Mnp polls: 84% turnout in phase-I Correspondent

IMPHAL, Mar 4 (NPN): First phase voting in 38 assembly segments of 60 seats Manipur Legislative Assembly concluded Saturday peacefully with a tentative 84% voter turnout. Except some sporadic violent incidents in the remote areas of Kangpokpi and Churachandpur districts, the polling was conducted by and large peacefully, said Manipur CEO Vivek Kumar Dewangan. Polling conducted under a tight security arrangement concluded at 3pm except in a few polling stations where the voting was delayed owing to certain problems, CEO said. CEO said overall tentative voter turnout percentage was recorded at 84, but added that the final figure could be ascertained only after arrival of reports of the polling stations at far flung areas of Churachandpur and Pherzawl districts. EC extends ban on exit polls NEW DELHI, MAR 4 (PTI): The Election Commission on Saturday extended the ban on exit polls for the assembly elections in Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh by a day to March 9, following the death of two contesting candidates. “Conducting of exit poll and disseminating result of any exit poll now stands prohibited till 5.30 p.m. of March 9, 2017,” the poll panel said, as it adjourned, to March 9, the poll in Uttar Pradesh`s Alapur and Uttarakhand`s Karna Prayag, owing to the deaths of candidates Chand Shekhar and Kuldeep Singh Kanwasi respectively.

Nuklutoshi appointed advisor to CM

DIMAPUR, MAR 4 (NPN): Nagaland governor has appointed Nuklutoshi, MLA, as advisor to the chief minister of Nagaland in the status of a cabinet minister with immediate effect. A government notification issued by the state chief secretary stated that he would be entitled to pay and allowances and all other facilities admissible to a cabinet minister. With the appointment of Nuklutoshi and TR Zeliang as advisors, there are currently eight advisors to the chief minister.

Phase-I covered 38 constituencies for which 1,643 polling stations have been set up in areas spread over Imphal East, Imphal West, Bishnupur and the hill districts of Churachandpur and Kangpokpi. Among the districts in valley areas, Imphal East district recorded a voter turnout of 87% while 86.9% in Imphal West district and Bishnupur district recorded 87.8%. Hill district Kangpokpi recorded 80% overall voter turnout and Churachandpur and Pherzawl district 68%. The poll percentage

for the valley can be treated as finalized as almost all the polling officials have reached their respective district headquarters and reported to the DEOs. However, changes are likely to the poll percentage of the three hill districts as 28% of the polling stations could not be communicated, the CEO added. Giving some main highlights of first phase poll, the CEO said that first the first time 16 polling booths were manned only by women polling personnel which include six in Bishnupur district and 10 in Imphal west district. Student volunteers were

also detailed at each polling station to assist the senior citizens. A total of 1079 polling stations were covered by live web streaming and remaining 564 polling stations recorded events offline by smart phones. A total of 11,32,525 votes including 7084 service electors were eligible for casting votes in the first phase poll in which voting was conducted in 1643 stations located in 1291 locations. While reminding that 168 candidates were in the fray in first phase poll, the CEO said that 258 micro observers and 38 assis-

tant expenditure observers were deployed during poll hours. ECI appointed 12 each general, expenditure and police observers besides four awareness observers for supervision of various activities of the poll process. Asserting that there observed a raise in the voter turnout percentage, election officials said that it was a reflection of a sense of responsibility among the voters. H o w e v e r, p o l i t i cal leaders observed a big change in the political scenario when voters turned out in good numbers.

JCC slams T.R.Zeliang’s minority card

DIMAPUR, MAR 4 (NPN): Joint Coordination Committee (JCC) has reminded that its objective would be pursued with determination with regard to the demand for justice after various incidents beginning from January 31,2017 onwards. Turning on the heat on former chief minister T.R.Zeliang, Joint Coordination Committee (JCC) has said his “utter lack of remorse” shown while rejecting any moral responsibility for the entire unfortunate incidents by portraying himself as a victim of majoritarian politics “. JCC media cell said this was “ intolerable” and showed T.R. Zeliang’s “sheer disregard and insensitivity for the two departed youths, who lost their lives because of his flip flop decisions and treachery.” JCC said it was un-

In case Dr.Shürhozelie declines since the general election will be due by 2018, then the mantle could go to any of the present ministers and which JCC feels that T.R.Zeliang could attempt to return back.

IMPHAL, Mar 4: Election Commission (ECI) has ordered FIR cases against office bearers of the BJP Manipur and eight local dailies for publishing advertisements without approval from the responsible authorities. An urgent letter from the ECI received Saturday ordered the Chief Electoral Officer (CEO) Manipur to lodge FIRs under Section 188 of IPC against BJP state unit office bearers and the newspapers, which carried the advertisements on Friday in contravention of its orders and violation of RP Act. ECI had earlier instructed all stakeholders to not publish any advertisements on March 3 and 4 without pre-screening and subsequent approval by state-level MCMC committee. Poll panel also sought a compliance report by Monday, an official source from CEO stated. Interestingly, some of the newspapers published the advertisements of the same kind in its Saturday editions.

Finance deptt.dismisses ACAUT’s allegations DIMAPUR, MAR 4 (NPN): Finance Commissioner Temjen Toy IAS has reiterated that the clarification issued earlier by the finance department to ACAUT on February 23 were based on facts and therefore, there could not be any question of either accepting or rejecting these facts. Toy was issuing a fur ther clarification to ACAUT’s “rejection” of the department’s rejoinder which had appeared in the local media on March 3,2017 . Drawing attention to ACAUT’s purported rejection of the finance department’s clarification, Toy said while the news item on February 23, 2017 pertained to allegation by ACAUT about “parking of more than Rs.5000 crore in state coffers” the other statement on March 3 “shifted to the utilisation of CSS funds, payment of state share and delay in payment of salaries to the RSA, RMSA and Hindi teachers.” Nonetheless, Toy reiterated that the government was seriously concerned over the delay in payment of salaries to its employees and for which it had been taking

all possible steps to mitigate the difficulties of such employees. However, he said there were procedural problems that needed to be tackled “as best as possible according to the situation arising from time to time.” Ta k i n g a d i g a t ACAUT, Toy said it would have been proper if specific instances of irregularities committed by the finance department or its officials were brought to the notice of the authorities for appropriate action, instead of “making wild allegations”. Further the FC stated that details of executive action taken by the government from time to time, cannot be a made the subject of public debate in the media. Toy asserted that the finance department did not wish to be drawn into such a debate and therefore, it will no longer respond to “such opinionated views in future.” Toy reiterated that the government in general and finance department in particular, would continue to take actions as deemed necessary from time to time, to redress grievances of government employees as best as “is possible under the given circumstances.”

CNTC slams mainland media, women activists

D imapur , M ar 4 (NPN): Central Nagaland Tribes Council (CNTC) in a statement has defended the statement made by its president Hokiye Yeptho to media persons (mainland journalists) in which the reports had been twisted and distorted to “sensationalise views and opinions. CNTC said such misreporting by mainland journalists was not a new thing since “being one-sided, partial and biased has been their hallmark.” CNTC also advised some youths to first study their cultural history and genealogy before going to the press to gain cheap publicity and attention. It also cautioned such youths to first understand their own traditions and customs as practised by their forefathers since time immemorial.

CNTC said by ridiculing and mocking at leaders and elders without having any basic knowledge or understanding has become a part of life with some youths who only want to hog the limelight. In this regard, CNTC urged the respective tribal hohos to restrain such youths. Drawing attention on “some women activists” CNTC said instead of atoning for their wrongdoings amid the chaos, these women were still “hell bent” and doing whatever means possible to “accelerate their campaign outside Nagaland to non-Nagas who have no iota of knowledge about our Naga customs and traditions.” CNTC also cautioned some women married to non-Nagas and settled

abroad, to “stop their not much needed comments and off-track opinions which will only foment more trouble in the state again.” It said that unlike other states in India, Naga women do not face gender discrimination like female foeticide, child marriage, dowry etc” as Naga women were given equal privilege in every field and do not need reservation since they are free to contest any election. CNTC said if such women really wanted to change Naga society then they should return home and begin grass root work instead of harping about change from within the confines of the four walls in far away foreign nations”. It added that Naga women are second to none and no not need any reservation to compete in any field.

GST to be implemented from July 1 CM not pleased with unpunctuality at Sectt. New Delhi, March 4 (IANS): Finance Minister Arun Jaitley on Saturday said that the Goods and Services Tax (GST), the new indirect tax regime, was on track and July 1 was going to be its likely date of implementation. “It (GST) looks on track. Subject to Parliament approval, it looks like the possible date of implementation of GST is July 1,” Jaitley said after the 11th GST Council meet concluded here. The Council approved the central cGST (cGST) and integrated GST (iGST) draft laws on Saturday. “Consensus on cGST, iGST law. Both the final draft laws were discussed today. Council has approved both the drafts,” Jaitley said. With the compensation draft law having already been approved in the Council’s previous meeting -- held on February 18 in

Udaipur -- there are two more draft laws remaining for approval. “The three laws have got formal approval of GST Council by unanimous decision. All states approved it,” he said. The Union Territory GST (UTGST) and state GST (sGST) draft laws will be taken up for discussion and approval at the Council’s next meeting on March 16, Jaitley told reporters at a press briefing. The sGST and UTGST are replica of cGST and the settlement of their drafts is only a formality, he said. “Once these are approved, the four laws - compensation, UTGST, cGST and iGST - will be approved by Cabinet and placed in Parliament in the coming session,” Jaitley added. Meanwhile, the sGST draft law will have to be approved by the legislative assemblies of states and union territories (Delhi,

Puducherry). The UTGST draft law is for the union territories like Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli, which do not have legislative assemblies. With the approval of the five draft laws, the legislative action of the GST Council will be over, post which there will be another meeting for fitment of the goods and services in the tax slabs - 5 per cent, 12 per cent, 18 per cent, 28 per cent. Clearing the air on reports of GST tax rate being increased up to 40 per cent, he said there would not be higher rate of taxation. “The four rates have already been decided by the Council. There will be no higher rate of taxation, but the capped rate is always higher to leave some space. Bound rate and applied rate is different,” Jaitley said.

D imapur , M ar 4 (NPN): State chief minister Dr. Shürhozelie Liezietsu, who reached his secretariat office at 9:30am on Saturday and directed his aides to collect attendance of the officers and staff of all the departments, was reportedly not very pleased with the reports that he received. A day after he assumed the office, the chief minister had urged the senior officers to strictly maintain working hours and set the offices in order. According to media cell chief minister’s office (CMO), the chief minister’s insistence on punctuality was set to usher in a new era in governance very soon with timings for the thousands of government employees – at least in the Secretariat – about to be drastically changed. CMO said the chief minister told his aides

that salaries were paid to government employees and they were required to attend to their duties for a specific period of time on all working days. The chief minister also reportedly said that if traffic congestion was the reason employees cannot reached their office on

time, they should leave home early for their places of work. Further, the chief minister instructed his officers not to entertain any appointments even for the ministers and legislators with him at his private residential office except under unavoidable situa-

tions. “I have a fully functional office at the Secretariat, and so have they. They should attend their offices and if need be, meet me there at the Secretariat. And so should bureaucrats,” the chief minister has this standing order, CMO said.

Services associations demand 7th ROP DIMAPUR, MAR 4 (NPN): State services associations have requested the state cabinet to approve the effective date of the 7th ROP w.e.f. March 1, 2017 (2017-18). The association have also appealed to the chief minister and his colleagues to convey the government, decision on the implementation of the 7th ROP before the finalization of the 2017-18 budget documents. According to an official bulletin, the office bearers of state services associations including CANSSEA, NCSA, NSSA, FONSFSA, NPSA, NF&ASA and NASSA met the chief minister on March 4, 2017. After in-depth delibera-

tion, the chief minister, however, told the associations that the effective date and year for implementing the 7th ROP would be decided in the next state cabinet meeting. With regard to implementation, the associations had submitted representation four times to the state government to implement the 7th ROP w.e.f. January 1, 2016. The associations, however, after in depth discussion on February 27, 2017 at Hotel Japfu, decided to accept the 7th ROP w.e.f. March 1, 2017 considering the financial problems of the state government. K Y M C
