DIMAPUR, MAY 22 (NPN): Recently formed Nagaland Congress (NC) continues to cite RTI responses to expose questionable practices in the government over appointment of employees and in the latest, it has taken on the Agri department over the process of recruitment/appointments as on October 13, 2016. Furnishing details based on the RTI response from the Directorate of Agriculture , NC media cell pointed out that “only 10% of total regularized employees in the department were appointed through NPSC; 0.4% through combine recruitment exam and 1% on compassionate ground & on deputation.” NC alleged that the rest (90% regularized employees) were appointed either “directly” or through “questionable” departmental process. It further pointed out that contractual appointment of 206 ATMA employees were made by the department and 64 KVK employees through interview board. KOHIMA, MAY 22 (NPN): Manipur chief minister, N. Biren Singh, on Monday asserted that his government supported the Indo-Naga peace process and said “let us stay together.” Singh said “as long as we exist” there would be issues and problems in every society, but should be addressed through dialogue and discussion to find the solution. Manipur chief minister said this while addressing the inaugural programme of two-day Barak Spring Festival at Senapati town, Manipur organized by Naga people’s organization (NPO) consisting of five Naga tribes of the district namely Poumai, Thangal, Maram , Mao and Zeliangrong on Monday. Referring to the May 2010 incident at Mao gate, where two students were killed during rally, Singh urged the Naga people to forgive and forget and look forward to better relationship and peaceful co-existence. He assured the gathering that his government was for peace and development in the state. Singh also sought the support and cooperation of public to carry out developmental activities in the state.

NEW DELHI, MAY 22 (PTI): The Supreme Court Monday came to the rescue of the parents of a youth who was killed in a road rage case in 2011 by the son of Manipur chief minister N Biren Singh by seeking the responses of the Centre and the state on their plea alleging that they feared for their lives. A vacation bench comprising Justices L Nageswara Rao and Navin Sinha issued notices to the Union Home Secretary and the Manipur Chief Secretary to respond by May 29 on the plea by Irom Chitra Devi, mother of Irom Roger who was killed. The bench did not issue notice to the Chief Minister and others in the case as sought. NEW DELHI, MAY 22 (PTI): Undertrials accused of crimes carrying a punishment of seven years in jail should be released on bail if have spent one-third of that time, or two-and-half years, behind bars facing trial, the Law Commission will recommend to the government. As part of sweeping changes to make bail easy, the law panel will recommend tweaking Section 436 A of the Criminal Procedure Code (CrPC) so that those who are accused of crimes which attract a term of over seven years be released on bail if they have spent half of the term behind bars while facing trial. According to a senior official who is part of the panel, the Commission will also recommend that undertrials who cannot produce a non-monetary surety -- an undertaking by an individual that the undertrial will appear before authorities when required -- be allowed to instead deposit government identity documents such as Aadhar, voter I card or PAN card to get bail. “But what happens if a

person fails to turn up even after depositing the identity document? We are still working on it,” the official said. The new provision, he said, would help those who find it difficult to get a person stand surety for them in an alien city. As of now, Section 436 A of the CrPC deals with the maximum period for which an undertrial prisoner can be detained. As per law, if a person is accused of a crime which is not an offence where the punishment is death, he should be released on bail if he has been in jail for half the period “extending up to one-half of the maximum period of imprisonment specified for that offence under that law”. There are no separate cut-offs as is being recommended by the law panel now. But the reality is that two-thirds of prison inmates in India are undertrials, the National Crime Records Bureau (NCRB) has said. In 2016, the government had asked the Law Commission to recommend a new Bail Act. Earlier this

year, it revised its plan saying there was no need for a stand-alone law. The law panel should only recommend changes in the CrPC to make getting bail easy and uniform. In September last year, then Law Minister D V Sadananda Gowda had asked then Law Secretary P K Malhotra to ask the Law Commission to recommend a standalone Bail Act to quell the perception that the existing system is “inextricably linked to the financial well-being of the accused”. Gowda had suggested the need for examining the desirability of having a separate Bail Act under a “major revamp” of the bail system. The minister had said bail should be granted as a matter of right and be denied only when there is fear that the accused can tamper with the evidence, influence witnesses or commit more crimes while out of jail. “... the matter has been re-examined by the central government and it has been decided that there may be no need for a stand alone Bail Act,” the ministry later told the Commission.

NPCC to decentralise decision making process: Therie PPC appeals CE PWD (NH) Correspondent

KOHIMA, MAY 22 (NPN): Nagaland Pradesh Congress Committee (NPCC) has decided to decentralise its programmes and policies so as to allow the people at the grassroots to participate in decision making in the election process. Informing this at the press conference at Congress Bhavan here Monday, NPCC president K. Therie said AICC and PCC are to frame the policies and programmes, ideologies and principles and will impart training according to the need of the districts. He said Assembly Constituency Committees (ACCs) will also be empowered to nominate their respective candidates and there will be no imposition of candidates either from DCC, PCC or AICC. He admitted that there was a big vacuum of leadership in Congress as many

members had defected and said the party want a change in the state thereby opportunity will be given to youths in the coming election. He said the NPCC expected some political changes and the din and dust of ongoing political polarization have not settled down. Therie opined that Naga youth were capable of becoming the best legislators in the nation so the Congress expects them to participate as party candidates in the forthcoming election. He also predicted that due to the churning within Naga society and church and in view of anti-incumbency against the present government, there will be a sizeable shift of votes from the present government to secular forces. Therie maintained that Congress is the only secular party in Nagaland and that the rest such as RSS and its political wing, the BJP are communal.

Further, he also predicted that votes for the present ruling party in Nagaland will be divided into three or four factions and Congress which secured 27.6 % votes in the 2014 Lok Sabha election will gain some percent. Therie said he anticipates vote shift from the NPF due to anti-BJP sentiments of a minimum of 7 to 10%. Coupled with anti-incumbency vote shift of around 3 to 5 %, he said these will together result in net 10 to 15 % shift from NPF to Congress. He was positive that if this happens, Congress will have absolute majority in the next election. He pointed out that in 2013 assembly election, 32 Congress candidates lost by small margins and in most places, were placed second. Even in the 2018 election, he said most of them want to contest from Congress party and so looked forward to the next poll battle. Taking

a dig at the current elected members, Therie described the members as “jackals”. He said if they were to be elected again they will remain jackals and no one can expect a clean government. Therie also slammed the present elected members for not being able to speak for their people. He said the legislators have become “dumb” but not deaf and so no reason why Nagas would want to have dumb legislators who can no longer represent people nor legislate laws. He said people of the state today want fresh blood because they do not have any expectation from the current members. He said when new faces come, people know they will not have money and so people won’t expect it form them. Therie said Congress will not buy votes in the forthcoming election but that the party organisation

Therie exuded confidence of being able to bring changes in the state, but added that to achieve this, “we have to stand by the clean election and elect members who are not corrupted”. To queries, Therie said he heard from “third party” that Dr. Shürhozelie will face bye-election from Northern Angami-I before the six months that ends on August 22.

D I M A P U R , M AY 2 2 (NPN): Phom People Council (PPC) has appealed to the Chief Engineer PWD (NH) for immediate restoration/repairing of the bridge located about five kms away from Changtongya town (Longleng-Changtongya SARDP-NE road). In a press note, PPC said the RCC bridge which was repaired temporarily with wooden planks during last monsoon season was damaged, causing immense hardship to travelers plying

in this route. PPC said the particular road was the life line for the Longleng district including Tobu ADC Hqs and Angjangyang SDO (C) Hqs, under Mon district. Once this road is blocked all the vehicular movement would be completely halted affecting the normal life of the district, PPC added.
