22 killed, 59 injured in UK terror attack MANCHESTER/LONDON, MAY 23 (AGENCIES): A 22-year-old Libyan-origin suicide bomber set off a powerful homemade bomb at a concert of US pop star Ariana Grande in Manchester, killing at least 22 people and injuring 59 others, in the deadliest terror attack in Britain since the 2005 London bombings. Greater Manchester Police identified the attacker as Salman Abedi. Born in Manchester, he is the second youngest among four children of a Libyan refugee couple who came to the UK to escape the Gaddafi regime, media reports here said. Greater Manchester Police said the suspect is yet to be named by the coroner and therefore cannot release any further details about him at this stage. “A 23-year-old man from Manchester has so far been arrested in connection with the bombing. We have also enforced warrants at two addresses in the city,” said Greater Manchester Police chief constable Ian Hopkins. Local reports and reports from US authorities have claimed that Abedi was

Don’t impose, but encourage Hindi teaching: HRD panel NEW DELHI, MAY 23 ( AG E N C I E S ) : S t a t e s should be encouraged to “voluntarily” include Hindi in the curriculum instead of “compulsorily” teaching the language, the Hindi Advisory Committee of the HRD Ministry has recommended. The recommendation comes following deliberations on a presidential order last month asking the ministry to consult states on making Hindi compulsory till class 10 in school saffiliated to the Central Board of Secondary Education (CBSE) and Kendriya Vidyalyas, a move which was criticized by several non-Hindi speaking states. President Pranab Mukherjee had given his nod to the commendations of the Committee of Parliament on Official Language. “In a meeting of the Hindi Advisory Committee, the members were of the view that instead of giving instructions or directions about teaching Hindi compulsorily in class 9 and10, the states should encourage teachers to teach Hindi voluntarily,” a senior official of the Human Resource Development Ministry said.

Nagas in Arunachal ask Centre to intervene over autonomous council New Delhi, May 23 (IANS): The Naga community in Arunachal Pradesh has urged the Centre to intervene in the longdelayed matter of granting autonomous council status to Tirap, Changlang and Longding (TCL) districts, so that these areas can see socio-economic development. Alleging that the Arunachal Pradesh government was denying the Nagas their genuine demand, the community said they had waited for too long to see development in the districts, and felt the area could develop only under an autonomous council. “The central government must immediately constitute a committee to find out the real problem faced by the Nagas and support the autonomous council demand,” a statement issued by the affected Nagas in TCL areas said. The Nagas hoped that intervention by Prime Minister Narendra Modi would “heal the sufferings of our people” caused

due to under-development of the TCL area. According to the community, their demand for an autonomous council, which could focus on the development of TCL areas, is deliberately being sidelined by the Pema Khandu government in Arunachal Pradesh. The community has questioned the state government’s intentions in view of lack of initiatives towards provision of basic facilities like education, health and roads for Tirap, Changlang and Longding areas. “While our brothers in Nagaland are enjoying a full-fledged state with a special status, we have been left in the lurch to fend for ourselves. We feel dejected because of the lackadaisical attitude of the government towards our grievances,” said the statement. A new students’ wing has also been formed to push for the demand of autonomous council for the Nagas in Arunachal Pradesh.

PB Acharya pitches for use of mother tongue in primary schools Correspondent

K O H I M A , M AY 2 3 (NPN): Nagaland governor, PB Acharya, on Tuesday pitched for introducing mother tongue as the medium of instruction at primary schools. Addressing the 47th Tenyidie Annual Seminar held at Ura Academy Badi Kohima on Tuesday as chief guest, the governor stressed on the importance of mother tongue and said that language has power to bring souls together and urged all to respect and make proud of the language. Acharya said mother tongue would vanish if it was not given due attention. Governor congratulated Ura president and chief minister, Dr. Shürhozelie Liezietsu, for his significant contribution towards the progress of Tenyidie language and literature. He also congratulated the government of Nagaland for the implementation of the three-language policy to preserve, protect and promote the local Naga languages besides national language Hindi and English.

Sharing his personal association with the North east people for the last 40 years, the governor said the region has potential to develop with rich natural resources. He called for making Nagaland a strong state with its rich resources and thousands educated youths. Acharya also informed that eight universities in India have introduced four dialects of North east. Challenging the universities, governor said the universities have not addressed the actual problem of the society and urged to do something more. He said it was only in 1970 that a renewal study and research on Tenyidie took place, which also led to the development of the language in the academia. Liezietsu lamented that before the 1970s, due to the conflict and national movement, the Tenyimia community could not focus on the development of Tenyidie. However, he said with the efforts of a few elders in times of conflict, work towards the preservation and promotion of Tenyidie continued. He attributed progress of Tenyidie to the elders. Army destroys 3 get life term in `1000 cr NC Hills scam Pak posts; govt GUWAHATI, MAY 23 (IANS): A special National Investigation Agency court here on Tuesday sentenced to life imprisonment three convicts of the Dima Hasao terror funding case and awarded eight to 12 years’ imprisonment to 11 others convicted in the case. Those three sentenced to life are Niranjan Hojai, commanderin-chief of Dima Halam Daogah (J) militants, the outfit’s chairman Jewel Garlosa, and the then Chief Executive Member of the North Cachar Hills Autonomous Council (NCHAC) Mohet Hojai. The three have also been fined Rs 25,000 each, the NIA advocate in Guwahati said. The two cases were registered in 2009 on allegation of huge amounts of money being siphoned off from the development funds allotted to the NC Hills Council, in connivance with contractors and government servants and the money being sent to the DHD(J) for procurement of arms and ammunition and for terrorist activities. Bijon Mahajan said that they will move the high court against the NIA’s special court pronouncement against Niranjan Hojai. The scam refers to the siphoning off of funds meant for development activities in the North Cachar Hills district (now called Dima Hasao district) to the coffers of the militants, particularly the Dima Halam Daoga (DHD) militants led by its chairman Jewel Gorlocha. The money was used by the militants to procure arms and ammunition to wage war against India. This was the first case to be taken up by the NIA in Assam in 2009. The accused included Jewel

Gorlosa, Niranjan Hojai, Mohet Hojai (former chief executive member NCHAC) and a social welfare department official, R.H. Khan. Granted an interim bail in 2011 by the Gauhati High Court on the condition that they would take part in peace talks with the government, both Gorlocha and Hojai later joined BJP and successfully contested the Dima Hasao District Autonomous Council. Hojai also became the chief executive member of the autonomous council in 2015, when the BJP wrested power from the Congress in the Council.

NEW DELHI, MAY 23 (AGENCIES): The government has strongly backed Army’s action of destroying Pakistani posts along the LoC to counter terrorism in the valley. Union Defence Minister Arun Jaitley on Tuesday said such “preemptive” actions are needed to ensure peace in Jammu and Kashmir. Indian Army is taking preemptive and measured actions to counter terrorism in valley and disengage Pak posts across LoC supporting infiltration, Jaitley tweeted after the Army announced that it had acted at the LoC. Earlier, the Army said it launched “punitive fire assaults” on Pakistani positions across the Line of Control, inflicting “some damage”, days after two of its troopers were beheaded. BJP media cell said the party’s aim was to establish a democratic state which guarantees to all citizens irrespective of caste, creed or sex, political, social and economic justice, equality of opportunity and liberty of faith and expression. DIMAPUR, MAY 23 (NPN): Khaghaboto Area GBs’ Association (KTKK) said it has taken strong note of the failure of the PWD (Road & Bridges) and the responsible contractor to resolve their differences and resume construction works on the unfinished Shozukhu-Zukihe bridge under Dimapur district. In a press release, KTKK president, Vikato Aye, and general secretary, Khuheto Zhimomi, recalled that on April 18, 2017, the association, through a press statement, had urged both the parties to sort out the differences within 15 days. However, it said that even after the expiry of the deadline, the department and the contractor have failed to respond to its demand. KTKK said the department and the contractor were not at all concerned for the wellbeing of the villagers who have had great expectations from them. Therefore, the association asserted that it has resolved to immediately initiate the resumption of construction works with its own resources and with the support of the public as it had declared on April 18, 2017. In this regard, the association has urged the department and the administration to cooperate in its effort, which it said was for the benefit of the common people at large.

DIMAPUR, MAY 23 (NPN): Expressing dismay over the slow progress of the construction of Doyang RCC bridge near G ove r n o r ’s c a m p Liphanyan, the Ralan Area Student’s Union (RASU) has appealed to the state government to initiate necessary action to complete the work at the earliest. In a press note, The incomplete Doyang RCC bridge near R A S U p r e s i d e n t Governor’s camp, Liphanyan. (RASU) Nchumrhung Lotha said the union inspected the site and was discouraged to see that only three pillars were erected even after the expiry of the construction period. RASU further pointed out that as per the reply of the concern minister, during the last Assembly session, it was made known that an amount of Rs 2214.27 lakhs was sanctioned to the contractor. However, the work done and the amount sanctioned does not tally at all, RASU stated. In this regard, RASU questioned the government as to why the concern department including the Nagaland Foot Hill Road Construction Committee (NFHRCC) and so also the affected Naga tribes were silent. “The project was initiated after much hue and cry, and the said project when completed will benefit the entire Naga tribes,” it added. RASU also questioned the contractor as to why the construction work had stopped this year 2017 when the amount sanctioned, as stated by the minister, was enough to complete the project. K Y M C
