D I M A P U R , M AY 8 (NPN): Naga National Political Groups (NNPGs) held separate meetings with Zeliang People’s Organisation (ZPO) on May 8 and Pochury Hoho on May 6, 2017 at Oking to deliberate on the social and political situation facing the people of Nagaland. In a joint press statement, the NNPGs including GPRN/NSCN (MB Neokpao/N Kitovi Zhimomi), NNC/GDRN (Kiumukam), NSCN (Reforma-
tion), NNC [parent body (Z Royim/V Nagi)] and NNC/ NPGN (Hozheto/Tsanthungo) and ZPO president, Kezen Zeliang, and general secretary, Kerang Dumtta, said that “Both sides agreed and believed that it is a correct time for the people of Nagaland to decide the best acceptable and honourable political solution for the people of Nagaland. For future generation Nagas, this is a practical necessity of the hour.” According to the joint
statement, the NNPGs and ZPO, having understood the position of the government of India on the issue of Naga integration, reaffirmed that although Nagas were divided under different administrative areas, all effort would be given to maintain social, cultural and emotional integration of all Nagas, till future generation Nagas decide to chart higher political course for their betterment. Both sides also expressed confidence in each
other and recalled that Zeliangs had played a prominent part in the Indo-Naga political struggle. Meeting with PH: Meanwhile, ZPO has reportedly endorsed the political solution for Nagas of Nagaland. Stating that Zeliangs were scattered all over Manipur, Assam and Arunachal Pradesh, the ZPO said their customs and traditions therefore be respected in any political settlement. ZPO further appreciated the working group (WG) of NNPGs for understanding each other and forming the WG platform. Meanwhile, the WG also held a joint meeting with Pochury Hoho (PH) and its frontal bodies on May 6. PH expressed appreciation at the coming together of various Naga political groups. In a joint statement issued by the NNPGs and presidents of Pochur y Hoho, PMA and PYA, the NNPGs acknowledged that the Pochury Nagas had experienced the greatest destruction and suffering at the hands of occupational forces, owing to their loyalty and commitment towards Naga nation. MHA advisory to states on prison reforms Spl. Correspondent
NEW DELHI, MAY 8 (NPN): Ministry of Home Affairs (MHA) has written to the principal secretary/ secretary Home (in-charge of Prisons) of all States and Union Territories on the resolutions adopted in September 2016 during the 5th National Conference of Heads of Prisons of States/ UTs on Prison Reforms. The state governments have been advised to consider for implementation of the following suggestions which are aimed at having an effective prison administration system: i) The nomenclature of Prisons department may be changed to “Prisons and Correctional Administration”, which should have integrated prison, correctional and probation services. ii) Every State should establish a Welfare Wing under Prison department comprising Welfare Officers, Law Officers, Counselors and Probation Officers. iii) In order to ensure basic uniformity in prison rules and regulations, all States and Union Territories should revise their (Cont’d on p-8)

In his Facebook account, Singh, wrote, “I strongly condemn the cowardly act of ambushing a convoy of 165 TA B Coy at Lokchao where three jawans are injured and condole the death of a jawan in the IED blast”. He also wished speedy recovery to the injured jawans, and assured that government will track down the assailants and punish them as per law of the land.
Longleng threatens stir
DIMAPUR, MAY 8 (NPN): Confederation of All Nagaland Service Employees Association (CANSSEA) Longleng district has threatened to launch agitation against non-payment of twomonth salary to the government employees under the district. In a representation addressed to the deputy commissioner (DC) Longleng, the CANSSEA Longleng district general secretary, L. Chuba Phom, said that the government employees under Longleng were facing great financial crisis due to non-payment of salary for the last two months (March and April 2017). Stating that the reason for non-payment of salary was best known to the Longleng district administration and sub-treasury officer, Longleng, the CANSSEA unit, in this regard, has urged the district administration to pursue the matter with the higher authority and release the pending salaries on or before May 10, 2017. Failure to release their salaries, the Confederation of All Nagaland Service Employees Association Longleng district said its executive meeting held on May 3, 2017 decided to begin any form of agitation against the state government on the principle of “No Pay No Work” and the government would be solely held responsible for any consequences.

D I M A P U R , M AY 8 (NPN): With a cent percent score in Mathematics, Science and Social science, Deepa Mishra (16) of Holy Cross Higher Secondary School (HCHSS) Dimapur topped the HSLC exam 2017, in the state. Deepa, daughter of Lakshman Mishra, who is a Math teacher in HCHSS and a resident of NST colony, topped the exam with 97.6 %. She attributed her success to God, her fam-
ily, friends and teachers. According to her, concentration in class was her success mantra. The self-confessed “late rise” said she studied for 3-4 hours daily throughout the year and had taken private English and Hindi tuitions only during the last three months before examination. She further aims to become a cardiologist if not a professor. HCHSS, vice principal Sister carol, was deemed with pride over Deepa’s success result and her decision to continue HSSLC in the same school.
PVHSS boys top HSSLC science and commerce exam: Piklu Paul, son of Protul Ranjan Paul, of Pranab Vidyapith Higher Secondary School (PVHSS) Dimapur, secured top position in the HSSLC science exam(94.80%) securing highest marks in Physics, Chemistry and MIL by studying 14-15 hours daily three months before the examination. Paul, who wants to be a software engineer, said he started his year studying three subjects four to five hours daily and the hours
gradually increased. He credited his success to God, principal, subject teachers, family and friends. Piklu is yet to decide his next step for further studies. Rajdeep Nath, who wants to be a chartered accountant also from PVHSS, Dimapur topped HSSLC (Commerce) with 95%. He is opting to study B.Com with honours and MBA afterwards. Rajdeep, son of Sukhamay Nath who is a mechanic, says his father and family will decide for him about his next step. He credited his principal, subject teachers and his best friend who, he said, has encouraged and motivated him to be in the top position. In HSSLC Arts stream, Elozüo M Saprüna of Ministers’ Hill Baptist Hr.Sec. School, Kohima secured the top position with 94.20%. However, Elozüo could not be contacted for interview.
NLC alleges rampant backdoor appointment in RD department D I M A P U R , M AY 8 (NPN): Nagaland Congress (NLC) has alleged rampant backdoor appointments in the Rural Development department saying 85% of total employees in the state were directly appointed while only 8.3% were appointed through interview, combined exam and NPSC and 7% appointed through deputation/absorption etc. Backing its claims with facts and figures furnished by the RD directorate through RTI, NLC said over the years up to November 17, 2016 the appointments were highly questionable and challengeable. Percentage of direct appointment: It said out of total 640 regularized employees, from the post of
SO-I down to Steno Gr-III, appointments were done in following manner: 12% through interview, 0.9% through combined exam, 0.4% through NPSC, 2% through other process (deputation/absorption) while 85% were direct appointments. NLC further alleged 100% direct appointment were made in the case of 316 contractual employees. It said 613 were appointed within 2010-2016 and only three prior to 2010. Giving out the district wise percentage, NLC said under Longleng districts it was 90%, 88% in Mon district, 87% (Mokokchung district), 87% (Dimapur district), 85% in the directorate, 84% (Tuensang district),
80% (Kiphire district), 79% (Phek district), 79% (Zunheboto district), 79% (Peren district), 76% (Wokha district) and 75% (Kohima district). It alleged that the 85% direct appointments and 7% under deputation were mainly minister’s and parliamentary secretary’s candidates, thereby leaving only 8% provision for few qualified and deserving candidates. NLC said it would continue to take on the government/department with similar issues and would continue to feed uninformed citizens with facts and figures on questionable and challengeable appointments in major departments in the state.
NBSE declares HSLC, HSSLC results: girls outshine boys again Correspondent
KOHIMA, MAY 8 (NPN): The girls have outperformed boys again in both the HSLC and HSSLC examinations 2017, the results of which were declared by the Nagaland Board of School Education (NBSE) on Monday. A total of 37918 candidates appeared the HSLC and HSSLC examinations, which was held from February 14, 2017 to March 6, 2017. Out of 22446 candidates who appeared the HSLC examinations 2017, the girls have done better with 8178 girls qualifying and 7576 boys qualifying the examinations. A total of 15754 candidates qualified the examination with a qualified percentage of 70.19 %. The last time the pass percentage crossed 70% or above was in the year 2009. In the Top 20 list, there were 45 candidates out of which 32 were girls and 13 were boys. Informing this to media persons at her chamber Monday afternoon, NBSE chairman, Asano Sekhose, said that 72 schools have secured 100% qualified percentage out of which 66 were private schools and six were schools. NBSE chairman expressed regret that 32 schools have nil results out of which 30 were government schools and two private schools. She also informed that since 2012, this year’s performance was the best for government schools with a qualified percentage of 42.60. In terms of district wise performance for government schools, NBSE chairman said Kohima district again topped the table with a percentage of 57% followed by Mokokchung district at 51%. Longleng district is at the bottom with 7%. In respect of private schools, Kohima and Phek districts were at the top with a percentage of 86% followed by Mokokchung at 85%. The number of candidates, who secured 80% and above in aggregate, was 944, up by 30 from 2016. Out of 944, 13 candidates were from government schools. In the HSSLC examinations 2017 also the girls have done better than boys. This year again, the girls pass percentage stand at 82.21% and the boys at 74.58%. (Cont’d on p-8)
