SC asks Centre, States to consider lockdown Considering Covid-19 crisis, the court then directed that “no patient shall be denied hospitalisation or essential drugs in any state or Union Territory for lack of local residential or identity proof ”. A bench headed by Justice D.Y. Chandrachud issued the directive that the central government should formulate a national policy on admissions to hospitals within two weeks. The judge said that the policy should also be followed by all state governments and that no patients till then will be denied admission or essential drugs in absence of local residential or identity proof. “Different states and local authorities follow their own protocols. Differing standards for admission in different hospitals across the nation leads to chaos and uncertainty. The situation cannot brook any delay,” it said. In its order released late Sunday night, the Supreme Court had also directed that the central government

in a hearing conducted via video conferencing. The media is an important and powerful watchdog in democracy and it cannot be stopped from reporting discussions in higher courts, it said. Senior advocate Rakesh Dwivedi, appearing for the poll panel, submitted that COVID-19 management does not come under the EC’s purview and after 20 days of polls in Tamil Nadu, the high court said it should be charged with murder. There was a continuous debate in media over the high court remarks on murder charges against the poll panel, he said, adding that somewhere a line has to drawn. The apex court, however, asked EC to take the observations of the high court in the right spirit and said, “You have done a good job”. “We will take into account EC’s grievance and to the best of our abilities, try to balance between rights of the poll panel and high courts,” the bench said. The top court told Dwivedi that Madras High Court’s effort was not to run down the EC as an institution. The Election Commis-

NEW YORK, MAY 3 (IANS): US-based pharmaceutical major Pfizer’s Chief Executive Officer Albert Bourla said that the company’s Covid-19 oral antiviral pill, which is in early-stage trials, could be ready by the end of the year, the media reported. According to CNBC, the company, which developed the first authorized Covid-19 vaccine in the US with German drugmaker BioNTech, began an earlystage clinical trial for testing a new antiviral therapy for Covid-19 in March. The drug is part of a class of medicines called protease inhibitors and works by inhibiting an enzyme that the virus needs to replicate in human cells. “If clinical trials go well and the Food and Drug Administration (FDA) approves it, the drug could be distributed across the US by the end of the year,” Bourla told CNBC. Protease inhibitors are used to treat other viral pathogens such as HIV and hepatitis C, the report said. Last month, Pfizer asked FDA to expand the Emergency Use Authorisation (EUA) for its Covid-19 vaccine to include children ages 12 to 15.

New Delhi, May 3 (PTI): Supreme Cour t Monday termed as “too far fetched” the poll panel’s plea for restraining media from reporting remarks in court proceedings and came out in support of high courts saying it does not want to demoralise them as they are vital pillars of democracy. A bench of Justice D Y Chandrachud and M R Shah assured the Election Commission that the high court’s remarks were not meant to “run down” the poll panel and it will try to balance the rights of two constitutional bodies - the high court and the EC - in its order. The apex court reserved the order on the appeal of the Election Commission against Madras High Court’s ‘critical’ remarks holding it responsible for the surge in COVID-19 cases in the country and fastening its responsible officials with the murder charges. The bench said it would pronounce the order “expeditiously”. “Media should be able to report everything also to create accountability and the dialogue in court is often to create an umbrella of discussion,” the bench said

State govt declares containment zones

India records over 3L new Covid cases, 3417 fresh fatalities

NEW DELHI, MAY 3 (AGENCIES): I n the wake of the second wave of Covid19, the Supreme Court has directed the central and state governments to consider imposing a lockdown. “We would seriously urge the central and state governments to consider imposing a ban on mass gatherings and super spreader events. They may also consider imposing a lockdown to curb the virus in the second wave in the interest of public welfare,” the Supreme Court said. “Having said that, we are cognizant of the socioeconomic impact of a lockdown, specifically, on the marginalised communities. Thus, in case the measure of a lockdown is imposed, arrangements must be made beforehand to cater to the needs of these communities,” the apex court added. The top court further asked the Centre and the states to inform it about the measures that they have planned to deal with the global disease in the near future.

Aggressive lockdown needed: AIIMS chief AIIMS chief Dr Randeep Guleria said a complete lockdown or an aggressive lockdown is needed in India just like last year. He also stressed that strict lockdown should be imposed in areas reporting positive rates over 10 per cent. Speaking to NDTV, Dr Guleria said that India had been caught off guard by the ferocity with which the virus was spreading, and that night curfews and weekend lockdowns imposed by various states have proved to be ineffectual. He also noted that no healthcare system in the world can manage this kind of load and added that aggressive containment or lockdown is the only key.

sion had moved the top court on Saturday challenging the critical observations made by the Madras High Court holding it responsible for a surge in COVID-19 cases in the country, saying the remarks were “uncalled for, blatant and disparaging”. The high court had, on 26 April, castigated the EC for the surge in COVID-19 cases during the second wave of the pandemic, holding it “singularly” responsible for the spread of the viral disease, called it the “the most irresponsible institution” and even said its officials may be booked under murder charges. The poll panel allowing political parties to take out rallies and organise meetings had led to the surge in COVID cases, the court had observed. The EC’s appeal against these remarks was trashed by the division bench of the high court on 30 April, leading the poll watchdog to approach the top court. The division bench of the high court, on 26 April, made the stinging observation on a plea moved by Tamil Nadu’s Transport Minister MR Vijayabaskar, who was the AIADMK candidate from Karur.

ENSF serves 13-day ultimatum on govt Asks govt to fulfil ‘NPSC charter of demands’ Correspondent

KOHIMA, MAY 3 (NPN): Alleging non-implementation of the ‘NPSC charter of demands’ and for systematically manipulating the 25% job reservation for six backward tribes of Eastern Nagaland, Eastern Naga Students’ Federation (ENSF) served a 13-day ultimatum to the State government seeking implementation of the same. Addressing a press meet at DUDA guest house here on Monday, ENSF president Sepili Sangtam expressed regret that even five months and 18 days since

submission of a representation by the federation, the government had not taken any positive step. Hence, he said the federation has served its 13-day ultimatum on the state government. He warned that failure to address the “genuine demand” would compel ENSF to demand prosecution of the officials/Commission responsible for systematically manipulating the 25% job reservation that was clearly notified by the State government. Highlighting the issue in sequence, Sangtam said ENSF had time and again considered the appeals made by the government after any ultimatum was served. Pointedly he said after following the “appealed notification” of December 7, ENSF had after understanding the position of the government,

temporarily suspended its democratic indefinite agitation and set January 10, 2021 as the deadline for the government to fulfil ENSF charter of demands. However, after setting the deadline, he said the government had again assured ENSF that a meeting with the cabinet subcommittee would be held soon. Based on this, he said ENSF again decided to keep the proposed indefinite stir in abeyance and also extended it by another month. Sangtam said at the invitation of the government, ENSF attended a meeting with the cabinet sub-committee on April 9 wherein the issue was discussed at length. He said the government at a cabinet meeting on January 14 directed the cabinet subcommittee to submit its report within three months to enable it (Cont’d on p-8)

ing the pending PMGSY road project, which started in the year 2012. They further claimed that as per RTI response, 72% of the bill was released, but the actual work executed was approximately 3km to 4km only out of 42 kms, which was also of “cheapest quality.” Therefore, the three student bodies have sought clarification from the department whether 11 years was not enough to complete the project of 42kms. They also asked who was to be blamed for releasing the bills without execution of assigned work. “Is the department responsible or the firm/contractor for not executing the assigned work?” they questioned. They demanded that the department issue clarifications in print media, adding that they expected work execution at the earliest. Failing to respond within the stipulated time, the unions threatened to “take the matter to the higher level.”

Cong to form HPC to analyse defeat in Assam Night curfew extended in Tripura

GUWAHATI, MAY 3 (PTI): The Congress on Monday said it will form a “high-powered” committee (HPC) to analyse defeat of the opposition’s Grand Alliance and will give suggestions to address the shortcomings. Addressing a joint press conference by the alliance members, the opposition grouping said the regional front of Assam Jatiya Parishad (AJP) and Raijor Dal cost them around 10 seats in Upper Assam, which gave a decisive mandate in favour of the NDA. The Congress-led alliance has bagged 50 seats out of 126, while the BJPheaded ruling front got 75. One seat went to Raijor Dal, which contested as Independent. “We will form a highpowered committee in consultation with the Grand Alliance. This will evaluate

Jitendra Singh the reasons for our defeat. It will give suggestions on how to improve the things,” All India Congress Committee national general secretary Jitendra Singh said. The in-charge of Assam Congress alleged that the Election Commission was “misused” by the BJP and many irregularities were noticed such as unexplained movement of EVMs at several places.

“The people and political parties must have trust on the Election Commission. We will definitely going to question them and take response from the EC,” Singh said. Taking the responsibility of the defeat, the Congress leader congratulated Assam chief minister Sarbananda Sonowal and said that the grand alliance will play the role of a responsible and strong

Akhil Gogoi first in Assam to win election from jail hati, the 46- year-old Raijor Dal chief is not new to electoral politics. He had served as general secretary of the Cotton College Students’ Union in 1995-96. Over the years, the anticorruption activist, who also helms the Krishak Mukti Sangram Samiti (KMSS), had been at the forefront of numerous agitations. He had fought for the land rights of indigenous people, and led a statewide movement against construction of big dams in the ecologically sensitive regions. Dozens of cases have been slapped on him by successive state governments. The National Investigation Agency (NIA) arrested him in 2019 for his alleged involvement in the violent anti-Citizenship (Amendment) Act protests across the state. Political analyst Atiqur Rahman Barbhuiya said Gogoi will go down in history as the only political prisoner to have set such a precedent after former union minister George Fernandes, who won the 1977 Lok Sabha election by over three lakh votes from a jail in Bihar’s Muzaffarpur.

opposition. When asked if the two newly floated party impacted the prospect of the grand alliance, Singh said, “It appears that the AJP and Raijor Dal factor also helped the BJP consolidate its position in Upper Assam region. “We lost around 10 seats due to them. The AJP and Raijor Dal need to do some soul searching on how they ended up helping the very forces that they were seeking to oppose.” Though the tally of the Congress went up by three seats from 26 in 2016 to 29 now, the party lost seven seats by a margin of less than 5,000 votes, he added. Talking about the resignation of the Assam Congress president Ripun Bora, Singh said he is the most hard working state chief in India and requested him to withdraw it.

Fake Remdesivir inj: Sikkim denies presence of ‘Covipri’

G A N G TO K , M AY 3 (AGENCIES):The Sikkim government has denied the presence of any manufacturer of “Covipri” injection, which is falsely being circulated as the Remdesivir injection on social media. Remdesivir injection is used to reduce the severity of the Covid-19 infection. An image of “Covipri” packets, with the “Remdesivir” injection written on them, is being shared on Facebook. Many users are claiming that the drug is available and people who need these for Covid patients can contact them. The address given as manufacturer’s details is completely wrong. Two places are mentioned Mettupalayam and Singtam with the claim that both are in Sikkim. But while Singtam is in Sikkim, Mettupalayam is in Tamil Nadu. SIBSAGAR (ASSAM), MAY 3 (PTI): Jailed antiCAA activist Akhil Gogoi became the first Assamese to win an election without hitting the campaign trail, as he clinched the Sibsagar constituency, defeating his nearest rival Surabhi Rajkonwari of the BJP by a decisive 11,875 votes. The founder of the newly floated Raijor Dal -- arrested in December 2019 over sedition charges –bagged 57,219 votes as an Independent, garnering support from 46.06 per cent of the electorate. The Congress, which had initially backed the Raijor Dal chief, ended up giving ticket to Subhramitra Gogoi, who came third in the contest. The RTI activist, in an attempt to reach out to the people of the state, wrote several open letters from jail, highlighting problems that need to be addressed. What might have struck a chord with the electorate was his 85-year-old mother’s efforts to campaign for his imprisoned son along the narrow lanes of Sibsagar, despite the frailties of old age. Moved by Priyada Gogoi’s

determination, renowned social activists Medha Patkar and Sandeep Pandey flew down to the Upper Assam town and joined the octogenarian in her campaigns. Hundreds of youth volunteers and members of the Raijor Dal also took to door-to-door electioneering to woo voters ahead of the three-phase polls. Notwithstanding the entire election machinery of the BJP, which put all its weight behind Rajkonwar as top leaders such as Union Minister Smriti Zubin Irani addressed the people of the constituency, Gogoi, a greenhorn, emerged victorious with absolutely no cash in hand and Rs 60,497 in deposits. Meanwhile, night curfew will be extended in the Shillong Agglomeration area from 8 p.m. to 5 a.m. from Tuesday, Chief Minister Conrad K Sangma announced after chairing a meeting to assess the COVID-19 situation in the State as on Monday. However, the government has ruled out the imposition of a total lockdown. The meeting, which was also attended by Deputy Chief Minister, Prestone Tynsong, Health and Family Welfare Minister, Alexander Laloo Hek, Chief Secretary M.S.Rao and senior government officials from the Health department also decided that all shops would be closed from 7 p.m. on Tuesday. Ïewduh, one of the busiest markets in the northeastern states, would open daily

from 7 a.m. to 7 p.m. daily, except on Sundays when these shops would remain closed the whole day. Eleven grocery and wholesale shops in Ïewduh would also open on a rotation basis from 7 a.m to 7 p.m. each day. “The Incident Commander, Zone-IV and the Syiem of Hima Mylliem (traditional head) will regulate the opening of the above shops. Shopkeepers would be responsible for maintaining physical distance between the customers and follow other protocols,” Deputy Chief Minister Tynsong said. The market committee under the Syiem of Hima Mylliem is authorized to levy fines on shop owners or people who violate the protocols or spit in open and public places. Tynsong also informed that office hours have been reduced from 10 a.m. to 4.30 p.m. in the State Capital Shillong. “His resignation has not been accepted yet and it is a decision of the high command. I personally request him to continue as his leadership is needed at this time when the state is grappling with COVID-19 pandemic,” he added. Taking all responsibility, Bora on Sunday resigned as state chief and sent the resignation letter to Congress national president Sonia Gandhi. Singh further said the Congress will assist the state government in mitigating the coronavirus pandemic challenge faced by the people of the state. “Lot of people of Assam residing outside have been victims of the pandemic and many more are afflicted. They need urgent help. The gover nment should have a database and extend all help they can from here,” he added.

of COVID victims should not be opened. “Bodies of COVID victims are allowed to be taken to their homes, but can’t be taken inside the house, but should be kept in the courtyard, verandah or any place outside,” Tynsong said. Moreover, a maximum of 30 persons are allowed at the funeral, but each has to maintain the protocols laid down. Handshakes, body contact should be avoided as far as possible. Hand sanitizers are to be provided to the attendees and meals should not be served to guests. Family and relatives should ensure that attendees do not stay for long. “We are monitoring the surge on a daily basis… lockdown is not an option, but request residents to take care, wear masks, avoid unnecessary movement and maintain all protocols,” Tynsong said. He said the decision was taken after seeing the daily spike of COVID cases in the state. “We are left with no option but to implement more restrictions for the safety and security of the people of the state,” the Deputy Chief Minister said. Besides state capital Shillong, the towns of Jowai, Tura and Ri Bhoi have been declared ascontainment areas for ten days from May 1, following the surge in the number of COVID-19 cases.

Controller General said, “With reference to product COVIPRI (Remdesivir) available in the market as labelled being manufactured in Sikkim. It is to inform you that the said firm is non-functional since November 2017. “Further it is to inform you that no such manufacturing license number was issued, granted by our department and there is no place like Mettupalayam in our State,” the letter read. Delhi Police recently arrested five people and unearthed a ‘pharmaceutical’ unit at Kothdwar in Uttarakhand manufacturing large quantities of fake Remdevisir injections (COVIPRI) sold at over Rs 25,000. Police said that “Covipri” is a fake drug and not a Remdesivir injection. According to police, the accused used the name of a different manufacturer and printed the address and other details on their own. A police official said that though they’ve busted the racket, some injections may still be in circulation.

DEHRADUN, MAY 3 (PTI): Houses in some villages and roads were damaged in two separate cloudburst incidents in Rudraprayag and Uttarkashi districts of Uttarakhand on Monday. However, there is no information about any human casualties in the incidents, the state emergency operation centre here said. Chief Minister Tirath Singh Rawat spoke to the district magistrates concerned and asked them to keep an eye on the situation. He directed them to provide relief and the required financial assistance to the affected people.

NEW DELHI, MAY 3 (PTI: The Centre on Monday said the rising number of daily COVID-19 cases in some states remains a cause of concern and while a few others like Delhi and Maharashtra are plateauing in terms of daily cases, these are “very early signals” and containment efforts have to continue to break the chain of transmission. Addressing a news briefing, Joint Secretary in the Health Ministry Lav Agarwal said 13 states, including Delhi, Chhattisgarh, Maharashtra, Punjab, Jharkhand and Uttar Pradesh, are showing early signs of plateauing or decrease in daily new COVID19 cases. He said states like Bihar, Rajasthan, Haryana, Tamil Nadu, Andhra Pradesh, Kerala, Karnataka and West Bengal are still showing an increase in daily infections. These include 12.07 crore doses (first dose for 10.53 crore people and second dose for 1.54 crore) which have been administered to those aged 45 and above. The number of individuals in the age group of 18-44 who have taken the first dose of the vaccine is 0.02 crore. Twelve states have started COVID-19 vaccination for individuals in the age group of 18-44 years from May 1, Agarwal informed.

LUCKNOW, MAY 3 (PTI): Results for over 3.27 lakh panchayat posts out of the nearly six lakh for which polling took place across the state have been declared, officials said Monday. In addition, over 3.19 lakh candidates were declared elected unopposed, before the counting began Sunday at 826 centres began on Sunday. The ruling Bharatiya Janata Party and the Aam Aadmi Party have claimed major wins in the elections which were held in four phases last month, amid a surge in coronavirus cases The state election commission said apart from those who faced no contest,

Based on limited data, one can take ivermectin or hydroxychloroquine but there is no need to take too many medicines, he advised. “Some patients take steroids in an early stage of the disease which can further replicate the virus. Taking high dose steroids in mild cases may lead to severe viral pneumonia. Steroids should be taken in moderate stage and as advised by doctors,” he said. Steroids are for moderate illness only and patients who are under home isolation due to mild illness do not require them, Guleria said.

Stalin recreates 2019 magic, wins TN polls CHENNAI, MAY 3 (PTI): Building a strong narrative over the years against the AIADMK and BJPled governments in Tamil Nadu and the Centre, DMK president M K Stalin reaped huge success in Assembly polls, recreating the 2019 magic when he won the Lok Sabha polls hands down for his party and allies. The DMK has won 127 seats, and is likely to win six seats from where it is leading, according to trends. When the segments won by DMK’s partners including Congress are added, it worked out to 153 seats out of the total 234. Garnering two-thirds of the 234 seats, the 68year old Stalin, through his sustained campaign has yet again ushered in a victory similar to that of the 2019 Parliamentary election win. The victory did not, however, land in Stalin’s lap and he worked towards it by reaching out to people systematically by targeting the Centre and state governments on many issues. These biomarkers are acute phase reactants and they increase even when there is some normal injury and toothache, it does not show that the COVID-19 disease has become severe. New Delhi, May 3 (PTI): The AIIMS chief on Monday warned against rushing for CT scan in cases of mild COVID-19, saying it has side effects and can end up doing more harm than good. Amid a staggering surge in COVID-19 cases in the country, AIIMS Director Dr Randeep Guleria at a press conference said that CT scans and biomarkers are being misused and they can be harmful as well. Stressing that there is no need for doing CT scans in mild COVID cases, he said that many people are opting for the test the moment they find out they are positive for COVID-19 and added that misuse of CT

BENGALURU, MAY 3 (PTI): In yet another hospital tragedy in the country in recent days, 24 patients, 23 of them covid-infected, died in Karnataka’s Chamarajanagar due to alleged oxygen shortage in the district hospital in the last 24 hours, with the government warning of stringent action against those found guilty. The government ordered a probe into the matter and appointed senior IAS officer Shivayogi Kalasad as the inquiry officer. Following the incident, Chief Minister B S Yediyurappa convened a meeting with oxygen producers, where a number of decisions were taken to ensure supply of allocated quantity of oxygen to the state by the Centre. Among these were to reduce the time taken to refill oxygen tankers, provide a green corridor for faster commuting of oxygen tank-

At the same time, Stalin ensured that the AIADMK felt the heat on many issues including a slew of graft allegations against Chief Minister K Palaniswami, his Cabinet colleagues, the NEET issue and the antiSterlite protests vis-a-vis the Tuticorin police firing episode in 2018 and many more. Stalin spearheaded protests against hydrocarbon exploration projects in Cauvery delta districts, held state-wide stir against the farm laws, CAA and collected ‘two crore’ signatures against it. A big rally was held here near Raj Bhavan last October seeking Governor

Banwarilal Purohit’s assent for a State Bill giving 7.5 per cent reservation to students of government schools in medical admissions. Though the quota was an initiative of the AIADMK regime, the DMK said it became law only following its protest and pressure mounted on the Governor. Also, notably, the D M K ’s e l e c t i o n c a m paign was meticulously planned well in advance and launched several months ahead of assembly elections. The DMK’s allies, Congress has won 18, Viduthalai Chiruthaigal Katchi four and the two Left parties two seats each. Though the DMK could not capture power in 2016, Stalin continued to relentlessly take the fight against the AIADMK ahead both in the State Assembly and outside, holding a slew of protests over the years on several issues.

AMARAVATI, MAY 3 (PTI): A partial curfew from 12 noon to 6 am will be imposed in Andhra Pradesh from Wednesday for two weeks to curb coronavirus that has been on a virulent spread. Shops would be allowed to open daily from 6 am to 12 noon, with prohibitory orders under Section 144 CrPC in force. Thereafter, only emergency services would be allowed as curfew would be clamped till 6 AM. For the past few days, night curfew from 10 pm to 5 am is in force in the state to contain COVID-19. Nagaland Post Vol. XXxI NO. 147 Dimapur, TUESDAY, MAY 4, 2021

A

Didi and goliath

midst the raging second wave of the coronavirus since mid-February that continues to infect lakhs of people and claiming the lives of around three thousand each day, Indians tuned in to their television sets on May 2,2021 for results of elections to four states(Assam, Kerala, West Bengal and Tamil Nadu) and one union territory (Puducherry). The results showed that voters in Tamil Nadu and Puducherry rejected their incumbent governments, while voters in Assam, Kerala and West Bengal re-elected their incumbent governments. However, the West Bengal assembly election, held under an unprecedented eight phase (March 27 to April 29) and most intense and bitterly fought between the ruling Trinamool Congress and the BJP, gripped the attention of the nation. Several darbari national media, except for one or two out of several dozens, betrayed their preference by devising disingenuous ways to predict that Didi will be undone by the anti-incumbency factor as Bengal wanted a change and that the visible change was Modi’s BJP. If the Battle for Bengal was a battle for survival for Mamata and her TMC; it was also a litmus test to the awesome election juggernaut of the BJP and the electoral formula magic of prime minister Narendra Modi and his home minister Amit Shah. On the other hand, even as early as March 28, union home minister had declared as that the BJP will win over 200 seats and form the government. The BJP’s massive election juggernaut rolled through the length and breadth of Bengal for election was more than awesome. The BJP used its tried, tested and proven strategy against the Congress and was confident that it will also succeed in Bengal. It was a fight between a lone woman against the entire political and even state machinery. All pollsters and most of them quite reputed and some riding on the reputation of being as accurate gave TMC 141 and the BJP, close with 138 and the Left-Congress alliance around 13 seats. Since all the media reflected more or less the same predictions, the nation expected either a wafer thin majority for the TMC or a hung house. Even the most optimistic Trinamool Congress supporters expected the party’s tally to be bag 170 seats or so. However, the voters in Bengal proved that the cannot be swayed by majoritarian politics. They voted for Didi by giving her a resounding win with 213 seats, two more than in 2016. Despite massive use of resources including serious allegations of biased decisions of the Election Commission against TMC, the BJP failed to prevail in Bengal. Poll strategist Prashan Kishore, who scripted the brilliant win for TMC alleged on TV that the Election Commission had played a blatantly partisan role in Bengal. After poll results for Bengal were out, he said questions will now be raised not just about the role of the Commission and its impartiality but also about the unprecedented amount of money spent by the BJP in the election in Bengal. However, to be fair, the West Bengal defeat was not exactly a fiasco for the BJP since its seat share shot up from merely three in 2016 to 77 in 2021. By all accounts it was a huge gain. In addition, BJP comfortably retained Assam and wrested power in Puducherry in alliance with AINRC. However, the loss in Bengal can be described as a humiliation for the so far unchallenged leadership duo of the BJP while propelling Mamata to the national stage.

DailyDevotion Vital Intercession

…praying always with all prayer and supplication in the Spirit… —Ephesians 6:18 As we continue on in our intercession for others, we may find that our obedience to God in interceding is going to cost those for whom we intercede more than we ever thought. The danger in this is that we begin to intercede in sympathy with those whom God was gradually lifting up to a totally different level in direct answer to our prayers. Whenever we step back from our close identification with God’s interest and concern for others and step into having emotional sympathy with them, the vital connection with God is gone. We have then put our sympathy and concern for them in the way, and this is a deliberate rebuke to God. It is impossible for us to have living and vital intercession unless we are perfectly and completely sure of God. And the greatest destroyer of that confident relationship to God, so necessary for intercession, is our own personal sympathy and preconceived bias. Identification with God is the key to intercession, and whenever we stop being identified with Him it is because of our sympathy with others, not because of sin. It is not likely that sin will interfere with our intercessory relationship with God, but sympathy will. It is sympathy with ourselves or with others that makes us say, “I will not allow that thing to happen.” And instantly we are out of that vital connection with God. Vital intercession leaves you with neither the time nor the inclination to pray for your own “sad and pitiful self.” You do not have to struggle to keep thoughts of yourself out, because they are not even there to be kept out of your thinking. You are completely and entirely identified with God’s interests and concerns in other lives. God gives us discernment in the lives of others to call us to intercession for them, never so that we may find fault with them.

ome months ago Anoushka, Abhishek, Sarthak, Garvita and Rishabh wrote to me from Thapar Institute and Technology, Patiala college in Patiala, requesting guidance with an animal welfare group they had started on the campus called Puppers Helpers Tiet. This gave me a new idea – of starting Animal Welfare Groups (AWG) in every college campus. So we put yet another Anushka, who came to me as a legal intern, in charge of this. If any of you would like to start a group you can contact her at anushkapfacampus@ gmail.com. She already has 30 college units, and my target is 50,000. In the meantime Enactus, which is a student organisation of social work that exists in most colleges in Delhi, have, on their own, started making animal welfare groups in every college in Delhi. The group is called Desi, and it is handled by Lakshita, the President of Enactus Motilal Nehru College enactusmlnc@ gmail.com. They are doing an excellent job treating animals, having them adopted, starting campaigns. Thousands of students across India have been feeding and looking after animals during COVID. Many opted to stay back in their hostels to see that the resident animals were fed. When the staff of Jindal University wanted to throw out animals, over 600 students called, wrote in, and went there to protest till the university authorities backed down. The worst case has been IIT Madras : a place ruled by two extreme leftists, who spend much of their time abusing the government and being vicious to animals. Inspite of govern-

ment orders, and dozens of campus staff and students protesting, they made a ghetto for dogs where they were kept chained till most died. They did this in the name of wanting to save the deer on the campus. They then fed the deer dog biscuits and plastic till a number of those died. They finally had to back down under court orders, but not before they had wreaked misery on man and animal. T h e y c o u l d h av e learned a lesson from KG Reddy College of Engineering and Technology in Moinabad, which puts “world’s first animal friendly educational campus” as part of its advertising! The campus doubles as a shelter for abandoned and abused animals. I quote from an article on them which made my day “Most of the videos that captured the cruel treatment of animals, and shared widely this year on social media, had the same set of perpetrators - youngsters. Recognising the importance of making the youth compassionate towards animals, the management of an engineering college has decided to impart more than just technical subjects, by starting an animal shelter within its campus. The KG Reddy College of Engineering and Technology in Moinabad has let dogs, cats, pigeons, turkeys, ducks and rabbits take refuge on the college premises. The thought was that the students can bring in a change in the society, and be the ambassadors in spreading the message to their family and friends about loving animals and being sensitive towards them,” says K. Krishna Reddy, Chairman of the institute. “Based on the motto of ‘feel good

Nagaland Post, Dimapur TUESDAY, MAY 4, 2021

Start AWG in every college campus and do good’, we want all our students to be involved in the activity of engaging with animals brought to the shelters.” The well-being of the animals is the responsibility of the students. According to Mohd Zabi Khan, a student of the college, the students take turns to feed and treat the animals. “Once the animals are healthy, they are put up for adoption and handed over to a suitable owner. Some dogs have behavioural issues, so they are kept at the shelter for longer duration for rehabilitation” Students of KJ Somaiya Institute of Management Studies and Research in Mumbai, St Xaviers’ College in Ahmedabad, and Symbiosis Institute of Media and Communication in Pune, also have animals on the campus and students and college administrations work out feeding and vaccination schedules, scheduling visits to the vet, even laying down rules about go and nogo areas — pets are allowed into hostel buildings and canteens. In Symbiosis, they are allowed into classrooms as well. Institute director Vidya Yeravdekar says. “Students dealing with emotional insecurities, relationship problems and stress, benefit from pet therapy. We want to focus on the emotional well-being of our students too and hence this initiative.”

Students in Somaiya use a WhatsApp group to sync feeding routines, veterinary visits etc, and work with a local NGO to care for their campus pets. The group calls itself Animal Welfare Association of Somaiya (AWAS). There can be no days off or annual breaks —someone has to make sure the routine stays intact at all times. In fact, vacation time has proved to be so difficult that students have decided to stay back in rotation to care for campus animals. Students of Indian Institute of Management, Indore’s 193 acre campus, have turned their campus into a dog-friendly vicinity and take care of all campus dogs by joining hands with the NGO—Helping Hands For Animals (HHFA). The campus has approximately 50 dogs and the students of IIM Indore feed them daily, take care of their health and ensure their safety, marking the dogs with luminescent collars so that they are visible from a distance at night. The group also plans to train a few dogs for security and safety of the institute at the main gates. “IIM Indore aims to set itself as a role model for other institutes to promote animal-friendly campuses and encourage safety and security of animals around.” The National Service Scheme volunteers of Kochi’s St Albert’s College will now get to learn the

basics of animal welfare. The college has recently signed an MoU with the Humane Society International to conduct webinars and campaigns on animal protection. Sebastian AV, the college’s NSS coordinator says “We want to create a general cognisance in students that the world belongs to other beings too. We have asked our students to feed strays, keep water bowls for birds and take pictures of these,” he says. St Alberts’ is the first NSS unit in the state to tie up with an animal welfare organisation. During the pandemic an animal welfare club was formed, to take care of animals on the campus, by The Indian Institute of Engineering Science and Technology (IIEST), following an appeal from the students’ senate. A group of students, under the banner “People for Animal Welfare, IIEST”, has been raising funds since April to feed the strays on the campus that has been closed since the third week of last March with the onset of the lockdown. The institute made the club a statutory body to enable the administration to help the 200-odd dogs and 30-odd cats. An IIEST professor of electrical engineering is professorin-charge of the club. IIT Delhi has recently invited candidates for the position of a dog-handler in the institute. The position, worth Rs 45,000 per month, is for a Bachelor of Veterinary Science to care for the community dogs on the campus. “I am proud of IIT Delhi for considering that the planet does not only belong to humans,” says a student. “Appointing a dog handler will solve the issues of both animal lovers and animal haters,” During the

pandemic, when students left, IIT Delhi used their guards to feed the animals left behind. The Jawaharlal University campus in Delhi has over 20 feeding spots, where dogs, nilgais and peacocks are fed by students. It has an animal cell and an animal ethics committee. The pandemic lockdown meant students had to leave the premises, leaving these animals with no fixed source of food. Why is it important to have animal welfare groups institutionalized on campus? Research shows that those who commit crimes against animals have a higher disposition to commit crimes against human beings. Research has consistently reported childhood cruelty to animals as the first warning sign of later delinquency, violence, and criminal behaviour. Nearly all violent crime perpetrators have a history of animal cruelty in their profiles. We must change attitudes early. For students the advantage, that all research has shown, is that having dogs and cats around can help lower high blood pressure, and this calming effect is especially important as students juggle lectures, assignments and internships, prepare for exams, feel homesick. Puppers Helpers now has 60 volunteers. It is an official club headed by a teacher. It has made a temporary shelter for campus animals and held first aid classes, and are currently engaged in spreading awareness of how to treat parvo virus. I am so proud of them. Post-mortem

Dissecting the Assembly poll results

S

o, it’s finally curtains on one of the perhaps most arduous, long and bitterly contested Assembly elections in the country’s recent memory. Held amidst the raging second wave of COVID-19 pandemic in large parts of the country and spread across four key States of Assam and West Bengal in the east, and Kerala and Tamil Nadu in the south, besides the Union Territory of Puducherry, the stakes were quite high naturally, equally for the BJP as well as the opposition parties. Sensing this, the BJP had pulled out all its aces and put everything at stake, with the electioneering being led by none other than Prime Minister Narendra Modi himself from the very beginning. The party hoped to finally make a dent using the Modi magic down South and in West Bengal. However, finally, barring Assam (which was expected), it failed to make the cut in Tamil Nadu (with its alliance partner AIDMK), Kerala and West Bengal, where Mamata Banerjee held her fort. This clearly will be regarded as a big setback for Modi Inc. Actually, without doubt, this was perhaps the most astounding victory for Trinamool Congress (TMC) led by Ms Banerjee, who single-handedly staved off a belligerent BJP breathing down fire on her neck and with her old but key associates having deserted her. Her “outsider vs insider” narrative and her aggressive pitch for Bangaliana (Bengali spirit) seem to have helped her big and she went on to record her hat-trick win. Of course, it’s for the experts to analyse the longterm effects the current upsurge of Bangaliana could have in a State that always prided itself in multi-culturalism. Because, unlike being confined to the cultural sphere in the past, this time, Bangaliana has metamorphosed politically. And given TMC’s propensity to indulge in sectarian politics by driving a wedge between “outsiders” and “bhumi putra” (son of the soil), it won’t come as a surprise if tensions mount between “outsiders” and “bhumi putras” in West Bengal in the coming days, which could have long-term consequences for Bengalis outside the State,

especially those residing in the Northeast. It left virtually no stone unturned during the election too to brand itself as a party primarily for and of the Bengalis. This however is not to take away from its victory. For the BJP, the Assembly elections were once again (like in 2019 general elections) the case of thus far and no further both in West Bengal and Kerala, the closest it could have perhaps ever hoped to reach despite having put so much at stake, while the win in Assam could at best be considered a consolation victory. Of course, no one is discounting its win in Assam, especially in the backdrop of a new record having been set – the first non-Congress coalition winning two elections on the trot. The BJP-led NDA alliance comprising Asom Gana Parishad (AGP) and United People’s Party Liberal (UPPL) won altogether 75 out of the 126 seats, with the BJP winning 60, AGP nine and UPPL six. Nevertheless, the outcome in Assam was along expected lines. However, this clearly cannot take away the tinge of disappointment the party could be harbouring at this moment for having been unable to break the jinx in Kerala and West Bengal despite having invested so much time and effort. The entire top brass of the party was campaigning relentlessly since the beginning of this year in both the States, addressing meetings. But all these came to nought as this didn’t translate into votes. Now, this could now perhaps force the party’s top brass to rethink on its strategy of relying on Modi magic alone to deliver the results. The days of using Modi as a trump card could well be over, at least in the Assembly elections where local issues and local leadership matter. Meanwhile, the outcome of the Assembly elections also holds a lesson or two for parties relying too much on media publicity or public activism to win polls, especially in the context of Assam. A case in point is the performance of both the newly-formed Asom Jatiya Parishad (AJP) led by former student leader Lurinjyoti Gogoi and Akhil Gogoi-led Raijor Dal (RD). Riding on the wave of

the popular anti-CAA stir that gripped Assam in 2019, AJP tried to seize the latent anti-CAA sentiments within the Assamese society but still failed to open an account with Lurinjyoti himself losing both the seats he had contested. Similarly, while Akhil might have won his seat, all his party’s candidates however lost. A public activist known for organising mass protests across Assam on various issues under the banner of Krishak Mukti Sangram Samity in the last few years, Akhil too couldn’t convert the dissenting public voices into votes. The two fledgling Assam parties clearly couldn’t quite match up to the organisational strength of the BJP or its alliance partners, though it will be too early to write them off altogether. Interestingly, the issue of CAA (Citizenship Amendment Act), in which many experts saw as having the potential to threaten the existing political equations in Assam and West Bengal, failed to make any impact in both the States and has been rendered quite redundant. While BJP relied heavily on it to deliver the results with disastrous consequences in West Bengal, parties like the Congress, AJP and RD that banked largely on anti-CAA sentiments in Assam too failed miserably. On the other hand, the grand old party, which seems to only sink further into the abyss after each election, fared no better this time as well. The Congress has been trounced resoundingly once again in all the four States and the one Union Territory that it had contested along with its allies. Now, if this still doesn’t serve as a wake-up call for the party’s leadership, nothing will. Elections after elections have proved that neither revelling on its past glory or that of the khandan, nor its somewhat obsessive anti-Modi stance will deliver the results. Reason why the party needs to go to the drawing boards urgently, while its leader Rahul Gandhi should stop being a part-time politician. Of course, only if the party still means business and wishes to stay relevant. Anirban Choudhury, Guwahati, Assam

The dire need to break the chain of infection

eading between ‘how we overcame the first wave of infection’ and ‘the chance of where the second wave could lead us into’, it should tell any responsible person that we need proper isolation and lockdowns to break the chain of the ‘possible-double-mutant’ second wave. Yes, it is true we are all tired of lockdowns, restricting and confining ourselves to limited spaces, and staying at home, but if we don’t do this, the consequence of it, is likely to be an even more catastrophic one. The slide into how things are turning out is a saying that we will have a grimmer situation ahead of us if we don’t take responsible action now. This chance should not be disregarded. It is said, we need to choose between two bad options sometimes – lockdown is a very bad option, but the other option of keeping society open is an even more catastrophic one – a deadly one. We need to choose the bad option over the catastrophic one. We do not always have one as the good option and the other as the bad one, sometimes both as just bad. We just need to pick the one less damaging. And therefore, looking at how people behave, we need stricter lockdown for some period of time, excepting basic amenities, to break the chain of transmission. If it is not for the lockdowns, we are, probably, not breaking the chain of infection. There is also a general consensus among the people of Nagaland that we are somehow different from the others. That we are somehow immune to the virus by way of our food culture and way of life. This is, by far,

only an assumption. If we take this notion and become complacent to the intensity of the infection, we will be seeing a situation of the likes of what is happening today in Delhi and other parts of the country. We, of course, don’t want to see that. Therefore, if we are to protect ourselves from this dire situation of the future, we must act responsibly now. It can’t be until we are seeing widespread infection, and dead in numbers we do not want to see. We know that day, is going to be too late. What the second wave of the virus also tells us is that we cannot be going out too fast even after the infection/cases might slide down, until every safety measure is taken and ensured by the authority concerned that it is safe to go out. The time for us to return to ‘the normal’ like the time that it was before covid hit us, is sure going to be a boring eventual and slow one, but I think it’s the best responsible way out. We should not rush into opening up large gatherings lest we face yet another wave of the virus. We need to be assured on almost every aspect before we take major steps further, and avoid letting ignorance lead the way. There was an article headline that said “In this hour of Covid crisis, let science talk” (not casual emotions), by Shashank R Joshi. This is true. We should let science and rationality lead the way. Let’s keep ourselves healthy during this time of the pandemic, read books to ease our minds, sleep soundly and keep our minds healthy. Be safe, be well. P. David, Kipeuzang, Peren.

Grievances of a returnee’s parent

Sir,

The returnees are in a dilemma because of no proper guidance. Some returnees reach Dimapur as early as 1 am and with most of the hospitals in Dimapur conducting tests only after 8 am, it has become very problematic for the returnees. There has also been a rumor about Dimapur Railway Station not conducting any sorts of test or screening and above all else, the hotels and colonies in Dimapur have been ordered not to accept guests without a Covid negative certificate. Last year, the state government had provided various quarantine centres across the state but this year, there has been no news of such initiations. And as a very worried parent, questions such as “where would my child go” and “will my daughter be safe” had arose many time. Therefore in this regard, I would like to sincerely request all the concerned authorities to come up with a meticulous solution as early as possible. Asangla Ao, a concerned parent.

Nandigram poll result: Mamata to move court

KOLKATA, MAY 3 (PTI): West Bengal Chief Minister Mamata Banerjee alleged on Monday that the returning officer of Nandigram feared for his life and thus did not give a recounting order. Addressing a press meet, Banerjee reiterated that she will move court over the election result in Nandigram where she lost to BJP’s Suvendu Adhikari. Banerjee made public a purported SMS from the Nandigram Returning Officer to a CEO official, claiming that he had expressed fear that if he ordered recounting he would face serious consequences, and may even have to die by suicide. “How come EC reversed the Nandigram result after formally announcing it? We will move court against this,” she said. “Why was the server down for four hours? We are willing to accept people’s mandate but if the result of one place has anomalies, there may be something beyond what appears. We have to seek the truth,” she added.

Banerjee urged her supporters to maintain peace amid reports of violence from some areas, asking them not to fall prey to provocation. “The central forces committed many atrocities on TMC supporters during the elections,” she alleged. “Even after the results were announced, BJP attacked our supporters in certain areas but we ask our men not to get provoked and instead report to the police,” she said. Banerjee alleged that some of the police officers worked in a partisan manner against the TMC during the elections.

Hitting out at the Election Commission, she claimed that the BJP would not have crossed the 50-mark in its tally if the poll panel would not have helped it.

Earlier Monday, she addressed a press conference where she spoke of a “collective fight” by the opposition against the BJP in the 2024 Lok Sabha elections, but underscored combating the COVID-19 crisis should be the first priority. “I am just a street fighter. I can boost the morale of the people so that we can fight a strong fight against the BJP. One cannot do everything alone and it should be a collective effort. “If collectively we can take a decision, together we can fight the battle of 2024. But first let us fight this COVID crisis and then we will decide on this. Now is not the time,” she said, responding to a question about her role in the 2024 general elections. Later, the newly elected MLAs of the TMC met and unanimously chose her the leader of the legislature

Baner jee, who lost from Nandigram despite the astounding TMC victory, can be sworn-in as the chief minister but will have to get elected to the assembly within six months of assuming office. “CM @MamataOfficial called on me and submitted her resignation as CM and the same has been accepted. She has been requested to continue till alternative arrangements are made,” Dhankhar tweeted after Banerjee tendered her resignation. The oathtaking ceremony will be a low-key affair due to an unprecedented surge in COVID-19 cases. “Taking note of communication @AITCofficial electing @MamataOfficial as leader of 17th WB Legislative Assembly have invited her to take oath of office of Chief Minister on May 5 at 10.45 am at Raj Bhawan. NEW DELHI, MAY 3 (PTI): The CBI has registered an FIR against former Kerala police officials for allegedly framing space scientist Nambi Narayanan on false charges in the 1994 ISRO espionage case, officials said on Monday. The CBI has officially refused to comment on the names of the accused in the FIR and the specific charges, but sources have said several former officials of the Kerala police have been named. The Supreme Court, on April 15, directed the CBI to conduct further investigation into the allegations of

BURDWAN (WB), MAY 3 (PTI): Four people were allegedly killed in clashes between the TMC and the BJP in West Bengal’s Purba Bardhaman district after the election results were announced, official sources said on Monday. The Trinamool Congress claimed three of its supporters were killed by the BJP, which rejected the allegations, saying the incidents were the result of “people’s resistance”. A few TMC supporters were on the way to Nabagram in the Jamalpur police station area on their motorcycles in the afternoon when they were allegedly attacked in Odishapara by BJP workers, local sources said. They were thrashed and their bikes vandalised, the TMC alleged. The injured were taken to different hospitals for treatment. the framing of Narayanan on false charges by the police, based on the findings of a three-member committee under retired apex court judge Justice DK Jain. The court had also ordered that the findings of the committee should not be published. “On the basis of the report, the Supreme Court directed the CBI to proceed in the matter in accordance with law, being a court-directed enquiry,” CBI Spokesperson Joshi said. Accordingly, the CBI has registered a case, he added. Narayanan (79), who was working at ISRO’s

was declared dead when taken to the Jamalpur Hospital, local sources said. The TMC claimed Shahjahan and Bibhash were their supporters. TMC block president Mehmood Khan said, “BJP workers carried out the attack in a planned manner. They are taking to violence in different places.” The BJP said Kakali was a supporter of the party who was allegedly killed in the attack. “TMC activists came to the area shouting ‘Joy Bangla’ and ‘Khela Hobe’ slogans around 11 am. They came to attack us but we built a counter-resistance and then they fled,” said Ashish Kshetrapal, the BJP’s chief of the Nabgram area. “A while later they returned through another route and came to my house. They attacked my family members and my mother died in the attack. TMC supporters also vandalised and looted 17-18 houses in the area. My father and uncle were also injured in

the attack,” he alleged. Police said 23 people have been detained in connection with the incident and a huge contingent of central forces have been deployed in the area. An officer of Jamalpur police station said the situation was under control. In another incident in Samaspur in the Raina police station area, a 55year-old man was killed in TMC-BJP clashes on Sunday night. According to local sources, clashes broke out in the village between the two sides after the election results were announced. Ganesh Mallick, known in the area as TMC supporter, was injured after being hit by bamboo sticks. He was admitted to the Burdwan Medical College and Hospital where he died, sources said. “My father was discussing the results of the election with a few others when BJP workers attacked them. My father was thrashed with a bamboo stick,” his son Manoj said.

The police registered two cases at Thiruvananthapuram’s Vanchiyoor police station in October and November of 1994 over stay beyond visa limits and espionage respectively against Rasheeda, who was arrested in the state capital for allegedly obtaining secret drawings of ISRO rocket engines to sell to Pakistan. The arrest during the Congress government in Kerala assumed political colour when a section of the party leaders blamed the then chief minister K Karunakaran for the police action, leading to his resignation.

New Delhi, May 3 (IANS): A special NIA court in Kerala’s Ernakulam on Monday sentenced a fake Indian currency note (FICN) racketeer to six years rigorous imprisonment besides imposing a fine in connection with the Thrissur FICN case. An NIA spokesperson said here that the special court for NIA cases in Ernakulam convicted Ali Hossain aka Mohammed Ali Hossain, 30, a resident

of Murshidabad district in West Bengal, under several sections of the Indian Penal Code in a 2018 FICN case and sentenced him to six years rigorous imprisonment besides imposing a fine of Rs 85,000 on him for his role in procuring, possessing and circulating FICN in Kerala. The official said that a case was originally registered at the Thrissur East police station on August 19, 2018 against Hossain following

the seizure of two FICNs of Rs 2,000 denomination from his possession.A Based on Hossain’s interrogation, 101 fake notes of Rs 2,000 face value each were recovered from his residence in Palakkad district. The official said that investigation had revealed that in 2018, Hossain had conspired with accused Alim Sheik, a Bangladeshi national who is absconding, to smuggle FICN into Kerala.

doubt that we will be victorious,” the officer said. Goyal was speaking to reporters in the presence of Joint Secretary, Union Health Ministry Lav Agarwal and AIIMS Director Dr Randeep Guleria. The country is grappling with a raging second wave of the pandemic with lakhs of patients and their family members anxiously scouring for oxygen beds in hospitals, cylinders, medicines and other medical facilities. Goyal also sought the support of citizens in ensuring that no “hoarding or black marketing” of oxygen cylinders takes place so that these are made available to patients who are gasping for breath due to the coronavirus infection. The officer said the production of medical oxygen has increased in the country as he cited data to say that while on August 1 last year, the total production was

5,700 metric tonnes, it is 9,000 metric tonnes now. “This is 125 per cent of daily production capacity (of medical oxygen),” he said. He reiterated that despite increase in the demand of medical oxygen for patients due to rapid surge in COVID-19 infection, the country had “adequate” oxygen and the government was also importing it from abroad for future needs. The officer said both traditional and non-traditional avenues are being explored and enhanced for production of liquid oxygen. He said a group of senior officials from the Centre, various states, Union Territories, manufacturers and other stakeholders were making a daily assessment of the oxygen demand in the country and oxygen is being allocated to states as part of a “dynamic process” being undertaken everyday.

NEW DELHI, MAY 3 (PTI): The Centre on Monday said medical oxygen being given to COVID-19 patients, especially in hospitals, should be used “judiciously” and claimed that there was no “shortage” of the life-giving gas in the country. At a routine briefing on steps taken by the government to battle the COVID-19 crisis, Additional Secretary, Ministry of Home Affairs (MHA) Piyush Goyal told reporters that multiple efforts were being undertaken to enhance production and quickly transport oxygen to the hospitals and patients. “It is very important for all the hospitals that they ensure judicious use of oxygen as per the guidelines issued in this context by the Union Health Ministry. Many efforts are being undertaken in this context and we are getting positive results also.” “We need to continuously monitor this so that very judicious use of oxygen is undertaken,” Goyal said. He appealed to the citizens to not get “jittery about the lack of oxygen in the country.” “Oxygen is available in adequate quantity in the country and efforts are being made to transport it to hospitals in the shortest possible time.” “If we undertake this battle together, I have no

NEW DELHI, MAY 3 (PTI): Cautioning the global community against vaccine nationalism at this hour of the COVID pandemic, India on Monday asked the developed nations to share technology and allow free movement of critical components and raw material needed for production of vaccines. Speaking at the annual meet of the Asian Development Bank (ADB), Finance Minister Nirmala Sitharaman also underlined the need for a re-look at the Trade-Related Aspects of Intellectual Property Rights (TRIPS) agreement in the context of the coronavirus pandemic. “Countries will have to be open about sharing vaccine-based technologies. The TRIPS agreement will have to be looked at in the context of the pandemic. There cannot be any more

earliest so that India can produce,” she said. It is important that critical raw materials are available and made to flow freely, she said, adding, two more vaccines, including a nasal spray are in the offing to treat COVID. Indian vaccine manufacturers, including Serum Institute of India (SII), faced problems in production last month as Europe and the US banned export of critical raw materials. Tagging the Twitter handle of the President of the United States, SII CEO Adar Poonawalla had tweeted, “Respected @POTUS, if we are to truly unite in beating this virus, on behalf of the vaccine industry outside the U.S., I humbly request you to lift the embargo of raw material exports out of the U.S. so that vaccine production can ramp up. Your administration has the details.” Ban was lifted post Prime Minister Narendra Modi and the US President Joe Biden discussions on issues related to COVID crisis in India last week.

Helicopter shot down, claims Myanmar guerrillas BANGKOK, MAY 3 (AP): An ethnic rebel group in northern Myanmar said it shot down a government military helicopter on Monday during heavy fighting over a strategic position. The claim by the Kachin Independence Army came as protests against Myanmar’s military government continued in Kachin State and elsewhere in the country. It would be the first aircraft shot down during recent hostilities between the government and ethnic guerrilla armies. There was no immediate comment by the government on the incident. The Kachin are one of several ethnic minorities who have allied themselves with the nationwide protest movement against the military’s February ouster of the elected government of Aung San Suu Kyi, who was arrested and remains in detention. The country’s ethnic minorities have been fighting for decades against the central government for greater autonomy. Government offences are underway against the

Kachin and the Karen, another ethnic minority in eastern Myanmar that maintains its own armed force and also has been the target of airstrikes. The fighting in Kachin and Karen states has displaced more than 45,000 villagers. Col Naw Bu, a spokesman for the Kachin Independence Army, said

his group’s forces shot down the aircraft after government forces used helicopters and jet fighters in an attack on Momauk township, where the Kachin seized a base at the foot of Alaw Bum mountain from the government on March 25. A video on social media said to be of the helicopter

shows, at a great distance, an aircraft diving as the sounds of heavy weapons are heard. As the helicopter continues a steep descent, it appears to catch fire and leaves a trail of smoke. The video, and another taken from a distance showing smoke from what was said to be the crash site, could not be

independently verified. Naw Bu said it was the first aircraft shot down in what has become a fierce battle lasting almost two weeks after the government attacked with heavy artillery and fighter jets. “ G o o d n ew s ! O u r prayer has been answered. KIA shot down a terrorist’s helicopter,” Hkanhpa Sadan, foreign secretary of the guerrilla army’s affiliated Kachin National Organisation, said on Twitter. Opponents of the military government routinely refer to its forces as “terrorists”. The ruling junta continues to also face a challenge in the cities and towns of Myanmar, where street protests are still being held more than three months after it seized power. Security forces often use lethal force to break up the protests. The Assistance Association for Political Prisoners, which tracks deaths and arrests, said at least five civilians were killed Sunday on what protesters declared was Global Myanmar Spring Revolution Day.

At least 27 die as speed boat overturns in Bangladesh river

People retrieving the dead body from the river after a speed boat overturned in Bangladesh.

DHAKA, MAY 3 (PTI): An overcrowded speedboat ferrying over 30 passengers and defying the COVID-19 restrictions capsized after hitting a stationary sandladen cargo vessel in the Padma River on Monday, leaving at least 27 people dead, a senior Bangladesh police officer said. The accident occurred at the old Kanthalbari ferry terminal in Shibchar upazila of Madaripur at around 8 am. The boat, driven by an inexperienced driver, overturned in the Padma River in central Bangladesh while heading for Mad-

aripur district from Munshiganj district. Rescuers have retrieved at least 27 bodies, police said. “We have retrieved 27 bodies, rescued alive five others . . . but searches are underway for more as several speedboat passengers are feared missing,” said Ashiqur Rahman, the police inspector of a nearby ferry terminal. He said that they were informed the driver of the speedboat was an inexperienced underage boy. “Witnesses and survivors said the boat was carrying over 30 passengers

and the vessel was transporting sand in the Padma River near the town of Shibchar of Madaripur,” he said. Divers from the local fire service station and river police rushed to the spot and joined the rescue operation, he added. All the deceased - one female and 25 males - were passengers of the speedboat, the Daily Star newspaper reported. The speedboat was carrying excess passengers, violating the restriction imposed by the government amid the pandemic situation, the report quoted Madaripur Deputy Commissioner Rahima Khatun as saying. Bangladesh is under lockdown until Wednesday to stem the spread of coronavirus. The accident occurred as there was not sufficient light in the morning and also the driver was not skilled enough, Khatun said. A six-member inquiry committee has been formed to investigate the accident.

like the United States, babies are vaccinated against diphtheria, but low- and middle-income countries still have sporadic cases. The disease has been on the rise in recent years. In 2018, over 16,600 global

cases of diphtheria were reported, more than double the yearly average of 8,105 between 1996 and 2017. In a new study, researchers used genomics to map diphtheria infections, including a subset from In-

dia, which had more than half of the reported cases worldwide in 2018. They found 18 variants of the poison-producing gene, including several that had the potential to change the structure of the toxin. The findings were published March 8 in the journal Nature Communications. “The diphtheria vaccine is designed to neutralize the toxin, so any genetic variants that change the toxin’s structure could have an impact on how effective the vaccine is,” said study author Gordon Dougan, of the Cambridge University Institute of Therapeutic Immunology and Infectious Disease in England. “While our data doesn’t suggest the cur-

rently used vaccine will be ineffective, the fact that we are seeing an everincreasing diversity [of toxin variants] suggests that the vaccine, and treatments that target the toxin, need to be appraised on a regular basis,” he added in a university news release.

Diphtheria infections can usually be treated with antibiotics. But this study found that the average number of diphtheria genes with resistance to antibiotics is on the rise. (SOURCE: University of Cambridge, news release)

It was all over in just over an hour’s play on the final day when Jayawickrama trapped Abu Jayed leg- before wicket after having got rid of Mehidy Hasan Miraz (38), who had kept the Lankans at bay for over an hour. Ramesh Mendis proved to be the perfect spin partner for Jayawickrama, hastening Bangladesh’s collapse by taking the wicket of Taskin Ahmed, caught by Karunaratne for 7 to add to his tally of 3 the previous day. Covid hits IPL: KKR-RCB match postponed

NEW DELHI, MAY 3 (PTI): A COVID-19 outbreak left the Indian Premier League on tenterhooks as Kolkata Knight Riders’ Varun Chakravarthy and Sandeep Warrier tested positive for the dreaded virus, forcing postponement of the team’s game against Royal Challengers Bangalore in Ahmedabad this evening. The match will be rescheduled some time later during the tournament, which will conclude on May 30. “Varun Chakaravarthy and Sandeep Warrier were found to be positive in the third round of testing in the last four days. All other team members have tested negative for COVID-19,” the league, which features the biggest names in international cricket, said in a press release. Apart from this, it also came to light that Chennai Super Kings CEO Kasi Viswanathan, bowling coach L Balaji and a lower rung staff member tested positive on Sunday but returned negative reports on Monday. A top BCCI source declared theirs as a case of “false positives”. Additionally, a few groundsmen at Delhi’s Feroz Shah Kotla Stadium, which is due to host Mum-

bai Indians vs SunRisers Hyderabad onTuesday, have also tested positive for the virus. However, Delhi and Districts Cricket Association (DDCA) chief Rohan Jaitley said “none of the groundsmen on duty” are among them. The BCCI continued to insist that the league will go on but Monday’s developments have definitely cast a shadow on how the COVD19 threat would be managed for an event being staged across six venues. Leg-spinner Chakravarthy and pacer Warrier, both 30, have been isolated and the rest of the KKR contingent has returned negative reports for now. Of the two, Warrier has not yet made

the playing XI in any of the seven matches KKR have played. “The Medical Team is in continuous touch with the duo and are monitoring their health. Meanwhile, the Kolkata Knight Riders have now moved towards a daily testing routine to identify any other possible cases and treat them at the earliest,” the IPL stated. “The Medical Team is also determining the close and casual contacts of the two positive cases during the 48 hours prior to collection of the sample that returned the positive test results,” it added. KKR last played on April 29 against Delhi Capitals in Ahmedabad and the development is bound to

trigger anxiety in the league, which had been going along smoothly so far in a biosecure bubble in front of empty stands. “Now, the DC players (currently in Ahmedabad) will also have to be tested and every member of the team contingents that came in contact with Chakravarthy and Warrier will also be contact traced through the app watch that has been given to everyone,” a BCCI source said. According to IPL’s Standard Operating Procedure for COVID-19 management, any close contact of an infected person has to isolate for six days and return three negative tests on days 1, 3 and 6.

It is learnt that KKR’s pace spearhead Pat Cummins revealed the latest development to all the Australian players in the IPL after Chakravarthy, while undergoing some shoulder scans for a niggle after Thursday’s game, tested positive for the virus. C h a k r ava r t hy h a s appeared in all of KKR’s matches so far and been one of their most successful players with seven wickets under his belt. KKR and CSK had clashed on April 21 in Mumbai. IPL had dealt with positive cases before the tournament started, including some high-profile names like Axar Patel and Devdutt Padikkal. However, this is the first instance of positive cases in the middle of the tournament. “The BCCI and the Kolkata Knight Riders prioritise the health and safety of everyone involved and all measures are being taken in that endeavour,” the IPL stated. Just days before this, three Australian players had pulled out of the league, citing COVID-19 concerns amid a devastating second wave of the global pandemic that has overwhelmed the medical infrastructure of the country.

‘Up to 1,000 fans allowed per court at French Open’ PARIS, MAY 3 (AGENCIES): Up to 1000 fans will be admitted into each of the three main Roland Garros showcourts while the smaller venues will be able to admit 35% of their capacity during the first 10 days of the French Open due to COVID-19 restrictions, sports minister Jean-Michel Blanquer said on Sunday. The limit will be raised to 65% but capped at 5,000 for matches on 15,000-capacity Philippe Chatrier and 10,000-seater Suzanne Lenglen courtsfrom June 9 when the quarter-finals get underway, Blanquer told France 3 TV channel. “The gauge is set at 35% at that moment (when the tournament starts), with a maximum of 1,000 spectators... per court, of course,” said Blanquer. It marks an improvement on last year’s delayed tournament which took place in September when a maximum of 1,000 spectators were allowed in the grounds of Roland Garros. This year’s French Open, which was delayed by a week, is set to start on May 30. Spectators will be allowed back into arenas in France from May 19, President Emmanuel Macron said on Thursday.

Messi scores twice as Barca beat Valencia 3-2 in La Liga VA L E N C I A , M AY 3 (AGENCIES): Lionel Messi scored twice and missed a penalty as Barcelona came from behind to move within two points of La Liga leade r s Atletico Madrid. ExArsenal man Gabriel headed Valencia in front only for Messi to miss from the spot but convert the rebound. Antoine Griezmann put Barca ahead and Messi clipped in a trademark freekick before Carlos Soler’s screamer gave Valencia vain hope. Barca host leaders Atletico next Saturday at the Nou Camp. Third-placed Barcelona are level on points with arch rivals Real but beneath them in the table because Real have won both El Clasico games this season. A shock defeat at home to Granada last time out had left little room for error in Barca’s quest to regain the title. And Gabriel’s thumping header just after halftime piled further pressure

onto Ronald Koeman’s side. It took a lackadaisical penalty from

Messi to spark t h e m into life. Jasper Cillessen pulled off a tremendous save from Messi’s spot-kick only for the Argentine to pounce for the equaliser in the ensuing scramble. Frenkie de Jong’s header was then brilliantly turned aside by Cillessen but this time Griezmann was on hand to convert from close range. Barca’s final goal was vintage Messi, a whipped free-kick that kissed the inside of the post and nestled in the far corner. It was arguably not the best goal of the night with Soler’s fine strike from distance almost dragging Valencia back into it, but Koeman’s team held on.

Sam Burns wins Valspar New Zealand replace England at top of men’s ODI rankings Championship for first Tour victory PALM HARBOR (FLORIDA) MAY 3 (AGENCIES): Sam Burns fired a 3-under-par 68 for his first PGA Tour victory, a three-shot win over his thirdround co-leader Keegan Bradley in the Valspar Championship in Palm Harbor, Florida on Sunday. Burns, who shot a 17-under 267 for the tournament, finished Sunday’s round with bogeys on two of his final four holes, but his 1-under on the back nine of Innisbrook Resort’s Copperhead Course was enough. He also recorded three birdies on the back nine. Burns, who has finished in the top 10 in four tournaments this season, said those opportunities gave him “a better understanding of what it takes, and I think having those past chances that I wasn’t able to convert, I think it got me ready for this moment. Going into the back nine, (caddie) Travis (Perkins) and I just really wanted to stick to our game plan, stick to the process of just being really engaged on each shot and we were able to do that.” Bradley’s back nine, on the other hand, included a double-bogey, a bogey and no birdies. His even-par 71 on Sunday left him at 270 and alone in second place. Bradley either led outright or was tied for the lead through the first three rounds. “I just didn’t hit the shots I needed to coming down the end,” Bradley said. “But I’m proud of the way I finished off to come in solo second. A lot of points at stake, World Ranking points, so that, I can take that away from it.” Bradley, a four-time Tour winner including at the 2011 PGA Championship, added that his game is “in great shape. ... This is the best I’ve played in a very long time, even before I had won even when I had won BMW this is the best I’ve felt. So I’m excited.” Viktor Hovland of Norway shot the day’s best round, a 65, to move up into a

WELLINGTON, MAY 3 (AGENCIES): New Zealand have replaced world champions England at the top of the men’s one-day international rankings. Eoin Morgan’s side have slipped to fourth overall, but remain top of the Twenty20 international rankings. The update to the annual rankings halves the weighting of results from 2019-20, including the 50over World Cup in which England beat New Zealand in an unforgettable final. England have lost ODI series 2-1 to Australia and India in the last year. They also lost the third ODI against Ireland in August after claiming the series. New Zealand, who were previously third, beat Bangladesh 3-0 in their only ODI series in the last 12 months, with the international schedule greatly

tie for third at 271 (13 under). He recorded five birdies on the front nine and seven for the day. “I putted really good today and hit a lot of good iron shots that ended up close to where I didn’t have to do a whole lot to make a birdie,” Hovland said. “Yeah, I did hit some bad iron shots today, and I did feel like I struggled to cut it into those right hole locations. But the few bad iron shots that I hit, I was really able to hit some really nice saves and some putts for par.” Also at 271 was Cameron Tringale, who had three birdies on the front nine but lost ground on the back nine, with two bogeys to go with two birdies. Mexico’s Abraham Ancer shot 2 under on Sunday to finish alone in fifth place at 12 under. Vaughn Taylor (3 under for the day) and Max Homa (3 over) were tied for sixth at 10 under.

Tough race leaves champion Lewis Hamilton drained P O RT I M AO ( P O RT U GAL), MAY 3 (IANS): Mercedes Formula One driver Lewis Hamilton said that the hard-fought win in the Portuguese Grand Prix had left him physically and mentally drained. The British racer delivered a bold pass on Mercedes team-mate Valtteri Bottas and drove off into the Portimao sun to win the race on Sunday and increase his lead in the Formula One world title standings, DPA reported. “That was such a tough race, physically and mentally, keeping everything together,”

said Hamilton. Hamilton started second but had to regain a spot lost to Red Bull’s Max Verstappen and secured victory by sweeping round pole sitter Bottas on the 20th lap of 66 around the 4.684km Autodromo Internacional do Algarve. Verstappen then struggled behind Bottas until he overtook the Finn straight after mid-race pit stops but Hamilton had already built a gap substantial enough to earn a second season win from three races and the 97th of his career. Hamilton now leads the championship on 69 points

Inter end Juve dominance, win first league title since 2010 ROME, MAY 3 (IANS): Inter Milan claimed their 19th Italian Serie A title after a 1-1 draw between Atalanta and Sassuolo gifted the Nerazzurri the crown for the first time since 2010, and their first major title since winning the Coppa Italia in 2011. Inter had last claimed the Scudetto in the 20092010 season when coach Jose Mourinho guided the Italian giants to a historic treble. keeping it hidden in the depths of our hearts, after holding on to it like a precious dream that we did not want to waste. We wear this Scudetto. Beautiful, emphatic, deserved. Long-awaited and yearned for,” Inter wrote on their website. The newly-crowned champions also urged the fans to “celebrate responsibly”. While the Scudetto has been secured, the topfour race is still wide open as Juventus fight for a Champions League spot. The Bianconeri were 0-1 down just 10 minutes into the game against Udi-

nese, but Juve started to push forward and it paid off in the last minutes as Cristiano Ronaldo ended his goal drought with a penalty and a header, helping the Old Lady finish the comeback. Atalanta, Juventus and AC Milan rank second to fourth, all with 69 points, while fifth-placed Napoli with 67 points also have Champions League aspirations after a 1-1 draw with Cagliari on Sunday. In Sunday’s other fixtures, Lazio edged Genoa 4-3, Sampdoria conquered Roma 2-0, and Bologna shared the spoils with Fiorentina 3-3.

As Verstappen was held up by Bottas, Hamilton produced a series of fastest laps and though he emerged from his lap 38 pit stop behind the Red Bull of Sergio Perez -who drove a massive 51-lap first stint -- he was comfortable in the effective lead.

Great Britain women win 4x400m bronze at World Athletics Relays event

L O N D O N , M AY 3 (AGENCIES): Great Britain’s 4x400m women’s team won bronze at the 2021 World Athletics Relays event in Silesia in Poland. The quartet of Laviai Nielsen, Ama Pipi, Emily Diamond and Jessie Knight finished behind winners Cuba and secondplaced Poland. The British runners set a time of three minutes 29.27 seconds. “There were about four of us who got the baton at the same time and I think I got overly excited,”

said Knight, who ran the final leg. “I just went for it, which to be honest in relay running, you’ve got to do. “I got to about 250m
