IMPHAL, Feb 28: All India Congress Committee (AICC) vice-president, Rahul Gandhi, on Tuesday attacked the prime minister, Narendra Modi, for keeping secret the framework agreement signed between the government of India and NSCN (I-M) on August 3, 2015, saying “no one was made known about the Naga accord.” Addressing a crowded congress rally in Imphal’s Hatta Kangjeibung, the AICC vice-president said even ministers of Modi government were not aware of the details of the framework agreement and accused the Prime Minister of keeping the contents of the agreement secret. He recalled that AICC president Sonia Gandhi was informed over phone about the matter only after the accord was signed. It was the first ever phone call given by the Prime Minister to Sonia Gandhi informing only about entering the agreement but no further detail, Rahul recalled. Strike hits bank ops

C hennai , F eb 2 8 (IANS): Banking operations across the country came to a halt on Tuesday as 10 lakh bankers staged a strike against the government’s “anti-people banking reforms”, said a bank union leader. The strike was called by the United Forum of Bank Unions (UFBU), comprising nine unions. They also pressed for compensation to employees for extra work done on account of demonetisation. DIMAPUR, Feb 28 (NPN): Drawing attention to the news item published in a section of the local media on 7th RoP, the Chief Minister’s Office (CMO) media cell in a rejoinder clarified that “the cabinet simply agreed in principle to implement the 7th Central RoP for the state employees with the rider that the effective date from which it will be implemented shall be decided by the Cabinet at a later date”.

NPRAAF reminds F&CS deptt to cancel backdoor appointments DIMAPUR, FEB 28 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) on Tuesday reminded the food and civil supplies (F&CS) department to cancel backdoor appointment of three LDAs. NPRAAF through its information and publicity cell said the department had made official commitment through an official letter to conduct open competition against vacancy of three LDA posts that were filled by three individuals through backdoor appointment dated March 10, 2016 on regular basis. However, NPRAAF said following its intervention the department re-issued office corrigendum vide office order (part-II) No/294, 295, 296 Dated July 18, 2016 making the appointments on contract basis. Reminding that the appointment of the three

GST to come into effect from July 1 NEW DELHI, FEB 28 (IANS): Goods and Services Tax (GST) will be implemented from July 1 as all states have agreed on the implementation date, Economic Affairs Secretary Shaktikanta Das said on Tuesday. The government plans to get the GST Council’s approval on iGST (integrated GST), cGST (central GST) and sGST (state GST) drafts at its March 4-5 meeting before the second half of the budget session of Parliament begins on March 9. The draft compensation bill was approved in the Council’s February 18 meeting. The draft laws passed by the Council will have to be passed by Parliament. Simultaneously, sGST will have to be passed by state legislatures. The four bills form the enabling laws under the GST constitutional amendment.

NPCC asks Zeliang to substantiate allegation

DIMAPUR, FEB 28 (NPN): Nagaland Pradesh Congress Committee (NPCC) through its media cell has demanded that “deposed chief minister T.R.Zeliang” come clean by naming which political elements did not want solution to the Naga political problem. NPCC also said Zeliang should publicly name those political elements posing hurdles rather than make a vague statement that is detrimental to the overall interest of the Nagas. NPCC said NPF’s “frustration was understandable” given the fact that it had miserably failed on all fronts for the past 14 years of rule. “When our own house is in total disarray owing to the divisive politics of the NPF, it is unwise of NPF leaders to simply accuse others of doing the same. The myopic policy of the NPF has isolated Nagas from all our neighbors with whom we had co existed since time immemorial,” NPCC said. An up-coming researcher from Shillong lamented that a tiring and time-consuming nature of a trip to the labs in NER, mostly through small, winding and bad roads deters visitors, including scientists. Biotechnologist from Assam deplored the dearth of quality manpower in adequate numbers. Despite ongoing efforts by the Centre, there are gaping holes when it comes to R&D funding, corruption and mismanagement, they feel. They pitched for improving primary and secondary education in rural areas, building more research centres, promotion of indigenous knowledge and setting up more research centres in rural NE.

Nagaland gets top IT, e-governance state award DIMAPUR, FEB 28 (NPN): Nagaland has been awarded as the top performing State from amongst the Northeastern States in the field of IT and e-Governance sector by Computer Society of India (CSI)-Nihilent. The award was received by Nagaland chief minister, Dr. Shürhozelie Liezietsu in the presence of minister, IT&C P. Paiwang Konyak and chief secretary, Pankaj Kumar. This was informed by commissioner and secretary, IT & C, K.D Vizo at a brief felicitation programme at the Chief Ministers Office, Nagaland Civil Secretariat, Kohima on Tuesday, stated DIPR report. T.R. Zeliang says he was a victim of majoritarian politics DIMAPRUR, FEB 28 (NPN): DAN chairman and advisor Finance, T.R. Zeliang on Tuesday claimed that he was dislodged as the chief minister not for any reason, but just because he was from a “minority tribe in Nagaland”. In a statement issued by Media & Press Bureau of NPF Central Office, Zeliang maintained that though he had majority support of MLAs, yet was dislodged as he was from a minority tribe , while campaigning at Tamenglong Manipur. He however had no regrets for vacating the CM’s chair as it was handed over to a person who loved the party and the people. He exuded confidence that chief minister, Dr. Shürhozelie Liezietsu would take NPF and the DAN government to greater heights. Sc&T plagued by poor infra in NE states

Yitachu defends Zeliang Nagaland education minister and in-charge of Manipur NPF, Yitachu, has said that the former chief minister of Nagaland, TR Zeliang, “as a true Naga leader”, chose to step down to prevent the Naga society from plunging into further turmoil. Addressing a gathering of NPF functionaries and supporters at Tamenglong, Manipur on Tuesday, Yitachu said that if TR Zelaing desired he could have held on to his seat by making use of Central forces offered by the Centre. He said Zeliang was cornered from the Supreme Court angle, which was on the verge of delivering a verdict that could have gone against the cherished Article 371 A, and from “some civil organisations”, which expressed apprehensions that holding of ULB polls would go against customary practices of the Naga people. tachu said that as a leader Zeliang had boldly decided to pre-empt the Supreme Court ruling and went ahead with the elections. Yitachu said as a result of “this supreme sacrifice he made” Zeliang’s leadership has grown manifold in the eyes of the legislators as well as the people of Nagaland. In a press release, NPF central office, media & press bureau said Yitachu expressed confidence that Zelaing would soon come back “to lead us one day.”

KUT declares noncooperation with KTC DIMAPUR, FEB 28 (NPN): Khiamniungan Union Tuensang (KUT) has declared “non-cooperation” with Khiamniungan Tribal Council (KTC), on the “flexible decisions” adopted by latter on the “controversial” ULB election. KUT took the decision on February 25 and also adopted following terms and conditions: that all bonafide citizens/members of KUT would cease to involve in KTC activities with immediate effect and all designated officials of KTC from amongst KUT would cease to involve/resign from KTC. KUT also warned of strong action against any of its member involved in KTC activities and during non-co-operation period, it asked government office, departments and other NGOs to contact KUT office on any matters/issues concern-

Tangsoi, general secretary S.Mudang Shiu and executive secretary Amos Nyukshing, the union being the bonafide unit and member of KTC has been rendering its outmost support and services for the welfare and interest of the community for years. However, they asserted that the decision of KTC on ULB election was contrary and therefore, demanded dissolution of the present KTC team within February 15, 2017. This was contested by KGOA, KBCA and KSU urging KUT to reconsider the decision, but since it “could not arrive at a concrete solution”, the union adopted non-cooperation, the release stated.
