NEW DELHI, MAR 25 (AGENCIES): The Centre on Saturday strongly refuted as “erroneous” the reports that it had agreed to carve out a larger Nagaland state by taking away the territories of the states contiguous to it. Rejecting media reports that appeared recently to the effect that the Government of India had agreed to carve out a larger Nagaland State, Home ministry in a clarification said: “Such reports are erroneous. State service bodies begin stir DIMAPUR, MAR 25 (NPN): State service associations of Nagaland have resolved to begin the proposed indefinite pen down strike with immediate effect i.e. March 25, 2017 till further notice. In a press release, CANSSEA president and state service associations, convenor S. Takatuba Aier, said this was resolved at an emergency meeting of state service associations held on March 25, 2017 at CANSSEA conference hall, Kohima. The decision, he said was arrived at after thorough deliberation as the government had failed to fulfil the genuine demand of the state government employees for implementation for the 7th RROP. Aier pointed out that the state service associations had represented for implementation of the 7th ROP w.e.f. January 1, 2016, but agreed to accept the implementation of 7th ROP w.e.f. March 1, 2017. He said the state government constituted the cabinet sub-committee to resolve the issue, but the matter could not be settled. Therefore, Aier said the associations were left with no option but to resort to agitation.

The Framework Agreement was signed on August 3, 2015 by Muivah and the government’s interlocutor R N Ravi in presence of Prime Minister Narendra Modi and Home Minister Rajnath Singh. The agreement came after over 80 rounds of negotiations spanning 18 years with the first breakthrough in 1997 when the ceasefire agreement was sealed. “The pact had set the political parameters of the

The outfit also claims that Assam’s Karbi Anglong and North Cachar Hills districts along with parts of Golaghat, Sivasagar, Dibrugarh, Tinsukia, and Jorhat districts. Chief minister Sarbananda Sonowal said, “There is no such proposal with the central government. We are committed to protecting Assam’s ter-

ritory.” But Sonowal’s two predecessors - Prafulla Kumar Mahanta and Tarun Gogoi - have demanded that the centre make the content of the framework agreement public to remove all doubts. “Nagaland has already encroached upon land in Assam and a case is pending with the Supreme Court. Now, there is no question of giving more land to Nagaland,” said Mahanta. Gogoi said, “The Centre must make provisions so that Assam’s territorial integrity is not comprised under any circumstances.” General secretar y of All Assam Students Union Lurinjyoti Gogoi said, “Any Naga agreement where Assam’s territorial integrity is compromised with cannot be accepted.” People living in Golaghat district bordering Nagaland staged protests against the NSCN-IM and burnt effigies of the Prime Minister and the chief minister.

IMPHAL, MAR 25: Demanding a white paper on the Naga Framework Agreement, Manipur Muslim Welfare Organization (MMWO) has launched a 24-hour bandh starting 6 p.m. Saturday in the state. Association president Abdullah Pathan demanded that the BJP-led government should produce the white paper on the agreement signed between NSCN (I-M) and the Centre within 24 hours. The bandh follows NSCN (I-M) general secretary Th Muivah’s reported remark recently that the Framework Agreement, which was signed two years ago, recognized the demand to integrate all Naga inhabited areas in the region. Pathan also urged the state government to make public any “hidden agenda” behind the induction of a Naga Peoples Front (NPF) MLA in the new council of ministers and criticized NPF for its reluctance to identify itself as Manipuris. Manipur chief secretary, O Nabakishore in a communiqué said the “government cannot remain to be silent spectators when people are suffering due to bandhs. State machinery will be compelled to take legal action against the persons calling and enforcing bandh.” “The proposed bandhs will affect normal life including economic activities in the state. Whenever a bandh is called by a civil society organization in the state, the worst affected are the common man and workers who are engaged in daily labour to earn their bread and butter. The bandh also puts enormous hardships to the people in general,” it observed. Meanwhile, government had invited DESAM to discuss their demands with the chief minister. NEW DELHI, MAR 25 (NPN): The centre has released Rs. 13.23 crore for establishing Tertiary Care Cancer Centre (TCCC) at District Hospital, Kohima during the financial year 2016-17. In a written reply in the Lok Sabha on Friday, the minister of state (health and family welfare), Anupriya Patel highlighted the state-wise funds released for setting up state cancer institutes (SCIs) and TCCCs under Tertiary Care of Cancer component of National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS). The Centre is implementing TCCC scheme in the country under which SCI and TCCC are being set up in different parts of the country. The SCI and TCCC would mentor all Cancer related activities including research and treatment inter alia. Setting up of 11 SCI and 13 TCCC has been approved.

The draft policy, once finalized, would replace the National Policy for Empowerment of Women, 2001 and guide the government’s action on women’s issues for the next 15-20 years. The draft policy had gone to Cabinet after which the PM decided to set-up a GoM. The group comprises 12 Union ministers including minister of external affairs Sushma Swaraj, women and child development minister Maneka Gandhi, social justice and empowerment minister Thaawar Chand Gehlot, minister of law and justice Ravishankar Prasad and finance minister Arun Jaitley among others. The GoM is slated to meet on February 16. The draft policy, was released in May last year for public suggestions and then sent to Cabinet.

The industry estimates the process could cost at least Rs 1,000 crore at a time when companies are burdened with debt and fighting a tariff war, reported The Economic Times. “All licensees shall intimate their existing subscribers through advertisement in print/electronic media as well as SMS about the orders of the Supreme Court for reverification activity and shall upload the complete details of this activity on their website,” said a notice issued by department of telecommunications on Thursday. The notice comes within a month of the top court order

Bigger drag on older Telcos

Experts said the move would be a big drag on the telcos, especially the older ones as most of their subscribers were signed up before the government allowed the Aadhaar-linked e-KYC verification process last August. Most subscriber additions after August won’t need to be reverified. New entrant Reliance Jio Infocomm will be the least hit as most of its 100 million users have come on board via the Aadhaarbased e-KYC since it started services in early September. Prashant Singhal, global telecom lead at consultancy firm EY, noted that the additional cost for telcos comes at a time when the industry is struggling financially due to the ongoing price war triggered by Jio’s entry.

NEW DELHI, MAR 25 (AGENCIES): The Mental Health Care Bill, 2013, aimed at decriminalizing attempted suicide and defining mental illness in a broader and more inclusive way, was tabled in the Lok Sabha by Union health minister J.P. Nadda. While recognizing suicide attempts as a cry for help, the bill also bans use of shock therapy for treating children with mental illness. The most remarkable feature of the bill is the provision of advance directives. It also allows people to choose someone who can take care of them or method of treatment if they suffer mental illness in future. In other words, people suffering from mental illness will have the right to choose their mode of treatment by nominating representatives who will ensure that their choices are carried out.

CM observes Earth Hour

KOHIMA, MAR 25 (NPN): As the world observed Earth Hour on Saturday night by switching off lights and going “dark” for one hour to encourage participation in fighting climate change, Nagaland chief minister Dr. Shürhozelie Liezietsu along with the citizens of Nagaland observed ‘Earth Hour’ on Saturday night. In this regard, the chief minister also directed all his staff and officers to participate in this cause by switching off the lights in their residences Saturday from 8.30 p.m. to 9.30 p.m. to signify their support to the global cause.

Moderate quake hits NE, Myanmar

SHILLONG, MAR 25: A moderate earthquake, measuring 5.0 on the Richter scale, rocked India’s North Eastern states and parts of Myanmar on Saturday, an official said. There were no reports of any casualties or damage. The tremor was felt at 7.05 a.m. with an epicentre located in MyanmarIndia region, an official of the Regional Seismological Centre here said. It was the second tremor that was felt across the North East within a span of three days. (Correspondent)

NLSF warns imposters

DIMAPUR, MAR 25 (NPN): Nagaland Law Students Federation (NLSF) has claimed that some group of imposters were filling RTI and seeking monetary assistance using its name. In this regard, NLSF has informed all responsible not to entertain any application whatsoever, which did not bear the official seal of federation or any executive seal. The federation said it has noted that impersonation was carried out with nefarious design. It warned that strict action of criminal cases would be initiated against those imposters.
