KOHIMA, MAR 5 (NPN): After 44 years since reservation policy began in the State, a consultative meeting held here on Friday to review the policy decided to constitute a working committee comprising representatives from civil society organisations, student bodies and the State government to study the matter in depth. The meeting, convened by the state government through the cabinet subcommittee on reservation policy headed by deputy chief minister Y. Patton, was held at Hotel Japfu here. During the meeting, NSF president Ninoto Awomi pointed out that the total percentage of reservation in the State, which stands at 41%, was one of the highest in the country. He said, as per the existing reservation policy in the government job sector, six tribes from the eastern Nagaland were enjoying 25% job reservation, while Chakhesang and Pochury were enjoying 6%, Zeliang 4%, Sumis of Kiphire 2% and the physically challenged 4%. Assuming that the government agreed/accepted the 45% job reservation for the six tribes of eastern Nagaland, Ninoto remarked that the total reservation would increase to 61%, adding that such move would be unreasonable, defeat competitive mindset, murder meritocracy and would be self-defeating for the entire (Cont’d on p-8) State.

He alleged that the reservation policy was not properly implemented in the past few years because of which the issue had come up, cautioning that if this was not rectified, disparities would remain. Acknowledging the government for its initiative in convening the consultative meet, he regretted that though the aim of the reservation policy was to bring the underprivileged tribes on a par with rest of the people, this did not happen the way it should have, and added that ENPO suggested to the government to identify where it went (Cont’d on p-8) wrong.

Sources indicated that the options being discussed in the government include an amendment to Section 8A of the RP Act with retrospective effect to authorise Delimitation Commission to conduct the delimitation exercise in Assam, Manipur, Nagaland and Arunachal Pradesh. sus as mandated by the 87th Constitutional amendment, as the basis for delimitation in the four North Eastern states. “Several representations have been received by the law ministry and home ministry to this effect,” said an official. Once the required amendments are in place, the same delimitation panel can resume its work in respect of the four northeastern states. T h e a l l e ge d l e g a l anomaly in the original mandate of Delimitation Commission relating to the four NE states was first pointed out by former legal advisor to EC S K Mendiratta in a letter written to the poll panel on June 4, 2020. Stating that Parliament had expressly, by law, vested the authority
to conduct the delimitation exercise in the four states, in EC by taking it out from purview of the Delimitation Act, 2002, Mendiratta opined that the notification dated 6.3.20 of the law ministry was “unconstitutional, illegal and void ab initio”. He warned that the exercise by the Delimitation Commission in the four north-eastern states shall be declared void by the courts, “causing not only embarrassment to the Election Commission and Delimitation Commission, but also resulting in wastage of huge precious public funds”. EC had forwarded the letter to law ministry, which reverted to EC seeking its opinion on retrospectively amending the R P Act. EC gave its no-objection to the proposal.
Centre could cut duty on fuel by `8 per litre provided immediate relief. “The revenue projection from the oil sector for FY22 gives the government room to cut excise duty on petrol and diesel sharply to provide immediate relief to consumers. This is being examined and a call may be taken soon,” said a government official privy to the development. According to a report
prepared by ICICI Securities, excise duty on auto fuels is estimated at Rs 4.35 lakh crore in FY22, if there is no cut in excise duty on the two products as against the budget estimate of Rs 3.2 lakh crore. “Thus, even if excise duty is cut by Rs 8.5 per litre on or before April 1, the FY22 budget estimate can be met. We are optimistic
of excise duty cut given demand recovery, impending privatisation and inflation concerns but expect it to be more modest than Rs 8.5 per litre,” the brokerage firm said in its report. Government officials agreed that there is room to cut duty but its quantum may be decided later this month ahead of the start of new financial year.

23 cops, civilians enter India from Myanmar; seek refuge in Mizoram AIZAWL, MAR 5 (IANS): At least 23 Myanmar police personnel and some civilians have crossed over into India and are seeking refuge in Mizoram, officials and villagers along the borders said on Friday. Mizoram’s lone Lok Sabha member C. Lalrosanga said that 15 Myanmar police personnel came to Champhai district while eight policemen took shelter in Serchhip district. The police personnel and some civilians from the military coup-hit Myanmar entered into the two Mizoram districts since Wednesday. “The Mizoram government has issued a standard operating procedure (SOP) with regard to the people entering Mizoram from Myanmar in view of the military coup. Mizoram Chief Minister Zoramthanga has already asked the people living along the borders to follow the SOP issued by the state government,” Lalrosanga told IANS over phone. M.Ed 3rd Sem urges NU to hold online exam DIMAPUR, MAR 5 (NPN): Days after B.Ed. trainees of 2019-2021 and 2020-2022 batch objected to the proposed conduct of offline examination and demanded conduct of online examination, the MEd 3rd semester students have also expressed opposition to the conduct of offline examination for M.Ed 3rd Semester student-teachers of 2019-2021. In an appeal letter addressed to the controller of examination NU, the M.Ed student teachers of Nagaland University (NU) and State College of Teacher Education (SCTE) have appealed the university authority to instead conduct online examination. They said that sudden step taken by the university to conduct offline examination seemed “unjustifiable” when the entire teaching-learning process was conducted online. Tikait, who is among the leaders at the forefront of the movement, told PTI. Despite several rounds of talks between the government and the farmer unions, the two sides have failed to reach an agreement, and the farmers have refused to budge until the three laws are repealed. Enacted in September, the three farm laws have been projected by the Centre as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell their produce anywhere in the country. The protesting farmers, on the other hand, have expressed apprehension that the new laws would
pave the way for eliminating the safety cushion of the Minimum Support Price (MSP) and do away with the “mandi” (wholesale market) system, leaving them at the mercy of big corporates. While a resolution was reached on two of the four demands -- rollback of rise in power tariff and penalties for stubble burning -- in January, a decision on repeal of the three farm laws and a legal guarantee for MSP continues to be stuck in limbo. However, according to the farmer leaders, the movement, which will complete its 100th day on Saturday, has achieved much beyond the immediate scope of the protest.

According to the villagers, all the intruders belong to the Chin ethnic group, to which the Mizo community of Mizoram belongs. An influential Mizoram student body -- Mizo Zirlai Pawl (MZP) -- expressing solidarity with Mynamar’s Mizo communities had organised sit-in demonstrations last month in Aizawl, protesting the recent military coup in Myanmar and the human rights violations in the neighbouring country.
BJP women leaders seek Along’s removal DIMAPUR, MAR 5 (NPN): Days after nine district presidents of the state BJP unit demanded the removal of the State unit president Temjen Imna Along, the BJP women’s wing leaders (Bharatiya Janata Mahila MorchaBJMM), too has joined the bandwagon seeking removal of Imna Along. In a press note, 15 former BJMM members led by ex-president Sanuo Ngullie and ex-general secretary Asangla Ao and current state BJMM secretary Phyobeni and executive member Bokali Sumi pointed out that Temjen, who was a cabinet minister holding three portfolios, was faced with the daunting task of carrying forward the party’s work, organisational set-up and functioning due to the dual posits being held by him. This, they said, was leading to divisions amongst party workers, especially due to defeat of the party’s candidate by a huge margin in the by-election to 59 Pungro constituency recently. They alleged that one main reason for the defeat was that the incumbent president was not in a position to devote full time and dedication for the overall welfare and interest of the
party as he has to manage three departments simultaneously, adding that there was no clear instructions from him to party karyakartas for proper co-ordination, identification of division and management of works. The BJMM members said this was compounded by lack of resolution of these pressing issues, which in turn caused huge embarrassment to all party members. They cautioned that if the present state of affairs was allowed to continue, BJP could end up losing more seats in the 2023 Assembly election since the party has no mass contact. Mentioning that many representations had been sent to Central leaders in the larger interest of the party, they regretted that no positive response or outcome has been achieved till date. T h e y wa r n e d t h a t should the incumbent president be allowed to continue, then BJMM Nagaland would be compelled to take extreme steps and measures. On behalf of BJMM, they also strongly advocated the policy of “one man, one post” so that the State president was able to dedicate time 24x7 for the primary welfare and interest of the party.
No new COVID case reported DIMAPUR, MAR 5 (NPN): No new COVID-19 cases were reported in the State on Friday, while active cases stood at 15. As on March 5, the total caseload remained at 12210. and 82 beneficiaries with specified comorbidities between 45-59 years have successfully received the COVID-19 vaccine without any adverse events needing medical interventions. Dr.Thurr said that vaccination would continue for the citizens across all notified COVID-19 Vaccination Centers (CVC). Asserting that the pandemic was expected to go on for years, Dr. Thurr said there was an urgency to vaccinate citizens as early as possible with the increase in COVID-19 variants and mutations.
