DoSE mulls opening schools for classes 1-5
DIMAPUR, MAR 6 (NPN): Directorate of School Education (DoSE) has proposed to the State government to allow resuming normal classes for students of classes 1 to 5 from March 15. In a letter to the principal secretary School Education, principal director DoSE, Shanavas C said that schools throughout the state have been functioning smoothly since February 8, strictly following the SOPs issued by the government. There have been no adverse reports from any school, parents, teachers, public till date regarding the functioning of schools after resuming normal classes, he said. Shanavas further said that the rate of spread of Covid-19 in the State was also negligibly low in the past two months. Taking note of all this, he said the DoSE has proposed resuming normal classes for students of classes 1 to 5 with effect from March 15, 2021 strictly following the SOPs notified by the state government. Nearly a year after schools shut down statewide because of the COVID-19 pandemic, the state government in January this year decided to reopen schools from February 8 for classes 6 to 12. The School Education department directed both government and private schools to follow the Standard Operating Procedure (SOP) issued by the government to ensure the safety of teachers, students and employees.

Patton said that Singh also advocated for maintaining peaceful coexistence between the two villages. Patton said the two states would have a sit-
ting very soon and sort out the issues amicably. Patton maintained that any land that belonged to the state should not be given away, but should be protected and fought for “our rights”. He said the boundary was very clear and that there was no fault of Khezhakenoma villagers.
Assuring to take up the matter with Manipur government, he informed that reinforcement would be strengthened after setting up the police camp. Patton also appealed to the villagers not to take any hasty decision, but to give chance to the government to settle the matter amicably. (Cont’d on p-6)

CM lays foundation stone of CHC Satakha DIMAPUR, MAR 6 (NPN): State chief minister Neiphiu Rio Saturday laid the foundation stone of community health centre (CHC) Satakha, at Satakha town under Zunheboto district, which was sanctioned last year. Making an appeal on the people of the district, while reminding that Zunheboto was known as the ‘land of warriors’, Rio said the term did not imply only one aspect but had many other meanings such as being peace warriors and also that warriors need to keep their health fit and healthy. He said excess consumption of meat or sugar etc. could also be harmful to health. Rio, therefore, asked them to always keep body fit and fine. The chief minister also advised the doctors and nurses to not only treat the disease, but also create awareness about what was causing the disease and what one should eat to keep healthy.

CHANDIGARH/NEW DELHI, MAR 6 (PTI/ IANS): Farmer leader Darshan Pal Singh on Saturday informed that a nationwide agitation against corporatisation and privatisation would be held on March 13 where farmers and labourers would throng the railway lines and agitate there. “This is our next move to intensify the ongoing protest,” said Pal, who is the Bharatiya Kisan Union (BKU) Spokesperson. Pal was present at the Kundli-Manesar-Palwal (KMP) Expressway which was blocked by thousands of farmers on Saturday to mark 100 days of the protest, which started on November 26, 2020 with an intent to pressurise the Central government to repeal the three
new Union farm laws. The road blockade in Haryana began at 11 am and continued till 4 pm. Farmers holding black flags and wearing black armbands and some women protesters with black ‘dupattas’ shouted slogans against the Central government for not acceding to their demands. Protesters in Sonipat and Jhajjar districts and some other places brought their tractor-trolleys and other vehicles and parked them in the middle of the KMP Expressway at some stretches. The protesting farmers squatted on the expressway and criticised the Centre for not withdrawing the farm legislations, which they called as “black laws”.
Agriculture Minister Narendra Singh Tomar said the union government under the leadership of Prime Minister Narendra Modi is committed to farmers’ welfare, and its priority is to uphold the respect for farmers and therefore is ready to make amendments to the agri laws. The farmer leaders on their part said the protesting unions stood firm on their demand for a complete repeal of the three laws, and asserted they are ready for talks with the government, but it should be held without any preconditions. Addressing the 5th national convention of Agrivision in Delhi, Minister Tomar wondered how the agitation by the farmers was going to benefit them. “There is a place for disagreement in democracy and so is for opposition and difference of opinion, but should there be any opposition that can harm the nation,” he said. Tomar said the government has held 11 rounds of talks with farmer unions and has even offered to amend the three laws.

Keep on hold IT Rules, consult stakeholders: EGI tells govt DIMAPUR, MAR 6 (NPN): Expressing concern over the notification of Information Technology (IG&DM Ethics Code) Rules 2021, the Editors Guild of India (EGI) urged the Centre to put the rules in abeyance and conduct meaningful consultation with all stakeholders. In a statement, EGI said the Rules fundamentally alter how publishers of news operate over the Internet and have the potential to seriously undermine media freedom. It said the rules empower the Centre to block, delete, or modify published news without any judicial oversight and mandate all publishers to establish a grievance redressal mechanism. EGI asserted that in the name of reining an unfettered social media it “cannot overwhelm constitutional safeguards for free media that has been the cornerstone of our democracy.”

Describing as “their personal opinion” the recent statements made by “some former party leaders”, BJP state mahila morcha president Phangnon Konyak said that the women wing fully en-
dorsed Along’s leadership. She said that the party functions in accordance with whatever direction it received from its high commands at the centre. Addressing a presser at BJP office here Saturday, Phangnon clarified that there was no such thing as “one man, one post” in the party’s constitution. She said that besides the president, there were several others who were holding dual posts. She cited that “this practice” was followed even in other states including Tripura where the chief minister also holds the post of the party’s state president. “Some people assume that others may also be inca-
pable like them and may not perform well when given dual posts. However, they should be aware that the party president is doing well and mahila morcha is working in continuous coordination with him,” Phangnon said. Pointing out that the party has its own way of functioning, morcha president cautioned those giving their statements to stop dragging the whole mahila morcha since they were not authorised to speak on its behalf. Responding to a query on whether the party would take any action against the rebels, Konyak said it would consult its high commands
and subsequently initiate its own course of action. Asked why there were constant internal squabbles within the party rank and file, Phangnon said that BJP was a growing party with more than 3.5 lakh member and therefore such dissents were not unexpected. State’s Covid-19 caseload 12211 DIMAPUR, MAR 6 (NPN): Nagaland on Saturday reported only one COVID-19 positive case in Kohima taking the total caseload to 12211. As on March 6, the active cases in state stood at 15 while a total of 11952 patients have recovered from the infection till date. Meanwhile, State Health department Saturday informed that a total of 42,628 doses of the Covishield Vaccine have been administered across the state till date. Include Kukis under Peren dist in reservation policy: KIN to state govt DIMAPUR, MAR 6 (NPN): Kuki Inpi Nagaland (KIN) has appealed to the state government to include the Kuki tribe of Peren district under the state reservation policy for backward tribes/districts. In a representation to the deputy CM and convenor of the State Reservation Review Committee, Y Patton, KIN president LL Kuki cited the example of Sumi tribe under Kiphire district where the latter enjoyed 4% reservation in government job as Kiphire district was categorised as one of the backward districts in the state. Referring to the decisions taken at the Peren DPDB meeting held on April 15, 2014, KIN said that the then DC had written to the principal secretary Home informing the government about the “recommendations of the board for
inclusion of Kuki of Peren as backward tribe on the same analogy of Sumi of Kiphire district in view of the educational and economic backwardness of Kukis of Peren...” In this regard, KIN said the same yardstick should also be applied for the indigenous Kukis of Peren district. However, after lapse of four years, KIN said a representation was submitted to chief minister Neiphiu Rio on July 17, 2018 when the union called on him at his Sovima residence. A reminder letter dated October 29, 2018 was also submitted to the chief minister, but there was no positive response till date. DIMAPUR, MAR 6 (NPN): Two-day AMAN 42nd annual district conference commenced here, on Saturday at Lions centre Leo Park, Dimapur. The conference was hosted by Lions club of Dimapur, Lions clubs international district, 322D with international director Lion Dr Narwal J Malu as chief guest inaugurating the conference. Speaking at the conference, the chief guest in his speech said that conference was a milestone and called upon the members to be active and dedicated.
He also shared how the members during the pandemic converted the difficult times into opportunities during which the clubs distributed two lakhs ninety-one thousand (approx), food packets and in this, new members came forward for registration. He mentioned that for the last two months, India had the highest number of memberships in the club which had been successful with the efforts and active participation of the members. The chief guest in his speech urged each and every club to come about with signature projects, to
participate in conventions and forums and to motivate as well as get motivated. Stating that “it is not the job you do but what you do is important”, Malu encouraged them to take the lead, concentrate and learn to justify social time. Addressing the gathering, district governor Lion Lalita R Khadria expounded on how the members converted the challenges during the pandemic time into opportunities and responded with kindness, patience and conviction. The programme highlighted release of Eastern Lion, silver jubilee magazine and souvenir by the chief guest, presentation of peace poster award by Lion Lalit Kotharo and presentation of karamyogi award by PDG Lion NC Karnani. One minute silence for world peace was presided over by MJF Lion Praveen Jain while lightning of lamp was carried out by the chief guest. Earlier, welcome address was delivered by MJF Lion Mahesh Agarwal and vote of thanks was delivered by PMJF Lion Gopal Sharma.
LONGLENG, MAR 6 (NPN): All Nagaland Hindi Teachers’ Union (ANHTU), Longleng unit celebrated its 25th anniversary under the theme “refined, renewed radiant” at EBRC hall Longleng here, on Saturday with Sr. SDEO Longleng, Kilangsangla Aonok as the keynote speaker. While delivering her keynote address, senior SDEO, Kilangsangla said that with Hindi being the official language of the country, it had become important for Nagas who pursue education and seek employment outside the state. She also said that it was important for people in businesses, especially those who have trades outside the state to learn Hindi. The senior SDEO further called upon the Hindi teachers to value their most reputed profession and render their services assiduously, which would be catalyst to the growth of the state and nation. While delivering a brief history of ANHTU Longleng unit, silver jubilee convener, Shumei Antony Phom said the union had overcome hurdles and differences during the initial stage while trying to achieve its goal to be where it stood today.
He said that during the mid 1990’s, the Hindi teachers union was under the umbrella of Phom Area Teachers’ Association (PATA). However, with an aim to uplift Hindi teachers and Hindi language in Phom area, a concrete decision to form the separate union was initiated and subsequently, the full independent union was formed on March 17, 1995 which got affiliated to the ANHTU Tuensang. Antony also said that when Longleng was created as a new district and bifurcated from Tuensang district in 2004, the union decided to have separate unit. DIMAPUR, MAR 6 (NPN): Dimapur Ao Youth Organisation (DAYO) organised a seminar on “consumer awareness” at DABA Church here, on Saturday. The seminar was sponsored by department of Metrology, government of Nagaland. Addressing the gathering, resource person, advocate, Rongseninla stated that consumers were considered as the largest economic group in any economy affected by almost every public and private decisions. She lamented that it was also the largest important group who were not effectively organised, and whose views and voices were often unheard. In this regard, she maintained that consumers all over need to be organised in order to fight for their rights to secure proper justice. Quoting Mahatma Gandhi, she said that the consumer provided opportunities to business people to serve them and that the consumer was the ultimate purpose of business. She fur ther maintained that majority of consumers were not aware of the existence of consumer courts and that there were barely two or three consumer rights organisations that were active. Citing the roles of consumer rights civil societies, she stated that consumer societies should focus on educating the public about their rights by organising awareness programmes and encourage consumers to strongly protest and take action against unscrupulous, exploitive and unfair practice of sellers. Ro n g s e n i n l a a l s o added that providing legal assistance to consumers by way of providing legal advice in seeking legal remedy and taking initiative in filing cases in consumer courts was among the important roles of consumer rights societies. Meanwhile, resource person, advocate, Imti Imsong stressed on the amended Consumer Protection Act 2019. Stressing on the recently amended Act, Imsong stated that product liability was one area where consumers should pay heed to. He informed that if any product was found adulterated or scru-

Myanmar writes to Mizoram to hand over 8 cops
Aizawl, Mar 6 (PTI): Myanmar has requested the administration in Mizoram to send back eight policemen, who have apparently crossed over to the northeastern state to take refuge, following last month’s military coup in the neighbouring country, an official here said. AR refutes claim of NSCN (I-M)
KOHIMA, MAR 6: The Assam Rifles has refuted the claim by NSCN (IM) stating that it was not responsible for the brutal killing of Jomie Konyak, an active cadre of ‘NSCN (K2)’ on February 28 on the outskirts of Chatung Village of Longding District. The Assam termed the claim “baseless” and said it involves hiding and misrepresention of facts. A press release by PRO (Defence) stated that it was revealed by locals to Arunachal Police that around 2:30 am of February 28, the dead body of an individual identified as SS (Pvt) Jonie Konyak, a resident of Mon District was found by an old man of Chatung Village. The body was found blind folded, tied to a tree and had injury marks depicting torture before being shot. Assam Rifles stated that further investigations revealed that at 3:30 am on the same day, SS Sgt Wanglem Wangsu, who had earlier defected from NSCN(I-M) to NSCN (K2) in 2019, had stated in Chatung that while resting in a hut near Tisa River with Jonie Konyak, they observed few NSCN(I-M) cadres. When they tried
to escape, Jonie was caught by the NSCN (I-M) cadres. Evidence reveals that SS (Pvt) Jonie Konyak then underwent severe torture by NSCN (I-M) before being shot dead. Inputs from locals indicate that SS (Sgt Maj) Wangnai of NSCN(I-M) was likely involved in this killing, the Assam Rifles stated. Assam Rifles further alleged that the NSCN (I-M) has been “repeatedly refuting their immoral acts, as was the case in the killing of Tirong Aboh, MLA from Tirap and 10 locals in June 2018, the ambush on a Assam Rifles column in Sanliam, South Arunachal Pradesh on October 21, beating a peace-loving citizen on a peaceful march with Indian & Naga flag and abduction and torture of a social activist of Manipur for filing an RTI application against misappropriation of funds. BJP to hold big rallies in Assam
New Delhi, March 6 (IANS): The BJP will hold fewer rallies in poll-bound Assam as compared to West Bengal, which is also slated to go to the polls in March-April. The BJP is planning to organise just around a dozen big election rallies of senior leaders, including rallies by Prime Minister Narendra Modi. BJP’s Assam unit chief Ranjeet Kumar Dass said that the party will hold about 10 rallies, including rallies by Prime Minister Modi, BJP chief J.P. Nadda, Union ministers Amit Shah and Rajnath Singh and other senior ministers and leaders. “Our focus is micro managing the polls and we are working on it,” Dass said.

IMPHAL, Mar 6: Irked by Manipur government’s delay in holding elections to the autonomous district councils (ADCs), tribal bodies have threatened to launch intense forms of agitations. Barely a day after All Tribal Students’ Union Manipur (ATSUM) set a March 11 deadline to issue notification for the elections, Chairmen Forum of Six ADCs Manipur on Saturday demanded that the schedule for the elections should be announced within a week’s time. After the extended terms expired in November 2020, the Manipur government superseded the six ADCs that cover all the 10 hill districts of the state on November 30, 2020. Citing COVID-19 pandemic as one of the main factors, the state government deferred the due
elections to the six ADCs and also urban local bodies in the state. However, the state government had assured holding elections at the earliest possible time when some tribal bodies, particularly ATSUM had threatened to launch agitations against delay in conducting the elections. Reports said that a general body meeting of the apex body of tribal based student bodies in Manipur convened in Ukhrul district headquarters on Friday resolved to set March 11 deadline to the state government to issue notification for the conduct of the due elections. If no notification is issued on or before March 11, the meeting allegedly resolved to give a 24-hour total shutdown in hill areas of the state on March 12. Further, if no positive response came up even af-
ter the 24-hour shutdown, ATSUM has decided to impose an indefinite economic blockade on the national highways passing through the state with the support of like-minded organisations. In the meantime, Chairmen Forum of Six ADCs Manipur also threatened to launch various forms of agitations across the hill districts while pressing the state government to conduct the elections within a stipulated time. Talking to reporters in Imphal’s ADC Bhavan, coordinator of the forum Dr Yaronsho Ngalung demanded that the state government should announce the election schedule within the next week. If not, the forum was ready to launch various forms of agitations against delay in conducting the due elections, he said. The coordinator
strongly criticised the state government while alleging that despite the strong demand of the hill people, it (state government) has no willingness to conduct the elections at the moment. Without the ADCs, the government’s “Go to Hills” was a meaningless campaign, he alleged while claiming that ADCs have a crucial role in the development of hill areas. Dr Ngalung alleged all development activities in the hill districts were hindered because of the non-functioning of ADCs and appealed to the state government as well as concerned Hill Areas Committee (HAC) of the state Assembly to announce election schedule within the coming week. He also urged tribal MLAs to take the matter seriously and advise the state government to hold the pending elections at the earliest.

ven before the dust has settled after laying of the foundation stone by Union Minister of Health and Family Welfare Dr.Harsh Vardhan for the proposed Mon Medical College on February 26,2021, the plan appears to have hit a road block. Chi Village Council (CVC), Goching Village Council (GVC), Chi Union Mon Town and president of Chi Citizens of Mon district on March 2, announced withdrawal of the No Objection Certificate (NPC) for the site. The sudden development came as an embarrassment to the state government and possibly would compel it to go back on the planning board.. Be that as it may, the development also reveals that someone somewhere had slipped up. According to the above named village councils and local organisations, they were compelled to withdraw its NOC on the ground that the state government had gone back or not kept its assurances made during the foundation laying ceremony. According to the signatories, prior to issuing NOC, they were “compelled” to negotiate with the land owner at Ponghoa by the district administration and Konyak Union on the condition that the name of the site should be Ponghoa Chi and not Ponghong. The CVC said the pre-condition was that plot be re-surveyed “with absolute transparency” in presence of Chi village, Goching Village Council (GVC) and KU to avoid future misunderstanding. Further, the signatories stated that after their proposal to name the college as Chi Ponghoa Medical College had been rejected on the ground that the name Mon Medical College had already been approved earlier by the union ministry of health and family welfare; they had insisted that the address of the college be Medical College Mon at Chi. However, reacting to this new development, chief minister Neiphiu Rio had said it was not going to be a problem for going ahead with the proposal as there are alternative sites. It may be recalled that the foundation stone for the Mon Medical College was laid by union minister of health and family welfare Dr.Harsh Vardhan on February 26,2021. The medical college at Mon will be through upgradation and conversion of the present Mon district hospital to a medical college with capacity for 100 MBBS seats. The project cost is estimated at Rs 325 crore of which Rs 292 crore would be given by the centre and is planned to be completed by 2023-24. The state share is estimated at Rs.33 crore. Local issues over land titles or ownership are not new in Nagaland. This is all the more reason that the state government ought to have given more due diligence in choosing sites and ensuring that all aspects have been addressed. This can also be seen in recent issues over construction of roads, where conflicts arose between land owners and villages or between villages over road alignments. Over and above these, the other crucial issues involve land compensations and subsequent entitlements such as allotment of contract works or jobs for the local people. It is admitted that the state government more often than not, is plagued by a series of demands, some of which appear illogical and unacceptable and which have created hurdles for development. Since these issue somehow continue to hinder fast tracking of projects and their completion, it would be in the fitness of things if the state government issues guidelines over each and every issue and make the entire process absolutely transparent.

ince the beginning of time, pandemics have found their way to make a mark on human history. Though the days of the Antonine Plague in 165 AD or the medieval Black Death that took over 200 million lives are far gone, today’s global pandemic has proven to be just as terrifying. In midst of such chaos, however, pandemics have also pushed humans to ever-greater heights of science, innovation, and public health. The practice of “quarantine” for instance, or quaranta giorni, found its beginnings in the disease-ravaged coasts of Italy, where ships must drop anchor and isolate for 40 days. Nearly one year after the global pandemic changed our lives forever, we have witnessed a true breakthrough: Multiple viable vaccines have been developed, manufactured, and distributed to people. As the race for the COVID-19 vaccine transitions into ever greater global distribution, the pall of fear brought by the pandemic promises to gradually lift. The private sector, with its unique know-how in R&D, manufacturing at scale, and
logistics, will play a key role in ending this pandemic for good. But these companies cannot do so without IP protections. These laws do more than just protect years of investments and hours of research, they encourage good business practices. Let’s take, for instance, a counterfeit product developed without IP—in fact, the producer stole someone else’s IP. That producer, operating outside of this system, is not held to the same high standards of patient safety or efficacy. IP, then, helps to organise and formalise rules surrounding innovative products— ensuring that they can do the most good. At the same time, stakeholders are rightfully concerned about ensuring widespread, efficient access to COVID-19 vaccines and treatments. The Earth’s population in 2020 was estimated to be nearly 8 billion people—no easy task, for sure. To address this challenge, some countries at the World Trade Organisation TRIPS Council have proposed overriding aspects of the global IP system to encourage greater access to vaccines and other pandemic solutions. No doubt,
this proposal is well-intentioned—and attractive to countries like India, which must vaccinate more than 1 billion people. However, it is a solution in search of a problem, and disregards the role of IP laws in bringing us to the point where we can defeat this virus. The most promising vaccines, including those from Moderna, Pfizer, AstraZeneca, and others, were developed in the countries with the strongest IP systems. When such companies, with huge capital investments sunk into R&D enter markets where their research is likely to be replicated or stolen due to the absence of patent protection, it discourages them from bringing their well-researched advancements to the world. Rather than upend the global intellectual property system that enables the development of solutions, the answer for India is to embrace a proven IP model and work with other countries on that basis to become an ever-greater supplier of innovative vaccines and treatments. IP laws enable innovations that would simply not exist without significant financial and labour investments. The advance-
ment of an ever-improving standard of care through breakthrough innovations and incremental improvements in therapies is at the core of a modern healthcare system. Over the years, researchers have toiled to perfect these products and improve the lives of people around the world. They have succeeded–effectively decreasing the disease burden of humankind’s most lifethreatening illnesses, including HIV-AIDS, cancer, and now, COVID-19. To secure as yet unmet health needs – including the next pandemic — it is vital that their ability to innovate is protected by a financial model that replenishes investments in a sustained pipeline of new research and development. Strong, transparent, reliable patent protections are a key first step. Patents are the ownership vehicle that enables investment in new capabilities and facilitates partnerships with stakeholders throughout a diverse innovation ecosystem. A new automated system to detect colorectal cancer

team of researchers from the Indian Institute of Technology Guwahati (IIT-Guwahati) has designed an automated Artificial Intelligence-based system to detect colorectal cancer in collaboration with scientists from research institutions in Japan and the United States of America. Colorectal cancer is the third most common type of cancer among men and women in India. It can be cured if detected early. The commonly used technique to detect colorectal cancer is colonoscopy, in which the medical personnel attending the patient – physician, gastroenterologist or oncologist – visually inspects the image obtained by a camera inserted into the colon of the subject. In the current manual approach for colonoscopy examination, observation bias may sometimes lead to an erroneous diagnosis. The new technique promises to overcome this problem and help the physician to not only accurately but also rapidly detect cancer. It is also based on analysis of colonoscopy images. The only difference is that the system is based on artificial intelligence and does the analysis automatically. Assisted by his former postdoctoral student, Dr. Kangkana Bora, who is now an assistant professor at the Cotton University, Prof Bhuyan analysed real colonoscopy images generated by Dr. Kunio Kasugai of Aichi Medical University, to develop the new system. Prof. Zhongming Zhao from the University of Texas, Health Science Centre, Houston, USA, and Dr. Saurav Mallik of Harvard University, USA have also contributed to the study. Presently, during the visual examination, doctors check for the presence of abnormal tissue growths (polyps) and study their features including shape, surface structure and contour to classify them into different categories (neoplastic and non-neoplastic). The multiinstitutional team extracted the shape, texture and color components through artificial intelligence algorithms using different filters. The statistical significance in the contribution of different components was then evaluated, followed by feature selection, classifier selection based on six measures, and cross-validation. “Our extensive experi-
ments show that the proposed method outperforms the existing feature-based (conventional) approaches for colonic polyp detection,” scientists noted in their research paper published in Nature group’s `Scientific Reports’. To evaluate the robustness of their system, they compared their work with four classical deep learning models and found theirs to be better than others. “Our AI algorithm can be easily integrated with the current methods of diagnosis, which is a significant USP for this work,” the team said. The research team is excited with their results and believes that their work would have a global impact on the detection of colorectal cancer. They plan to commercialize the technology in the future as the market need is enormous. However, before commercialization, they have laid out an ambitious research plan to finetune their system. “The work we have reported only focuses on single frames selected by the doctors. In the future, we will integrate it with video tracking and automatic frame selection”, says Prof. Bhuyan, who led the study. Countries like India, with the world’s second-largest population, must necessarily consider the implications of IP laws for both innovation and access to innovative products, such as vaccines. Fortunately, a careful look at the economics of innovation argues that strong intellectual property laws promote both. And in the long-term, mere alignment with the minimum standards of the TRIPS Agreement should be seen as a stepping stone to a more ambitious framework of TRIPS-plus rules to enable the knowledge-driven economy –- the fourth industrial revolution – that Indian government and industry want to construct. To achieve that ambition, India must make a choice. Fortunately, the trajectory that was launched with the 2016 National IPR Policy has been upwards. One recent signal of this sustained directional pivot for India was the signing of a Memorandum of Understanding
between the DPIIT and the US Patent and Trademark Office. This was the first time this workstream had been revived in a number of years, and shows India’s enthusiasm to leverage its innovative strengths to lift up its domestic economy and drive global growth. At the same time, its posturing at the WTO TRIPS Council, driven by short-term political considerations and despite the overwhelming evidence that IP is creating the availability of vaccines, has unfortunately clouded the narrative. Looking ahead, it would be a mistake to undermine the progress that has been achieved to date by reversing the very intellectual property policies that made it possible. The Indian governments have a critical role to play in delivering innovation to solve the pandemic to the global South. If it does so while reinforcing the multilateral IP architecture that has enabled a rapid and effective response to COVID-19 it will emerge as a stronger competitor than ever in the global knowledge economy. Both supply and demand factors contribute to the low levels of employment among women — especially the burden of domestic responsibilities, including the reproductive roles played by women, coupled with the lack of adequate and appropriate job opportunities. Studies have shown that women are willing to be employed, negating the argument that cultural factors keep women from working outside the household. It is also seen that unemployment rates (ie, those who are seeking employment but not finding any) are highest among women who are educated up to secondary and higher levels (17%; this is higher among young women at 26%). There is also the problem of much of women’s work not being counted as work. The All India Time Use Survey (2019) shows the disproportionate amount of time women spend on unpaid activities, much of which is not accounted for as economic activity. For instance, over 80% women participated in “unpaid domestic services for household members”, spending, on an average, 299 minutes a day compared to 26% men spending, on an average, 97 minutes a day. Even for women who are in the workforce, the nature of their employment is such that most of them are out of the purview of labour laws, including the recently passed Social Security Code. Over 55% of women (71% in rural India), who are counted as being part of the workforce, are in agriculture (vis-à-vis 53% in rural areas and 38% overall in the case of male workers). This is, by its very nature, informal and lacks social security provisions. Moreover, with land in agriculture continuing to be mostly in the name of men, women are not even recognised as farmers, although a large proportion of them are involved in agricultural work. This also keeps women away from accessing various schemes and resources such as priority sector loans, income support cash transfers and so on. At least 53% of women workers are
in the self-employed category (of this, the majority are in the category of “helpers”), 22% receive regular wage/salary, and 25% are casual labour. Even among regular/salaried employees, two-thirds of the women workers had no written contract, about half were not eligible for any paid leave or had any social security benefit. The wages earned are also very low — their average earnings in a month from self-employment work in 201819, for example, being only Rs. 4,919. The average earning of those in regular employment is also only Rs.12,000 per month. This category also includes domestic workers, anganwadi workers and so on — basically all those who receive some payment at regular intervals, even though that might be below minimum wages in some instances. The Social Security Code has minimal provisions for such women workers who are in informal employment. The maternity benefits portion of the Code is simply a reproduction of the Maternity Benefits Act, which includes only those women who work in an “establishment” and have worked for more than 80 days with the employer from whom she claims the maternity benefit. This automatically leaves out women in self-employment and those in informal jobs, together constituting more than 90% of the female workforce. In relation to the workers in unorganised sectors, the Code only specifies that they need to be registered (with mandatory Aadhaar) but does not spell out what they are entitled to. This is left for schemes to be notified by central and state governments. It is clear that Covid-19 has impacted women’s employment even more than that for men. Concerted efforts towards ensuring enabling conditions for women to be employed including transport, safety, women’s hostels along with social security provisions for all in the form of maternity benefits and child care arrangements are required for providing a level playing field for women entering the labour market. It has become very much necessary to upgrade more Exam centres in other districts as well, (especially in Eastern part of Nagaland). To be precise at present including all the expanses like travel fare, fooding, lodging etc. it is costing approximately Rs. 4000-Rs. 6000 to appear single exam like UPSC, RBI exams or recently held Intelligence Bureau (IB) exam, where we have to travel to Kohima. Therefore, I would like to request our respected Governor and State Government to kindly look into this matter as soon as possible. Kolkata, Mar 6 (PTI): Six BJP activists were injured, two of them critically, in a bomb explosion in West Bengal’s South 24 Parganas district, police said on Saturday. Family members of the injured have alleged that a few members of the local Trinamool Congress hurled bombs at them while they were returning home in Gosaba area of the district from a marriage ceremony late Friday night. Police, however, claimed that the accident happened inside the house of a BJP activist where the crude bombs which were being manufactured went off accidently. “We have listened to the claims of the family members of those injured but it seems that they were manufacturing bombs when it exploded. “We are investigating the matter and talking to the locals,” the officer said when contacted over the phone.
“We have decided to postpone the release of the candidate list for the brigade rally. Once it is over, we would come out with our list,” BJP leader Rahul Sinha said. Along with Modi several top senior BJP leaders will be present at the rally. According to BJP sources, the rally might also throw up surprises as a few noted personalities

Kolkata, Mar 6 (PTI): Prime Minister Narendra Modi will sharpen BJP’s campaign for the high-octane assembly elections in West Bengal with a mega rally at the Brigade Parade Grounds here on Sunday. The Prime Minister’s Sunday rally is said to be culmination of the “Parivartan Yatra” launched by the saffron party in the pollbound Bengal in February this year. “Prime Minister will set the tone of the election campaign with a rally at Brigade grounds,” a BJP leader said. Sunday’s rally will be the first major event of the saffron party in West Bengal after declaration of eightphase elections in the state. The BJP has planned to make it a grand success with a record crowd presence which the iconic ground has never witnessed. Bhopal, Mar 6 (PTI): Senior Congress leader Digvijaya Singh on Saturday said the Centre was not bothered about public anger over farm laws and rising fuel prices because the ruling BJP relied on EVMS to win elections. Singh, who sported a black arm band to mark 100 days of the protest against the Centre’s new farm laws, was speaking to reporters in Jaiheda in Madhya Pradesh’s Shajapur district. “Politicians get worried seeing such public anger but the BJP is unruffled because it depends on EVMs. LPG prices have gone up from Rs 594 in November to 890 now. More than 80 per cent of the beneficiaries of the Centre’s Ujjwala yojana are unable to buy refill cylinders,” he said. Central excise on petrol and diesel had gone up 10 times under the BJP dispensation, which in turn had unleashed inflation and caused tremendous distress to people, the former MP chief minister said.

New Delhi, Mar 6 (PTI): The Centre has asked states and union territories witnessing surge in new COVID-19 cases and high active caseload to continue with the strategy of “test, track and treat” that had yielded rich dividends at the height of the pandemic and accelerate vaccination for priority population groups in districts reporting higher infections on mission mode. In a meeting held on Saturday, they have been asked to collaborate with private hospitals to open up vaccination time-table for a minimum of 15 days and maximum of 28 days at a time. They have been asked to increase the share of RT-PCR tests in districts dependent on high levels of antigen testing, refocus on surveillance and stringent containment of those areas in selected districts which are seeing cluster of cases and carry out an average close contact tracing of

Like many communities in Iraq, Christians have been hit by waves of violence over the past two decades. The office of Grand Ayatollah Ali al-Sistani, spiritual leader of millions of Shia Muslims, said the talks had emphasised peace.
The meeting was seen as a highly symbolic moment in the Pope’s visit. The Pope is on his first international trip since the start of the pandemic - and the first ever papal visit to Iraq. Covid-19 and security fears have made this his riskiest trip yet. The 84-year-old leader of the Catholic Church earlier told reporters that he had felt “dutybound” to make the “emblematic” journey, which will see him visit several sites over four

Receiving the Pope at his home in the holy city of Najaf, Grand Ayatollah Sistani “affirmed his concern that Christian citizens should live like all Iraqis in peace and security, and with their full constitutional rights”. Pope Francis thanked the ayatollah for having “raised his voice in defense of the weakest and most persecuted” during some of the most violent times in Iraq’s recent history, the Associated Press reports. Wellington, Mar 6 (IANS): A day after three massive temblors jolted New Zealand, an aftershock measuring 6.1 on the Richter scale struck off the coast of the North Island on Saturday, according to GeoNet NZ. This was the largest aftershock following the three consecutive strong quakes on Friday, reports Xinhua news agency. Thousands of locals reported they felt Saturday’s quake which struck at 1.16 p.m., 140 km east of Te Araroa at a depth of 33 km. It also sparked a tsunami warning for eastern parts of the North Island which was later lifted. There have been a number of aftershocks since the Friday morning quakes, with most in the range of 4-5 magnitude. The strongest one, a 8.1magnitude earthquake hit near the Kermadec Islands at 8.28 a.m., on Friday, triggering a tsunami warning, with water surges seen in some North Island bays later in the day. GeoNet predicted after Friday’s quakes and tsunami warnings that it was “very likely” that there could be more earthquakes up to 7.9-magnitude in the coming month, estimating an up to 90 pe rcent chance of the temblors hitting within the next 30 days.

Rome, Mar 6 (PTI): Star wrestler Vinesh Phogat put herself in contention for a second consecutive gold by reaching the 53kg final in a jiffy while Sarita Mor settled for a silver medal at the Matteo Pellicone Ranking Series event, here. In her four bouts, Vinesh had to wrestle only twice as she got walkovers in the other two on Saturday. And the two bouts that she fought, Vinesh won those by pinning her rivals -- first her compatriot Nandini Bajirao Saolkhe in the first round and then Canadian Samantha Leigh Stewart in the semifinal, which lasted a mere 42 seconds. She did not have to move a sinew in the second round against Kazakhstan’s Tatyana Akhmetova Amanzhol and Ecuador’s Luisa Elizabeth as they forfeited their bouts against the Indian due to their respective injuries. Indian women win 3 silver in boxing
New Delhi, Mar 6 (PTI): The Olympic-bound duo of Simranjit Kaur (60kg) and Pooja Rani (75kg) signed off with silver medals at the 35th Boxam International Boxing Tournament in Castellon, Spain on Saturday. While Simranjit could not take the ring against Rashida Ellis of USA because of an injury, Pooja lost 5-0 to another American Melissa Graham. The Indian women boxers thus ended their campaign with three silver and one bronze medal. Six-time world champion M C Mary Kom (51kg) had ended with a bronze after a semifinal loss. Debutant Jasmine (57kg) also ended with a silver after going down to European champion Irma Testa of Italy.

New Delhi, Mar 6 (Agencies): NorthEast United FC found the equaliser off substitute Idrissa Sylla in the added time to hold ATK Mohun Bagan to a 1-1 draw in the first leg of the second Indian Super League (ISL) semifinal at the GMC Stadium, Bambolim on Saturday. Mohun Bagan led for a greater part of the action thanks to a fine goal from David Williams in the opening half, Sportstar reported. The two play the second leg of the semifinal at the Fatorda Stadium on Tuesday to decide the finalist. Brown missing the match, NorthEast looked a bit forlorn in attack. Mohun Bagan made its offensive intent clear from the start by fielding the best attacking options in its XI. Bagan coach Antonio Lopez Habas preferred to rest Spanish central defender Tiri and brought down the versatile Irishman Carl HcHugh in the position to pair with Pritam Kotal, who took the place of an injured Sandesh Jhingan. This helped Habas push three of his foreign recruits – Brazilian Marcelinho, Fijian Roy Krishna and Australian Williams - in the offence to a good effect. Atoizu Area Kukami trophy DIMAPUR, MAR 6 (NPN): The 3rd Atoizu Area Kukami Hoho Trophy organised by Atoizu Area Kukami Sports Association was conducted from February 23 to 27. Er. Picto Shohe, MLA graced the opening ceremony as special guest. The closing function was graced by founding president, Atoizu Area Sports Association, S. Chophy as guest of honour. In the football, Akuhaito town emerged as the champions and Naghutomi as runners-up; Lokobomi won the men’s volleyball title and Atoizu town as runners-up.
