LUCKNOW/NEW DELHI, MAR 18 (AGENCIES/ IANS): By anointing Yogi Adityanath as the next chief minister of Uttar Pradesh, Narendra Modi and Amit Shah have achieved four goals simultaneously-- quelling internal dissent, preparing ground for 2019 Lok Sabha polls, keeping the RSS in check and buying time for the Ram Mandir issue. Chief Minister-designate Yogi Adityanath will be sworn in on Sunday afternoon, Union Information and Broadcasting Minister M. Venkaiah Naidu said here on Saturday. BJP state chief Keshav Prasad Maurya and Lucknow Mayor Dinesh Sharma will be sworn in as deputy Chief Ministers. NLA session: Kma traffic regulations DIMAPUR, MAR 18 (NPN): Kohima police had put in place new traffic regulations in view of the 15th session of the 12th Nagaland Legislative Assembly from March 21 to 30 as part of the security arrangement. In a press note, SP Kohima said only vehicles with appropriate car passes would be allowed to enter the Assembly Secretariat. No parking by the roadside from 6 a.m. onwards during Assembly sessions at the following routes-- from BSNL Telephone Exchange till Classic Island; from Raj Bhavan till M.S Classic Island; from Classic Island till Assembly Secretariat via Razhü Point. SP further informed that heavy vehicles would not be allowed to ply from 7 a.m. till the session was over and also from High School Jn. to Assembly Secretariat via Sanuoru sub-way during Assembly Sessions, except department buses. Police further asked all loading/unloading of goods in Kohima town to be completed by 7 a.m. and have barred heavy vehicles from being parked along “D” Block road. Police while seeking co-operation from the public, informed that defaulting vehicles would be towed away and charges to be borne by the owners.

Adityanath’s appointment indicates BJP pursuing Hindutva politics: Oppn

The BJP high command seems to have realised that a strong Hindutva emotion will be the only glue to keep the party cadre together for the next five years, and help it in 2019. By appointing Yogi Adityanath, a Thakur, the BJP seemed to have prevented this possibility. Adityanath was undoubtedly the most popular BJP leader in the state. He held most of the rallies in the state and, apart from Prime Minister, drew the biggest crowds in his poll speeches. Adityanath has rebelled

against his party on several occasions, but because of the sway he holds over the ‘Hindu’ voters, the BJP apparently could not ignore his ‘leadership qualities.’ He had floated Hindu Yuva Vahini, a right-wing outfit, in 2002. Ever since, the HYV has been largely instrumental in his meteoric rise - from a student leader to five-time MP. Playing the religious card during the pre-poll campaign, the firebrand leader had said that controversial issues like ‘love jihad’ and ‘Kairana Hindu’ exodus have always been on his party’s agenda.

Opposition par ties criticized BJP after it announced Yogi Adityanath’s name as the new CM of Uttar Pradesh, saying it was pursuing the “politics of Hindutva”. Congress spokesperson Sanjay Jha said the decision sent out an “unambiguous” message that the BJP is pursuing the policy of polarisation. “There is a categorical, unambiguous message being sent by Prime Minister Modi. With the choice of a very communal, Hindutva champion like Yogi Adityanath, the BJP is going to pursue a policy of clear polarisation, which will effectively mean the consolidation of a hardline Hindutva ideology not just in UP but in the country,” Jha told IANS. “This needs to be read in the context of the fact that the BJP did not give even a single ticket to Muslim candidates in the whole of Uttar Pradesh,” he said. About the statements by BJP leaders that development will be the party’s main agenda in the state, Jha said: “Develop-

ment is only a facade to actually pursue the Hindutva agenda in India.” “At the end of the day, this is a party that is driven by orders they receive from the RSS headquarters in Nagpur... we all know about the very inflammatory language used by Yogi Adityanath over the last several years,” he said. Trinamool Congress MP Saugata Roy said: “The BJP is in majority and it is their prerogative as to whom they name as the CM. But it is evident that the BJP wants to pursue a strong Hindutva line in Uttar Pradesh.” CPI (M) leader Brinda Karat said the RSS wanted to make Uttar Pradesh the centre of its Hindutva project. “All the tall talk of development has gone out of the window; they have chosen a man who made his political career through hate speeches and communal violence. A man who has several criminal cases against him. Such a man is going to be the CM-- it is a sad day for UP and a sadder day for India,” Karat said.

PMO likely to guide new UP chief minister LUCKNOW, MAR 18 (AGENCIES): With almost all newly elected BJP MLAs lacking administrative experience, the new government in Uttar Pradesh is likely to be run from the Chief Minister’s Office, with guidance from Prime Minister’s Office. This will make the role of bureaucrats and police very important as was the case when Kalyan Singh was the chief minister in 1991. The PMO has officials like Nripendra Mishra, PK Sinha and others who know the state like the back of their hands. With BJP’s chance of retaining power at the Centre depending heavily on its electoral performance in the state that elects the most number of MPs, the PMO is likely to keep a close tab on Lucknow. Substantial central funds are likely to be allocated to UP under various heads and for infrastructure projects. A beginning has already been made with allocation of Rs 11,421 crore under AMRUT for improving basic urban infrastructure by 2019-20. Implementation is likely to be monitored closely in UP.

Govt cautions deptts India needs a movement for on CSS appointments development, says PM Modi DIMAPUR, MAR 18 (NPN): Nagaland government has decided that henceforth all departments should obtain prior approval of the P&AR and Finance departments before engaging any person under the CSS/flagship schemes in the state. In an office memorandum, secretary to the government of Nagaland, Angau I. Thou, pointed out that hat there was an increase of appointments under CSS/flagship schemes in many departments, which were operating those schemes. Pointing out that the Centre grants many schemes and programmes for implementation of CSS/Flagship schemes in the state, the secretary said budgets were allocated under various ministries concerned themselves and the entire process of release was also done by them including salaries for the employees. In order to streamline the

mode of appointments for those CSS schemes, Thou said while sanctioning the schemes by the Centre, it was reflected that appointments of the employees were co-terminus with the schemes. Only after obtaining the government approval, the secretary said respective programme officers should engage any person clearly stating the mode of appointment i.e. whether the engagement were for a fixed tenure or co-terminus with the schemes. Therefore, the secretary stated that, henceforth, all departments while appointing any person under the CSS/Flagship programmes, should use the word engage/hire instead of appointment. The secretary to the government has further impressed upon all administrative heads of the departments and heads of the departments to strictly adhere to the regulation as conveyed.

MUMBAI, MAR 18 (AGENCIES): For its development, India needs a movement akin to the f r e e d o m m ove m e n t , Prime Minister Narendra Modi said on Saturday. “Similar to the freedom movement, we need a movement for development, where the collective aspirations propel the country’s growth,” Modi said, addressing the India Today Conclave here via video link. “We all should get involved in our dream of a new India, whose mantra will be ‘opportunity for all’ and an India of self-respect. “For several decades, we had embarked in wrong directions with wrong policies,” Modi said. “The decisions then were ‘election-driven’ or

based on set notions of the officials, but this has changed now,” he said. ANSTA demands implementation of 7th ROP One million Muslims sign DIMAPUR, MAR 18 (NPN): All Nagaland School Teachers Association (ANSTA) on Saturday asserted that CANSSEA’s demand for implementation of 7th ROP w.e.f. March 1, 2017 was “very genuine and reasonable” since the demand has been placed before the authority after considering the financial constraint of state government. In a press release, ANSTA president, Ponchulo Wanth, and treasurer, Temjenyapang, said that when it comes to pay revision in Nagaland, the state government has been lagging behind by two or more years in every pay revision. The signatories pointed out that 5th ROP took place only in 1998 after a loss of two years (Central implemented it in 1996) and the 6th ROP could be implemented only in 2008 against the Central implementation in 2006. They said as per the recommendation of the 7th Pay Commission, the central government employees have been granted 7th ROP since August 2016. ANSTA said due to pay

revision of central employees, inflation has risen since August 2016 in the country severely affecting north eastern states especially Nagaland, which imports essential commodities more. It said CANSSEA should have fought for implementation of 7th ROP in toto with the central pay revision. ANSTA, however, said CANSSEA in view of the difficult financial position of state government, might have softened its stand and demanded it be effective from March 1, 2017. Nonetheless, the ANSTA said the cabinet council should review its decision taken on March 11, 2017 regarding effective date for implementation of 7th ROP from March 1, 2018 and make it w.e.f. March 1, 2017 as demanded by the CANSSEA. ANSTA reminded that in 2010 when CANSSEA launched agitation for implementation of the 6th ROP in toto with the central pay revision, a cabinet sub-committee was constituted by the state government. It said

an MoU was signed between state government (represented by chief secretary) and CANSSEA (represented by its president) on June 29, 2010. As per MoU point No.4, regarding effective date for implementation of the 7th ROP, ANSAT said it was agreed unanimously that “in due time views of CANSSEA will be taken into consideration in this regard”. ANSTA said that now that the view of CANSSEA was for implementation of 7th ROP w.e.f. March 1, 2017, it had to be considered. Reiterating that the CANSSEA demand was genuine and realistic, the ANSTA said it would back the demand till the issue came to a logical end. Meanwhile, ANSTA also urged CANSSEA not to move even an inch from the present demand as it was a legitimate one. It also requested CANSSEA to have a wider consultation with all its federating units so as to have an effective and fruitful agitation towards common goal. (More on p-3)

NEW DELHI, MAR 18 (AGENCIES): In a significant development, over a million Muslims from across India, have called for the end of controversial divorce practice of triple talaq. A petition started by the Muslim Rashtriya Manch (MRM), an Islamic organisation affiliated with the Rashtriya Swayamsevak Sangh (RSS), calling for the abolition of triple talaq, has received signatures of more over a million Muslims from across India with women in majority. Several women have filed a petition before the Supreme Court seeking the quashing of the triple talaq practice. While calling for the ban of triple talaq, Union Minister Ravi Shankar Prasad recently termed it as a “pernicious social practice” that has been “banned or restricted” in many Islamic countries. The Union Minister for Law and Justice said that in the affidavit filed on behalf of the Union government, it was underscored that triple talaq was an issue relating to women’s right to gender justice, dignity and equality. The top court has been urged to spell out whether practice of ‘talaq-e-bidat’, ‘nikah halala’ and polygamy were compatible with India’s obligations under the international treaties and covenants to which it is a signatory.

Tripartite talks with UNC to end blockade Correspondent

IMPHAL, MAR 18: A tripartite talk between Government of India (GoI), Manipur government and United Naga Council (UNC) is scheduled to be held on Sunday in order to bring an end to the ongoing economic blockade that has crippled Manipur since November, 2016. A Central delegation led by MHA joint secretary (NE) Satyendra Garg arrived Manipur on Saturday to hold talks with the UNC. Sources said that Manipur government would be represented by additional chief secretary (home) Dr Suresh Babu. The meeting is proposed to be held at Senapati district headquarters, sources added. Sources further informed that the talks were earlier scheduled to be held on March 25, however, it was re-scheduled to be held on Sunday (March 19) As promised by BJP to end the economic blockade within 48 hours if the party was voted to power, sources said BJP had to act to gain people’s confidence.

Meanwhile, Tangkhul Naga Long (TNL), apex body of the Tangkhul community, while demanding revocation of creation of seven new districts, bifurcating Naga hills area, has urged its MLA to listen to the wishes of the Naga people. TNL in a statement to local media said even though NPF extended its supports to the BJP led coalition government in Manipur, Naga MLAs must supports the cause of the Nagas in Manipur. TNL demanded that revocation of creation of seven new districts by previous Ibobi-led government should be included in the common minimum programme of the coalition government. TNL also accused the previous government for dividing the Naga areas into pieces despite objections raised by the hills people. It may be mentioned that the economic blockade along the national highways1 and 37 UNC has been in imposed by UNC since November 1, 2016, cutting off the lifeline to Manipur.

Govt directs JEO/AHM promotees DIMAPUR, MAR 18 (NPN): State government Saturday said it has taken note that some of the graduate teachers who were promoted as JEO/AHM vide order No. DSE/ PROM/1-78/2015 dated March 11, 2017 did not possess professional qualification of B.Ed. In this regard, the state government has directed those responsible not to join their new posting as JEO/AHM and remain in their present place of posting as graduate teachers until further orders. In an office memorandum, principal secretary, FP Solo, also directed other newly appointed JEO/AHM to submit the B.Ed certificates for verification to the additional director (HoD), directorate of school education within March 31, 2017 failing which the promotion would be cancelled.

EDBA condemns assault on advisor

DIMAPUR, MAR 18 (NPN): East Dimapur Business Association (EDBA) has vehemently condemned the “barbaric assault” on its advisor Dr. Aotoshi by some miscreant on Saturday evening near new Dhansiri bridge, Dimapur. In a press note, EDBA vice president, Mar Longkumer said such inhumane assault was unacceptable in a civilized society. EDBA said the incident occurred when the assailant’s vehicle, while overtaking, brushed aside Dr. Aotoshi’s vehicle. Soon after incident, EDBA said the occupant got down and began to hurl abuses and physically assaulted its advisor. In this regard, EDBA has demanded police to apprehend the culprit at the earliest and award punishment as per the law.

DAN legislators meeting on Mar 21

DIMAPUR, MAR 18 (NPN): Ahead of the Nagaland Legislative Assembly (NLA) session, scheduled to begin on March 21, 2017, a meeting of the Democratic Alliance of Nagaland (DAN) legislators has been convened on March 20, 2017 at 4 p.m. in the State Banquet Hall. CMO through its media cell has requested all the members of the DAN party legislators to make attend the meeting.

ANHTU grateful to CM, others

DIMAPUR, MAR 18 (NPN): All Nagaland Hindi Teachers Union (ANHTU) has expressed gratitude to chief minister, Dr. Shürhozelie Liezietsu and the School Education minister Yitachu for assuring to release CSS Hindi teachers’ nine months pending salary from state budget even though the Centre was yet to sanction for salary. In a press release, ANHTU president, Rometo Sema, and CSS Hindi teachers convenor, Ilika Aye, also thanked the chief secretary, addl. chief secretary & finance commissioner and principal secretary for school education for timely intervention during crucial juncture and taking up the issue. Further, ANHTU thanked all the NGOs, organizations, ANHTU office bearers, CSS Hindi teacher district representatives, media persons, administration, armed forces for co-operation during the agitation and all CSS Hindi teachers for their patience despite going through untold hardship. Meanwhile, ANHTU has appealed to director of school education to release two months’ salary within March 2017 as agreed.

Assam IPS officer to head Ujjain blast probe

BHOPAL, MAR 18 (AGENCIES): Assam cadre IPS officer Sanjukta Parashar, known for crushing Bodo militancy in her earlier assignment as the Sonitpur district SP in Assam, is now heading the National Investigation Agency (NIA) probe into March 7 blast in the Bhopal-Ujjain passenger train that lead to ten people getting injured. Sanjukta arrived here on Thursday from Delhi where she is currently posted as NIA SP, to take over the probe from Madhya Pradesh Anti-terrorist squad (ATS). She has already visited Sujalpur where the blast occurred. K Y M C
