ACAUT wants report on Lokayukta panel D I M A P U R , M AY 2 8 (NPN): ACAUT Nagaland has opposed the move of the Nagaland Legislative Assembly (NLA) to extend the tenure of the select committee on Nagaland Lokayukta Bill 2015 by another six months, instead asked the committee to table the report in the monsoon session of the assembly in July 2017. In a statement, ACAUT media cell reminded NLA that tenure of select committee on Nagaland Lokayukta Bill 2015 was for six months and extendable by another six months at a time, which has been expired. Also, ACAUT said that on May 26, 2017, upon invitation by the chief minister at his office, they had submitted a petition to Dr.Shürhozelie Liezietsü demanding that the Lokayukta Bill be implemented during the monsoon session. ACAUT therefore urged Dr.Shürhozelie to apply his wisdom and institute the Lokayukta in Nagaland.

Ban on cow slaughter not acceptable to Nagas: NPCC D I M A P U R , M AY 2 8 (NPN): NPCC has slammed BJP government at the Centre, saying that the move to impose nationwide ban on sale of cow/cattle for slaughter by taking shelter under the Prevention of Cruelty to Animals Act, 1960 was a blatant display of their communal and divisive agenda, which would not be acceptable to the Nagas. Rather, NPCC media cell in statement said that the BJP-RSS indulging in cow politics was a ploy to cover up their failures after promising “acche din” to the people. Congress also said that even after three years in power, Prime Minister and his “bhakts” were still behaving like an opposition. Other than cow politics, NPCC stand was that BJP government was only busy in celebrating and inaugurating Congress led UPA projects nationwide. T h e r e f o r e, N P C C
asked the Nagas to wake up and collectively voice out before it was too late to stop the tide of BJP led communal forces. Congress party in the state also asked NPF government “which has been the comfort party of the BJP for the past 15 years” to out rightly reject nationwide ban on sale of cow/cattle for slaughter. NPCC also hit back at State BJP unit that its clarification on secular credentials could not absolve the blatant misdeeds perpetrated by their communal masters across the country. Further, NPCC vowed to stand by the Nagas and that it would not allow BJP and its communal affiliates to start coercing or dictating our people according to their communal agenda. For this, NPCC said it was prepared to walk an extra mile to safeguard our rights to live as free citizens guaranteed by the Indian Constitution.

Need innovative ways for dirty wars, says Army Chief NEW DELHI, May 28 (PTI): The Indian Army is facing a “dirty war” in Jammu and Kashmir which has to be fought through “innovative” ways, Army Chief Gen Bipin Rawat has said, stoutly defending the use of a Kashmiri as a ‘human shield’ by a young officer. In an exclusive interaction with PTI, Rawat said the main objective of awarding Major Leetul Gogoi, when a Court of Inquiry was finalising its probe into the incident, was to boost the morale of young officers of the force who are operating in a very difficult environment in the militancy- infested state. “This is a proxy war and proxy war is a dirty war. It is played in a dirty way. The rules of engagements are there when the adversary comes face-to-face and fights with you. It is a dirty war.... That is where innovation comes in. You fight a dirty war with innovations,” Rawat said. The Army Chief ’s Commendation medal to Gogoi, who had tied a man to an Army jeep and used him as a human shield from stone throwers last month

was criticised by human rights activists, Kashmiri groups and by a few retired Army generals. A video of the incident had triggered a row with many condemning it. Gogoi was awarded for his sustained efforts in counter- insurgency operations. “People are throwing stones at us, people are throwing petrol bombs at us. If my men ask me what do we do, should I say, just wait and die? I will come with a nice coffin with a national flag and I will send your bodies home with honour. Is it what I am supposed to tell them as chief ? I have to maintain the morale of my
troops who are operating there,” Gen Rawat said. Talking about the complexity of the security challenge in the state, he suggested it would have been easier for the armed forces if the protesters were firing weapons instead of throwing stones. “In fact, I wish these people, instead of throwing stones at us, were firing weapons at us. Then I would have been happy. Then I could do what I (want to do),” he said. Gen Rawat, who had served in Jammu and Kashmir extensively, said if people in any country lose fear of the Army, then the country is doomed.

Tuensang Hospital in pathetic state D imapur , M ay 2 8 (NPN): Following a joint visit by Eastern Nagaland Wo m e n O r g a n i s a t i o n (ENWO), Tuensang Unit and the Chang Students Union (CSU), Tuensang Town, to the Civil Hospital Tuensang from May 24 to 26,2017 the two bodies have issued a joint appeal to the department responsible and authorities to redress myriad grievances at the earliest failing which the public of the town would be compelled to make their move and the Union was prepared to take further steps if the demands were not fulfilled. According to a joint statement by CSUTT president Bhukyim and ENWO Tuensang unit president Bahla, the condition of the hospital has been degenerating instead of improving. The neglect was such that it had even caused death in some particular case due to
“poor maintenance”. The two bodies were however grateful to the doctors and nurses for their “selfless sacrifices” while discharging their duties. In their list of demands, the two bodies have stated that besides unavailability of required medical specialists, the hospital also does not have even an Intensive Care Unit (ICU) and managing with broken machineries. The shambles in infrastructure and non availability of required doctors has compelled patients to travel beyond Tuensang even for minor surgery or other health issues. The demands include: (1) permanent posting of at least two Gynaecologists to Tuensang (2) posting of Paediatrician, Anaesthetist and Eye Specialist (3) replacement of X-ray and Ultra Sound machines (4) repair of ambulance vehicle
for emergencies (for which clarification and justification was reportedly sought by the departmental authority (5) posting of doctor specialised in treatment of tuberculosis. The two bodies reminded that the above demands are not new but which had been raised by ENWO Tuensang Unit on September 24,2016. Despite lapse of eight(8) months since, the department authorities have not responded and instead “abandoned” the hospital and left public to face untold hardship. Despite the hardships faced by the public, CSUTT and ENWO Tuensand Unit maintained they have shown “resentment”. However in the present situation, they demanded that the government and the higher authorities of the department take step if not , both including public would be compelled to act. K Y M C
