No total bifurcation of HSS, HS: Govt

D I M A P U R , M AY 6 (NPN): The state government has notified that there will be no total bifurcation of higher secondary school from elementary and secondary school under school education department as decided by the state cabinet at its meeting on April 25,2017. The cabinet decision came close on the heels of the recommendations of the high powered committee over demand for total bifurcation of higher secondary school from elementary and secondary school.

A notification issued by the principal secretary to the state government, FP Solo, however, stated that that HMs and AHMs in composite GHSS would be redeployed by way of transfer and cessation of posting in composite schools in phase-wise manner.

It stated that the primary teachers under the school education department would be included in the department’s service rules, and that 30% of the total vacancy of graduate teacher posts would be reserved for promotion from amongst qualified primary teachers (PTs) out of the total vacancy in a calendar

year. The existing deputy district education officers (DDEOs), the notification said would be re-designated and re-deployed under various capacities and functions as deemed necessary and that with the right sizing function from the directorate level.

Further, it stated that the existing 11 assistant director and 26 sub-divisional education officer (SDEO) posts would be upgraded to the rank of deputy director.

The SDEO would be in the level of deputy director, the notification stated.

It has been notified that limited departmental examination for appointment to Nagaland State School Education Service to be conducted by the NPSC would be introduced.

Out of the total vacancies of JEO/AHM posts, 40% would be filled up through this examination and 60% through promotion from amongst the senior graduate teachers. PTs who are graduates with B.Ed, Graduate Teachers with B.Ed and Post Graduate Teachers (PGT) with B.Ed would be eligible for the proposed examination, provided that they have

D I M A P U R , M AY 6 (NPN): Drawing attention to the news item with regard to proposed indefinite road blockade in Peren district from May 8, Zeliang Kuki Public Organisation (ZKPO) said the January 11, 2017 notification issued by DC Peren dated to stop plying of log vehicle was “to save the road from complete destruction” as it was the only means of connectivity for the whole of Kebai Khelma area. NGHSSEA clarifies

D I M A P U R , M AY 6 (NPN): Nagaland Government Higher Secondary School Employee Association (NGHSSEA) has clarified that the statement published on May 6-- “giving power of DDO to official who has no experience about school administration...” should be read as “giving power of DDO to official who belong to another cadre would intensify cadre conflict in the department”.

In this regard NGHSSEA president Kelhikha Kenye has tendered apology to any officer/party who may have been hurt due to the miscommunication.

D I M A P U R , M AY 6 (NPN): State government has issued a show-cause notice to the Nagaland Government Higher Secondary School Employee Association (NGHSSEA), saying the ultimatum submitted by the association undermined the government’s action concerning rationalisation of DDOs under the school education department.

A show cause notice issued by principal secretary, FP Solo, stated that delegation of DDO power to an officer or an establishment was the prerogative of the government. “Therefore, your actions and press releases regarding the same is viewed very seriously since it is against the laid down rules of the Nagaland Government Servants Conduct Rules, 1968,” it stated.

Further, pointing out that the decision to withdraw DDO powers was taken as per “The Nagaland Rules of Executive Business” 2016 Part-1, Solo said the association has also undermined the colleagues, the DEOs, thereby prejudicing the interests of the department in particular and the state government in general. KVC rejects proposal to exchange CCC building D I M A P U R , M AY 6 (NPN): Kohima Village Council on Saturday rejected the proposal of senior NPF party functionaries for exchanging the Capital Convention Centre (CCC) with NPF central office building.

KVC chairman Dr. Neiphi Kire said the council after conducting physical verification of both the buildings was surprised to see the glaring difference between the two buildings in terms of size and space. The factual comparism was nothing like the comparism on paper drawn up by the NPF signatories, KVC sated.

It said the NPF building was just a modest building with few office rooms, small conference rooms under renovation and a small compound which could hardly park ten vehicles. On the other hand, the CCC was a much bigger with well furnished conference rooms, lodging facilities, ample parking space with a big compound enough to host weddings and other such mega events. KVC said the centre, which built when the present chief minister, Dr. Shürhozelie Liezietsu was

the then urban development minister, has been used for hosting various events from time to time and was serving the public well.

While acknowledging the noble initiative of Dr. Liezietsu, KVC said the statement by NPF signatories that “the activities that were carried out at the CCC could be conveniently carried out at NPF office building as it was also as big as the Convention centre”, was incorrect and far from the truth. KVC termed it as “most unfortunate that eminent politicians would resort to such alternative facts (lies) for political gains at the cost of the public”.

However, KVC expressed confidence that the chief minister will not rush into any hasty decision without ascertaining the facts for himself. “If public properties are allowed to be taken over by vested private parties simply because they are in power, there will be hardly any worthwhile public properties left in our state in due course of time,” KVC said.

In this regard, KVC hoped that the chief minister would continue to place public good before party interest.

It stated that the supporting staff for establishing of those SDEOs would be brought in through redeployment of junior education officers (JEOs), area education officers (AEOs) and realisation of the ministerial staffs in the district.

Graduate teacher posts falling vacant during the freezing period would be converted into Maths and Science graduate teacher posts to meet the shortage of Maths and Science teachers in the state.

All vacant posts of GT after the complete conversion to Maths and Science post would be recruited through departmental recruitment board, it stated.

Meanwhile, the state government has decided that the Government High Schools (GHSs) with nil results for three consecutive years would be downgraded.

The department of school education would initiate immediate necessary action to complete the necessary formalities for implementing the decision of the cabinet within six months from the date of issue of this notification, it stated.

D I M A P U R , M AY 6 (NPN): After the Tobu District Demand Committee (TDDC) pressed for the demand for creation of Tobu district, the Aboi Division District Demand Committee (ADDDC) led by several legislators called on chief minister Dr. Shürhozelie Liezietsu to reaffirm the people’s demand for creation of Aboi district.

ADDDC reminded the chief minister that Aboi Town formerly known as Champang Town was established in 1955 as Base

Superintendent which was upgraded to Circle Officer in 1958, EAC (Extra Assistant Commissioner) in 1978, SDO (C) in 1981 and later as ADC Hq in 1997.

ADDDC said the proposal for upgradadtion of Aboi district remained unfulfilled even after it was taken up in cabinet memo, NO. GAB-1/COM/189/2009 Dated 13th Dec 2011 along with Noklak.

During the brief meeting, ADDDC convener W. Wangyuh Konyak also apprised the chief minister that it was a public movement and a serious demand for upgradation, development and for effective Administrative convenience.

ADDDC said the public, nearly 60000 population, of Aboi division was hopeful that the present NPF-led DAN government would fulfil the aspiration of the people/public demand.

motifs and prints of Naga traditional attires were “biographical account of the wearer� as it depicted the Naga way of life.

In his speech, Kikheto Naga people despite their geographical locations should remain united and spread peace and tranquillity. He also asked the youths to know their culture and be rooted in it. “Wise people do not abandon their culture but preserve it. But preservation does not mean disrespect to other culture,�

She also briefed the farmers about the objective of the project and encouraged the farmers to adopt scientific cultivation of location suitable high value horti-

cultural crops in the state.

Programme coordinator, KVK, Peren, James Kikon gave detailed information on nutrient and water management for litchi cultivation.

Altogether 56 beneficiary farmers from Punglwa, Ngwalwa, Heningkunglwa and Gaili villages of Peren district participated in the programme.

More than 87 hectares has been covered with cluster approached under the Tribal Sub Plan funded project, for which Shahi variety and Tezpur litchi have been distributed to the famers of Peren, Dimapur, Kohima and Wokha districts. Demonstrations at Kupehe, and Molvomunder Dimapur has also been done.

The training a joint venture of North Eastern Space Application Centre (NESAC) and NGISRSC was held from May 1-6 under UAV-RS for the states of North Eastern Region (NER) at NGISRSC, Kohima Nagaland, stated a DIPR report.

The main objective of the project was to develop UAV infrastructure in all the states remote sensing and space application

centers of North Eastern states for utilization of UAV-RS technology in all developmental planning activities.

In the concluding programme held at the Nagaland chief secretary’s conference hall on Saturday, NESAC, PLN, director, Raju, presented an overview of the utilities of UAVs. He said UAVs can be used in enormous applications including, security and agricultural surveillance, landslide studies and a host of others.

While appreciating the advancement of the North East regions in the field from other regions of the country, he assured the continued support and

assistance of the NESAC to the state as and when called for.

State chief secretary, Pankaj Kumar, gave a remark on the need and use of the UAV technology and adapting to the technological advancements.

He encouraged the participants from the various states to communicate with one another for technology building and transfer, so that the whole North Eastern states would establish itself as a “cluster of excellence�.

Kumar expressed hope that the training would go a long way in fulfilling the need of the region for the space application in planning and development.

He further stated that

the programme would be the beginning of a new venture. The chief secretary also appreciated NESAC for coming up with the initiative of such collaborative project and wished more of such programmes in the future.

20 participants (officers/engineers/scientists) from all the North Eastern states including Andhra Pradesh attended the training course.

The concluding session of the training programme was chaired by project director, NGISRSC, Er. MhathungKithan, who also delivered the vote of thanks. Training Instructor, NGISRSC, Er. Atho-o presented the training course debrief.

Theologians enlightened on ‘religious extremism’, equality at STA conference

DIMAPUR: SĂźmi Theological Association (STA) 20th session yearly conference entered its second day at Yehemi Baptist Church, wherein theologians attending the conference were enlightened on challenging issues like “religious extremismâ€? and equality between men and women.

Speaker of the second day, Dr. G. Kanato Chophy of New India Foundation Fellow Bangalore, spoke on the topic, “Issues Facing Christian Today in the 21st Century� where he identified the challenges from three angles mainly, technology, culture, and plurality of belief system.

He said that technology now served as a salvation to many and illustrated how mobile internet had magnified issues of ethics and morality.

Dr. Kanato further pointed that the trend has become like a “loaded gun in the hands of monkeys�.

His critic towards culture/identity was confined to secularization in India and addressed how V. D. Sarvarkar’s book, “Who is a Hindu?� influenced the rise of Hindutva.

The speaker urged the upcoming theological students to avoid religious extremism and learn to co-exist mutually.

Manipur CM for resolving antitribal bills issue at the earliest Correspondent

IMPHAL, May 6: Manipur chief minister N Biren Singh Saturday stressed the need for resolving issues in time and sought the support and co-operation of the people in resolving the prolong agitation due to the passage of controversial bills

While reminding that the differences among the communities have been seriously affecting the day-today lives of the masses, the chief minister said, “the government can’t concentrate only on problems and issues as it has also its principal responsibility to look after the people who are starving, youths who are longing to become successful ones.”

Asserting that “to bring equality in development is

the first priority of the new government”, Singh said that his government has prepared special plans for each district towards achieving this end.

Besides, government has decided to monitor and review developmental programmes being taken up in each district. Churachandpur and the new Pherzwal district will also see the light of the initiative being taken up by the new government, Singh added.

Diphu, Mar 6: Tropical storm combined with heavy downpour lashed Deopani locality of east Karbi Anglong district, Assam leaving trail of destruction.

The cyclonic storm flattened nearly 300 houses and uprooted trees, power and communication system has been badly disrupted. One villager was also killed in the storm.

The district administration and Karbi Anglong Autonomous Council has begun relief and rehabilitation and hundreds of people have taken shelter in relief camps.

BJP to form govt on own in Tripura: Shah Agartala, May 6 (IANS): BJP President Amit Shah on Saturday claimed that his party would oust Tripura’s ruling Left Front in the assembly elections due next year to form a government on its own in the northeastern state.

“We would not forge any electoral alliance with any party in Tripura. With BJP’s own strength the party would form government in the state ending the 25-year rule of CPI-M led Left Front,” he told reporters.

Shah, who was here on a two-day visit as as part of his all-India tour to further expand the party base in the country, said his Bharatiya Janata Party (BJP) has achieved tremendous growth in the state with already over two lakh enrolled as party members.

He said that during the United Progressive Alliance government’s 10-year tenure, corruption worth of Rs 12 lakh crore had been established, but in the BJP-

led National Democratic Alliance rule, not a single case of irregularity was found.

“The (Prime Minister Narendra) Modi model of development was not only well accepted by the people of the country but also in the global arena.

The Modi government has taken many courageous steps including demonetisation of high value notes.

“India’s position in the world enormously hyped after the country successfully launched a record 104 satellites in one go in February and launching of South Asia Satellite on Friday,” he said.

The BJP president, who has held a series of meetings with the state party leaders and various frontal bodies, would address a public meeting at Kumarghat in northern Tripura on Sunday.

Accompanied by host of central party leaders as well as those from West Bengal and Assam, he, during his two-day stay, will

finalise the party’s strategy for the assembly polls, likely to be held next February.

Shah claimed that the Left is finished from the world and the Congress now nonexistent in the country.

He alleged that during the Left rule in Tripura, crime, specially against women, infiltration from across the border, corruption, growth of illegal chit funds and political violence have increased.

“In Tripura, with a population of 37 lakh, there are over eight lakh unemployed youths with two lakh already crossing the age bar to get government jobs. Left Front government’s faulty policies kept 65 per cent people below the poverty line,” he said.

He also assured that after a BJP government came to power in Tripura, it would give salary to the state government employees as per the Seventh Pay Commission recommendations, noting all BJP-ruled states have already implemented it.

NSCN (K) cadres held in Arunachal Guwahati, May 6 (Agencies): Security forces have apprehended two hardcore militants belonging to NSCN (K) from Arunachal Pradesh’s Khonsa area, officials said on Saturday.

Kohima based Defence PRO Colonel Chiranjeet Konwer said that, the Khonsa Battalion of the Assam Rifles under DAO DIVISION carried out a major operation at Kunsa area in south Arunachal Pradesh on Friday and apprehended the militants, as the Self Styled Lt Wanphai Wangsa and self Styled Cpl Kekho Homku of NSCN (K).

“These militants were terrorizing people to extort money and were involved in various nefarious activities,” the Defence PRO said. One 9mm and a 7.65 mm pistol along with ammunition were recovered from their possession. “During interrogation they revealed that they were tasked to carry out extortion and plan sabotage activities against the security forces,” Col Konwer said.

NEW DELHI, May 6 (PTI): The Centre has declared the entire Assam as a “disturbed” area under the Armed Forces (Special Powers) Act -- the AFSPA -- for three more months, citing various violent activities by insurgent groups ULFA, NDFB and others.

In a gazette notification, the Home Ministry said the entire Assam, besides bordering areas of Meghalaya, have been declared “disturbed” under the AFSPA for three months with effect from May 3.

Govt slams Geelani’s remark against Army-run schools

NEW DELHI, MAY 6 (AGENCIES): The Jammu and Kashmir deputy chief minister and senior BJP leader Nirmal Singh on Saturday lashed out at hardliner separatist leader Syed Ali Geelani for blaming Army goodwill schools of “indoctrinating” students in the state.

“These people (separatists) on one hand provide quality and wholesome education to their children, but on the other hand deny basic education to the common people of the state,” Singh said.

Echoing similar views, Union minister Jitender Singh said, “The Kashmiri youth should ask them (separatists), if jihad is so important then why doesn’t he (Geelani) tell his own children to leave studies.”

The separatist leader’s comment didn’t go well with the Congress either.

“The Army had played a sterling role when Srinagar was flooded, when large parts of Kashmir got flooded. We didn’t hear from the Hurriyat or from Geelani that the Army shouldn’t have been involved in the rescue efforts in that point in time. So, the difficulty is that when it suits them, they take the help of the Army, and it becomes the good samaritan, and when it comes to politics, then of course Army is their favorite whipping boy,” Congress leader Manish Tewari was quoted as saying by news agency ANI. On Friday, Geelani had said that the institutions run by security forces are “making them (students) indifferent towards

In a statement issued in Srinagar, Geelani while taking serious note of this “trend” urged parents to avoid these institutions.

Geelani expressed “deep” apprehension over the reports of “mischievous” activities of the Army-run goodwill schools.

“A nation pursuing freedom struggle can never make occupiers the custodian of their future generations”. “They are killing, maiming, and blinding us and how obscure it is to trust these (institutions) and hand over our future into their custody,” he had said.

Our youngsters are resisting the occupation and giving them a tough fight and these institutions will definitely influence their way of thinking,” he had said.

Geelani said the children pursuing education in these institutions are “immature” and as such “unintentionally” deviating from their roots. “Islam and its fundamentals are dear to us and it is all against the teachings of Islam and cherished ethics we are following,” Geelani said.

Referring to RSS ideology, Geelani said that Delhi is anxious to see their country as a “Hindu Rashtra” and as such are following the RSS viewpoint. “These schools are following syllabus influenced by the same fanatical dogma,” he said.

“Parents are requested to disassociate from these fanatical institutions and take proper decision about their children,” Geelani said.

Students clash with security forces in J&K

Clashes broke out on Saturday between protesting students and security forces in Handwara town in north and Pulwama in south Kashmir, the police said.

Several students have been injured in the clashes which were going on till last reports came in.

Dozens of students from the government higher secondary school in Newa area of Pulwama district staged a protest against the alleged high-handedness of security forces, a police official said.

He said the students were asked by security forces to disperse but they refused, leading to clashes.

The students pelted stones at security forces, who resorted to baton charge and tear smoke shelling, the official said, adding that clashes were going on till the reports last came in.

Similar protests took place in Handwara town of Kupwara district where students of the government degree college clashes with security forces, the official said.

He said the students indulged in stone pelting, prompting the law enforcing agencies to use force.

A police raid on government degree college Pulwama on April 15 had triggered widespread protests by students across Kashmir on April 17.

The protests have been going on intermittently since then, prompting authorities to suspend class work in the higher educational institutions for over a week last month as a precautionary measure.

The students are agitating over the alleged high- handedness of police and are demanding action against the erring personnel for roughing up students.

A number of students were arrested during clashes in Srinagar and elsewhere in the valley.

11.35 lakh medical aspirants to take NEET today MUMBAI, MAY 6 (AGENCIES): Around 11.35 lakh aspirants will be taking the National Eligibility-cumEntrance Test (NEET) on Sunday across the country for admissions to medical and dental colleges. This is the second year of its implementation after it was revived last year by a Supreme Court order.

While last year it was conducted in two phases, this year the test will be held on one day. CBSE, that conducts the test, has seen a 40 per cent rise in the number of aspirants this year. While some students are worried about the difficulty level of the test, most are hoping for a smooth admission process that will follow. Since the paper leak in the All-India Pre Medical Test (AIPMT) two years ago, the CBSE has issued stringent guidelines on what is allowed in the centre and what is not. Right from the type of clothes students should wear, to their footwear and other barred items like electronic gadgets, the CBSE has issued strict guidelines. Since it was found that some of the students have not uploaded the right photographs in the application process, students have been asked to carry their Aadhar card (because it was linked to the application process) or any government photo identity card. Many students, however, are not worried about the conduct of the test. “NEET is bound to be difficult as it’s a national level test. It will be a level playing field for all, but the centralised admission process after the results is what most are worried about. We are hoping for a smooth counselling process without any last minute court cases or manipulations by colleges and agents,” said a parent.

NEW DELHI, MAY 6 (AGENCIES): Prime Minister Narendra Modi on Saturday addressed an Indian heads of mission meet, which is brainstorming key foreign policy issues and challenges including India’s engagement with major powers as well as strain in ties with Pakistan and China.

Envoys have made presentations on the state of India’s bilateral relationship with the countries they are posted to.

India’s relationship with the Trump administration and ties with Russia are also likely to figure in the conclave.

The annual meet is taking place at a time when Indo-Pak ties have nose-

dived following the beheading of two Indian soldiers by the Pakistan military in Jammu and Kashmir and the issue is likely to figure during the discussions.

India’s ties with the resource-rich African continent as well as with the Gulf countries and the situation in the Middle East are also expected to be discussed during the meet.

Ranchi, May 6 (IANS): Several landmines were recovered in a joint operation of the state police and the CRPF in Jharkhand’s Lohardagga district, two days after massive arms and ammunition was ere recovered from the same place.

At least 53 landmines each weighing 500 gm and one container bomb weighing 10 kg were recovered, a police officer said.

Police also seized 20 bundle codex wire, 50 kg powder used for making bomb and other materials.

The landmines were recovered from Husru jungle of Lohardagga district.

On Thursday, 13 rifles including AK-47, Insas, Machine gun and 5300 live cartridges were seized in the joint operation from the same district.

L uc k n ow, M AY 6 (AGENCIES): BJP government’s policy of “saffron appeasement” was impacting law and order in the state, BSP president Mayawati said on Saturday while demanding that stern action should be taken against those behind the caste clashes in Saharanpur on Friday.

“Murder, violence and not abiding by law and order has become a common sight in the name of saffron appeasement of the BJP government which has also caused fear and terror among the people,” Mayawati said in a party release a day after the Saharanpur violence in which one person was killed and at least 15 injured.

Expressing concern over the incident, she asked the government to immediately work towards restoring peace and order.

The BSP chief also asked the BJP government to shun saffron appeasement, be just and keep up their word.

“It has become a sort of fashion to set new traditions by taking out processions without permission and create violence ... the BJP government has totally failed to control such elements,’ she said.

“After communal incidents, casteist clashes have rocked the state and this proves that better law and order and crime control is not something that BJP can manage,” Mayawati said.

The Saharanpur clashes, that saw brickbats and arson, broke out following a dispute over loud music being played during a procession being taken out by 20-25 youths belonging to the upper caste Thakur community who were going to take part in a function to garland a statue of Rajput warrior king Maharana Pratap.

Society’s shame

y upholding the judgment of the Delhi High Court as well as the trial court that awarded death sentence to all four convicts charged with the brutal gangrape of a 23-year old paramedic student Jyoti Sing on December 16,2012, the Supreme Court has at long last after almost five years, meted out justice. It may be recalled that on December 16, 2012, the physiotherapy student and her male friend climbed onto a bus in south Delhi, assured by the driver that they would be dropped off at their destination. However, the woman was gang-raped by six men for hours, brutalised with an iron rod and her intestines were pulled out. Her companion was beaten and thrown off the running bus. She died in a Singapore hospital 13 days later, leaving millions in shock. As she convulsed in pain on the hospital bed, Nirbhaya conveyed her last wish - the rapists must pay, they should be burnt alive, not just hanged. The Supreme Court, in its verdict, upheld the dying declaration of the victim. She had recorded her statement five days after the incident when she was battling for life. .The late Jyoti Singh Pandey’s parents have been publicly using her name since 2013, have told media they want her name published. And yet the media insisted on calling her Nirbhaya. The execution had been stayed after the four convicts — Mukesh (27), Pawan (20), Vinay (21) and Akshay (29)— moved the top court. The fifth accused, Ram Singh, had allegedly committed suicide while in jail. He was released from the home in November 2015. Ram Singh, the bus driver, was found hanging in his cell in Tihar jail in March 2013, months before the rapists were convicted. The sixth convict was just short of 18 when he was arrested. He walked out of a correction home in December 2015 after spending three years - the maximum punishment for minors - sparking public outrage and an overhaul of the juvenile law. Despite being in a world of pain, Jyoti Singh gave a full statement to the police. It definitely took courage to do that but in sharp contrast to the media which continued to call her ‘Nirbhaya’ despite the parents wanting her identity to be known throughout. Jyoti , the victim had a right to be scared if she wanted to. Both the victim and parents exhibited a clear thinking about what was fair in both the eyes of the law and society and did not fell necessary to go by the ‘sentiments’ or even ‘equal rights of the accused’. There was another brave woman, a married woman in Kolkata who chose to reveal her name. In February 2012, Suzette was raped in a moving car on Park Street in an upscale area of the city. She had to go through three tormenting years as many raised questions about the veracity of her version. While she brushed aside the snide remarks by police officers when she went to file a complaint, she stood her ground even when Chief Minister Mamata Banerjee described it as Sajano Ghatana (a fabricated incident). The rape victims deserve not only compassion but also should be given due regard for being society’s victims. Those who rape and brutalise and even murder by such acts have only invited the severest of punishments which they deserve.

very year the 10th December is observed as International Human Rights Day to bring the attention of the peoples of the world that the Universal Declaration of Human Rights is the common standard of achievement for all peoples and all nations.

The Vienna Declaration and Programme of Action, adopted by the World Conference, marked the beginning of a renowned effort in the protection and promotion of human rights. Promoting human rights is one of the core purposes of the United Nations. And the core purpose of the United Nations was deliberately failing as Nagaland and several other North Eastern states could not constitute a State Human Rights Commission till date. Even the National Human Rights Commission, New Delhi asked every state to set up State Human Rights Commission and had also recommended to incorporate human rights education in state education board syllabus and further urged the NGOs to create more awareness.

Human Rights are fundamental to our every existence without which we cannot live as human being. To protect human rights is to ensure that people receive some degree of decent, human treatment. However, in many cases public authorities and government official institute policies that violates basic human rights. Such abuses of power by political leaders and state authorities have devastating effects. Slavery, poverty, physical torture, destruction of property, rape, killing, hunger, sex exploitation, forced labour, child labour, commercial sex exploitation, illiteracy, etc. are against human rights. As indigenous people of the land, Article 371A of the constitution of India provides a special provision giving the Naga people rights to protect their own way of life, its land and resources. The various Naga Tribal Councils in Nagaland raised strong voices against the certain notified community as an indigenous tribe of Nagaland is simply the demand to protect the rights of indigenous people as indigenous inhabitants

In simple terms, liberty means human beings are free to regulate their relations and are able to govern their relations, behave at their own will, and be responsible for their acts.

Ethics and morals are considered as equal concepts. Morals deal with the personal character of an individual. On the other hand, ethics lays its importance on a social system, which regulates the code of conduct of a group of individuals, In other words, the morals need to be applied in each society depending on the values that are acceptable by a society. From the perspective of human rights, the concept of justice, equality and the participation of individuals in the socio-cultural aspects of the community are ethical aspects. The Father of the Nation, Mahatma Gandhi, was a great human rights activist who strongly believed and practiced non-violence. One of the great American Presidents, Abraham Lincoln, was a man who had sacrificed his life for the abolition of slavery. Nelson Mandela was one of the great symbols of human rights of our time whose life was committed to human dignity, equality, freedom & justice.

The crying need of the developing world is to live in peace and harmony, and here human rights and development can move together, provided man is conscious of his rights and his social and national responsibilities. Human right is a symbol of hope and the need of the hour as violation of human rights has become a day to day event in the society. Creating a safe, secured and harmonious environment for the neo-literate is the look of the family, the community, the civilized society and community at large.

be it the Nagas of Arunachal Pradesh or Burma etc. Here development does not just mean in infrastructural terms but also as in Human Development. We should encourage each other to learn more about how thinks work in the world so that we apply it for our own. It will also be nice if there could be social gatherings of the scholars and the intellectuals, to discuss about the world issues, Human Rights, Global Warming, Waste Management etc. to let participate in our society.

We can promote Fraternity by opening more free Public Parks (zero entry fee) where people could jog, have small family picnics, play freesbees with their dogs (pets), read books (write books), where everyone could relax and spend their time communicating each other be it in conscious, subconscious or unconscious level.

The people should also respect other people’s liberty for a clean environment and not litter the spoils in public places. Efforts should be made to provide garbage bins in the parks (at least for then) and finding a conclusive way to dispose off the trash.

With the deficit at hand in our State the government need not have to stress over this. We could make use of already what that exists and if private/public owners could donate their open space lands be it in suburbs or cities for the cause then with it shall begin the start of a new age in Nagaland’s voyage to civilization.

In this embodiment of secular, scientific and industrial modernity, we should not just endure but feel. With the world almost on the verge of being altered by ever rising global warming, we have to start ensuring the better chances of survival of the future generations.

Most people in Nagaland, -Nagas or notwould welcome the Idea with great enthusiasm. It is very nice that for the first time in India, one Naga has at least come to be mentioned in connection with the Posts of Vice President of the Country.

It would however have been more ethically beautiful to the Indigenous had the Idea germinated first from the ground of the Governor’s turf and then the majority in the Parliament supported, than it generated the idea from the RSS surface Soil first.

Broadly speaking human rights may be regarded as those fundamental and inalienable rights which are essential for life as human being. Human rights are the rights which are possessed by every human being, irrespective of his or her nationality, race, religion, sex, etc., simply because he or she is a human being. Human rights are thus those rights which are inherent in our nature and without which we cannot live as human being.

Human rights and fundamental freedoms allows us to fully develop and use our human qualities, our intelligence, our talents, and our conscience and to satisfy our physical, spiritual and other needs. They are based on mankind’s increasing demand for a life in which the inherent dignity and worth of each human being will receive respect and protection. Human rights are ascribed “naturally” which means that they are not earned and cannot be denied on the basis of race, creed, ethnicity or gender. Basing on the parameters of value, a number of other aspects developed to regulate the behavioural patterns of man. These values such as dignity, liberty, equality, justice, ethics and morals, have had their significant impact to shape the human relations in a society. The main aim and function of law in any society is to regulate the relations between men and to alleviate the intensity of conflicts to promote peace, security, good and orderly behaviour of mankind to establish a conflict free society. In view of the linkage and importance that values play a significant role in the promotion and realization of human rights.

Dignity is another value that regulates the behaviour of individuals.

In the day to day inter-relationships, individuals are expected to behave with one another in a dignified and honest manner. Equality is another important component of human rights. The aim of the Universal Declaration of Human Right and the constitutions of various countries including India are to treat all the people on an

hile unity could be the bonding between two or more parties coming together in terms on common grounds agreeing some and compromising some for the other and working together for the interest of the both, fraternity is the feeling of oneness in the Naga brotherhood working together not just for the Nagas but for humanity on rational grounds of course.

The present generations, be the young or the elders should accept the fact that every Naga has been victimized by the actions of the past. And that we need not necessarily let those events determine our present and the future any longer. Wouldn’t it be for the better if we simply accept the reality that our Naga race has been distorted by foreign elements in the past and instead of repeating the same regressive pattern over the “collision in culture”, why not we accept the facts, leave and keep what that ought to be and move on because although many were bitter, some turned out to be an ‘Art’ for our society today.

It is with disappointment one could say that the “Naga Kind” across the world lack the mutual willingness to think and work for the common cause, the hardships and sufferings we Nagas are enduring and to overcome it and to progress ahead and set our foot in the glory of civilization. Every present generation has witnessed it some platform or the other and might have noticed that we are seriously lacking behind them in every sphere of development. It is not that we do not have the capability to achieve the likes of them but without platforms for the people to utilize their potential how can we lay the foundation for civilization.

In order for uplifting the whole Naga society we first have to view each of our present condition and work in peace and try to put effort in developing our respective areas

In the Mainland, the jockeying for public limelight is viewed not much with inhibition because the Religion sanctions the position of High and Low. The Caste in the social scale determines the worth of a Man more than the level of his/her Ethical quality or Sense. Equality in

a society of Man is perhaps a more Ethical and higher Morality than to be in the Lime light.

A Barber, in an interesting small talk we use to have while he sometimes trims my hair at Dimapur once told me that before coming to Nagaland he worked in Bombay and Delhi.

A little surprised, I asked him, “then why did you come to Nagaland from such famous places, and here you must be experiencing many unpleasant difficulties from the people”?

“No”, he said emphatically, -except from one Community he named-, “most others are nice” and he said he likes one Community most.

“How can you determine the different Naga Communities?” I asked.

“Yes, I can, for example the Aos have very coarse

hairs, others have soft hair and still others have silky hairs”, he said.

“Why did you not like Bombay or Delhi?” I enquired.

“Oh, the House Owners there take most of our earnings. They treat us very low, and make us sleep so congested on the floor that we cannot conveniently turn this side or the other at night. Here we feel very Free”, he said.

The well known RSS mentioned above may think he is endearing himself to the Person he praised so volubly never realizing he is doing a great disservice to the Person.

In Nagaland most Naga consider the RSS in unfavorable color and very few self-esteemed Naga would value so openly liked to accept thin Media praise from a confirmed Saffron cloth.

When the present

Prime Minister was not elected this popular, quite a few distinguished Indians even said sour things towards the Prime Ministerial Candidate.

Some even expressed they would not like to live in India if the Candidate happens to actually become the Prime Minister of India.

Today it is understandable the Prime Minister would hesitate to have as President a person who said unpalatable things about him in the Past. Yet he may select one who would bring Respect of the World & Economic success to India irrespective of whether people in Saffron likes him or not.

Class 11 admissions: Know your legal rights

ven though this write-up may displease many of my school administrator friends, I prefer to air my views for enlightening the readers regarding few legal aspects of class 11 admissions mainly for the interest of the disadvantaged group of weaker students. We all know that influential and well to do people somehow manage to accomplish the admission demands of their children. But many deserving students from the economically lower sections of the society are forced to forgo their dreams simply because they are ignorant of their genuine rights and their parents could not fight with the imbalances and injustices being practiced by many school authorities.

It is an established practice in our state that many schools deny class 11 admissions to

students who have studied till class 10 in their own school and admit bright students coming out from other schools to improve results and standings.

In this regard the High Court of Madras had given a landmark judgment in the year 2007. The High Court had ruled that there shall be no admission test or cut-off marks or “re-admission” system if Class X students seek admission to Class XI in the same school.

The HC also made it clear that, higher secondary schools in the State should not treat admission of their own Class X students to Class XI as fresh admission. Students from other schools should be accommodated only if there were vacancies after admitting students from the same school, the court said.

Recently, the Supreme

Court of India also made a landmark ruling in this regard with a slight modification that gives liberty to the schools to decide on the stream of study to be admitted on the basis of merit and performance of the students. Let me reproduce a part of the landmark Supreme Court ruling. “ Before parting with the order, it goes without saying that the students who study up to Class X in any school whether aided or non-aided, such students are entitled to get admission in Class XI in the same school unless he or she declines before the admission is closed.

However, in which stream they are to be admitted, it depends upon their merits and performance that shall be decided by the school authority.”

It should be remembered

here that schools cannot misuse this liberty for weeding out their own students and admitting students from other schools. The eligibility criteria for different streams shall be fixed by the school authorities in conformity with the rules and regulations fixed by the concerned state authorities and students from other schools could be accommodated only if there are vacancies after admitting students from the same school. Let me remind one thing here; in case of Govt. Higher Secondary Schools, students coming from neighboring Govt. High Schools having classes up to class 10 or GHSS not having the desired stream needs to be treated as own students.

DIMAPUR: Accountant General (A&E) Kohima Nagaland has informed all retired State Government officers/officials that due to modifications being carried out on the Office Website, settled cases of Pension and GPF final payment cases could not be uploaded on the website.

The list of Pension and GPF final payment cases settled up to the month of March 2017 has been displayed at the Public Relation Cell.

It has also informed all the State Government officials subscribing to GPF, which is maintained by the office, that hard copy of annual GPF statement would not be issued this year.

All GPF statements would be made available online, for which forms for registration have been sent to all departments.

It also informed those officials who have not submitted registration forms would not be able to access their GPF accounts, therefore all departments that were yet to submit the registration forms have been requested to submit the same at an early date.

In case registration forms have not been received, then the same may be collected from any officers of the branch.

Government of Nagaland has adopted Govt. of India’s OM dated 18-02-15 regarding revision of NPA for pension on 01-11-2016 duly received by the Office on 21-02-2017, AG (A&E) stated.

The second session was taken by Imnawangla, an MSW student of MLCU Shillong. She spoke on sex education and focused on good and bad touch which was demonstrated by her fellow interns. SRINAGAR, MAY 6 (PTI): In the wake of militants targeting banks in south Kashmir, cash transactions at nearly 40 branches in sensitive areas of Pulwama and Shopian districts in South Kashmir have been stopped.

The step has been taken following an advisory issued by security agencies asking the banks operating in the two districts to stop cash deliveries at the branches located in these areas as they apprehend more such attacks.

It moves to the mainland on Sunday. The first French territory involved in the early voting was Saint-Pierre-etMiquelon, an archipelago located near the Canadian island of Newfoundland, where polling stations opened Saturday morning.

WASHINGTON, MAY 6 (PTI): US Secretary of State Rex Tillerson has spoken with his Russian counterpart Sergey Lavrov and discussed efforts to deescalate the ongoing conflict in Syria which has claimed 400,000 lives since the civil war began in 2011.

“The Secretary looks forward to further meetings with the Foreign Minister to discuss the respective roles of the United States and Russia in de-escalating the conflict and supporting the talks in Geneva to move the political solution forward,” State Department Spokesperson Heather Nauert said yesterday.

Sachin Tendulkar receives Asian Awards Fellowship M u m b a i , M ay 6 (IANS): Indian cricket star Sachin Tendulkar has been honoured with the Fellowship award at The Asian Awards in London.

The master blaster, who is looking forward to the release of his upcoming biographical drama “Sachin: A Billion Dreams”, attended The Asian Awards ceremony on Friday at the London Hilton on Park Lane.

The event honours Asian excellence, and past awardees of the Fellowship honour include Indian musician Ravi Shankar, and actors Jackie Chan and Ben Kingsley.

Tendulkar’s journey to international stardom through cricket is an interesting tale told through his much-awaited biographical drama, “Sachin: A Billion Dreams”.

Produced by Ravi Bhagchandka of 200 Not Out and Shrikant Bhasi of Carnival Motion Pictures, and helmed by Emmynominated James Erskine, the film is releasing on May 26.

Kohima, May 6 (NPN): State Boys Hostel Nagaland and State Sports Academy Nagaland will lock horns in the final of CAPF U-19 Football Talent Hunt Tournament on May 8. In the girls category, Sweet Poison Club I.G. Academy will play Girls Sports Hostel Dimapur in the final.

At local ground, State Boys Hostel Nagaland defeated Christ King Higher Secondary School by 2-1 in the first semi-final match.

Sinlo (7) and Mughahoto (11) scored one goal each for State Boys Hostel. The lone goal for Christ King Higher Secondary School was scored by Zenelhou (5) in 65th minutes.

Academy Nagaland beat SAI-STC Dimapur by 3-0.

NEW DELHI, May 6 (PTI): The Badminton Association of India (BAI) has recommended doubles specialists N Sikki Reddy and B Sumeeth Reddy for this year’s Arjuna awards.

Sikki and Sumeeth, who tied the knot in February, have been consistently performing well for India and are regulars in the national team.

“We have recommended Sikki and Sumeeth for Arjuna this year. They have been doing well. Hope they receive the awards. Our shuttlers have regularly won awards. Last year, PV Sindhu was honoured with the Rajiv Gandhi Khel Ratna award. So hope for the best,” a BAI official said.

Sikki has been consistently doing well over the last couple of years along with Pranaav Jerry Chopra in mixed doubles competitions. They won the Syed Modi International Grand Prix Gold at Lucknow in January. Sikki, who started partnering Ashwini Ponappa early this year, also clinched the silver in women’s doubles event at Lucknow.
