Cancel illegal appointments: ACAUT

Staff Reporter

“what action the Home minister is going to take against these authorities for making illegal appointments?” ACAUT also demanded to know whether the Home minister will terminate all the 2078 backdoor appointees in the interest of capable Naga youths? In this regard, it has demanded that the NPF gover nment “terminate all BDOs, senior lecturers, medical officers, SDOs, JEs, CDPOs and other gazetted backdoor appointees in the RD, social welfare deptt., School Education deptt, PWD, SCERT, Higher Education, and Medical department, etc., made in the last several years.” ACAUT said that since the NPF government has been marred with all backdoor appointments, scams, nepotism and corruption, it was time for young Nagas to ponder whether the NPF party should be allowed to come back after the 2018 elections. Highlighting a doublespeak, ACAUT recalled that Dr. Shürhozelie Liezietsu, as NPF president in 2016, had put his foot down against termination of backdoor appointees in a circular dated 20/3/16 to the then chief

Th. Muivah’s statement a Contribute to New India: PM tells people NIDA backs 7th ROP demand political move: Assam BJP GUWAHATI, MAR 26 (AGENCIES): Insisting that the contents of the Framework Agreement signed between the Government of India and NSCN (I-M) have not been made public yet, Assam State BJP described the statement of Th. Muivah over “Nagalim” as a “political move”. On the other hand, the AGP also dashed off a letter to Prime Minister Narendra Modi asking the Central Government to clear its stand on the issue of Nagalim. According to The Assam Tribune report, state BJP president Ranjeet Kumar Dass cautioned the Muivah against making such statements and asked him to instead ensure that peace in the inter-state border areas is not disturbed. “People should not be confused by his statements. The statements regarding integration

NEW DELHI, MAR 26 (IANS): Prime Minister Narendra Modi on Sunday said India was marching from “Swaraj to Su-raj” and urged the 125 crore people to contribute towards creating a “New India”. In his monthly radio address ‘Mann Ki Baat’, Modi exhorted all Indians to fight black money and corruption by opting for digital payments than cash transactions. Calling for continuing the war against corruption and black money, Modi said India can see 2.5 crore digital transactions within six months rather than wait for a year. “Within two months of its launch, there had been 1.5 crore downloads of BHIM app, this is commendable...,” Modi said. “If 125 crore citizens make a resolution, then we can achieve the target of 2.5 crore digital transactions within six months and not

‘Aadhaar mandatory for driving licenses’

New Delhi, Mar 26 (Agencies): The government seems to be really pushing to make Aadhaar a crucial national document. After PAN cards and (Cont’d on p-8) mobile phone numbers, the 2 digit number will now be needed for driving licenses, the Time of India reported. The ToI report says the government aims to make Aadhaar mandatory for all driving license applications and renewals. The plans will be put in effect by October this year, ToI reported, quoting sources. The move is purportedly to counter the issuance of multiple licences under different Regional Transport Offices to the same person. “Daddy, degree cannot The current method earn me anything. of Naga-inhabited areas in proposed Nagalim are politically motivated,” Dass said. AGP president Atul Bora said under no circumstance the party would accept any further disintegration of Assam. “Centre should make its stand clear in the wake of Muivah’s statement,” he said, seeking a permanent solution to the inter-state border dispute. CPI(M) state secretary Deben Bhattacharyya said Muivah’s statement created doubts in the minds of the people living along the border and asked Centre to make the Agreement public. He said that the fact that the Framework Agreement has been kept a secret itself smacks of a conspiracy. The Left-Democratic Manch, a joint platform of ten political parties, also demanded the Centre to make public the Framework Agreement.

educated unemployed community would also appreciate if the MLA could initiate measures to strike down the Office Memorandums of 2008, 2010 and 11/8/16 giving unfettered right to the government to make backdoor appointments or to regularize all backdoor appointees after 3 years in service. ACAUT said it has been working to strike down such OMs, and maintained that responsible people within the system could do a lot without NGOs or other organizations resorting to lengthy and expensive legal options. Meanwhile, ACAUT has reminded the Speaker that there was no question of expunging BJP legislator Mhonlumo Kikon’s statement in the house, equating backdoor appointments to corruption. “When politicians make backdoor appointments, it necessarily amounts to buying of votes; or when jobs are sold in the Nagaland market for crores of rupees, or when daughters and sons of politicians/ bureaucrats are accommodated in the job market, the Speaker not to equate this with corruption speaks volumes about one’s ethics,” ACAUT asserted.

Tension along Nagaland-Assam border

DIMAPUR, MAR 26 (NPN): ACAUT Nagaland has demanded that the NPF-led DAN government “terminate” all backdoor appointments made in the past several years in the interest of the unemployed youths. Quoting chief minister Dr. Shürhozelie Liezietsu who had stated: “…these mistakes will not be repeated in the future”, after he intervened in the ongoing budget session in defence of the beleaguered home minster who was placed on the dock on the backdoor appointment issue; ACAUT media cell asked the CM how was he going to tackle the illegal backdoor appointments in the police department and government departments in general?” ACUAT said that since the home minister Y. Patton had admitted that there were 2078 unauthorized appointments in the police department, it reiterated that Patton “cannot escape the responsibility”. On the home minister’s statement in the house that commandants and SPs had made unauthorized appointments without informing the higher ups, ACAUT termed it as a “clear case of insubordination”. ACAUT therefore demanded to know as to

DIMAPUR, MAR 26 (NPN): Wokshing Phom, Ex-MLA, son of late Nyapong Phom of Bura Namsang village, under Longleng district passed away on Sunday at Zion Hospital, Dimapur after a brief illness. He was 80. He is survived by his wife, four sons and one daughter. Late Wokshing was born in January, 1937. Prior to entering politics, he served as Pastor from 1957– 59. He was elected an MLA in 1974 from Tamlu A/C. CM: Nagaland chief minister, Dr. Shürhozelie Liezietsu, has expressed grief over the demise of Wokshing Phom, ex-MLA from Tamlu Assembly Constituency, whom he described as “an old colleague of mine”. In a condolence message, Dr. Shürhozelie said he was reminded of the turbulent period during the early 1970s when the Government of India carried out massive operations to flush out Naga insurgents from their hideouts, when the over ground politics was also immensely affected with fear psychosis and uncertainty. “It was a time when the people could not really decide if they should participate in the Indian elections or support the Naga movement for self-determination,” said Dr. Shürhozelie.

minister, T.R. Zeliang and all the cabinet ministers. ACAUT concluded that rather, Dr. Shürhozelie wanted regularization of all those backdoor appointees who had completed three years in service. In this regard, it cited a circular, wherein Dr. Shürhozelie had warned the chief minister and the government that unless this was done so “more than 1000 people will go against you in the next general election like 1993 episode where more than 800 senior people went against us on the issue of superannuation of age.” Therefore, ACAUT media cell said it was crystal clear that the policy of the present NPF government was for continuation of the backdoor appointments in all the departments till the next general elections in 2018. ACAUT also reminded the government that it had already convinced the High Court to ban backdoor appointments in the form of HC order dated June 6, 2016. While appreciating, BJP legislator, Mmhonlumo Kikon for forcing the government to bring out the exact status of backdoor appointment in the Home department, ACAUT said the

make the verification process easier. If the application does not have Aadhaar, he/ she would have to submit a number of other documents, the report adds. It, however, does not mention whether existing driving licenses that are not up for renewal would need to be linked to Aadhaar. This development follows reports that it will become mandatory to link Aadhaar with PAN cards and mobile phone numbers. The controversial Finance Bill 2017, passed by the Lok Sabha last week, makes Aadhaar compul-

sory for filing Income Tax returns. The bill also has a provision that would make PAN cards invalid if they are not linked to the holder’s respective Aadhaar number. For mobile phone numbers, the Department of Telecommunications has ordered telecom operators to verify all postpaid and prepaid SIM users in India with their respective Aadhaars. T h e ve r i f i c a t i o n , which was ordered by the Supreme Court (it did not, however, specify that Aadhaar must be used), must be completed by February 6, 2018. Any numbers not linked to Aadhaar will be illegal post that date. Interestingly, the Supreme Court has, in two separate orders, told the government that it cannot make Aadhaar mandatory for citizens to avail any services or benefits.

KO L K ATA , M A R 2 6 (IANS): Truckers on Sunday threatened to remain off the road across India indefinitely from April 1 in protest against the sharp increase in third party insurance premium and government charges. The strike has been called by the All India Confederation of Goods Vehicles Owners’ Association, its executive member Subhas Chandra Bose told IANS over phone. Bose said the insurers have raised the third party insurance premium for trucks by over 50 per cent, while the Central government has jacked up various fees including that for permits. “These two rate hikes have made goods vehicles financial unviable,” said Bose, also the General Secretary of Federation of West Bengal Truck Operators’ Association. The strikers have sent letters to all governments departments and ministers. Milk supply and some other emergency services have been kept outside the ambit of the strike.

Modi also wished prosperity for Bangladesh on its Independence Day on March 26 and recalled the common memories of Nobel laureate Rabindra Nath Tagore shared by India and Bangladesh. He assured India’s commitment as a strong partner of Bangladesh and asserted the two nations will work shoulder to shoulder in ensuring peace, security and progress. DIMAPUR, MAR 26 (NPN): Tension resurfaced over disputed land in Nagaland-Assam border (Dimapur-Karbi Anglong area) on Sunday when Assam Police had allegedly gone inside Rilan village and destroyed boundary fences and plantations. Informing this to Nagaland Post, Rilan Village Council (RVC) chairman Nribemo claimed that over 30 armed Assam Police personnel including forest guards had come inside the village, while they were attending Sunday devotional services. However, he said timely intervention by the village council averted unwanted situation and Assam police personnel were asked to leave the place. While leaving the site, RVC claimed that Assam Police fired some blank shots in the air. RVC accused Assam Police of destroying foundation for construction of Primary Health Centre in the village. Dimapur police also reached the place soon after Assam Police left the site, RVC said. The village had on number of occasions protested frequent intrusions

It is the joint call and desire of 125 crore Indians to transform India. “Everything is not linked to the budget or government funds. If every citizen pledges to be more responsible, performs his duties, then this dream of a new and transformed India can be easily realised,” he said. “Service is the core of our values. If we obey traffic rules, pledge not to use petrol or diesel once a week, resolve to be more responsible, if we do things step by step, we can achieve a new India,” he said.

However, RVC said they will not tolerate destruction of crops, plantation and structures erected by the village. The council further questioned Assam Police as to “why were they intruding without proper authorisation”? RVC’s stand was that since it was an inter-state boundary issue, any activities should be taken up in the presence of magistrates from both the states. The council claimed that “developmental activi-

DIMAPUR, MAR 26 (NPN): Nagaland In-service Doctors Association (NIDA) has extended its “unflinching support” to demand for the implementation of 7th ROP w.e.f. March 1, 2017. However, apart from that, the association said they would observe pen-down strike along with other associations in all other functions. Fur ther, NIDA affirmed that it would take part in all forms of agitations proposed in the fight for the implementation of 7th ROP. According to NIDA, the state government, when

ties” in the village was taken up in the presence of border magistrate. It may be recalled that district administration of Karbi Anglong had raised objections to any kind of developmental activities and cultivation at the site, claiming that the area fell under Daldali reserved forest. However, the stand of the village was that they had not taken up any development activities in the reserved forest, instead it asked Assam Police to stop intruding inside Rilan village “traditional land of the Nagas”, which was recognized by the Nagaland government.

it comes to taking away from the employees, acts promptly, but when it comes to giving, it makes all sorts of excuses. It pointed out that in the year 2016, when the Centre reduced the interest rates given to the government servants for GPF deposits, Nagaland government promptly acted and reduced the interest rates for GPF deposits in line with the centre “citing the reason that we follow Central Pay Commission.” Therefore, NIDA said that the state government should also respond promptly in a positive manner when it comes to implementing the 7th ROP from the Central Pay Commission. Meanwhile, the association has requested those employees in the state drawing Central Government salary to support the demand as “we are all affected equally by the inflation of the market and we all buy from the same shop.”

given to the people,” said Biren. Biren’s assurance on state territorial integrity came after a Muslim based civil society organization gave a 24-hour bandh call in Manipur demanding whitepaper on the framework agreement and ending the ILPS issue. The bandh which commenced Saturday evening at 6 pm was, however, called-off after a meeting with the chief minister this forenoon.
