Two state NGOs implement MDM scheme K.V. Nurumi

T U E N S A N G / LO N G LENG, MAY 21 (NPN): The state government’s endeavour to involve NGOs to take over the responsibility of implementation of Mid Day Meal (MDM) scheme in the two districts of Tuensang and Longleng is proving to be of success. The department of school education, under the initiative of the minister for school education, Yitachu, inked an MoU with two NGOs, one each in Tuensang and Longleng. While the Eleutheros Christian Society (ECS) of Tuensang signed the MoU on 31st October 2016, the Phom Community Development Project (PCDP) signed its MoU with the state Government on 29th November 2016. The concept behind this agreement was to have a “centralized kitchen” for effective implementation of the MDM scheme. This Correspondent travelled to Tuensang and Longleng to get firsthand account and information on the implementation of MDM scheme in these two districts.

New Industrial Package for NE soon: Nirmala NEW DELHI, MAY 21 (AGENCIES): A draft Cabinet note proposing a new industrial package for the Northeast is being readied for circulation, Union Minister of State for Commerce and Industry Nirmala Sitharaman said today. Addressing a press conference today, the Union Minister said the new policy would be more effective and robust. Currently the NITI Aayog and the Department of Industrial Policy and Promotion are engaged in giving it a final shape, she said, adding, a note would then be drafted and circulated among members before being approved by the Cabinet. As reported, the North East Industrial and Investment Promotion Policy (NEIIPP) had come under cloud after the Centre, vide a notification in December 2014, had suspended registration of new units. It meant no new units, registered postDecember 1, 2014, would be eligible for enjoying the benefits under NEIIPP. The Centre had sited fund crunch as the reason behind taking that decision. Though the Centre later re-introduced the policy, many of the incentives under the policy had been diluted.

In Tuensang, ECS is implementing the scheme in partnership with three Church Associations namely the Khiamniungam Baptist Churches Association, United Sangtam Baptist Lithro “A” and Yimchungru Baptist Boro Amukhungto. The three Churches manage the implementation of the scheme in their respective areas with the Church members themselves organizing the supplies, cooking and transportation of the cooked meals for the school children. The total number

of students covered under the scheme is 15022 of primary and upper primary. For the Chang and Tuensang town areas, ECS introduced a centralized kitchen with an aim to reduce the burden of the teachers in preparing the meals. According to Khumla Chang, an ECS representative, the concept of centralized kitchen which was started at GHSS Thangjam in the month of November 2016 now caters to seven more schools in and around Tuensang town. At GHSS Thangjam, the meals

prepared at the centralized kitchen at the ECS headquarters, are packed and delivered to 8 schools located in Tuensang town. Khumla admitted that the management of the kitchen is in the initial stage and steps are being taken to improve the efficiency and quality in delivery. The ECS official also said that while there has been support from various quarters but at the same time “some” have been critical towards ECS and the Churches. However she

said that the organization along with the Churches and stakeholders would continuously work towards improving the quality and efficiency of service delivery in order to achieve the goals set out for the implementation of the programme. At GHS Chingmelen and GHSS Thangjam, school authorities and teachers admitted that the some of the burden that the school had to undergo in the previous arrangements has now been relieved after the introduction of centralized kitchen. It was also made known to this correspondent that the enrolment had seen an increase from previous years. Temjenkala, Headmistress GHSS Thangjam expressed satisfaction over the implementation of MDM scheme through centralized system. She said that the students are fed twice in a week with cooked and packed meal. Jongshimongla, SDEO Tuensang said that, with the involvement of the NGO in the MDM implementation, the work load on her staff has been eased considerably.

Japan to invite 25 people from Manipur and Nagaland to visit country: Kenji Correspondent/Agencies

IMPHAL/GUWAHATI, MAY 21: Japan’s Ambassador to India, Kenji Hiramatsu, who was on a state visit to Manipur to attend the 73rd anniversary commemoration of the Battle of Imphal (WWII), informed that the Japanese government would be inviting at least 25 persons from Manipur and Nagaland to visit Japan as part of the ‘people to people’ contact programme. Stressing on the need to build stronger ties with states like Manipur and Nagaland, Hiramatsu also sought the cooperation of the people in finding out the places where bodies of the World War II soldiers were buried. He said the battle of Imphal and Kohima was the most fearsome battle fought during the World War II where over 70000 Japanese soldiers laid down their lives. For this, he said the Japanese government has taken the initiative to locate the bodies of those soldiers buried at various places. The Ambassador also (Cont’d on p-8) informed about Japan’s de-

sire to build a war museum at Maibam Lokpa Ching, Bishnupur district, a historically important place where the British and the Japanese soldiers fought during WWII. He said the Japan was also looking forward to enhance cooperation with India, especially with Manipur in the field of education, sports, arts and culture. As a part of enhancing the cooperation, he said a seminar would be held in Imphal in November for students who are interested to study in Japan.

ment’s inclination to invest in the North East and also offer any other feasible support for new ventures. Japan officially offered support for various ongoing, as well as upcoming development and infrastructure projects, in Nagaland, Manipur and Assam. “He (Hiramatsu) said the NE region has immense potential and with the kind of priority being given to the region by the Government of India, the Government of Japan looks forward to engage itself as a partner at different levels, both financially and otherwise,” a government spokesman said. “He said besides trade and entrepreneurship, the government of Japan also has an emotional link with the region” because it was in the area (Manipur and Nagaland) during the WWII where thousands of Japanese soldiers were killed. The DoNER minister, appreciating the offer made by Japan and said ministry of DoNER will look forward to engagement of Japanese resources in the making of roads and bridges in the NE region among others.

EPAN calls for protecting Govt will find permanent solution to ‘We don’t support state funding special provision- Art. 371 A Kashmir issue, says Rajnath Singh of polls: ECI tells Parl panel DIMAPUR, MAY 21 (NPN): Ex-Parliamentarians Association of Nagaland (EPAN) has resolved that the people of Nagaland should uphold and protect the special provision as guaranteed under Article 371 (A) in letter and spirit. This was one of the resolutions adopted by the association during the workshop on ULB vis-à-vis Art.371 (A) held at the Capital Convention Centre, Kohima May 20, 2017. The ex- parliamentarians noted that Nagaland was the only state in India that was established through a political agreement known as the sixteen point agreement and Article 371 (A) of the Constitution of India, a special provision for the people of Nagaland, was the foundation upon which the statehood was based. They expressed the view that the people of Nagaland should have a common view/interpretation of the rights as guaranteed under Article 371 (A) of the Constitution of India. The ex-parliamentarians maintained that any divergent views amongst the people of Nagaland would have far reaching consequences upon the future generations. “We therefore call upon the state government to constitute a consultative committee on ULB vis-à-vis Art.371 (A) which shall have consultations with all the stake holders starting from the village level and to organize workshops/seminars in all the districts and submit its final report to the state government,” they stated. Meanwhile, the ex-parliamentarians have expressed appreciations to the state government and resource persons for making the workshop a grand success.

Pelling (Sikkim), May 21(PTI): Amidst the ongoing unrest in Jammu and Kashmir, Home Minister Rajnath Singh said on Sunday that the NDA government would find a permanent solution to the Kashmir issue. Addressing a public reception in this western part of the tiny Himalayan state, Singh said Pakistan had been trying to destabilise India by fomenting trouble in Kashmir. “But I want to tell all of you that our government will find a permanent solution to the Kashmir issue,” he said, without elaborating. The Home Minister’s statement assumes significance as it comes at a time the Kashmir Valley has been witnessing widespread unrest since April 9 when the bypoll to the Srinagar

The April 12 bypoll to the Anantnag Lok Sabha seat had to be postponed by the Election Commission in view of the “scary” situation in Kashmir. Last year, around 80 people lost their lives in the unrest following the killing of Hizbul Mujahideen militant commander Burhan Wani. “Kashmir is ours, Kashmiris are ours and Kashmiriyat is also ours. Minister said leaders of all neighbouring countries, including Pakistan, were invited to show that the new government wanted to have friendly relations with all countries. However, he said, there had been no change in Pakistan’s attitude towards India and it wanted to destabilise India. “We hope that Pakistan will change. If it does not change, we have to change them. After globalisation, one country can’t destabilise another country as the international community will not forget it,” he said. Rajnath is on a threeday visit to Sikkim during which he attended a conference of Himalayan states to review the security situation and development activities along the SinoIndian border.

NEW DELHI, MAY 21 (AGENCIES): The Election Commission has told a parliamentary committee that it does not support state funding of elections but instead seeks “radical” reforms in the way funds are spent by political parties. State funding of polls imply the government providing funds to parties and candidates to fight elections, replacing the existing system of ploughing in private or party funds for the job. “The Election Commission is not in favour of state funding as it will not be able to prohibit or check candidates’ own expenditures or expenditures of others over and above that which is provided by the state (government). “The Election Commission’s view is that for addressing the real issues, there have to be radical changes

in the provisions regarding receipt of funds by political parties and the manner in which such funds are spent by them so as to provide for complete transparency in the matter,” it said in a written submission before the parliamentary standing committee on Law and Personnel. The committee is examining the issue of EVMs, paper trail machines and electoral reforms. On Friday, the committee had discussed electoral reforms with senior EC and Law Ministry officials. In a consultation floated ahead of its 30 March, 2015 meeting with stakeholders on the issue of political finances, the EC had said, in view of the high cost of election campaigning in terms of media advertisements and public rallies, use of “big money” in politics is a major concern.

Over 1800 IAS officers fail to disclose asset details ANTAM flays 44 AR action NEW DELHI, MAY 21 (PTI): Over 1,800 IAS officers have not submitted details of their immovable assets to the government within the stipulated time frame this year. All officers of the Indian Administrative Service (IAS) are mandated to submit Immovable Property Returns (IPRs) of a year by Januaryend of the following year, failing which their promotion and empanelment can be denied. As per De par tment of Personnel and Training (DoPT) data, as many as 1,856 IAS officers have not submitted their returns for 2016. Of them, the highest of 255 such officers are from Uttar Pradesh cadre, 153 from Rajasthan, 118 from Madhya Pradesh, 109 from West Bengal and 104 from Arunachal Pradesh-GoaMizoram-Union Territories (AGMUT) cadre.

As per norms, civil services officers are also supposed to give details of their assets and liabilities to the government. Besides, the officers need to take prior permission from the central government before accepting gifts worth more than Rs 5,000. They also need to inform government if they accept gifts of over Rs 25,000 from their relatives or friends, according to the rules. There are 82 IAS officers from Karnataka cadre, 81 from Andhra Pradesh, 74 from Bihar, 72 each from Odisha and Assam- Meghalaya, 70 from Punjab, 67 from Maharashtra, 64 from ManipurTripura and 60 from the Himachal Pradesh cadre who have not submitted the IPR for 2016, according to the DoPT data. As many as 56 IAS officers of Gujarat cadre, 55 of Jharkhand, 52 from Haryana, 51 of Jammu and Kashmir, 50 from Tamil Nadu, 43 of

Nagaland, 38 of Kerala, 33 from Uttaranchal 29 from Sikkim and 26 from newlyformed Telangana have also not submitted their IPRs, it said. The total sanctioned strength of IAS is 6,500, including 1,450 promotion posts. Of them, 5,004 IAS officers are working in various parts of the country. Besides, there are 1,527 and 1,537 IAS officers, including some from central civil services, who have not submitted their Immovable Property Returns for 2015 and 2014 respectively. As per the details mentioned in an online system meant for submission of IPRs, there are 1,461 and 1,764 bureaucrats who have not given such details for 2013 and 2012, respectively. A total of 2,150 and 2,418 officers have failed to submit the Immovable Property Returns for 2011 and 2010 respectively, it said.

DIMAPUR, MAY 21 (NPN): All Nagaland Taxi Association Mokokchung (ANTAM) has strongly condemned what it claimed the “unwarranted abduction” of its president, I Tali Jamir, by 44 Assam Rifles personnel on May 20, 2017 between 5am and 6am. In a press release, ANTAM vice president, S. Toshi, and general secretary, Meren Longchar, said that on May 20, 2017 morning its president had gone to collect a demand letter issued by one of the Naga Political Groups (NPGs) at the Alino bus counter when some Assam Rifles personnel in civilian clothes “simply forced him into a car” and drove him away to 44 AR Camp for ‘questioning’ before handing him over to the Mokokchung Police Station–I. The association said its president was released on failing to find any substantial wrong doing on his part. However, ANTAM said the “unwarranted action’ of 44 AR has caused a lot of mental harassment to its president and also a fear psychosis among the taxi drivers in Mokokchung district. The association said they have selflessly dedicated to the cause of the people, but have faced a lot of hard-

ships from time to time while delivering their services to the public. ANTAM pointed out that like all organizations and business communities, it also receive demand letter from different groups especially the NPGs. It said that when such demand letters was received, it was the responsibility of the office bearers to deal with such demand letters. Therefore, ANTAM said that “abducting” its president simply because of a letter sent in his ‘care of ’ was “uncalled for, unwarranted, and utterly brutish.” Further, stating that AR action has caused a fear psychosis among the association members, ANTAM said if this was not addressed carefully it would leave a bad precedent and would compromise the security and dignity of its service not only in Mokokchung but also in the whole of Nagaland. ANTAM has therefore called upon all the right thinking citizens of Mokokchung to seriously ponder upon the “unwarranted action” and condemn in the strongest term. ANTAM has also appealed to the general public and security agencies to understand the hardships of its members. K Y M C
