public rally in the future.

The police is also probing the funding trail of the group to reportedly ascertain its motives and activities. The police are also interrogating the arrested members of the group to find out more facts.

Fearing any possible future incident of violence, as per Special Director General of Police, Kuladhar Saikia said that the Army has been kept on ‘standby’. Saikia said, “Already 14 companies of security forces are in Dhemaji district.”

He further added that as at least 20 state police companies are returning after Manipur assembly elections, if required more police forces will be sent to the district.

DIMAPUR: 44 Assam Rifles conducted an interaction with ex-servicemen at Mokokchung on March 7, attended by 20 ex-servicemen from the district.

Colonel K.S. Kataria, commandant, 44 Assam Rifles shared the grievances with regard to financial benefits, canteen and medical facilities faced by the ex-servicemen.

Kataria assured that necessary actions would be undertaken to facilitate better canteen, medical and other facilities to the

ex-servicemen and their families. They were also apprised about upcoming recruitment rally at Rangapahar and civic action programmes which are being undertaken by the Assam Rifles in their region.

Similarly on March 10 an interaction with Assam Rifles ex-Servicemen (ARESM) was held at Noklak by 15 Assam Rifles.

Local GBs/DBs of the village also attended the interaction programme.

Nagabazar Panchayat expels one

DIMAPUR: Nagabazar Panchayat, Kohima in its meeting held on March 9 at Panchayat hall expelled one Hukhato Swu, son of Ghonito Swu from the colony.

In a press note, panchayat president Thezielhoulie and judicial secretary Zekuseto Natso, stated that Hukhato Swu despite being warned several times by colony youth organization and

panchayat had continued to indulge in anti social elements and had also been arrested recently by the police in connection to stealing.

Further the panchayat also cautioned and reaffirmed that any individual/group indulging in any kind of anti social activities within its jurisdiction would be dealt severely, even to the extent of banishment from the colony.

TUENSANG: Tuensang District Local Taxi Drivers Union (TDLTDU) has requested every faction/ group/ organization or individuals to restrain from seeking any kind of donation or taxation to the drivers or union, so as to render valuable service to the needy people. TDLTDU president, Ako. S. Chang, in a press note stated that, the union was formed for the welfare of the taxi drivers, to tackle accidents and unnecessary harassment. The union further stated that, those drivers earned daily bread through driving or plying taxi on monthly wages having no other sources of income. It stated that they cannot be forced by any element to give any contribution, as per its resolution adopted from the very day of formation of its union. The union further asked the general public for cooperation and to obey traffic rules for smooth functioning of the public services and safety from road mishaps.

DIMAPUR: The Network of Nagaland Drugs and AIDS Organisation (NNagaDAO), the apex body of NGOs and CBO working in the field of Drugs and HIV & AIDS in Nagaland has appealed the home commissioner, commissioner & secretary Health & Family Welfare cum chairman NSACS, Abhijit Sinha to call an NSACS executive board meeting immediately.

NNagaDAO president, Abou Mere in a press note stated that NSACS had not held executive board meeting for more than a year, therefore it was pertinent for the society (NSACS) to have its executive board meeting and update its activities; financial status; especially the backlog and the annual action plan for

the coming financial year 2017-2018 of the state, to the executive board members.

It stated that NSACS officials should clearly spell out current situation and the annual action plan for the next financial year 2017-2018.

Incase of failure in inviting an executive board meeting, the executive board members and program implementing NGOs and CBOs would not be responsible or accountable to any setback to HIV program in the state.

NNagaDAO also appeal chief minister Dr. Shurhozelie Liezietsu and minister of Health and Family Welfare, P. Longon to monitor and supervise HIV policy and programs of the state for effective implementation.

Curfew relaxed in Silapathar Two more arrested for AASU office attack

Guwahati, Mar 13 (Agencies): The situation in Silapathar, a small town in Assam’s Dhemaji district bordering Arunachal Pradesh, improved considerably since violence broke out the previous Monday after an attack by miscreants on the local AASU office, with the authorities relaxing the ongoing indefinite curfew for four hours on Monday.

The police meanwhile arrested two more persons on Monday in connection with the March 6 attack on the AASU office, one of them being the all-India organizing secretary of Nikhil Bharat Udbastu Samanway Samiti (NBBUSS) – a group fighting for citizenship rights of Bangladeshi Hindus in the country.

“The police have arrested Bijay Biswas, allIndia organizing secretary of NBBUSS, and Sanjay Das, district president of the same organization.

While Biswas was arrested in the wee hours, Das was arrested on Monday afternoon,” Dhemaji deputy commissioner Roshni

Apranji Korati told The Indian Express over the telephone. With Monday’s arrests, the number of persons arrested in the past week has risen to 39.

The deputy commissioner said there was no fresh incident of violence in Silapathar in the past three days and that people came out after five days of continuous curfew to buy essential items during the four-hour relaxation that ended at 3 PM on Monday. Miscreants had set on fire several shops in Silapathar on Tuesday and Wednesday after the local AASU office was attacked and vandalized by a section of people who had taken part in a rally organized in the town by NBBUSS on March 6.

An FIR lodged by the Silapathar AASU president on March 6 said while one section of people taking part in a procession organized by NBBUSS on March 6 shouted slogans against the AASU and the Assam Accord and demanded citizenship for all Hindus who had come to India after 1971 from Ban-

gladesh, another section of them headed towards the AASU office and vandalized it. “They first pelted stones, and then entered the office, broke furniture and almirahs and other properties. They even tore down portraits of Bhupen Hazarika and Jyotiprasad Agarwala, and desecrated the martyrs’ column in the AASU office premises,” it said.

The Assam Police meanwhile have declared Subodh Biswas, president of NBBUSS as “wanted” for allegedly making a provocative speech in Silapathar on March 6, which had led to the attack on the local AASU office.

The Assam Police had on Saturday also announced a reward of Rs one lakh to those who could provide information leading to Biswas’s arrest.

Contradicting Ibobi’s claim, the four elected legislators of NPP today furnished a letter to the Governor regarding their support to BJP in forming the new government in the state.

Protesters demand CBI probe into maid’s death G U RU G R A M , M a r 13 (Agencies): Over 100-150 angry protesters, mostly from Assam, gathered outside Sushant Lok police station on Sunday to demand justice for the “murder” of the 18-yearold maid working in Carlton Estate, a condominium in DLF Phase 5 on Friday night.

The woman, Ranjeeta Brahma, was a day into work as a maid in the house of Rohit and Sonal Mehta, who live on the 11th floor of the tower.

Brahma allegedly fell from the flat’s balcony.

According to the Sushant Lok SHO, cops were informed about the woman’s death by DLF security, but the dead body was only sent for post-mortem on Sunday, after Brahma’s brother arrived from their home in Assam’s Kokhrajhar.

Sunday’s protesters alleged Brahma was murdered, as her employers would not allow her to step outside and also snatched her bag. They claimed earlier in the day on Friday, Brahma had called her friend, who had found her this job, and cried to her that she wanted to leave, but ended the call abruptly.

Maids from Assam, who had gathered at the police station along with several NGOs, representatives of the Bodo Students Union and North East Forum for International Solidarity, alleged police did not inform Brahma’s family immediately after her death, waiting till the next morning.

Tara, a protesting maid, said they want a CBI probe into the incident.

“Police is trying to hush up as the employers are rich.

We’re sure there was foul play, and a proper probe is necessary,” she said.

Police confirmed that a two-minute call was made from Brahma’s phone on Friday afternoon, when she had allegedly told the recipient she had been locked up in the servant’s quarters.

The employer, Rohit Mehta, who has been named in the FIR along with his wife, under Section 306 (abetment of suicide), is a senior executive at a multinational bank.

Deepak Saharn, DCP (East) and nodal officer for North East in Gurgaon, said the case is being probed as per statement of the victim’s relatives.

“We’ll arrest the guilty soon,” he said.

“We, the following elected members of the 11th Manipur Legislative Assembly, belonging to the National People’s Party (NPP) do hereby resolved to extend our support to the BJP towards the formation of a government in Manipur state,” read the letter signed by the four elected NPP legislators sent to Raj Bhavan.

The emergency meeting was attended by national president of the party, national general secretary, president, vice president, working president, chairman of the legal cell of state unit of the party besides the four elected legislators. The meeting adopted “to extend the support of the NPP and its four newly elected MLAs to the Bharatiya Janata Party (BJP) towards government formation in Manipur state.”

Over 300 POCSO cases pending in courts in M’laya SHILLONG, Mar 13 (Agencies): As many as 343 cases of sexual crimes against minor are pending in various courts in Meghalaya.

While there were altogether 354 cases under the Protection of Children from Sexual Offences (POCSO) Act, only 11 cases were disposed of in the State.

As per the official data, out of the 134 POCSO cases pending with the District and Sessions Judge, Shillong, only two were disposed of. The number of POCSO cases with the District and Sessions Judge Nongpoh, Ri Bhoi, is the second highest after East Khasi Hills. Of the 76 cases, only two were disposed of.

Under the District and Sessions Judge, Jowai, 54 out of 63 cases are pending.

This is followed by the District and Sessions Judge, Tura, which has 41 pending cases as only one case was disposed of.

Out of the 12 POCSO cases under the deputy commissioner of North Garo Hills, not a single case was disposed of, while the District and Sessions Judge, Williamnagar, has seven pending cases.

Ignoring Bodos’ issue a blunder, say community leaders BJP voices against atrocity of Kokrajhar, Mar 13 (IANS): As the indefinite hunger strike by Assam’s Bodo community entered its fourth day demanding a new state, the leaders on Monday said that the government is committing a blunder by ignoring the Bodo political issue and will be responsible if the agitation hits law and order in the state.

The Bodos - who have been on hunger strike since March 10 - also said that if the government fails to address the decades-old Bodo’s political issue, it must be prepared to send coffins for the people on hunger strike.

“Government through its various channels is sending messages that they could not reach a decision on the Bodo issues due to several reasons. This appears to be a silly excuse.

“If the government can’t reach out to us politically, then they should be ready to send us coffins.

Let democracy prevail on our dead bodies,” said Pramod Bodo, President

of the All Bodo Students Union (ABSU).

The hunger strike is being led by the ABSU, National Democratic Front of Bodoland-Progressive (NDFB-P) and the People’s Joint Action Committee for Bodoland Movement (PJACBM).

These groups have alleged that the governments is deliberately avoiding taking up the separate state demand, so that the Bodoland issue dies down.

As the condition of people on the hunger strike started deteoriating, the Bodo bodies denied taking any medical aid till both the central and state governments give a commitment to create a separate state for the Bodos.

The Bodo g roups also threatened economic blockade on the lines of the Manipur economic blockade.

Dhiren Bodo, Chairman NDFB-P said: “We would like to humbly tell the government that if the hunger strikes is not responded to posi-

tively, national highways and railway lines passing through Bodoland will be blocked for equal number of hours.”

“We hope the government is not testing our nerves. We would like to urge the government to respond to our peaceful and non-violent protest against the historical injustice and initiate political dialogue at the earliest,” said Bodo.

The NDFB-P said that despite shunning arms and joining peace talks on the demand for Bodoland on the government’s plea, there is no positive response from the government.

According to the Bodo communities, the Bodo Territorial Council (BTC) -- formed to give autonomy to the Bodo people under the Sixth Schedule (Amended) of the Constitution -- has several shortcomings in terms of executing the monetary schemes of the central government for the welfare of the Bodos.

They said that the

BTC government would not be able to do overall development.

The community members have urged the government for an immediate solution to the Bodo issue, failing which “the government will be responsible for the law and order problem in the state”.

“If this country is still governed by the democratically-elected representatives, why are they failing to respond to such a peaceful and non-violent movement by one of the largest indigenous communities of the country,” asked U.G. Brahma, former parliamentarian and a Bodo leader.

Rakesh Bodo, President PJACBM said: “We are continuously urging our people to maintain pace and harmony. However, after 100 hours of hunger strike, people at large are getting really agitated. Hence, before law and order in the region is affected, we want the government to come up with a solution.”

CPI-M; tells police to be neutral

Agartala, Mar 13 (Agencies): Bharatiya Janata Party (BJP) Tripura unit Monday threatened to launch vigorous movement against leftists in the state for resorting to attack on its supporters and warned police to be neutral in discharging duties.

Rijiju condemns attack on Arunachal student

New Delhi, Mar 13 (Agencies): Union minister Kiren Rijiju condemned the attack on a student from Arunachal Pradesh in Bengaluru on Monday, four days after the matter came to light. Higio Guntey – a fourth semester student of Christ University – alleged that he was beaten up by his landlord who also forced him to lick his shoes for using excessive water.

Rijiju said the Home Ministry would pursue the matter. “When we are talking of safety of Indians abroad such incidents in our country are very saddening,” he told ANI. The incident, which took place on March 6, came to light on March 9 after Guntey filed a police complaint against the landlord. In his complaint, the 22-year-old student said his landlord, Hemanth Kumar, was in an inebriated state when he barged into his flat and started beating him “without any reason”.

Gungtey added that Kumar also made him lick his shoes. “He threatened to take me to police. He hit me continuously, I was

bleeding,” he told the police, according to NDTV. Guntey has alleged that the police were lackadaisical about the case and did not take appropriate action against the accused. Landlord Kumar has been charged for assault and criminal intimidation.

He, however, is out on anticipatory bail.

A section of the Northeastern community in Bengaluru dubbed it as a racist attack. The polcie said the accused would face additional charges if such an angle was proved. “If at any point a complaint is registered or we find a racial angle to the incident, a separate case can be registered,” an unidentified police officer told Times Now. Although the Indian Penal Code currently does not have any dedicated section for racial attacks, cases can be registered under Section 295(A) and Section 153(A) to address such assaults. Children also used ‘pichkaries’ (water guns) to spray coloured water on friends and strangers.

Rights abuse prevalent in many Commonwealth nations: CHRI New Delhi, Mar 13 (IANS): On the occasion of Commonwealth Day, the Commonwealth Human Rights Initiative (CHRI) on Monday urged the intergovernmental organisation to ensure liberty and rule of law in its member-nations as in many of these countries governance was marked by “abuse of power, corruption and human rights violations”.

“The occasion (Commonwealth Day) will once again see member-states pronounce affirmations to the fundamental principles of the Commonwealth Charter -- democracy, rule of law and human rights.

“Unfortunately, the reality is that these core values are currently under severe strain. A majority of the 2.4 billion people living in Commonwealth countries live in poverty, deprived of rights.

“In too many countries governance is marked by abuse of power, corruption and state violence as well as religious intolerance, attacks on free speech, hate speech, the right to associate and discrimination on grounds of race and gen-

der,” the CHRI, an independent organisation working to protect human rights in Commonwealth countries, said in a statement.

However, these are not inimical to each other and economic growth must assure basic rights,” the rights body said.

“People did not cast their votes based on their caste or religion, or that of the candidate. They voted for development and better law and order in the state.

The governments which were in power for 15 years in UP did not have a roadmap for growth. In the past two years, the Samajwadi Party was busy in their family feud, ignoring several inconveniences faced by residents,” said Gangwar.

Chennai, Mar 13 (IANS): India’s atomic power plant operator will restart its second 1,000 MW unit at Kudankulam in Tamil Nadu in two weeks’ time while the first unit of similar capacity will be stopped for refuelling in mid-April, a senior official said on Monday.

Phone tapping rampant in Kerala: Akkara Thiruvananthapuram, Mar 13 (IANS): Congress legislator Anil Akkara on Monday said telephone tapping has become a normal affair in Kerala, with even Chief Minister Pinarayi Vijayan’s telephone being tapped.

Akkara, a first time legislator, raised the issue in the Kerala Assembly and said it was not just Vijayan’s telephone but those of close to 27 top CPI-M leaders, including legislators, that had been tapped.

Hyderabad, Mar 13 (IANS): The Telangana government on Monday presented a tax-free, revenuesurplus budget for 2017-18, proposing an expenditure of Rs 1,49,646 crore -- an increase of 14.75 per cent over the previous year. The budget estimates for 2017-18 indicate a revenue surplus of Rs 4,571.30 crore and a fiscal deficit of Rs 26,096.31 crore, which is 3.48 per cent of the estimated Gross State Domestic Product (GSDP).

The plan and non-plan expenditure classifications have been replaced with the terms committed (revenue) expenditure and expenditure on schemes (capital). Allocations for almost all sectors have gone up compared to the previous year.

Himachal to launch single online portal for industry Shimla, Mar 13 (IANS): After reducing the industrial proposal clearance time frame to 30 days, Himachal Pradesh will now further ease doing business by launching a single online portal for project finalisation, an official said on Monday.

A single point registration portal for setting up of industries will be operationalised in the next fiscal, an official with the industries department told IANS. He said this would enable the entrepreneurs to obtain requisite multidepartmental approvals in a time-bound, transparent manner on single online portal.

The official said even Chief Minister Virbhadra Singh made an announcement in this regard in his budget speech last week.

He said to attract investments the Chief Minister has announced that change of land use for service industries would also be allowed in all industrial areas.

The hill state, whose economy largely depends on horticulture and cultivation of off-season vegetables, was focusing on inviting investments in the food processing sector, particularly in rural areas. The vegetable and

fish canning units would be funded by the government for which a budget outlay of Rs 10 crore has been made under the mission on food processing for the next fiscal, said the official.

The state is known globally for the art of embroidery on the Chamba rumal (handkerchief) and Chamba school of miniature paintings originated and flourished in the 16th and 17th centuries, besides hand-knitted woollens like shawls, stoles, mufflers, socks, gloves, pullovers, caps and carpets.

The recent Manipur election has once again proved that a well planned strategy, coupled with abundant resources in terms of manpower and material can offset the balance. In 2012, Ibobi won a landslide and defied all predictions that he would never make it three times in a row. That time the UPA-II was in power and the BJP wasn’t as aggressive and that probably gave him manoeuvrability. In 2017 it was largely speculated that Ibobi would not return for the fourth time due to strong anti-incumbency factor. Months ahead of the March 2017 election, a strong anti-incumbency wave indicated that Ibobi won’t have it lucky but the bandh created a perception that it would work in Ibobi’s favour. That might have been true in a way; but this time Ibobi was facing the deadliest political duo of Modi and Shah, the two who have been working in tandem for over a decade in Gujarat. Ibobi had created divisions both political and communal and reaped the benefits. The fact that Ibobi managed 28 seats was very commendable but it was not enough.

Ibobi faced not only the Modi-Amit onslaught but also another duo of Ram Madhav and North East Democratic Alliance (NEDA) convenor and Assam finance minister Himanta Biswa Sharma.

Even if Ibobi were to manage one independent and one Trinamool, it would still be short by one more to give him simple majority of 31. Ibobi would not be able to get support of either NPF or NPP since both are constituents of the NEDA under the BJP. On the other hand, despite having won only 21 seats, the BJP had the insurance of the NPF with four seats and NPP with four seats and only needed the Trinamool Congress and the independent members to form a government. That was achieved through all means both fair and foul, considered acceptable by political standards. The BJP, which had no member in the last assembly pole vaulted to 21 in the 2017 elections. There is also certainty that the party will engineer a split within the 28-member Congress to be able to have an absolute majority.

To say that we are called to preach holiness or sanctification is to miss the main point. We are called to proclaim Jesus Christ (see 1 Corinthians 2:2). The fact that He saves from sin and makes us holy is actually part of the effect of His wonderful and total surrender to us.

If we are truly surrendered, we will never be aware of our own efforts to remain surrendered. Our entire life will be consumed with the One to whom we surrender. Beware of talking about surrender if you know nothing about it. In fact, you will never know anything about it until you understand that John 3:16 means that God completely and absolutely gave Himself to us. In our surrender, we must give ourselves to God in the same way He gave Himself for us— totally, unconditionally, and without reservation. The consequences and circumstances resulting from our surrender will never even enter our mind, because our life will be totally consumed with Him.

ost people who follow a religion never read its holy books. They simply follow social customs that pretend to be part of the religion.

For instance, the Prophet Mohammed’s eating habits were very frugal and he espoused vegetarianism by his actions and teachings, but every Muslim will swear that eating meat is part of his/her religion. The Sikhs do the same with eating meat even though all their Gurus are vegetarian. So do the Buddhists.

The Tamilians grow up thinking they know the teachings of Thiruvalluvar, the poet who wrote one of the world’s finest treatises on practical morality, Thirukkural. But, like all proponents of religions and philosophies, they take selectively and out of context what they need to bolster a way of life that suits them – whether drinking, gambling, eating meat or bigamy, whether beating women, stealing or whoring.

During the recent mob violence in Tamil Nadu, that pushed the local government into a frontal attack on the Supreme Court, many people quoted Thirukkural as giving the sanctions for the annual assault on bulls that leaves many dead and maimed. There any many savageries on animals in India and this is one of the worst. Unfortunately, since the mob got away

with it, many other states are now demanding that the Supreme Court allow their people to be equally savage – cockfighting, bullfighting, cow racing, bulbul fighting, all this is now being pushed along with the appropriate Hindu scriptures.

How sad to see the descendants of Thiruvalluvar pushing for permissions to be cruel to bulls and quoting his immortal Thirukkural as a reason. Give alcohol to a bull so that his liver is permanently damaged, tear out bits of his skin so that he is in agony, cut of his tail, put lime juice in his eyes and chillies on his genitals and then jump all over him till he falls and dies. This is not the sport that the poet advocated – it has become a furious, mad violence unleashed on an animal victim.

The Thirukkural is composed of 1,330 couplets in Old Tamil. Each kural, or couplet, contains exactly seven words, known as cirs, with four cirs on the first line and three on the second.

Each one teaches you how to live life at its purest level in a way that makes you enjoy being alive.

Theirown family does not want to disclose the case of disabilities(different types) because mostly they fear the cause of any form of disabilities is basically a curse which cannot be exposed or cured so close them inside the house. Of course, there are cases where at least 10% (field survey) of them are doing well being supported by family members.

One narrative from the mother whose daughter is suffering from mental illness feels that prayer is the only solution and sooner or later she will get better. So, the question of sending her to aspecialschool or any training institute is something she does not encourage, seeking of mental help is way out of question. Is she safe within the house or does she have any awareness of hervulnerability to extreme events?

Finally, the question lies, is it politically difficult to legitimize vulnerability reduction on monetary grounds?The past contentions recommend that risk can be reduced by reducing vulnerability. Yet, this approach frequently crosses paths with policy, politics, and economics.

Many unregistered society(s)/individual are doing unauthorized/illegal money lending business by charging high interest percentage for their benefits. Our many Naga brothers and sisters properties have fallen into their prey and taken away/occupied by those self centred and self-indulgent society(s)/individual for not paying the high accumulated interest amount. This is purely a crime against humanity and also the root of dividend amongst our Naga society.

Therefore, in this connection the central administrative officer, union territory (CAO, UT) NSCN/GPRN, has directed to issued strict warning to all unregistered society(s)/individual to immediately stop continuing the same or else face the consequence with stringent action as per the ahza of the NSCN/GPRN. The CAO, UT has also directed all registered society(s) to do the money lending business which interest rate should be below 5%. If any society(s) found practising the said business beyond the prescribed interest rate, appropriate action shall be initiated against the defaulter.

In addition to that, the CAO, UT has also once again warned the revenue officer, DC office Dimapur (issuing authority of land patta) to immediately stop issuing multiple pattas against the same plot. Finance Minister Etela Rajender announced special assistance to Nayi Brahmins for establishing modern, cleaner and hygienic hair cutting saloons and to washermen for washing machines, driers and ironing-boxes. Dhobi Ghats are proposed to be constructed at tanks. He proposed Rs 500 crore for this scheme.

The government will also extend financial assistance and provide modern tools to artisans belonging to different communities like Vishwakarma, Avusula, Kammari, Kanchari, and Vadrangi. Help will also be provided to Gouds dependent on toddy-tapping and to those dependent on other traditional occupations.

In a move to help handloom weavers, the government will buy handloom textiles, provide subsidy on yarn and dyes and development. It will also take necessary steps to modernise the power looms and to improve their productivity.

EC should auction seats instead of holding polls: Goa AAP

Panaji , M ar 1 3 (IANS): The Goa Convenor of the Aam Aadmi Party (AAP) Elvis Gomes on Monday said the Election Commission (EC) should henceforth just “auction” every seat to the highest bidder instead of holding an election.

Addressing the media here, Gomes also said that news reports suggesting that the AAP’s Goa unit was folding up following the defeat of the party

nominees at the hustings were incorrect and that the state unit would continue to work in Goa in line with the party’s philosophy.

It was Gomes’s first press briefing since the party suffered a body blow in the February 4 state elections, in which the AAP failed to win a single seat.

The results were announced last Saturday.

“Money plays a big role in deciding who is

Paramilitary forces avoid Holi as tribute to slain CRPF men

Hyderabad, Mar 13 (IANS): In an attempt to strengthen its vote bank in the run-up to the 2019 elections, the Telangana Rashtra Samithi (TRS) government on Monday announced several schemes to lend a helping hand to artisans and the communities engaged in different traditional occupations.

The annual budget for 2017-18, presented in the state assembly by Finance Minister E. Rajender, contained several proposals to this effect.

The Finance Minister said these schemes will help revive the rural economy in the youngest state and thus contribute to overall growth.

Under a major scheme for the development of sheep rearing, the government has decided to procure and distribute 84 lakh sheep over the next two years to four lakh Yadava families, traditionally dependent on sheep rearing.

For the second consecutive day, the Pakistan Army indulged in unprovoked firing and indiscriminate shelling in Chakan Da Bagh area of the Line of Control (LoC) in Poonch district. Defence sources said the Pakistan Army has been targeting four villages besides the Indian Army positions along the LoC on Monday.

“Some 82 mm mortar shells have landed inside the complex of the Trade Facilitation Centre at Chakan Da Bagh and for the safety of the staff, they have been shifted from there,” official sources said in Jammu.

SEOUL, Mar 13 (Agencies): Oil prices dropped to their lowest in three months on Monday despite OPEC efforts to curb crude output, dragged down as US drillers kept adding rigs.

Brent crude had fallen 39 cents, or 0.8 percent, to at $50.98 per barrel by 0553 GMT, its lowest since November 30. It closed the previous session down 1.6 percent at $51.37.

US West Texas Intermediate crude (WTI) declined 45 cents, or 0.9 percent, to $48.04 a barrel, also the lowest since Nov. 30.

Brent crude is set to drop for a fifth day, its biggest losing streak since a six-day slump that ended on Nov. 4. During this streak, the price has slumped 8.8 percent, its worst performance since the middle of June 2016.

WTI is set to decline for a sixth day, during which is has dropped 9.8 percent.

M U M BA I , M a r 1 3 (Agencies): The income-tax department that had begun raising queries with regard to what it thinks are suspicious bank deposits after demonetisation was announced, including those made in cooperative banks, are set to start is going these accounts.

The tax department could start summoning bank account holders in the coming month or two, say people in the know.

The move is part of the government’s crackdown on money laundering in the wake of demonetisation. In the first round, the tax department was focusing on those bank accounts that do not have proper KYC (know your customer) credentials or cash deposits do not correspond with the individual’s income people close to the development said.

The second option is more radical and is seen as an option that will translate into “real opening up” of the multibrand retail business. Sources said the government may look to allow FDI in retail with the rider that only India-made goods would be sold in these stores.

This proposal, they said, would be more palatable to retailers as it would give them greater operational flexibility besides providing an arrangement where the entire canvas is available.

FDI in retail has been a contentious sector with UPA’s move to open up the sector facing stiff resistance from BJP before 2014. In fact, BJP-ruled states had said that they would not allow foreign-owned companies to open stores under the shops and Establishments Act, preventing a rollout of the policy.

Xi pushes advanced tech for military

BEIJING, MAR 13 (PTI): Chinese President Xi Jinping has asked rapidly modernising PLA to integrate its scientific advances with that of the civilian sector by removing institutional barriers and special interest groups obstructing the process.

“We must have a greater sense of urgency to push for sci-tech innovation and advancement with greater determination and efforts,” Xi, who is also the head of the ruling Communist Party of China (CPC) and the armed forces, said.

While addressing the military deputies of the National People’s Congress here yesterday, Xi called for enhanced top-level design and strategic planning in promoting military-civilian integration in national defence technology and military equipment, and strengthening military and civilian cooperation in training high-quality military personnel.

He was quoted by staterun media as saying that civilian and military technologies are increasingly connected and asked the military to pay more attention to science and technology and to speed up civilian-defence integration.

China to expand marine corps for deployment in Gwadar

BEIJING, MAR 13 (PTI): China is set to increase the number of its marine corps from 20,000 to one lakh as part of plans to deploy them overseas for the first time, including at the strategic Gwadar port in Pakistan and military logistics base in Djibouti in the Indian Ocean. The expansion is planned to protect China’s maritime lifelines and its growing interests overseas, Hong-Kong based South China Morning Post reported today. Some members would be stationed at ports China operates in Djibouti and Gwadar in southwest Pakistan, Chinese military insiders and experts were quoted as saying.

Gwadar port is a deep-sea port next to the Strait of Hormuz, the key oil route in and out of the Persian Gulf, built with Chinese funding and operated by mainland

firms. Although the port is not home to any PLA installation, navy ships are expected to dock at the facility in the near future, the report said.

Gwadar also connects the $46 billion China-Pakistan Economic Corridor (CPEC) through PoK with China’s Xinjiang. Reports from Pakistan said the country itself is setting up Special Security Division comprising 15,000 troops, including 9,000 Pakistan Army soldiers and 6,000 para-military forces personnel to protect CPEC and Chinese personnel. The expanded Chinese marine corps is part of a wider push to refocus the world’s largest army away from winning a land war based on sheer numbers and towards meeting a range of security scenarios using highly specialised units, the report said.

LONDON, MAR 13 (PTI): British Prime Minister Theresa May is getting closer to invoking Article 50 to trigger negotiations for Britain’s exit from the European Union as the Brexit Bill comes for its final vote in the parliament later today.

If the European Union (Notification of Withdrawal) Bill passes through without any hiccups, Prime Minister May could trigger Article 50 as early as tomorrow.

However, there will be some back and forth involved with the Bill today as MPs debate amendments made by the Lords and then return it to the Upper House for passage.

Once it is agreed, the bill will go for Royal Assent

by Queen Elizabeth II, after which it becomes law.

It is widely believed that the MPs will overturn the two amendments to the Bill suggested by the Lords – one that calls for a guarantee of the rights of EU citizens in the UK and the second which ensures Parliament has a vote on any final deal with the EU. The peers are unlikely to block the Bill further when it returns to them, expected to be later today. Opposition Labour party has urged the British PM to consider keeping the “really important” Lords amendments.

London, MAR 13 (PTI): Scotland’s First Minister Nicola Sturgeon today said that she will be seeking the Scottish Parliament’s permission to hold a referendum on Scotland’s independence from the United Kingdom.

Sturgeon wants this referendum to be held between the second half of 2018 and first half of 2019 for Scotland to be able to have a say over its relationship with the European Union (EU) post-Brexit.

If it gets parliamentary approval, this will be the second such Scottish independence referendum after 2014, when the region had voted to remain part of the UK. Scotland had rejected independence from the UK by 55 per cent in the September 2014 vote.

“I will take the steps necessary now to make sure that Scotland will have a choice at the end of this process. A choice of whether to follow the UK to a hard Brexit, or to become an independent country able to secure a real partnership of equals with the rest of the UK and our own relationship with Europe,” Sturgeon said from her official Bute House residence in the Scottish capital of Edinburgh.

Pre-installed malware stealing data from mobiles JERUSALEM, MAR 13 (IANS): Israel-based cyber security firm Check Point has detected a malware that is not downloaded due to users’ use but is already present in Android device.

According to a company blog post last week, the pre-installed malware was detected in 38 Android devices. “The malicious apps were not part of the official ROM supplied by the vendor, and were added somewhere along the supply chain,” the company said. The malware added to the devices’ ROM could not be removed by the users, therefore, the devices had to be re-flashed.

The research team at Check Point found that one of the pre-installed malwares was Slocker, a mobile ransomware, that uses the Advanced Encryption Standard (AES) encryption algorithm to encrypt all files on the device and demand ransom in return for their decryption key.

The second note criticised the “disproportionate” treatment by security forces against “people using their right to peacefully gather together”, referring to the protest outside the Rotterdam consulate on Saturday.

Marsh in doubt for Ashes series Melbourne, Mar 13 (Agencies): Australian all-rounder Mitchell Marsh is set to be sidelined for up to nine months with a shoulder injury that likely rules him out of the Ashes later this year. Local media reported on Monday that Marsh requires reconstr uctive surgery on the injury that has plagued him throughout Australia’s home summer and ruled him out of their remaining two tests in India last week.

During the first two tests of the series, Marsh scored only 48 r uns in four innings, bowling just five overs. Various sports and indigenous games will be played during the two days events.

DIMAPUR, Mar 13 (NPN): The 2nd Unity T-20 Cricket tournament, organized by Nepali Baptist Church (NBC) C h u mu k e d i m a s p o r t s m i n i s t r y, c o m m e n c e d Monday, at Chumukedima local ground under the

theme “Solidarity for peace”. Santabir Rai, Association of Gorkha Baptist Church Nagaland graced the opening ceremony as the chief guest. In his address, the chief guest said that sports give hope and peace in everyday life. Sports can unite people of different

background, classes and creed, he added. The chief guest also wished the organizers and players the very best in their future endeavour.

Indian Wells, Mar 13 (Agencies): Novak Djokovic began his defence of the BNP Paribas Open title with a hard fought second-round win against Britain’s Kyle Edmund.

Er Kevisekho Kruse, chief engineer, Public Health Engineering Department and Roko Angami, president N a g a l a n d Fo o t b a l l Coaches Association & AFC ‘B’ Licensee graced the inaugural session as the chief guest and guest of honour respectively.

In the inaugural match, Lower Bayavu Giants defeated Silver White by 6

wickets. Winning the toss, Silver White elected to bat and scored 91 runs losing all wickets in 19 overs.

Robinson scored highest 16 runs for Silver White.

Chasing the target, Lower Bayavu Giants achieved it in 12.3 overs losing 4 wickets. Barging and Tapitu scored 25 and 21 runs respectively.

Sharing his personal experiences as a footballer, Angami said discipline and determination is a must to be successful in any profession. He also advised the players to concentrate and give full attention while playing in the field.

Altogether 22 teams from Assam, Meghalaya and Nagaland

are participating in the two-week long tourney.

The champions of the tournament will receive cash award of Rs 80,000 while the runner-up will fetch Rs 40,000 with running trophy, citations and medals. Losing semifinalists will get Rs 5000 each.
