JIC formed to probe Tuensang fiasco

DIMAPUR, MAY 30 (NPN): The state government on May 29 constituted a three-member judicial inquiry committee (JIC) to probe into the matter regarding the transportation of returnees to Tuensang. The decision comes following a representation submitted by the Eastern Nagaland Peoples’ Organization to initiate disciplinary action against those official involved in the deliberate violation of the standard operation procedures and related matters. The JIC will be headed by retired district & sessions judge, L.N. Sema as chairman and two members-- Adv. Akum Jamir and Adv. Yangthsapila Sangtam. The committee will submit its report within 15 days from date of issue of the notification, principal secretary Home, Abhijit Sinha stated.

139 persons arrive state on May 30

DIMAPUR, MAY 30 (NPN): Around 139 stranded citizens arrived Nagaland from various parts of the country on May 30, control room -empowered group Dimapur report stated. The report stated that 31 persons arrived by train from Delhi, 93 from Punjab in three buses, 10 from Assam in private cars, five from Assam in private cars after they flew from Delhi. It also informed that 67 people are expected to arrive on May 31 by DelhiDibrugarh train. Meanwhile, 13109 citizens had signed up in the nCOVID-19 Nagaland– Visitors App since March 23, while 2400 persons had submitted their travel self declaration during the past 14 days. At present 2,237 persons are being digitally monitored through the App, the report stated.

Govt issues guidelines for ‘Unlock 1’

NEW DELHI, MAY 30 (NPN): Termed as ‘Unlock 1’, the Ministry of Home Affairs has issued a new set of guidelines to facilitate a phase-wise dilution of the Coronavirus consequent lockdown. The guidelines issued on Saturday will be effective till June 30 and the first phase is set to have an economic focus. The Home Ministry has lifted almost all restrictions placed under the lockdown, however, the onus to implement relaxations has been put on state governments considering the prevalent COVID situation in their respective states. Lockdown measures would continue to be implemented strictly in the containment zones. These will be demarcated by the State/ UT Governments, after taking into consideration the guidelines issued by the Health Ministry. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed. All activities that were prohibited earlier would be opened up in areas outside Containment Zones in a phased manner, with

State COVID-19 tally 36 with 11 new cases D I M A P U R , M AY 3 0 (NPN): Nagaland COVID19 cases on Saturday rose 36 after 11 more people who had returned from Chennai tested positive of COVID -19. As on May 30, Dimapur registered 22 COVID-19 positive cases, Kohima- 9 and Tuensang-5. Health minister S. Pangnyu Phom, in his tweet, Saturday informed that out of the 11 new cases-- 9 were males and two females. He said eight were from Dimapur and three from Kohima. All the positive patients were being kept under medical observation at the designated COVID-19 hospitals. Active surveillance has been set in motion to prevent further spreading of the infection, he added. Results of 745 awaited: Principal Secretary Home, Abhijit Sinha said the cumulative number of COVID-19 suspected samples sent for testing till Saturday was 2210, out of which 1429 was negative and 36 positive cases. The results of 745 were awaited. Further, out of 86 samples tested through Truenat machines, 67 were and the results of 19 were awaited. He also said that 3493 persons were presently under facility quarantine.

India’s COVID-19 death toll reaches 5,100 PTI Adds: India’s COVID-19 death toll crossed the 5,000-mark on Saturday and the case count reached 1.76 lakh after a record spike in numbers of new cases and fatalities. In its morning update, the Union Health Ministry said the number of confirmed cases has risen to 1,73,763, after 7,964 new cases were detected in the 24 hours since Friday 8 AM, while 265 more deaths were reported in the same period to take the toll to 4,971. However, the recovery rate also improved further to over 47 per cent with more than 82,000 COVID-19 patients having been cured and discharged, leaving nearly 86,000 active cases across the country, the ministry said. However, a PTI tally of figures announced by different states and union territories, as of 9.25 PM, showed a higher number of 1,76,792 confirmed cases and at least 5,100 deaths. It also showed nearly 86,000 recoveries and close to 85,700 active cases. Globally, close to 60 lakh people have tested positive for the dreaded virus infection ever since it was first reported in China last December, while more than 3.65 lakh have lost their lives. The US is the worst hit country with close to 17.5 lakh cases and over 1.02 lakh fatalities.

DDCC’s suggestion to govt COVID cases may touch 10L in next few weeks NTC appeals for united effort to defeat COVID-19

D I M A P U R , M AY 3 0 (NPN): Dimapur District Core Committee (DDCC) on COVID-19 headed by Y. Kikheto Sema, APC and commissioner and secretary, held a meeting at Hotel Saramati to discuss the decision of the state government on testing all returnees and to send them to their respective districts only after testing results were confirmed. DDCC however pointed out that it was facing “practical difficulties” since there was only one BSL-3 laboratory installed in Kohima having limited capacity and so, testing all returnees would take a long time. DDCC said there were many returnees from other states who have completed the mandatory 14 day institutional quarantine period. At the present rate, DDCC said it would not be possible to test all returnees who don’t show any symptoms since the focus remained on Chennai returnees.

It stressed that unless all returnees who have completed the 14-day mandatory quarantine were not released, it would not be possible to accommodate fresh returnees. In the light of the above, DDCC at its meeting suggested that all returnees who have completed 14 days quarantine and show no symptoms be allowed to go to their respective districts without further mandatory testing while those from Dimapur be released to undertake home quarantine. Further DDC suggested that on completion of 14 days, any returnee showing symptoms will be retained and tested in Dimapur. DDCC also said it has no objection if the government decides to retain all COVID-19 cases from Mon and Peren districts. However, if the positive cases were to be retained, then it suggested that the government identify one more COVID hospital. (Cont’d on p-8)

D I M A P U R , M AY 3 0 (NPN): Sounding a note of high caution on the spread of novel coronavirus or COVID-19 in India, Dr. Sushila Katarai MD, PG Dip (MLS) who has 23 years of experience in overall Internal Medicine, has said that the virus could see further rise in the coming months and the number could even touch the 10 lakh-mark. In an exclusive interview to Nagaland Post and North East 8 channel (NE8) on May 26, Dr. Kataria said the problem “could get worse before it gets better”. She emphasised on two strategies in handling the current pandemic- first, flattening the curve, as in lockdown and secondly, raising the bar by optimizing health care system. home without burdening the health care system. She also expressed deep concern that COVID19 was rising amid public demand for relaxation and government wanting to continue with lockdown. Dr. Kataria said “we are headed for trouble for sure” as the virus has gradually spread from urban to rural areas where health infrastructure was poor. Dr. Kataria said if sample was not taken properly or if the person has low viral load, then the test could be negative among 20% of people.

She said even if swab tested was positive for COVID after 14 days of quarantine, it was not infectious because the infectious period of the virus was between 10-11 days and When informed about the current COVID-19 status of Nagaland, Dr. Kataria said since the numbers were small and imported, it should be maintained with proper contact tracing and to keep them in quarantine for 2-3 weeks . She said if possible, all those who are together should be testedonce when they enter and then after two weeks before being released from quarantine. She said a period of three weeks of quarantine was advisable. Dr. Kataria also emphasised that there should be no inter-mixing in the way food was served at quarantine centres and adequate measures while handling waste. D I M A P U R , M AY 3 0 (NPN): Nagaland Tribes Council (NTC), while appreciating the efforts of the state government in bringing all those stranded at various states back to Nagaland, also appealed to returnees to be patient and follow laid down guidelines for containing COVID-19. NTC in a statement, issued by its president Toniho Yepthomi and general secretary Nribemo Ngullie also took serious note of the “serious lapses” on the part of the state government in sending returnees from quarantine in Kohima back to their respective districts without completing the first phase of medical test/quarantine period. In this regard, NTC urged upon the state government to increase its efforts and rectify the haphazard way in which it was following its operating proce-

dure to contain the spread of COVID-19 and ensure that no returnees were sent to their respective districts without results of COVID tests. If returnees were to be sent, then it should be with proper Standard Operating Procedure(SOP). NTC also urged upon the state government to provide proportionate medical facilities and required frontline workers to all designated COVID hospitals to contain the virus at the initial stages. While stating that there was vast difference between spread of COVID19 from either known or unknown sources, NTC said the spread of COVID19 in Nagaland was from known source, from within government regulated environment. DIMAPUR/KOHIMA, MAY 30 (NPN): Nagaland Board of School Education (NBSE) Saturday declared provisional results of the HSLC and HSSLC Examinations 2020 with girls outperforming boys once again except in HSSLC commerce stream wherein the boys with 68.99 % fared better than girls (66.44 %). total of 15461 were enrolled for the examinations. HSLC recorded qualified percentage of 70.03% while in the HSSLC the overall percentage in Arts stream was 71.87%, Commerce stream 75.47% and Science stream 80.99%. Out of 22392 candidates, a total of 15680 candidates—8470 girls and 7210 boys— qualified the HSLC examinations 2020. In the Top 20 list, there were 55 candidates out of which 39 were girls and 16 were boys.

This year, 96 schools secured 100% qualified/ pass percentage. Out of 96 schools, 83 were private schools and 13 were government schools. This year, 34 schools have zero/nil result out of which 30 were government schools and four private schools.
