Protest marks visit of ministerial team

KO H I M A , M AY 2 8 (NPN): In an effort at damage control following the controversy over sending off all quarantined returnees of Tuensang even before test results for COVID was out, a ministerial team flew by chopper to Tuensang for an emergency meeting with Tuensang District Taskforce at Tuensang on Thursday. According to DIPR, the meeting was chaired by DC Tuensang Kumar Ramnikant, who is also chairman of the taskforce and attended by H&FW minister S.Pangnyu Phom, I&PR, SCERT and village guards adviser Toshi Wungtung, H&FW principal director Dr Vizolie Suokhrie and representatives of
ENPO, CKS, YTC, USLP, COC, All Wards Union Tuensang, church associations and Red Cross Society. Those who spoke focussed on the send-off of returnees to Tuesang from Kohima before COVID tests results were out and how this has caused huge damage to the preventive measures taken by the district authorities. They demanded setting up of BSL-3 laboratory at Tuensang at the earliest, besides highlighting the issue of manpower shortage to run the COVID hospital. Speaking at the meeting, minister of health and family welfare S. Pangnyu Phom called upon all to learn from the incident and come together to fight the pandemic. (Cont’d on p-7)
CM, CS admit lapses in sending off returnees
Nagaland chief minister Neiphiu Rio and chief secretary Temjen Toy have admitted lapses on the part of the state government in sending the Chennai returnees to Tuensang even before waiting for results of test done for COVID-19. Informed sources said this was conveyed at a joint meeting held with Eastern Nagaland Peoples’ Organization, Eastern Nagaland Legislator Union (ENLU) and other senior government officials Thursday. Sources who attended the meeting informed Nagaland Post that both Rio and Toy had expressed regrets for the unauthorised sending-off.
HSLC, HSSLC exam results on May 30 D I M A P U R , M AY 2 8 (NPN): Nagaland Board of School Education (NBSE) on Thursday announced that the provisional results of the HSLC and HSSLC Examinations 2020 would be declared in the late afternoon of May 30, 2020. In a notification, NBSE chairman Asano Sekhose stated that the results would be made available in four modes—inter net, SMS, Android Mobile App and printed form. Meanwhile, NBSE has informed that in view of the COVID-19 pandemic lockdown and in order to maintain social distancing, the documents would be issued to the centre superintendents only from June 5, 2020. The centre superintendents have been asked to collect and distribute to the schools coming under his/ her centre. The dates of collection would be prepared districtwise and made available in the Board’s website and the district Whatsapp groups. All centre superintendents have been requested to check the dates and collect accordingly. NBSE informed that standard operating procedure for distribution of documents was available in its website www.nbsenagaland.com

Confederation of Chang Students’ Union (CCSU) activists and others staged a protest against the treatment meted out to returnees from Chennai, quarantined at Kohima and who were made to leave for Tuensang Tuesday before result of COVID-19 tests were out and also on how the returnees were sent off with only three Marie biscuits and a small bottle of water. The CCSU earlier held a meeting with the visiting ministerial team led by health & family welfare minister S.Pangnyu Phom and others. According to CCSU president Chingmak Kumchuba, the meeting with the ministerial team that also included I&PR minister Toshi Wungtung and principal director H&FW Dr. Vizo-
lie Suokhrie was initiated by DC and SP Tuensang. He said the returnees of Tuesang who had arrived Nagaland from Chennai on May 22 and quarantined at Kohima were sent off even before COVID test results were out and also after being given only three marie biscuits and water each. At the meeting the union offered the visiting team marie biscuit and water to visiting team led by health & family welfare minister S. Pangnyu Phom. Kuchumba also informed that the minister had apologized for the lapses and appealed for working together. Kuchumba also informed that all the COVID-patients were shifted to Tuensang COVID Hospital and their health condition was stable.
ENPO demands disciplinary action against erring officials for Tsg fiasco KOHIMA, MAY 28 (NPN): Eastern Nagaland People’s Organisation (ENPO) has demanded that the chief minister should immediately initiate disciplinary action against the State government officials involved in the deliberate mismanagement that led to a COVID-19 positive person being sent to Tuensang along with other passengers, resulting in a spike in the number of cases in the district. In a representation submitted to Rio during a meeting along with chief secretary Temjen Toy and other senior government officials here on Thursday, ENPO president Kekongchim and general secretary Manlang Phom said the incident occurred due to absolute mismanagement, utter negligence and discrimination verging on criminal carelessness in handling of COVID19 cases by the officials.
They said the complacency of the authorities concerned in handling suspected COVID cases became evident as test results of one of the Tuensangbound passengers came positive, and by that time the patient along with 168 others had already reached Tuensang. The representation stated that people of Eastern Nagaland were outraged by the discrimination and mistreatment meted out to them and demanded immediate action within three days, failing which ENPO would take its own course of action and the State government would be solely held responsible. The Organisation submitted a five-point charter of demands, which included initiating disciplinary action immediately against the government officials involved for deliberately
violating SOP and forcefully directing transportation of the stranded people to Tuensang without waiting for results of tests conducted on them. This, the organisation said resulted in sending a COVID-19 positive case along with 168 others, thus endangering the lives of many. The ENPO representation also demanded that the State government should immediately send more doctors and experts to the four districts of Mon, Longleng, Tuensang and Kiphire, sanction required funds for the four districts for handling the COVID crisis, immediately set up BSL-2 laboratory as committed by the government, set up isolation wards in the four districts and update of daily status reports to the district in-charge legislator in order to ensure proper coordination.
Kumchuba expressed disappointment at the way the State machinery handled the situation, when passengers who left Kohima around 3-4 p.m. were not served lunch. He said the returnees arrived Tuensang after 12 hour at 4.50 a.m. Wednesday in five buses . He expressed gratitude to Ao Senden for providing refreshments to the travellers at Ungma village gate. Even as the ministerial team were on their way to the helipad, activists of CCSU and some protestors showered Marie biscuits and some quarter bottles of water as a sign of protest. The protestors carried placard some which read: “Shift the capital to Tuensang, we can shoulder every citizen of Nagaland”, “We are not second class citizens”, “Don’t appease us with Marie biscuits and a glass of water”, etc, as they demanded suspension of officials involved for violating all safety norms and protocols. HM seeks views on lockdown extension
NEW DELHI, MAY 28 (PTI): Union Home Minister Amit Shah spoke to all chief ministers on Thursday and sought their views on extension of the ongoing nationwide lockdown beyond May 31, officials said. The telephonic conversations of the home minister came just three days before the end of the fourth phase of the lockdown. During his talks with the chief ministers, Shah sought to know the areas of concern of the states and the sectors they want to open up further from June 1, the official said. Details of the views of the chief ministers were not known immediately but it is understood that majority of them wanted the lockdown to continue in some form but also opening up of the economic activities, an official said. The Centre is expected to announce its decision on the lockdown within the next three days.

`79.21 cr spent for COVID in Nagaland

KO H I M A , M AY 2 8 (NPN): To set aside speculations over how much the state government has spent in the fight against the novel coronavirus (COVID19) pandemic, Nagaland Post has obtained relevant data showing the break-up of expenditure under various heads. As per the copy of receipts from the Central and State governments made available to Nagaland
Post upon inquiry, the state government had spent Rs 79.21 crore in fighting the COVID-19 pandemic between March and May 28, out of which Rs 61.62 was released from State resources to the Health & Family Welfare and other departments. (See Table) The expenditure of Rs 79.21 crore included Rs 2.99 crore spent on construction of BSL-3 lab in Kohima and releasing a similar amount to Tuensang district and Rs 2.80 spent
on purchase of TrueNat testing machines (Rs 14 lakh x 20 machines). Further, a total of Rs 47.22 crore was released to the health department from State resources, while Rs 3.60 core was released to the food & civil supplies (food grains) department, Rs 10 crore to home department for quarantine centres and relief, etc and Rs 0.80 crore to SDRF (State share of 35% of SDRF of Rs 20.50 crore first installment) from State resources.

NEW DELHI, MAY 28 (PTI): Nationwide tally of confirmed COVID-19 cases crossed 1.6 lakh on Thursday to make India the world’s ninth worst hit country by the deadly virus infection, while the death toll went past 4,600 to near China’s official count of 4,634 fatalities. In its morning 8 AM update, the Health Ministry said the death toll due to COVID-19 across India rose to 4,531 and the number of cases to 1,58,333. However, a PTI tally of figures announced by different states and union territories, as of 9.30 PM, showed the number of confirmed cases rising by more than 7,000 to 1,60,666 and the death toll increasing by 187 to 4,633. It also showed more than 70,000 recoveries.
D I M A P U R , M AY 2 8 (NPN): Nagaland on Thursday reported nine more COVID-19 positive cases from among those who returned from Chennai on May 22, taking the state’s tally to 18 as on May 28. Six cases were reported from Dimapur and three in Tuensang. Active surveillance and contact tracing were being carried out.
Results of 426 awaited: Out of 1702 COVID-19 suspected samples sent for testing, the results of 1276 were received, out of which 18 tested positive and 1258 negative, while results of 426 are awaited. Further, out of 63 samples tested through Truenat machines, 59 samples were negative and the results of four samples were awaited.

D I M A P U R , M AY 2 8 (NPN): Ao Senso Telongjem Dimapur (ASTD) has appealed to the state government and its machineries to expedite the early installation of bio safety level-2 (BSL-2) laboratory at CIHSR (Referral Hospital) in Dimapur. ASTD president L Wati Jamir and secretary K Mar Lemtur expressed dissatisfaction over the snailpaced installation of BSL-2 Lab in Dimapur. Meanwhile, ASTD extended solidarity and deepest sympathy to the people of Eastern Nagaland and demanded immediate installation of BSL-3 Lab instead of BSL-2 Lab in Tuensang. ASTD has appreciated State government decision to set up TrueNat testing facilities in all the districts.
D I M A P U R , M AY 2 8 (NPN): Dimapur Eastern Nagaland Students’ Union (DENSU) has served an ultimatum to chief minister Neiphiu Rio demanding immediate setting up of a BSL-3 lab in Eastern Nagaland. In a representation to the chief minister, its president Bendang and secretary Alem Luklem said the lab should be set up in Eastern Nagaland at the earliest considering its distance, population and threat of COVID19. It also demanded that all positive and suspected cases be shifted immediately to either Dimapur or Kohima as there was no well-equipped medical facility or a virology lab in the Eastern areas. Warns of legal action: DENSU threatened to initiate legal action against erring government officials for alleged violation of COVID19 protocols.
Expressing its resentment at the outrageous and apathetic treatment of the returnees from Chennai, the union alleged that they were intentionally made to board the buses for Tuensang from Kohima quarantine centre without ascertaining their COVID-19 status by not waiting for results of their swab tests. Pointing out that the returnees from all zones were assimilated in a bus, the representation stressed that this posed an enormous risk to the lives of those travelling in the buss and the people of Tuensang district in particular and Eastern Nagaland as a whole. When the entire nation was cautiously dealing and fighting against the unseen virus, DENSU asserted that the ignorance of the officials concerned of Kohima district was unacceptable. DIMAPUR: Minister of PHED, Jacob Zhimomi convened a co-ordination meeting with the Dimapur district administration and Police to discuss pertinent issues and action plan to be taken up in combating COVID-19. According to DIPR report, advisor of Sericulture, Excise and Minority Affairs, Zhaleo Rio and Azheto, MLA, were also present in the meeting held at the residential office of Jacob on May 28. Jacob expressed concern while stating that Dimapur hospital which has been designated as COVID-19 Hospital may run out of facilities and felt the urgency for keeping ad-
ditional COVID hospitals ready, owing to the fact that stranded Naga returnees have started arriving from other states in large numbers. Jacob noted that action plan has to start for identifying dedicated buildings for keeping the positive patients with dedicated doctors. Jacob also mentioned that COVID positive patients ought to be given priority for accommodation in the hotels. There is no medicine for COVID so the best option is prevention, he maintained. In the meeting, the ongoing renovation at Ganeshnagar to be converted as quarintine center was also discussed. In this regard, Jacob informed that

Conference also appealed to all the returnees to strictly maintain the gover nment guidelines while travelling and during quarantine for safety of all. USSC further directed to all the village council and ward chairmen to keep vigil of the returnees under home quarantine and if any individual is found violating the guidelines shall be dealt according to Epidemic Disease Act.

Dimapur: In view of the current situation of relocating stranded returnees, the Joint Action Committee (JAC) on COVID-19 Peren district has specified some important points to be seriously considered and implemented. In an appeal to Dimapur incharge COVID-19 empowered group, Kikheto Sema, the JAC Peren pointed out that sending of returnees to Peren district without confirmation of test results at entry point will not be accepted as directed by
the government of Nagaland dated May 27. JAC also stated that, sending any positive returnees without confirmation of their results/ under any circumstances, the authority in question will be held solely responsible should an outbreak occur due to such anomalies. It also added that it will be the responsibility of Dimapur and Kohima districts to care for such patients as Peren COVID-19 designated hospital do not have ICU beds and ventilators inspite of repeated demand to equip
it fit to handle such case(es). JAC further mentioned that it was ready to welcome any returnees with negative test results anytime inspite of the stressed arrangements in the district. JAC is also working in full gear and making arrangements to ready TruNat rapid testing facility for the district through the initiative of LoP. JAC appealed the concerned authority to decide on future plans basing on realities and the standing guidelines of the government in coordination with all stakeholders.

International MHD celebrated in Nagaland
DIMAPUR: Menstrual Initiative Nagaland (MIN) under community health initiative (CHI) celebrated International Menstrual Hygiene Day (IMHD) in Nagaland on May 28 by spreading awareness on taboos related to menstruation via social media. A press release from CHI, Dr. Rhondemo A. Kikon stated that MIN led by the director, Loreni Sophia, donated 3500 biodegradable sanitary pads to marginalised women and girls in Nagaland under “periods don’t stop for pandemics” project. Meanwhile, MIN met local administration and donated around 130 biodegradable sanitary packets to V. Lovitoly Sema, additional deputy commissioner to be distributed to COVID-19 quarantine centers in Dimapur. The release stated that menstruation was a normal biological process, key to maintaining reproductive wellbeing of a woman and that taboos and myths in society had resulted in a high level of secrecy about basic menstruation facts. It also stated that inaccessible washing, limited information and materials are barriers for women and girls with disabilities managing their menstruation hygienically and with dignity. It may be noted that according to the national family health survey 2015-2016, 336 million menstruating women in India, about 121 million (roughly 36 percent) women were using sanitary napkins, locally or commercially produced. Further, Loreni emphasised that to attain menstrual health, community involvement as well as government, private sector, civil society and NGOs were required.
DIMAPUR: Dimapur Ao Youth Organisation (DAYO) has termed as “unfortunate and unwarranted” the Kohima Village Council (KVC) demand for sending back the returnees to their respective districts and said that it found the demand to be “very hurtful and discriminatory to the Nagas from other districts.” DAYO through its media cell stated that any civil society organisation (CSOs), be it from Dimapur or Kohima, to realise that the two districts have the best of facilities in Nagaland to deal with COVID-19 patients at present. DAYO said that if the two districts were unable to accommodate and house all arrivals, the least they could do was to provide transit quarantine to those onward bound returnees until the duration of time that tests were complete. Since Kohima is the capital of the state, DAYO said the first preference on
all fronts was given to Kohima including setting up of BSL-3 Lab, adding that all Nagas have the right to avail of the facilities. Dimapur Ao Youth Organisation expressed the view Kohima Village Council demand showed “lack of empathy for people belonging to sister districts”. It has also urged the state government to be sensitive towards the concerns of CSOs and solicit their cooperation, saying the government cannot fight this global pandemic alone. Meanwhile, DAYO has termed as “most deplorable and evil act” the abandoning of new-born baby in Dimapur. The organisation stated that such act by the parents was “utterly reprehensible” and condemned “in the strongest of terms.” Further, it urged the law enforcing agencies to apprehend the culprits and award them befitting punishment without further delay.
DIMAPUR: Tenyimi Youth Organization Dimapur (TYOD) has strongly condemned the intimidation and demand served to Progressive Motors Dimapur by “various underground faction in the name of yearly taxation.” In a condemnation by TYOD president Thejangulie Angami cautioned that, if any untoward incident happens or occurred to any of the family members of the proprietors of Progressive Motors and his working staff, the sole responsible shall be held by the particular faction. Union also expressed its gratitude to the Dimapur Police for acting swift to nab the culprit and that justice will be meted as per provision of the law. TYOD also called on the governor of Nagaland R. N. Ravi to act swift so as to ensure that innocent public life were safe and free from all anti social elements. Countering corona with ‘smart’ living

ensions between India and China have reached a high point during the past week as Chinese and Indian soldiers engaged in non-lethal aggressive action, face-off, fisticuffs and skirmishes along the disputed Indo-China border stretching from Ladakh, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. According to reports, the Chinese military crossed into Indian territory 1,025 times between 2016 and 2018. With the Indo-China border being the world’s longest and also unmarked border, such transgressions are likely rooted in how Beijing and New Delhi have different perceptions about the extent of their territories. In 2017, when Indian and Chinese troops faced off for two months in Doklam, an area claimed by both Bhutan and China, a serious military clash was a distinct possibility.Both India and China, the military and rising economic giants, which share the world’s longest unmarked border- fought a fullfledged border war in 1962 and have since engaged in several small skirmishes. These have taken a more ominous turn during the past week, when soldiers on both sides of the Indo-China border started massing troops and equipments in an effort to ramp up their posturing. As part of its territorial ambitions, China has been playing its border game with India for decades but which have become more sinister. This is probably because China wants to be more assertive in its foreign policy matters that combines its economic might with military muscle. Even India under Narendra Modi, is also asserting itself and its China policy is no longer about talking but also walking. Modi has been initiating a closer tie with world leaders and apparently shares some rapport with Chinese strongman Xi Jinping. This can be seen from the meetings held between Modi and Xi that indicated how both have made some progress towards improvement of overall relationship between the two Asian giants. However, for China, what matters more is the country’s expansionist designs. The Nehru- Zhou Enlai friendship (hindi-chini bhai bhai) did not prevent China from incursions into India territory in Arunachal Pradesh. In addition to the border dispute, both countries also have a conflicts with regard to the Tibetian issue as well as the Sino-Pakistan economic and military alliance. These issues have become more salient in the context of the two countries’ simultaneous but asymmetric rising power. As a result, the theory that Sino-Indian clashes are flashes in the pan and hopefully not lead to more extensive fighting has become a widely held consensus. Recent events, however, suggest that escalations are highly possible. Both sides have substantial—and growing—military deployments along a mostly disputed border. The border incidents in the recent weeks only go to suggest that China is on a serious military exercise for its People’s Liberation Army (PLA), to test India’s military readiness and political resolve along several strategic areas. This should ring warning bells among India’s authorities if peace is to be guaranteed and not taken for granted.

continuing problem with the handling of corona pandemic in India is that even after a long effective lockdown -- which did save the country from a surge of infections that would have totally overwhelmed our governance -- the logic of prevention through ‘social distancing’ and ‘surface hygiene’ has still not been put across to the common man here because of poor messaging. The episode of virus will stand out for the disproportionate panic it produced in India due to the highly deficient communication between the people and the administrators implementing the policy during the lockdown. It is possible that many of these functionaries missed out on this logic themselves -- it relates to the simple facts of ‘science’ behind the virus which, once understood, would have brought clarity and precision to whatever responsibility they were discharging during the crisis. This could also be the reason for the disconnect between the medical experts who painted the picture of a deluge facing the country and the strategy handlers who looked upon the lockdown as an end in itself and not as an instrument of mitigation against the danger. And on top of it, what is now impeding the handling of the pandemic is the ‘conflict of interest’ between the Centre and some of the states -- rooted in the desire of the latter to reduce their area of accountability. Some have taken to politics of blame game over what remains a totally non-political problem of saving the people wherever they were, from

a common threat to their life and livelihood. Grasp of some elementary facts about the virus will help all concerned in the period ahead. First, corona is not an invisible ‘hydra headed monster’ out to ‘attack’ people. It is, in fact, not even a ‘living organism’ but a free floating protein molecule put out by an infected human being -- that can either land on another human body available in close proximity or rest on a surface where it would disintegrate after a short period of time if left alone. Since this protein is of the same class as the Ribo Nucleic Acid (RNA) which is a building block of human genes, the virus has the bio-chemical quality of mutating or multiplying in a vulnerable human body thereby adversely affecting physiological functioning and the working of organs depending on the level of immunity of the individual concerned. The virus has no ‘intentions’ about doing anything and is destined to self destruct in the absence of an opportunity for mutation. Prevention, therefore, lies in not coming in its way when it is in the air as droplets or perched on a surface for a few hours. This is the mystery behind ‘social distancing with mask on’ -- to avoid the contagion in the air -- and an ‘effective hand wash’ whenever a suspect surface was touched. Lockdown was an immediate and effective preventive measure to prepare the people for following these practices whenever they would be out of the house at some point of time later. It had to be made ‘total’ in India as there was already enough of this virus around in the

canning through the various write-ups in the news papers and social media, it appears that we are allowing our minds to be gripped by emotions rather than allowing our minds to be governed by reasons. This approach to the ongoing crisis is only giving rise to confusion instead of solution to the challenge. The problem before us is a virus problem and the task is how to contain it before it consumes us. The need of a testing lab is a necessity to ascertain who is corona positive or negative. Shouting for installing a lab in all the districts now is not going to cure the patients because the lab is not the cure. What is urgently required is to equip the entire district Covid hospitals with the necessary update of medical facilities and posting of required doctors and nurses to see to it that every district Covid hospital is capable of treating the patients kept under their care confidently and with pride. The installation of a testing lab at NHAK is for every citizen of the State and hence it is nothing special for the denizens of Kohima District with regard to treatment of covid patients as it is only a lab and not a medicine to cure the virus. The prime concern before us is our brothers and sisters returning home in packs. And in this pandemic, overcrowding is the most suitable condition for the virus to spread like wild fire. In this regard, some organizations have genuinely expressed their opinion as to how to avoid overcrowding as it is a direct defeat to social distancing norm. The only solution to this is to allow the returnees who are coming in thousands to go to their respective districts for each administration to regulate them

Movement for essential commodities or medicines was allowed so that there was no panic on that count for the people who would otherwise have to be in confinement. For lack of proper and adequate communication from authorities to the public, however, the lockdown came off as a law enforcement event that additionally scared the uninformed about the ‘death at the hands of an unknown demon’ staring them in the face. One reason why the migrants turned out in the streets was -- apart from the loss of livelihood -their inborn instinct about ‘preferring to die at home’ rather than in the wilderness outside. The saga of suffering of migrants that exposed the administrative inadequacy of the CentreState combine has, in fact, overtaken the merit of the handling of the corona pandemic itself. District Magistrates should have been activated at the first signs of migrant movement to rush to the clusters wading through their jurisdiction to assure them of food and shelter and explain it to them that there was no threat to their lives if certain precautions were taken by them while they waited for public transport. That was also the moment for the Centre to make a loud announcement of payment of wages for the lockdown period -- with the government equally sharing the burden with employers. If the district authorities listed out the employees and

Herding them in thousands in a particular place also poses practical problem of feeding them daily with proper food and accommodating each one of them in individual quarantine rooms. Quarantine of the returnees cannot be in a dormitory of schools and colleges but have to be in single rooms. If so, such halls or class rooms should be partitioned on temporary basis before accommodating the returnees otherwise it nullifies the reason of quarantine. Separate room for every returnee is a must for the reason that each returnee is a high probable covid suspect unless proven negative by a covid test. This is the factor that gives rise to accommodation difficulty in any single district or area as the case is. The daunting problem before the government now is the congregation of returnees in thousands, batch by batch, into Dimapur and Kohima with only minimal available accommodation facility. It was for this reason that quarantine centers and covid hospitals were set up in every district. The paramount need to be done now is to mobilize resources and immediately standardize every designated district covid hospital to be able to treat covid patients. Talking about installation of testing labs in districts now is not sound because patients are here already. Nothing should matter in this hour of crisis except the common good. During this period, our mindset should be to expect the worst, do our best with determination and dedication. May the crisis transform us into better people! Corona contingency funds could have been allocated to the DMs to make all this possible. The governments sat too tightly on money to make for a quick response on these lines. The problem would not have acquired tragic proportions if enforcement would have been combined with a response of benign guidance to the weaker sections. Just because lockdown orders came from above, it suited the local administration to surrender its judgement and discretion and put the police in the front to ‘discipline’ the people. It is another thing that this pandemic brought out the role of our policemen as a collective of caring and sympathising people who generally avoided using force against the migrants -- this image will stay in public mind for a long time even as grievances against the administration lingered on. Even now, the movement of migrants should be facilitated by the government with all logistic help and human care and the cost of it borne by the state -- the financial burden is larger now because of initial indecisiveness but this cannot be helped. The sooner this is done the better it would be for the image of democratic governance in this country. India is too large and resourceful a country to allow a successful handling of the pandemic to be marred by bureaucratic insensitivity
towards sections of the law-abiding population that were forced to trek down the roads with their children for hundreds of miles just to reach home. Coming back to the strategy on corona pandemic, it has only two components -- keeping up the preventive protocols while opening up the socio-economic life and readying the health infrastructure to take charge of cases detected by testing or reported otherwise. The treatment includes medical quarantine, admission into a ward and shifting a case to ICU on the doctor’s advice. Public must be constantly educated on how to bring ‘home quarantine’ into operation in appropriate cases and avoid prematurely rushing a person to the hospital. Being tested positive is in no sense a social stigma. In fact, this has been another major shortcoming in the communication and messaging flowing out of the experts of the government for the ordinary people. Shortages of hospital space, trained manpower and equipment is a legacy of the neglect of healthcare over the years. It is high time the Centre declared health and education as strategic sectors that would give it primacy over the states in laying down the policy and development projects in these spheres -weakness in these segments would deprive the nation of its demographic dividend. This is as important as the emphasis on ‘production’ that continues to drive the conventional economic policy. Opening up the socioeconomic life with knowledge-based preventive measures being observed during a journey or at place of
work is the right way out. It has to be understood that apart from the measures initiated by the government, every individual has to be ‘smart’ about not crossing the corona’s path. There would be many new cases detected on the basis of symptoms but many other persons of younger age groups would also be going around undetected as they were asymptomatic -- because they had already developed anti-bodies in response to an initial infection and acquired immunity. They might have transmitted the contagion but only during the run-up to their becoming immune themselves. The cr ucial thing is that there should be adequate capacity in the country -- spread out to all districts -- for handling the reported cases. Only a small percentage of cases of infection, around 3 per cent, lead to fatality on account of virus complications as shown by the data. Many of these fatalities were attributable to the added vulnerability created by other illnesses in parallel. Gradually population might move towards ‘herd immunity’ that would help but the real ‘cure’ has to wait for invention of a vaccine against this virus. The learning from India’s experience of corona pandemic is that public messaging should not only be about the rigour of clampdown but should also emphasise the assurance of the state that no body would be left in the lurch. There’s two different roads in this phrase. You may want to be a history maker but to be a maker, you have to make a move. Unless you make it, there’s nothing to be recorded. It’s saddening that many people have big dreams, but their lack of investment on their dream has made them lose their way half way. The secret code to
the fulfilment of dreams is in living out the dream, investing on it and growing from it. When you do, you won’t realize that you’ve actually made it. The mantra I keep is: faith and work is two inseparable counterparts. So I put these skills in me to work and with faith I write. Kudos to Dimapur Police and administration
With the rapid growth of a glocalised world and economic purchasing power, motor vehicles have definitely become a necessity rather than a luxury with time being an essence. According to a report of Vahaan (the centralised data base for motor vehicles), the total number of vehicles registered under DTO Dimapur stands at 90,092 while for Kohima it was 1,42660. One can only imagine the movement of vehicles which will ply between Dimapur and Kohima post completion of the four-lane. Having served as OC traffic of Dimapur district way back in the 90s, the total number of motor vehicles those days was limited. However as of today, managing vehicular traffic for an emerging city Dimapur has become a herculean task and my appreciation goes to all those personnel who brave the heat, humidity and pollution of Dimapur to manage the same. The implementation of odd and even scheme for the movement of vehicles have impacted the management of traffic in Dimapur district and my kudos to the team led by the commissioner of Police and DCP traffic. For once, we should realise that new vehicles can be brought however widening of roads especially for districts like Dimapur and Kohima has become next to impossible. In addition to this, a system also needs to be evolved in order to address the movement of school going children in case the rules continues post COVID-19 shutdown. I sincerely hope that it will be a good gesture on our part if we as denizens can diligently follow this odd and even scheme. In a representation addressed to the state chief minister, NSUG executives stated that Naga people in Gujarat were in constant fear of getting evicted with landlords forcing them to leave and go to their respec-

When the input matured on Wednesday, we developed it and nakas were placed in Pulwama by the security forces,” Kumar told reporters here.

NEW DELHI, MAY 28 (PTI): The Supreme Court Thursday directed that no fare for travel either by train or bus be charged from migrant workers, stranded across the country following the COVID-19 lockdown and want to return to their destinations, and said they be provided food and water. The apex court, which passed interim directions, said all the migrant workers stranded at various places shall be provided food by concerned states and Union Territories (UTs) at places which shall be publicised and notified to them for the period they are waiting for their turn to board a train or a bus. A bench headed by Justice Ashok Bhushan said that the originating state shall provide meals and water at the station and during the journey, the Railways would provide the same to the migrant workers. It said that food and water be also provided to them for travel in buses. The bench, also comprising Justices S K Kaul and M R Shah, directed that states shall oversee the registration of migrant workers and ensure that they are made to board the train or bus at the earliest. The top court, which heard the matter through
Congress President Sonia Gandhi on Thursday said the entire country has heard the cries of pain of migrants “except the government” and urged the Centre to unlock its coffers to help those affected by the coronavirus-induced lockdown. In a video message posted as part of the Congress’ ‘Speak Up India’ campaign launched on Thursday, she demanded that the government provide Rs 7,500 to each needy family for the next six month. Gandhi lamented that even though the country is passing through a serious economic crisis with loss of livelihood, the central government has not helped those affected. “It is for the first time since Independence that such a spectre of pain and anguish has been witnessed, where lakhs of famished and thirsty labourers have been forced to walk hundreds of thousands of kilometres back home barefoot and without any access to medicines or transport,” she said. “Everyone across the

BEIJING, MAY 28 (PTI): China’s parliament on Thursday overwhelmingly approved a new controversial security law for Hong Kong, a move that critics say threatens the fundamental political freedoms and civil liberties in the semi-autonomous territory, also a major global trading hub. China’s annual political season, delayed by the COVID-19 pandemic ended on Thursday with its parliament, much on the expected lines endorsed the new security law for Hong Kong, a former British territory. The country’s rubberstamp parliament, the National People’s Congress (NPC), nearly unanimously approved the resolution to introduce the sweeping security legislation, which bans secession, subversion of state power, terrorism, foreign intervention and a llows mainland China’s state security agencies to operate in the gleaming city. China’s move has already sparked a new wave of anti-mainland protest in Hong Kong, a former British colony, which was handed over to Beijing on July 1, 1997. Clashes broke out again on Wednesday, as Hong Kong’s parliament debated a different proposed law, which would make it a crime to disrespect the Chinese national anthem. Qalibaf served as Tehran’s mayor from 2005 to 2017. He was the chief of Iran’s Law Enforcement Force from 2000 to 2005 and commander of the Air Force of the Islamic Revolution Guards Corps from 1997 to 2000. Iran’s new parliament for the next four years opened on Wednesday, after the 11th parliamentary elections were held on February 21. The Iranian parliament currently has 290 members with a mandate of four years.

Assam pre-monsoon flood: 3L affected
G u wa h at i / Ag a r tala, May 28 (IANS): Amidst the COVID-19 surge, around three lakh people have been affected as the pre-monsoon flood situation deteriorated in eleven districts of Assam, officials said on Thursday. Officials of the Assam State Disaster Management Authority (ASDMA) said that roughly 20,000 people are taking shelter at relief camps at Nalbari, Goalpara and Tinsukia districts while other affected people have made their own makeshift arrangements at higher places. The ASDMA officials said that heavy and incessant rain since Tuesday has led to the flooding of 321 villages in 11 of Assam’s 33 districts while a man drowned at Rongjuli village in western Assam’s Goalpara district on Wednesday. Of the 11 districts, Goalpara, Nalbari and Tinsukia are the worst affected. According to the officials, most rivers are in spate but the mighty Brahmaputra, Jia Bharali and Puthimari

Assam Chief Minister Sarbananda Sonowal held a meeting with senior officials of the concerned departments in Guwahati on Wednesday and Thursday and reviewed the flood situ-
ation in the state. He asked the officials to ensure the all Covid-19 protocols including social distancing, hand washing, wearing of masks are continued at the relief camps in a bid to prevent the spread of coronavirus during the flood season. “The Chief Minister has also directed all the Deputy Commissioners to keep ready soap, water for hand washing and masks for inmates and to sanitize the flood relief camps. also asked the district administrations to ensure that no irregularities take place while distributing relief to the flood affected people,” an official in the Chief Minister’s secretariat said. The incessant rain accompanied by a nor’wester (also known as “Kalbaisakhi”) and water-logging also affected life in Arunachal Pradesh, Tripura and Meghalaya. Officials in Itanagar said that a woman and her two children were buried alive in a landslide at Arzoo village in Dibang Valley district on Monday night. Incessant rain for the last couple of days triggered the landslides and floods that left trails of large scale devastation in the entire state. The India Meteorological Department (IMD) had earlier on Tuesday also warned of extremely heavy rainfall in Assam, Meghalaya and Arunachal Pradesh. Several parts of Assam and neighbouring states have been receiving heavy rain since super cyclone Amphan weakened last week.

Shillong, May 28 (PTI): Eight more persons have been arrested in connection with the killing of an anti-CAA activist in Meghalaya’s East Khasi Hills district in February, taking the total number of those apprehended in the case to 16, police said. Assistant Inspector General of Police (AIGP) GK Iangrai said officers of the Criminal Investigation Department (CID) have successfully arrested the eight for alleged assault on Lurshai Hynniewta at Ichamati village in the district, near India-Bangadesh border, on February 28. A rally in East Khasi Hills opposing the Citizenship Amendment Act (CAA) and seeking implementation of the Inner Line Permit (ILP) regime in the state had come under attack of non-tribals. A clash had ensued between the two groups, following which Hynniewta suffered serious injuries. He was taken to local hospital, where he breathed his last.

IMPHAL, May 28: Manipur on Thursday reported 11 fresh COVID-19 cases, taking the total to 55 with 50 active and 5 recovered cases. Daily status update on COVID-19 of the state health department showed an increase of 11 positive cases as samples of as many as 924 returnees were tested
in the last 24 hours. With 11 confirmed cases in the last 24 hours, the state now has 55 COVID-19 positive cases as of Thursday comprising 50 active cases. The report showed discharged of a patient taking the total number of recovered cases to five. The status update also showed the total number of samples tested for the virus
in the state at 7,758 with rapid increase in the testing capacity at the two viral laboratories at RIMS and JNIMS hospitals. Seven of the 11 new cases were detected at VRDL, RIMS where 303 samples were tested in the last 24 hours and the remaining four at VRDL, JNIMS where 621 samples were tested during the same
period. Of the 11 new cases, four have returned to the state by flights from Delhi on Wednesday (May 27) while others by special trains from various places of the country in recent times and are lodged at community and institutional quarantine centres. Fortunately, there is still no community spread of the pandemic in the state
even as authorities are worried of the same after some returnees allegedly violated COVID-19 protocol and moved out of their respective quarantine centres. The worry was caused when returnees who violated the protocol and allegedly loitered in the localities of the quarantine centres where they stayed tested positive.

The administration and the medical department in Kohima were well aware of the impending consequences in the event of any negligence on their part and the catastrophe this would have, particularly as they had quarantined the returnees who had just arrived from a highly sensitive zone, it added. But despite the risks involved, the union alleged that the authority in-charge deliberately sent off the returnees within a week of their quarantine by completely defying the standard operating procedure (SOP) prepared by the State government and guidelines issued by World Health Organisation and Union Health Ministry that mandated at least 14 days of quarantine. Mentioning that one of the returnees in the Tuensang-bound bus had tested positive for COVID19, the union warned that its repercussion could be extremely dangerous as there were many people who had travelled in the same bus and those who came in contact with him on the way till he reached his destination. Therefore, DENSU demanded that the officials of Kohima district should be held accountable and legal action initiated against them immediately for violation of guidelines, protocols and endangering the lives of the people. It warned that if any resident of Tuensang town or village got infected or harmed due to the negligence of the officials, the government would be held solely responsible. Regretting that Eastern Nagaland had always been subjected to discrimination and step-motherly treatment for decades, DENSU said the recent incident was another such instance, and threatened to no longer remain a silent spectator.

London, May 28 (IANS): The English Premier League has announced that four more people have been diagnosed with COVID19 after the third round of testing, raising the total number to 12 across the league. The four cases have come from three clubs, with the league not announcing the names of those who tested positive for COVID-19. “The Premier League can today confirm that on Monday 25 May and Tuesday 26 May, 1008 players and club staff were tested for COVID-19. Of these, four have tested positive from three clubs,” a league statement said on Wednesday. “Players or club staff who have tested positive will now self-isolate for a period of seven days.”
Previously, between May 1922, 996 players and club staff were tested for COVID-19, of which two tested positive from two clubs. Some 748 players and club staff were tested for COVID-19 on May 17-18, with six testing positive from three clubs, the statement read. Premier League further said that for the fourth round of testing, the number of tests available to each club would be increased from 50 to 60. Earlier on Wednesday, the 20 clubs voted unanimously to resume contact training. It means that “squads are now able to train as a group and engage in tackling while minimizing any unnecessary close contact”. The Indian Olympic Association (IOA) recently asked the Goa government that it must host the National Games as scheduled from October 20 to November 4 this year. However, a spurt in the number of novel coronavirus cases has led to a postponement. “The National Games organising committee has decided to postpone National Games due to COVID-19 pandemic,” Goa’s deputy chief minister Manohar (Babu) Ajgaonkar, who also holds the sports portfolio, said in a statement shared by IOA President Narinder Batra. “... Kobe Bryant’s Hall of Fame induction postponed to 2021
New York, May 28 (IANS): Basketball great Kobe Bryant’s induction into the Hall of Fame has been postponed due to the coronavirus pandemic. The Naismith Memorial Basketball Hall of Fame said that the induction of the class of 2020 will now have to be held in the first quarter of next year. “We’re definitely cancelling,” Hall of Fame spokesman Jerry Colangelo told ESPN. “It’s going to have to be the first quarter of next year. (The board will) meet in a couple of weeks and look at the options of how and when and where.” Bryant, who died in January alongwith eight others in a helicopter crash, was set to be inducted to the Hall of Fame on August 29. Tim Duncan and Kevin Garnett are among other players who are to be inducted alongwith Bryant. The museum has been closed since early February as it looks to complete its $23 million renovations. Cricket Australia announced its summer schedule, which will begin with the tour of Zimbabwe from August 9. India will tour the country for a T20 series, which will begin on October 11 at Brisbane followed by matches on October 14 and 17.
