Pak kills, mutilates 2 Indian soldiers NEW DELHI/JAMMU, MAY 1 (IANS): The Pakistan Army on Monday killed an Indian soldier and a BSF trooper and mutilated their bodies near the Line of Control (LoC) in Jammu and Kashmir, the Indian Army said, and warned of an appropriate response to the “unsoldierly act”. Pakistan denied the charge. The dead were identified as Naik Subedar Paramjit Singh of 22 Sikh Regiment and Head Constable Prem Sagar of BSF’s 200 Battalion. Constable Rajinder Singh of the BSF suffered injuries. Defence Minister Arun Jaitley said the Army would “react appropriately” to Pakistan’s “extreme form of barbaric act... that such acts are unheard of during war and definitely during peace times. “The government of India strongly condemns the incident.. Partial closure of shops in Mkg today DIMAPUR, MAY 1 (NPN): Mokokchung Chamber of Commerce and Industries (MCCI) has asked all business establishments in Mokokchung town to remain partially closed on May 2 on account of Moatsü celebration at Imkongmeren Sports Complex. This was done as requested by the Ao Senden, MCCI president Tsukti Longkumer and Limalenden Longkumer informed in a press note. MCCI said shops and business establishment would open only after the function ends.

D I M A P U R , M AY 1 (NPN): Following the Supreme Court judgment order dated March 29, 2017, state transport department, has notified that vehicles whether two wheeler, three wheeler, four wheeler or commercial vehicles which are not Bharat Stage IV (BS-IV) compliant would not be sold in Nagaland by any manufacturer or dealer with effect from April 1, 2017. All the vehicle registering authorities under Motor Vehicles Act, 1988 have been prohibited from registering such vehicles with effect from April 1, 2017, except on proof that such vehicles have already been sold on or before March 31, 2017.

not commit any ceasefire violation on LoC or a BAT action ... as alleged by India. Indian blame of mutilating Indian soldiers’ bodies are also false. “Pakistan Army is a highly professional force and shall never disrespect a soldier, even Indian.” A similar statement was issued by the Pakistani Foreign Office. But the firing on the tense border sector continued till late Monday evening, Indian Army sources said in Jammu. In a November incident, three Indian soldiers were killed in an ambush by the Pakistan Army and the body of one of them was mutilated. The two countries had in 2003 agreed on a ceasefire in the border region that has been violated by sporadic firing incidents. India has been accusing Pakistan of violating the ceasefire. The Pakistan Army violated the ceasefire in various sectors along the LoC in Poonch on April 3, 4, 5, 8, 17 and 19. In March, there were four violations on the LoC.
Naiba offers to vacate his seat for Dr. Shürhozelie
DIMAPUR, MAY 1 (NPN): Naiba Konyak, sitting MLA from 55 Tobu Assembly Constituency, has offered to vacate his seat for chief minister, Dr. Shürhozelie Liezietsu. This was revealed through a press releases issued by Tobu District Demand Committee (TDDC) secretary, P Shammaoh. The TDDC claimed that the public of 55 Tobu A/C along with Naiba Konyak the sitting MLA have decided that the MLA vacate the seat and enable Dr. Shürhozelie Liezietsu contest the by election so as to join the 12th NLA unopposed from the constituency. TDDC said this decision was made in order to ensure the stability and continuity of the present DAN government led by the NPF party. The decision was also conveyed to the minister of RD & REPA, CL John, when the public of Tobu area representing all the villages under Tobu sub-division held a meeting at CL John’s residence in Dimapur. According to the TDDC, the Tobu public has requested the DAN government to consider the offer seriously in order to allow the smooth functioning of the government. They maintained that the offer was in the interest of the present DAN government and the people of Nagaland in general. Meanwhile, at the meeting with the minister RD, TDDC said the public leaders apprised him of problems and inconveniences faced by the Tobu-Moka public under the present administrative set up. TDDC said that CL John acknowledged the difficulties faced by people of Tobu-Moka. The minister also said that the priority in infrastructural development was long felt for Tobu sub-division. Regarding the demand of Tobu district, the minister expressed belief that the present DAN government led by Dr. Shürhozelie Liezietsu would take up the issue seriously, adding that he would be in favour of any decision taken by the wisdom and leadership of Dr. Shürhozelie.
NLC alleges excess appointment of non locals in power department D I M A P U R , M AY 1 (NPN): Nagaland Congress (NLC) alleged excess appointments of non-locals in the power department and questioned the mode of appointments. NLC media cell reproduced what it claimed were facts and figures with regard to regularized, non regularized and contractual appointments in power department (as of 8/10/2016), based on RTI reply furnished by office of Chief Engineer: Transmission and Generation. (See Table) From the above, NLC said everyone would know that the department had blatantly lied by withholding facts that there was not a single case of direct appointment. NLC said 19% of total employees in Power department were non-locals and that they were third highest number employees in the department. LPG price hiked by Rs 2, kerosene by 26 paisa

New Delhi, May 1 (PTI): Subsidised cooking gas (LPG) price was Monday hiked by about Rs 2 per cylinder and kerosene rate by 26 paisa a litre as government looks to eliminate subsidy on the fuel through small hikes. Oil firms had last raised price of subsidised cooking gas by Rs 5.57 to Rs 440.90 per 14.2-kg cylinder on April 1. Also, the rate of non-subsidised cooking gas (LPG) was cut by Rs 92 per cylinder in line with international trends. The reduction comes on back of Rs 14.50 per cylinder cut on April 1. The price of jet fuel or ATF was also cut by a marginal 0.4% to Rs 51,696 per kilolitre. This reduction comes on back of a 5.1 per cent cut effected from April 1, oil companies said.

CWSK media cell in a press note alleged that the actual receipt of APL and sugar for Kiphire was 100 MT and 150 quintals respectively. However, in the Utilization Certificate produced by directorate of F&CS Dimapur showed 200MT APL and 900 quintals of sugar per month for Kiphire district. The society said it has notified the anomaly to department of F&CS and sought clarification, but there was no response despite reminder. In the light of the above, CWSK maintained that common people’s share under various PDS scheme meant for Kiphire has been looted. The society further cautioned that it would not remain silent anymore and would leave no stone unturned to bring transparency in the PDS in the district.

Imphal, May 1 (IANS): Oil tanker drivers on Monday launched a cease work strike in Manipur following an armed attack that injured two drivers. The drivers said that the strike will continue till their demands are conceded. The main demand is that they should be given adequate security along the highways which are infested by all kinds of militants. On Sunday, Militants attacked three oil tankers at Changoubung in Kangpokpi district. The attack damaged the tankers. DGP, L.M. Khaute said: “We have arrested three Kuki Revolutionary Army rebels in connection with the attack.” However, another militant outfit People’s War Group in a statement said: “We had carried out the gun attacks. The claim of the DGP is baseless”.
Bharatmala road proj to be launched; 20k km roads in phase-1 Gov, CM extend Moatsü greetings New Delhi, May 1 (Agencies): The Ministry of Road Transport & Highways will soon be launching a comprehensive programme to improve road connectivity across the nation under proposed Bharatmala Pariyojana. The project will improve road connectivity to coastal areas, border areas, backward areas, religious destinations and tourist destinations. It will also see construction, rehabilitation and widening of about 1,500 major bridges and 200 Railway Over Bridges and Railway Under Bridges on National Highways. Tipped as an umbrella programme for roads Bharatmala - will hit the ground soon ending all existing highway projects, including the flagship NHDP, in six months, Union Minister Nitin Gadkari said on Sunday. “National Highways
Development Project (NHDP) and all existing schemes will be finished in the coming six months. We will launch Bharatmala very soon,” said Gadkari. The ambitious highways development project subsuming all road projects in the first phase will see the construction of 20,000 km of highways. Special emphasis will be given on providing connectivity to far-flung rural areas including the tribal and backward areas, he added. Detailed project reports (DPRs) are in the process of preparation and the first phase of the Bharatmala project will see construction of 20,000 km of highways, he said. Bharatmala is a mega plan of the government and the second-largest highways project after the NHDP that saw development of about 50,000 km.
NHDP, being implemented in various phases was initiated by former Prime Minister Atal Behari Vajpayee and includes Golden Quadrilateral connecting four metropolises besides North-South Corridor connecting Srinagar to Kanyakumari and East-West Corridor joining Porbandar to Silchar. About 10,000 km of projects under NHDP are yet to be completed. “We will undertake massive road construction under the Bharatmala and lay a network of roads in border areas. We will connect all district headquarters with roads,” Gadkari said. The Prime Minister’s Office, earlier this month, after going through a presentation of the Bharatmala project has asked for Public Investment Board’s (PIB) clearance to the first phase of the project, a government official said.
The total investment envisaged under Bharatmala was pegged at Rs 10 lakh crore, he added. The first phase will see construction of about 20,000 km of highways network that includes economic corridor schemes, coastal and other roads. After viewing the presentation by the Road Transport and Highways Ministry, the PMO was of the view that a note should be floated for PIB approval, the official said. Meanwhile deliberations are under way for financing of the projects under Bharatmala and the National Highways Authority of India (NHAI) could be delegated projects under engineering, procurement and construction (EPC) as the NHAI board has the autonomy. A Road Transport and Highways Ministryappointed study under
the proposed Bharatmala project by global consultancy firm AT Kearney has identified 44 economic corridors. The economic corridor project is aimed at faster movement of cargo and will be developing not only economic corridors with a length of about 21,000 km but 14,000 km of feeder routes. The corridors include Mumbai-Cochin-Kanyakumari, Bengaluru-Mangaluru, Hyderabad-Panaji and Sambalpur-Ranchi, to name a few. Gadkari has been stressing on the need for reducing logistics cost in the country from the current 18 per cent. Noting that high logistics cost has been one of the major bottlenecks in trade and business, the minister has been stressing on the need to develop innovative methods for transport.
