IMPHAL, MAR 15: Manipur on Wednesday got the first ever BJP government headed by 56-year old chief minister, Nongthombam Biren Singh-- former Congressman and footballer-turnedjournalist-turned-politician. Biren Singh was sworn in as the 12th chief minister of the state while former DGP of Manipur and National People’s Party (NPP) MLA, Y. Joykumar was sworn in as the deputy chief minister. Manipur Governor, Dr. Najma Heptulla administered the oath of secrecy and office to the new chief minister and others. Biren Singh revolted against O. Ibobi and quit the Congress party in October 2016 and joined the BJP. Eight cabinet ministers were also administered the oath of office- Th Biswajit (BJP); L Jayanta Kumar, Letpao Haokip and N Kayisii(NPP); Karam Shyam of LJP, Losii Dikho of NPF and Th Shyamkumar, who defected from Congress after his election. Cabinet approves Natl Health Policy NEW DELHI, MAR 15 (PTI): The government today approved the National Health Policy which proposes to provide “assured health services to all” in the country. Government sources said the Union Cabinet chaired by Prime Minister Narendra Modi gave its nod to the policy which has been pending for the last two years. Union Minister J P Nadda is likely to make a suo moto statement in the Parliament Thursday on the salient features of the Policy. Ministry sources said that in a major policy shift, the policy increases the gambit of sectors covered in the Primary Health Centre (PHC) level and envisages a comprehensive approach. “For example, till now, PHCs were only for immunisation, anti-natal check ups and others. But what is a major policy shift is that now it will also include screening noncommunicable diseases and a whole lot of other aspects,” a senior official said. The source said that under the new policy, there will also be a bigger focus on upgradation of district hospitals while for the first time, there will be an implementation framework in place. A final decision on the policy had been deferred earlier after it was included in the agenda of Cabinet twice before.

21 seats was able to garner the support the Naga People’s Front and the National People’s Party (NPP) with four MLAs each besides, one MLA each of the All India Trinamool Congress, the Lok Janshakti Party and Independent. NPP was the biggest gainer among all parties, as all four MLAs were inducted in the cabinet including the post of deputy CM. Three NPF MLAs were likely to be inducted as parliamentary secretaries. Talking briefly to reporters after taking oath, chief minister N Biren Singh said his government’s first priority will be to end the on-
going United Naga Council sponsored economic blockade, on its fourth month. He said he will end the blockade within 48 hours after the March 22 floor test . “This ongoing economic blockade has made the people suffer a lot and my government’s first step would be ending the blockade and relief the people from suffering from bandhs and blockade,” he said. IANS Adds: The Congress in Manipur on Wednesday expelled newlyelected party legislator T. Shyamkumar for six years after he was sworn in as a cabinet minister during the day. Thounaojam Shyamkumar was elected from Andro seat on Congress ticket in the March assembly elections, but he shifted his allegiance to the Bharatiya Janata Party post-polls. Chief Minister-designate N. Biren Singh submitted a list of supporting legislators to Governor Najma Heptullah shortly before swearing-in ceremony, in which T. Shyamkumar was listed as an assembly member of the Congress. Congress state unit chief T.N. Haokip said: “It was done without our knowledge. Accordingly, we expelled him for six years.” Informed sources said proceedings under the 10th Schedule of the Constitution dealing with defection will be taken up against Shyamkumar by the party. The Congress won 28 seats in the 60-member assembly.
Rajnath frontrunner for UP chief minister NEW DELHI, MAR 15 (AGENCIES): Prime Minister Narendra Modi, who had spearhead BJP’s election campaign in Uttar Pradesh, has so far not given any clue about who will be the next chief minister of the state. However, certain developments are now indicating that Union Home Minister Rajnath Singh will be entrusted with the crucial responsibility. Rajnath Singh who is the number 2 in the cabinet, is the only leader, seen by Modi as a potential rival. If the decision to send Rajnath to UP finds wide acceptance then Modi will be without any challenger. Though, nothing has been finalized by BJP top brass, this development may well have suggested that he could be the UP’s 21st Chief Minister. Rajnath, however, has maintained that he is content with his Home Ministry. The secretary of the Parliamentary Board and Union Minister J P Nadda had said after its meeting on Sunday that BJP chief Amit Shah has been authorised to choose the next chief minister. He
said the central observers would consult the MLAs and report to Shah, who will take the final decision. The names of several probables, including Union Home Minister Rajnath Singh, who had led the BJP government in the state in the past, were doing the rounds at the state party office. “Ram, Ram,” was Singh’s response to a journalist’s query as to whether he was a contender for the chief minister’s post, remark that many interpreted as showing his unwillingness to return to UP politics. The other contenders include-- Keshav Prasad Maurya, who was made the president of the BJP in the state ahead of the election and also from the most Backward Castes or MBCs, who had played an important role in the BJP’s win; Manoj Sinha, current Minister of State for Railways and Telecom; Lucknow Mayor Dinesh Sharma; Siddharth Nath Singh, BJP national secretary and the grandson of former Prime Minister Lal Bahadur Shastri.
RH slams Govt for delay on work in NH-62 DIMAPUR, MAR 15 (NPN): Rengma Hoho (RH) has slammed the department of PWD (National Highways) on the delay in taking up works on NH62, Tseminyu and Wokha sector, despite funds being received from the Centre in October 2016. RH president Kenyuseng Tep in a press statement, reminded the government that money sanctioned by Centre was “not to build confusion nor for any individual or group but for the welfare of the people”. In this regard, RH threatened to go for agitation in the event the work was not executed within March 2017 and completed within the stipulated time. RH warned that government and department would be wholly responsible for any unfortunate event. Reiterating that the citizens had every right to demand for good road, RH said action would be initiated against officials/ responsible authorities, who failed to take up the work in time. RH also warned that it would not tolerate “autocratic attitude of any authority playing with the rights of the people”.

KOHIMA, MAR 15 (NPN): As part of their phase-III agitation against non-payment of nine months’ salary by the state government, the Hindi teachers under the aegis of All Nagaland Hindi Teachers’ Union (ANHTU) on Wednesday staged demonstration at the directorate of school education (DoSE) here. Talking to the media at the protest site, ANHTU
president, Rometo Sema, claimed that the chief secretary offered them two months’ salary, but they declined the offer. He said “any owner who hires a labour to work in their field must pay their labour charge at any cost,” adding that it was the responsibility of the government to pay the teachers. With regard to Hindi teachers appointed under CSS, which ends this month, he claimed that since the
teachers were recruited as regular employees it was government’s responsibility to ensure that all of them were absorbed by the state government. M e a n w h i l e, t h e ANHTU office bearers along with CSS Hindi teachers had an emergency meeting on March 15, 2017 at director of school education office and unanimously decided that agitation would be continue till the government fulfilled their demand. In a press release, ANHTU president, Rometo Sema, secretary AS Yartholongam, and CSS Hindi teachers’ convenor Ilika Aye, stated that the house also resolved that starting from March 16, 2017 agitation would be held outside the gate of Nagaland Civil Secretariat. In this regard, all CSS Hindi teachers have been requested to reach Secretariat at 9 a.m.
DIMAPUR, MAR 15 (NPN): Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, has notified that no organisation/ societies or any groups were permitted to conduct any medical camp without the permission of district inspection team.
In a press release, DC Dimapur, Kesonyu Yhome, said it has come to his knowledge that various types of medical camps were being conducted throughout the district without following any uniform procedures and system.
Kesonyu Yhome said that any organisation interested in conducting medical camps were must seek permission of the medical camps through DC and chairman, district inspection team. He said permission would be granted only after
ascertaining the credibility of the medical professionals conducting the camp. Failure to comply with the directive and leading to any unfortunate event, DC Dimapur cautioned that the organizing group(s) would be solely held responsible.
Postal employees to join nation-wide stir DIMAPUR, MAR 15 (NPN): Postal Employee’s Union, Nagaland division have decided to join the one-day nation-wide strike called by All India Central Govt. Employees’ Union on March 16 to support the 21 point charter of demands-revision of minimum pay & fitment factor, no reduction in rate of allowances as per 7 CPC recommendation etc. Public transaction in post offices across Nagaland would remain closed on March 16.
EVM tampering echoes across parties New Delhi, Mar 15 (AGENCIES): India is seen as a case study in modern electioneering and despite many parties arguing that the electronic voting machines (EVMs) are vulnerable to tampering, the election commission has stood its ground that they are secure. EVMs have become the centre of political drama in the country over the past month and the controversies seem to continue unabated. The issue caught steam when former Uttar Pradesh chief minister and Bahujan Samaj Party chief Mayawati alleged EVM tampering as an excuse for her party’s defeat in UP and demanded fresh elections. Outgoing chief minister and Samajwadi Party chief Akhilesh Yadav echoed her sentiment saying a probe must be done if a question has been raised. The Aam Aadmi Party and Congress have also claimed tampering in Punjab
and Uttarakhand. AAP alleged that despite their assessment of the party’s good showing and massive support among voters in Punjab, they didn’t receive votes. It claimed their vote mysteriously went to Akalis who were suffering from antiincumbency and huge public disliking and couldn’t possibly have won the amount of votes that they did. Interestingly, the BJP has done the same in the past. LK Advani had stated in a book that “32 states in the USA have passed laws
making VVPAT compulsory. The EC would be strengthening democracy if it contemplates similar legislation.” Kejriwal also demanded the EC should count VVPATs with EVM results. After municipal poll results were announced in Maharashtra in early March this year, many defeated candidates alleged tampering of EVMs. The protests surrounding EVMs and voting processes in India curiously start just before or during voting. In case of unfavourable poll results,
parties advocate the need to hold paper ballot voting. Earlier, Delhi Congress chief Ajay Maken wrote to the Delhi State Election Commission asking for MCD polls in Delhi to be held by paper ballot. Delhi Chief Minister Arvind Kejriwal also advocated that voting should be held via paper ballot. Maken, though, didn’t claim tampering in the three states where Congress won public mandate, mainly in Punjab where it was in opposition. The fact is most big political parties have in the distant or recent past raised the issue of vulnerabilities of EVMs. Whether the process is changed or not can only be decided by the election commission and until someone proves tampering, the process will hold a better record than paper ballots which has been used in a rampant manner for election fraud in the past.
