HC directs Police deptt on Gr-IV appointments

D I M A P U R , M AY 1 0 (NPN): Responding to a Public Interest Litigation (PIL) against the appointments of 239 persons allegedly non-indigenous inhabitants of Nagaland, appointed to Grade-IV posts, the Gauhati High Court (GHC) has directed government of Nagaland “not to make any recruitment in Grade-IV post of different trade in the police department without advertisement and from people who are not indigenous inhabitants of the state.” The order was issued after the petitioner (ST Yapang) filed a Public Interest Litigation (PIL) challenging the appointments of 239 alleged non-indigenous inhabitants of Nagaland who were appointed in Grade-IV post of different trades in various establishments of the police department. Further the petitioner pointed out that the appointments were in violation of Notification No.APPT-18/6/67 dated September 19,1987 issued by the chief secretary, which stipulated that 100%

of non-tehcnical Class-III and IV posts and 80% of all other posts be reserved for recruitment or persons who are indigenous inhabitant of Nagaland. Further, the petitioner contended that as per RTI, all 239 appointees (respondent No.29 to 259) were “all outsiders” who were appointed without having the posts advertised and also by ignoring the 1987 notification issued by the chief secretary. On the basis of the above, the petitioner concluded that the appointments were “illegal and deserves to be quashed.” The counsel for the petitioner also prayed that while awaiting return of the notice, the respondents be directed “not to appoint or make any recruitment in the police department without issuing advertisement.” On the other hand, the counsel for the respondent (state government’s advocate) accepted the notice of the respondents (no. 1 to 16) and submitted that “interim prayer may be considered on the returnable date since there are contradictory facts

Murder attempt on Naga officer Staff Reporter

D I M A P U R , M AY 1 0 (NPN): In a delayed report, two armed assailants allegedly attempted to murder a Naga officer, Benri Mozhui, an executive officer in the department of Nagaland State Agriculture Marketing Board, Dimapur, on Monday night at around 9 p.m. The assailants, which included a non-Naga, reportedly broke into the officer’s residence and hit him with a pistol butt when he went to open the door, leading to scuffle. In the ensuing scuffle, one of the assailants fired two shots at point-blank range. However, Benri miraculously escaped the first shot that pierced his shirt while the second shot (aimed on his head) hit his shoulder inflicting minor injury. IMPHAL, May 10: After spearheading 600 days of anti-tribal bill agitation, the Joint Action Committee Against Anti-Tribal Bills (JACAATB) on Wednesday has inked a memorandum of understanding (MoU) with the Manipur government to end the agitation against the passage of three bills to address ILPS by the Manipur Legislative Assembly on August 31, 2015. It was also agreed that the eight of the nine dead bodies lying in the morgue for the last 600 days would be buried on or before May 25. One of the deceased was buried by the family in December last year. The MoU, which contained nine-point agreement , was signed at a joint meeting between a delegation of Manipur government led by chief secretary O Nabakishore and representatives of JACAATB, which was also witnessed by union ministry of home affairs under secretary AN Jha. “The state government honours the sentiments of the tribal people of Manipur,” the MoU stated.

DoSE to introduce local languages in schools D I M A P U R , M AY 1 0 (NPN): With a view to effectively implement the three-language policy and to preserve, protect and promote the local Naga languages, the Department of School Education (DoSE) has decided that every child would be encouraged and given opportunity to learn his or her mother tongue in the school. The decision comes following recommendations of the committee constituted by the state government to examine the present scenario on implementation of the three-language policy and make recommendations and modalities for introduction of MILs/local dialects in schools in Nagaland. In an official notification, the principal secretary, FP Solo, said that from the academic session of 2018 all the schools, both government and private, would introduce the local language of the linguistic area where the school is located upto the primary or elementary level depending upon the level of the development of the local language starting from Class-I in schools where the local language has not yet been introduced. As per the notifica-

tion, every school would introduce at least one local language in the school. However, depending on the enrolment, schools are at liberty to introduce more languages other than the language of the local linguistic area. The government has encouraged all the Naga tribes, including the subtribes, to develop text books and introduce their mother tongues upto the elementary education, i.e. Class-VIII. However, all the existing text books of local languages being used in different classes would be reviewed and updated strictly in conformity with an approved curriculum for Mother Tongue to be developed by SCERT, Nagaland, which is the Academic Authority of Nagaland upto elementary education. To ensure and maintain uniformity and comparable standards, the notification stated that the SCERT with the assistance of different language officers would develop a prototype of textbooks in English, which would then be translated into local languages. Those series of text books would be titled ‘Naga Heritage Studies’ and used upto Class-VIII.

Introduction of a local language in schools at different levels upto ClassVIII would be considered only after the SCERT certifies that textbooks of that particular language have been developed as per the approved curriculum for Mother Tongue. Similarly, a local language would be considered for introduction at secondary level only after the textbooks of that particular language have been developed as per the MIL framework for secondary level to be certified by the NBSE. A State Institute of Naga Languages would be set up under the Directorate of School Education by redeployment of the existing officers, language officers and staff to: a) Systematically develop all the Naga languages and sub-dialects in collaboration with Nagaland University and different language Boards/Committees; b) Regulate and monitor development of text books for local languages in collaboration with SCERT and NBSE; c) Ensure uniformity and prescribe standards/syllabus for issue of certificate and diploma by different

literature Boards/Committees; d) Take up any activity that may be entrusted to it by the Govt. for preservation, promotion and development of Naga languages. Further, the language teachers would be appointed as per the NCTE norms. Till the proposed State Institute of Naga Languages prescribed the syllabus, the other literature boards/committees could adopt the curriculum and syllabus of Ura Academy for conduct of certificate and diploma course of one year duration each, as a stop gap arrangement. In government schools where local languages are taught, there would be no deployment of additional language teachers on account of introduction of local languages. The existing teachers could be trained and deployed as language teachers in addition to their normal duties, till trained language teachers are appointed after rationalization and redeployment of teachers in government schools. DIMAPUR, MAY 10 (NPN): Nagaland BJP unit has refuted the claims made All India Congress Committee (AICC) secretary in-charge for Nagaland, Arunachal Pradesh and Sikkim, Dr. K. Jayakumar, over the rise in attacks on religious minorities like killings and burning of Churches in India. In this regard, BJP media cell has asked Dr. Jayakumar “to produce specific proofs of where and when it occurred.” BJP said Dr. Jayakumar should apologise to the people if he failed to produce facts, rather than speaking vaguely to fool and mislead the public. BJP unit reminded all that its stand and agenda is for development and development for all. BJP unit also reminded the Congress that it was the BJP government which had created the Ministry of Tribal Affairs, Ministry of Minority Affairs and the Ministry of Department of North East Region. “The Congress agenda is to divide and rule and during the Congress rule the minorities, OBC especially Tribal people suffered untold miseries and still remain backward,” BJP unit stated. It was the BJP that declared “the uniqueness of Naga history” and was sincere for Naga political solution, the unit said. With regard to Good Governance day, which is observed on former Prime Minister Atal Bihari Vajpayee’s birthday (December 25), the BJP unit said one cannot change the date though it coincided with the Christian festival (Christmas day).
