DIMAPUR, MAR 23 (NPN): Nagaland chief minister Neiphiu Rio asserted that Nagaland did not have any confirmed case of novel coronavirus so far but cautioned citizens against becoming complacent or lowering their guard. Addressing people of Nagaland on COVID-19 from chief minister’s secretariat at Kohima on Monday, Rio assured that there was no need to panic but that everyone had to remain alert and cautious to ensure that no one was infected. He mentioned that the next few weeks would be crucial in the fight to defeat COVID-19 but expressed the hope that with the active participation of each and everyone, these difficult times could be overcome together. Rio also appealed to all people, particularly students coming from outside the

He claimed that the medical department and all health personnel were working day in and out in taking measures to prevent spread of the virus, adding the department was fully prepared for providing care and requisite medical assistance to anyone in the event of any eventuality. Stating that the State gover nment had issued many instructions and was adopting various steps like restricting public movement, closure of public places and other such containment measures, the chief minister also extended his appreciation to the people for their enthusiasm in cooperating with the government and sought continued cooperation in order to defeat the threat posed by COVID-19. Further, Rio appealed to all sections of people
across India to be sensitive towards all communities and refrain from ostracisation, racial profiling and discrimination at this crucial juncture when novel coronavirus was sweeping the whole world. This assumes significance following reports of some people of the Northeast, including Nagaland, being allegedly subjected to ostracisation, racial profiling and discrimination in some States following outbreak of COVID-19 pandemic. He urged the people of Nagaland to adopt best practises of personal hygiene and social distancing as recommended by health authorities, besides maintaining vigil and helping authorities in preventing rumours and fake news from being spread. NEW DELHI, MAR 23 (PTI): The death toll due to the novel coronavirus pandemic rose to nine on Monday after West Bengal and Himachal Pradesh reported a casualty each, while the number of confirmed cases soared to 468, the Union health ministry said. The number of active COVID-19 cases are 424 now and 35 people have been cured/discharged/ migrated, while nine have died, taking total number of confirmed cases to 468, including 40 foreign nationals, according to the ministry data.

KMC seizes TL of trader
Taking serious note of artificial price hike and hoarding of essential commodities, Kohima Municipal Council (KMC) during surprise checking seized the Trade License of one trader in Kohima Monday. According to KMC, the trader was caught selling essential commodities at higher rate. In this regard, KMC has warned all grocery/shops selling essential commodities to desist from hiking prices and also warned of stringent action against defaulters.

DIMAPUR, MAR 23 (NPN): In order to enforce social distancing and mitigate the possible serious effects of the spread of COVID-19 for public health, public safety and public order, the district magistrate & commissioner of police Dimapur, Rothihu Tetseo, has promulgated prohibitory orders under Section 144 CrPC with effect from 6 a.m. of March 24, 2020 till further orders. The promulgation order was seen as a move to prevent spread of coronavirus in Dimapur, the gateway, transit and commercial hub of Nagaland having around one lakh people. In the order, assembly of five or more persons is prohibited but exempts certain pre-arranged gatherings on condition of being subjected to special permission from CP Office. H&FW says strictly following protocol DIMAPUR, MAR 23 (NPN): Health & Family Welfare (H&FW) department has clarified that it has been strictly following the directions and standard operating protocol of the Union Ministry of Health & Family Welfare (MOHFW) vis-à-vis coronavirus (COVID-19). This clarification was issued by principal director H&FW Dr Vizolie Z Suokhrie in response allegations raised by Indian Human Rights Council (IHRC) for Nagaland chairman S Richard Humtsoe. Clarifying to Humtsoe’s allegation regarding preparedness and response of H&FW de par tment to COVID-19 pandemic, H&FW principal director Dr Vizolie Z Suokhrie stated that the department had initiated activities since January 18. And with the evolving situation, measured actions had been taken, he added.
IHRC Nagaland had accused the state government of “total negligence” in combating the Covid-19 pandemic despite and said that till date not even a single test have done. Suokhrie further clarified that samples of individuals that did not fit the laid down criteria of MOHFW would be rejected by the designated testing laboratories, even if such samples were collected and sent for testing. He cited the example of a sample of an individual sent to Regional Viral Research & Diagnostic Laboratory of Indian Council for Medical Research’s Regional Medical Research Centre at Dibrugarh in Assam that tested negative. DIMAPUR: Centre Chakhesang GBs Union (CCGBU) has condemned the March 12 incident, where it alleged that one LDA, assaulted the EAC of Sakraba. A condemnation note by CCGBU president Hupasa Nakro and general secretary, Hutave D. Vadeo stated that, the Union learnt that incident was over the demand by LDA for “deduction” of money from fund allocated for BLOs remuneration. However, when the EAC intervened, the LDA allegedly attempted the life of the EAC. In this regard, the Centre Chakhesang GBs Union has demanded as to what action the district administration has taken to book the culprit and also expressed deep resentment at the release of the culprit on bail. It therefore asked the competent authority to revoke the bail order and rebook the culprit and take appropriate action against the LDA.

DIMAPUR: In view of the possible spread of pandemic COVID-19 in the state, several advisories and preventive measures are being undertaken in Nagaland. Various government agencies and civil societies are constantly monitoring that advisories are being followed to safeguard the health of the general public. DMC Dimapur: Disaster management committee (DMC) meeting headed by DC Dimapur Anoop Khinchi was held at DC conference hall on March 23. According to DIPR report, the meeting resolved that weddings and other social gatherings will be restricted and in the event of emergency, prior permission has to be obtained from competent authority. It was also resolved that public announcement on the situation if needed will be done by DPRO office Dimapur, dissemination of information to all colonies and wards to be done by DMC and other issues relating to preparedness for possible outbreak of COViD -19 in the district were discussed. Review meeting Kohima: A review meeting with of the various steps and measures taken up by the state government of Nagaland on the spread of CODIV-19 with nodal officer for Nagaland for effective coordination and management by the government of India, Sanjay Kumar was held at the secretariat conference hall, Kohima on March 23. According to DIPR report, Sanjay Kumar stated that the government of India was taking very serious measures to control the outbreak of COVID-19 in the country. He called on the government of Nagaland to be fully prepared for any eventualities and to follow the guidelines issued by the ministry of Health & Family Welfare, GoI from time to time. He also assured that as a nodal officer he will act as a link between the center and the state in COVID-19 management. Toy stated that the state government has placed more orders for procurement of PPE, ventilators and other medical equipments and requested the nodal officer to intervene into the matter for timely delivery of all such equipments. The meeting noted with concern that many students coming back to the state are not adhering to advisory for self quarantine and to contact the COVID19 helplines, which is causing much concern to the concerned authorities. Tuensang DTF: Tuensang district task force (DTF) sat for a training on COVID-19 at DC’s conference hall on March 23. According to DIPR report, Kumar Ramnikant deputy commissioner chaired the training attended by district administration, DIG, Police, AR, Medical, TDDMA, NGOs and tribal community representatives. Dr. John nodal officer for COVID-19 Tuensang explained the detail on route of transmission, symptoms of the disease, epidemiology of COVID-19, and had a detailed discussion on the COVID issues. Wokha DTF: Rapid response team (RRT) held a consultative meeting under district task force (DTF) for COVID-19 Wokha, on March 23 at deputy commissioner conference hall. According to DIPR, the team members deliberated to assimilate preparedness level in the district, to create awareness and to formulate preventive measures. DTF also decided to hold a co-ordination meeting with the adjourning village chairmen to disseminate awareness and to collect information about the status of persons and students coming from outside the state in their locality. Wokha district task force for COVID-19 informed that the district has reserved two rooms, six bedded as isolation room at District Hospital in case of any detection of the disease in the district and that if needed, Government Higher Secondary School, Wokha has been notified to take up preventive measures for quarantine. Further, community health centers (CHCs) like Bhandari, Sanis, Baghty, Niryo and Chukitong has been notified and rooms kept reserved for isolation. Peren DTF: District task force for covid-19 Peren has issued the following directives for strict compliance and adherence: Immediate closure of all shops in crowded areas except those dealing with shops/outlets dealing with food grains, vegetable, food items, medicines and other essential items and goods till further orders; Immediate closure of all dine-in- restaurant, dhabas, eateries or any food joints throughout the district till further orders. However, any such outlets may keep its kitchen open for home delivery or takeaways, provided all health safety measures are followed strictly; Immediate closure of all departmental stores, gyms beauty parlours, salons/barber shops and all such shops till further orders; Immediate restrictions of public entry into banks, financial institution, except for very essential and emergency activities like passing of govt bills and payment of users charge and fees, withdrawal of cash for urgent purposes and others such needs. All banks should adhere to the health advisory on prevention and spread of COVID-19; Anybody or any establishment found violating the above directives will be penalized under appropriate section of the law. Manipur government declares lockdown Correspondent IMPHAL, MAR 23: Coupled with detection of a suspect COVID-19 case, the Manipur government maximised its preventive measures by declaring total lockdown in the state. Monday’s status update on COVID-19 issued by Manipur medical directorate stated that one suspect case of corona virus was admitted at a government hospital in Imphal. I n fo r m a t i o n f r o m various sources said that a truck driver, who arrived from Delhi was suspected to be infected by the disease, has been put in the isolation ward opened at JNIMS hospital, Imphal. The driver is being examined by doctors at the isolated ward of the hospital. The result of his sample
sent for test is awaited, the source said. As per the status update on COVID-19, so far sample of 20 individuals have been tested for COVID-19 in the state and all results returned negative. Meanwhile, a cabinet meeting chaired by chief minister N Biren Singh today decided to impose total lockdown in the state with immediate effect till March 31. The meeting reaffirmed to take up maximum precaution and safety measures to prevent the spread of COVID-19 in the state. Emergency and essential services including grocery and vegetable sellers, etc would be exempted from the lockdown, a government release said. Assam to be under lockdown from today GUWAHATI, MAR 23 (PTI): Assam will be under lockdown from 6 pm on Tuesday till March 31 in the wake of the novel coronavirus pandemic, Health and Family Welfare Minister Himanta Biswa Sarma announced. Addressing a press conference here on Monday, Sarma said essential services like pharmacies, medical, water supply, banking, and petrol pumps would be exempted from the purview of the lockdown. The state border will be sealed and no vehicles, barring those on essential duties, will be allowed, the minister added. Assam govt asks residents stranded abroad to send details for financial aid: The Assam government has issued an e-mail id for residents of the state, who have been stranded abroad due to suspension of international flights in view of the coronavirus pandemic, to send their details for providing financial assistance, an official said. An advisory issued by Chief Secretary Kumar Sanjay Krishna said on Monday that residents, who went abroad 30 days before the suspension of international flights from March 22 and are unable to return to their homes due to the coronavirus outbreak, will receive the one-time
financial assistance of USD 2,000. Such persons can communicate to the government at the email id: covhelpline. assam@gmail.com and also at the state finance department’s twitter handle @ assamfindept. The state government will soon announce the detail guidelines about the eligibility and process of availing such assistance, the advisory said. In case, passports and visas have expired due to the ban on travel in the wake of the coronavirus outbreak, the persons can also communicate it to the government which will take up the matter with the Ministry of External Affairs and the embassies concerned. The state government directed all offices to take steps for proper cleaning and frequent sanitisation at the workplace and ensure regular supply of hand sanitisers, soaps and running water in the washrooms. Class 12 Meghalaya board exams postponed TURA, MAR 23 (PTI): The ongoing class 12 state board examinations in Meghalaya have been postponed for an indefinite period as a precautionary measure in the wake of the coronavirus pandemic, an official said on Monday. The state government has directed the Meghalaya Board of School Education to postpone remaining examinations until further notice, the official said. The decision was taken in view of safety and security of students, the board’s controller of examination T R Laloo said. The examinations were scheduled on Monday, Tuesday and Wednesday this week, Laloo said, adding that spot evaluations have also been postponed. This year, the Higher Secondary School Leaving Certificate (HSSLC) examinations started on March 2, the official said. A total of 30,697 candidates have appeared for the examinations.

Meghalaya declares five-day lockdown Correspondent SHILLONG, MAR 23: The Meghalaya government on Monday announced a five-day statewide lockdown from Tuesday barring on Thursday as a measure to prevent outbreak of COVID-19 in the State. Till date, there has been not a single case of COVID-19 in Meghalaya. “The government has decided to for a five-day statewide lockdown on March 24, 25, 27, 28 and 29 as a preventive measure to prevent outbreak of COVID-19 in the State. We have decided to relieve the people of the state on March 26 for buying essential items and we will create more markets in Shillong city and outskirts,” deputy chief minister Prestone Tynsong told journalists after a high-level meeting chaired by chief minister Conrad Sangma. He, however, said government offices would function with an overall strength of 30 per cent on Thursday and all government offices
would be closed during the days of the lockdown. The meeting, which was also attended by senior government officials, reviewed the state preparedness to tackle COVID-19 global pandemic. “It is not a curfew but a self impose lockdown. Therefore, the government appeals to the citizens to kindly cooperate with the arrangement made by the government to avoid the spread of the virus. If we can come out of the situation, I am sure Meghalaya will be totally safe,” Tynsong explained. Tynsong said the government has decided to impose Section 144 CrPC throughout the State, he said that people should avoid gathering of more than five people. He, however, said that the order on total lockdown would not be applicable to security forces and medical teams on duty, pharmacies and all essential services like health, power (MeECL), PHE, PWD, police and armed forces, fire and
emergency services, food and civil supply, Shillong Municipal Board, telecom, telegraph and IT services, banks and ATMs. He said that banks would function with restrictions mostly transactions related to cash deposits and withdrawals everyday from 1000 hours to 1400 hours. “Banks should follow strictly on social distancing and sanitizing offices and rooms where ATM machines are installed,” the deputy chief minister said. Informing that Iewduh, Shillong’s largest marketing hub, will be closed during the lockdown period, Tynsong said, “We have taken the decision to close Iewduh market since it is a place where people from various parts of the State culminate. Therefore, the closure of Iewduh market is very critical in the fight against the spread of the dreadful virus,” he said. ITANAGAR, MAR 23 (PTI): The Ar unachal Pradesh government has announced a lockdown in the state from Monday evening till March 31 in view of the coronavirus outbreak, officials said. All essential services will be allowed during the period, according to a notification issued by Chief Secretary Naresh Kumar on Sunday night. The government will enforce “complete safety restrictions” from 5 pm on Monday till March 31, he said, adding that the step has been taken as a precautionary measure to contain the spread of the virus in the state. “No public transport services, including operation of taxis, auto-rickshaws, will be permitted except transport of all kinds to and from hospitals, airport, helipad, railway stations, and goods carriers carrying food and essential commodities,” the notification said. All shops, commercial establishments, offices, factories and workshops shall also shut their operations, it said. People are required to stay at home and carry out only basic services while strictly following social distancing guidelines, the chief secretary said. Any gathering of more than 10 people will be prohibited in public places, while the employees of pri-
vate companies are required to stay at home and shall be treated as on duty and be paid in full, the notification said. “Any person found violating this order shall be prosecuted as per the relevant provisions of law,” Kumar said. Supplies of foodgrains, groceries, vegetable, fruits, meat, fish, bread, milk, medical services, pharmacies and banks and ATMs among others have been exempted from the purview of the lockdown. Courts and correctional services, food and civil supplies and other government agencies on duty, police, armed forces and paramilitary forces have also been kept out of the purview of the lockdown. Kumar said that people who come out to provide or avail essential services shall be allowed on their self-declaration. The chief secretary urged people not to panic and assured them that the state has sufficient stock of essential commodities that will last at least 45 days. “We urge people to remain calm and not to resort to panic buying as all essential commodities are not restricted. Senior officials have been deputed in each district as nodal officers to follow up on the implementation of the lockdown,” Kumar said.

DIMAPUR, MAR 23 (NPN): Kuki Tribal Union (KTU), NSCN has maintained that the ChassadSampui issue, which it said was nothing more than an inter-village land dispute, has “simply added another backlash.” In a press release, KTU president said that the issue, therefore, was “far from the point to portray as communal clash between the Tangkhuls and the Kukis.” Stating that it was “most unbecoming” on the part of Kuki organizations to drag in the name of NSCN, the KTU said “rather, the negative mentality or attitude of the Kukis towards the NSCN should be done away with.” The union stated that “baseless allegations” against NSCN could not help to create the desired impact to cool down the ground situation. Stating that “historical status” of Kukis in Manipur cannot be disputed, the KTU said “Concocted write up can never find its way into the pages of history.” Claiming that there were many recorded books of history on the Naga-

AIZAWL, MAR 23 (PTI): The Mizoram government on Monday decided to mass quarantine people returning from novel coronavirus-hit states and countries at a facility near Lengpui airport, a health department official said. The decision to this regard was taken during a meeting of departmental secretaries chaired by Chief Secretary Lalnunmawia Chuanungo, the official said. People ar riving at Lengpui airport from coronavirus-hit states like Maharashtra, Kerala, Uttar Pradesh, Karnataka, Rajasthan and Punjab and from countries affected by COVID-19 will be screened and immediately sent for quarantine, he said. After their initial stay at the quarantine facility, they will be examined to see whether they are fit to be sent for home isolation, the official said. During the meeting, it was also decided to quarantine 57 passengers, who returned from Guwahati on a bus, at a facility in Vairengte in Kolasib district along the Mizoram-Assam
border, he said. Meanwhile, the partial lockdown of the state entered the third day on Monday. Strict vigilance was maintained across the state to prevent the movement and assembly of people, an official said. The chief secretary had on Sunday said that all entry points to the state
along its inter-state and international borders, barring the one at Vairengte, have been sealed. He had said only vehicles transporting essential commodities and those bringing back people of Mizoram stranded outside the state are being allowed to enter.

The government introduced two bills even as some Opposition members, including those from the Congress, wanted to know when the government would announce a financial package for sectors affected by the coronavirus outbreak, saying it was an “extraordinary situation”. The Budget Session was divided into two phases. The first phase began on January 31 and ended on February 11. The second phase, which commenced on March 2, was to conclude on April 3. Amid the coronavirus outbreak, various states have announced partial or complete lockdown and also there is increased focus on social distancing to curb the spread of the deadly virus which has infected over 400 people in the country. NEW DELHI, MAR 23 (PTI): The Supreme Court Monday directed all states and Union Territories to constitute high-level committees to consider releasing on parole or interim bail prisoners and undertrials for offences entailing up to 7-year jail term to decongest prisons in the wake of coronavirus pandemic. The top court said overcrowding of prisons is a matter of serious concern, particularly in the present context of coronavirus (COVID–19). In regard to the provisions of Article 21 of the Constitution of India, it has become imperative to ensure that the spread of coronavirus within the prisons is controlled, the court said. A bench of Chief Justice S A Bobde and Justices L N Rao and Surya Kant said the state or UT could consider the release of prisoners who have been convicted or are undertrial for offences for which prescribed punishment is up to 7 years or less, with or without fine and the prisoner has been convicted for a lesser
number of years than the maximum. “We direct that each State/Union Territory shall constitute a High Powered Committee comprising of (i) Chairman of the State Legal Services Committee, (ii) the Principal Secretary (Home/Prison) by whatever designation is known as, (ii) Director General of Prison(s), to determine which class of prisoners can be released on parole or an interim bail for such period as may be thought appropriate,” it said. The top court said it would be open for the High Powered Committee to determine the category of prisoners who should be
released depending upon the nature of offence, the number of years to which he or she has been sentenced or the severity of the offence with which he/she is charged with and is facing trial or any other relevant factor, which the Committee may consider appropriate. It also directed that the Undertrial Review Committee set up by the court in another matter, shall meet every week and take such decision in consultation with the concerned authority. It asked the states and UTs who have not filed their responses to do so within three weeks from today and listed the matter after three weeks.

This was the first budget of the AAP government after it was re-elected to power with a thumping majority last month. Sisodia, who also holds the finance portfolio, said the per capita income of Delhi had increased by 44 per cent over the last five years. The budget focussed on the education and health sectors, which the deputy chief minister said were important areas in the Kejriwal model of governance. Presenting the budget in the presence of Chief Minister Arvind Kejriwal, Sisodia said digital classrooms will be set up in each government school and an amount of Rs 100 crore was set aside for the purpose. The health sector was allocated Rs 7,704 crore for the next financial year. The government set aside Rs 724 crore for new hospitals and Rs 365 crore for setting up new mohalla clinics and polyclinics. Sisodia said the Kejriwal model of governance was centred around elements of economics and people’s welfare, pointing towards empowerment of women through free rides in public transport buses. The free-bus-ride scheme for women will continue in the next financial year, he added. The budget allocated Rs 1,700 crore for providing basic facilities in the unauthorised colonies of the national capital. “Under the Kejriwal model of governance, the chief minister has guaranteed the largest and cheapest public transport system in Delhi. “Under this, the government has a target to have
a fleet of 11,000 buses and to lay metro lines for 500 kms,” Sisodia said. In view of a land crunch, the government will convert its four bus depots into multi-storey buildings to accommodate more buses, he added. The budget allocated Rs 100 crore for the Mukhyamantri Teerth Yojana for 2020-21. The city government will also run a “Campaign for Communal Harmony” across the national capital, Sisodia said while underscoring its importance in the wake of last month’s communal violence in northeast Delhi. The budget presentation lasted for around an hour and a half, during which all members maintained a distance with each other by leaving the seats between them empty. Earlier, the five-day budget session was cut short to a daylong session in view of the coronavirus outbreak.

India’s justice system
M
ore than seven years after a 23-year-old medical student was gang-raped in a private moving bus in Delhi on December 16,2012 in Munirka, a neighbourhood in South Delhi, four men convicted for the brutal assault were hanged on March 20,2020 . The hanging brought to an end a seven-year quest for justice by the parents of ‘Nirbhaya’ rape victim. The five adult convicts - Ram, Mukesh, Vinay, Pawan and Akshay were sentenced to hang. One of them, Ram Singh was found dead in his cell on March 11,2013 of suspected suicide. The juvenile escaped being tried along with them as he was six months short of 18. The juvenile was sentenced to three years in a correctional home and was released. In November 2015, a month before the juvenile was going to be released, Nirbhaya’s family demanded that the juvenile’s identity be made public, keeping in mind the safety threat posed by him. However, his identity was never revealed as per the Act. The juvenile was a beneficiary of the earlier Juvenile Justice Act where any offender below 18 is not treated as an adult despite the heinousness of the crime committed. Later in 2015, the amendment replaced the Indian juvenile delinquency law, Juvenile Justice (Care and Protection of Children) Act, 2000, and allows for juveniles in conflict with Law in the age group of 16–18, involved in Heinous Offences, to be tried as adults. The amendment could have been done in early part of 2015 but disruptions in parliament prevented that. The case again brings to the fore, the endemic problem of rapes. Women reported almost 34,000 rapes in 2018, which barely changed from the year before. Just over 85 per cent led to charges, and 27 per cent to convictions, according to the annual crime report released by the Ministry of Home Affairs. Through the decades, conviction rates have hardly touched 30%. The undue delay in the case has only confirmed how frustrating and at times difficult it is to obtain justice in India. If the saying ‘justice delayed in justice denied’ is applied, the Nirbhaya case proves that. Nirbhaya’s parents have been fighting for justice and never gave up. If they had not pursued the case, it could have been consigned to gather dust along with more than 1.3 lakh pending rape cases. This shows how the justice system operates in India. Currently, there are more 2.8 crore cases pending in various courts across India, with more than 60,000 matters before the Supreme Court. The problem however, is not of too many cases coming into the system; it is of too few coming out. Justice has been delivered for Nirbhaya’s parents and for Indians. However, justice has also to be delivered for rapists involved in other heinous cases, such as the infamous rape of a minor in J&K and rape of a teen at Unnao in UP by an MLA. If the law is to be seen as effective, it has to ensure that crimes do not go unpunished and the ball is in the court of the law makers to ensure that rape culture does not become one among unwanted cultures in India.

y now you must be fed up with reading or listening to things about the Corona Virus. It has taken everyone’s attention away from what they do, to whether they want to live or not. Economy, foreign affairs, shops closed, a potential food rationing coming up , unseasonal rains, global warming, a rise in cancer cases – every worry has become irrelevant in the face of a threat from someone who sneezes or coughs. Some good things have happened in this time of Corona. The weather is better, the large weddings and parties have disappeared so there is less noise and certainly no polluting fire crackers, there is much less traffic and I can hear the birds again. Families spend more time with each other and, suddenly, we discover that we can find happiness within a much smaller circle doing gentler things. The government too has a breather as everyone’s attention is diverted. The social media is less political and less vicious. Politicians become irrelevant and their coming and going out of parties is seen as something that has no bearing on your life. There is much to cry as well. Everyone already struggling, in a failing economy, is faced with the almost fatal blow of no one coming to shop any more. Luxury
goods are hit the worst. At the lower end – street food vendors, whole markets of cloth and shoe sellers, small shops in malls … all of them are out of business. Prices of food are up. For me, and the animal world, it is a terrible time. A large number of government and private agencies, who have nothing to do with the virus, have become experts at spreading fake news. The Western Railways in Mumbai tell you to avoid touching your pets, the Thane Municipal Corporation has spread flyers saying the same. The Star Insurance company sent out mailers, the NTPC electricity company ….. each one withdrew their nonsensical information when they received a rocket from the Health Ministry but, by then, people who were looking for an excuse to do harm have taken their dogs and dumped hundreds of them on highways where many have been run over, or in shelters like mine. All these animals will suffer and die – for no fault of their own. The Corona virus cannot be spread to animals and no human can get it from animals. The Corona virus is a more severe form of the seasonal flu – which mutates every season. Every creature on the planet wants to live, and viruses have a life as well. In order to live and multiply they have to

Virus will never disappear constantly change, as the human body’s defences will not succumb to the same virus again. Every time you get flu, it is a different virus. But never have you ever given a cough and cold to your dog or cat or cow and goat, or got it from them. And this time is no different. If you are mean to your animals now, think of what it does to your karma and beware of the virus !! The second tragedy has been the complete drying up of donations, both in the form of money and in food. Hundreds of people come to my shelters every day and they bring food for the cows, monkeys and dogs. Now, because of the virus they have stopped coming, because everyone wants to stay at home and we have had to buy much more food for the first time – and that frightens me. The donations have stopped coming as well. The shopkeepers are uncertain about how long this spell of bad luck will last and the normal salaried person and
consumer is uncertain about what the future will bring in terms of food shortages and supply systems. So, the first thing down the drain is charity . Every NGO looking after animals is frightened. Companies giving their CSRs to animals (very, very few to begin with) are not doing so any more, because their profits have crashed, or they have been asked by the government to put it into the Corona Virus basket (for what, I have no idea so far). So we are broke. It seems that God only exists in good times, and the human being forgets his duty towards the world in bad ones and turns completely selfish. M a n y p e o p l e h ave asked me whether they are more likely to get the virus if they eat meat. This is what you need to know : Animal meat is bad for the human body. The virus will attack everyone – whether you wear those foolish masks or gloves is irrelevant. But whether the virus can affect your body, to the point that it kills you,
depends on your immunity system. Meat attacks the immunity system. Most meat and chicken carry a huge overload of viruses, bacteria and antibiotics. If you eat it – especially chicken and eggs – you will get all the germs and all the antibiotics and hormones that these animals have been given to keep them alive. 70% of India’s antibiotics are fed to animals and once these enter your body, and you get the Corona virus , the antibiotics the doctors give you will have little or no effect in curing you. Then you need to go back to charity and god. Buffaloes and cows have leukaemia and tuberculosis, chickens have diabetes and many, many other diseases, pigs have every kind of rapacious worm. Are you sure you want to put these diseases into your body right now ? I am bringing out a book in two months called Poison on Your Plate. It lists all the antibiotics and chemicals that meat, eggs and milk, carry and its effect so far has been that my editors and publishers have turned vegetarian. If you want to be fit enough to tackle the virus when it hits you – which it will – then stop eating meat. Regarding the eating of wild animals, that China and many countries in South east Asia eat - snakes, bats
bears, tigers, pangolins, to name a few - most of these animals carry a very high viral load and this mutates in the human body. Now the Chinese have been officially asked not to eat every species on the planet, but what about India ? In just Manipur alone there is a terrible market in a district called Tamenglong, where dogs, pangolins, snakes, bats, monkeys, and everything you can imagine, are sold daily. Smugglers come from Myanmar daily to buy this meat. These markets should be stopped immediately. Lastly : there is a belief that the virus will disappear when the weather warms, that there is a bandwidth of temperature within which the virus operates. But the weather has always been hot in Kerala – and the most cases are there. It has spread all over Africa. The virus will never disappear. Yes, this virus will go away after a few months, maybe, when it runs out of weakened bodies and you develop an immunity to it. But it will return in another form a few months later and we will name it differently, as we have the previous ones – chikengunya, swine flu, bird flu, corona. Will you be ready for it then ? The Nagas need God’s wisdom

s far as the Naga political settlement is concerned the Nagas are at the cross-road. This is the time that the Nagas have to make the most important and lasting decision for the Nagas as a whole. The Nagas need a decision not only for the present generation but even for many generations to come. The decision that the Nagas have to make should be peace, prosperity and development oriented. The decision should focus on the younger generation that means decision should be accepted by our children and grandchildren as a blessing of God. As the Nagas make an important decision that may compel us to sacrifice some of our cherished values, let us not forget the old saying which says “A bird at hand is more valuable than two birds in the bushes”. I

think we the Nagas have to refine our aspirations again and again till we get the required one. The decision that the Nagas have to make should be guided by the world peace and global co-relationship. It should also focus on peaceful and co-operative living among the neighboring states. If the Nagas make a random or self-centered decision at this juncture, that unfortunate decision will pulls the Nagas backward and the Nagas will always be behind other states in many ways. Let us not try to take a big leap at a time in which many risks may be involved. But try to begin with an adequate step and continue to move step by step till we reach our destination. I think as Christians, at this juncture we the Nagas need to present Christian identity. The Nagas should

Scenario of Churches on March 22 Sensing the need of precaution, many churches suspended morning devotional services that became an opportunity and facility for their members to sit together in their living rooms to exercise their faith. Many families had Sunday worship in their respective homes either monitored/guided by their pastoral team or under family leadership. For instance, it was an unusual morning for families to get together to pray, worship God, read Bible together, collect offering, making intercessory prayer, sharing, and making reconciliation as families at the Naga United Village Baptist Church guided by the pastoral team. It reminded us of early Christians worshipping God in their homes as their churches. It was a rare chance for nuclear families to get together in modern time such this. The best part of the day was when the members laid down their mobile phones and refrained from social interferences
make a decision that bring glory and honour to our God. The Christ like character of the Nagas should be evidently demonstrated at this juncture. If we prayerfully make our decision we will never regret in future for our decision. Nagaland belongs to no individual person, nor to any particular group and tribe. But Nagaland belongs to God and Him alone. So if Nagaland is destroyed due to a wrong decision of any individual or group and if the Nagas show insincerity at this crucial hour, God will not be happy with the Nagas. May the good Lord guide the Nagas to make the right and lasting decision for the Nagas as a whole so that the Naga tribe will remain a missionary tribe. AMEN. My beloved countrymen, On this auspicious day of our 64th Naga Republic Day, I gave thanks to Almighty God for sustaining our nation till today. I salute and pay homage to the martyrs who have laid down the foundation of our nationhood whose sacrifices services we have come so far. The Nagas were living in their village, states, sovereign and independent under monarchial social system for centuries but the existence of the feeble village, states threatened by the British colonial power, there after by the Indian and the Burmese aggressor. The Indian state launched massive military campaign against the Nagas for colonizing their country where hundreds of thousand people including villagers, religious and social leaders were indiscriminately tortured, imprisoned or killed, villages and churches were burnt down and destroyed. Yet the Nagas were more determined to defend their common future with one mind and one voice with a view to resist the aggressor in the capacity of a national government and the first Republic was formed on 22nd March 1956. The NPGN/NNC along with 6 NNPGS has thus far followed a committed path

to uphold the Lord’s Day and the day before God. Returning to HouseChurch A house church is a family where its members worship God together in their home. This is the biblical model practiced by the early Christians. A house church is a structure-less church in relation to modern church buildings. How can we define a house church? It has no pulpit. It has no regulation. Leadership may be in rotation. The members read the Bible together, share together and pray together, naturally under family leadership. It is the indigenous pattern of a given family. Jesus Christ is the Head of each house church. The time with God in a family is without limit whereas members are conscious of time in a time scheduled church. Our relationship with God has nothing to do with structural dimension. But a house church does not replace an established or organized church with its activities in a church building. The members of a family go to a church building together to worship God along with other members. In this, a house church is not to thwart the function or existence of the member church. But a house church is the pulse and an ongoing blood circulation of the member church. The living families strength their main organ. The Lord Jesus gave analogy of true vine to illustrate the relationship of the trunk and branches (John 15:1-8). The apostle Paul talked about a body with different functioning parts (Rom 12:3-8; 1Cor 12:12-26). A house church is a biological mission to its members in various vocations or professions, and age ranges. Varied vertical interests and even denominations drive mem-
bers of a given family to different directions. But family time as a house church on Sunday binds the members together for prayer, decision, and reconciliation or conflict resolution. In mission field, normally, house churches give birth to cell churches. For example, several house churches explode to form a small neighborhood gathering as cell church. Cell churches thrive toward an established church with a church building. In this process, the body of the Lord Jesus ripples. Pertaining questions and Answers 1. Was March 22 suspension of church devotional worship a compromise with secular wave or a Hindu trap? It was not a pressure under persecution or a political force. It is a precautionary issue from COVID19 pandemic. Our bluntness and carelessness may also bring shame to Christ. Jesus advised us to be wise and humble (Matt 10:16). 2. What is a House-Church like? It is a family where its members naturally gather to worship God as family life regardless circumstance. Early Christians began at home (Acts 10:1-8; 16:15). A house-church is the origin of all modern church buildings as believers increased and expanded; and as they became capable to erect their building. 3. What is the difference between House Church and Underground Church? A House-church is a biblical model of church growth whereas an underground church is a secret or hidden place where believers gather to worship God because of opposition and persecution. Underground church is not a denomination. 4. Why do churches refrain from or suspend their worship in church

The outbreak of Covid-19 has made us unrest with fear, and panic that people have stockpiled hand sanitizers/hand washes for themselves without much thought for other people who are also in the same situation of being safe from the virus. Is it necessary to do so? Yes it is important to keep ourselves safe, but at the same time, we should think about other people’s safety as well, since the virus is highly contagious and causes chain reaction which may lead to further spread. Shivraj Singh back as CM in MP
BHOPAL, MAR 23 (PTI): Just 15 months after losing power, BJP leader Shivraj Singh Chouhan was back as Madhya Pradesh Chief Minister on Monday night for a record fourth term and immediately faces the daunting task of stemming the spread of the coronavirus. The 61-year-old MLA from Budhni took oath of office in a simple function at Raj Bhawan, where he was sworn-in by Governor Lalji Tandon at 9 pm. Chouhan was on the only one to be sworn-in and is likely to name his cabinet later this week. In the evening, Chouhan was elected leader of the state BJP legislature party at its meeting here. He reached Raj Bhawan about half an hour before the ceremony to stake claim to form the government and completed other formalities. Outgoing chief minister Kamal Nath also attended Chouhan’s swearingin ceremony. Former chief minister and BJP leader

Introducing the Rashtriya Raksha University Bill, 2020, Union Minister of State for Home G Kishan Reddy said according to a proposal, the Rashtriya Raksha University (in place of Raksha Shakti University) will be a multi-disciplinary institution to create new knowledge through research and collaboration with different stakeholders. While the Raksha Shakti University was a state university, the Rashtriya Raksha University will be a central institute. It will also help to fulfil the need for a pool of trained professionals with specialised knowledge and new skill sets in various wings of policing, criminal justice system and correctional administration, it said. Centre asks state govts to strictly enforce lockdown NEW DELHI, MAR 23 (PTI): The Centre has asked state governments to strictly enforce lockdown and take legal action against violators, according to an official statement on Monday. The Centre and state governments on Sunday decided to completely lock down 80 districts across the country where coronavirus cases have been reported till March 31. In view of the need to contain the spread of the deadly COVID-19, it was agreed that there was an urgent need to extend the restrictions on the movement of non-essential passenger transport. Delhi will be locked down from 6 am on March 23 and continue till midnight on March 31. Some other states have also enforced lockdown. Delhi’s borders will remain sealed during the lockdown, but essential services related to health, food, water and power supply will continue, and 25 per cent of the DTC buses will run to transport people associated with essential services.

Govt denies shortage and export of PPEs in the country
NEW DELHI, MAR 23 (IANS): The government here on Monday denied any shortage of personal protective equipment (PPEs) in the country and the reports on their export. In a joint statement, the Ministry of Health and Family welfare and the Ministry of Textile said, “It’s unfortunate that certain sections of the media are spreading misinformation on the efforts of the government in augmenting supplies of body cover-alls, N-95 masks, and 2-ply/3ply surgical masks required for healthcare professionals dealing Covid-19 cases.” “The export ban on body cover-alls and N-95 masks has been in force since January 31,” it said. Since the body cover-alls was a specialised protective suit meant for high level protection to the health professionals, it had stringent technical requirements as prescribed by the Ministry of Health & Family Welfare, it said. Over the last 45 days, it claimed both the ministries had been attempting to locate adequate number of sources which could produce and supply the body cover-alls to the government. In the last week of January, the technical standard for the cover-alls was prescribed as per WHO class-3 exposure pressure in accordance with ISO 16003 or its
equivalent. Such materials were manufactured by a few international companies, which expressed inability to supply due to ban on their exports by the source countries, it said. Due to that only a limited quantity was offered and procured by the Ministry of Health & Family Welfare, it said and added, the government had been striving to ensure adequate supply. HLL Lifecare is the designated single-window procurement agency for hospitals and healthcare organisations under the Ministry of Health & Family Welfare. Five local manufacturers offered fabric proto-types for testing at the accredited laboratory of the South India Textiles Research Association (SITRA), Coimbatore. After testing between February 2 and February 25, and the reports were referred to the technical experts to decide technical requirements for Covid-19. The Health Ministry finalised the technical requirement on March 2. Proto type garments of six Indian manufacturers have passed the prescribed tests at SITRA, and two more manufacturers are likely to submit their products for testing. The supply of local body cover-alls as per the Health Ministry’s revised technical requirement has begun.

NEW DELHI, MAR 23 (PTI): The Union Home Ministry has asked all states to take action against those who harass people from the Northeast by linking them with the novel coronavirus. It said such incidents are racially discriminatory and painful to the victims. The ministry’s communication comes a day after a woman from Manipur alleged that an unidentified man spat on her and called her “corona” in northwest Delhi’s Vijay Nagar area. In a letter to chief secretaries of all states and Union territories, the ministry said it had come to its notice that people from the Northeast have been facing harassment after the occurrence of the deadly COVID-19 in the country. There have been cases where people, including athletes and sportspersons, from the Northeast have been harassed by linking them to COVID-19. “This is racially discriminatory, inconvenient and painful to them. It is requested that all law enforcing agencies in your State/UT may be sensitised to take appropriate action in cases of harassment when these are reported,” it said.

amendment to the Finance Bill, 2020, to raise the limit up to which the government can raise special excise duty on petrol and diesel to Rs 18 per litre and Rs 12 per litre, respectively. This was along with other amendments as also the Finance Bill was passed without debate. The government had on March 14 raised excise duty on petrol and diesel by Rs 3 per litre each to raise an additional Rs 39,000 crore in revenue annually. This duty hike included Rs 2 a litre increase in special additional excise duty and Re 1 in road and infrastructure cess. This hike took the special additional excise duty to maximum permissible limit in law -- Rs 10 in case of petrol and Rs 4 in case of diesel.

A total of 15,189 deaths have been recorded, the majority in Europe with 9,197 fatalities. COVID-19: Nepal seals borders with India, China KATHMANDU, MAR 23 (PTI): The Nepal government has closed its borders with India and China for a week starting Monday, in a bid to prevent a possible outbreak of the novel coronavirus in the Himalayan nation. Although the crossborder human movement is halted till midnight of March 29, supply of goods from the countries will continue as usual, Finance Minister Yuba Raj Khatiwada told a press conference on Sunday night. “The government took the decision to seal both the southern and the northern borders as the entire South Asia and South East Asia are heavily affected by the coronavirus pandemic. There is a greater risk of the disease spreading into Nepal due to cross-border human movement,” Khatiwada said. Nepal, which shares an 1,800-km open border with India, has total 37 motorable land entry points with it, while with China it has four such entry points. The government’s decision to seal the border with India and China came following its decision to suspend all international flights to and from Nepal effective from March 22 to March 31 as a precautionary measure to control the spread of COVID-19. Home Minister Ram Bahadur Thapa on Sunday held a discussion with Indian Ambassador Vinay Mohan Kwatra on closing the border, officials said, adding that the two sides agreed to cooperate with each other to contain the coronavirus spread. The Nepal government will develop the Armed Police Force (APF) hospital in Kathmandu as a dedicated medical centre for COVID19 patients, Khatiwada said. The government will deploy medics from the Nepal Army, Nepal Police and the paramilitary forces to treat COVID-19 cases, if any, he said. The Cabinet has to do decide it,” Foreign Relations Minister Dinesh Gunawardane was quoted as saying by the Daily Mirror. Sri Lanka’s willingness to contribute to the fund has been communicated to New Delhi, he said. In a video conference on forming a joint strategy to fight COVID-19 in the SAARC region, Prime Minister Modi on March 15 proposed the emergency fund with an initial offer of USD 10 million from India and asserted that the best way to deal with the coronavirus pandemic was by coming together, and not growing apart. ‘Little upset with China’ over coronavirus info sharing: Trump WASHINGTON, MAR 23 (PTI): US President Donald Trump has said he is “a little upset” with China over its late sharing of information on the outbreak of the deadly coronavirus and refusing to accept a visit by American medical experts to the country “out of pride”. “They should have told us about this,” Trump told reporters at a press conference in the White House on Sunday during a briefing on his administration’s coronavirus response. “I’m a little upset with China. I’ll be honest with you, because as much as I like (Chinese) President Xi (Jinping) and as much as I respect and admire the country,” he said. There are now 31,057 confirmed cases across the US, with 390 deaths. New York state has become the epicentre of the outbreak in the US and accounts for almost half of the country’s cases. There is no three or four week shutdown that makes it all goes away. The statement said a joint commission between the two bodies had agreed to postpone all professional soccer competitions until

The driver, Mr. Veyesü Vadeo, son of Vehüpo Vadeo, was from Upper Khomi Village, Phek District. The budding student (BA II Year of Kohima Arts College, Kohima) Lt. Phujevi Futhena, aged 22 years who was upright and God fearing was crushed to death only due to the reckless driving of a novice. Due to the accident, the father is now lonely and left without an heir. What on earth can be more shocking to a widower than to hear the news of the death of his only child. Despite the pain and the agony caused to the bereaved widower, when we, the undersigned went to tender our apology on the 18th of March, 2020, to our amazement, the bereaved father in particular, and the Village Council of Lazami Village in general, outrightly forgave the culprit without any condition in the name of Jesus Christ. The degree of the crime so committed by our citizen and the degree of compassion and magnanimity of Lazami Village so manifested to us are matchless. We, the nominal and namesake Christians from Khomi Village, were made to learn a most befitting lesson from the Lazami Villagers, who practically proved to be true believers in action. This accident was not the first or the only incident of such nature, whereby a culprit from Chakhesang community was forgiven in the same manner by Sumi brothers in the name of Jesus Christ, and for the sake of Sumi-Chakhesang brotherhood. The precedents are for the Khomi citizens in particular and for the Chakhesangs in general to cherish and emulate. There is a lack of words to adequately express our deep sense of gratefulness to the bereaved father and to the people of Lazami Village for forgiveness much beyond our fears and apprehensions. Our reciprocity is to beseech the gracious God to console the bereaved father, the relatives, and Lazami Village as a whole. May the soul of the victim rest in peace. Tokyo Olympics to be postponed: Report
L O N D O N / T O RO N TO/TOKYO, MAR 23 (AGENCIES): International Olympic Committee (IOC) member Dick Pound said on Monday the 2020 Tokyo Olympic Games are going to be postponed because of the coronavirus outbreak, according to a USA Today report. The report said the July 24-August 9 Tokyo Olympics will likely be held in 2021 with the details to be worked out in the next four weeks. “On the basis of the information the IOC has, postponement has been decided,” Pound told USA Today. “The parameters going forward have not been determined, but the Games are not going to start on July 24, that much I know.” Canada and Australia said they would not be sending athletes to the Tokyo Olympics if the Games went ahead as scheduled this year as pressure on organisers to postpone because of the coronavirus pandemic reached fever pitch on Monday. The Inter national Olympic Committee (IOC) and Japanese government had on Sunday and Monday slightly shifted their position that the Games would start as planned on July 24, announcing a month-long consultation

over other “scenarios”. That was not sufficient for the Canadians or Australians, who said they would not be participating if the Games were not pushed back to 2021. Canada’s Olympic Committee (COC) and Paralympic Committee (CPC) released a statement saying that while they recognised the complexities of a postponement, “nothing is more important than the health and safety of our athletes and the world community”. Martin Richard, communications chief for the CPC, said the Canadians had been hoping for a decision on Sunday and
decided to withdraw when none came. “The world is facing a crisis and this is more important than any other sport event,” he told Reuters from Ottawa. Richard said for Paralympic athletes, some of whom had underlying conditions, it would be risky to expose them if the virus was not contained. “We felt it was unethical to have them be put in that position,” he said, adding that Canada had had not been alone in applying pressure on the IOC to postpone. More than 15,000 people have died globally since the coronavirus
outbreak began and containment measures have severely hampered the ability of some athletes to prepare for the Games. While many Canadian athletes and officials welcomed the COC’s move, some were not happy. Soon after the Canadian statement, the Australian Olympic Committee (AOC) said it had told its athletes to prepare for a Tokyo Games taking place in 2021. “The AOC (Executive Board) unanimously agreed that an Australian team could not be assembled in the changing circumstances at home and abroad,” read the statement.
“The AOC believes our athletes now need to prioritise their own health and of those around them, and to be able to return to the families, in discussion with their national federations.” The announcements followed a weekend in which major stakeholders such as U.S. Track and Field and UK Athletics, along with some national Olympic committees, had called for a delay because of the pandemic. The IOC responded on Sunday with a statement that promised discussions in the next four weeks over scenarios that would include an option of putting back the July start date, or even moving the Games back by a year or more. Japanese Prime Minister Shinzo Abe followed suit early on Monday by telling parliament that postponement may be considered if holding the Games in its “complete form” became impossible. “If that becomes difficult, we may have no option but to consider postponing the Games, given the Olympic principle of putting the health of athletes first,” he said. Abe also said calling off the Games entirely was not an option, echoing the IOC position in its statement that cancellation “was not on the agenda”.

The postponement of the championships, as well as the cancellation of season-opening Indian Grand Prix series, was reported by PTI on Thursday and AFI made the official announcement on Monday. “The competition committee of AFI on Monday decided to postpone the 24th Federation Cup National Senior Athletics Championships 2020 due to the outbreak of coronavirus (COVID-19) pandemic,” the AFI said in a release. On Thursday, Indian athletics’ High Performance Director Volker Herrmann had told PTI that the Federation Cup was postponed and Indian GP series cancelled after the government issued directives to all national sports federations not to host any competition till April 15 in view of the pandemic. “All sporting events have been suspended till April 15 and the AFI respects the government’s decision in the larger interest of the country and the health and well being of its people. Since the suspension of all sporting events remains till April 15, the Federation Cup is postponed,” the German had said.

BUENOS AIRES, MAR 23 (IANS): Argentinian President Alberto Fernandez has urged football fans to be patient about the suspension of domestic competitions because of the coronavirus. The Argentinian Football Association last week postponed all matches until at least March 31 to slow the spread of the COVID-19 outbreak. “It’s a matter of priorities,” Xinhua news agency quoted Fernandez as telling local television station Telefe on Sunday. “First we have to care for the sick and try to ensure that others don’t get sick. Football can wait. This is difficult for everyone, but we have to be patient.” Argentina was one of the last South American countries to halt its national football leagues as a precaution against the virus, which has claimed the lives of more than 14,000 people worldwide. According to Argentina’s health ministry, the South American country has 266 confirmed cases so far, four of which have been fatal.

At the age of 24, ace shuttler Padukone defeated two-time defending champion Liem Swie King of Indonesia 15-3, 15-10 at the Wembley Stadium on March 23, 1980. It was a record that for years to come was considered the best performance by an Indian badminton player before current national team head coach Pullela Gopichand managed to emulate that feat in 2001.
