BENGALURU, MAY 19 (AGENCIES): In an anticlimax to the hectic political developments since the split verdict in May 12 Karanataka Assembly polls, the BJP lost power in Karnataka as chief minister B.S. Yeddyurappa resigned on Saturday before the trust vote, as he did not have the numbers to prove his majority.

After Yeddyurappa, in an emphatic speech, conceded defeat ahead of the floor test, all decks have been cleared for HD Kumaraswamy, who will take oath as the new chief minister on Wednesday.

A little ahead of the appointed time of trust vote at 4 p.m, Yeddyurappa made an emotional speech, saying the BJP didn’t get the numbers needed to prove majority in the House. “It was my dream to be the Chief Minister of the state at a time Narendra Modi is the Prime Minister. If only people would have given us 113 seats instead of 104, we would have made this state a paradise. But I will fight for the state till my last breath,” Yeddyurappa said.

HAVANA, MAY 19 (AGENCIES): A Cuban state airways plane with 110 passengers and crew on board crashed shortly after taking off from Havana, killing all but three people on board in a mass of twisted and smoldering fuselage.

KOHIMA, MAY 19 (NPN): All Nagaland College Students Union (ANCSU) has threatened to launch a statewide agitation on the day of the Lok Sabha by-election (May 28), if the government failed to address the demands raised by the union. Informing media persons of this here at its office chambers, ANCSU president Katho P Awomi also said that the members have decided to abstain from taking part in the by-election.

It may be noted that ANCSU has been demanding-- eviction of all illegal encroachers from the land belonging to Kohima Science College in Jotsoma, to set up separate nodal cell or department for implementing all the scholarship schemes (central and state sponsored scheme), detachment of all teachers attached with VIPs, DEOs, SDEOs and directorate and to re-depute teachers to schools. Awomi said the government has miserably failed to address these issues and turned a deaf ear to the hue and cry of the student community. In this regard, Awomi said the union, along with its 42 affiliated units, has been compelled to take its own course of action.

Kumaraswamy had said the swearing-in ceremony would take place tentatively between 12 and 1.50 pm at Kanteerava stadium on May 21. But later tonight, he said the swearing in ceremony would take place on May 23, but did not cite any reasons.

Taking a dig at the present chief minister, Zeliang claimed that most of the funds promised by Rio were the products of the NPF-led government. He further accused the Rio of massive diversion of funds at his own whims and fancies. He also accused the PDA government of double-speak vis-à-vis curtailing VIP culture – while it speaks of doing away with the VIP culture on one hand, on the other it had appointed a good number of people in the ranks of cabinet and state ministers.

Zeliang reminded the people that NPF was formed for seeking a solution to the Naga problem and that the party will always stand for it.

KOHIMA, MAY 19 (NPN): Rebutting opposition NPF’s claim that the PDA government was unstable, the Nationalist Democratic Progressive Party (NDPP) Saturday said NPF was living in the past when there was full of instability, crisis and uncertainty under NPF regime.

Addressing his maiden press conference after being assigned as NDPP spokesperson at party regional office here Saturday evening, Merentoshi R Jamir maintained that PDA government was functioning smoothly under an environment of stability and mutual trust. He said the previous government under the NPF, despite having support of 60 members in the NLA, was never at peace as it was always worried about its stability. However, Merentoshi said the incumbent PDA

government was absolutely stable and focused on good governance.

On TR Zeliang’s accusation that Rio was responsible for the Lok Sabha bypoll, Merentoshi said that total failure of the NPF-led DAN government necessitated Rio to return to state and as desired by people, adding that Rio was not to be blamed. Accusing NPF of playing “double standard politics”, Merentoshi said NPF had suddenly become very critical of BJP without recalling that the party was in alliance with the BJP for the last 15 years.

He pointed out that on June 28, 2017 during the NPF party meeting, the NPF president Dr. Shürhozelie “proudly” mentioned NPF’s association with the BJP as early as 1977, which was again renewed in 2003.

However, the party on July 19, 2017, NPF severed ties with the BJP.

Thereafter, Merentoshi said NPF made desperate attempts to restore the alliance with the BJP but failed.

After repeated failures, he said Zeliang once again met national BJP president Amit Shah on January 25, 2018 to continue the alliance. However, even that was a failure, Merentoshi said.

Defending its alliance partner, Merentoshi said BJP realizing that NDPP reflected the aspirations of the masses announced its decision to have a pre-poll alliance before the 2018 general election. It was then that the NPF president and his colleagues became critical of the BJP and started playing the communal card.

EI, NSDA conducts workshop on Energy Conservation

DIMAPUR, MAY 19 (NPN): Electrical Inspectorate, Nagaland State Designated Agency (EI, NSDA) on Energy Conser vation conducted a workshop on ‘Bureau of Energy Efficiency (BEE) Star Labelling’ and ‘Energy Conservation’ for stakeholders at Hotel Europa Inn, here on Saturday.

Guest speaker additional secretary (Power), Sedevikho Khro (NCS), in his address, cited the importance of conserving energy and finding the means to use it efficiently.

Drawing comparisons, he said the basic need of human beings had changed from food, cloth and shelter to now people being extremely dependent on electricity and transportation. Khro said, in olden times man lived in perfect balance with nature but that had changed now. “Our basic needs have increased to the point that it is hard to imagine life without power and transportation”, he added.

Khro said the workshop was an eye opener even for him since and if all the information shared at the workshop could also be shared with the general population, the efficiency and conservation in the energy sector would rise drastically.

“I often buy electrical gadgets and equipments for personal use but none of those businessmen dealing in electrical businesses informed me about the importance of conserving

energy or the means to enhance the efficiency in power consumption except making their own profit,” he remarked.

Citing instances of buildings being bur nt and properties damaged because of short circuits caused by electrical equipments, Khro said, “We are doing business at the cost of our people and this should be stopped immediately.”

Urging the people gathered at the workshop, which comprised mostly of electrical and electronic appliances dealers, to have humane consciences, Khro exhorted them not to dupe ignorant people just for the sake of a few rupees but guide them properly into getting proper, efficient and energy conserving equipments.

Earlier giving a power point presentation on ‘Standard & Labelling Programme’, two representatives from M/s Novotech Environmental Engineering Pvt. Ltd. Kolkata, highlighted the various Acts, rules and regulations laid

down by Bureau of Energy Efficiency (BEE) Star Labelling.

The duo gave a thorough presentation and disseminated information on the Energy Conservation Act of 2001, No 52 of 2001 and Amended in 2010.

The primary objective of the workshop was to increase awareness about BEE star labelled products amongst manufacturers, dealers and distributors who deal with consumers on a daily basis in the form of selling home appliances.

The workshop also focused on the need to educate stakeholders about BEE star rating label and the information they had to communicate to their customers.

Some of the key functions of BEE includes: Minimum energy performance standards and labelling design, specific Energy Conservation Building Codes (ECBC), activities focusing in designated consumers, develop specific energy consumption norms, certify energy managers and

energy auditors/accredited energy auditors, define the manner and periodicity of mandatory energy audits and reporting formats on energy consumption.

The list of Mandatory Scheme of BEE Star labelled appliances are: Frost Free/Direct Cool Refrigerator, Tubular Fluorescent Lamps, Air Conditioners Room/RAC/VC, Transformer (upto 200 KVA), Colour Television, Electric Geyser and LED Bulbs.

T h e ‘ Vo l u n t a r y Scheme’ included: Induction Motors, Agricultural Pump Sets, Liquefied Petroleum Gas Stoves, Ceiling Fans, Office Eqipments, Ballast (Electronic/Magnetic), Computer (Notebook/Laptop), Washing Machine, Diesel Generator, Solid State Inverter and Diesel Engine Driven Monoset Pumps.

Earlier giving the welcome address and keynote speech, chief electrical inspector, Er. I. V Chishi gave detailed information on energy conservation and efforts to reduce the consumption of energy by using less energy service.

This, he said, could be achieved either by using energy more efficiently through the use of less energy for a constant service or by reducing the amount of services used by cutting down the usage of an appliance.

The workshop was chaired by assistant electrical inspector, Er. Kevingukho Suokhrie while electrical inspector, Er. TK Halder proposed the vote of thanks.

ASU launches sanitation initiative in Kohima

DIMAPUR: With the objective of creating awareness on preserving and protecting the environment, the Angami Students’ Union (ASU) has initiated a pilot project under the banner ‘Angami Students’ Union Sanitation Ambassador’.

In a press release, ASU president, Visako Rino, said the initiative was being undertaken in its effort to promote social hygiene of the society especially Kohima City.

The union has selected students of class 6 and 7 from various schools to be ambassadors of sanitation, who would put on badges “ASU Sanitation Ambassador” and propagate the notion of sanitation whether they were in school or anywhere.

ASU also stated that the ambassadors would set examples by cleaning the surrounding wherever they go and request people against littering.

The release said the interaction was based around the topic: “Naga Political Issues and his personal achievements”.

Jamir, however, said that he could not speak for where the tide would turn after 20-30 years. Also, in response to a question about what the one thing was that he was unable to achieve during his service, he said it was Naga sovereignty.

When asked if he would participate in the ongoing Naga political talks between the government of India and NPGs since he was one of the signatories of 16th point agreement, Jamir said that he would only play

a secondary and advisory role on the issue.

On the issue of racial discrimination of people from the North East in the mainland, Jamir, while not denying that people from the region were discriminated, said it also depended on how we live with the people there and also how we react to situations.

Assam Rifles nab NSCN (K) members DIMAPUR: Dimapur Battalion of Assam Rifles on May 17 conducted an operation in the general area of Metro Hospital, Dimapur and nabbed two NSCN (K) members.

A press release by 32 Assam Rifles stated that during the operation Assam Rifles troops apprehended NSCN (K) members while carrying out “extortion activities”.

The apprehended persons have been identified as N. Vitoshe Zhimomi (45) alias Jordan, son of Nikhazhe Zhimomi of Shoixe village, Satakha, Zunheboto and Kiyezhe Chophy (35), son of Lukhezhe pf Sematilla village, Dimapur.

Assam Rifles stated that “15 extortion letters of NSCN (K)”, fifty point twenty two mm live ammunition, thirty eight twelve bore live ammunition, three mobile phones, cash amount of Rs. 4000 and one Bolero (NL 07 H 6341)” was seized from their possession.

KOHIMA, MAY 19 (NPN): Justice Ajit Singh, Chief Justice, Gauhati High Court and patron-in-chief of Nagaland State Legal Services Authority (NSLSA) said witch hunting, consumption of liquor, child marriage and trafficking, consumption of narcotic drugs etc. were some challenges which could be targeted through legal camps. He appealed to the NSLSA to continue conducting such programmes to eliminate these social menaces and curses from the region and add to its serene beauty.

Justice Singh said this in his inaugural address during a Mega Legal Services Camp held at Peren Town Local Ground organized under the auspices Nagaland State legal Services Authority and Peren District Legal Services Authority in collaboration with government departments, stakeholders and NGOs on Saturday.

Justice Singh lauded the effort of NSLSA in organizing the camp and said that this positive approach and willingness to help and serve the people of Nagaland had made the camp a reality.

He said that it was the duty of a welfare state to protect and preserve the rights of its people. Each and every organ of the legislature, judiciary and executives play

pivotal roles in reaching the poor and the downtrodden towards which the camp was a step forward, Singh said.

He stated that NSLSA had been continuously working for the betterment and upliftment of the people of Nagaland in tandem with the schemes of the National Legal Service Authority and it had meticulously planned and executed various camps throughout the state. Highlighting some features of the camp, Singh said it will showcase various schemes of the government and other organizations which benefits the people. He appealed to the participants to properly understand the schemes and also spread their details among other villagers who could not come.

Gauhati High Court Judge & executive chairman NSLSA, Justice L.S. Jamir, in his keynote address said the camp had set up 30 stalls manned by various government departments of state, NGOs, public sector organizations and the Assam Rifles. He said the camp will provide free services for the people and would be doing the same thing in all the districts of the state.

Member secretary N S L S A , M e z i vo l u T. Therieh NJS, who chaired the programme, said that this Mega Legal Services Camp was part of a pan-India campaign and legal services

authority was focusing on a paradigm shift from awareness to empowerment. She added that the government of Nagaland had responded positively to cooperate and coordinate in conducting services camps in all the districts at various intervals.

She said this legal services camp would not only educate people about their entitlements and procedural aspects but also connect them to the welfare schemes meant for them.

Deputy Commissioner Peren and ex-officio member Peren district legal services authority proposed the vote of thanks. Justice Ajit Singh also released the NSLSA’s theme song “Sob Ke Insaf Dibo” (music video by Dreamz unlimited, lyricist Along Longchar, composed

The 30 different stalls opened for the public includes North East Rural Livelihood Project (DONER GOI), Social Welfare deptt., District Child Protection Unit, Food & Supplies deptt., Fisheries Deptt., Cooperation deptt., Rural Development, Irrigation & Flood Control, Soil & Water Conservation, Forest deptt., Horticulture deptt., Veterinary & Animal Husbandry deptt., deptt. of Land Resources, deptt. of Agriculture, ATMA, and 36 Assam Rifles Karam Veer.

The programme was also attended by Justice S. Mnp ‘fake’ encounters: SC pulls up defence ministry

New Delhi, May 19 (PTI): The Supreme Court has expressed its displeasure that the Ministry of Defence has “not even bothered” to respond to the letters addressed to it by the CBI’s Special Investigation Team (SIT) that is probing the alleged extra-judicial killings and fake encounters by the Army, Assam Rifles and police in Manipur.

A bench comprising justices Madan B Lokur and U U Lalit asked the SIT to conclude by June 30 its investigations in the cases related to the National Human Rights Commission (NHRC), judicial inquiries and those on which the Gauhati High court had given its findings.

Additional Solicitor General (ASG) Maninder Singh, appearing for the CBI, told the bench that he would take up the matter with the Ministry of Defence to ensure necessary cooperation.

“We have also seen from status report no. five (filed by the SIT) that letters have been addressed by the SIT to the Ministry of Defence in some cases as far back as in February, 2018 but the Ministry of Defence has

not even bothered to respond to those letters,” the bench noted in its order.

“The ASG says he will take it up with the Ministry of Defence and ensure that necessary cooperation is extended and letters will be responded with promptitude. We expect the Ministry of Defence to fully cooperate with the SIT,” the court said and listed the matter for hearing on July 2.

Singh told the court that the SIT would give a list of documents to the chief secretary and director general of police (DGP) of Manipur to ensure that all the materials were made available to the probe team or at least, an explanation on which documents were not available and why was given.

“We would require this to be done in a time-bound manner,” the bench observed, while noting that in the status report filed by the SIT, there were several entries concerning non-supply of documents by the police and other agencies.

The apex court directed the in-charge of the SIT, Sharad Aggarwal, to furnish the list within a week and said it expected that the chief

secretary and DGP of the north-eastern state would respond to it “positively within three weeks”.

“On the basis of the material on record i.e. the report of the CFSL (Central Forensic Sciences Laboratory) and documents and statements of witnesses, we expect the SIT to conclude the investigations by June 30, 2018 in respect of cases pertaining to Table II (judicial inquiry and high court cases) and III (NHRC) and file the final report under section 173, CrPC,” the court said.

As many as 31 FIRs have been lodged by the SIT under the category of cases in Tables II and III. During the hearing, the CFSL director assured the court that the reconstruction of the crime scene would be done expeditiously and he would ensure that the tasks pending with the department were completed at the earliest.

The apex court had earlier directed the SIT to expedite its probe into the alleged fake encounters, which had come under the scanner of the NHRC, the Gauhati High Court and some commissions of inquiry.

M ai r ang, M ay 1 9 (Agencies): Two persons lost their lives while two others were injured in a road accident which occurred at Umdishit Mawsawa village near Mairang in West Khasi Hills district on Saturday.

According to the SP of WKH, GD Kharwanlang, one Mahindra Maxx Sumo collided with a truck. The driver of Maxx identified as Bistarding Kharsyntiew (34) and one unidentified female passenger died on the spot, said Kharwanlang.

The injured persons have been identified as Abdul Miya (28) of Barpeta, Tarabari, Assam and Silo Mawlong (61) of Pyrda village.

Tripura reserves 10% police posts for women

Agartala, May 19 (IANS): Tripura’s BJP government, in a significant decision on Saturday, reserved 10 per cent posts in its police force for women to deal more efficiently with crimes related to them, a minister said.

“From now onwards, 10 per cent posts would be reserved in all types of recruitment in police force for women. Currently there is four per cent women police personnel in the Tripura Police force,” Education and Law Minister Ratan Lal Nath said after a cabinet meeting.

The meeting was chaired by Chief Minister Biplab Kumar Deb, who also holds the home portfolio.

IMPHAL, May 19: With no headway, another round of tripartite talks on finding a solution to the new district creation issue in Manipur ended at Senapati district headquarters on Saturday.

The talks unanimously agreed hold the next round of talk on July 28. Saturday’s tripartite talk involving Centre, Manipur government and United Naga Council (UNC) over the latter’s demand to rollback the creation of new district was the seventh round.

The talks ended without any headway as state government sought more time despite strong reaction from UNC for non-adhering to the assurance given by Manipur government.

A joint statement issued after the talk stated that during the talks, agreements reached in earlier rounds of talks were reviewed and agreed that there was “non-adherence to the four Memoranda of Understanding with the Manipur government and Centre’s assurance on the matter.”

Acknowledging that it has failed to finalize its stand on UNC demands by April 10 last, State government agreed to prepare concrete proposal in the next round of talk Saturday’s talk was convened by joint secretary (NE) Satyendra Grag. The ministerial team of Manipur government was led by agri minister V Hangkhalian while UNC was led by its president, Gaidon Kamei.

Mizo man sentenced to 10 yrs jail for rape Aizawl, May 19 (PTI): A Champai district court convicted a resident of Ngur village for raping a minor girl and sentenced him to 10 years rigorous imprisonment, court officials Saturday.

The court also slapped a fine of Rs 9,000 on the convict, Khamsavunga, the court officials said.

The officials also said that Judge R Vanlalena pronounced the judgement yesterday after announcing that Khamsavunga was found guilty of committing the crime.

Khamsavunga had raped the minor girl on December 10, 2014, while she was alone at her home.

“Our cadres celebrated the victory of democracy by breaking hundreds of coconuts at the party minutes after Yeddyurappa resigned and the three-day BJP government fell,” a beaming Congress spokesman Ravi Gowda told IANS here.

As the Bharatiya Janata Party (BJP) failed to muster the numbers (112) required for a simple majority in the 224member hung assembly, Yeddyurappa chose to step down than face the crucial floor test for trust vote, as directed by the Supreme

Terming Yeddyurappa’s resignation as a victory of the Constitution and the rule of law, former Congress Chief Minister Siddaramaiah said democracy had won in Karnataka.

“This is a victory of the public mandate, a victory for our institutions and ideals enshrined in the Constitution. My hearty congratulations to every member of the Congress and the Janata Dal-Secular (JD-S) for sticking to the path of truth,” tweeted Siddaramaiah soon after Yeddyurappa resigned.

Lashing out at state Governor Vajubhai Vala for giving Yeddyurappa 15 days to prove that he had

majority in a hung House, the Congress leader said the BJP was hell bent on forming the government by any means though it had only 104 legislators.

“The BJP’s attempt showed it had no respect for the Constitution or the people’s mandate. It had been functioning in a dictatorial manner, misusing powers to usurp the state.

It has kept the Central Bureau of Investigation, Enforcement Directorate and the Income-Tax department under its clutches,” charged Siddaramaiah.

Likening Prime Minister Narendra Modi and BJP’s National President Amit Shah to Hitler and Goebbles of Nazis in Germany, Siddaramaih said without the blessings of the duo (Modi and Shah), the BJP’s state unit could not have indulged in horsetrading and blatant subversion of the Constitution.

his newspaper, had, during two decades, extensively reported and commented on the need for improving travel facilities by air and rail to Dimapur since it is not only the gate way of Nagaland but it also serves portions of upper Assam such as Karbi Anglong, Jorhat, Golaghat districts as an important railhead besides facilitating air travel for passengers from Karbi Anglong and Golghat districts. Instead, passengers travelling by air and rail continue to face problems such a poor flight connectivity or perpetual unavailability of train tickets, which makes them feel that Dimapur is located at the remotest corner of the world. Instead of improving the travel facilities, the opposite is being done. In the case with air flights, there is every reason to believe that , notwithstanding the insignificant ‘development’ of passenger amenities at Dimapur airport, the most crucial aspect of providing better flight connectivity to other cities in the west and south have not been considered. Furthermore, the need for an additional flight between Delhi-GuwahatiDimapur has not been entertained .The state government and its MPs have failed to persistently pursue the reopening of this sector which used to be the route till the 90s. This flight will open up connectivity between Dimapur to Imphal, Dibrugarh, Aizawl, Silchar etc. The rise in air travel is not only in other airports but also in Dimapur. If one were to compare the declining graph of flights at Dimapur with other airports in the north east, it is clear that the major fault lies with the state government and its MPs. Other airports have improved very considerably mainly due to the persistent efforts of the state governments and their MPs. Lilabari airport in North Lakhimpur became functional only in 2003 but after improvement in number of travelers, it is to have daily flights.Even the airport at Aizawl became operational due to the determined efforts of that state government which constructed the runway. The airport has three airlines operating daily flights to Delihi, Kolkata, Guwahati, Ahemdabad and Imphal. Other airports in the region are developing very fast but not Dimapur,despite its locational advantages. Even Dibrugarh despite being close with Lilabari has been fully developed and having aerobridge for arrival and departure.Instead the attention is being given to Ude Desh Ka Aam Nagrik (UDAN) a central government scheme which aims to connect some airports including Dimapur with viability gap funding (VGF) if a fixed number of seats on the flight are sold at a fare of up to Rs 2,500. The other important issue regarding trade and travel is railways and again, Dimapur continues to be given a raw deal.

While it is an established fact that Dimapur Railway Station nets the second highest revenue for the North Frontier Railway in the entire north east after Guwahati; it is also a fact that the station has been deprived of its due share in terms of development of passenger amenities and better connectivity. The NFR headquarters at Maligaon,Guwahati has done very little to improve facilities and connectivity for the passengers travelling from Dimapur. Despite all the credentials, till today Dimapur has only one platform with roof while there is no roof over the other platform. There are around 40 long and medium distance trains from Tinsukia to Guwahati via Dimapur but not even one from Dimapur. It would have not added resentment if passengers at Dimapur are not getting their dues. Instead, NFR at Maligaon has transferred Dimapur from Lumding Division (81 Kms away) to Tinsukia Division (313Kms away). This has added logistic problems for the employees including passengers. All these problems are neglected by the state and that’s why the central authorities are doing what they please.

Paul was not referring here to imaginary things, but to things that are dangerously real. And he said we are “super-victors” in the midst of them, not because of our own ingenuity, nor because of our courage, but because none of them affects our essential relationship with God in Jesus Christ. I feel sorry for the Christian who doesn’t have something in the circumstances of his life that he wishes were not there.

“Shall tribulation…?” Tribulation is never a grand, highly welcomed event; but whatever it may be— whether exhausting, irritating, or simply causing some weakness— it is not able to “separate us from the love of Christ.” Never allow tribulations or the “cares of this world” to separate you from remembering that God loves you (Matthew 13:22).

“Shall…distress…?” Can God’s love continue to hold fast, even when everyone and everything around us seems to be saying that His love is a lie, and that there is no such thing as justice?

“Shall…famine…?” Can we not only believe in the love of God but also be “more than conquerors,” even while we are being starved?

Either Jesus Christ is a deceiver, having deceived even Paul, or else some extraordinary thing happens to someone who holds on to the love of God when the odds are totally against him. There are visible cracks occurring at the Kuda Bridge even during the ongoing maintenance.

On appointment of teachers as VDB secretary

ith reference to the ar ticle on deployment of teachers for election duty published by All Nagaland Teachers Association (ANSTA) on 13th May 2018 in local dailies, allow me to share a thought on the same. The apex forum expressed serious concerns over deployment of school teachers for poll duty saying it was in total violation of the December 6, 2007 Supreme Court judgment. The forum pointed out that all the training days including polling day fall on working/teaching days, depriving students from obtaining daily instructions from their teachers during such period. It would not only make the teachers miss classes, but would lead to unfinished courses resulting in high dropout rates and poor results of Government schools.

While appreciating the concerns on the career of the students expressed by the organization, it is felt necessary to point out a very pertinent issues being faced by the students.

As per notification issued

by Department of Rural development, none of the government servant shall be appointed by the village council to be VDB secretary and that includes the teachers of the government schools. It is also learnt that this order was further relaxed by the department stating that any government servant can become VDB secretary provided he/

n a jungle far away, dwelt animals of all shape, size and color, from white to grey. And yet they never knew what joy and harmony was, for the grass was not as fresh as hay and the water in the river a puddle of mud. But yet they grazed and drank for what choices had the poor animal citizens but to graze and drink.

For too long it lasted and now the fields of grass was scaling down to an alarming rate of famine, and the river barely running. They had to move to another vicinity; a place with fresh grass and blue rivers. But no one moved not because they couldn’t but weren’t allowed by scribes of the ancient scrolls that had penned the jungle belonged to the animals, and the animals belonged in the jungle.

And so it happened, one fiery summer a fire of wild passing by the wind took notice of the jungle and the animals and decided to visit them. As it touched the jungle, the jungle began to torch and blaze. This time there was no stopping anything and every animal spread scattered running gasping for breath and seeking out promising shelter. Many leaders of kind and groups gathered the panicked citizens in queue and groups.

Without any road map and plan, they all set moving towards finding a new home and on it to promise a paradise for all the future kin.

As they journeyed, they at times took the wrong turns with collateral damages and met dead ends and thorny undergrowths, still they learned and turned looking for alternate route for the new home. Though some kept chewing the same rug most took sense of the journey and to learn and explore while on it. Some of the ones at the forefront were the hyenas, lions, ostriches, elephants, lemurs, cheetahs etc. and they walked and the citizens followed suit. The birds also flew and accompanied the journey. The birds who navigated the sky and saw the earth with their ethereal eyesight also chirped to the citizens below. The land dwellers could only listen to sounds from the ground and as the ones in the forefront took the next step, the rest followed.

This concludes the unfinished journey of the beautiful inhabitants of the incinerated forest. It took Moses forty years to lead the Israelites from wilderness to Canaan, and it is with faith the citizens travelled to seek their new home free from corruption in the jungle law never to revert back but to thrive in exuberance for eternity.

It is found that now, some village authorities have appointed school teachers to be VDB secretary in the Village Development Board for a term of 5 years. As one can see that the nature of secretary is so heavy that one has to run from pillar to post, devote one’s time and efforts in offices, entertain visiting officials and meetings. If the concerned authorities, like ANSTA, NSF, Village Education Committee (VEC) and local Students Union so concerned on the career of the youngsters should raise this issue and make it sure that none of the teachers are appointed as VDB Secretary as it involves more time and efforts than Election Duty.

It is suggested that the Rural Development Department or the Chairman of Village Development Board (DC) not to entertain any candidate who fails to produce the required document.

If these organizations mean business of what they preach, should ensure and caution the Director of School Education not to issue any NOC to any teacher as VDB Secretary so as not ruin the careers of students.

The common issue among infrastructure managers appears to be that they don’t have the money to replace all the bridges that need work. Instead, they continue to do patch fixes and temporary improvements.

The more rust erodes without a fresh coat of paint, the closer it grows to needing full replacement. As bridge concrete deteriorates, occasionally dropping in chunks to the roadway, the choices are to patch it up or eventually face the need for a new one. As a bridge nears

the end of its life, the first indication is a sign restricting the weight on trucks that cross over it. Truckers and heavy vehicle needs to follow a particular route to destination to avoid these further hazards and restrictions. It is clear that the structure’s constructions have to be monitored and periodically maintained, so as to extend their service life as much as possible. It’s not a matter of if those bridges will fail, but when. So their replacement shouldn’t be an issue or debate but instead repair works or new replacement plan should be put into work immediately, if not a decade ago. We need to show we’re serious about putting money in safety

upgrades.

We all need to figure out how we’re going to make these investments and figure out how to get it done sooner. I worry accidents, in combination with congressional inaction, is going to create chaos and anger among the ridership.

This is basically what we have all have been talking about for a long time, for a better transformation in our city. We need a national basis, a solid plan of action, a new deal, for transportation. After all, we are only asking for is basic infrastructure and safer travelling.

My freedom my Nagaland

aving been born in Nagaland, I always felt myself to be God’s special child as I was nurtured with values from our revered church, schools and tribal culture. The feeling of being different, blessed and above board than the rest and my vow to fight for the sovereignty was nursed all through my adolescence until I had my recent tryst with reality that made me look within and ask whether it’s our nation or of only a few self proclaimed freedom fighting groups. It’s a question that faces me and every right thinking Naga as a challenge of our identity and we need to ponder.

The issue of my generation is not of lost faith or disrespecting and not honoring our forefathers, who sacrificed their lives for a cause of the motherland, but it’s about the present and the future of Nagaland; it’s present and next generation.

We need freedom from whom; I always wonder? Who’s governing us, who has annexed our land, who is our policy maker, where is the enemy that we are fighting to save our motherland, where really is the sinister, I wonder!

The truth is that today we are governed by multiple agencies - our tribal organizations for the cultural ethos and rituals, our elected government for planning our policies and development and above all by diktats from parallel government of various freedom fighter groups. In reality we need freedom to follow any faith, free-

dom to explore the world, freedom to work, freedom to become global citizens and above all freedom from any type of diktats, freedom from multiple taxes and freedom from corruption.

As a young person I feel peeved by the actions of our Nationalist groups and condemn them for their diktats and taxation policies which are harassment for respected people and challenging for economically not so well off segment of the society. Moreover, this taxation is coupled with a threat which further perplexes me about my identity of being a Naga or Non Naga. Moreover nationalism can’t be imposed and definitely not taxed. The funnier side of it is that my generation perceives this practice of extortion called as taxation in our land as “helping of unemployed

brethren by the employed”.

It’s time to move on to new realm and new horizons for our youth to free ourselves from the cocoon of evil and sinister designs of external forces to decimate the Naga tribes and the state.

The youth must take plunge and take reins of both Naga Nationalism and governance for real development of our land. The land does not belong to a few but to all people and tribes equally.

It’s as much mine as yours and as much yours as mine and we must rise and fight for our rights against the evil in us, anathema of our society and the curse of corruption, illegal taxation & unlawful diktats to make our state truly sovereign, socialist and developed in all spheres.

The service providers of mobile connectivity within Tseminyu block is very poor viz, Airtel, BSNL, Vodafone, etc. The signal strength of mobile keeps blinking on and off like an alarm signal and calls are disrupted every now and then. Airtel, claiming the fastest network, should realize that even after getting connected to the other mobile the voice from other end are not heard. The government has come up with a regulation for penalty for call drop, therefore, the service providers should be more careful in providing quality services to the citizen for what they pay.

She was suspected by Indian intelligence agencies of spying for Pakistan’s Inter-Services Intelligence since 2008.

According to the prosecution, the ministry of external affairs had received information that Gupta had been maintaining unauthorised contacts with Pakistani intelligence officials and was passing on sensitive official information personally as well as through electronic means from her computer at her office and residence in Islamabad.

The prosecution had stated that she passed on the information to the ISI handlers through her e-

mail account from October 2009 to April 2010. The court said that Gupta was a modern educated woman who had served in different embassies and at the time of the offence, she was posted in a very sensitive position in the high commission.

“Undoubtedly, from a person of her stature, it was expected that she would act in a more responsible manner than an ordinary citizen as she was at a high position of trust but her actions tarnished the image of the country and has caused severe threat to the security of the country.

Gupta was convicted under Sections 3 and 5 of the Official Secrets Act which attract a maximum sentence of three years and fine or both.

She had sought leniency from the court on the ground that she was a senior citizen, a single woman and was a victim of circumstances.

Public prosecutor Irfan Ahmed had opposed her submissions stating that she was an educated woman and was holding an impor-

tant position and that it was not expected from a person of her stature to be involved in such activities.

He had said that she understood the consequences of her act.

Gupta was arrested on April 22, 2010 by the special cell of the Delhi Police on the charge of passing on sensitive information to Pakistani officials and remaining in touch with two ISI officials, Mubshar Raza Rana and Jamshed.

While convicting Gupta, the court had observed that in one of the e-mails, she had promised to collect information regarding hydroelectric power projects in Jammu & Kashmir which could have had a serious repercussion on the country’s security.

Gupta had denied the incriminating evidence against her and had stated that she was innocent and was falsely implicated in the case by the officials of the high commission and the MEA with whom she had strained or frosty relations, in connivance with police officials in Delhi.

New Delhi, May 19 (IANS): Supreme Court judge Justice Jasti Chelameswar, who retired on Friday, has said that he stood up for certain “issues and values” wherever he perceived things were going wrong and had nothing personal against anyone in the system.

“I stood up for certain issues and values. Wherever I perceived that things were going wrong, I stood up, I raised questions... If something is good, it is to be preserved. If something is doubtful, it is to be checked and rectified, I had nothing personal against anyone in the system,” Justice Chelameswar said in a farewell event on Friday.

NEW DELHI, May 19 (AGENCIES): Former diplomat Madhuri Gupta, who had served at the Indian High Commission in Islamabad, was on Saturday sentenced to three years in jail for passing on sensitive information to Pakistan’s ISI, with a Delhi court saying her actions caused a “severe security threat”.

Additional Sessions Judge Sidharth Sharma gave her the maximum sentence for the offences of spying and wrongful communication of information protected under the law, observing that an educated woman like her did not deserve any leniency.

Sixty-one-year-old Gupta, who was the second secretary (Press & Information) at the high commission from 2007 till her arrest on April 22, 2010 during a visit here, was held guilty on Friday under various provisions of the Official Secrets (OS) Act. After passing the sentence, the court granted bail to Gupta to allow her to appeal against the conviction and the sentence.

New Delhi, May 19 (Agencies): The government expects a maximum impact of $50 billion on the oil import bill due to rising oil prices, according to Economic Affairs Secretary Subhash Chandra Garg.

“The Indian basket has gone up and if prices go up then this will naturally have an impact on the oil import bill,” Garg told reporters on Friday. “Last year’s oil import bill was $110 billion. We estimate a maximum additional impact of $25-50 billion under various scenarios of price levels. The current account deficit will also be impacted.”

He, however, did not disclose whether the Centre had decided on an oil price level above which it would cut excise duties to ease the burden on consumers.

“The situation you see should make it clear what the position is,” Garg said, alluding to the fact that excise duties have not been reduced despite oil prices touching $80 a barrel.

The Secretary also said it was not true that the government’s revenue increases when oil prices rise, since the excise duty on fuel is a set amount per litre and not a percentage of the price.

New Delhi, May 19 (PTI): India has dragged the US to the World Trade Organisation’s dispute settlement mechanism over the imposition of import duties on steel and aluminium, an official said. India has stated that the decision will impact exports of these products to the US and it is not in compliance with global trade norms.

“India has filed a dispute under the aegis of the WTO on the issue of imposing import duties by the US on certain steel and aluminium products,” the official said.

The country has sought consultations with the US under the WTO’s dispute settlement mechanism.

Seeking consultation is the first step of dispute settlement process. If the two nations are not able to reach a mutually agreed solution through consultation, India may request for a WTO dispute settlement panel to review the matter.

On March 9, US President Donald Trump imposed heavy tariffs on imported steel and aluminium items, a move that has sparked fears of a global trade war.

Washington, May 19 (PTI): At a time when India plans to purchase five S-400 Triumf air defence systems for around $4.5 billion from Russia, the US Saturday said its friends and allies should take into consideration the law under which any significant purchase of military equipment from Moscow would attract American sanctions.

US officials said the major defence purchase by India from Russia would attract sanctions under the Countering America’s Adversaries through Sanction Act (CAATSA), which was signed into law by US President Donald Trump in August 2017 and went into effect in January this year.

Prime Minister Narendra Modi and Russian President Vladimir Putin will hold an informal summit in the Russian city of Sochi on Monday, and official sources said the possible impact of the US sanctions against Russia under CAATSA on Indo-Russia defence cooperation may also figure during the talks between the two leaders.

“CAATSA is a feature and we need to take it seriously. The (Trump) administration is always

bound by US law. This is a US law. I’m hoping that not just India, but all of the partners that we engage with will understand that we will have to evaluate any potential large defence purchase from Russia seriously because that’s what the law demands of us,” Tina Kaidanow, Principal Deputy Assistant Secretary of State for Political-Military Affairs, told reporters.

Kaidanow travels to India next week, during which she will hold talks on defence trade and peacekeeping, which are among two key areas of the rapidly growing US-India partnership as envisioned in the administration’s Indo-Pacific strategy.

Referring to the conversation that the US is having with India and other countries on CAATSA, Kaidanow said the US wants this to be a positive discussion, not framed on the negative.

“We are going to have to continue to have that conversation with both our Indian counterparts and others about how do we deal with the CAATSA issue.

B e i j i n g , M ay 1 9 (IANS): China has landed bombers, for the first time, on disputed territory in the South China Sea prompting fresh US warnings that it is destabilising the region, said China’s air force.

A video showed an H-6K landing and taking off from a base on Woody Island, the largest of the Paracel Islands, BBC reported on Saturday quoting experts from the Asia Maritime Transparency Initiative (AMTI) as saying. Woody Island, which China calls Yongxing, is also claimed by Vietnam and Taiwan.

Although China has deployed fighter jets to Woody Island in the past, this is the first time bombers have landed on a South China Sea island, the AMTI said. It added that an H-6K could reach all of South East Asia from the island.

However, Beijing’s Defence Ministry did not specify where the bombers landed but said the training involved simulated strikes against sea targets. An H-6K pilot, Ge Daqing, was quoted in a statement as saying that the training “sharpens our courage and enhances our capabilities in a real war”.

Sadr has reinvented himself as an anti-corruption champion after making his name as a militia chief fighting US forces after the 2003 invasion of Iraq. He is also a fierce critic of Iran.

L a h o r e , M ay 1 9 (IANS): The Pakistan Cricket Board (PCB) has issued a show cause notice to veteran all-rounder Mohammad Hafeez, who raised objections over the International Cricket Council’s (ICC) procedure of dealing with suspect bowling actions.

According to a report by cricbuzz, the board on Friday also sought an explanation from the 37-yearold within the next seven days beside barring him from speaking to the media. “Basically, he (Hafeez) has been served a notice for criticising the ICC in an interview. He was sent the notice in on Friday evening through e-mail and has seven days to reply,” a PCB spokesperson said.

After being reported of flexing his elbow more than the permissible 15 degrees in a match against Sri Lanka in 2017, Hafeez was allowed to resume his bowling on May 1 following a reassessment of his action on April 17.

The results of Hafeez’s test at the Loughborough University showed that his elbow extension was within the permissible limit.

In a recent interview to BBC Urdu, Hafeez had said that the ICC officials were perhaps a little lenient regarding bowlers from specific countries.

Jaipur, May 19 (PTI): Young Shreyas Gopal spun a web around a star-studded Royal Challengers Bangalore batting line-up with a brilliant four for 16, helping Rajasthan Royals to a 30-run victory to keep his side in the reckoning for a play-offs berth in the IPL, here Saturday.

The 24-year-old legspinner led a fine bowling display by the home side as it shot RCB out for just 134 in 19.2 overs after opening batsman Rahul Tripathi had helped the Royals post a competitive 164/5 with a solid unbeaten 80 off 58 balls. HI names Rajinder Singh as president New Delhi, May 19 (IANS): Hockey India on Saturday named Rajinder Singh as its president after Mariamma Koshy submitted her resignation from the post.

Koshy, a former statelevel striker, was appointed Hockey India chief in November 2016 after Narinder Dhruv Batra had stepped down after being elected as the president of the International Hockey Federation (FIH).

Koshy had in various capacities been involved in hockey administration for over two decades.

“Mariamma Koshy has contributed to Indian hockey over the last two decades and we are grateful for her services. She has been a guiding light for the Federation and also a big source of inspiration to many players and administrators alike.

We wish her the best in her future endeavors,” Hockey India secretary general Mushtaque Ahmad said in a statement.

Rajinder Singh took charge on Saturday. He was earlier the Hockey India treasurer and is currently the treasurer of the Jammu & Kashmir state unit.

Svitolina reaches Italian Open final

ROME, May 19 (Agencies): Holder Elina Svitolina dominated Anett Kontaveit 6-4, 6-3 in 74 minutes on Saturday to reach a second straight final at the Italian Open.

The Ukrainian will play for the trophy on Sunday against the winner of the high-profile semi-final between Maria Sharapova and top seed Simona Halep.

The first meeting between Svitolina and Kontaveit featured four breaks of serve in the first eight games, with the fourthseeded defending champion

snatching the early lead after 39 minutes.

Svitolina moved to 3-1 in the second set, reached 5-3 with an ace and served out victory a game later on her second match point.

“I’m very proud of myself already that I reached the final. You know, it was really tough, from the beginning, from the first match,” world No. 4 Svitolina said.

“I work for these kind of matches, I work on it every day. When my opponent tries to hit everything, I have an answer. And when my opponent tries to play maybe a little bit more into

court I can attack, so that’s an answer.”

Pliskova fined after hitting chair Rome, May 19 (Agencies): Karolina Pliskova has been fined a “four-digit amount” for smashing an umpire’s chair in Rome earlier this week.

The world No 5 was furious at a line call in the penultimate game of her defeat to Greek Maria Sakkari at the Internazionali BNL d’Italia. After her smash was called out - and shown on TV replays to be inside the line - Pliskova pleaded with umpire Marta Mrozinska to over-rule but to no avail.

After Sakkari wrapped up victory, Pliskova initially held out her hand to Mrozinska only to withdraw it and smash her racket against the side of the umpire’s chair, creating a sizeable hole.

The WTA does not make its sanctions public, but Pliskova’s fiance and manager Michal Hrdlicka revealed on Twitter both that the 26-year-old had been fined and that she will donate the same amount to charity.

Barcelona honours Andres Iniesta

Iniesta was given a special Barcelona shirt to commemorate his time at the club.

Iniesta, 34, joined the Barcelona organisation as a 12-year-old, playing in the youth divisions and the B team before being promoted to the main squad in 2002.

The entire team and coaching staff, current and former club executives, Iniesta’s family, ex-teammates Samuel Eto’o and Xavi

Hernandez, and worldclass athletes from other sports such as NBA stars Pau and Marc Gasol were among the roughly 300 invited guests on Friday.

Journalist Jordi Evole played the role of master of ceremonies, introducing Sergio Busquets, Xavi, Eto’o, Gerard Pique, Jordi Alba and others who took the microphone to share anecdotes from a podium crowded with trophies representing the 32 titles Iniesta has won with Barcelona, including the 2017-2018 La Liga and Copa del Rey. “These final hours are not passing easily. It’s difficult to accept it and to

think that the moment is coming to leave the club.

I’m trying to enjoy it to the max, especially on Sunday when I will say goodbye to what has been my home,” said Iniesta.
