D I M A P U R , M AY 2 9 (NPN): One of the five persons injured in Monday night’s bomb blast inside a chemist shop at around 7.15 p.m. in Dimapur succumbed to injury at Nikos Hospital while another remained in critical state. The blast occurred inside a chemist shop M/s Ideal Pharmacy at Nyamo Lotha Road adjacent to Breeze Restaurant. According to Nidhu Biswas, the owner of the shop M/s Ideal Pharmacy, he was standing outside the shop when two unidentified Naga youths arrived in a Maruti Car 800 and hurled the explosive then sped away. The blast sent shrapnel over the entire shop injuring two customers- Abdul Basit and Ihelung Newmai were seriously injured. The other inmates, three salesmen- Bidan Biswas, Dilwar Hussian and Mithu Biswas sustained minor injuries. All the injured were rushed to Nikos Hospital for emergency treatment. Abdul Basit,

As per the weather forecast of NSDMA and India Meteorological Department (IMD), deep depression intensifying into Cyclone Mora around 680 km southsoutheast of Kolkata and 580 km south-southwest of Chittagong, Bangladesh as on May 29, 2017. Cyclone Mora would continue to track north-eastwards by May 30, 2017. On May 31, 2017 heavy to very heavy rain would occur in Nagaland with extremely heavy rainfall and squally wind speed of 44-45 km gusting to 65km/hr. NEC funding upgradation of 12 airports in Northeast New Delhi, May 29 (PTI): The North Eastern Council (NEC), a nodal agency for the economic and social development of the Northeast, has funded upgradation of infrastructure in 12 operational airports in the region, Union minister Jitendra Singh said today. Singh said the NEC has put maximum emphasis on the transport and communication sector with the construction of 10,500 kms of roads including inter-state and roads of economic importance. “To promote air connectivity in the region, the NEC has supported Airports Authority of India (AAI) for upgradation of infrastructure in 12 operational airports,” he said after chairing the 66th plenary of the NEC held here today. Singh said the construction of Tezu airport in Arunachal Pradesh is supported by the NEC and is likely to be operational within the current financial year. The NEC is also taking up the runway extension at the Umroi (Shillong) airport to enable bigger aircrafts to land and three hangars at LGBI airport in Guwahati have been completed under funding by the NEC. (NERSDS) has been launched to take up all strategically important but hitherto neglected roads and bridges. The minister said during 2016-17, the NEC was allotted Rs 800 crore at budget estimate stage and at the revised estimate stage it was enhanced to Rs 968.79 crore plus Rs 150 crore for NERSDS making a total of Rs 1,118.79 crore. Depending on the legitimate demand of the Northeastern states based on the regional plans approved by the Council, the NEC would strive to allocate more liberal grant of resources in the coming years, he said. The governors and chief ministers of eight Northeastern states – Assam, Arunachal Pradesh, Nagaland, Manipur, Meghalaya, Mizoram, Tripura and Sikkim are members of the NEC. Union minister of state for home Kiren Rijiju, who hails from Arunachal Pradesh, also participated in the meeting. During the day, the members discussed the NEC budget for the current fiscal, conversion of NEC schemes to central sector schemes, issues concerning tourism in the Northeast, promotion of textiles with special emphasis on handlooms, handicrafts and apparel.
Nagaland not to implement new cattle rule NEW DELHI, MAY 29 (AGENCIES): The Government of Nagaland is not going to implement the Centre-imposed-ban on the sale of cattle for slaughter, a minister in the Government of Nagaland told Firstpost, stating that it would impact the traditional food habits of the people in the state where beef is a staple food. “Nagaland is not going to implement this law related to cow slaughter,” Imkong Imchen, Minister of Highways in the Nagaland government told Firstpost. “There is no need for a policy (amounting) to ban cow slaughter in Nagaland,” added Imchen, who is an MLA of the ruling Naga People’s Front, which is an ally of the Bharatiya Janata Party-led NDA government at the Centre. The minister added that the new rules may to some extent affect the traditional food habit in Nagaland where beef is a staple food. The statement from the Nagaland minister has come at a time when the Kerela government’s reaction to this new rule sparked made a debate across the country.
Involve Nagas of Nagaland for pol solution: NTC plea to PM D I M A P U R , M AY 2 9 (NPN): Nagaland Tribes Council (NTC) delegation called on Prime Minister, Narendra Modi, on May 19 at New Delhi and urged upon the Government of India to take the Nagas of Nagaland into confidence while settling the issues concerning the state of Nagaland. NTC through its media cell said that the ‘Framework’ agreement signed between the NSCN (I-M) and RN Ravi, the Interlocutor representing the Government of India, in the presence of the Prime minister of India and the Home Minister of India on the August 3, 2015 could not be outside the purview of the Constitution of India. However, NTC said except the signatories, nobody else knew what were the contents of the agreement “as it has been kept as secret from the Nagas of Nagaland in particular till date.” In the 18th month of the agreement, NTC said the Government of India had cleared the deck specifically for the people of Manipur that the Framework did not cover the State of Manipur. This
clarification, the NTC said implied that the Framework was meant for Nagaland, but the Nagas of Nagaland were given just the chance to speculate on the happenings since Nagaland has been “virtually kept out from the beginning of the process of negotiation till it reached the ‘framework’ and beyond.” “What better alternative is then left for the Nagas of Nagaland than urging the GoI to take Nagas of Nagaland into confidence while settling the issues concerning the State of Nagaland,” stated NTC. The council said it was indeed befitting for the Nagas of Nagaland to assert that they were capable and confident enough to resolve any of their own issues with the Government of India. Therefore, the NTC said it submitted a representation to the government of India when the team called on the Prime Minister on May 19, 2017 in New Delhi.NTC appreciated the Prime Minister for not only granting the opportunity receptively but also for giving sufficient time for the interaction. No blood stem cell donors in Northeast Staff Reporter
D I M A P U R , M AY 2 9 (NPN): Even as the country has around two lakh registered blood stem cell donors of the total population, not a single donor has been registered in the entire Northeastern states, said co-founder and project coordination of Gene Bandhu, Kapil Gupta. Kapil said this at the one-day awareness programme on “Stem cell therapy and its recent advances” at the conference hall, Eden Medical Centre here on Monday. He is in the state on a two-day visit to conduct donor drives and to increase awareness on blood stem cell donation in the region. He therefore, called for creating more awareness on donation drive in the Northeast region. He said people of northeast have the same gene pool and that patient would have a high chance of matching donor in the

Kapil would also be visiting Dimapur Government College and SM College on Tuesday to create more awareness among the students, as the age group between 18-35 years has been considered as the most productive groups. Genebandhu is a nonprofit organization based in New Delhi focus on promotion of donation of voluntarily blood stem cell and to create hope, as well as resources, for patients that
are in danger of falling prey to dangerous blood disorders like Leukemia (blood cancer), Aplastic Anemia, Thalassemia and Sickle cell Anaemia. According to Kapil, the role of Gene Bandhu, was to look for donors by conducting donor drives across the country and to increase awareness on blood stem cell donation. The organization acts as donors’ registry (data base) and linked with various hospitals to find the match between patients and donors. Once the donors voluntarily came forward, the organization collect the saliva samples and store in their data base, he said. The country needs a large database of willing blood stem cell donors to help the cause, he said, adding that the presence of large data base in the country would provide high chances for the patient to find the match. New Delhi, May 29 (PTI): The Central Information Commission (CIC) has allowed the Union Home Ministry to withhold information about a 2015 peace accord between the Centre and the National Socialist Council of Nagaland. RTI activist Venkatesh Nayak had sought details of the “Framework Agreement” between the Government of India and the National Socialist Council of Nagaland Isak-Muivah (NSCN-IM) on August 3, 2015. R N Ravi, Chairman, Joint Intelligence Committee and Interlocutor, told the CIC the ground situation was “sensitive and fragile”, and the “premature release” of the information would be “prejudicial to national security”. “The Government does not wish to lose the gains arising out of the Framework Agreement,” Chief Information Commissioner R K Mathur quoted

The transparency panel took a dig at the ministry, pointing out that it had taken the ministry months to identify that the records related to the agreement were under the Joint Intelligence Committee. Information seeker Nayak claimed that a press release after the agreement was signed had said the “details and execution plan” would be released shortly. But even after 18 months, the information was still not out. He said the extension of the Armed Forces Special Powers Act in the region last December buttressed the argument that that there was a gap between “official talk” and the situation on the ground. This was why it was necessary to put out “authentic information” on the agreement for the general public, Nayak said. He said there was growing uncertainty among the neighbouring states about
the contents of the framework agreement “which clearly indicates a state of confusion prevalent among the voters of the NorthEast”. Mathur noted in his order that the complainant stressed the need to disclose the details of the agreement for “public interest”. He said Nayak asserted that what could be disclosed to a legislature or Parliament could not be denied to a citizen under the RTI Act. “The framework agreement had been discussed by the interlocutor with the legislators of Nagaland and the same is, therefore, liable to be disclosed to the general public,” Nayak told the Commission. Mathur said while Nayak emphasised the immediate need for transparency for peace in the Northeast, Ravi said the framework agreement was in place, but the final agreement was yet to be arrived
at. “In the present case, the sovereignty and integrity of India and the security and strategic interests of the State may be prejudicially affected. The public interest served by non-disclosure has to be weighed against the immediate public interest of disclosure,” Mathur said in the order. He said an immediate disclosure would inform the public and all stakeholders about the current status and “thus help to develop an understanding and trust in the Government and promote peace in the NorthEast region”. But between the two “competing public interests”, the Commission concluded that withholding information at this stage would help the government solve a long standing issue and bring about peace and prosperity. “This option is, therefore, more beneficial and is accepted by the Commission,” it said.
