Centre releases `278.8 crore for Nagaland Spl. Correspondent

NEW DELHI, MAY 20 (NPN): Centre this week sanctioned two separate amount to Nagaland-- Rs. 263.80 crore for May instalment of devolution of states’ share in central taxes & duties and Rs. 15 crore as part of the grants to Urban Local Bodies (ULBs) in nonmillion plus cities. According to Finance ministry out of Rs 46,038.70 crore released to 28 states on Monday, as May instalment of devolution of states’ share in central taxes and duties, Nagaland was allocated Rs. 263.80 core. “These releases, similar to April releases, have been calculated based on tax receipts projected in Budget 2020-21 & not as per actuals,” the ministry said in a tweet. It added that the Government’s prime objective has been protecting states’ revenues and meeting their liquidity requirements in their fight against the COVID-19 pandemic. Further, on Tuesday the Finance ministry, as per recommendation of the 15th Finance Commission, released Rs. 5000.25 crore to at least 28 states including Nagaland, which received Rs. 15 crore for the year 202021. The ministry pointed out that the amount was to be used by local bodies for location-specific felt needs, except for salary or other establishment expenditure.

D I M A P U R , M AY 2 0 (NPN): State power department has appealed to all consumers especially in Dimapur to reduce the use of air condition and judiciously use other power consuming gadgets since the department was having a difficult time to handle the increasing power usage. In a press note, chief engineer (D&R) stated that in case the present increase of power consumption continued, the department would be compelled to resort to regular shutdown and also start vigorously disconnecting consumers who were not paying their bills.

NH-2 blockade called off

D I M A P U R , M AY 2 0 (NPN): The proposed indefinite blockade along NH-2 by civil society organisations of Senapati district have been called off. In a statement, Naga People’s Organisation, Senapati District Students’ Organisation, Senapati District Women Association said that economic blockade was called off after the state government assured to set up an inquiry committee to probe the case against deputy commissioner Senapati, Somorjit Salam for violating the COVID-19 protocols.

214 active COVID-19 cases in NE

D I M A P U R , M AY 2 0 (NPN): While four states of North East region— Nagaland, Sikkim, Arunachal Pradesh and Mizoram— are COVID-19 free, fresh cases of coronavirus were reported in Assam, Manipur, Tripura and Meghalaya on Wednesday. According to report, 31 new COVID-19 cases were reported in Assam on Wednesday taking the tally to 188. Eighteen cases were reported Wednesday night, all from quarantine centres, while 13 were reported earlier in the evening, said Assam health minister Himanta Biswa Sarma. Out of the total 188 positive cases, 133 are active, four have died, three migrated, and 48 were cured and released from the hospital, he said. MANIPUR: Tally of infections rose to 23 in Manipur after 16 people who recently returned from Chennai, Delhi and Guwahati tested positive for the novel coronavirus on Wednesday. MEGHALAYA: A man, who returned from Chennai, has tested positive for COVID-19 in Meghalaya, chief minister conrad K Sangma has said. The Chennai returnee coronavirus patient has been admitted at a COVID-19 hospital in the Garo Hills, the CM said. With the new case, the number of COVID-19 cases in the state has risen to 14 but the Chennai returnee is the only active case in the state at present as 12 people have recovered from coronavirus and one has died. Meanwhile, two persons who attended the Tablighi Jamaat congregation in Delhi have arrived here, according to district officials. Both have been sent for home quarantine after medical screening, the official said.

TRIPURA: Four more persons tested positive for COVID-19 in Tripura, taking the total number of cases in the state to 173, Chief Minister Biplab Kumar Deb said. He said the four persons who tested positive for COVID-19 had recently returned from Chennai and are now under treatment. “850 samples have been tested for #COVID19 today and among them 4 persons found positive,” Deb tweeted on Tuesday. Tripura Minister Ratan Lal Nath on Tuesday claimed that the state has the highest recovery rate of coronavirus patients in the country. Tripura’s recovery rate is 68.83 per cent while the national average recovery rate is 39 per cent, he claimed. Meanwhile, there is a danger of quarantine facilities in the country emerging as breeding grounds of COVID-19 and other contagious diseases. Of the positive cases so far, majority of them have come from different States. Several thousand people have returned to their respective states from places.

Antibody neutralizes SARS, COVID-19 coronaviruses: Study

SAN FRANCISCO, MAY 20 (IANS): An antibody first identified in a blood sample from a patient who recovered from Severe Acute Respiratory Syndrome (SARS) in 2003 has demonstrated ability to prevent SARS-CoV-2 live virus infection of cells in laboratory, says a study, raising new hope in the fight against COVID-19. The antibody, called S309, is now on a fast-track development and testing path at San Francisco-headquartered Vir Biotechnology in the next step toward possible clinical trials. The initial results, published in the journal Nature, could ultimately pave the way for using the S309 antibody, alone or in a mixture, as a preventive measure for people at high-risk of exposure to the COVID-19 coronavirus or as post-exposure therapy to limit or treat severe illness, according to the scientists. “We still need to show that this antibody is protective in living systems, which has not yet been done,” said study co-author David Veesler, Assistant Professor of Biochemistry at the

Vir Biotechnology in a separate statement said it is advancing two clinical development candidates based on the S309 antibody as potential therapeutics for COVID-19 -- VIR-7831 and VIR-7832 -- in collaboration with GlaxoSmithKline plc. The research showed that the S309 antibody is particularly potent at targeting and disabling the spike protein that promotes the coronavirus entry into cells. It was able to neutralise SARS CoV-2 by engaging

with a section of the spike protein near the attachment site to the host cell. Through their cryoelectronmicroscopy studies and binding assays, the researchers learned that the S309 antibody recognises a binding site on the coronavirus that is conserved across many sarbocoviruses, not just the SARS and COVID19 viruses. That is probably why this antibody, instead of being single-minded, is able to act against related coronaviruses. Combining the S309 antibody with other, though weaker, antibodies identified in the recovered SARS patient enhanced the neutralisation of the COVID-19 coronavirus, said the study.

NEW DELHI, MAY 20 (PTI): Nationwide COVID19 tally crossed 1.1 lakh Wednesday with over 5,000 new cases getting detected during the day. In its morning 8 AM update, the Union Health Ministry said the COVID19 death toll has risen to 3,303 after 140 more deaths were reported in the last 24 hours, while the number of cases across the country rose by more than 5,600 to reach 1,06,750. However, a PTI tally of figures announced by different states and union territories, as of 9.15 p.m. , put the nationwide tally of confirmed cases at 1,10,590 and the death toll at 3,355. This showed 5,092 new cases since Tuesday night and 210 more fatalities, while the recoveries also increased by over 3,000 to 44,757. During a press briefing on the COVID-19 situation, Health Ministry Joint Secretary Lav Agarwal said the

total active COVID-19 cases now stands at 61,149 in the country and 42,298 people have recovered. The current recovery rate stands at 39.62 per cent while it was 7.1 per cent at the beginning of lockdown, he added.

Nagaland COVID-19: Results of 33 awaited D I M A P U R , M AY 2 0 (NP): Out of 985 COVID19 suspected samples sent for testing from the State on Wednesday, results of 952 have reported negative, while results of 33 samples were awaited, principal secretary Home, Abhijit Sinha informed on Wednesday. In addition, 27 samples tested by Truenat machines have reported to be negative, he said. Further, as on May 20, a total of 3904 persons were screened while 1008 persons were under Facility Quarantine.

D I M A P U R , M AY 2 0 (NPN): Angami Youth Organisation (AYO) has demanded to know the reason from the department of health and family welfare Nagaland as to why were its personnel withdrawn from the Khuzama check gate when COVID-19 cases were reported in the north east, particularly Manipur. AYO president Kekhrie Pfukha claimed that the medical team arrived for duty at the check gate on Marcy 24 but were withdrawn on May 14 on the plea of shortage of medical staff for quarantine centres with the arrival of stranded returnees. AYO said entry and exit points of a state were crucial areas to combat diseases for which vigilance should always be maintained at check gates. (Cont’d on p-6)

D I M A P U R , M AY 2 0 (NPN): Chakhro Angami Kuda Union(CAKU) including Business Association of Nagas (BAN) have expressed strong condemnation over the “tax” demand served on the proprietor of T.K service/Progressive Motors Dimapur by cadres of a Naga National Political Group (NNPG) including threat to close down the business if the taxation demands were not met. CAKU: Chakhro A n g a m i Ku d a U n i o n (CAKU)though its president Zelhou Ziekhrü and general secretary Thejangulie Angami, expressed pain that “ the so-called national workers under different banners, have issued several demand letter in the name of yearly taxation to a prominent businessman “ the Progressive Motors at Darogapathar village Dimapur”. CAKU said the exorbitant amount charged by the faction was beyond expectation and that the verbal

threat on the dealer served by a particular factionNSCN(Unification) had forced Progressive Motors “to close yesterday.” CAKU mentioned that while the entire country under lockdown due to COVID-19 pandemic has affected the economy of every individual, “ the forceful demand of taxation imposed on the business community, is very unfortunate”. The union therefore condemned the action of “so-called Naga nationalist” for forcefully imposing such act against citizens. Pointing out that this was not the first time that such a threat had been issued to the owner, the union observed that the respect shown by him and the business community in general to Naga nationalist groups have emboldened them and anti-social elements. Asserting that intimidation to Naga citizens irrespective of their tribes by armed groups was not ac-

ceptable, CAKU threatened that it will denounce such groups working against the interests of their own people “as anti-Naga”. CAKU further warned that if any untoward incident happened to any family member of Progressive Motors or staff, the particular faction would be held solely responsible. CAKU also said it would not shy away from declaring non-cooperation against that particular faction in any manner deemed fit for the welfare of innocent citizens. Appealing to all right thinking citizens to condemn such act by national workers, CAKU also urged the law enforcing agencies in the State to remain vigilant and curb all sorts of extortion and illegal activities that directly or indirectly put lives of members of business community and ordinary citizens in danger. tioned that the proprietor TK Angami, is a well known and veteran businessman, employing about 270 people in his establishments. BAN strongly condemned “this inhumanly act of demanding this “so called tax” when the entire country was under lockdown. It said that businesses have been affected very badly in the last few months especially the automobile sector. I n s t e a d o f g iv i n g “some words of brotherly encouragement” in such a difficult situation, BAN said threatening a fellow Naga was uncalled for. The association has urged upon the governor of Nagaland to advice NNPGs against issuing threats and collection of illegal tax. BAN also appealed to all NNPGs to spare the business community in such difficult times as Naga businesses were yet to recover from the impact of COVID-19.

COVID-19: Lockdown affects private school teachers ACC19TFN serves ultimatum on state govt Correspondent

KOHIMA, MAY 20 (NPN): As the nationwide lockdown enters the third month and educational institutions continue to remain closed, teachers of many private schools have been adversely affected as many of them are without salary while some are being paid half even as their workload has increased manifold as they have been entrusted to take online classes. Narrating their tale of woe, some teachers told Nagaland Post that many school managements were utilising their services for online classes. But they regretted that despite the best efforts being put by them, many schools, including reputed ones, were only paying half of their salary. They alleged that certain schools did not even pay them after March even as monthly school fees were not

compromised, adding some school authorities had even made parents pay for “lunch and transportation fee” during this lockdown. Interestingly, some school managements had also reportedly informed teachers that their salary would be based on their “online performance”. A teacher, who did not wish to be named, from a private school commented that they were putting in huge efforts to reach out to their students through different means even during the lockdown but complained of having received only half salary, which was making their life miserable because even if when paid full, their salary was meagre. He wished that parents and the school management were a little more empathetic towards the teachers’ condition just as they were to the students. However,

the overall crisis has deepened as many parents are reluctant to pay school fees on the ground that classes have not been conducted for the past two months. Taking note of the situation, it has been learnt that the Department of School Education will convene a meeting with the private school authorities ver y soon. Meanwhile, mentioning that apps like WhatsApp, Teno, Zoom and Google Forms were used in online classes, teachers of a School in Kohima explained that they prepare and send notes, besides assignments, on WhatsApp and ask their students to note them down in their exercise copies. They said they send both audio and video messages on WhatsApp explaining the chapters, especially of Math, Science and English, as it often becomes difficult

DIMAPUR, MAY 20 (NPN): All Cities COVID19 Task Force for Nagaland ( AC C 1 9 T F N ) , w h i c h was recently formed by a group of Nagas stranded at various cities outside Nagaland, has served a twoday ultimatum on the state government to respond and fulfil its assurances given to the stranded citizens from Nagaland. In an ultimatum to the state chief minister, ACC19TFN expressed outrage at the state government’s failure to respond to its earlier appeal dated May 14, 2020 regarding “arrangement of transportation for stranded Nagas outside Nagaland and other necessary arrangement for COVID-19 issues.” ACC19TFN said they had been expecting a call or an official communiqué, (Cont’d on p-5) but have not received any

tion between other state governments and Naga student unions to have an efficient and more organized evacuation of stranded people. Stating that they have been working as frontliners for stranded citizens outside Nagaland, the ACC19TFN, however, said when the state government, which was their only hope did not respond even to their queries, they were left perplexed and mortified.
