DIMAPUR, SEP 6 (NPN): Jalukie Zangdi Village Council (JZVC), in a rejoinder, has expressed strong resentment over the August 11 statement by Western Sumi Hoho that Ja lukie Zangdi villagers were “non-indigenous settlers from Manipur state’. In a statement, JZVC chairman Bedusai Thelu-o and Head GB Kuvehu Vero pointed out that the village was founded by an indig enous citizen of Nagaland-- Late. Zashetso Thelu-o of Porba village, Phek district in 1985 and the citizens of the village were Chakhesangs, a constituent unit of Western Chakhesang Hoho. JZVC said the village land was donated by Old Jalukie Village under the “agreement signed between Old Jalukie Village Council and Lt. Zashetso Thelu-o according to custom ary norms.”It also pointed out that the village was recognized by the government on October 1, 1991. Therefore, JZVC said the purported statement was “humiliating and unacceptable to the citizens of JalukieZangdi Village.” In this regard, the council has asked the WSH to provide the facts on what ground the villagers were called as non-indigenous settlers from Manipur.

In her judgment pro nounced on September 6, 2022, the Court of Special Judge, POCSO Act, Phek Mezivolu T Therieh stated that the victim girl who calls the accused Apotsa (grand father) expected to show love and care and nurture her character and morality, became a prey to his lust. “This ghastly act does not permit me to shown leniency,” the judge said and sentenced the accused for commission of penetrative sexual assault with Rigorous Imprisonment for a term of 20 years and fine of Rs. 5000. In default of payment of fine, the order said the ac cused would further undergo Simple Imprisonment for a term of one year. The judgment laud ed the state government for granting a sum of Rs.4 lakh on account of vic tim compensation scheme sanctioned by Home De partment, Relief and Reha bilitation, Government of Nagaland as interim relief. The judgment also ap preciated the timely action of Lucy Doungel, Unarmed Branch Inspector, which certainly helped the state government in bringing justice to the vulnerable section of the society. The court strongly recommend the state government to adequately reward the In vestigation Officer for ably discharging her duties as a police officer in bringing the wrongdoer to justice.

AGARTALA, SEP 6 (AGENCIES): Tripura Chief Minister Manik Saha on Tuesday met Union Home Minister Amit Shah and placed a proposal to raise two new IR Battal ions of Tripura State Rifles. During the meeting, he also informed the Union Home Minister about the develop ment in the Bru rehabilita tion pact.“Today, I met Hon’ble Home Minister Shri Amit Shah ji regarding matters related to the interest of the state. A proposal has been placed for raising two more IR battalions in the state. Apart from that several important issues came up for discussion. He assured me to provide all the necessary assistance from the cen tral government”, Dr Saha wrote in a social media post. Right now, the state has 14 Tripura State Rifle Bat talions and 11 of them are Indian Reserve Battalions. GUWAHATI, SEPT 6 (PTI): A madrasa and a residence adjacent to it in Assam’s Goalpara district was demolished allegedly by local people on Tuesday in protest against the use of the premises for jihadi activities, the police claimed. The madrasa located in Pakhiura Char under Matia police station and the residence adjacent to it was allegedly used for jihadi ac tivities by two Bangladeshi nationals, who are currently absconding, the police said. The use of the madrasa premises for the anti-na tional activity came to light following the arrest of one Jalaluddin Sheikh, a cleric of theSheikhmadrasa.had allegedly engaged the duo as teach ers of the Darogar Alga Pakhiura Char Madrassa and was arrested recently for his reported links with them, a police official said. The madrasa is the fourth to be demolished in the north eastern state. “The locals voluntarily demolished the madrasa and the residence adjacent to it in a mark of strong resentment towards Jihadi activities,” the official said. The absconding Ban gladeshis, members of Al Qaeda in Indian Subconti nent (AQIS)/Ansarul Ban gla Team (ABT), were found to be Aminul Islam alias Usman alias Mehdy Hasan and Jahangir Alom, he said. KOKRAJHAR (ASSAM), SEP 6 (PTI): Assam Chief Minister Himanta Biswa on Tuesday said that the Centre is likely to sign a peace accord with mili tant organisations from the state’s Adivasi communities withinAddressingSeptember. a press conference after a cabinet meeting here, he said that his government has found a gap of around 50 lakh beneficiaries after linking Aadhaar cards with ration cards across the state. “The central govern ment is likely to sign a peace accord with militant groups from the Adivasi communi ties of Assam within this month,” Sarma said. Without sharing any detail, he said that the entire process is being carried out under the initiative of Union Home Minister Amit Shah. A senior official from the Assam Police head quarters told PTI that five militant groups are likely to sign the peace agreement.

Somorjit said that SCERT as an institution is pivotal in framing syllabus and curriculum in the state. Besides, it also imparts train ing to the teachers who will teach students in schools. However, the post of director of such an impor tant institution has been lying vacant for over 17 months, he “Abolishlamented.theSCERT if the government is not willing to make it function properly to improve the education scenario in the state,” he demanded. He said that the state government has been talking about improving education in the state but ironically failed to stress on the ef fective teaching-learning process and provide proper training to school teachers. He cautioned that the government must bear re sponsibility if the locked office is opened forcefully while reiterating that the state government must ap point the regular director. The DESAM secretary general said that the student body was prepared for inten sified agitations if the vacant post of director is not filled within the next two days.

Bhupender Yadav NEW DELHI, SEP 6 (PTI): India has adopted a leadership role in the fight against climate change with its climate actions exceeding its moral or legal responsi bility, Union Environment Minister Bhupender Yadav said onAddressingTuesday. a policy dialogue organised by in dependent non-profit Inte grated Research and Action for Development (IRADe) here, the minister said on the path to achieving net zero by 2070, most of the growth in the energy demand in India will have to be met with lowcarbon energy sources. Last month, India communicated an ambitious update to its Nationally Determined Contribution (NDC), which displays the country’s commitment to achieving net-zero by 2070. NDCs means national plans and pledges made by countries to meet the goal of maintaining global tem perature rise to well below 2 degrees Celsius above preindustrial levels, while aim ing for 1.5 degrees Celsius to avoid the worst impacts of climate change. Net zero means achiev ing a balance between the greenhouse gases put into the atmosphere and those taken“Climateout. change is per haps the biggest existential challenge that humanity and our planet have ever faced. It is time for concerted action across the world for effective and adequate mitigation. This needs to be combined with adaptation efforts to manage the inevitable im pact of the warming,” Yadav said. He said the developed countries are progressing at the cost of their developing counterparts. For instance: India has contributed only around 4 per cent of global cumulative emissions since the pre-industrial era. Even as the fastestgrowing large economy, its per capita emissions are only about one-third of the global average. BHUBANESWAR, SEP 6 (PTI): Lakhs of red ants invaded Brahmansahi vil lage in Odisha’s Puri district after flood water receded re cently, prompting scientists to launch an operation to rid the hamlet of the army of poisonous insects. Swarms of ants infest ed every nook and corner of the village, including houses, roads, fields and trees, throwing normal lives out of gear. Many have been bitten by these ants, causing swelling and irrita tion on the skin. Even domestic ani mals and house lizards have fallen prey to the ants. The situation is such that villagers are to forced draw circles with pesticide pow ders wherever they sit, stand or sleep.Three families of the village have fled due to the ant menace and are stay ing at their relatives’ place, locals said.

A river is victoriously persistent, overcoming all barri ers. For a while it goes steadily on its course, but then comes to an obstacle. And for a while it is blocked, yet it soon makes a pathway around the obstacle. Or a river will drop out of sight for miles, only later to emerge again even broader and greater than ever. Do you see God using the lives of others, but an obstacle has come into your life and you do not seem to be of any use to God? Then keep paying attention to the Source, and God will either take you around the obstacle or remove it. The river of the Spirit of God overcomes all obstacles. Never focus your eyes on the obstacle or the dif ficulty. The obstacle will be a matter of total indifference to the river that will flow steadily through you if you will simply remember to stay focused on the Source. President of India Daupadi Murmu has reit erated that talent development in science, literature and social science can be more effective when taught in one’s own mother tongue in her speech on the eve of Teacher’s Day. What Murmu had said goes in line with the New Educa tion Policy 2020 which recommends that higher education institutions should use the mother tongue/ local language as a medium of instruction, and/or offer bilingual programmes. Bilingual education is defined as approaches in the classroom that use the native languages of English language learners for instruction. In other words, bilingual education is a concept that involves teaching academic content in two languages, in a native and secondary language with varying amounts of each language used in ac cordance with the program model. The basic goal of the bilingual education program is to help out the students having limited English proficiency and em power them to master the state curriculum as well as to teach English to all the students participating in the program. The official language of the Union of India is Hindi, with 21 other regional languages holding co-official status. Besides that there are 121 languages which are spoken by 10,000 or more people in a country with a population of around 131 crore. There are also more than 19,500 languages or dialects are spoken in India as mother tongues, according to the latest analysis of a census released in 2018. The NEP has been lauded by all and sundry for its innovative ideas. However with regard to the use of mother tongue as medium of teaching even in higher secondary levels, NEP appears to be a sugar-coated pill. As mentioned above, there 21 of ficially recognised regional languages categorised as mother tongue in several states. It is not possible for each every language to all the students, hence region-wise the local language is the third language to be taught. In almost every state excluding Tamil Nadu, 3 languages, Hindi, English, and a regional language is taught. The experiment of promoting mother tongue of other languages has proved a very costly experiment in West Bengal during the 80s under the Communist rule. The experiment of Bangla over English should serve as an example against trying to gain political mileage out such mat ters. Bengal suffered tremendously at the national level, when its literacy rate plummeted. Once known as the land of Bose and Tagore, Bengal was taken backward by decades. In India lakhs of people with different languages and cultures live alongside each other in towns and cities. The use of a particular language can be beneficial at the primary levels to help in catching up with learning etc. However, when it comes to science and maths, it is not going to be easy to adopt a regional language as medium of instruction. The particular regional language of mother tongue will have to be first enriched with new science vocabularies. Mother tongues, unlike Hindi, have limited vocabularies and so they would need to be updated. In science, words such as ‘mi cro’ instead of ‘small’ and ‘photo’ instead of ‘light’ make complicated words like ‘photosynthesis’and ‘microorganism.’ Unless regional languages can reach the standard of Hindi, it will be a very difficult task to simply say that using mother tongue will be a panacea for development.

As a result, in 1935, the Government of India Act, passed in British Parliament and under section 91 and 92 of the said Act, the Naga Hills made as “Excluded Area” whereof British laws were not imposed and the Governor of Assam was entrustedto make regulations for the administration of Naga Hills.5.

Seeing the Sa tanic rule of Indian Army, on a Nagaland Baptist Churches Coun cil (NBCC) initiative, a ceasefire agreement was made between the Gov ernment of India and Federal Government of Nagaland on this this day of 6th September, 1964, which we observe today. The conditions of ceasefire were: (i) The government of India undertook the Indian Army within the periphery of 1000 yards from its respective posts; (ii) And the Federal government of Nagaland undertook not to allow the Naga Army to attack the Indian Army; (iii) In an unexpected encounter, “no firing un less first fired upon”. 12. In 1972 August 31st, the Government of India unilaterally ab rogated the said Cease fire Agreement but the Federal Government of Nagaland and Naga Na tional Council are still upholding the Ceasefire agreement till date. 13. Moody’s had cut its forecast to 7.7 per cent from 8.8 per cent, citing dampening of economic momentum in the coming quarters on rising inter est rates, uneven spread of the monsoon, and slowing globalIngrowth.itslatest report, Moody’s said the ‘Stable’ outlook reflects the agency’s view that the risks from negative feedback between the economy and financial system are receding. It said that with higher capital buf fers and greater liquidity, banks and non-banking fi nancial companies (NBFCs) pose much less risk to the sovereign than previously anticipated, facilitating the ongoing recovery from the pandemic.“While risks stemming from a high debt burden and weak debt affordability remain, we expect that the economic environment will allow for a gradual narrow ing in the general govern ment fiscal deficit over the next few years, avoiding further deterioration in the sovereign credit profile,” it said. Moody’s said the principal credit challenges for India include low per capita income, high general government debt, low debt affordability, and limited government effectiveness.

The non-sovereign debt, on the other hand, grew 6.1 per cent to USD 490.0 billion over the level as of end-March 2021, it said, adding commercial borrowings, NRI depos its and short-term trade credit are the three biggest constituents of the nonsovereign debt, accounting for as much as 95.2 per cent. While NRI deposits de clined by 2 per cent to USD 139.0 billion, commercial borrowings at USD 209.71 billion and short-term trade credit at USD 117.4 billion rose by 5.7 per cent and 20.5 per cent, respectively, it said. Observing that the debt vulnerability indicators con tinued to be benign, the report said the debt service ratio fell significantly to 5.2 per cent during 202122 from 8.2 per cent in the previous year, reflecting buoyant current receipts and moderating external debt service payments.
SLBC is an institutional forum for coordinating and implementing bank ing policies in states, and has representation from banks, Reserve Bank of India (RBI), National Bank for Agriculture and Rural Development (NABARD), heads of government de partments.Additionally, about 47 branches would be opened by private banks in villages with a population of over 3,000. The progress made by government-owned banks in opening of branches was reviewed in the performance assessment of PSBs by the Ministry of Finance on August 30. Most branches would be opened in Rajast han with 80 branches being opened by PSBs and 15 by other banks. This is followed by Madhya Pradesh and Gujarat where 54 and 38 branches would be opened respectively.Bankof Baroda would open about 76 branches in 10 states, the most by any bank, followed by State Bank of India that will open 60 branches in 14 states, and Punjab National Bank open ing 41 branches in 10 states. As per the RBI’s lead bank scheme, banks have been asked to focus on open ing brick and mortar branch es in village with population above 5,000 without a bank branch of a scheduled com mercial bank during the ongoing financial year. Lead Bank Scheme was intro duced by the RBI in 1969, and aims at coordinating the activities of banks and other developmental agen cies to achieve the objective of enhancing the flow of bank finance to the priority sector and other sectors and to promote banks’ role in the overall development of the rural sector. However, the centre’s drive would cover villages with a population of over 3,000 with physical branches within 5 kms. This would then leave about 143 unbanked villages in 17 states that would not have physical branches within a 5 km radius. Last year, the RBI launched a composite Financial Inclusion Index’ (FI-Index) to capture the extent of financial inclu sion across the country and also to serve as a tool for calibrating future policy interventions for greater financial inclusion. The index--that captures ease of access, availability and us age of services, and quality of services, quality aspect of financial inclusion--im proved to 56.4 as on March 31, 2022 from 53.9 last year.

NEW DELHI, SEP 6 (AGENCIES): Public Sec tor Banks (PSBs) are tar geting to open around 363 brick and mortar branches by December 2022 to scale up Prime Minister Narendra Modi’s financial inclusion drive by covering villages with a population over 3,000 and within 5 km radius. These branches would cover villages in 21 states, and would be opened by banks in location allocated to them by State Level Bank ing Committee (SLBC).
“The sense of entitlement being the guiding principle of governance has actually brought an element of con descension which people don’t need. They require you to have better sensitivity for building the capacities so that with dignity they can rise up and do what they would like to do for their families,” she added. The finance minister said the world order was definitely seeing a phase of significant changes. “It is obvious that China plus is going to determine now the world’s approach to business so that supply chain disrup tions don’t happen. To en able and facilitate that, PLI (production-linked incentive scheme) is one of the major decisions of the government and we are finding industry responding positively to it. So the entire ecosystem of certain segments of industry are now willing to move into India, and the Union government is working to gether along with the state governments to make sure that they are brought in and the facilitation should be with the ‘plug and play’ model,” she added. On public sector bank privatisation announced in the Budget, Sitharaman said the government shall go ahead with banking sector reforms. “The Cabinet has given clearance, we have mentioned it in the Budget, and we will take it forward,” she added.Sitharaman said she was conscious of the glide path of fiscal consolida tion committed by the gov ernment. “The necessary stimulus for growth will continue. We are conscious of what implications there will be when your debt to GDP goes out of control,” she added.Onthe windfall tax on the petroleum sector, the fi nance minister said the gov ernment was not interested in ad-hocism in tax policy. “But the government also understands after consulting with the industry that wind fall gains were abnormal,” she added.Inits latest review last week, the Centre increased windfall tax on domestic crude oil to Rs 13,300 per tonne from Rs 13,000 per tonne. It also revised the cess on export of aviation turbine fuel (ATF) to Rs 9 per litre from Rs 2 per litre, and increased additional ex cise duty on export of diesel to Rs 12 per litre from Rs 6 per litre. This was the fourth revision since the implemen tation of the tax from July 1. On whether the gov ernment is planning to in crease the tax-GDP ratio which is only about 10 now, the finance minister said the widening tax base is an issue that needs a lot of consulta tions and analysis, though the increasing number of income tax filings gives her some clue on the possibility of widening the base. “But we want to ensure that as and when it is done it looks reasonable and tech-driven,” she said.Oninclusion of Indian sovereign bonds in global indices, Sitharaman said many things have changed since the pandemic, espe cially in terms of inflows. Mostly, fund inflows have not been as expected, which of course is mostly due to the pandemic, she said.

PESHAWAR, SEP 6 (PTI): At least five Pak istani soldiers and four terrorists were killed in a shootout when the secu rity forces raided a militant hideout in a tribal district in a former Taliban strong hold near the border with Afghanistan, the Army said on TheTuesday.Armyconducted an operation based on prior intelligence on Monday in the Boyya area of North Waziristan district, accord ing to a statement released by ISPR, the media wing of the Pakistani military. During an intense ex change of fire between the Army troops and terrorists, four terrorists were killed. The Army also lost five soldiers, including a Captain, it said. DIMAPUR, SEP 6 (NPN): Nagaland Foot ball Association (NFA) is likely to start a new football league in the state in 2023 by reviving the Nagaland Premier League (NPL), which was earlier started in 2011.Gracing the 2nd Open Football Tournament organised by Dimapur District Football Referee Association (DDFRA), Dimapur District Foot ball Association (DDFA) president, Mughato Sumi said the chief minister, Neiphiu Rio was interested to “revive the league” and has asked NFA to submit a report by September 2022. Addressing the players at the tournament held in commemoration with its silver jubilee celebration at DDSC Stadium, Tuesday, Mughato said, “hopefully NPL would be revived next year but not under the same name”. Highlighting the state’s football scenario, Mughato urged the players to take football seriously as the scenario of football in the state has witnessed change after the new team of NFA took over. “Earlier, we lagged be hind others when football or sports is concerned, but now the present NFA team was serious and has taken initiative to develop foot ball in the state,” he said. He cited the examples, where NFA took the ini tiative to live telecast the Dr. T.
