PM calls for ‘Janta curfew’ on Mar 22 Appeals to all for resolve, restraint to fight Covid-19 NEW DELHI, MAR 19 (PTI): Calling for “resolve and restraint” to fight coronavirus, Prime Minister Narendra Modi on Thursday asked the entire country to observe ‘Janta curfew’ on Sunday. Pitching for “social distancing”, Modi called for ‘Janta curfew’ on March 22 from 7 am-9 pm, saying no citizen, barring those in essential services, should get out of their house, and asserted that it will be a litmus test to show how much India is ready to take on the challenge of the coronavirus pandemic. This experience will serve the nation well, he added. “During this curfew, we shall neither leave our homes, nor get onto the streets and refrain from roaming about in our societies or areas. Organizations call for prayer on Mar 22 DIMAPUR, MAR 19 (NPN): Organizations like NBCC, NJCF and CNC have called upon the people and the churches to observe fasting and prayer on March 22, 2020 (Sunday). NBCC: Nagaland Baptist Church Council has called upon all Churches to observe prayer on March 22 and issued several prayer points. (See more on p-8) NJCF: Nagaland Joint Christian Forum (NJCF) has called upon all the churches across the denominational line to observe a day of prayer and fasting on March 22 and seek God’s intervention and protection. In a press release, NJCF vice president Rev. Dr. N. Paphino urged the denominational head offices to issue precautionary guidelines fitting to their ecclesiastical worship and liturgy. CNC: Council of Nagalim Church (CNC) has appealed to all denominations and Churches in Nagalim and all Churches of regions, brigades, battalions and units under CNC to observe a day of fasting and prayer on March 22 “for protection of Naga nation from the dreadful pandemic disease caused by Novel Corona Virus or COVID 2019,” CNC general secretary Ikato Chishi Swu stated in a press note.

Modi began his address by highlighting the scale of corornavirus’ impact and noted that there is a view that India has averted the crisis and all is well. “This mindset is not correct. Complacency in respect of a global pandemic like coronavirus is not appropriate. It is essential that each and every Indian remains alert and cautious,” he said and asked a few weeks from the countrymen. Studies of countries hit by the pandemic have revealed that it exploded after a few days, and the number of people infected by it grew at a very rapid pace. A cure or vaccine for coronavirus has not been found yet, Modi said, adding that a few countries have controlled the situation by taking quick decisions and
by isolating more and more people.“I appeal to you that for the next few weeks, step out of your homes only if absolutely necessary. As far as possible, try and do all your work, whether related to business or job, from home. Senior citizens, those above 60-65 years of age, should not leave their homes over the next few weeks,” Modi said. He asked people to follow the directives government to combat coronavirus. He said the pandemic is “deeply hurting” the economic interests and wellbeing of India’s middle class, lower-middle class, and poor segments. “In such a time of crisis, I request the business world and high income segments of society to as much as possible, look after the economic interests of all the people who provide them services,” he said. Modi pointed out that in few days it is possible these people may not be able to come to office or people’s homes. He also urged youth, organisations like NCC, NSS, civil society to spread awareness about this people’s curfew over the next two days.
Nirbhaya convicts to be hanged today NEW DELHI, MAR 19 (PTI): All legal routes to escape the noose closed on Thursday for the four men convicted in the Nirbhaya gangrape case seven yearsthree months after brutalising a young woman in a Delhi bus with a barbarity that shook the nation. Mukesh Singh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31), held guilty for gangraping a 23-year-old physiotherapy intern in Delhi on the night of December 16, 2012 so savagely that she died of her injuries a fortnight later, will be executed in Tihar Jail at 5.30 am on Friday. Their death warrants have been deferred by a court thrice on the grounds that they had not exhausted all their legal remedies and that the mercy petition of one or the other was before the president. On Thursday, however, all the legal routes seemed to have closed for the four men. The Supreme Court refused to entertain Mukesh Singh’s last ditch plea that he was not in the city when the crime took place.
State govt invokes ‘Epidemic Diseases Act’ Authorised officers can forcefully admit, isolate suspected case of Coronavirus DIMAPUR, MAR 19 (NPN): A week after the Central government advised States to invoke the necessary provisions of the Epidemic Disease Act, 1897, the Government of Nagaland, Department of Health and Family Welfare (H&FW), has issued 23point regulation regarding COVID-19 (Corona Virus Disease 2019) in exercise of the powers conferred under section 2, 3 and 4 of the Epidemic Disease Act, 1897 (No.3 of 1897). The regulations published in the Nagaland gazette extraordinary on March 18, 2020, would come into force immediately and would remain valid for a period of one year from the date of publication of the notification. The regulation declared that all health facilities would have a designated Flu/COVID-19 corners for screening of suspected cases of COVID-19. It would be mandatory for all health facilities to notify such person(s) to concerned district surveillance unit along
with duly filled up self declaration forms, who, within their knowledge, are having travel history of COVID19 affected countries and are having complaints of fever or cough or respiratory difficulty or even without any sign and symptoms of COVID-19. In addition, the history of coming in contact with suspected or confirmed cases of COVID-19 would be recorded. To avoid spread of any rumor or unauthenticated information regarding COVID-19, no person/institution/organization would use any print or electronic media for information regarding COVID-19 without prior permission of H&FW department. In case, anyone was found indulging in such activity, it would be treated as a punishable offence. Since no private laboratories have been authorized to take or test samples for COVID-19 in the state, all such samples would be collected as per guidelines of the Ministry of Health & Family Welfare and would be sent to designated labs
by the state nodal officer appointed by the H&FW department. Any person with a history of travel in last 14 days to a country or area from where COVID-19 has been reported must report to nearest government hospital or call a toll helpline number 7005415243/ 7005539653/ 9856071745, so that necessary measures/action if required may be intimated by H&FW department. All person with a history of travel to a country or area from where COVID-19 has been reported in last 14 days, but who do not have any symptoms of cough, fever, difficulty in breathing, should isolate themselves at home and cover their mouth and nose with a mask. Such persons must take precautions to avoid contact with any persons including family members for 14 days from the date of arrival from such areas. Authorized persons as per Clause 6 have been authorized to admit a person and isolate the person if required in case he/she has a history of visit to an area where COVID-19 was endemic and the concerned person was symptomatic. DIMAPUR, MAR 19 (NPN): After a lot of hue and cry over insufficient initiative on the part of the State’s Health agencies to prevent spread of coronavirus (COVID-19), Dimapur finally witnessed medical staff screening denizens at various points around the town on Thursday. While passengers were screened at Dimapur airport, other entry points to the State
were left largely unattended, thereby increasing risk of people getting infected with COVID 19 as travellers entered the State easily. Finally, from 6 a.m. Thursday, locations like railway station, Dillai check gate and New Field check gate witnessed screening of individuals. And till 12 noon, over 8,000 people were screened at two locations, out of which 17 were advised home isolation or medical treatment at the earliest.
Dimapur chief medical officer (CMO) Dr T Pangjung Sangtam informed Nagaland Post that screening would be conducted round-the-clock on rotational basis, with four to five health workers being posted at each of the mentioned locations. He added that a roster till April 8 had been made, whereby everyone entering the State would be screened by medical staff posted at these locations. Medical staff posted at various locations informed this reporter that all those whose body temperature recorded 100-degree Fahrenheit and above on the thermo scanner were advised medical check-up and home isolation. Contact numbers of such people were taken for assistance and follow-ups. For precautionary measures, CMO advised denizens to avoid social gatherings, unnecessary travel and to regularly wash hands.

KOHIMA, MAR 19 (NPN): Special action group (SAG) on COVID-19, constituted by the state government to monitor the situation, has appealed to the faith-based organisations (FBOs) to suspend mass gatherings and even postpone weddings till the virus was contained. The principal secretary and Home commissioner, Abhijit Sinha, who heads the SAG, made this appeal during an emergency meeting with FBOs in the secretariat conference hall here Thursday. Briefing on the virus, Sinha explained how the infection was spread across different nations through carriers. He said that the only way to fight the virus was through personal hygiene. Sinha said that no positive cases had been reported in the state or north eastern region till date. He reminded that state government was taking all precautions to control the possible spread of disease. He also informed that screening of passen-
gers at Dimapur railway station and various entry points have already started besides Dimapur Airport. Asserting that the virus was highly infectious and could be easily spread at community gatherings and other crowded places, Sinha requested the participants to minimize mass gatherings. Health and Family Welfare principal director Dr. V. Suokhrie said the virus was very rapid mainly due to poor hygiene and urged FBOs to inform their members to be aware and maintain good hygienic practices. Dr. Suokhrie also appealed to the citizens to follow standard guidelines that were issued by the government. The church leaders appreciated the government and the department for putting all efforts to ensure the wellbeing of the citizens and assured to extend cooperation. Kohima Town Baptist Pastors Fellowship president, Rev. Kevichalie, also informed the Sunrise service held on Easter Sunday at Kohima WW-II Memorial was cancelled due to outbreak of COVID-19.
DIMAPUR, MAR 19 (NPN): In response to increased anxieties and concerns around the global outbreak of coronavirus (COVID-19), Nagaland Baptist Church Council (NBCC) has called upon all its member associations and churches to remain vigilant and alert to potential dangers from this virus. The council in an advisory issued through its general secretary Rev Dr Zelhou Keyho also asked all its Churches and establishments to follow standard guidelines being framed by the State government. NBCC said as Christians “we have a responsibility to care for each other and ourselves”. With World Health Organisation now declaring COVID-19 a pandemic, it said the Christians should be seen as part of the solution rather than potentially becoming part of the problem. As this was a highly infectious disease caused by COVID-19 that spread from person to person through sneezing, coughing and contact with contaminated surfaces, NBCC urged congregations to take measures to keep themselves and their communities safe. Demand for revoking appointment of 994 police recruits JCPI rallies rescheduled DIMAPUR, MAR 19 (NPN): The issue of 994 backdoor appointments in police department continues to generate much heat with both political and non-political organisations calling for revoking these appointments. ASUD: Taking a serious note of the alleged 994 backdoor appointments made under the Home department, Ao Students’ Union Dimapur (ASUD) demanded immediate revocation of services of all the employees absorbed in the department through illegal means. It called upon the student community and civil society organisations (CSOs) to join hands in order to keep a check on such “unprincipled acts” committed by those occupying high position in the government. The union also encouraged unemployed youth of the State to learn to stand on their feet instead of wilfully giving in to backdoor means, which
defeated the very purpose of pursuing education. There were so many avenues outside the government sector to keep oneself employed, “if we only learn to open our eyes and see where opportunities lie,” it pointed out. Asserting that it always had and would stand for the welfare of student community, ASUD also declared that should there be any need, it was ready and willing to go to any length until the erring leaders did justice to the aspirations of thousands of deserving candidates of the State by revoking the appointments. dima Town (NTUCT) for cancellation of illegal backdoor appointees, besides supporting Naga Students’ Federation’s (NSF) ultimatum for setting up Nagaland Staff Selection Board (NSSB). S t r o n g ly s u p p o r t i n g DNSU and NTUCT’s calls for cancelling the appointment of 994 candidates in the police department recruited without open recruitment except for the 206 posts advertised, TSUD in a press release issued by its president Rukewezo Wetsah and finance secretary Pechesin Bukh expressed its “exasperation” at the extent of illegal backdoor appointments and declared “enough is enough”. It also appealed to the “good conscience” of the backdoor appointees to voluntarily rescind their appointments so that all people of the State, irrespective of their status or connections, could get equal opportunities.

Lotha Students’ Union (LSU) has announced its support to any move against backdoor appointment, but through a holistic approach and not selectively. Mentioning that no State government department was an exception to this menace, union’s president Ashanthung Humtsoe and general secretary Pithungo Shitio in a release demanded that every department should be checked and not anyone in particular. It also declared not to support any partisan attempt in addressing the issue of backdoor appointments, adding it stood for justice, equality and fairness for all. DIMAPUR, MAR 19 (NPN): In view of coronavirus epidemic, Joint Committee for Prevention of Illegal Immigrants (JCPI) has decided to reschedule its proposed rallies in district headquarters to April 17, 2020. Informing this in a press note, JCPI media cell said the decision was taken during the meeting held on March 19 to discuss about eh expiry of the ultimatum served on the state government for the effective implementation of ILP and making December 1, 1963 as the single cut off year for both ILP and RIIN for the entire state. Among several resolutions adopted, JCPI warned that if the state government failed to heed to the genuine demand of the indigenous people of the State, it would be compelled to launch a statewide bandh on April 24, 2020 followed by noncooperation movement till the genuine demands of the people were fulfilled. JCPI also resolved to distribute (translate in all dialects) the white paper on RIIN to educate public on the importance of RIIN exercise and effective implementation of ILP and other special provisions in the state of Nagaland. Further, JCPI appealed to all the apex tribal bodies “to be prepared to reach our common objective by extending every possible co-operation for the proposed protest rallies and subsequent bandh.” K Y M C
