KOHIMA, MAR 5 (NPN): After 44 years since reservation policy began in the State, a consultative meeting held here on Friday to review the policy decided to constitute a working committee comprising representatives from civil society organisations, student bodies and the State government to study the matter in depth. The meeting, convened by the state government through the cabinet subcommittee on reservation policy headed by deputy chief minister Y. Patton, was held at Hotel Japfu here. It was decided to induct representatives from Eastern Nagaland Peoples’

During the meeting, NSF president Ninoto Awomi pointed out that the total percentage of reservation in the State, which stands at 41%, was one of the highest in the country. He said, as per the existing reservation policy in the government job sector, six tribes from the eastern Nagaland were enjoying 25% job reservation, while Chakhesang and Pochury were enjoying 6%, Zeliang 4%, Sumis of Kiphire 2% and the physically challenged 4%. Assuming that the government agreed/accepted the 45% job reservation for the six tribes of eastern Nagaland, Ninoto remarked that the total reservation would increase to 61%, adding that such move would be unreasonable, defeat competitive mindset, murder meritocracy and would be self-defeating for the entire (Cont’d on p-8) State.

Once the required amendments are in place, the same delimitation panel can resume its work in respect of the four northeastern states. T h e a l l e ge d l e g a l anomaly in the original mandate of Delimitation Commission relating to the four NE states was first pointed out by former legal advisor to EC S K Mendiratta in a letter written to the poll panel on June 4, 2020. Stating that Parliament had expressly, by law, vested the authority

to conduct the delimitation exercise in the four states, in EC by taking it out from purview of the Delimitation Act, 2002, Mendiratta opined that the notification dated 6.3.20 of the law ministry was “unconstitutional, illegal and void ab initio”. He warned that the exercise by the Delimitation Commission in the four north-eastern states shall be declared void by the courts, “causing not only embarrassment to the Election Commission and Delimitation Commission, but also resulting in wastage of huge precious public funds”. EC had forwarded the letter to law ministry, which reverted to EC seeking its opinion on retrospectively amending the R P Act. EC gave its no-objection to the proposal.

Centre could cut duty on fuel by `8 per litre provided immediate relief. “The revenue projection from the oil sector for FY22 gives the government room to cut excise duty on petrol and diesel sharply to provide immediate relief to consumers. This is being examined and a call may be taken soon,” said a government official privy to the development. According to a report

prepared by ICICI Securities, excise duty on auto fuels is estimated at Rs 4.35 lakh crore in FY22, if there is no cut in excise duty on the two products as against the budget estimate of Rs 3.2 lakh crore. “Thus, even if excise duty is cut by Rs 8.5 per litre on or before April 1, the FY22 budget estimate can be met. We are optimistic

of excise duty cut given demand recovery, impending privatisation and inflation concerns but expect it to be more modest than Rs 8.5 per litre,” the brokerage firm said in its report. Government officials agreed that there is room to cut duty but its quantum may be decided later this month ahead of the start of new financial year.

Mizoram’s lone Lok Sabha member C. Lalrosanga said that 15 Myanmar police personnel came to Champhai district while eight policemen took shelter in Serchhip district. The police personnel and some civilians from the military coup-hit Myanmar entered into the two Mizoram districts since Wednesday. “The Mizoram government has issued a standard operating procedure (SOP) with regard to the people entering Mizoram from Myanmar in view of the military coup. Mizoram Chief Minister Zoramthanga has already asked the people living along the borders to follow the SOP issued by the state government,” Lalrosanga told IANS over phone. In an appeal letter addressed to the controller of examination NU, the M.Ed student teachers of Nagaland University (NU) and State College of Teacher Education (SCTE) have appealed the university authority to instead conduct online examination. They said that sudden step taken by the university to conduct offline examination seemed “unjustifiable” when the entire teaching-learning process was conducted online. The protesting farmers, on the other hand, have expressed apprehension that the new laws would

pave the way for eliminating the safety cushion of the Minimum Support Price (MSP) and do away with the “mandi” (wholesale market) system, leaving them at the mercy of big corporates. While a resolution was reached on two of the four demands -- rollback of rise in power tariff and penalties for stubble burning -- in January, a decision on repeal of the three farm laws and a legal guarantee for MSP continues to be stuck in limbo. However, according to the farmer leaders, the movement, which will complete its 100th day on Saturday, has achieved much beyond the immediate scope of the protest.

An influential Mizoram student body -- Mizo Zirlai Pawl (MZP) -- expressing solidarity with Mynamar’s Mizo communities had organised sit-in demonstrations last month in Aizawl, protesting the recent military coup in Myanmar and the human rights violations in the neighbouring country.

BJP women leaders seek Along’s removal DIMAPUR, MAR 5 (NPN): Days after nine district presidents of the state BJP unit demanded the removal of the State unit president Temjen Imna Along, the BJP women’s wing leaders (Bharatiya Janata Mahila MorchaBJMM), too has joined the bandwagon seeking removal of Imna Along. In a press note, 15 former BJMM members led by ex-president Sanuo Ngullie and ex-general secretary Asangla Ao and current state BJMM secretary Phyobeni and executive member Bokali Sumi pointed out that Temjen, who was a cabinet minister holding three portfolios, was faced with the daunting task of carrying forward the party’s work, organisational set-up and functioning due to the dual posits being held by him. This, they said, was leading to divisions amongst party workers, especially due to defeat of the party’s candidate by a huge margin in the by-election to 59 Pungro constituency recently. They alleged that one main reason for the defeat was that the incumbent president was not in a position to devote full time and dedication for the overall welfare and interest of the

party as he has to manage three departments simultaneously, adding that there was no clear instructions from him to party karyakartas for proper co-ordination, identification of division and management of works. The BJMM members said this was compounded by lack of resolution of these pressing issues, which in turn caused huge embarrassment to all party members. They cautioned that if the present state of affairs was allowed to continue, BJP could end up losing more seats in the 2023 Assembly election since the party has no mass contact. Mentioning that many representations had been sent to Central leaders in the larger interest of the party, they regretted that no positive response or outcome has been achieved till date. T h e y wa r n e d t h a t should the incumbent president be allowed to continue, then BJMM Nagaland would be compelled to take extreme steps and measures. On behalf of BJMM, they also strongly advocated the policy of “one man, one post” so that the State president was able to dedicate time 24x7 for the primary welfare and interest of the party.

DIMAPUR: The GPRN / NSCN expressed grief over the sudden demise of joint secretary, Khekato V. Aye who passed away on March 3, 2021. He was enrolled in the national service in 2006. A condolence note by GPRN/NSCN through its MIP stated that late Khekato V. Aye served wholeheartedly and with full commitment for the cause of the Naga national movement in various capacities for 15 years till his last. K Y M C

It stated that in his demise, GPRN/NSCN had lost one of its “promising patriot” and his comrades particularly in the central secretariat, GPRN was left with a void which would be difficult to fill. GPRN/NSCN said that his sacrifices towards the nation would be cherished in the record of Naga history. Further, it conveyed its condolences to the bereaved family members and prayed the Almighty to grant them comfort as his soul rests in peace.

The expelled members have been ordered to submit all government properties within seven days from the date of this issue of order, failing which NSCN/GPRN would take its own course of action as per the law of the land.

The Foreign Secretary said that the northeast today has a network of educational centres of excellence, new medical and technology colleges as well as livelihood and skilling institutes. “The northeast connects us to a neighbour and to one of the most economically dynamic and political significance geographies of the world -- the ASEAN and the Indo-Pacific region,” he said. Shringla, quoting Union Finance Minister Nirmala Sitharaman, said the the government’s developmental agenda gives very high priority to the

northeast region. “The government is ensuring smooth access to financial assistance from multilateral and bilateral funding agencies to help introduce innovative and global best practices,” Shringla said. He said Japan is the only country with which India has an annual summit as well as the 2+2 foreign and defence ministerial dialogue. “Japan is the fourth largest investor in India. The number of Japanese companies in India has been increasing steadily, more than 1,400 of them are present in India. Japanese ODA (Official Development Assistance) is deployed over sectors ranging from health care to sustainable development.” He said that Prime Minister Modi and his Japanese counterpart Shinzo Abe established India Japan “Act East Forum” in 2017 to coordinate joint efforts for overall develop-

ment in the region. “The longest bridge in the country across the Brahmaputra in Assam’s Dhubri is being constructed with Japanese support. Japan is also helping us in modernising Umiam hydroelectric power station in Meghalaya and the Guwahati water supply and Guwahati Sewerage Project.” The Foreign Secretary said that the initiative aims to enhance connectivity between our northeast region and southeast Asia and Bangladesh. “Five Meetings of the ‘Act East Forum’ have been held so far. I have had at its most recent meeting on January 28, the opportunity to discuss various ongoing projects with Ambassador Suzuki. Guwahati, Mar 5 (PTI): The Assam Congress on Friday called the photos of tea gardens shared by senior minister Himanta Biswa Sarma on the Twitter as ‘fake’ and said they were not used by the party in its poll campaign. The photos were those of the tea gardens of Taiwan and were definitely not used by Congress in its ‘Axom Bachao Ahok’ (Come, Let Us Save Assam) campaign as alleged by Sarma, Assam Pradesh Congress Committee spokesperson Bobbeeta Sharma told PTI. Shillong, Mar 5: Meghalaya Deputy Chief Minister Prestone Tynsong on Friday launched the online registration portal for migrant workers under the Meghalaya Identification Registration (Safety and Security) of Migrant Workers Act 2020, in a function organized by the Labour Department at the NIC Conference Hall, Shillong. The aim of the Meghalaya Identification Registration (Safety and Security) of

Migrant Workers Act 2020 is to ensure the maintenance of public order and protection and safety of migrant workers in Meghalaya through identification and mandatory registration of all such workers in the State. As such, the portal enables the migrant workers and persons/contractors employing migrant labourers/workers to register them, failing which they will be liable to a fine of up to Rs. 5000. “Registration through

the portal can be made from any part of the country, or through the common service centres or a help desk at the registration office with a payment of Rs.50,” an official notification said. Speaking on the occasion, Tynsong said that with the passing of the Meghalaya Identification Registration (Safety and Security) of Migrant Workers Act 2020, the authority for issuing labour licenses now lie with the State Government. Stating that the launch of the online portal will

improve the ease of doing business, he urged all stakeholders to utilize the portal so that a record of genuine migrant labourers/workers is maintained in the state. Pointing out that this move is crucial for the development of the State as labour forces from outside are required to complete projects of different departments, he reiterated that only those migrant workers/ labourers who fulfill various criteria stated under the Act will be issued with a labour license.

Meghalaya governor lauds state govt

Shillong, Mar 5: Meghalaya Governor, Satya Pal Malik on Friday said that the National People’s Party (NPP)-led government is making concerted effort to improve the standard of living through better governance. “The government is particularly focused on enhancing the service delivery in health and education sectors and making larger investments in physical infrastructure,” he said, addressing the legislators on the first day of the Budget session of the Meghalaya Assembly. He said the critical focus of the government is on

improving rural livelihood and promoting enterprises through mission mode interventions. The Governor informed that at present there are 39 projects implemented in the State. Two of these projects are sponsored by the North Eastern Council and the rest are from the Non-Lapsable Central Pool of Resources. The total cost of these projects implemented is Rs. 915 crore and they include building roads and bridges, establishing schools, water–related interventions, transport, protecting catchments areas and streamling some of the service sectors. Malik informed that the State government

is also undertaking the “Meghalaya Integrated Transport Project”, funded by the World Bank at a cost of Rs. 768 crore. “The project will improve about 500 km of strategic road segments and stand alone bridges by using innovative, climate resilient and nature based solutions,” the Governor said. Malik said the transport project would help the State harness its growth potential for high value tourism and agriculture and also enable the State to take advantage of its strategic location to emerge as a major connecting hub for trade with neighbouring countries.

News broadcasting by local cable networks also remained suspended. All Manipur Working Journalists’ Union (AMWJU) and Editors’ Guild Manipur were on cease work strike following pressure from two groups of an internal-conflict ridden rebel outfit United National Liberation Front (UNLF) on publication of statements issued by them. The cease work strike

is likely to continue for the next few days as AMWJU and EGM reaffirmed their earlier decision to not entertaining any statements of the rebel outfit until the conflict within the outfit was resolved. The apex bodies of journalists and editors reaffirmed the stand after hearing comments, suggestions and observations by leaders of civil society organisations (CSOs) and public leaders, during a joint meeting held at Manipur Press Club, Imphal. Today’s meeting resolved a three-point resolution while denouncing pressure being given to the journalists because of the internal conflict within the United National Liberation

Front (UNLF). While the first resolution appealed to the rebel group to resolve the internal conflict through negotiation at the earliest, the second resolution reaffirmed earlier decisions of AMWJU and EGM regarding nonpublication of any of the statements of the two groups within the outfit. The third resolution appealed to all stakeholders to respect the “Code of Conduct (local adjustment)” framed by AMWJU and EGM and allow the media to work freely under the code. However, the public meeting did not take any decision regarding suspension of the cease work strike of the journalists.

One new COVID-19 case in Mizoram, tally at 4,428 Aizawl, Mar 5 (PTI): Mizoram reported just one new COVID-19 case in the last 24 hours, which took the state’s tally to 4,428, an official said on Friday. A 23-year-old woman in Aizawl tested positive for the infection after she returned from Delhi, he said. “The woman arrived at Lengpui airport on Thursday and was diagnosed with the disease there. She developed COVID-19 symptoms,” the official said. The northeastern state now has 18 active cases, while 4,400 people have recovered from the disease. Ten people have succumbed to the infection.

Bokajan, March 5: In a major development, a suspected timber smuggler has been shot dead by a team of forest department officials under Silonijan Range in East Karbi Anglong on Thursday. As per reports, the team of forest department officials confronted a group of timber smuggler inside the Garampani Wildlife Sanctuary and demanded that they surrender. The gang of smugglers who were engaged in cutting of endangered trees opened fire at the forest team prompting them to retaliate. The exchange of fire lasted for a couple of minutes and the gang fled the spot under the cover of darkness. Later, on searching the area, a bullet ridden body was recovered by the forest team along with a

It is pertinent to mention that illegal logging and smuggling of valuable timber is rampant in the Garampani Wildlife Sanctuary and adjoining Nambor Reserve Forest in Golaghat district. Notorious gang of timber smugglers feed in valuable trees in the forest which is considered as a treasure house of a diverse range of Flora and Fauna. Timber smugglers here carry firearms and sometimes challenge forest officials who patrol the forest unarmed. Recently, a forest guard named Mohibur Hussain was brutally attacked by timber mafia inside the Nambor Reserve Forest.

No such group as G-23, all united under Sonia: Moily NEW DELHI, MAR 5 (IANS): Senior Congress leader Veerappa Moily has rejected any group called G-23, saying the party is united under Sonia Gandhi’s leadership. “The Congress is one,” he said when asked about the G-23, a group of dissenters in the party who had sought a complete revamp of Congress in a letter to interim party president Sonia Gandhi in August last year. Incidentally, former Karnataka Chief Minister Moily was one of the signatories of the letter written to Sonia. Speaking to reporters, Moily said, “There is no such thing called G-23. The Congress is united under Sonia Gandhi who always listens to people’s grievances.” The Congress is facing a difficult time as the party seems to be divided after some prominent leaders wrote a letter to Sonia Gandhi demanding sweeping reforms in the party. Another Congress leader, Sandeep Dikshit,

said, “There is no group in the party and I am not in touch with the leaders who had assembled in Jammu recently.” Many Congress leaders have said that their only motive is to strengthen the party in the country. The Congress, which is gearing up to face elections in five states/UT, have advised these leaders to join hands to defeat the BJP and now all eyes are on the soon to be announced list of star campaigners of the party. Many of the Congress leaders who had signed the letter in August last year have either been adjusted in the party or have been assigned some important task, such as Pritviraj Chavan getting appointed as screening committee chairman for Assam or Moily getting appointed as election management incharge for Tamil Nadu. However, the situation is still far from normal in the party despite the Congress holding many rounds of meetings since August last year.

Farooq Abdullah challenges ED order attaching his properties S R I NAG A R , M A R 5 (PTI): National Conference president Farooq Abdullah has approached the Jammu and Kashmir High Court against an Enforcement Directorate order attaching his properties worth nearly Rs 12 crore in a case of alleged money laundering. The former Jammu and Kashmir chief minister challenged the December 2020 order before the high court on Wednesday. It is scheduled to come up for hearing later Friday. The ED has alleged that Abdullah “misused” his position as president of the Jammu and Kashmir Cricket Association (JKCA) from 2001-2011 and made appointments in the sports body so Board of Control for Cricket in India (BCCI) sponsored funds could be laundered. Abdullah said the list of properties attached by the ED in Kashmir and in Jammu were unrelated to the alleged criminal activ-

NEW DELHI, MAR 5 (PTI): India and Sweden can deepen their partnership in several sectors, including smart cities, e-mobility, smart grids and waste management, as also on key priority areas like the important issue of climate change, Prime Minister Narendra Modi said on Friday. In his opening remarks at a virtual summit with Swedish premier Stefan Lofven, Modi said, “We can further our relationship in innovation, technology, investment, start-ups and research.” The prime minister said shared values such as democracy, human rights, rule of law, equality, freedom and justice strengthen the relations and mutual cooperation between India and Sweden. “Smart cities, water treatment, waste management, circular economy, smart grids, e-mobility, digital transformation and

Senior leaders D Jayakumar (Fisheries Minister) and C Ve Shanmugam (Law Minister) have been fielded from Royapuram here and Villupuram in northern Tamil Nadu respectively. NEW DELHI, MAR 5 (PTI): India on Friday said it expects China to work with it through existing bilateral consultation mechanisms between their diplomats and military commanders to ensure early completion of the disengagement process in the remaining areas in eastern Ladakh to allow both sides to consider deescalation of forces. The statement comes days after the armies of the two countries concluded withdrawal of troops and weapons from the north and south banks of the Pangong lake. agreed to set up a hotline, details of which would be worked out through diplomatic channels. “...It is our expectation that the Chinese side will work with us both through the WMCC (Working Mechanism for Consultation and Cooperation on India-China border issues) and the senior commanders’ meetings to ensure that disengagement in the remaining areas is completed at the earliest,” Srivastava said. “This would allow both sides to consider deescalation of forces in eastern Ladakh as that alone will lead to the restoration of peace and tranquillity and provide conditions for the progress in our bilateral relationship,” he added. During his telephonic discussion, Jaishankar had emphasised that both sides must quickly resolve the remaining issues along

the Line of Actual Control (LAC) in eastern Ladakh. At the 10th round of the senior commanders’ meeting last month, India is learnt to have insisted on a faster disengagement process in areas such as Hot Springs, Gogra and Depsang to defuse tension in the region. Jaishankar had told Wang that once disengagement is completed at all friction points, then the two sides could also look at broader de-escalation of troops in the area and work towards restoration of peace and tranquillity. The border standoff between the Indian and Chinese armies erupted on May 5 last year following a violent clash in the Pangong lake area and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry.

Mamata to contest from Nandigram; take BJP head on KO L K AT A , M A R 5 (IANS): After announcing Trinamool Congress’ list of 291 candidates for the high octane Assembly polls beginning this month, party supremo Mamata Banerjee made her intention clear on Friday that she will only contest from Nandigram in East Midnapore district, considered a stronghold of newly-inducted BJP leader and once close aid to the Chief Minister, Suvendu Adhikari. The party has left three seats for a Gorkha party in Darjeeling. “I will only contest from Nandigram,” Banerjee’s message was unambiguous and loud, hinting that the popular leader never shies away from a challenge and loves a head-on confrontation. When Banerjee took everyone by surprise by declaring her intent to contest from Nandigram during a rally there two months ago, a battery of BJP leaders had ridiculed the proposed move. Some said she would contest from both her traditional constituency of Bhowanipore and Nandigram, just in case she loses the conflict-scarred East Midnapore seat. Others like former lieutenant turned BJP national vice-president Mukul Roy had that predicted Banerjee will “quietly slip back” to her comfort zone in Bhowanipore. Suvendu Adhikari, once confidante turned BJP leader, has challenged Banerjee to fight from Nandigram ‘only if she was prepared to lose by a margin of atleast ‘50,000 votes’. Analysts, however, dismissed suggestions that Banerjee’s move is hasty, taken on the spur-of-the-moment. “This is a calculated move. Her margin in Bhowanipore has come down over the years as the large non-Bengali electorate in the area has increasingly turned to the BJP. By fighting from Nandigram, she wants to revive the memory of the epic land struggle and deny that legacy to the Adhikari clan. That may swing East and West Midnapore towards Trinamul and limit the damage caused by Adhikari’s defection,” said political commentator Sukhoranjan Dasgupta. Adhikari’s defection had rattled Mamata Banerjee and raised the spectre of a BJP surge in the two Midnapore districts which have 35 seats in the 294-strong

state Assembly. “Banerjee fighting from Nandigram can limit the damage in the Midnapore region. She is the only one in the party who can counter the Adhikari factor. So it is a desperate throw of the dice she had to resort to,” said another analyst, Ashis Biswas. He said Banerjee has made a huge gender statement by contesting a tough battle like Nandigram to swing Bengal’s huge women vote towards her party by projecting a David versus Goliath contest against a male dominated BJP faction, sort of “Ma Kali taking on the demons.” As many as 35 per cent of Nandigram’s voters are Muslims, while many are from the backward castes and rural poor. So Trinamool think-tanks, including Prashant Kishor, reckon they are likely to support Banerjee rather than welloff Marwaris, Gujaratis and Punjabis or even white collar Bengalis who think her Singur and Nandigram agitations only denied Bengal a tyrst with prospective future industrialisation. And since the BJP may be forced to field Adhikari from Nandigram now, a victory there may finish the Adhikari stronghold in Midnapore. With so much at stake , Banerjee has decided to lead from the front, all guns blazing -- a calculated image projection based as much on Banerjee’s ‘gut feeling’ and on calculations of her chief political consultant, Kishor. This is an internal issue for India.” “I think the foreign secretary (Dominic Raab) said it when he was here ‘your politics is our politics’ in other words things that happen in India have ripples in the UK partly because you have such a big diaspora community in the UK, so these things get debated. farmers’ protest is that it is an internal matter of India and “we observe it, but it is for India to resolve”. Specifically asked if the Indian side has raised this issue with the UK, he did not give a direct answer and said if the UK would be debated in the Indian Parliament, “I would be interested in it”. “So If the Indian government is interested in issues like farmers’ protest being discussed in the UK Parliament, I am not surprised if there is an interest,” he said. The 90-minute debate on Monday will be held at the Westminster Hall in the Houses of Parliament complex in London and will be opened by Scottish National Party (SNP) MP and member of the Petitions Committee Martyn Day, and a minister will be deputed to respond on behalf of the UK government.

amil Nadu politics in the run up to the election on April 6 appears to hold out surprises with the biggest being VK Sasikala’s sudden announcement to stay away from politics, barely a month after reaching Chennai .Sasikala saw herself as the heirapparent to J. Jayalalitha but imprisonment changed all that.After she had placed O. Paneerselvam as chief minister against Edappadi K Palaniswami ,Sasikala hoped to reap the political benefit once she was released from jail. However was big surprise was in store when both O. Paneerselvam and E.P. Palaniswami joined hands and the latter became the chief minister. Worse for Sasikala, both OPS and EPS joined hands to give an unexpected twist in Tamil Nadu politics when they expelled Sasikala’s nephew TTV Dinakaran and ‘chinamma’ herself. TTV Dinakaran then formed the AMMK with his aunt’s blessings to fight back the AIADMK. Though AIADMK leaders were earlier hesitant to comment to Sasikala’s arrival and the scenario that would follow, later Chief Minister Edappadi K Palaniswami made it clear that there was absolutely no possibility of her re-induction into the party or a possibility of an alliance. When Sasikala was released from prison, she received a grand welcome from AIADMK cadres and this had led speculations about where she would pitch her political tent. However, Sasikala’s sudden announcement to quit politics has taken her nephew and AMMK General Secretary TTV Dinakaran by total surprise. His aunt’s sudden decision has left Dinakaran shell shocked. Certainly Dinakaran has much to lose since he would be on the other side of the AIADMK. Sasikala called for unity to jointly defeat the “common foe” and announced her intention to back anti-AIADMK foes. The BJP which is like the backseat driver of AIADMK is keen to rope in Sasikala. Aside from the clout she once enjoyed within the party, Sasikala also hails from an influential community, which has its strongholds in Southern Tamil Nadu. Deputy Chief Minister O Panneerselvam also belongs to the same community. The BJP, which is in an alliance with the All India AIADMK in Tamil Nadu feels that TTV Dhinakaran, leader of Amma Makkal Munnetra Kazhagam (AMMK) too will eventually have to stand in support of “AIADMK family”. Notwithtanding the public posture, Dinakaran will have to fall in line with his aunt Sasikala and join the AIADMK. There are also other factors that are important in Tamil Nadu and which is the role of Tamil actors. Politics in Tamil Nadu has always been wedded to filmdom. Presently actor-turned politician Kamal Hasan has pitched his political tent against AIADMK and BJP. The other actor Rajnikanth has called it a day and preferred to let his political ambitions end prematurely. The DMK which is tipped to win the election and form the next government, has issues with the Congress over seat allocations. Congress has demanded more than it could chew and DMK is unwilling to repeat the lesson of 2016 when Congress could win only eight of the 41 seats it contested that deprived DMK of coming to power. The BJP is hell bent on doing the impossible in Tamil Nadu and has therefore urged all pro-AIADMK forces to come together and get both Sasikala and Dinakaran on board. However the voters will ultimately decide and confirm where the wind would blow.

If so, you must be faithful to it— to consider your life valuable only for the purpose of fulfilling that ministry. Knowing that you have done what Jesus sent you to do, think how satisfying it will be to hear Him say to you, “Well done, good and faithful servant” (Matthew 25:21). We each have to find a niche in life, and spiritually we find it when we receive a ministry from the Lord. To do this we must have close fellowship with Jesus and must know Him as more than our personal Savior. And we must be willing to experience the full impact of Acts 9:16 — “I will show him how many things he must suffer for My name’s sake.” “Do you love Me?” Then, “Feed My sheep” (John 21:17). He is not offering us a choice of how we can serve Him; He is asking for absolute loyalty to His commission, a faithfulness to what we discern when we are in the closest possible fellowship with God. If you have received a ministry from the Lord Jesus, you will know that the need is not the same as the call— the need is the opportunity to exercise the call. The call is to be faithful to the ministry you received when you were in true fellowship with Him. This does not imply that there is a whole series of differing ministries marked out for you. It does mean that you must be sensitive to what God has called you to do, and this may sometimes require ignoring demands for service in other areas.

ne should not be surprised that the National Education Policy (NEP) 2020 uses terms such as home language, mother tongue, local language, regional language with slashes and succumbs to hedges such as “preferably” or “wherever possible” in the context of using it. Not that the previous policy documents have done any better in this respect. It is a persistent refusal to confront reality, outline clear objectives and propose appropriate curricular and pedagogical hints that we falter again and again on the language front — therefore in education in general. As policy makers, we delight in wearing “fly-masks” with slogans of “mother tongue” on one side and the “three language formula” on the other. They sound good and please people. But nothing worthwhile has been achieved in the past 50 years since the Kothari Commission — nothing worthwhile is likely to happen in the next 100 years if we persist with such recommendations. You don’t need to quote UNESCO’s 1953 declara-

tion on the use of mother tongue for the conceptual clarity and cognitive growth of students, it’s a matter of common sense. If you use the languages of learners, they would indeed learn better. But the issue is that we are not dealing with “a language” in any context. One should not be surprised that all committees and commissions since the colonial times, including the often critiqued Elphinstone’s Minute of 1824, Macaulay’s Minute of 1835 and Wood’s Despatch of 1854 recognised the importance of using the mother tongue in education, always noting though that there was no way they could dream of teaching a nation as big as India in English. However, they did misunderstand and minimise the importance of “vernaculars” and laid the foundations of English medium western education for the elite. Our own documents, including say NEP 1986 along with plan of action 1992, NCF 2005, RTE 2009 and the draft NEP 2020 reiterated the significance of mother tongue education without making any dent in the gulf that separates the elite

English-medium schools from the non-English medium schools meant for the masses. We have consistently failed to recognise two facts: One, no classroom is monolingual and two, people learn only those languages they need to learn for instrumental or integrative reasons. The three language formula, born out of a consensus among chief ministers of different states, has been a failure because it does not pay any attention to the second fact. Many people from south India do learn Hindi when they see jobs or increments coming their way. Students in North India invariably choose Sanskrit as the third language — it ensures high marks without much work. There will be very few school graduates in North India who can use Sanskrit with any significant level of proficiency. All classrooms are multilingual in the sense that children arrive in schools not with “a language” but with a “verbal repertoire”. Students in any class will have overlapping verbal repertoire, but each has some distinct properties.

It is this phenomenon that constitutes the theoretical foundations of construing language as multilinguality that forms the essence of being human. One is often told that this may be true of urban metropolises like Delhi or Kolkata but not of small towns or remote villages. But Udaipur, for example, a small town, in addition to having Hindi has Mewari, Marwari, Wagdi, Gujarati and there is constant inter-language fluidity among others. What some call egg-plant or aubergine, others may call here baingan or ringnaa; pumpkin may be called with equal felicity kadduu or kolaa and bottle gourd’ could be laukii or aal. And note that variability is not just lexical; the Mewari “l” is closer to that of Gujarati and Marathi than to Hindi. In spite of all the Indian languages involved being verb-final, there may be variations of style, idiom and folk songs and stories that are often socio-culturally rooted. We may go still further into a remote village of the tribal region in Rajasthan. Tidi is a small village in the Girwa Tehsil of Udaipur. It

has a population of 2,400. In the government girls school, there are 94 students in Class 10. The languages that are used among them include at least Wagdi, Mewari, Hindi, some words and expressions of English, all often with a tinge of Gujarati. Languages travel freely across each other — fluid multilinguality is the language of these students. The true performative nature of language is multilinguality however homogeneous and rule-governed it may be towards its universal grammar or towards the idealised chunk a linguist explores to write grammars. We need to recognise that multilinguality constitutes the backbone of what we call “mother tongue” and the education enterprise cannot be successful unless we allow the voice of every child to find a space in classroom processes. Fortunately, today in the theory and practice of multilinguality, we do have options that deserve a fair chance of being tried out. We do need to walk out of the nearly frozen paradigm of “a teacher, a class, a textbook and a language” where the voice of

the teacher reigns supreme with an occasional question from the front benchers. Multilinguality can also be used as a classroom resource to invite students to engage in scientific inquiry. Consider the example of a five-year old playing antakshari with his mother. Mother says: Kabutar and the son says “rat”; and the dialogue between the two goes on: Tamatar (tomato), “run”; nal (tap), ladki (girl); kiil (nail), “late”;the son is not sure which “late” he is suggesting. So, he says, ‘Mamaa, there are two “lates”. One when I get late to the school and the other when I lie down.’ In the new classroom where pedagogy is rooted in multilinguality, the teacher steps back and the textbook is replaced by the multiplicity of voices of the learners. In Indian culture and civilization, women receive high recognition and respect. The rivers, which are the lifeline of the people’s life, have been termed as the mother and even our country is called “Bharat Mata”. Our most of the festivals are based on adoration of Goddesses in various forms. A Dharmashatra reveals “Yatra Naryastu Pujyante, Ramante Tatra Devta; Yatraitastu Na Pujyante, Sarvastatra Falla Kriya”; meaning where women are honoured, dignity blossoms and where ever women are dishonoured, all actions no matter how novel it may be, remains unfruitful. Unfortunately, with span of time, the position of women gradually deteriorated globally and practices of Sati Pratha, infanticide, child marriages, dowry, taboo on women remarriages, Triple talaq, Nikah halala and various other discriminations prevailed in the society. Numerous reformers, in the country as well as abroad, has struggled for change in such

stereotypes and to some extent changes in society have reflected. Mother of Indian feminism and first female teacher of India Savitri Bai Phule started several schools for women as well care centre for pregnant rape victims in order to break free from shackles of socially-constructed discriminatory practices. Our constitution provides equal rights to women including equality, dignity and free from discrimination.Various legislations and policies notably Prohibition of Child Marriage Act 2006, Protection of Women from Domestic Violence Act 2005, Muslim Women (Protection of Rights on Marriage) Act 2019, National Policy for Empowerment of Women 2001, Integrated Child Protection Scheme 2009, National Education Policy 2020 etc. have been enforced against social malpractices to cope up the grimed situation. Earlier girl’s dreams, with just nice groom and fine home, were faced with a life confined within the four walls of their houses. After globalisation and advent of education, they intended to break the barriers & boundaries of four walls, bridge the gaps between their dreams & reality and

realized that outside world is so charming and they should fulfill their aspiration to go ahead. Once the women were considered only for child care and household works. Their domestic works have always been undervalued and under-reported. Now the time has changed and they are being considered part of mainstream workforce. They are playing pivotal role in every sector, whether it be business, politics, social functions, journalism, government jobs etc. Their contribution is the reflection of gender equality. Target-5 of Sustainable Development Goals (SDG) of United Nations has been specially designed for Gender equality and empowerment of all women and girls by year 2030. Empowerment of women means increasing the strength of the woman socially, educationally, economically politically and psychologically. There are 3 Ls of women empowerment which includes Learning, Labour and Leadership. Learning helps woman to get limitless knowledge leading to broaden their thoughts & overcome adversities. Empowering women by imparting quality education and providing relevant opportunities will lead to their holistic growth

& development and disapproving gender bias. There is saying, “Sanskrita Stree Parashakti” meaning an enlightened woman is a source of infinite strength. In education sector, special emphasis have been given to girls education through various central as well as state educational schemes namely BEP, Lok Jumbish, APPEP, DPEP, SSA, RMSA, SS, NPEGEL, KGBV, Beti Bachao Beti Padhao etc. According to Mahatma Gandhi, “If you educate a man you educate an individual, but if you educate a woman you educate an entire family.” There is a famous African adage: “If you educate a boy, you train a man. If you educate a girl, you train a village.” In social sector, 50% reservation in Panchayat & local body elections, 50% reservation in teachers’ recruitment and 35% reservation in government jobs to women in Bihar has led the political and social revolution in the State. Presently, most of the states in India have provided reservations to women in Panchayati Raj Institutions to consciously empower them as decision makers at grass root level. These initiatives have acted as a catalyst for social change.

Gover nments have also launched several schemes for women emancipation and to make them self-reliant.“Vocal for local” campaign will be possible only when women will heartily participate. Similarly, women have to provide systematic skill training, opportunity and support for Atmanirbhar Bharat. The day to day happening of heinous crimes like gang rape, sexual abuse, acid attacks and domestic violence are stigma on our society. Despite strenuous efforts, such inhuman incidents are occurring frequently; and there is need of stringent punishment to culprits through fast courts. No doubt, the women, as a mother, sister, and wife have sacrificed a lot for our success. But unfortunately, there are some women who are engaged in suppression and discrimination of their female members. The women’s day is very apt day to think, analyse and act globally on all those issues, which are responsible for transforming women into a capable human capital through political, social, administrative and economic empowerment. GNF welcomes 4-point NLA Growth positive despite divergent recovery resolution on Naga issue I

ndia has exited technical recession as growth finally returned to positive territory in Q3 FY 2021 on easing lockdown restrictions, leading to a rebound in activity. Yet, the recovery is uneven, with the informal sector lagging. The recent rise in Covid19 cases could pose downside risks to growth forecasts if it becomes widespread or leads to renewed strict lockdowns. Monetary policy will likely stay accommodative to aid the nascent recovery, although higher oil prices pose upside risk to inflation, which could limit policy space. India’s gross domestic product (GDP) growth for the quarter ended December 2020 (Q3 FY 2021) turned positive after two quarters of contraction, but undershot market expectations. The recovery was helped by a boost in government spending and the reopening of an economy that is mainly driven by domestic consumption.

Agriculture growth stayed solid and industry growth has turned positive. Services continue to contract, albeit at a milder pace, dragged by trade, hotels, transport, and communication (-7.7 per cent y/y). Despite listed companies posting strong profits, manufacturing growth was subdued at 1.6 per cent y/y, pointing to weakness in smaller companies and the informal sector. Both government and private consumption remained in negative territory, but picked up sharply from Q2 FY 2021. The National Statistics Office has cut its GDP growth forecast for FY 2021 to -8.0 per cent y/y, from -7.8 per cent. This implies expected GDP contraction of 1.1 per cent y/y in Q4 FY 2021, in contrary to most of the Q3 FY 2021 high frequency data pointing to an improvement. The mismatch is largely due to a larger subsidy bill, in particular food subsidies. The gross value added

(GVA) forecast, which excludes these subsidies, was revised to -6.5 per cent y/y from -7.2 per cent. India’s government bonds have been under pressure owing to poorer sentiment amid higher oil prices, spike in US treasury yields, and bond supply concerns. India’s sovereign rating overhang remains with Moody’s and Fitch’s negative outlook. Given India’s net oil importer status, the world’s number three oil importer, rising oil prices threaten to push up inflation. While the government has pushed for a looser inflation target in favour of growth, the central bank recommended to retain the current inflation target last Friday. Over 1.8 cr vax doses administered in India Rahul targets govt over price rise issue

NEW DELHI, MAR 5 (PTI): The cumulative number of COVID-19 vaccine doses administered in India has crossed 1.8 crore, the Union Health Ministry said on Friday. These include 68,53,083 healthcare workers (HCWs) who were administered the 1st dose, 31,41,371 HCWs who were given the 2nd dose, 60,90,931 frontline workers (FLWs) who were given the 1st dose and 67,297 FLWs (2nd dose), 2,35,901 beneficiaries aged more than 45 years with specific co-morbidities (1st dose) and 16,16,920 beneficiaries aged more than 60 years. Nearly 14 lakh (13,88,170) vaccine doses were given on Thursday, Day-48 of the vaccination drive (March 4) The ministr y said 10,56,808 beneficiaries were vaccinated across 16,081 sessions for 1st dose (HCWs and FLWs) and

3,31,362 HCWs and FLWs received 2nd dose of vaccine. Eight states are displaying an upward trajectory in daily new cases, the ministry highlighted. India’s total active caseload stands at 1.76 lakh (1,76,319) which comprises 1.58 per cent of India total infections. The ministry said that

and stands at 5.08 per cent. Eight states display a weekly positivity rate higher than the national average (2.09%). Among them, Maharashtra stands out with a weekly positivity rate of 10.38 per cent. The ministry said 113 deaths were reported in a day. Six states account for 88.5 per cent of the new deaths. Maharashtra saw the maximum casualties (60). Punjab follows with 15 daily deaths. Kerala reported 14 deaths. Eighteen states and UTs have not reported any COVID-19 deaths in a span of 24 hours. These are A&N Islands, Arunachal Pradesh, Assam, Chandigarh, Daman and Diu, Dadara and Nagar Haveli, Gujarat, Haryana, Himachal Pradesh, Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Puducherry, Sikkim, Tripura and Uttarakhand.

Patra alleged that opposition leaders would tease the government by asking why doesn’t Prime Minister Narendra Modi prove its efficacy by opting for its jab. Modi did it when his turn came, by following all protocols, he said, noting that President Ram Nath Kovind and Vice President M Venkaiah Naidu also opted for Covaxin.

High fuel prices burden on consumers: FM

New Delhi, Mar 5 (PTI): Finance Minister Nirmala Sitharaman on Friday acknowledged that consumers have a case for petrol and diesel prices to be brought down but said a reduction in taxes to make that happen should be a joint call of the central and state governments. As much as 60 per cent of the retail price of petrol, which has shot above Rs 100-mark in some places in Rajasthan, Madhya Pradesh and Maharashtra and is at an all-time high elsewhere in the country, is made up of central and state taxes. Taxes make up for about 56 per cent of the record high diesel rates. Sitharaman, who had increased central excise duty on petrol and diesel by a record margin last year to mop up gains arising from international oil prices plunging to a two-decade low, remained non-committal on taking the first step to cut central taxes to

On the issue of bringing petrol and diesel under the Goods and Services Tax (GST) regime, which will end the cascading impact of taxes and bring uniformity, the finance minister said the call has to be taken by the GST Council, the apex decision making body of the indirect tax regime. Currently, the central government levies a fixed rate of excise duty while states levy different rates of VAT. Under the GST, the two would merge and bring uniformity, solving the problem of fuel rates being higher in states with higher VAT. “Whenever the GST Council decides to take up this issue, they are well within their interest to take it up and discuss. It’s a call which the Council has to take,” she said. Asked if the Centre will take such a proposal to the Council in the next meeting likely this month,

Myanmar: crack down may get worse

Tokyo, Mar 5 (AP): Myanmar’s security forces have killed scores of demonstrators protesting a coup. The new junta has jailed journalists — and anyone else capable of exposing the violence. It has done away with even limited legal protections. The outside world has responded so far with tough words, a smattering of sanctions and little else. The slide from a nascent democracy to yet another coup, as rapid as it has been brutal, opens up a grim possibility: As bad as it looks in Myanmar now, if the country’s long history of violent military rule is any guide, things could get worse. Protesters have continued to fill the streets despite violence that left 38 people dead one day this week — though in smaller numbers than the weeks right after the February 1 coup. They have used smartphones to capture the brutality. Recent videos show security forces shooting a person at point-blank

The military, however, has the clear upper hand, with sophisticated weapons, a large network of spies, the ability to cut telecoms, and decades of fighting experience from civil conflicts in the country’s borderlands. “We are at a crisis point,” Bill Richardson, a former US ambassador to the United Nations with long experience working with Myanmar, told The Associated Press, pointing to the arrests of journalists, including AP’s Thein Zaw, and the indiscriminate kill-

ing of protesters. “The international community needs to respond much more forcefully, or this situation will degenerate into complete anarchy and violence.” So, will it? Governments around the world, including the United States, have condemned the coup, which reversed years of slow progress toward democracy. Before that opening up began, Myanmar had languished under a strict military rule for five decades that led to international isolation and crippling sanctions. As the generals

loosened their grip in the past decade, the international community lifted most sanctions and poured in investment. Despite the flurry of recent global criticism, however, there’s not much hope that pressure from outside will change the course of events inside the country. For one thing, coordinated action at the UN — like a global arms embargo that the world body’s independent expert on human rights in Myanmar, Tom Andrews, called for — is unlikely. Russia and China, Myanmar’s most powerful supporter, are still selling arms to the military — and they each have a permanent seat on the UN Security Council and thus could veto any such measure. The Security Council will take up the crisis in Myanmar on Friday. Myanmar’s neighbors, the countries that make up the Association of Southeast Asian Nations, are generally loathe to “interfere” in one another’s affairs — a

Myanmar’s militarybacked State Administration Council (SAC) had appointed Tin Maung Naing as the country’s UN envoy after firing his predecessor Kyaw Moe Tun on February 27. The development came a day after Kyaw Moe Tun took the UN by storm when he pleaded with the General Assembly for help restore democracy in Myanmar. The generals appointed his deputy, Tin Maung Naing, in his place. But in a statement on Thursday, UN spokesman Stephane Dujarric said that Myanmar’s mission had sent a communication informing the body that Tin Maung Naing “has submitted his letter of resignation ... recalling that yaw Moe Tun remains the permanent representative of Myanmar

This came after a bitter exchange between Kyaw Moe Tun and the SAC back in Myanmar after which the envoy wrote to the president of the UN General Assembly on Monday insisting the Council was “unlawful” and had no authority to remove him. “I wish therefore to confirm to you that I remain Myanmar’s Permanent Representative to the UN,” Kyaw insisted. On Tuesday, Myanmar’s Foreign Ministry sent a note verbale to the UN, claiming Kyaw Moe Tun had been removed. Dujarric then said the UN was looking at both letters that “appeared contradictory”, asserting that the UN Accreditation and Protocol Committees were trying to resolve an unusual situation. The singer alleged that it took “12 cops to pull my brother and father apart” – but Morgan alleges the incident was “fictional”. Neeraj sets ntl record in javelin

Patiala, Mar 5 (IANS): Star javelin thrower Neeraj Chopra began the 2021 season with an outstanding performance and a new national mark -- of 88.07 metres -- in the third leg of the one-day Indian Grand Prix meet at Patiala’s National Institute of Sports on Friday. The 23-year-old athlete from Panipat hurled the javelin to the record distance in his fifth attempt to improve his previous best of 88.06m recorded on his way to winning the 2018 Asian Games gold in Indonesia. The Olympic hopeful had last participated in January 2020 in a local athletics meet in South African city of Potchefstroom. Chopra had recorded a throw of 87.86m, which was better than the Tokyo Olympic qualification standard of 85m. Chopra, who also set a junior world record (86.48m) in 2016, had to log much of his training indoors since the Potchefstroom event due to the Covid-19 pandemic and the subsequent lockdown imposed in India.
