NEW DELHI, MAY 16 (PTI): In bold reforms aimed at boosting sagging economy, the government on Saturday announced an easing of limits on foreign direct investment in defence manufacturing, privatisation of six more airports, opening up of more air space and allowing private sector in commercial coal mining. Announcing the fourth tranche of the economic stimulus package that largely dealt with reforms and almost negligible new investment, Finance Minister Nirmala Sitharaman said foreign investors would be allowed to own up to a 74 per cent stake in defence manufacturing ventures under the automatic route, up from the current 49 per cent limit. Also, the government will expand the list of weapons/platforms banned for imports with year-wise timelines and indigenisation of some imported spares. To improve autonomy, accountability, and efficiency in ordnance supplies, the government will Corporatise Ordnance Factory Board, which will ultimately lead to listing on domestic stock exchanges. NAYO condemns exemption of some from quarantining D I M A P U R , M AY 1 6 (NPN): Northern Angami Youth Organisation (NAYO) has strongly condemned the purported exemption of “some citizens of Nagaland belonging to affluent families returning from other states” from compulsory quarantine at government prescribed institutions “on the basis of their influential status.” In a press release, NAYO president Roko Angami and general secretary Ruokuoneitso Kire denounced such “biased actions” of the authorities and urged the government to seriously implement the rules laid down for the safety of all the citizens. NAYO also informed the youth organisations under its jurisdiction to be cautious and disallow any traveller into their colonies or villages for home quarantine who have not undergone mandatory institutional quarantine. Further, NAYO cautioned the individuals as well as the families, who have violated the laid down rule, that in the event of “any ill-fated situation or casualties resulting from their failure”, the organisation would take the “grave actions” against them.

IMPHAL, MAY 16: Altogether 134 citizens of Nagaland, including students, stranded in different parts of Manipur owing to the COVID-19 lockdown left Imphal for Kohima on Saturday in six buses. The buses were flagged off by joint director Manipur state transport, PK Sharma from Imphal’s North AOC. The buses were
jointly arranged by All Manipur Inter-state Bus and Allied Transport Association, All Manipur Petroleum Tanker Drivers’ Union, HITOWO and MATWA with the permission of Nagaland and Manipur government. The four transporters’ associations provided free face masks, hand sanitizers, drinking waters etc. to the passengers while the bus fares will be borne by Nagaland government.

COVID-19 cases rise to 7 in Mnp, 91 in Assam Correspondent/PTI
IMPHAL/GUWAHATI, MAY 16: Number of confirmed coronavirus cases in Manipur and Assam rose to seven and 91 respectively Saturday. In Manipur, a 71-year-old woman, her 48-year-old son and another 22-year-old female have tested positive for COVID-19 taking the tally to seven with five active cases and two recovered. Confirming the report, Manipur government’s COVID-19 common Control Room said that they were among a group of 36 people who returned from Mumbai by bus on May 8 last. “They reached Manipur on May 13 and the rest are found negative. The two positive cases are now at RIMS hospital for treatment,” additional director and spokesperson of state health department Dr Kh Sasheekumar Mangang said. The 22-year-old female, who was tested COVID-19 positive, had arrived from Chennai on a train arranged by the state government. Meanwhile, two more persons tested positive for COVID-19 in Guwahati on Saturday, taking the total number of cases to 91 in Assam, Health Minister Himanta Biswa Sarma said. A barber and a cart-puller, who tested positive on Saturday, are contacts of the migrant worker who worked in a potato godown and had tested positive on Monday.

NEW DELHI, MAY 16 (PTI): Nationwide COVID19 tally crossed 90,000 on Saturday with new cases getting detected, mostly among people having returned from big Indian cities or even from abroad.
In its morning update, the Health Ministry said the death toll due to COVID-19 had risen to 2,752 and the number of cases climbed to 85,940. It put the number of active cases at 53,035, while more than 30,000 have

Colony residents object to use of buildings for quarantine facilities Staff Reporter
D I M A P U R , M AY 1 6 (NPN): As thousands of those stranded citizens in various cities outside Nagaland begin arriving in droves, the state government seems to find itself in a difficult situation as it does not have adequate quarantine facilities to accommodate all the returning citizens. In order to prepare itself to accommodate such a huge number, the state gover nment had made preparations to quarantine the returnees at buildings offered by educational institutions. When contacted by Nagaland Post, state chief secretary, Temjen Toy confirmed that the “sheer number” of people expected to return back has placed a huge problem for the government in finding adequate number of accommodation for quarantine facilities. However, according many colonies/villages/ wards have asked the institutions not to allow their buildings to be used as quarantine facilities. On this aspect, Toy lamented that though
many schools, colleges and other institutions have come forward and offered the usage of its buildings, some “colony people” have raised objections to allow quarantine in their colonies. Toy lauded the educational institutes for coming forward to help but lamented that colony people were not allowing use of such buildings. “This was not expected from our Naga people,” said Toy. The chief secretary said that the government has begun requisition of academic institutions to be used as quarantine facilities and asked the people to cooperate with the government. “The colonies are protesting because of panic reaction. Those returning are all our people. Such attitude is not acceptable and I am saying this as a Naga,” said Toy. Po i n t i n g o u t t h a t COVID-19 was going to stay for a quite some time people cannot run away from it. He said public have to be more reasonable and cooperate with the government to collectively fight
against the deadly virus. “We must form a positive attitude. It is disheartening that even before COVID has come to Nagaland we are already stigmatising it,” remarked Toy. Meanwhile, talking to PTI, Temjen Toy said it was Gods miracle that has kept Nagaland safe from COVID-19 pandemic till date. The other reason is the hard work of the health workers in dealing with the suspected cases, he said. Under the present circumstances and given the limited infrastructure, we have given our best and managed to prevent coronavirus, though there is a lot more to be done, especially in the health sector, Toy said. Our testing rate is quite low but with the lab being set up, our testing rate would go up and give us a clearer picture of the situation in the state, Toy said. 3679 citizens from state opt to stay back D I M A P U R , M AY 1 6 (NPN): Principal Secretary Home, Abhijit Sinha Saturday informed that 3,679 citizens of Nagaland presently outside the State, have opted for stay back at their respective places. They have also filled up the required form on the portal iamstranded. nagaland.gov.in for availing the one-time assistance for Rs 10,000, he said. Further, he said that 1314 stranded people from the North Eastern states have returned to Nagaland till date. to receive citizens returning from across the country, the Agriculture Production Commissioner (APC), Y Kikheto Sema, who is the in-charge for COVID-19 related activities of Dimapur district from government level, has appealed to the tribe hohos, Churches and authorities of colonies/ villages to be mentally prepared with quarantine facilities to accommodate their own children/people in the event the facilities arranged by the state government get exhausted. According to a DIPR report, the APC was speaking at a co-ordination meeting with the district administration, police and all convenors of the empowered committee, which was convened by him to reviews situation to contain COVID-19 pandemic and also discuss issues for accommodating the stranded people who would be arriving Nagaland.
At the meeting, Sema stated that out of the total people returning, Dimapur district alone would receive 50% of the returnees. He added that returnees of Peren and Mon districts combined with Dimapur would come to around 65-66%. Dimapur would be hosting the returnees bound for Peren and Mon districts. Asserting that it would be a huge challenge for Dimapur, Sema appealed to all responsible to extend cooperation. As the accommodation committee could identify accommodation for around 3500 returnees, the meeting decided to enhance the capacity within a few days. D I M A P U R , M AY 1 6 (NPN): Kudatech Engineering and Consultancy Services (KECS), under Kudatech Skill Centre (KSC) , Dimapur developed and installed indigenous “automatic body sanitizing chamber” and “touch less
hand sanitizer dispenser”. According to KSC principal, Er. Kapil Thapa the products were developed by a team of entrepreneurs and engineers after a series of intense testing. A demonstration was conducted at district COVID hospital, CMO’s office. Thapa said they were ready to install the machines in various institutions throughout out the state.
Saturday traced the origin of a fake news on social media, where it was mentioned that 20 stranded people, kept at quarantine centre at Agri Expo Dimapur, had fled from the centre. In this connection, five people were summoned to Diphupar police station and their statements recorded. It was reported that a lady had purportedly composed the text message on WhatsApp and sent to her friends, which later went viral. Necessary legal action was initiated against all involved under relevant provisions of law, police sources said. Meanwhile, Dimapur Police has appealed to all individuals to avoid using any form of media for disseminating information pertaining to COVID-19, without ascertaining the facts. K Y M C
