Govt to initiate consultations on ULB election Correspondent

KO H I M A , M A R 2 4 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu on Friday informed the house that the state government has decided to initiate the process of dialogue and consultation with the stakeholders on elections to the Urban Local Bodies (ULBs) in order to arrive at a broad based consensus on the issue. Winding up the debate on the motion of thanks to the Governor’s address in the assembly, here Friday Dr. Liezietsu said the state government and those organizations opposed to ULB polls were of the same opinion (to protect Article 371-A) . He said the government’s stand was that since the case which was pending before the Supreme Court the ruling could have adverse effect on Article 371-A. He said it was so because the women’s reservation was mandatory under Article 243-T of Part IX-A of the Constitution and in the State Municipal Act. contact with the public in order to hold the confidence of the people. Dr. Liezietsu was of the opinion that the recent incident was a result of lack of close rapport with the people. According to DIPR, the chief minister said it was inappropriate to interpret the recent violent incidents in the state as being due to a result of accumulated anger by unemployed youths, while drawing attention on remarks by some members to that effect. Border fencing: On Indo-Myanmar border fencing issue, Dr. Liezietsu said his government would ensure that the traditional rights of the Nagas were

protected and to allow free movement within their own ancestral land. He further informed the house that with the collective effort and support of the Centre, they were able influence the Myanmar government to stop the construction of fencing. He also cautioned that such attempts to divide the Nagas would have adverse effect on the peace and security in the border areas. 7th RoP: On implementation of the 7th Central Revision of Pay (RoP), the chief minister said the government after careful consideration and discussion with CANSSEA, decided to implement the

RoP from April 2018. However, he said CANSSEA was yet to accept the offer. Recalling the that 6th RoP was brought into effect from April 2010, with one month’s pay bonus, Dr. Liezietsu said the next RoP was due only in 2020 since revisions were made after every 10 years. However, he said the government decided to advance it by two years, and to start implementing it from 2018. Employment issue: Dr. Liezietsu while appreciating the introduction of Personal Information Management System (PIMS) by the state government, said though PIMS was introduced in 2016, the process

was yet to be completed in most of the departments. CM also reminded that the government had banned all contract and adhoc appointments without following due procedure since June 6, 2016. He however assured to look into any irregularities brought to the notice of the government of those who were not following proper procedures. Responding to the issues highlighted by other members on youth and employment, Dr. Liezietsu said it was in consonance with the priorities of the government and as envisioned in the Nagaland Vision 2030 that the state government would intensify its efforts in expanding opportunities for gainful employment for the youth. On the issue for rightsizing of government work force, CM said he would ask the ‘Manpower Rationalization Committee’ headed by the chief secretary to recommend corrective measures for managing the manpower in a better manner particularly in the major departments like Police and Education. Naga solution most

urgent: Dr. Shürhozelie Liezietsu said the state government had been pressing to the Centre that solution to the Naga issue has become more urgent than ever. According to DIPR, Dr. Shürhozelie pointed out that the Naga issue has been recognized as unique by Government of India, and that the state government was also playing the role of the facilitator. However, he said that alone would be insufficient since the government needed to be more aggressive in its approach and adding “the government must have hard talks with all the factions”. He also acknowledged the bold decision taken by Prime Minister Narendra Modi to solve the Naga political problem. In his concluding statement, chief minister Dr. Shürhozelie called upon “all to work hard and be more aggressive to solve our Naga political problem.” He also appealed to all 60 legislators to come together and to have the same opinion to bring the people together and solve the problem.

128 GT, 532 PT posts vacant in education deptt: Yitachu Correspondent

KO H I M A , M A R 2 4 (NPN): A total number of 660 posts –– 128 graduate teachers (GTs) and 532 primary teachers (PTs) –– have fallen vacant during the last three years (2013-2017) in the department of school education (DoSE), stated minister for school education & SCERT, Yitachu, in the assembly on Friday. The minister said the vacant posts were proposed to be filled up after the ban on new appointments were lifted by the state government. Responding to the starred question of Mmhonlumo Kikon, MLA, on the number of government high schools producing nil result in the HSLC examinations, the minister said that 24 schools produced nil results in 2014, 38 schools in 2015 and 30 schools in 2016. Yitachu said the department has taken remedial measures to improve the HSLC results in the GHS including rationalisation of schools and teachers, posting of headmaster and assistant headmaster to the schools where there was no (Cont’d on p-7) headmaster and assistant

headmaster. He said other remedial measures initiated by the government were appointment of maths and science teacher even during freezing of new appointments , coaching classes in the government run schools, strengthening, monitoring and inspection of schools and remedial teaching in English, Maths and science under RMSA and SSA. Yitachu informed that the delay in release of salaries of RMSA, SSA and Hindi teachers was due to delay in receipt of funds from the Ministry of Human Resource Development. In a supplementary question, Kikon said that producing nil results despite taking remedial measure was of great concern. He also asked what had been the many causes for the nil results and what was the process of remedial measures? Kikon added that producing nil results was not a good sign for the government-run schools. BJP MLA also had asked whether the vehicles purchased for Mid Day Meal (MDM) was under the provision of the MDM scheme. (Cont’d on p-8)

MVC alleges embezzlement in MGNREGA funds

DIMAPUR, MAR 24 (NPN): Medziphema Village Council (MVC) has accused Rural Development department of embezzlement of funds provided under MGNREGA, which is exclusively meant for village development especially in rural areas. In a press statement, MVC session chairman Niesakuolie Siam and session secretary Kevisikho Kuotsu claimed that the VDB secretary and MVC chairman were made to sign on blank cheques by RD department that was “meant for department mobilization works. In this regard, the council at its annual general meeting on March 18 has unanimously resolved that henceforth, VDB secretary and chairman Medziphema Village Council would not issue any blank cheque to RD department. However, in the event, any cheque was issued then it should have the name of beneficiary, exact amount and proper details on the utilization of the said fund/ money. At the meeting, lack of transparency in utilization of MGNREGA funds and funds embezzled by the RD department, was thoroughly discussed, the statement added.

KOHIMA, MAR 24 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu, who also holds the charge of Food and Civil Supplies, has said police have registered three cases in connection with the fuel adulteration case. He informed the house that five people were arrested in the third case but investigation could not be completed so far since the main accused was absconding. In his reply to the starred question posed by Mmhonlumo Kikon, MLA, the chief minister said 13 persons were arrested in the first case and released on bail and that six persons were charge-sheeted after investigation. In the second case, the chief minister said 15 persons were arrested and after investigation while eight persons were charge-sheeted.

Replying to a supplementary question by Kikon, regarding constitution of SIT on fuel adulteration case and the officials involved, the former chief minister, T.R. Zeliang, who was earlier in charge of F&CS department, said seven member SIT team headed by IG, Wabang Jamir, was constituted to probe the case. Zeliang further informed the house that the team had almost completed the investigation and the case was now pending in the judicial court. The government found its self in quite a situation when advisor Finance, T.R. Zeliang rose up to reply to the supplementary question instead of the chief minister. It would have put speculations to rest had the chief minister stood up and clarified the reply would be given by the T.R. Zeliang during whose tenure, as F&CS department’s minister in-charge, the case came up.

N e w D e l hi , M ar 2 4 (IANS): The Supreme Court on Friday issued notice to the Election Commission on a PIL seeking investigation by software experts into the allegations of tampering of EVMs in the recently-concluded state assembly elections. A bench of Chief Justice Jagdish Singh Khehar, Justice D.Y. Chandrachud and Justice Sanjay Kishan Kaul issued notice on a PIL by advocate Manohar Lal Sharma who has contended that on account of “political conspiracy”, the Election Commission “did no effort to collect and arrange VVPAT paper trail machines”. Contending that though there was “no technical and financial crunch” to arrange the VVPAT machines, the Election Commission did not approach the top court if it was not provided with required funds by the Central and the state governments for their acquisition. Seeking investigation of EVMS, Sharma said that Election Commission has itself admitted that the EVMs are

tamper-proof till their technical, mechanical and software details remain secret and the same can be detected via reverse engineering by any expert. He said that according to poll panel itself, 71 EVMs were stolen since 2009 and therefore it prima facie appeared/was proved that after reverse engineering, software has already been prepared and used in various elections since after 2010 for favourable election results. Sharma alleged that the general and state elections held after 2010 and conducted by EVMs have been manipulated and forged for grabbing power with the help of wireless device which is liable to investigated and tested via foreign electronic lab. Citing the case of a candidate getting zero votes in Mumbai while he and his family had voted for him, he said this was but one case of fraud which proves that EVMs have been tampered with. EVMs, which have not been tested till date, cannot be relied upon as tamperproof, said the PIL, adding that

It said the commission did not receive specific complaints or concrete material from political parties/candidates about alleged tampering of EVMs in assembly elections in five states.

Acharya appeals citizens to observe Earth Hour DIMAPUR, MAR 24 (NPN): Nagaland Governor P.B. Acharya has appealed to the people of the State to join Raj Bhavan to observe Earth Hour by switching off lights between 8:30 to 9:30 pm on March 25. In a statement, Governor said that Earth Hour was all about taking steps towards positive change. “‘Let us play our part in reducing carbon footprint, both in personal life and in the workplace, which is essential in order to create a healthy and environmentally safe world,” he stated. He further called upon the citizens to support the pledge and mitigate emission of Green House Gases by switching off non-essential lights in each household, offices and other spaces.

KOHIMA, MAR 24 (NPN): After the discussion on construction of international border fencing at Pangsha dominated the debate on the motion of thanks to the Governor’s address on Thursday, the Nagaland Legislative Assembly (NLA) Friday introduced the state government’s resolution on the issue, which was moved by Health and Family Welfare (H&FW) minister, P Longon. In the resolution, the house seeks to request the government of India to impress upon the government of Myanmar to permanently drop the project of construction of fencing on the Indo-Myanmar border in the state of Nagaland with a view to continuing the cordial and fraternal relations amongst the Nagas living on both sides of the border. To this introduced resolution, the consideration and adoption would be held in the assembly on March 28. NLA speaker informed that any amendment to this resolution could be submitted till 2pm of March 25.

NSCN (I-M) Tatar session adjourned sine die DIMAPUR, MAR 24 (NPN): Speaker of Tatar Hoho Ashiho Asoumai has adjourned the twoday budget session of the NSCN (I-M) sine die which concluded on March 24. During the session, the house discussed thoroughly on the Vote on Account of the proposed budget for the year 2017-2018, stated MIP in a press statement. The house also unanimously approved the budget proposal passed by Medo Angami, Kilonser, Chaplee Affairs.
