No total bifurcation of HSS, HS: Govt
D I M A P U R , M AY 6 (NPN): The state government has notified that there will be no total bifurcation of higher secondary school from elementary and secondary school under school education department as decided by the state cabinet at its meeting on April 25,2017. The cabinet decision came close on the heels of the recommendations of the high powered committee over demand for total bifurcation of higher secondary school from elementary and secondary school. A notification issued by the principal secretary to the state government, FP Solo, however, stated that that HMs and AHMs in composite GHSS would be redeployed by way of transfer and cessation of posting in composite schools in phase-wise manner. It stated that the primary teachers under the school education department would be included in the department’s service rules, and that 30% of the total vacancy of graduate teacher posts would be reserved for promotion from amongst qualified primary teachers (PTs) out of the total vacancy in a calendar
year. The existing deputy district education officers (DDEOs), the notification said would be re-designated and re-deployed under various capacities and functions as deemed necessary and that with the right sizing function from the directorate level. Further, it stated that the existing 11 assistant director and 26 sub-divisional education officer (SDEO) posts would be upgraded to the rank of deputy director. The SDEO would be in the level of deputy director, the notification stated. It has been notified that limited departmental examination for appointment to Nagaland State School Education Service to be conducted by the NPSC would be introduced. Out of the total vacancies of JEO/AHM posts, 40% would be filled up through this examination and 60% through promotion from amongst the senior graduate teachers. PTs who are graduates with B.Ed, Graduate Teachers with B.Ed and Post Graduate Teachers (PGT) with B.Ed would be eligible for the proposed examination, provided that they have

D I M A P U R , M AY 6 (NPN): Drawing attention to the news item with regard to proposed indefinite road blockade in Peren district from May 8, Zeliang Kuki Public Organisation (ZKPO) said the January 11, 2017 notification issued by DC Peren dated to stop plying of log vehicle was “to save the road from complete destruction” as it was the only means of connectivity for the whole of Kebai Khelma area. In this regard, ZKPO secretary, Mongsun Zeliang in a pres note appealed to Nagaland Timber Traders Union’s (NTTU) and its affiliate bodies to bear with the DC’s notification.
NGHSSEA clarifies
D I M A P U R , M AY 6 (NPN): Nagaland Government Higher Secondary School Employee Association (NGHSSEA) has clarified that the statement published on May 6-- “giving power of DDO to official who has no experience about school administration...” should be read as “giving power of DDO to official who belong to another cadre would intensify cadre conflict in the department”. In this regard NGHSSEA president Kelhikha Kenye has tendered apology to any officer/party who may have been hurt due to the miscommunication.

D I M A P U R , M AY 6 (NPN): State government has issued a show-cause notice to the Nagaland Government Higher Secondary School Employee Association (NGHSSEA), saying the ultimatum submitted by the association undermined the government’s action concerning rationalisation of DDOs under the school education department. A show cause notice issued by principal secretary, FP Solo, stated that delegation of DDO power to an officer or an establishment was the prerogative of the government. “Therefore, your actions and press releases regarding the same is viewed very seriously since it is against the laid down rules of the Nagaland Government Servants Conduct Rules, 1968,” it stated. Further, pointing out that the decision to withdraw DDO powers was taken as per “The Nagaland Rules of Executive Business” 2016 Part-1, Solo said the association has also undermined the colleagues, the DEOs, thereby prejudicing the interests of the department in particular and the state government in general. KVC rejects proposal to exchange CCC building D I M A P U R , M AY 6 (NPN): Kohima Village Council on Saturday rejected the proposal of senior NPF party functionaries for exchanging the Capital Convention Centre (CCC) with NPF central office building. KVC chairman Dr. Neiphi Kire said the council after conducting physical verification of both the buildings was surprised to see the glaring difference between the two buildings in terms of size and space. The factual comparism was nothing like the comparism on paper drawn up by the NPF signatories, KVC sated. It said the NPF building was just a modest building with few office rooms, small conference rooms under renovation and a small compound which could hardly park ten vehicles. On the other hand, the CCC was a much bigger with well furnished conference rooms, lodging facilities, ample parking space with a big compound enough to host weddings and other such mega events. KVC said the centre, which built when the present chief minister, Dr. Shürhozelie Liezietsu was
the then urban development minister, has been used for hosting various events from time to time and was serving the public well. While acknowledging the noble initiative of Dr. Liezietsu, KVC said the statement by NPF signatories that “the activities that were carried out at the CCC could be conveniently carried out at NPF office building as it was also as big as the Convention centre”, was incorrect and far from the truth. KVC termed it as “most unfortunate that eminent politicians would resort to such alternative facts (lies) for political gains at the cost of the public”. However, KVC expressed confidence that the chief minister will not rush into any hasty decision without ascertaining the facts for himself. “If public properties are allowed to be taken over by vested private parties simply because they are in power, there will be hardly any worthwhile public properties left in our state in due course of time,” KVC said. In this regard, KVC hoped that the chief minister would continue to place public good before party interest.

It stated that the supporting staff for establishing of those SDEOs would be brought in through redeployment of junior education officers (JEOs), area education officers (AEOs) and realisation of the ministerial staffs in the district. Graduate teacher posts falling vacant during the freezing period would be converted into Maths and Science graduate teacher posts to meet the shortage of Maths and Science teachers in the state. All vacant posts of GT after the complete conversion to Maths and Science post would be recruited through departmental recruitment board, it stated. Meanwhile, the state government has decided that the Government High Schools (GHSs) with nil results for three consecutive years would be downgraded. The department of school education would initiate immediate necessary action to complete the necessary formalities for implementing the decision of the cabinet within six months from the date of issue of this notification, it stated.
Govt issues showcause notice to NGHSSEA
D I M A P U R , M AY 6 (NPN): After the Tobu District Demand Committee (TDDC) pressed for the demand for creation of Tobu district, the Aboi Division District Demand Committee (ADDDC) led by several legislators called on chief minister Dr. Shürhozelie Liezietsu to reaffirm the people’s demand for creation of Aboi district. ADDDC working convener, Konwang Konyak said a selected delegate
from Aboi division led by ADDDC members including minister, C.L John and parliamentary secretary Eshak Konyak called on the chief minister on Friday to urge the latter to upgrade Aboi ADC Hq to District Hq and also submitted a representation the chief minister. ADDDC reminded the chief minister that Aboi Town formerly known as Champang Town was established in 1955 as Base
Superintendent which was upgraded to Circle Officer in 1958, EAC (Extra Assistant Commissioner) in 1978, SDO (C) in 1981 and later as ADC Hq in 1997. ADDDC said the proposal for upgradadtion of Aboi district remained unfulfilled even after it was taken up in cabinet memo, NO. GAB-1/COM/189/2009 Dated 13th Dec 2011 along with Noklak. During the brief meeting, ADDDC convener W. Wangyuh Konyak also apprised the chief minister that it was a public movement and a serious demand for upgradation, development and for effective Administrative convenience.
