Govt to hold consultations on ULB Correspondent

KO H I M A , M A R 2 1 (NPN): Nagaland governor, P.B. Acharya, on Tuesday said that state government would hold consultations with all the stakeholders, civil society organisations and the tribe hohos for arriving at consensual approach towards Urban Local Bodies (ULB) election and related matters at the right time. Addressing the first day of the 15th session of the 12th Nagaland Legislative Assembly (NLA), the governor said the state government on the one hand made progress on several developmental fronts, but on the other hand it faced various problems in conducting elections to ULB in the state, which led to violence and ultimately ULB elections declared null and void on February 2, 2017. Acharya while mourning the death of two young men killed on January 31, 2017 in Dimapur also lamented that functioning of government offices was disrupted due to bandhs. The governor said that a judicial inquiry has been ordered to inquire into the matter.

On the construction of India-Myanmar international border fencing along Pangsha under Noklak subdivision by Myanmar government, the governor said through the collective efforts of the civil society organizations, the state government and the Centre, it has been possible to impress upon the Myanmar government to stop the border fencing work. He said that such move on the part of the Myanmar government had the potential to adversely affect the free movement regime. Acharya said the state government would continue to make efforts to ensure that

no similar fencing works were carried out in the international border areas of Nagaland. Reiterating the state government’s support to the ongoing political dialogue between the government of India and the NSCN (I-M), the governor said the government would continue to strive to work for a final solution in a peaceful, inclusive and honourable manner. Acharya informed the house that state government has recently constituted Political Affairs Mission (PAM), replacing the erstwhile political affairs committee, to spearhead the government’s efforts in this area. The governor also reiterated his appeal to NSCN (K) to resume ceasefire with the government of India in the larger interest of the Nagas. Meanwhile, the governor highlighted the achievements, policies, programmes and plans of the state government. On administration and justice, he said the village guards would be strengthened by creation of two posts of assistant commandant at Thonoknyu in Tu-

enang district and at Meluri in Phek district. With regard to agriculture and allied sector, the governor said the state was deficit in rice production by 24%, but maintained that the government’s priority was to increase production and productivity with suitable technologies in farming systems and achieve food security. In fisheries sector, the governor said the government envisages enhancing local production to about 8,500 metric tons during 2016-17. Acharya said under the National Afforestation Program, the department of environment, forests & climate change has brought an area of 2,130 hectares under afforestation in 2016-17. He said recently it was decided to create two forest divisions - one each for Kiphire and Longleng districts. On education, health, social and economic services, Acharya said the school education department was trying to address the quality issue by putting stress on training of teachers, their redeployment in a more rational manner and by doing school rationalization exercise. TR Zeliang owes apology to the people: NPCC DIMAPUR, MAR 21 (NPN): Nagaland Pradesh Congress Committee (NPCC) has asked deposed chief minister, T.R. Zeliang to apologize to the people of Nagaland for exhibiting “blatant abuse of power starting with beneficiaries of Chief Minister’s Road Development Fund (CMRDF) mostly being the kith and kin of himself, ministers and parliamentary secretaries.” NPCC media cell pointed out that the entire process of CMRDF allocation was a sham exercise in addition to T.R. Zeliang’s putting his signature as chief minister on March 8, 2017 even after Dr. Shürhozelie took over as the CM on February 22, 2017. It also said that the CMO media cell which had desperately issued clarification did not hold any substance. NPCC reminded that as per the notification issued by the State Planning

NEW DELHI, MAR 21 (NPN): Central government has approved Rs. 251.3 lakhs for creation of National Virtual Library of India (NVLI) in Dimapur and Kohima for the period 2016-17. The amount has been sanctioned for District Library, Dimapur and State Central Library, Kohima. This was stated in a written reply in the Lok Sabha, when Union minister of state for Culture and Tourism, Dr. Mahesh Sharma gave out the state-wise information of the libraries approved by the Centre at an estimated amount of Rs. 4094.69 lakhs. According to the ministry, the National Mission on Libraries was set up vide notification dated 4th May, 2012 in pursuance of National Knowledge Commission recommendations for sustained attention for development of Libraries and Information science Sector. Zeliang could readily stoop down to occupy the unconstitutional post of Advisor (Finance) to keep enjoying the spoils of power, NPCC said on the other hand chief minister Dr. Shürhozelie seemed to be “content in abdicating his power and authority just to be in the CM’s chair.” Therefore, NPCC demanded that the entire process of CMRDF allocation be cancelled and start afresh by giving equal distribution to all districts as per the laid down rules in transparent manner. While demanding chief minister Dr. Shürhozelie to issue a public statement to make it clear whether he had endorsed the dual power centre, NPCC said “his deafening silence will not wish away the misuse of CMs office which is already sullying his image as regional patriarch in nearly five decades of active politics.”

KO H I M A , M A R 2 1 (NPN): NPF legislator, Dr. Imtiwapang Aier was unanimously elected as the new speaker of the State Legislative Assembly on the first day of the budget session, Tuesday. Dr. Imtiwapang name was proposed by ministers-- P. Longon and Y. Vikheho Swu and seconded by minister Chotisuh Sazo, and parliamentary secretaries- Khriehu Liezietsu and Er. Levi Rengma. The 44-year old was declared unopposed by deputy speaker, Imtikumzuk after the Governor’s address. The post of Speaker became vacant after the then Speaker Chotisuh Sazo was inducted as minister of Public Health Engineering by chief minister Shurhozelie Liezietsu on February 22. Aier was elected to the assembly in the 2013 on a Congress ticket from Impur constituency under Mokokchung district. However, he along with seven other Congress MLAs merged with ruling NPF in November 2015 when T.R. Zeliang was the chief minister. He held the post of Parliamentary Secretary for Geology and Mining in the (Cont’d on p-2) Zeliang’s ministry.

KO H I M A , M A R 2 1 (NPN): Chief minister Dr. Shürhozelie Liezietsu, who also holds the Finance portfolio, would present the State budget 2017-18 on March 28 while discussion and voting on the demands for grants for the year 201718 will take place on the concluding day of the session on March 30. The 15th session of the 12th NLA scheduled for five days would witness two recesses in between- March 22 and 29 being Wednesdays. On March 23, question hours (if any), laying of reports (if any), etc would take place and on March 24, Comptroller and Auditor general (C&AG) report would be presented besides considering and passing of government bills and introduction of government resolutions (if any) etc. The session would again commence on March 28 after gap of three days (March 25-27). Meanwhile, the first day of the 15th session of the 12th NLA began with governor’s address which was followed by obituary reference.

Unidentified body found in Dimapur Staff Reporter

D IMAPUR, MAR 21 (NPN): On receipt of information, Dimapur police recovered the dead body of an unidentified Naga male, aged between 25-30 years, near DC’s office Dimapur on Tuesday morning. The body bore marks of some blunt objects on the head and face, police said. However, till late evening, police were unable to identify the victim since there were no ID card/documents for identification while there has not been any missing complaint filed in any of the police stations, police said. Police were ascertaining whether the youth was killed after being robbed or belonged to some Naga Political Groups. The body has been kept at district Hospital morgue for identification.

Chief minister Dr. Shürhozelie Liezietsu in his speech expressed hope that Dr. Imtiwapang Aier, a highly qualified, fast and keen learner would be able to conduct the business smoothly and maintain decorum in the house and also carry out duties and responsibilities within and outside the state. In his acceptance speech, Dr. Imtiwapang Aier expressed gratitude to all the members for electing him to hold the dignified office and assured to give his best to “up-hold the cherished traditions and the non-partisan character of the office”. Describing the 12th NLA as a unique house with no opposition, he said such instance was rare in any democratic form of government. He therefore urged the legislators to avoid “political apathy and depression” and deliver services to the people.

Interacting with media persons after assuming the Speaker’s chair, Dr. Imtiwapang Aier said that there was no restriction on MLAs to raise questions in the assembly, instead they are free to raise question in the floor of the house during the question hours. He made this statement, when he was asked to comment on the alleged threat on BJP legislator Mmhonlumo Kikon for tabling questions about home department for the forthcoming NLA assembly session. He further said that the MLA has to produce proof in order to substantiate his claim. Dr. Imtiwapang stand was that the document which was circulated in social media does not bear the signature of Mmnholumo, therefore the person whoever drafted the question(s) might have leaked it to social media. Commissioner and secretary NLA N. Benjamin Newmai also said as per the procedure, the NLA has not refused or restricted “at any point of time” to any of the MLA’s to raise questions.

Centre proposes `2 lakh cap on cash transactions NEW DELHI, MAR 21 (PTI): The government on Tuesday proposed to reduce the cap on cash transactions to Rs 2 lakh, down from Rs 3 lakh as announced in the Union Budget. A penalty of equal amount would be levied in case of violation of the provision, a tweet by revenue secretary Hasmukh Adhia said after the amendment was moved. Finance Minister Arun Jaitley had in his Budget speech announced that on

the recommendation of the Special Investigation Team (SIT) on Black Money, the government had decided not to allow cash transactions above Rs 3 lakh. The proposal was one of the 40 amendments to the Finance Bill moved by the government. Opposition parties like TMC, BJD and RSP protested against the introduction of the amendments, saying it was being done in the form of “back-door entry”.

Kholi in his message reminded the Nagas that the world “we live in today is not the destination we have set for” saying they must keep moving looking for the future. He touched upon the changing realpolitik of the state from traditional to modern and drove home the point that “change of our village-state to a nationstate under republic system becomes imperative.”

Kholi’s message, read out by a secretary, asserted that ‘ours’ was a future oriented movement and the revolution continues since Nagas were not safe under the Indian constitution or in the Shillong Accord. Kholi also expressed concern over the mushrooming factions in Nagaland saying infighting among the Nagas magnify the problem. “NSCN is definitely for solution,” he asserted. He likened the August 3, 2015 Framework Agreement between NSCN (I-M) and GoI as ‘the second bus

we can never afford to miss.’ According to him, the agreement embraces all Nagas and their territories and cautioned that rejecting the issue-based agreement would pull back the Nagas decades behind others. Kholi maintained the future of Nagas was now safe under the agreement. In conclusion, Kholi appealed for unity and reconciliation among the Nagas. In his over an hour speech, ato kilonser Th. Muivah said after years of negotiations, for the first time in the history, government of India recognised the unique history and sovereign rights of the Nagas during the time of NSCN. Basing on this, he said the Framework Agreement was signed by two sovereign nations, Nagaland and India.
