The facility has been built at a cost of over Rs 660 crore by Tata Memorial Centre, an aided institute under the Union Department of AtomicAddressingEnergy. the gather ing, Modi stressed that pre vention is better than cure and good health care does not mean building four walls only. In the past eight years, holistic health care has been a priority, the prime minister said. More work has been done in health care in seven or eight years than over 70 years, he Reachingclaimed.out to cancer patients and their families, Modi said “We don’t need to be scared of cancer but we have to fight it. I know many people who have defeated cancer.”The prime minister said over 1.50 lakh health and wellness centres are being set up in the country, of which 1.25 lakh have already started functioning. In Chandigarh, people from remote areas of Him achal Pradesh come to the PGIMER for treatment, he said. In Himachal Pradesh’s Bilaspur, an AIIMS has been built and over here a big facility for cancer treat ment is available now, he said. Modi said for a long time, there has been an as piration in the country for a health care system, which cares for the poor, saves them from illness and pro vide affordable treatment. Referring to the pledge to make India a developed nation in 25 years, Modi said for this the health care system also needs to be de veloped. When people get mod ern hospitals and facili ties, they will become more healthy, he said. A teacher once told me, “One Doesn’t Need To Be Taught About Sustainable Develop ment. It Is A Fundamental Moral.” Well, how to shape that moral in ourselves and the generations to come when all we have is a mis placed sensibility towards the environment that is so essential for our very sur vival? And how do we undo what has been normalized through thewithenvironmentunderstandinghaveseminarsThousandsgenerations?ofdebates, andconferencesbeenheldtodevelopanabouthowhastosyncdevelopmentandyetresultofsensitization is minimal. We have failed, not as policy-makers, but as educators. An integrating approach towards environ mental education has been missing in the Indian edu cation system. Yes, some may argue that we have Environmental Studies as a subject in schools, but to witness a drastic change in the attitude of children towards their ‘protector’ it is essential that our teach ing techniques be changed. Having only a fair knowl edge about the environment may not amount to enough; students must read, discuss, and witness basic environ mental issues that we are facing today. At this point, most of us would agree that the role of youth in attaining sustainable development is an issue which is at the core of development. SDGs (Sustainable Development Goals) are the most ambi tious goals and to attain the vision, we might have to be flexible with the choices we make and the decisions we take. Today’s youth are diverse and are not only well informed but they’re well connected. So the bigger question is what is stop ping them from realizing the dream? How to make children understand that small actions become huge? Do they see themselves playing an important role in our country’s ‘today’ and ‘tomorrow’?Theindulgence in thoughts like, “well, I don’t care” is dangerous at this point. The solution is to understand, believe and act together. The importance of good quality education in marching towards sustain able development was em phasized at the UN World Summit in Johannesburg in 2002. It majorly talked about the instilling of knowledge, values, understanding and skills to achieve sustainable development.Schools can start by making children identify environmental issues and how solving them is not only a ‘top-down approach’ but requires attention at the grassroots level. Students need to engage in activities like support campaigns, backing citizen activities, innovative counter-models, etc. from primary level. En gaging projects like, taking pictures of anything close to the set goals, enacting plays projecting similar issues, preparation of innovative banners, etc. might interest students and hold their at tention span. Also, students must be encouraged to have their own ideas about solv ing environmental issues. To achieve this, the system must adapt a liberal ap proach to help students project themselves without anyone’s help and without muchForrestrictions.theyouthto change the progress of history, it is necessary they take part in things that matter. Critical thinking, problem solving and employing a variety of educational methods to il lustrate the process must be encouraged. This could be an effective way in encour aging a positive behavior towards environment and will ensure that students are not just confined to the ‘idea’ of an environment through books. Shreya Ghosh
T he description of road accidents caused by potholes as man-made disasters by a Kerala High Court Bench could not be more apt. According to gov ernment data, potholes, on an average, claimed 2,300 lives annually across the country during the five years from 2016 to 2020. The court’s directive to the district collec tors in Kerala to be proactive, while making them account able for any such accident in future, is an approach that needs to be replicated. Vital to the road safety project is the successful launch of the planned online system and mobile application by the Na tional Highways Authority of India that will enable road users to report any pothole or damaged portion. The buck should ideally stop with the contractors and officials, whose slapdash ef forts are exposed, especially during monsoons, as the use of inferior quality mate rial along with unscientific road-laying techniques leads to the creation of dangerous craters. Potholes also reveal a criminal neglect of duty, with government agencies playing the waiting game over whose job it is to repair them; neither is there an at tempt to put warning signs in the absence of a quick-fix solution. Even tragedy fails to move the authorities, or the resolve shown by individuals who have suffered immeasur able grief, such as vegetable vendor Dadarao Bilhore. The Mumbai resident chose not to cry the day his son died in an accident; instead, he chose to fill up as many potholes as he could on his own so that others are spared the pain he had toPotholesendure. are usually caused by the presence of heavy traffic and water on roads. Ensuring the use of standardised methodology and good quality material becomes necessary, along with regular maintenance and an effective accountability system. Potholes on highway stretches can be more fatal, considering the faster move ment of vehicles. Quality, and not quantity, ought to be central to the massive roadway expansion that is under way. A brief respite in retail inflation registered for July may not be of much assurance about price stability as another round of GST readjustment on the anvil may well push up prices of items of mass consumption.Retailinflation was steady in June, although well above the Reserve Bank of India’s tolerance limit for over sixth months. Inflation as measured by the consumer price index (CPI) was reported steady at an annual 7.03 percent in June, down by 0.1 percent from the previous month. The improvement, though marginal, was attributed to lower fuel and cooking gas prices, which offset higher services and food costs. The Reserve Bank has also been raising interest rates as part of its inflation management strategy. But its Governor Shaktikanta Das has warned that inflation is unlikely to be brought within the mandated target, until at least the end of the year. It is against this setting that there is a move for further readjust ment of the GST rates, which would warrant prices of items of daily use to go up further. It has now been revealed that the GST council may withdraw some more exemptions and raise the tax rates further to correct the remaining instances of inverted duty. An inverted rate structure is a case where GST rates on inputs materials are higher than outward supplies. By way of example, auto mobiles, electronic items, urea and other fertiliser inputs segments have duty Theinversion.decision by the GST Coun cil at its previous meeting had accepted a ministerial committee report on the correction of inverted duty and exemptions. As a result, pre-packaged and pre-labelled retail packs, including curd, lassi and but ter milk, have since been brought underTheGST.panel is currently further studying tax issues relating to casi nos, online gaming and horse racing, the conclusions of which are keenly watched due to the high interest into theseTheactivities.earlier proposal was to levy a 28 per cent tax on these activities, but the issue is being reviewed lock, stock and barrel. The decision to enforce a 5 percent GST levy on pe-packaged and labelled food items has been controversial right from the moment the new measure was announced. It also caused a lot of confusion over the tax liability on loose items sold by retail shops, particularly food items. With the difference between branded and unbranded products having been eliminated for GST purposes, it cre ated utter confusion among custom ers as well as merchants. Later on, it was clarified that loose packed items sold by shop owners will not attract the new rate.

—Matthew 7:9 The illustration of prayer that our Lord used here is one of a good child who is asking for something good. We talk about prayer as if God hears us regardless of what our relationship is to Him (see Matthew 5:45). Never say that it is not God’s will to give you what you ask. Don’t faint and give up, but find out the reason you have not received; increase the intensity of your search and examine the evidence. Is your relationship right with your spouse, your children, and your fellow students? Are you a “good child” in those relationships? Do you have to say to the Lord, “I have been irritable and cross, but I still want spiritual blessings”? You can not receive and will have to do without them until you have the attitude of a “good child.” We mistake defiance for devotion, arguing with God instead of surrendering. We refuse to look at the evidence that clearly indicates where we are wrong. Have I been asking God to give me money for something I want, while refusing to pay someone what I owe him? Have I been asking God for liberty while I am withhold ing it from someone who belongs to me? Have I refused to forgive someone, and have I been unkind to that person? Have I been living as God’s child among my relatives and friends? (see Matthew 7:12). I am a child of God only by being born again, and as His child I am good only as I “walk in the light” (1 John 1:7). For most of us, prayer simply becomes some trivial religious expression, a matter of mystical and emotional fellowship with God. We are all good at producing spiritual fog that blinds our sight. But if we will search out and examine the evidence, we will see very clearly what is wrong— a friendship, an unpaid debt, or an improper attitude. There is no use praying unless we are living as children of God. Then Jesus says, regarding His children, “Everyone who asks receives…” (Matthew 7:8).

Importance of sustainable development studies in schools at primary level
“O rganic farming is our duty,” Prime Minister Narendra Modi said, while addressing the nation on the 75th Independence Day on AugustModi15. mentioned or ganic and natural farm ing twice in his speech, as he talked about turning to chemical-free agriculture. “Today natural farming is also a way of becoming self-reliant,” he said. “Today the factories of nano fertilis ers have brought new hope to the country. But natural farming and chemical-free farming can give a boost to self-reliance.”Whileswitching to or ganic farming could counter dangers to the environment – such as soil degradation due to increased fertiliser use – and public health, scientists are still divided on whether India can afford the transition to chemical-free agriculture. That’s because organic farming means less intensive agriculture, and in turn, decreased crop produc tivity. This could put India on the backfoot with regard to food security; altered rainfall patterns caused by climate change are already causing huge losses to farm ers, scientists said. Benefits of organic farming Today, India has a sur plus of foodgrains. This selfsufficiency came thanks to the Green Revolution in the 1960s, which increased crop production – of mostly rice and wheat – substantially. Foodgrain production rose from 82 million tonnes (MT) in the late 1960s to 264 MT in 2013-14.Butalong with the in creasing area under farm ing and switching to highyielding varieties of rice and wheat, farmers were also encouraged to use chemicals – fertilisers and pesticides –to facilitate higher yields. This caused “unintend ed but harmful consequences on agriculture and human health”, according to scien tists Daisy John and Giridhar Babu of the Public Health Foundation of India, Benga luru. The impacts were many and still persist, they wrote. The use of pesticides and fertilisers led to an increase in heavy metals (such as cad mium, lead and arsenic) in the soil. In many areas, soils turned more alkaline; benefi cial microbes died, and soils became infertile. Farmers in some major Green Revolu tion belts including Punjab also burn crop residue, which is a major cause of air pollu tion in northern India. A recent report by the non-profit Pesticide Action Network India found that there is widespread, unau thorised and unsafe use of four pesticides (chlorpyrifos, fipronil, atrazine, and para quat dichloride) in India. Of these, three are listed as “moderately hazardous” by the World Health Organisa tion based on their health impacts.Organic farming is seen as a safer alternative. Chemi cals do not find a place in this farming technique; farmers use only organic products such as cow dung instead. In natural farming, however, no external inputs – including bio-fertilisers – are used (this includes zero-budget natural farming, which is being encouraged by the Indian government). In India, organic and natural farming are being promoted through sever al schemes including the Paramparagat Krishi Vikas Yojana, Mission Organic Value Chain Development for North Eastern Region under the National Mission for Sustainable Agriculture and more. According to one definition, organic food pro duction also includes farm ing techniques that do not use genetically modified or ganisms, growth hormones, and antibiotics.Apartfrom public health benefits, studies show that organic farming can benefit biodiversity. As per some estimates, organic farming across the world in creases local species richness by ~34% and abundance by ~50%. However, this depends on various factors such as the larger landscape that the farms are located in. Organic farming is catching on in India. India has witnessed a threefold in crease in land under organic cultivation: from 5,28,171 ha in 2007 to 1.2 million ha in 2014. India is also home to the highest number of organic producers, as per one estimate. However, this captures only around 2.5% of the total land under cul tivation in the country. The other side While organic or natu ral farming could capture niche markets for export, it cannot be implemented as a nationwide policy, said Sreekumar K.M., an agri cultural entomologist with the Kerala Agricultural Uni versity.“It would be disas trous,” he told The Wire. He gave several reasons why. Converting to organic farm ing means that we would need to produce a far higher quantity of organic manure, Sreekumar said. And that means more cows. Cattle rearing has been listed as one of the main contribu tors to climate change, for it produces methane and nitrous oxide, both green house gases. Moreover, con ventional farming might be crucial for farmers given the unpredictability of weather with the onset of climate change, Sreekumar said. Altered rainfall patterns and events such as floods and droughts will become more frequent, reports by the Intergovernmental Panel on Climate Change predict. Studies also suggest that while organic farming is indeed less polluting than conventional farming, it currently accounts for only 1% of global agricultural land. Yields are lower (a recent study pegged this at ~25% lower on average), as is productivity or the money produced per unit of land (up to 44% lower than in conven tional agriculture). If a larger number of farmers were to switch to organic practices, it would require more land to be brought under agriculture. This would be additional pressure on existing natural habitats, due to habitat con version and loss. More land diverted for organic produce would also mean that the cost of pro duction will rise, making food less affordable for poor consumers in developing countries, the review found. Indeed, organic food is cur rently accessible only to high-income groups, said Sreekumar.Switching to organic farming would not be a good idea for India’s nutritional or food security either, he added. That’s because In dia’s soils are extremely diverse. For example, many parts of Kerala have lateritic soil; high levels of iron and aluminium in the soil make it acidic. Adding lime or do lomite as a fertiliser to make the soil less acidic makes crops more productive. Simi larly, if calcium in the soil is low, flower rots are common in tomato crops, Sreekumar said. Adding conventional fertilisers to the soil based on context-specific needs would ensure that farmers’ yields are not Accordingaffected.tohim, the move to recommend organic farming may stem from the government’s move to cut down on fertiliser subsidies that are given to farmers. With fertiliser prices surging internationally, the Union government has over the years been reducing the budget on subsidies. In 202021, the actual spending on fertilisers was Rs 1,27,921.74 crore; this decreased to Rs 79,529.68 crore in the 202122 Union budget, reported Down to Earth. Though this was revised to Rs 1,40,122.32 crore to tackle the farm crisis it was again decreased by ~25% to Rs 1,05,222.32 crore in the Union Budget 2022-23, the news report said. Sri Lanka’s caution ary tale When it comes to fer tilisers and crop production, there’s much to learn from Sri Lanka’s sudden move to switch to organic farming. More than a year ago, the Mahinda Rajapakse gov ernment banned the import of fertilisers and pesticides out of the blue, hoping to rely on domestic bio fertil isers. It didn’t work out as planned. Crop production saw a huge drop. For ex ample, seasonal paddy yields in 2021-22 dropped by half, while maize decreased by 70%, as per a news report. Sri Lanka was not produc ing enough organic waste to use as manure. In June this year, Sri Lanka planned to borrow $55 million from India to buy urea, reported The Print.Adopting natural farm ing in a “knee-jerk fashion” – as Sri Lanka did – should not happen, NITI Aayog member Ramesh Chand told Financial Express in June. India can double the acreage of chemical-free farming to 15% immediately, and to 30% by 2030, “without hurting national food secu rity as any resultant loss in output and exports could be compensated by [the] reduc tion in fertiliser subsidies”, he said.Incidentally, a report commissioned by the NITI Aayog in 2020 found that while farmers perceived natural farming to be climate resilient, less water-intensive and better for soil quality, it could lead to exhaustion of nutrients from the soil in the long run if monocropping patterns are followed. “NF [natural farming] may not be a substitute for conventional farming for large scale food production. Rather it may be promot ed in low-input region for smallholders,” the report, put together by scientists at the ICAR-National Acade my of Agricultural Research Management, Hyderabad, recommended.Amiddle path may indeed be the way out, as scientists noted in a review: “Organic farming is not the paradigm for sustainable ag riculture and food security, but smart combinations of organic and conventional methods could contribute toward sustainable produc tivity increases in global agriculture.”
Also attracting higher GST rates were hotel and hospital room rents while exemption given on services extended by RBI, IRDAI, SEBI, FS SAI and GST was also withdrawn. All this will have an implication for the inflation rates, but leaving a higher impact is the correction in the case of food and food-related items. While a GST rate of 5 percent was made applicable on branded cereals, pulses, and flour when the new regime was rolled out, this was amended to tax only such items which were sold under registered brands on which enforceable right was not foregone by a supplier. However, soon rampant mis use of this provision by reputed manufacturers and brand owners was noticed, with the result that the GST revenue from these items fell significantly.TheGroup of Ministers, who could not reach a consensus at their last meeting on the inverted duty structure, has the mandate to review various items to help minimise re fund payout, and review the GST exempt list with the objective of expanding the tax base and eliminate breaking of input tax credit. Under GST, a four-tier structure exempts or imposes a low rate of tax (5 per cent) on essential items and levies the top rate of 28 per cent on cars and demerit goods. The other slabs of tax are 12 and 18 per cent. (As published in National Herald)

What man is there among you who, if his son asks for bread, will give him a stone?
While India is in a state of perpetual political churn and political parties focussed in pre paring for the semi-finals in 2023 and the ultimate big fight in 2024; India’s oldest and once reputed and glorified political party, has buried its head in the sand, like an ostrich and disabled its focus on the environment and reality. The nearly 140-year-old Congress party, which spearheaded Indian independence movement and where all free dom fighters and Indians united under, is today a very poor shadow of its glorified past. Many leaders have left Congress and more are leaving it because of the sycophant syndicate. The Congress has reached the last pinnacle in 2004 when it cobbled a secular majority to form the government and again repeated the fear in 2009 but it was jarred into real ity in 2014 not because of the Modi phenomenon but its over reliance on the ‘mag-ic’ of the Gandhi family. Since drum beaters and sycophants want a ‘Gandhi’ the naïve and re-luctant Rahul led the Congress in 2014 to its worst defeat when it could win only 44 seats as against 206 it won in 2009. Had it been another person, he or she would have been thrown out but not a Gandhi. He again led the party to its second disastrous defeat when it could win only 52 seats in 2019. The Congress is like a blind man being led by another blind man. This was re-vealed when the party constituted a fact finding committee (as if this was needed since every-body knew that poor and immature leadership led to the rout) on the causes for its debacle. However, the AK Antony committee was kind on Rahul or blind when it blamed the defeat on the politics of Muslim appeasement. The truth is that Muslims have left the Congress in droves since the pre-1992 days. It has lost Muslims to SP in UP, JDU and RJD in Bihar, TMC in Bengal and AIUDF in Assam etc. The party tried to distance itself away from Muslims and Rahul sought to project himself as pro-Hindu by visiting mandirs and performing Pujas. For good measure he even declared that he is a ‘Shiv Bhakth.’ These antics did not win him votes from the Hindus but in stead lost whatever little Muslim votes the party had. The string of mandir visits and puja performing acts did not help Rahul who even lost from his own home bastion of Amethi against outsider Smriti Irani. The Congress is supposed to elect a president by Sep tember this year because Rahul is adamant not to take up the leadership. However, Rahul continues to tour the nation and project himself as the prime ministerial candidate. If Rahul is serious that he does not want to be a leader then he should main tain a low profile going around as the leader, Rahul is only fueling the justification of party sycophants who insist on a Gandhi. Sadly, for them, with Sonia in poor health and Priyanka unintentionally disquali fying herself because of her disastrous misadven ture in the UP elections and also ruining her party by propping up the perennial dissi-dent Sidhu; the cupboard is bare. At the height of Indira’s popularity after she led India to de-feat Pakistan in 1971, there was a slogan ‘India is Indira and Indira is India’. To day the name Gandhi is restricted within the party as ‘Gandhi is Congress and Congress is Gandhi’. Unless the mindset in the Congress is changed, it will not matter who becomes its president. NEW DELHI, AUG 24 (PTI): With billionaire Gau tam Adani launching a hos tile takeover of NDTV, the Congress on Wednesday alleged that the bid by a company owned by Prime Minister Narendra Modi’s “khaas dost” (special friend) is a brazen move to control and stifle any semblance of an independent media. In a stunning move with the potential to change the media landscape, Adani launched a hostile take over of NDTV, first with an indirect acquisition of a 29.18 per cent stake in the broadcaster followed by an offer to buy out a further 26 per cent controlling stake. The owners of New Delhi Television Ltd (NDTV), one of the nation’s most popular news channels, said they were completely unaware of the takeover until Tues day, and that it was done without their consent or any ber of the duo to trigger the hostile takeover of the televi sion network. Ironical, that an outfit called ‘Vishvaprad han’ is closely involved!” Ra mesh said in another tweet. Reacting to the devel opment, Rajya Sabha MP Kapil Sibal said on Twitter, “NDTV -Adani to acquire 29%. Makes open offer for 26%. Almost the last bastion of Independent journalism being taken over by industry. We should be worried!”
Move to stifle semblance of independent media: Congress on Adani’s NDTV stake discussion. In reference to the development, Congress general secretary Jairam Ra mesh tweeted, “The news of a deeply over-leveraged com pany owned by the PM’s ‘khaas dost’ making a hostile takeover bid of a well-known TV news network is nothing but concentration of eco nomic and political power, and a brazen move to control and stifle any semblance of an independent media.” “What’s mysterious is how a loan given by one of the ‘Humare Do’ is used as a weapon by the other mem Gautam Adani

“We are forced to tell the public certain matters as Narayanan has been defam ing ISRO and other scientists through the movie Rocketry: The Nambi Effect, and also through TV channels. His claims that he is the father of many projects is false. He even claimed in the movie that he once corrected A P J Abdul Kalam, who went on to become the Indian Presi dent. That is also false,” the former scientists said. They also said that they have asked the current chair man of ISRO S Somanath to take a decision on the false claims made in the movie. The scientists said that Na rayanan’s claim in the movie that his arrest had led to a delay in India acquiring cryogenic technology was wrong. They said ISRO began to develop cryogenic technology in the 1980s and E V S Namboothiri was incharge. “Narayanan was not having any connection with the project,” they claimed. The group of former scientists also claimed that at least 90% of matters men tioned in the movie in con nection with ISRO are false. “We also came to know that Narayanan has claimed in some TV channels that all that was said in the movie was true. Some scientists have even raised concern that Narayanan was taking credit for many of their achievements,” they said. Yadav SAYS IT WAS INAUGURATED

NEW DELHI/PATNA, AUG 24 (PTI): The CBI on Wednesday conducted searches at 27 locations, including an under-con struction mall in Gurugram allegedly linked to Bihar Deputy Chief Minister Te jashwi Yadav, in connection with the 14-year-old land for jobs scam in Railways, officialsDuringsaid. the operation which was spread across Bihar and Delhi NCR, the agency’s officers also raided the premises of RJD Rajya Sabha members and other leaders hours before the newly-formed ‘Mahagath bandhan’ government of JD(U), RJD, Congress, Left and other parties was going to face the no-confidence vote in the Seventy-one-year-oldassembly.

NEW DELHI, AUG 24 (PTI): Congress spokes person Jaiveer Shergill quit the party on Wednesday, alleging that sycophancy is eating into the organisation like “termites”.Inaletterto party chief Sonia Gandhi, Shergill re signed from the post of its national spokesperson, say ing the primary reason was that “the ideology and the vision of the current deci sion makers of the Congress is no longer in sync with the aspirations of the youth and modern“Furthermore,India”. it pains me to say that decision making is no longer for the interest of the public and the country, rather it is influenced by the selfserving interests of individu als indulging in sycophancy and consistently ignoring ground reality. I shall for ever remain indebted for all the opportunities the party has granted me during my association with it,” Shergill said. Asked if he resigned from the party posts or its primary membership, he said both.Elaborating on the rea sons why he quit the Con gress, Shergill told PTI that decisions were not being taken by the party in public interest and those indulging in sycophancy and ignoring ground realities dominate in the party.“Those who are ca pable, want to serve the people, their voices are not heard,” he “Sycophancysaid. and cote rie is eating into the Indian National Congress as ter mites,” he told PTI. On his future plans, Shergill said they would only be known in the future. He added that he had severed all ties with the Congress.Shergill, a prominent face on TV debates, is the latest to join the ‘leave Con gress’ bandwagon of young leaders quitting the party now struggling to shore up its dwindling electoral fortunes.Earlier this year, RPN Singh, a former Union min ister and son of the late Congress leader CPN Singh, joined the ranks of Jitin Prasada and Jyotiraditya Scindia, who too quit the party to join the BJP over the last couple of years. While Jitin Prasada is the son of Jitendra Prasada, Scindia’s father was Mad havrao Scindia, both Con gress veterans.

Former Con gress chief Rahul Gandhi and party general secretary Priyanka Gandhi Vadra are also accompanying her. A flattish or low singledigit growth in sales tax collections from petroleum products (8-9 per cent of to tal revenue) and grants rec ommended by the Fifteenth Finance Commission (13-15 per cent) will be acting as the moderating factors, it said.
Fuel tax collections are expected to be almost unchanged because gains from a 25 per cent increase in crude price and better sales volumes will be offset by the reduction in central excise on petrol and diesel in November 2021 and May 2022, and sales tax cuts by someCentre’sstates. grants, includ ing Centrally Sponsored Schemes, Finance Com mission grants and revenue deficit, are likely to see only marginal growth this fiscal, it said.Additionally, GST compensation payments, which were 7-9 per cent of revenue in past two fiscals, will also end, with the expi ration of the compensation period on July 1, 2022, it said. The outlook is based on an assumption of real GDP growth at 7.3 per cent and no lockdown-related impacts, it said, adding that a slowdown in economic activity due to higher-thanexpected inflationary pres sures could negatively im pact revenue.

(From p-1) Asked about poor financial discipline in the State, she pointed out to logistics challenges being faced due to hilly terrain and poor infrastructure, adding that infra structure projects al-ways took several years across the country. But, she claimed that infrastruc ture development was now picking up because of the emphasis being given under PM Gati Shakti. Earlier, she also visited the Heirloom Naga, a weaving cen tre, at Sovima village and later pro-ceeded to Dimapur District Hospital and inaugurated a Di alysis Centre. Interaction with business community Sitharaman also held a closed-door interaction with rep resentatives of the State’s business community and women entrepre neurs during the day. According to DIPR, during the interaction, she said instruc tions had been given to the banks to go to each district and continue to converge with existing govern ment schemes, besides making available credit facilities to the trade sector. She also appealed to the community to approach the banks with new business ideas and propositions to strengthen their business. She noted that the private sector was progressing at a rapid stage and acknowledged Business Association of Nagas (BAN) for its bid to promote every local product and making it viable and accessible outside the local area. She said there was a need to give a push for every district to identify one prod uct that was unique, for which the Centre would provide all necessary assistance and facilities so that this could be segregated, produced and got access to markets. Sitharaman further appealed to the business community to be specific in its proposal as the policy would not work or come to the ground until and unless it was specific. She assured that the proposals and grievances of each association had been noted and would be looked into. Earlier, a welcome note was delivered by Industries & Com merce commissioner & secretary Kekhrievor Kevichusa, while presentations were made by Con federation of Indian Industry (CII) Nagaland Chapter, BAN, Women Entrepreneurs Network Naga land, UNCTAD-Empretec India Foundation and Confederation of Nagaland Chamber of Commerce and Industry. Sitharaman (From p-1) PSC said the family was in formed by Assam police only after his death on August 22, 2022. When the family reached the spot, PSC said his body was found kept inhumanly in a corridor at Joysagar Civil Hospital, Assam. PSC demanded that Assam Police (District Jail, Sivasagar) admit their total failure of respon sibility and duty before it triggered disharmony between the two states of Nagaland and Assam. It also demanded that accused person/s should be dealt with an iron hand and befitting punishment be given and restore immediate justice. PSC has appealed to the state government and State Humans Rights Commission to take up nec essary steps as possible to prosecute the accused person in accordance with the law of the land. PSC has extended its solidarity to the bereaved family and prayed that God provide them comfort at this hour of sorrow.
NLSF: Nagaland Law Stu dents Federation (NLSF) has vehe mently condemned the “barbaric and heinous crime” of Assam police personnel involved in the custodial death and demanded that those re sponsible be booked and proper judicial enquiry initiated. NEW DELHI, AUG 24 (PTI): States’ revenue growth will slide to 7-9 per cent in FY23 even as handsome GST collections will help in the accretion, a report said on Wednesday. The revenue growth had galloped 25 per cent in FY22 courtesy a lower base in the pandemic-affected FY21, the report by rating agency Crisil, which analysed 17 states accounting for 90 per cent of the aggregate GSDP, said. In FY23, healthy tax buoyancy will be support ing the revenue growth, with Goods and Services Tax (GST) collections and devolutions from the Centre -- which together comprise up to 45 per cent of the states’ revenue -- expected to show robust double-digit growth, it said. The agency’s senior director Anuj Sethi said the biggest impetus to the revenue growth will come from aggregate state GST collections, which had al ready rebounded by 29 per cent in “WeFY22.expect this mo mentum to sustain and col lections to further increase 20 per cent this fiscal, sup ported by better compliance levels, higher inflationary environment and steady eco nomic growth,” Sethi said.
The share of states in central taxes is expected to grow further this fiscal, the agency said, adding that while the proportions are determined by the Fi nance Commission, the overall kitty is linked with the central government’s gross tax collections. This pool, which expanded 40 per cent last fiscal, should further grow by 15 per cent this fiscal, it said.
ACFD: Anaki Citizen Fo rum Dimapur (ACFD) has also condemned the “brutal killing” of Henveih Phom and expressed apprehension that the “inhuman and irresponsible act” by Assam police “may trigger tension and disharmony” between Nagaland and Assam.Inapress release, ACFD’s I Kumzuk Yaden and Mongsen Phom have therefore urged the gov ernment of Assam and Nagaland to give justice to the deceased family. The former labour party leader noted that Chi na had witnessed spectacu lar economic growth since it ushered in reforms in the 1980s with the private sector controlling 61 per cent of the country’s GDP. To rein in the private sector, he said, China has unveiled a series of mea sures such as insertion of party committees in private firms, equity by state-owned enterprises in private firms, and rebirth of state-owned enterprises.Rudd said Australia sensed the changes in Chi na’s worldview around 2007 and proposed the idea of Quad, comprising Australia, Japan, India, and the US to counterHowever,China. he said, the grouping never took off due to unfavourable response from the other three coun tries. Rudd said the idea of Quad took root again in 2017 as a reaction to China’s actions on the Indian bor der, the South China Sea, and Japan. More than 30,000 people have signed the petition so far, saying Najib “brought shame” to the country and should be an example to any leaders who think they can abuse their power. Glutamate: Massive quantities of glutamate, a critical neu rotransmitter in the brain, could help explain migraine onset. An aberrant re lease of glutamate into the extracellular space (the space between brain cells) can cause spreading de polarizations or tsunamilike waves of activity that spread across the brain, resulting in a migraine. Glutamate is a neurotrans mitter that acts as a signal between nerve cells.

Endless celebrity posts fill users’ main feed, Facebook fixes bug Role of the tri geminal nerve: Excitation of a nerve responsible for sensa tion in the face could be one of the causes. The trigemi nal nerve is stimulated by various neurotransmitters. As a result, the blood vessels that surround the brain expand and in flame. These blood ves sels are connected to nerve fibers that send pulsations from the blood vessels back into the brain, where you perceive it as pain. This system is vul nerable to being activated repeatedly when there is no good reason in people with a migraine. Instead of serving as a protective mechanism, it has evolved into a system that interferes with your ability to function normally in your life. Cortical spread ing depression: According to one widely accepted theory, mi graines are caused by rapid waves of brain cell activity crossing the cortex (the thin outer layer of brain tissue), followed by periods of no activity. This phenomenon is known as cortical spread ing depression. According to evi dence, it causes inflamma tory and other processes that stimulate pain recep tors on the trigeminal nerves. Brain lesions: According to an American Medical As sociation study, frequent migraines are associated with an increased risk of brain lesions. However, more research is needed to de termine whether lesions hurt the health and whether they are caused by migraine attacks. Traumatic brain injury: It is estimated that between 30 and 90 percent of traumatic brain injuries,
They are usually more severe and resistant to treatment. Migraine is now one of the top 10 causes of military disability. The migraine brain does not get used to repeated stimulations: If you flash a light in the eyes of someone who does not have a migraine regularly, their brain will ultimately reduce its re sponse. For people with migraine, the brain keeps reacting over and over. This lack of adaptability has been observed with light and sound. This may cause people with migraine to use more energy being aware of their surroundings. In prin ciple, an overabundance of a stimulus could result in an attack.

Gray matter (GM) changes: Functional imag ing studies on people with migraine have revealed changes in several brain GM regions. Such GM changes include areas of decreased and increased density, and they are most likely related to pathological substrates associated with this disease.
Dopamine: Although the ex act cause of migraines is unknown, an imbalance in a brain neurotransmitter is thought to play a role. Dopamine is a neurotransmitter that af fects movement, emotions, motives, and sensory per ceptions, as well as the ability to moderate pain.

Domenicali said the sport has no intention of return ing to the country. “I’ve always believed that you should never say never,” Domenicali told Sport Bild magazine, per GrandPrix.com. “But in this case, I can promise for sure -- we will no longer negotiate with them. “There will be no more racing in Russia.” Alexey Titov, the CEO of Russian GP promoter ANO Rosgonki, said he expects F1 to refund pay ments made following the cancellation of this year’s race. “This debt exists, it is confirmed and our position on it is unchanged,” Titov told Russian news agency Tass. “We expect a refund regardless of the current position of Formula One Management in relation to holding races in the Rus sian Federation.“Thecurrent situation in world sports is extremely politicized. It is necessary to take Domenicali’s words here with this in mind. What he said has a pro nounced political connota tion that has nothing to do with the real spirit of sports. “The future of our relations today is really un clear. We will take Domeni cali’s position into account in our further work.” This is the first year since 2014 that a race has not been held at the Sochi Autodrom, with Mercedes having won every race to date.

There should be healthy competi tion between lifters as other wise they might take things easy,” Sharma said. “They both have to work really hard and im prove to qualify. Now quali fication will be tough as there are only five categories and everyone will be trying to get into these five classes,” he added.

NEW DELHI, AUG 24 (AGENCIES): Is Virat Kohli the same cricketer that he once was? Recent stats would answer in the negative. While his career average in Tests is 49.53, but since January 2022, it’s only 31.42 in the longest format. In ODIs, his career average is 57.68, but in 2022, it’s 21.87. In T20Is too, his average this year is 20.25, while his career average is 50.12. All those stats point to the fact that the former India captain is not having a great time on the field. After being rested for the Tour of West Indies and Zimbabwe, Kohli will be making a comeback in the AsiaAheadCup.of the conti nental event, former India cricketer Aakash Chopra has written that Kohli’s bat ‘isn’t obeying his com mands“There’sanymore’.no doubt in anyone’s mind about Virat Kohli’s class and his skills, and even if he doesn’t score another run in interna tional cricket from here on, he will still be regarded as one of the greatest to have played the game. A man who did superhuman things and mastered all three formats like almost no others,” Aakash Chopra wrote in his column for espncricinfo.“Still, there’s also no hiding from the fact that the bat that worked like a magic wand isn’t obeying his commands anymore. There are more misses than hits. The aura of invincibility has faded and his presence doesn’t instill the same fear in bowlers’ minds as it used to earlier.”Chopra added that for India’s sake, Kohli needs to find form soon. “I’m in no way suggesting that Kohli’s story is remotely close to its final pages. In fact, consider ing all that he has achieved, his commitment to his fit ness and his fighting spirit, the chances that he will be able to produce an encore are high. But it’s also im portant that it happens soon enough, for the sake of his and India cricket’s immedi ate future. After all, there is a World Cup starting in about eight weeks,” he wrote.
