PM to inaugurate India’s longest bridge in Assam Dibrugarh, May 14 (PTI): India’s longest river bridge, capable of withstanding the weight of a 60-tonne battle tank, will be inaugurated in Assam close to the border with China on 26 May by Prime Minister Narendra Modi.

With the inauguration of the 9.15-km-long DholaSadiya bridge over the Brahmaputra river, the prime minister will kick start the celebrations of the NDA government’s three years in office from this eastern-most part of Assam. The bridge is seen as an attempt by India to shore up its defence requirements along the SinoIndian border particularly in the Northeast besides providing easy access to the people of Arunachal Pradesh and Assam with air and rail connectivity.

It is 3.55 km longer than the Bandra-Worli sea link in Mumbai, making it the longest bridge in India. “The prime minister will dedicate the strategically important bridge to the nation on 26 May. It will bolster the road connectivity in the Northeast as the bridge will be used by people of Assam and Arunachal Pradesh besides defence forces extensively,” Assam Chief Minister Sarbananda Sonowal told PTI.

A total of 730 tons of ginger were sold through E-auction within just two days (April 18 and 19, 2017) at a transactional value of over Rs.40 lakh and which is expected to cross the figure when more are sold. This

NEW DELHI, MAY 14 (PTI): Yogi Adityanath and Manohar Parrikar may have left national politics to be chief ministers but they are likely to resign from their parliamentary seats only after casting their votes in the presidential election.

With every vote important in the election for which the opposition parties are working to close their ranks behind a common candidate, the BJP wants both the leaders to cast their votes in the poll before putting in their papers, party sources said.

Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya, also a Lok Sabha member, will also resign following the presidential election.

The UP and Goa chief ministers besides Maurya have to be elected to the legislature in their states within six months since they were sworn in and the window is long enough for them to remain parliamentarians till the presidential election in July.

They can contest elections to the state legislature only after quitting as MPs.

NE woman gang-raped in moving car in Gurgaon GURGAON, MAY 14 (PTI): A 22-year-old woman from the North Eastern state of Sikkim was allegedly raped by three men in a moving car here and thrown out on a road in Delhi in yet another chilling rape incident in Haryana days after the Nirbhayalike case in Sonipat. The woman was attacked at around 2 a.m. when she was returning from Delhi to her residence in Sector17 here.

As she reached near her house, she was dragged by three men into their Swift car. They then took turns to rape her in the moving vehicle while heading to Najafgarh in the national capital, 20 kms from here, a senior police officer told PTI quoting the victim’s statement.

The woman had gone to visit Connaught Place with her friend on Saturday night. The accused then threw her out in Najafgarh area and sped away, the officer said. The woman later approached some passersby and informed the Delhi Police which alerted the Gurgaon police.

A case of rape has been registered against three persons. One of the accused was addressed as Deepak by the others, police said.

“We have identified a few vehicles on the basis of her statement and CCTV footage and raids are being conducted at various locations to nab the accused,” the officer said.

The incident comes days the gruesome gangrape and murder of a 23year-old woman came to light after her decomposed and mutilated body was found near the Industrial Model Township in Urban Estate, Rohtak.

The woman had gone missing from Sonipat on May 9. Stray dogs had bitten off the face and lower portion of her body.

Women’s safety remains an issue of concern despite a slew of steps taken by the government after the December 16, 2012 gang-rape and murder of a paramedic student in Delhi sparked nationwide outrage. She later came to be known as ‘Nirbhaya’ (the fearless).

HM to review NE security on May 16 GUWAHATI, MAY 14 ( AG E N C I E S ) : U n i o n Home Minister Rajnath Singh is scheduled to review the security of the Northeast in a meeting with senior officials of the states on May 16.

Meanwhile, security forces in areas bordering Bangladesh have been put on alert to prevent ultras belonging to the Jamaat ul Mujahideen, Bangladesh (JMB) from crossing over to India.

Talking to The Assam Tribune, Assam DGP, Mukesh Sahay admitted that with the Government of Bangladesh launching a major crackdown against the JMB operatives, the possibility of some ultras spilling over to India cannot be ruled out. Replying to a question on the overall situation in the State, the police chief said the presence of militants in some parts of Arunachal Pradesh and Nagaland has become a major cause of concern. The issue was discussed in the strategy group meeting of the Unified Command at Tezpur.

Sahay said a decision has been taken to augment security deployment along the vulnerable areas of the interstate borders to prevent free movement of militants.

Gohain assures to develop Dmu Railway HS Fresh barrage of cyber attacks set to hit today

D I M A P U R , M AY 1 4 (NPN): Union Minister of State for Railways, Rajen Gohain on Sunday assured to upgrade the Dimapur Railway High School (DRHS) with adequate infrastructures, saying the school was under the Corporate Social Responsibility (CSR) initiative of the railways.

Speaking at the closing ceremony of DRHS’s 65th anniversary, as chief guest, Gohain expressed concern over the deplorable condition of the school which had been struggling in terms of infrastructure and students’ enrolment.

He assured that the Centre would provide funds to develop the school infrastructure, upgrade classrooms and construct laboratory and toilets for boys and girls. The minister also sought the support of the

In this regard, the minister directed the Divisional Railway Manager (DRM) of the North East Frontier Railway, Lumding division, look into the issue and setup up a governing body to look after the school.

LONDON/NEW DELHI, MAY 14 (IANS): Another major cyber-attack is imminent after Friday’s global hit that infected more than 125,000 computer systems and could come on Monday, a security researcher warned on Sunday.

The UK security researcher “MalwareTech”, who helped to limit the ransomware attack, predicted “another one coming... quite likely on Monday”, the BBC reported. The virus, which took control of users’ files, spread to 100 countries, including Spain, France and Russia.

After taking computers over, the virus displayed messages demanding a payment of $300 in virtual currency Bitcoin to unlock files and return them to the user.

The ginger growers of the area had a difficult time this year as they could not get any help from the state government to dispose off some 730 tons of ginger as the prices had drastically come down a few years back. At the peak the villages used to produce around 1200 tons ginger but owning to the poor rate, a number of farmers gave up the business.

This year, due to steep fall in prices ginger business in no longer viable unless there is support from the state government such as transport subsidy. It was learnt that state chief secretary Pankaj Kumar IAS who was seized of the matter has assured transport subsidy for the first 330 tons.

Secretary DoNER Naveen Verma was also instrumental in bringing all the players together in a fruitful partnership.

On its part ECS has been lobbying with DoNER and NECTAR for ‘primary processing’ at the farm gates to help growers and cut cost of transportation to help growers with more acceptable selling price.

Going by the election arithmetic, the votes of the NDA, with 410 MPs and 1,691 MLAs, have a value of 5,32,019 out of the total 10,98,882. The coalition is thus around 18,000 short of a majority. The YSR Congress has 16,848 votes and the TRS 22,048. Thus, the significance of their overtures cannot be overstated.

BJP sources say the Prime Minister may not opt for a candidate from outside the political realm as Atal Bihari Vajpayee, the first Prime Minister from the BJP, did during his term.

“The numbers situation assures us that we can, for the first time, get someone

with allegiance to the BJP ideology elected President,” a source said.

The other crucial set of votes that the NDA desires is that of the All India Anna Dravida Munnetra Kazhagam, which has a weighted strength of 59,224 votes.

The Opposition Congress, along with Janata Dal (U) leader Sharad Yadav and Communist Party of India (Marxist) general secretary Sitaram Yechury, has been trying for a consensus candidate. BJP sources, when asked whether they could arrive at a consensus with the Opposition, ruled it out. “The Opposition is showing no signs of giving consideration to the numbers situation as it exists, where we are in a position to get our man elected. Since they have already decided to contest, we will be meeting that challenge,” said a senior BJP office-bearer.

70 pc ATMs in India easy prey for cyber attackers NEW DELHI, May 14 (Agencies): India was among the 99 countries affected by a global cyber attack that took down, among others, health services in the UK, a telecom network in Spain and government computer systems in Russia this weekend. As many as 102 computer systems of Andhra Pradesh police were hacked. The malware reportedly halted production at a Nissan-Renault Alliance plant on the outskirts of Chennai, but the company did not comment.

National Cyber Security Adviser in the Prime Minister’s Office Gulshan Rai told TOI: “About 100 systems were attacked but as of now there are no more threats.” The cyber attack was carried out using a malware called Wanna Decryptor or WannaCry. This is a “ransomware“, a digital extortion system that locks down systems by encrypting the data on it, only to decrypt and release it back for a ransom amount. What was more worrying about the global cyber attack was the fact that the outdated Windows XP version that turned out to be the weak link, crippling information systems around the world, used by 70% of Indian ATMs.

Government of India on Sunday said it has activated a “preparedness and response mechanism” to prevent any major cyber attack from a new ransomware -- “Wannacry” -- which has infected computer systems around the world.

According to the Ministry of Electronics and Information Technology (MeitY), it has activated a “preparedness and response mechanism” by instructing CERT-IN (Computer Emergency Response Team) to gather “all the information of the reported ransomware”.

A red-coloured ‘critical alert’ has been issued by the Computer Emergency Response Team of India (CERT-In), the nodal agency to combat hacking, phishing and to fortify security-related defences of the Indian Internet domain.

RTA responds to DDADU’s demand DIMAPUR, MAY 14 (NPN): Regional Transports Authority (RTA) Dimapur has responded on the demand of the Dimapur District Autorickshaw Drivers Union (DDADU) on the seating capacity and hike in passenger fare.

District transport officer and secretary RTA Dimapur in a press statement reminded DDADU that the seating capacity of any vehicle was determined by the testing agencies under Ministry of Road Transports and Highways after which it was approved by the State transports authority, Government of Nagaland for registration. However, the autorickshaw plying within Dimapur district were ferrying passengers beyond the approved seating capacity, which was in contravention of Motor Vehicle Act 1998.

Therefore, the “autorickshaw drivers complying on the rules and regulation did not arise”, the statement stated. RTA secretary also said that the matter on revision of autorickshaw fare was discussed at length with the DDADU members in its earlier meeting. At the meeting, RTA conveyed its decision that revision of fare was normal practice and would be enforced any time as and when need arise by keeping in view of passenger’s interest. In this regard, it asked the DDADU to act in responsible manner rather than imposing ban /strike or publishing intimidation on the responsible authority.

DIMAPUR: The district executive meeting of BJP Kiphire district was held on May 10 at the residence of district BJP president, Hobbs Thonger, with state secretary BJP and district in-charge of Kiphire, K. Thong as the main speaker.

Addressing party workers, Thong spoke on why the BJP should be given an opportunity to form the next government in Nagaland.

He cited various reasons “for which people have opted BJP all over the country”, adding Nagaland should not be an exception. ACVA Wokha informs

DIMAPUR: All Commercial Vehicles Association (ACVA) Wokha district comprising of Truck Owners’ Union, Bus Union, Mini Truck Union, Tata Mobile Union, ANTA Wokha Unit/ Local taxi and the Wokha District Auto Union (WDAU) held a consultative meeting on May 14 with regard to the forthcoming 3rd foundation day on May 17.

A press note by ACVA president, Y. Bankathung Lotha and general secretary, C. Ren-

bi Ngullie stated that the house resolved that, there would be no exit point for all the Wokha bound commercial vehicles on May 17.

ACVA has therefore directed all concerned to stay off road from morning till 3 p.m. It cautioned that anyone violating the meeting resolution would be doing so at their own risk and stern action would be initiated to the defaulters.

It also informed that new office bearers would be held on the formal

function whereby every sub-union has been directed to send two representatives each to ACVA. All the delegates from Dimapur, Kohima and surrounding villages and circles plying under Wokha district have been asked to be stationed at Wokha town from May 16.

In Kohima, the Poumai Baptist Church Kohima (PBCK) Midland celebrated mother’s day under the theme “motherhood” at its church on Sunday.

Speaking on the occasion, chairperson women society PBCK, Esther said mothers were the persons who suffered and sacrificed so much for the family. She reminded the congregation that mothers ought to be respected and honoured for their selfless and tireless service with her whole being including braving all the odd situations in life.

Malaria transmission risks loom in M’laya, Tripura

N e w D e lh i , M ay 14 (Agencies): T h e N a t i o n a l Ve c t o r Borne Disease Control Programme (NVBDCP) has identified certain districts in three northeastern states - Meghalaya, Mizoram and Tripura as malaria transmission risk areas.

This was disclosed in a statement issued by the gover nment which stated that this disease still poses a threat to the lives of the people living along the Indo-Bangla border areas of Meghalaya and Tripura.

“Some districts of Meghalaya and Tripura h av i n g b o r d e r s w i t h Bangladesh are also places where malaria is still a threat,” Dr AC Dhariwal,

Director of the National Vector Bor ne Disease Control Programme (NVBDCP) said.

Other than the three northeastern states, t h e N a t i o n a l Ve c t o r Borne Disease Control Programme has also identified other states like Odisha, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Andhra Pradesh, Telangana as areas where transmission of the deadly disease still looms large.

“The annual parasite incidence (API) in some of these areas are more than two per thousand population. In some areas the scenario is worse like more than ten,” he said.

Guwahati, May 14 (PTI): Assam Chief Minister Sarbananda Sonowal on Sunday advocated spiritual orientation for youths so that they are guided to lead a disciplined life.

With the inauguration of the 9.15-km-long DholaSadiya bridge over the Brahmaputra river, the

As there is no civilian airport in Arunachal Pradesh, this bridge will help people of the state to reach the nearest rail head in Tinsukia and the airport in Dibrugarh easily. Sonowal said the delayed works of the bridge was expedited after Modi assumed the charge in 2014.

Manipur police refutes Nepram’s allegation

IMPHAL, May 14: Manipur police Sunday refuted Binalakshmi Nepram allegation that a team of state police has “intimidated and harassed” the human rights activist on May 12.

Inspector General of Police (IGP) Clay Khongsai said that a police team led

by SDPO Imphal visited the activist’s maternal home at Sagolband Nepra Menjor Leikai in Imphal to seek her statement in connection with a suo moto case concerning the alleged threat to Utsav Singh Bains.

The investigating officer went there to meet Binalakshmi and take her

statement as she was one of the two persons known to be closest to the advocate who had left the state without meeting the IO and recording his statement, Khongsai said.

However, the team returned as she was not present and during the brief stay, there was no incident of issuing threat or using other forms of intimidation to the people present in her house, the IGP said.

Khongsai said that the police was compelled to pay the visit after Bains, who had agreed to give an appointment with the IO at Manipur High Court complex, left the complex without meeting the IO. Subsequently, police

in their further course of action searched for his acquaintances and picked out two individuals Binalakshmi and N Ratan alias Kapu from Heingang.

Earlier, right activist and founder of Manipur Gun Survivors Network, Binalakshmi Nepram had alleged that she was “intimidated and harassed” on Friday by armed officers of the Manipur police.

Police are investigating into the alleged threat to the Supreme Court lawyer who is providing legal assistance to the infamous Irom Roger murder case in which a son of the incumbent chief minister N Ajay Singh was the prime accused.

NE turning into a hub of Cannabis SHILLONG, May 14 (Agencies): Acting on a tip off, Customs Headquarters Preventive Unit, Shillong intercepted one truck bearing Punjab registration number near Diengpasoh Toll gate on Shillong Bye Pass on May 13 and recovered 784 kg of Ganja (Cannabis) packed in 51 packets.

The truck has been seized and a case registered under the provisions of NDPS Act, 1985. Total value of seizure is estimated to be Rs. 49, 24,340.

Consignment of Cannabis was concealed in a specially made secret chamber made behind the driver’s cabin. The offending narcotics drug was loaded from a place near Agartala and was meant for delivery at Guwahati. Two other number plates having Nagaland registration were

also seized from the truck. Initial investigation revealed that the truck had regularly been used to carry cannabis from Tripura using false number plates. The driver of the truck hailing from Assam has been arrested.

Investigation has been launched to apprehend other persons involved in procurement, transportation and smuggling of the seized consignment of the drugs.

In another case, on May 11, Headquarters Preventive Unit, Shillong had seized 1500 kg of Cannabis valued Rs.1.05 crore from a truck at Silchar which was coming from Imphal. The driver of the truck has been arrested under NDPS Act, 1985 and has been produced before the Court at Silchar.

Khandu welcomes price regulation of coronary stents

Man hacked to death for practicing witchcraft in M’laya Tura, May 14 (Agencies): There seems to be no end to brutal incidents emanating from superstitious beliefs of people as they go on killing each other in the name of witchcraft and black magic. In yet another case of alleged witchcraft practice, a 70-yr-old old man was today brutally hacked to death with a ‘khukri’ after the culprit’s initial attempt at shooting him missed the mark. The shocking incident took place this morning in the village of Okkapara Songgitcham in South West Garo Hills (SWGH) at about 5 am this morning.

According to sources, Kilman Ch Marak and Rajan M Marak had a long personal enmity mainly on accusations of Rajan Marak practicing witchcraft on Kilman, an allegation that is being looked into.

Incidentally both the victim and the accused were relatives. Kilman initially tried to kill Rajan with an SBBL gun but missed him. He later got hold of a ‘khukri’ and brutally hacked the victim. The suspect was later caught by the villagers and handed over to the Garobadha investigation centre, under which Okkapara falls. “There were accusations of witchcraft which incidentally provoked the murder, though this is being investigated. The body has been brought to the Tura Civil Hospital where a post mortem is being done”.

ITANAGAR, May 14 (PTI): Arunachal Pradesh Chief Minister Pema Khandu has welcomed the Centre’s decision to regulate the prices of coronary stents and extended his government’s support to the Ministry of Chemicals and Fertilisers.

The regulated price of bare metal stents is Rs. 7,260 and of drug eluting metallic stents (DES) and bio- restorable vascular scaffold/biodegradable stents is Rs. 29,600.

“This is a huge relief for poor patients suffering from CAD,” Khandu said in a letter to the Union Minister yesterday.

He assured that the Centre’s notification will be made available to all Activist Irom Sharmila Chanu during a protest against Union government organised by concerned for necessary publicity.

IMPHAL, May 14: Ruling BJP and opposition Congress appear to be locked in a straight contest in the by-election for the lone Rajya Sabha seat in Manipur.

The election is scheduled on May 25. The by-poll was necessitated following the demise of Haji Abdul Salam, the then sitting Rajya Sabha MP from Manipur on February 28 this year.

Days after Congress had announced to field senior leader and former

minister E Dwijamani Singh as party candidate in the by-poll, Manipur unit of BJP Sunday also nominated incumbent state unit president, K Bhabananda as the party’s candidate. The order was issued by secretary of Central Election Committee of the party Jagat Prakash.

Bhabananda is likely to be the common candidate of the BJP-led coalition government, which has a total strength of 38 legislators including Congress MLAs which has recently defected to the BJP. By winning 28

seats, the Congress emerged as single largest party in the March Assembly elections to the Manipur Legislative Assembly but failed to form the government.

BJP, the party which won 22 seats formed the government with the supports of four each members of NPP and NPF, one each of AITC, LJP, an independent and one Congress legislators. Six more Congress

MLAs quitted the party and joined the BJP, taking the total strength of the ruling coalition government to 38.

On the other hand, BJP’s decision to field incumbent Bhabananda was at a time while civil bodies based in Thoubal and Kaching were demanding candidate from the general category voters included in the Outer Manipur Parliamentary (ST reserved) Constituency.

Political schemes

istrict Plan Fund or sometimes known as local area development fund earmarked for district planning and development has been around since over 25 years in Nagaland and so it is time to assess its impact so as to objectively ascertain whether it has achieved some tangible results at the local levels by giving impetus to a wider perspective for development in the state.

Under the Plan, each constituency is provided with an amount of Rs.1 crore per year for development of a constituency. The DPF has been increased substantially from a mere Rs. 25 lakh since the late 80s to Rs.1 crore presently. Politicians cannot be faulted for wanting to press for their schemes since they are more inclined towards providing some kind of largesse to their supporters in order to provide a leverage for nursing their political constituencies.

Besides the schemes under each MLA, the state also has two schemes under both MPs of the state with Rs. 5 crore each, each year. As per the 74th Amendment, the chairperson of the district committee is the collector or in other states, the deputy commissioner. However, in Nagaland the structure has reconstituted from 2003 when an elected member and not the district collector /DC was the chairman of the district planning board. There was also a proposal to change the complexion of the district planning board with inclusion of representatives of various tribe hohos which merely sounded good instead of good sound reason. Even as it is, the local development schemes are essentially to enable politicians to participate in public projects and gain some mileage otherwise why would the elected members be given funds? The meetings and selections of various projects are also inclined more towards politics. There is need to ensure that all schemes are embedded with technical history so as to ensure there is no replication or parallel funding. It is time that the Deputy Commissioner is also given adequate powers to closely monitor and physically supervise the implementation.

Politicians, by and large, have their own priorities which are not necessarily in consonance with the evolved strategy of the state planning board. The two approaches invariably lead to a conflict of interests leaving the administration to walk a tight rope.

However, when it comes to grass roots planning, the political objective should not override the need to create tangible assets that are meant to create infrastructures so as to provide more avenues for employment at local levels. A broad based planning needs to be evolved in various districts so that money is not necessarily cornered in some selected segments, thereby creating disparity and negating a broad social development tapestry.

Evolving such a strategy calls for a long term objective. A blue print of development with long term perspective is required so as to reduce wasteful investment on projects that have little value for the larger section of society. While there is a widely shared view that these schemes should be done away with in order to make a clear distinction between political vision and developmental vision, the elected members feel their roles will amount to nothing if they cannot implement schemes. Perhaps there is a need to ponder if planning can be mainstreamed for each district so that it results in a common development thread.

You must not debate. The moment you obey the light of God, His Son shines through you in that very adversity; but if you debate with God, you grieve His Spirit (see Ephesians 4:30). You must keep yourself in the proper condition to allow the life of the Son of God to be manifested in you, and you cannot keep yourself fit if you give way to self-pity. Our circumstances are the means God uses to exhibit just how wonderfully perfect and extraordinarily pure His Son is.

Discovering a new way of manifesting the Son of God should make our heart beat with renewed excitement. It is one thing to choose adversity, and quite another to enter into adversity through the orchestrating of our circumstances by God’s sovereignty. And if God puts you into adversity, He is adequately sufficient to “supply all your need” (Philippians 4:19).

Keep your soul properly conditioned to manifest the life of the Son of God. Never live on your memories of past experiences, but let the Word of God always be living and active in you.

New India is emerging in farmlands

T

he three years of Narendra Modi government is changing the economic paradigm. It is planning a New India campaign to continue beyond 2019.

The mantra is connectivity – connecting with the marginalized and the poor through fast highways and roads, cyber routes, JAM – jan dhan, aadhar and mobile for transferring the most coveted cash – to prosperity.

It is working beyond economy with dividends at the political level as evidenced by the recent assembly and civic body elections.

The stress on the development has also changed.

Despite industry and investment orientation, the focus is moving towards the strengthening of the rural agro-based economy. The Make in India to Skill India and Stand Up India are creating the entrepreneurship while trying to increase the size of the market by including the deprived and discarded into the system.

The FDI has risen from Rs 12,343 crore ($ 3083 million) in 1998 to Rs 29 lakh crore ($ 46 billion). In 201314, it was $ 24.3 billion. The FDI is flowing in services, IT, automobiles, pharmaceuticals and construction

In April, Wendy Cutler, former deputy US trade representative in Obama administration, said “With the young skilled workforce, India’s growth rate is go-

ing to surpass China for the coming years, as well as the market opening and deregulation undertaken by Prime Minister Narendra Modi, will make this a really important destination for foreign investment”.

It is being seen as a sign of resilient economy. Apart, now IMF and ESCAP of the UN agree that it has little linkage to export growth.

The stress is on making a difference to the lives of India’s poor by changing the architecture of intergovernment finances. It has covered 84 schemes over 65 ministries and departments till December 2016 and targets 536 schemes. The

ixty five years is a long time and it dates back to even before the state of Nagaland came into being when the Dimapur Railway High School was established.

During the earlier days, the school was known for its academic excellence. Certain records crated during those days are still to be equalled, leave aside surpassing them.

Therefore, it is a moment of pride for all those who have been associated with this once prime institution.

While congratulating the team of ex-students who made this event possible, we should also thank all the dignitaries who graced the occasion and added to the glamour of the celebration.

Now, coming to the core issue as far as this school is concerned, it is quite disturbing to see this once vibrant institution being allowed to fade with the passage of time.

The dilapidated condition of the school structure and the meager remunerations to the faculty is the fallout of the lack of initiative on the part of the Indian Railways. It has come to such a pass that this institution, which lies in the heart of the commercial hub of Dimapur can be declared as a non performing asset (NPA) of the Railways whereas it is far from the truth. There is a fear that some vested interest groups may have drawn a long-term plan to scuttle its development and get it leased out to run under private patronage.

If this is the case, then it will be a great blunder on the part of the Railways as well as the Government of India.

As it is, the Railway High School, Dimapur occupies a space which is in the heart of the city, which can be otherwise called a prime location and is a property of the India Railways. It is sad that the Railways have shifted all important offices out of Dimapur for reasons best known to them despite the fact that it is the second highest revenue earner in the entire Northeast region after Guwahati. This is nothing short of discrimination and definitely by speaks of stepmotherly treatment.

It is strongly felt that even if it is for the sake of making some amends, NR Railway should take up the issue by the Railway High School Dimapur and try to revive it to its past glory.

They should rebuild the school and bring it directly under its administrative control. That way it would benefit the local students’ community and generate employment avenues for may aspiring youngsters.

And if the same is handed over to any private parties, it would become another money making institution to the consternation of all parents. So the higher ups and decision makers in the Indian Railways should take note of this and revive the school under the Corporate Social Responsibility. It’s time that the people also get back something in the Modi dispensation under the “Act East Policy” which is famously propagated.

The Centre had released Rs. 55,076 crore for MGREGA – the highest allocation so far since the program was launched.

The MGNREGA has often been criticised but it has helped the rural poor.

It has helped them earn cash, something elusive in remote areas. The move has made many of them buyers of goods. It is expected to prop up the rural market and gradually add to manufacturing growth.

The NDA has been trying to project an image of being pro-farmer after the amended land bill was passed. In 2016, Modi shared his dream of doubling farmers’ incomes by 2022.

However, Chambemo Murry, the Kedallo FGN declared a State of Emergency on November 7, 1968 and thus saved the Federal Government. After detaining the arrested person for 9 months and on being released by the Revolutionary Government, the Federal Oking started to suspect them and was therefore reluctant to work with them again. The Revolutionary Government held several rounds of talk with Indian Prime Minister Mrs. Indira Gandhi, but nothing could emerged from those talks and subsequently they surrendered to Indian Government on August 16, 1973. On May 20, 1975 “Nagaland State Assembly” was dissolved and President’s Rule was imposed. On June 26, 1975 Internal Emergency was declared in India. During this perilous time, the Federal Authority had given authority to 6 persons to talk with the then Governor of Assam, L.P. Singh and accordingly the “Shillong Accord” materialised. However, Eno Venyiyi Rhakho, refused to sign as he was not in agreement with the terms of the accord.

However, the Accord documents were documents. No matter how much justifications one may give, but what has been done cannot be undone again. NNC had no connection whatsoever with this Accord. NNC is clear on this. Those who were born after the Shillong Accord had completed BA, MA and many of their children had even entered colleges. It is learnt that after holding talks after talks, the parties signed the “Framework Agreement” on August 3, 2015 with Indian representative RN Ravi. The presence of the Indian Prime Minister Narendra Modi while signing the Agreement could be seen from the news papers. The media reported that the “Framework Agreement” was signed by Isak Swu from his bed while he was undergoing medical treatment at a private hospital in New Delhi. In the Outlook Magazine of August 17, 2015 issue, Pranay Sharma and Meetu Jain commenting about the Agreement stated “A ‘big step’ in a right direction, has a long arduous journey ahead of it”.

At the moment, Narendra Modi is a very important leader of Hindustan. But Nagas are not Hindustanis. The Agreement was made with the NSCN (IM) alone and the content of the Agreement is not known to the other Nagas.

If in our group (Western Angamis) a village decided a good thing and asked other villages to sign without any consultation, it will be wrong in law. Even if some villages agreed to the proposal and a village opposed it, it cannot be said that it is a decision of the group. NNC has been saying that any faction bringing sovereignty from international level will be acceptable. The NNC President, AZ Phizo had clearly stated on July 31, 1960 that any settlement within the Indian Constitution or Indian Union will not be acceptable and we still stand by that declaration.

During Akbar’s time there was only one Birbal. But today, I think there are many Birbals among the Nagas. Let not hatred overtake us, but let us concentrate on what our leaders had done and stated at the commencement of the movement

more deeply. On May 16, 1951 NNC carried out a plebiscite and more than 99.09% agreed to the proposal and therefore the mandate of the Naga National Movement is with the NNC. NNC stood by that proposal and will continue to stand by that decision. NNC is the nation’s highest institution of the Nagas. NNC has been following the policy of “Non Violence” and “Non- Cooperation” and shall continue to follow that policy. All the Nagas, be it a grown up man or a child, is a member of NNC. The jurisdiction of NNC is over all the Naga inhabited areas and that area is called NAGALAND. Today, our group (Western Angamis) claim ownership of NNC. We have decided to collect Rs 20/- per household but only a few had contributed this. In 1961, Thepfülhousa Vüprü the then President of WA Sub-Region NNC in a meeting once remarked, “Nagas desire independence but are scared of even a mosquito bite”..

Likewise every one of us knows the truth, have been thinking about it, but failed to do. The MGNREGA funds had inebriated the villagers.

The people who received money for Railways and Four-lane Highway were satisfied with the compensations received. Our situation is somewhat similar to the proverbial story of Chücümiephie (a species of wild cat), when it finds a bee hive it forgets its prey and starts to relish the honey. The NNC office bearers of our group (Western Angamis) all died except one. We have to meet and elect our members again. It will be good if all of us ponder over this. NNC is for all.

No extradition proceedings against Lalit Modi

New Delhi, May 14 (IANS): Indian security agencies may be pursuing former IPL Chairman Lalit Modi, now in London, but they are yet to submit a formal extradition request to the External Affairs Ministry.

The ministry admitted to IANS in response to an RTI query that it was yet to get a formal extradition request without which it cannot make any request to the United Kingdom to send Lalit Modi back to India.

“The ministry is yet to receive a formal extradition request in respect of Lalit Modi from the concerned investigating agency in India,” said the April 11 reply to the Right to Information query.

A later April 28 RTI reply from the Central Bureau of Investigation (CBI), which got a communication from the External Affairs Ministry, said it was not bound

by RTI rules to reveal any information.

JAMMU/NEW DELHI, MAY 14 (AGENCIES): Pakistani troops heavily shelled areas along the LoC in Rajouri district for the second consecutive day today, causing heavy damage to buildings and forcing evacuation of 1000 border dwellers.

The Indian Army effectively retaliated.

As per statistics with the tax department, only 6 crore people file income tax returns at present. Finance Minister Arun Jaitley, through an amendment to the Finance Bill for 2017-18, had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to curb tax evasion through use of multiple PAN cards.

Last week, the income tax department launched a facility to enable a taxpayer to link his Aadhaar and PAN. It required a person to put in PAN and Aadhaar number along with his name as per the Unique Identification Authority of India (UIDAI) data. After verification from the UIDAI, the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP will be sent to the mobile number registered with the UIDAI.

New Delhi, May 14 (PTI): The income tax department has launched an online facility to correct errors in names and other details in permanent account number (PAN) and Aadhaar document. Alongside the facility to link biometric identifier Aadhaar with PAN, the department has also put two separate hyperlinks on its e-filing website -- one to update changes in existing PAN data or for application of new PAN by an Indian or a foreign citizen.

The second hyperlink is for individuals who want to update Aadhaar details by logging into ‘Aadhaar Self Service Update Portal’ using the unique identity number. The individual can then upload scanned documents as proof for data update request. Over 1.22 crore assessees already have Aadhaar-linked PAN but the number is abysmally low as there are over 25 crore PAN card holders in the country,

NEW DELHI, May 14 (PTI): An inter-ministerial panel being constituted to suggest a policy prescription for the failing financial health of the telecom sector will consult banks and operators before finalising its views in three months.

The committee is expected to have representation from the Departments of Economic Affairs, Revenue and Financial Services, besides the Telecom Department, an official familiar with the matter told PTI. The panel is expected to finalise its recommendations in the next three months. Some of the recommendations could be placed before the Telecom Commission - the highest policy-making body in the Telecom Department - for an approval. For the other proposals mooted by the panel, a Cabinet go-ahead may be necessary.

“The internal plan is that the views of banks, telecom operators and also the large investors in the sector will be sought,” the official said. The Department of

NEW DELHI, May 14 (PTI): As many as 781 companies have come under graded surveillance measures of BSE as it looks to keep a tab on unusual price movements that are not in tune with the financial fundamentals.

The enhanced surveillance measures have been introduced by the exchange to check any abnormal jump in share price which does not commensurate with the company’s financial health.

Latest data available with the BSE shows that 781 companies have been put under GSM framework, while at the beginning of March, the number of such firms was 774.

NEW DELHI, May 14 (Agencies): Sale of a company often leaves employees high and dry, but not in the case of Snapdeal that may offer a Rs 193 crore bonanza to its staff if the homegrown e-commerce firm is taken over by larger rival Flipkart.

According to sources, if the deal goes through, the founders will give half of their payout (USD 30 million) for the proposed scheme which would cover all current employees of Snapdeal.

Snapdeal has about 1,500-2,000 staffers.

“The founders have asked the Board to carve out USD 30 million (about Rs 193 crore) from their settlement for payouts to the Snapdeal team. They want to ensure that the team does not get sidelined in any manner,” they added.

Some former senior executives of Snapdeal, who have left the firm in the last 12 months, could also benefit from the process.

The sacked Minister said he would go to the Central Bureau of Investigation on Monday and submit all documents pertaining to party funding with the agency.

“I will go to the CBI with the evidence. After all this is investigated, he (Kejriwal) will go to jail,” Mishra said.

As he brandished some cheques before reporters, Mishra fainted and was taken to Ram Manohar Lohia Hospital here. His condition was stated to be “stable”.

Countering Mishra, AAP leader Sanjay Singh questioned the authenticity of the “fake cheques”.

“Anyone can do this.

Even I can make such cheque for Rs 70 crore in BJP’s name,” he said.

R a nc h i , M ay 1 4 (IANS): A senior Maoist commander involved in the killing of a former minister and beheading a police official surrendered to police here in Jharkhand on Sunday.

Kundan Pahan, who was a synonym for terror in three districts of the state, gave himself up in the presence of Additional Director General of Police R.K. Mallik and CRPF Inspector General Anand Latkar among others.

Kundan carried a reward of Rs 15 lakh on his head, Ranchi Senior Superintendent of Police Kuldeep Dwivedi told reporters.

He was involved in the killing of former Minister and then legislator Ramesh Singh Munda in 2008, the beheading of police Inspector Francis Induwar and in the loot of Rs 5 crore from an ICICI cash van.

A total of 128 cases were lodged against him in the state, said Dwivedi.

Kundan was notorious in Ranchi, Khuti and Seraikela-Kharswa districts. Ranchi and Jamshedpur districts were under his operational control.

On his orders, Special Branch Inspector Induwar was abducted from Khuti.

He was then beheaded, triggering terror.

Kundan joined the Maoists in 1999 at age 16.

He became a member of the Regional Committee in the outlawed Communist Party of India-Maoist in 2006. In 2012, he became Secretary of the Committee. Speaking on the occasion, police officer Mallik said Maoists have an opportunity to surrender in 2017.

Lalitha Kumaramangalam New Delhi, May 14 (IANS): Taking suo motu cognisance of a brutal gangrape in Haryana -- reminiscent of the 2012 Nirbhaya gang-rape case in Delhi, the National Commission for Women has sought a fair and speedy trial in the case, its Chairperson Lalitha Kumaramangalam said on Sunday.

“We have written to officials concerned to ensure a speedy and fair inquiry.

We have also sent a team to inquire into the matter,” Kumaramangalam told IANS.

In a savage crime reminiscent of the 2012 Nirbhaya gang-rape case in Delhi, a young woman from Haryana’s Sonepat district was abducted, gang-raped and brutally murdered.

T h e wo m a n , a ge d around 23, went missing on May 9. Her body was found on the outskirts of Rohtak town, 70 km from the national capital, early on Friday.

Reminiscent of the December 16, 2012 Delhi gang rape, the rapists had inserted a sharp-edged weapon in her private parts. Police also said

that sedatives were found in her stomach.

Her head and face were smashed with a blunt object and later crushed under the wheels of a vehicle. Two men, including her neighbour Sumit who was stalking her, were arrested.

Stray dogs had eaten the victim’s face and lower portion of her body which was spotted by a passerby in a secluded area of the city in Haryana on May 11.

The incident comes days after the Supreme Court upheld the death sentence awarded to four convicts in the December 16, 2012, Nirbhaya gang-rape case.

NCW takes cognisance of Rohtak gang rape case A two-member team of the National Commission for Women (NCW) was sent from New Delhi to Sonipat on Sunday to visit the family of the victim who was gangraped and murdered in Haryana’s Rohtak district.

The 23-year-old victim

was abducted from Sonipat district on May 9, 2017, and later found murdered in Rohtak. Her mutilated body was found by a passer-by in the urban estate area of Rohtak district on May 11, 2017.

Taking suo motu cognisance of the case, NCW chairperson Lalita Kumaramanglam said that a twomember team had been sent to Sonipat on Sunday morning.

“There have been conflicting reports. The victim’s brother told me on Saturday that the police are going slow as one of the men involved had ties to a policeman. The NCW team will meet the victim’s family to find out the details,” she said. The chairperson added that she had written to Haryana authorities, including the State Home Minister and Director General of Police, reminding them of the need for “fair and swift” investigation, citing the Delhi Police’s example in the Nirbhaya case.

Man beaten up in Ujjain for ‘possessing cow tail’ DP-4787

Ujjain, MAY 14 (AGENCIES): A group of self-proclaimed ‘cow vigilantes’ allegedly thrashed a man on the suspicion that he had cut the tail of a cow, with the video of the incident going viral.

Two of the accused have been arrested, a police official said.

The incident took place on May 13, 2017, near a temple in Peeplinaka area in Ujjain district.

In a video of the incident the accused were seen beating the man with a belt, and kicking and punching him while alleging that he had cut the tail of a cow.

However, Jiwajiganj police station in-charge O.P. Mishra said the accused had a dispute with the victim over money and therefore, they thrashed him.

A case was registered based on a complaint of the victim, identified as Apuda Malviya, he said.

Firing and combing operations went on for at least four days, leaving seven security personnel and one civilian dead and 37 security personnel and one civilian injured. All four terrorists, who were from Pakistan, were killed.

The Campose committee, with three Army officers and one officer each from the IAF and the Navy, was formed on February 8. It submitted its report on May 20, 2016. Subsequently, guidelines were issued to all defence establishment on enhancing security based on its recommendations.

Mishra claims AAP lied on donations, money laudering

New Delhi, May 14 (IANS): Suspended AAP leader Kapil Mishra on Sunday accused AAP of lying to the Election Commission (EC) about donations and laundering money through shell companies, before he fainted midway through the presser and was hospitalised.

The AAP dismissed the charges as a “conspiracy” by the BJP and said the latter was shooting from the sacked minister’s shoulder.

Mishra alleged that the AAP had over Rs 45 crore in its account in 2013-2014, but in its declaration to the poll panel it showed only Rs 9 crore, thereby concealing around Rs 36 crore.

“Three years later, when the EC sent a notice to the party asking for details of the declared Rs 9 crore, the party clarified they had Rs 30 crore,” Mishra said at a press conference held at his official residence here.

“Out of this Rs 30 crore, the party did not reveal the details of Rs 15 crore to the EC.” He alleged that during 2014-15, the party had around Rs 65 crore in its account but disclosed only Rs 32 crore whereas the fund details on AAP website showed Rs 27 crore.

“I have all the documents pertaining to the party’s financial transactions which include 461 bogus entries in their account books,” Mishra alleged.

The AAP categorically denied the allegations and said it had followed rules in maintaining its books.

Baghdad, May 14 (IANS): The Islamic State (IS) terror organisation has executed more than 145 civilians for trying to flee the western part of the Iraqi city of Mosul, according to a top security official.

The official told Efe news on Saturday that the civilians from al-Zanjili neighbourhood in western Mosul were executed after they were caught attempting to escape. He pointed out that IS extremists hanged the bodies of the victims from electricity poles after declaring them apostates for trying to leave “the land of the caliphate”. Al-Bayati added that the civilians had also been accused of providing information to Iraqi security forces. Iraqi government forces are now struggling to expel IS miliatts from the western part of Mosul, where some neighbourhoods are still controlled by the extremists.

LAHORE, May 14 (PTI): Mumbai terror attack master mind and Jamat-ud Dawah (JuD) chief Hafiz Saeed and his four aides have been detained for “spreading terrorism in the name of jihad”, Pakistan’s interior ministry has told a judicial review board.

Saeed appeared before the board yesterday and told it that he had been detained by the Pakistani government in order to stop him for raising voice for Kashmiris.

Adviser to the Prime Minister on For­e ign Affairs Sartaj Aziz has written a letter to the United Nations Secretary General highlighting alleged Indian attempts to bring demographic changes to Jammu and Kashmir, a Foreign Office statement said on Saturday.

“The letter specifically points out the issuance of permanent residence certificates to non-residents, allotment of land to retired Indian army personnel, issuance of land to nonKashmiris, the establishment of separate townships for Kashmiri pandits and settlement of west Pakistan refugees in held Kashmir,” the statement said.

“These efforts are being made to try to convert the Muslim majority in Jammu and Kashmir into a minority to preempt the results of the (proposed) UN administered plebiscite,” said the statement.

Brussels, May 14 (PTI): North Korea’s testfiring of a ballistic missile constitutes a “threat to international peace and security” as Pyongyang ratchets up tensions in the region, an EU spokesperson said on Sunday.

“This and previous launches constitute a threat to international peace and security and further aggravate tensions in the region at a time when de-escalation is instead needed,” the spokesperson said in a statement.

The missile was launched early today and flew more than 700 kilometres (435 miles) before landing in the Sea of Japan (East Sea). Several analysts saw the launch as a test for South Korea’s new President Moon Jae-In, a liberal who has said he wants to ease tensions with the North.

“The DPRK is expected to comply with its international obligations: it must halt these launches and abandon its ballistic missiles programmes in a complete, verifiable and irreversible manner,” the EU spokesperson said.

The statement also said the EU was ready to support “a credible and meaningful dialogue” between Pyongyang and international leaders.

But multiple sets of UN and US sanctions against North Korea have done little to deter its pursuit of its nuclear and missile ambitions.

Italy rescues 484 migrants in Mediterranean Rome, May 14 (Agencies): Rescuers saved 484 migrants from boats in the Mediterranean on Saturday and found the bodies of seven men who had died in the attempt to get to Europe, Italy`s coast guard said. More than 45,000 people have reached Italy by boat from North Africa this year, a more than 40 percent increase on the same period of 2016, the International Organisation for Migration (IOM) says. The new deaths add to a toll of 1,222 on the route as of May 10, compared with 966 by the same date last year, according to IOM calculations. The migrants were rescued from four separate rubber boats by the Italian coast guard and navy, an aid group and two private vessels, the coast guard said in a statement. The coast guard gave no details of the migrants` origins, but most arriving in Italy are originally from Sub-Saharan Africa or Bangladesh, and pay Libya-based smugglers to organise their passage.

Damascus, May 14 (Agencies): The Syrian military is about to re-establish control over another district in the capital Damascus’ countryside after the government reaches an agreement with the militants enabling their evacuation.

The state television announced the development on Sunday, and AFP reported that 10 buses had arrived at Qaboun District to take the militants and their families to the northeastern Idlib Province as per the deal.

Latest estimates showed that more than 1,000 people were still in the district.

Such agreements had brought about evacuation of nearby Barzeh and Tishrin Districts earlier in the week.

The districts are lo-

cated in Damascus’ eastern side.

Militants waged a wholesale offensive against the districts earlier in the year, in their most daring push against the capital since 2013.

The militant onslaught followed their capture and then surrendering of the capital’s water resources.

It was also interspersed by Israeli aerial attacks targeting the Lebanese resistance movement of Hezbollah, which has been helping Damascus fight off the militants.

B e i j i n g , M ay 1 4 (IANS): Pakistan Prime Minister Nawaz Sharif on Sunday said the ChinaPakistan Economic Corridor (CPEC) was “open” to all the countries in the region and the “issue must not be politicised”.

Sharif made the comments as India skipped China’s Belt and Road Summit in opposition to the planned economic route which passes through Pakistan-controlled Kashmir.

“Let me make it very clear that CPEC is an economic undertaking open to all countries in the region. It has no geographical boundaries. It must not be politicized,” Sharif said here on the opening day of the event.

India gave the forum a miss, opposing the $46 billion economic corridor which cuts through Pakistan-controlled Kashmir.

It is the key artery of China’s Belt and Road project, which connects Kashgar in Xinjiang with Gwadar port in Pakistan’s Balochistan.

C u t tac k , M ay 1 4 (IANS): Bengalur u FC (BFC) defeated Aizawl FC 1-0 in a hard-fought encounter to enter the final of the 2017 Federation Cup football tournament here on Sunday.

Cameron Watson converted a penalty to score the only goal of the semi-final in the eighth minute. BFC held on to the slender lead despite numerous chances at either end.

Aizawl were awarded a penalty in the final seconds but BFC goalkeeper Amrinder Singh parried away a poor effort from Lalramchullova to knockout the recently crowned I-League champions out of the tournament. This is the second time that BFC have entered the final of the Federation Cup. They had last qualified for the summit clash during the 2014-15 season when they defeated Goan outfit Dempo SC 2-1 to clinch the title.

New Delhi, May 14 (IANS): Sumit Kumar of India settled for silver in the men’s Freestyle 125 kg category on the final day of the Asian Wrestling Championships here on Sunday. Sumit was outclassed 2-6 by Yadollah Mohammadkazem Mohebi of Iran in the final.

The Iranian was technically superior to the local wrestler and dominated most of the contest despite briefly conceding the lead in the first round. India thus ended the tournament with a total of 10 medals -- one gold, five silver and four bronze.
